Full textThere are no one opinion about the determination of criminality. Most of the criminologists agree, that criminality is social-legal construct, which is bound up to development and variation of the social, demographic, political, moral, economical and legal situation. Eventually, criminality is social construct, the common result of different individual’s actions, and should be estimated according to historical condition. Women commit a small share of all crimes – in the year 2007 among all suspects, women comprised about 11 %. Women mostly commit offences against property - theft, robbery, and drug offences. 21-39 years old women, with basic or secondary education commit most of offences. Alcohol/drugs addiction, mental troubles are widespread among convicted women. Recently female criminality remains stable, except marginal increase in different sections. It is difficult compare female criminality in Lithuania with female criminality abroad, because of different legislation, penal system and criminal policy overall. Furthermore, historical, political, social, economical conditions, women position must be taken into consideration. Different criminological theories tried to explain female criminality concentrating on various factors, although the main explanations of female crime haven’t been proved.

Full textSUMMARY Female Criminality Moterų nusikalstamumas Women’s social situation and status have changed, and now demographical indices show that male criminality is significantly higher, although there are more women than men. Many countries of the world have this situation, but female criminal behaviour became an important research subject of criminology, because the following question remained open: Why is male criminal behaviour different from the female one under identical crime circumstances? The main theories explaining female criminality are the subject of this thesis. There are many scientific interpretations, but so far, none was able to explain female criminality because many statements remained ungrounded. Female criminality in Lithuania during the period from 1918 to 1939 could be just defined by means of common characteristics due to various political, economical and social reasons of this period. Between WWI and WWII, Lithuanian female criminality was influenced by unemployment, consequences of global economical crisis, attitude towards women’s status in the society. Criminal structure of this sex was determined by rather small spectrum of offences, however, female criminality increased since the twenties of 20th century. In the Soviet period, there were few researches of female criminality, because the opinion dominated that criminal behaviour of this sex was not important in respect of common criminality. Full textRelations between EU and Russia have a huge impact on global stability. This Master’s Thesis aims to define the impact of Russia on European security and to provide a detailed analysis of relations between EU and Russia in the field of detection of organized crime. The Thesis also aims to provide an analysis of the EU policy on the field of organized crime detection, of European and Russian legislation, agreements and the policy the countries are implementing. Another aim of the Thesis is to cast a light on the relations of cooperation between Lithuania and Russia in this field, and to describe the national policies. Experts, politicians and scientists have been interviewed in order to find out, whether, in their opinion, Russian organized crime is threatening European security, in which ways the threat is expressed, whether there are any difficulties in cooperation between Lithuanian and Russian law enforcement institutions, and other related matters. The hypothesis of this Thesis is that Russia causes threat to European security, as Russian’s measures of detection of organized crime are not up to EU and international standards.

Full textOfficially presented crime statistics does not represent all criminality. It shows only criminal offenses that are known by law enforcement and are recorded. Additionally to analysis of unofficial data it is needed to assess latent crime to use resources effectively and take adequate preventive and control measures. In this study it is analyzed latent crime and its research opportunities. Work consists of three chapters: First one includes analysis of understanding of latent crime by various writers. Estimated recorded and latent crime ratio. Reviewed latent crime types and indicated main characteristic details. In the second chapter it is presented latent crime factors which are divided in to four branches according to individuals: victims, offenders, witnesses, law enforcement. In the third chapter it is described assessment methods of latent crime and reviewed advantages and disadvantages of assessment methods. This chapter includes summarized results of victimological survey of students.

