The first chapter characterizes the common trade policy of the EU both from factual and institutional aspect. The second chapter describes the EU intra-trade, with focus on the European single market and implementation of Lisbon Strategy. The third chapter inquires into the EU extra-trade, with focus on the EU bilateral and multilateral trade relations, the WTO multilateral trade negotiations and some of the most famous trade disputes of the EU. The last chapter is dedicated to the changes of the Czech Republic trade policy which result from its integration in the common trade policy.

Abstract:
The main topic of the thesis is the Common Commercial Policy of European Union that began with the liberalization of internal trade and the integration of the foreign trade of the member states. It describes historical process of trade policy's development along with the actual problems. This part is explaining why the Common Commercial Policy is so meaningful nowadays. Very important part of the thesis is dedicated to the common rules, which EU uses not only in its internal trade, but also in foreign trade with third states. Next part describes trade relations of EU based on agreements between the Community and other non-EU countries or international organizations. The agreement can be based on bilateral relations between the EU and trade partners or in form of multilateral relations under WTO. Special attention must be paid to the actual trade relations between the Community and Russia, while the importance of Russian Federation in international relations constantly rises. Before understanding the role of Russia for the EU is very important to look at the position of Russian in the world economy and its perspectives in the future. The thesis describes economic, political and trade relations between the EU and Russian federation from the period of its rise up to date. The main advantages from the Common Commercial Policy can be found at the end of the thesis.

Diplomová práce s názvem Obchodní politika EU ve WTO - bilance, problémy, výhledy se zabývá postavením Evropské unie v rámci Světové obchodní organizace. Hlavním cílem práce bylo ukázat nový pohled Evropské unie jako celku a její obchodní politiky ve WTO se zaměřením na četné problémy, které během mnohostranných obchodních jednání postupně vznikají, ať už uvnitř samotné Evropské unie či ve vztazích mezi členy WTO navzájem. Autor se zaměřuje na následující témata: Mocenská rovnováha v rámci WTO, Vztahy uvnitř Evropské unie se zaměřením na Velkou Británii a Francii, Vývoj vztahů EU - USA a současné překážky efektivní spolupráce, Vývoj jednání mnohostranných pravidel obchodu a výhledy samotné WTO do budoucna.

Abstract:
The goal of my diploma thesis is to describe the influence of ECJ decision making on the common commercial policy ("CCP") of EU. Specifically my thesis examines what factors influence ECJ decision making about direct effect of trade agreements implementing CCP. These factors are applied on several treaties, where the court has not yet decided on their potential direct effect and on a present case at ECJ on direct effect of WTO treaties. With regard to the goal of my thesis an important part of my thesis deals with the development of ECJ decision making. Methods applied in my thesis are analysis and comparison of selected judgements that influence the CCP of EU. After proper analysis I found out that the main motiv behind ECJ decision making is that, if the negotiating position of EU is to be deteriorated, the ECJ is likely to find that the treaty does not have direct effect. Other factors are of secondary character. Examining the influence of decision making of ECJ on direct effect of trade agreements is important, because the role of ECJ influences the legal certainty of subjects about direct applicability of international trade treaties.

The thesis "Trade relations of the EU with the countries involved in the European Neighbourhood Policy" deals with the European Neighbourhood Policy and its importance for trade. The first chapter is focused on external relations of the European Union in general and on the basic characteristics of the trade policy. The second part of the thesis describes the development of the European Neighbourhood Policy, the way how it works and the connection of the policy to the Union for the Mediterranean, the Eastern Partnership and the Black Sea Synergy. The third chapter deals with the implementation of the European Neighbourhood Policy in Azerbaijan and Egypt and analyzes the effects of the policy on the trade with goods. At the end of the thesis the European Neighbourhood Policy is evaluated.

The theses is regarding at the beginning the theoretical conception of joint trading policy and tariff union, esspecially law regulations concerning with an import form third countries. As a kind of change-over of acts is an implementation of these law regulations, acting as a connected point between these regulations and theirs application. The practic sample of import of the medical device is based on the mentioned regulations with the attaching of the principles for an international purchase contract and the other juridical institutes which are regarding the case in several details. Submitted diploma work deals with the Common Agricultural Policy of European Union and its influence on the Czech international trade with agrarian products. Main objective of this thesis is to highlight the changes in agricultural international trade after the Czech Republic's EU accession, which also meant a full adoption of principles of the Common Agriculture Policy. First, the work is focused on historical development and working of the whole mechanism of the common agriculture policy of the EU. All the reforms up to now are given afterwards. The second half of this diploma work is analyzing the Czech agriculture and regarding the comparison of "pre-accession" period with "post-accession" period it shows the changes that have occurred in the Czech agricultural international trade.

