Cyber parental control aims to filter objectionable web content and prevent children from being exposed to harmful content. The ground truth is the measurement for labeling objectionable and unobjectionable websites of the cyber parental control dataset. However, the fibres that are >30 µm (PcF) are the fibres that appear in the hairiness of the yarn and are eliminated by dehairing. It has always been presumed that the PcF was linearly correlated with the diameter of the fibre (MFD) in llamas, but not so in alpaca fibres. Nevertheless, there is evidence that this relationship is curvilinear and behaves the same way in both species.

Abstract:
This paper outlines the practices of state control over Internet content in Russia, explaining their grounding in the information culture and media environment of the country. Building on existing data on freedom of the press and online censorship, the present work provides a socio-cultural context expanding the understanding of Kremlin’s influence on the Web. To this end, three relevant planes of power relations are explored. The first one involves censorship and self-censorship routines embedded in Russian information traditions. The second pertains to the state-controlled traditional media,

Novel display algorithms such as low-persistence displays, black frame insertion, and temporal resolution multiplexing introduce temporal change into images at 40-180 Hz, on the boundary of the temporal integration of the visual system. This can lead to flicker, a highly-objectionable artifact known to induce viewer discomfort. The critical flicker frequency (CFF) alone does not model this phenomenon well, as flicker sensitivity varies with contrast, and spatial frequency; a content-aware model is required. In this paper, we introduce a visual model for predicting flicker visibility in tempora

With remarkable force, “decolonization” re-entered the academic agenda some ten years ago. Having been an ambivalent historical experience undergirding postcolonial studies in its emergence in the 1980s, “decolonization” today is wielded as a concept and a rallying call. One of its rhetorical purposes is to set up an opposition between morally objectionable and morally progressive ways of constructing and sharing knowledge, yet the content of the term is often vague. In this context, world literature has much to contribute, both methodologically and critically. If, on the one hand, there is a

This paper reviews the definition of what is a ‘good’ (is a ‘film’ a good or a service?) and the extent to which GATT Article XX exceptions can justify violations under WTO instruments other than the GATT itself. We argue that trade volumes are unlikely to significantly rise as a result of this ruling as it does not affect China's right to keep out foreign films and publication

It includes an online persona and online information in any format that displays cues to professional identity, attitudes, and behaviors. The objective was to explore the perceptions of Malaysian and Finnish dental students on e-professionalism. A survey of 613 Malaysian and Finnish students was performed. Sixteen (16) llama fleeces of different fleece types where analysed while being processed by the AM2 dehairing technology. The analysis was implemented regarding fibre groups (FGs) as well as regarding fibre types. There are now billions of videos on YouTube, with most of the viewers being young people. The growth in the quantity of videos has been exponential. To add insult to injury, some unscrupulous users post unsettling animated cartoon films and other material that parents should not allow their children to see. Therefore, social media sites should have a way to filter videos automatically in real time. In order to identify and categorize objectionable video material, this research proposes a new architecture based on deep learning. To do this, the suggested system employs a convolutional neural ne

ABSTRACTIn most common-law and civil-law jurisdictions, mistakes of law do not excuse. That is, the fact that one was ignorant of the content or requirements of some law does not excuse violations of that law. Many have argued that this doctrine is mistaken. In particular, many have argued that if an individual's ignorance or false belief is blameless, if she held the false belief reasonably, then she ought to be able to use that ignorance as an excuse for violating the law. It is much harder to find defenders of the doctrine, despite its prevalence. Pragmatic considerations are occasionally o