Full textIn this work the problems of schoolchildren crime prevention are analyzed. The main goals of this work are to study the phenomenon of criminality and the system of its prevention, formulate scientific recommendations, and present the problems that burden said recommendations. Thus the level, structure and dynamics of registered crime as well as latent criminality are analyzed. The factors that condition crime are analyzed and the means devoted to neutralize said factors are searched. The analysis of various statistical and scientific data, as well as precedents and doctrine let to recognize and discover the problems, which burden effective crime prevention. The main problems are: 1) lack of specialists with psychosocial education; 2) incompatibility of legal acts; 3) systematic shortages, such as the confusion of social protection and education functions, insufficient support of NGO; 4) the spread stereotypes, related with the marginalization of delinquents, the conception of dychotomic role of sexes and the depreciation of psychosocial help. Thus it is recommended to change problematic laws and to prepare the new ones, increase the number of specialists with psychosocial education, continually support NGO, organize special seminars and enlighten the society in order to blow about stereotypes.

There is lot of reasons which stimulates people to commit crimes, they interact among each other and their interaction is rather difficult. Separate theories of criminology explore different reasons of criminality or their groups; these theories are called the theories of criminality reasons. Criminality is so kind of social phenomenon, that can’t be absolutely cancelled, although in the course of time it can decrease or increase. For this reason at all times there was made a lot of efforts in order to solve the problem of criminality and to decrease the index of criminality. The object of this work is the theories of criminality reasons. The aim of our research is to define a relation among different theories of criminality reasons. There do exist a lot of theories of criminality reasons and their number is growing, but there is a lack of researches that could clarify the interaction of these theories. Researching the theories of criminality reasons it is confronted with such problems like plenty of theories. Moreover, some theories contradict to each other and a lot of theories are comparative. Urgency and novelty of a problem – Danutė Mykolaitienė (2010) maintains that in the society of the 21st century juvenile delinquency is a complicated and painful social problem, causing extremely negative consequences in future, therefore, it is necessary to take preventive actions as early as possible, so that the further spread of juvenile crime would be arrested. To limit spread of this phenomenon, research-based concepts are created and institutions established that make up an integrated system and promote children and young people involvement into socially acceptable activity, and suppression of manifestation of socially unacceptable behaviour. Thus, in order to influence behaviour of a person, it is necessary to influence not only this person, but also the entire environment, in which he or she acts. Full textCrime is a negative phenomenon, which makes major damage to the public, so preventing it as early as possible will lower the crime rate in the future. It is generally accepted that the juvenile crime prevention is relevant today. This preventive work is carried out and contributed by various institutions, such as: law enforcement, enlightenment, training and education, child protection services, various public organizations and other entities. This study examines police actions in carrying out juvenile crime prevention work. It is noticeable that situation in Lithuania is worse when comparing juvenile crime situation in Lithuania with neighboring Latvia - juvenile crime rates are higher. Along with this, one has to admit that changes of environment and cultural values, such as weakening meaning of marriage, low culture of reciprocal relationship, decline in solidarity of generations, lack of public support for the family crisis, family type with Parents Abroad (orphan syndrome) promotes the formation of juvenile antisocial behavior and leads to increase of crime. This implies a desire to more closely evaluate one of the key - the police - the authorities involved in juvenile crime prevention work and performance. The first part of the work deals with the concept of community-based crime prevention, identifies the main features and forms of community crime prevention, analyses community role in crime prevention and main aspects of community crime prevention effectiveness. The second part deals with the situation of community participation in crime prevention practice in Lithuania. Firstly, it analyses the indicators of individual and collective citizen participation in crime prevention. Full textCriminal liability of juvenile offenders