The diploma thesis deals with the impact of the Common Agricultural Policy of the EU on the Czech agrarian sector. The aim of the thesis is to determine whether the EU accession and the application of the CAP had a positive or negative influence on Czech agriculture. First, it is explained the creation of the CAP, its goals and principles. The next chapter of the thesis describes the development and reform of the CAP which influenced the Czech Republic after EU accession. Other parts are already engaged in agricultural policy of the Czech Republic after 1989 and the agricultural policy before and after EU accession. There are describes the problems that needed remove before the EU accession. And this helped to the fluent introduction of the CAP. The fourth part discusses the support provided by the EU, which has been the greatest benefit of EU accession, and divides them into direct payments and rural development. In the last chapter is analyzed the impact of the CAP on a farm AGROSPOL, Malý Bor a. s. and is trying to find the positives and negatives of EU accession.

Abstract:
This work deals with the foreign trade and economic relations between the Czech Republic and Turkey. Turkey currently belongs to the most perspective developing merkets with high potential of growth. It is situated on the border of the European continent and Muslim part of Asia, thus it is influenced by both of these cultures. Turkish population is mostly Muslim. The essential values, habits and traditions of the Turkish society result from the Islamic philosophy and ideology. On the other hand, the Turkish Muslims are considered among the Islamic nations as the most liberal and open to modern ideas. Due to the legacy of its founder, Mustafa Kemal Atatürk, the Republic of Turkey is the secular state, which ensures the independency of public affairs on the political influence of the clerical elite. Turkey keeps due to its strategy position very close relations with the Western Europe. It represents the most importanat foreign trade partner of Turkey, but also its economic, political, cultural and social ideal, which inspired Turkey after the downfall of the Ottoman empire when looking for the new identity of the Turkish state. Therefore the Republic of Turkey applied for the association to the European Economic Community just at the end of 1950's. The access negotiation between Turkey and EU started in 2005. However, the prospective membership of Turkey in EU remains very controversial and results in very conflicting reactions of the European population, politicians, non-governmental organizations and various networks. The first part of this work deals with the summary characteristic of Turkey. The second part includes the analysis of the development of foreign trade and economic cooperation between the Czech Republic and Turkey. The second part of this work summarizes the conditions and respective legislation applied in the foreign trade between the Czech Republic and Turkey. It deals with the development of the foreign trade with goods and services (tourism and transportation) and direct foreign investment flow between the countries. It also attends the area of the state support of the Czech export and investment in Turkey. Special chapter is dedicated to the sectors of Turkish economy, which can be considered as most perspective for the Czech exporters and investors, and potential risks that can threaten the success of the Czech trade and investment activities in Turkey.

Abstract:
The goal of the thesis "Mexico -- strategic partner of the EU in Latin America (situation, problems and future of the relations)" is the analysis of mutual relations of the European Union and the United States of Mexico on the basis of the Agreement on Economic Partnership, Political Coordination and Cooperation (Global Agreement). The first part of the thesis deals with historical development of relations EU -- Mexico in the context of european-latinamerican relations. The term strategic partnership and the motives of both partners for closer cooperation are defined. The Agreement is analysed as well. In the second part, the relations, three pillars of the Agreement are analysed. Text deals with trade, political dialogue format and with a lot of programs and projects of development cooperation. In the third part there is a final synthesis of information received. The current situation of relations is described, as well as successes achieved during eleven years of the Agreement and problems impeding more intensive development of their relations. A particular attention is payed to dialogue with the civil society which is considered insufficient. On the basis of information obtained the author tries to estimate possible future development of the relations EU -- Mexico. The first hypothesis claiming that the Global Agreement hasn't reached its potential was proved. The second hypothesis claiming that in spite of intensive development of the relations EU -- Mexico in the last decade, the United States of America persistently and undoubtedly dominate especially in the external economic relations of Mexico was proved as well. It means, Mexico wasn't able to diversificate these relations to such extent so as to reduce dominant position of the USA in this context.

Abstract:
Presented master's thesis deals with comprehensive free trade agreements (CFTA) and deep and comprehensive free trade agreements (DCFTA) concluded or proposed by the European Union. Its objective is to identify necessary conditions for initiation of (D)CFTA negotiation, determine areas covered by (D)CFTAs and contemplate an effect of (D)CFTAs on EU's position. In the first part of master's thesis, theoretical framework needed for research is introduced. The concept of soft power as defined by Joseph Nye is presented. The inductive method is applied to scrutinize comprehensive free trade agreements between the EU and Canada, Colombia, Ukraine, Moldova, Georgia, and Tunisia, respectively. The research proved that the EU has never started DCFTA negotiation with an authoritarian regime. However, it is not a single condition for initiation of DCFTA negotiation, and four more conditions are defined. A broad scope of (D)CFTAs beyond tariff-related issues is demonstrated. DCFTA and CFTA differ about their relation to EU acquis. Approximation in selected areas is compulsory under DCFTA. Trough CFTAs, the EU was able to uphold EU and international standards and promote fundamental rights. Consequently, the EU's soft power has been enhanced thanks to (D)CFTAs.

The thesis deals with customs duties, quantitative restrictions, safeguards and non-tariff instruments, anti-dumping and anti-subsidy measures and safety and other exceptions. Based on the findings, strengths and weaknesses of their practical application are identified and in the conclusion, some of the possible improvements to the current situation are proposed.

This thesis explores a new competence of the investment policy Union conferred upon the European Union by the Lisbon treaty. The reform of the primary legislation in 2009 incorporated foreign direct investment among the components of the Common Commercial Policy. The purpose of this thesis is to analyse this new component, to describe the means of its execution and to discuss the European investment policy in the context of European law. This research aims to be an introduction to this topic in the Czech academia as it is a very topical issue due to the ongoing negotiations with the United States on a free trade agreement including an investment chapter. The thesis is composed of three chapters, each of them dealing with different aspects of the European investment policy. This paper focuses on the role of the human rights in the European Parliament decision process. It was created as reaction to blame the European Parliament for not considering the human rights when voting for Free Trade Agreement between the EU and Colombia and Peru. The purpose of this paper is to find out whether the European parliament is the protector of human rights in the world or not. An in- depth examination of the Trade Agreement itself, level of democracy in both countries, actions taken by European Parliament and an extensive discourse analysis proves that the European parliament is the protector of human rights. Part of the paper is also devoted to the question of readiness of the Parliament to get involved and to intervene in case that the democratic situation in Colombia or Peru gets worse. This master's thesis deals with climate policy integration in two European union's trade agreements, EU-Canada Comprehensive Economic and Trade Agreement (CETA) and EU-Japan Economic Partnership Agreement (EPA). Ambitions of EU's climate policy have grown in recent years. Therefore the EU needs to cooperate with other world countries to tackle the climate change now even more than ever before. One of the solutions for such a binding cooperation to fight climate change could be implemented through the EU trade policy. This master's thesis is therefore interested in climate policy integration concerning the policy coherence during the process of making trade agreements and also in climate policy aspects of the final form of the agreements. In the theoretical part, this thesis describes the academic debates of policy coherence, climate policy actors in the institutional framework of the EU and also the history of EU's climate policy. Research operationalises the academic concept of climate policy integration (CPI) and carries it out through analysisand comparison of official EU's institutional documents. In the final part, this master's thesis draws its conclusions mainly from comparison of EPA and CETA.