is a relevant issue which requires constant attention of states, legislators, law enforcement institutions, specialists of criminal law and non-governmental institutions. On initiative of United Nations Development Programme, the Government of the Republic of Lithuania introduced Juvenile Justice Programme (1999 – 2002 ) on the 17th of November 1999. This programme played an important role in humanizing and modernizing the system of juvenile criminal justice. On the 1st of May 2003 a new Criminal Code of the Republic of Lithuania introduced new section under the title "Characteristics of Juvenile Criminal Liability”. Juvenile criminal liability is one of the most important issues of criminal justice policy. Due to specific physical and psychical features of juveniles, juveniles are considered exclusive subjects of criminal justice. Therefore, punitive measures applied should re-educate the minor and help to integrate him into society instead of simply punish him for the crime committed. In Lithuania, the central aim of reforms in punishment system was to impose educational measures on juvenile offenders which would be an alternative to imprisonment. It is important to analyse and evaluate all the corrective elements of the inprisonment that are used in the penitentiaries, because the behavior of the prisoner usually depends on it. Also it is important to identify how do all these elements can help prisoners to change and do not commit crimes any more. The first chapter analyses the main purposes of the penalty that exists nowadays and the influence on it of all the theories of the punishment that used to exit in the past. Also this chapter contains the importance of the judge in the penalty commited process. Full textJuvenile delinquency is an important social and legal problem. Number of young people involved in offense is growing. According to the data of Prosecution Service of the Republic of Lithuania rates of juvenile crime were decreasing juvenile in 2000-2007, but in 2008 juvenile delinquency increased 6,8 percent compared to 2007 (Juodytė, 2009). The major factors causing youth crime are the following: growing family instability, pervasive alcoholism, declining prestige of education, difficult economic conditions, juvenile unemployment, and perverse approach to behavioural norms enforced by the media. These processes lead to the growing indifference of parents to child-rearing and moral decline. Due to the complexity of the problem, prevention of juvenile delinquency and help to children may be effective only if the impact on children and families consistent with social, legal, educational, financial, and other measures system at all levels and attitudes is ensured. Full textIn the eighties of the last century in Lithuania crime significantly increased, resulting in increasingly isolated individual criminal offenders and organized crime began to change. In response, the Government decided to incorporate the concept of organized crime in the Criminal Code of Lithuania and to establish criminal responsibility for participation in this phenomenon. In this way, in 1993 the legislature through the criminal law has been supplemented by a new article, which offered the criminal responsibility of organizing a criminal organization, leadership and participation in its activities. So this master thesis presents Analysis of the Corpus Delicti of Criminal Organisation. The master thesis starts with the concept of criminal conspiracy and its character. Presentation of the concept of a criminal organization, governed by Article 25 of the Criminal Code, which provides that a criminal organization is one of the forms of complicity and the definition of criminal conspiracy, with the minimum of its distinguishing features. The growing importance of economic processes raises state economic security issue as a part of national security. Full textThe Master‘s thesis presents criminological characteristic of economic criminality in Lithuania during years 2004–2013. It aims to present the analysis of economic criminality in Lithuania by examining the relationship between macroeconomic variables and number of economic crimes. In the first part of the study theoretical background and concepts of economic criminality and economic crimes are presented. In the second part statistical analysis of 2004–2013 registered economic crimes in Lithuania is performed. Moreover, there is presented generalized characteristics of persons who committed economic criminal offences. The third part of the work investigates the relationship between macroeconomic determinants and economic criminality. Conclusions that there exist a statistically significant negative relationship between GDP and economic criminality are drawn by determining the coefficients of correlation. Number of economic crimes is declining in case there is a growth of national GDP. However, the obtained analysis part does not show a significant relationship between unemployment and economic criminality.

There are no scientific works that would present causality, distribution or other criminological aspects of the juvenile delinquency in this geographical region. The object of this study is juvenile delinquency in Telšiai district. The problem of the work – the level of criminality in every district of the country and its criminological composition is a hot and important question. Juvenile delinquency is one of the elements of criminality, but due to the age and criminal liability of the persons who commit crimes it requires a special attention. The goal of this research is to conduct and provide criminological analysis of the criminal offence committed by juvenile in Telšiai district. Full textThis Master’s thesis analyzed relationship between unemployment, poverty and crime in Lithuania 2005-2011 socioeconomic aspect. It was analyzed and systematized various Lithuanian and foreign theoretical and practical studies of unemployment, poverty and crime. These relationships has demonstrated that the relationship between these processes is not always consistent, in which case these processes socioeconomic relationships correlated lowly. Therefore, the first carried out in dependence on poverty unemployment and crime dependence exploratory study, the results of which confirmed the first author formulated a hypothesis: crime does not always directly dependent on unemployment and poverty, as not always unemployed or poor people will be inclined to commit offenses, because these processes affect the interaction and other measurable factors (e.g., morals, beliefs, etc.). Full textThe work’s aim was to investigate the private security services’ place and the role IN Lithuanian society, the academic point of view of young people. The author reviewed the work of the security and stability in the modern society. In order to fully analyze the selected theme, the following factors were analyzed: crime as one of the biggest social problems in society, more attention was drawn to the risks and consumption based society and the academic approach of the youth to private security services. The author relied on Lithuanian and foreign authors' works, statutory law, the scientific literature. Writing the work the following hypothesis were suggested: 1. Private security services in Lithuanian society as a social institution the primary role is linked to citizens' personal security - their life, housing, property storage. However, a security service, the youth's view, there is only one of the main ways of ensuring the personal security of citizens. 2. Full textDelinquency of children and teenagers is one of sharpest problems in Lithuanian society. Juvenile law violators very often are teenagers of 16-17 years; most of them violated law even before punitive responsibility (14 years). Researches on addictions in Lithuanian jails recently multiplied. Meanwhile researches on juvenile convicts’ lifestyle are unimportant. This occasion determined purpose of our work. Purpose of work – evaluate opinion of juvenile convicts on their health and identify peculiarities of their lifestyle. Goals of work: 1. Identify some psychosocial peculiarities of juvenile convicts. 2. Describe subjective health state of convicted juveniles. 3. Explore proliferation of addictions (smoking, drinking, drugs using) among juvenile convicts. 4. Identify correlation of some addictions among juvenile convicts. Research modes and scope: Survey was carried out during January-May, 2007 in Kaunas penitentiary – in probation ward. All 128 convicts were interviewed during survey. Proliferation research was carried out. Anonymous questionnaire of 55 questions, prepared by postgraduate, was chosen for this research. Statistic data package SPSS 11.0 for Windows was used for data evaluation. Credibility of data differences was identified by x2 criteria. Level of statistic significance was p< 0.05. The attention European society pays to juvenile delinquency leads to the effective means of response based on three principles – prevention, punitive measures of education and social integration and reintegration of juvenile offenders. The purpose of this Master degree paper is to initiate the peculiarities of criminal responsibility of juveniles and display the main principles and reasons, which condition specific juridical regulation, to compare Lithuanian and foreign criminal law that regulates the juvenile justice, to analyze the purpose of punitive legal sanctions applied to juveniles, to study the peculiarities of prescription of penalty and educational sanctions. Full textJuvenile criminality and its causes were, are and will be an important theme for discussion for each of the states. People are constantly seeking for some new alternative methods and preventive measures that could stop the spread of juvenile criminality. In this Master thesis author familiarizes with a concept of juveniles social desadaptation and its main reasons also with the impact and relations of social desadaptation and crimes. The main micro elements (like family, school and informal groups of contemporaries) and macro elements (like mass communication and the state with its politic decisions) were separated and based on the analysis of relating scholastic literature. Furthermore, author noticed that the social desadaptation, which involves various micro and macro elements, is one of the causes to make a crime. A crime is considered as the expression of the social desadaptation. This thesis also provides with a new view to the resocialization process of the delinquent juveniles. Author looks into resocialization through a prism of social desadaptation. The most important of problematic aspects of currently existing resocialization measures have been analyzed. Full textThe Master’s work focuses on the formal analysis of the most problematical features of the criminal rule of the criminal organization. In the first part of the work the author defines the concepcion of the organized crime and the most dangerous form of it – the criminal organization. Moreover there are emphasized the historical evoliution of the organized crime and the criminal organization. The second part concretizes the object of the work and talks about the most problematical aspects of the article 249 (“The Criminal Organisation”) of Lithuanian Criminal Code, also including the aspects of the sanction and the exemption from the criminal amenability. In the third part of the work the author compares the article 249 of Lithuanian Criminal Code with the legal regulation of foreign countries: Russia, Germany and Italy. In the end the legal rule of the criminal organization is compared with other forms of organized crime and other rules of Lithuanian Criminal Code.