Investment Policy of the European Union - protection of foreign direct investment Abstract One of the changes brought about by the Lisbon Treaty is the explicit inclusion of foreign direct investment and its protection in the common commercial policy of the European Union. This is one of the areas of exclusive competence of the EU. The European Union has subsequently stated negotiating bilateral agreements governing, inter alia, investment issues. However, it has not been spared from controversy and negative publicity that has been accompanying especially the TTIP and the CETA. This work aims to analyse the investment policy of the EU and mutual interaction of its institutions with the Member States and third parties. After general introduction to the topic of international investment law and EU law (chapters II. and III.), it is devoted to the issue of protection of foreign investment in the internal market. Its regime is then compared with the BIT regime (chapter IV.). Attention is then focussed towards the EU's external relations in the field of investment protection. It also specifies evolution of the relations of the Czech Republic and European Union, common commercial policy of Union, its Inner market and after-effects of the entry of Czech Republic to EU. It is foremost aimed at characterization of historical evolution of European Structural Funds that serves as the financial instruments of the regional policy of the European Union. I paid attention to every individual structural fund and also to the principles of programming periods. It mainly concerns about the European Social Fund. This thesis also describes the possibilities of Czech companies to apply for financial support from the EU. The practical part recounts the process from the beginning (which means decision to apply for financial support) through the completion of application form, evaluation of projects till the signature of agreement and the realization. The main topic of this diploma thesis is the recent reform of the Common Agricultural Policy of the European Union (CAP). The second topic is the agricultural negotiations in the framework of the World Trade Organization (WTO). Last but not least, the question of the influence of the negotiations in the WTO on the CAP reform is discussed. The first chapter concerns with the details of the process of the CAP reform and it also shows the main differences between the previous forms of the CAP and reformed one (e.g. the reforms to the intervention mechanism). Secondly, this chapter includes the description and the analysis of the fundamental key elements of the new CAP - the single farm payment (SFP), cross compliance, modulation and rural development. It is expected that the SFP brings visible and necessary changes in the financing of the CAP. The SFP decouples the payments and production. In the future farmers make decisions firmly according to the situation on the market. There is no more any incentive for the production. Full decoupling was an ideal presented by the European Commission. Member states, however, decide to maintain a proportion of direct aids to farmers in their existing form. Diploma thesis' ultimate objective is to assess the role of International Trade Liberalization in the European Union Development Policy and to put the EU's activities in this field within the global framework of world trade in the context of the WTO. European Union within its budget and the European Development Fund provide more than half of all global funds for world development assistance and is thus the world leader. Its main objective is the gradual integration of developing countries into the world economy, promoting sustainable development and especially poverty eradication. The thesis is on a number of examples confirming the absence of general consensus on the benefits of liberalization of world trade not only for developing countries, but also in general. It cites numerous studies highlighting the growing concern of poor countries about the impact of continued trade liberalization, resulting in a dramatic increase in imported agricultural and food products, which the developing countries cannot compete. This diploma thesis examines with the Dutch attitude towards enlargement of the European Union. In Netherlands the EU enlargement is a politically sensitive issue. Dutch foreign policy is traditionally closely connected with the concept of "merchant and the vicar", reflecting both values of the society and national interests. Interestingly the attitude of the government, reflecting the public opinion, is much more conservative compared to other member states and strictly support the democratic conditionality as the core strategy of the EU to induce candidate states to comply with its human rights and democracy standards. Netherlands gives also special value to the need to give particular regards to the current absorption capacity of EU. The main purpose of the thesis is to evaluate to what extent is the official attitude of the Dutch government towards enlargement shaped by either interests or values of the society as a whole. I put the current Dutch attitude in the context of the current development in Serbia, as the most significant candidate state form the region of Western Balkans and Iceland. The presented work "Common Agricultural Policy of the EU and the WTO: An impediment to further liberalization of world trade" deals with the EU's role of actor in global trade liberalization, to which the WTO is an institutional tool, with an emphasis on how and whether the experience of building a free European market was reflected in its inception. The area, to which the research was limited, agriculture and its foreign trade ramifications, not only represents a key source of strategic comodities for the physical survival of humanity as a species, but equally an essential factor in economic development of less developed countries of the world and also consume a significant part of the European common budget. Using comparison and confrontation of the WTO's legal-technical framework with the rules and principles of the CAP it notes the apparent inconsistency of the two systems, which is further pronounced in Europe, which played a key role in the creation of the WTO and its predecessor, GATT. The relationship between international investment agreements and EU law has attracted increased attention in past few years. The aim of this thesis is to bring a detailed analysis of various aspects of this complicated relationship. In attainment of this aim it proceeds in the following steps. After a short introduction (Chapter I.), Chapter II. briefly overviews typical content of bilateral investment treaties, following with a more detailed analysis of relevant EU law rules concerning foreign investment and subsequent comparison of both sets of rules. Chapter III. deals with investment agreements to be concluded by the EU, in particular with questions of external competence for foreign investment, responsibility for breaches of investment agreements concluded by the EU and the future shape of EU investment policy. The status of existing bilateral investment treaties concluded between EU member states and third countries is analyzed in Chapter IV. Chapter V. tackles various issues related to investment treaties concluded between member states (so called intra-EU BITs).