Full textThe aim of Master thesis is to analyze the influence of urban structures to criminogenic influence and suggest ways how to create a safety environemt and reduce negative risk in the context of Vilnius city as a example for a common case. The thesis explains main criminogenic theoretical models and foreign experience creating of safety environment in a city. The thesis reveals good and bad foreign practices in creation of different functionality areas. There are accomplished 5 researches by tools of geostatistic spatial analyze in different Vilnius city scale levels. The researches accomplished by using ArcGIS software. Based on analyzed materials and achieved results, there are defined a relationship between urban system, subsystems and characteristics of criminogenic activity in respect of different aspects of assessment. At the end of the thesis there are presented conclusions and recomendations, where taking into account the results of researches, defined preventive urban planning measures and its range of application. The thesis consists of introduction, 3 sections with conclusions and recomendations and the list of literature. Still, acceptance is fact, that there are differences in men and women crime nature, causes and motives. Of both sexes and men crimes has been written many scientists and women's crimes was left on the sideline. However, it is noted that women frequently commit some of the crimes (such as baby's murder), they also are often recognized as recidivist, sometimes posing a greater risk to themselves and society than men. In this work will be analyzed women as a distinct social group, carried out by social factors of crime. For the state-run crime prevention to be effective, it is necessary to reveal the main causes of crime and assumptions. The work aim is to reveal the social factors that have an impact on personality’s socialization. The causes of crime there are described as factors influencing the formation of personal value orientations, which leads in specific situations to choose model of criminal behavior. On other hands, the causes of crime responses to a question, why people appear disposition of criminal behavior. Social factors analysis based on the description of the characteristics of the female delinquent, and theories of crime revealing the reasons, for the application. Have been selected and adapted the theories, the most revealing of social factors on women's crime.

Full textHuman trafficking – is one of the most serious organized crimes rapidly spreading throughout the world. 600 – 800 thousands of men, women are children are sold every year, most of them for sexual exploitation. Numbers of detected and registered cases, however, are much smaller. Numbers of persons convicted for this crime are even more smaller. With the view to find out cause reasons of the phenomena this paper presents thorough analysis of criminological and legal aspects of the human trafficking. The paper analyzes concept of the human trafficking, presents detailed analysis of the legal elements of this crime, surveys related case law, indicates its flawed trends, and presents short evaluations of the criminalization of this crime. The final part of the paper studies correlation of the human trafficking and the organized crime as well as other criminal acts such as corruption, illegal migration, prostitution, forgery of documents and money laundering. The paper analyzes cause reasons of human trafficking, also presents victimological picture of a victim, and discusses possible and available preventive and postventive measures.

Full textThis paper contains not only crime prevention and control system in Lithuania, but also begins with main reasons why people commit crimes and what are the main causes and conditions to it. With causes and conditions there is also part of this paper that contains crime trends in Lithuania till year 2010. Due to the latest data of registered crime the total amount of deeds persist about 80 000 registered crimes per year and for the severe and very severe crimes statistic data is consistent and running down. This paper also admits that Lithuania is based solely on positivistic point of view when it comes to crime and hides the data of actual crime from the society, leaving a big amount of latent crimes, which has no option of getting into law enforcements statistics. To continue with, this paper also deals with crime prevention and control concept, their apportionment by practise time and other specifics. The main interest is about crime prevention and control system in Lithuania and it‘s legal regulation. What is more, due to show what this paper is based on there was a survey carried out. That idea showed that there is a big gap between law enforcement‘s data and the real crimes that are done and faced every day by the society.
