The emergence of marine spatial planning (MSP) has been ascribed to the inability of the ocean spaces to meet all demands simultaneously. With increasing uses and users of the ocean comes a rise in conflicts. Studies that sought to reduce those conflicts have shown the benefits of zoning the ocean in space and time. In South Africa, the Department of Environment, Forestry and Fisheries, which functions through a national working group (NWG) on MSP, is responsible for the implementation of MSP, which includes ocean zoning in South Africa’s ocean spaces. In the implementation of MSP, the NWG will make decisions which, this article argues, constitute administrative action triggering the constitutional right to written reasons. This article examines the small-scale fishers’ right to written reasons following a decision by the NWG. It concludes that the NWG does have an obligation to fulfil this right and that the MSP instruments are drafted in a manner that supports this duty.

Banjarbaru Bauntung Market is a market that has been established since 1965 which until now has experienced an increase in the number of traders, especially street vendors. This market is located on Jalan Lanan, right in the center of Banjarbaru City. Bauntung market is experiencing a decline which can be seen from the buildings and facilities inside that are not maintained. In addition, due to the increase in street vendors, zoning and circulation in this market are irregular. The right architectural problem solving for the Banjarbaru Bauntung Market, namely, the redevelopment of the Banjarbaru Bauntung Market Area which accommodates the needs of users (traders and buyers) by adjusting the dawn market, activities, zoning, and circulation, as to make a clean, safe, and comfortable market area. Programmatic architectural methods to achieve a clean, safe, and comfortable market by focusing on market activities at dawn, zoning, and circulation are the preferred approaches used in solving architectural problems in the Bauntung Banjarbaru Market. This is manifested in the circulation arranged according to use, optimal zoning both inside and outside, and dawn market activities that are easier to manage.

AbstractTun Mustapha Park, in Sabah, Malaysia, was gazetted in May 2016 and is the first multiple-use park in Malaysia where conservation, sustainable resource use and development co-occur within one management framework. We applied a systematic conservation planning tool, Marxan with Zones, and stakeholder consultation to design and revise the draft zoning plan. This process was facilitated by Sabah Parks, a government agency, and WWF-Malaysia, under the guidance of the Tun Mustapha Park steering committee and with support from the University of Queensland. Four conservation and fishing zones, including no-take areas, were developed, each with representation and replication targets for key marine habitats, and a range of socio-economic and community objectives. Here we report on how decision-support tools informed the reserve design process in three planning stages: prioritization, government review, and community consultation. Using marine habitat and species representation as a reporting metric, we describe how the zoning plan changed at each stage of the design process. We found that the changes made to the zoning plan by the government and stakeholders resulted in plans that compromised the achievement of conservation targets because no-take areas were moved away from villages and the coastline, where unique habitats are located. The design process highlights a number of lessons learned for future conservation zoning, which we believe will be useful as many other places embark on similar zoning processes on land and in the sea.

Le gisement de beddiane appartient au district de touissit-bou beker, "chaine des horsts", maroc oriental. Il est encaisse dans la serie alleno-bajocienne, discordante sur le socle paleozoique, et se caracterise, par rapport aux gisements voisins, par sa richesse exceptionnelle en plomb, des concentrations exploitables de cuivre et peu de zinc. L'analyse sedimentologique de la formation carbonatee encaissante a permis de mettre en evidence des sequences transgressives et regressives, traduisant un environnement geologique instable: subsidences saccadees et emersions temporaires, suivies de phenomenes de dissolution-karstification pendant et apres le depot de la formation. L'examen petrographique a permis de distinguer plusieurs types de dolomies et de mettre en evidence deux phases principales de dolomitisation: un diagenetique precoce et une autre epigenetique, tardive. La lithogeochimie, effectuee a partir des carottes de sondages, a montre que toutes les assises carbonatees, sont fortement anormales en pb, zn et cu et plus particulierement les facies micritiques. Trois phases de mineralisations zn, pb et cu ont ete distinguees. La zonalite verticale et horizontale des mineralisations au sein du gisement et la geometrie des karsts mineralises suggerent que les solutions salines hydrothermales (100**(o)c) aient circule d'ouest en est dans cette couverture carbonatee. La presence dans le socle sous-jacent de filons a pb-cu pourrait temoigner d'une origine plus profonde des fluides mineralisateurs

Les concentrations uraniferes qui font l'objet de ce travail sont des gites multifissures, de paragenese simple, quasi monometallique, ou l'uranium s'exprime sous forme d'oxydes. Elles se localisent aussi bien dans le socle que dans les sediments permo-carboniferes et recoupent meme localement le contact socle-couverture. Dans les deux principaux secteurs mineralises, bertholene et brousse-broquies sont decrites respectivement l'albitisation d'un socle orthogneissique et celle d'une serie permo-houillere. La repartition precise des zones albitisees montre qu'elles constituent en fait les racines d'un profil d'alteration triasique, fossilise sous la couverture secondaire. A bartholene, comme a brousse-broquies, les mineralisations uraniferes sont guidees par des fractures subverticales en extension, mais se localisent exclusivement au sein de facies prealablement albitises au trias. Leur mise en place est due a l'action de circulations ascendantes dont on peut preciser l'age (environ 170 ma, jurassique moyen) et la temperature (environ 150 degres c). Une alteration supergene fini-tertiaire a sub-actuelle affecte de plus ces mineralisations. Les gisements uraniferes du rouergue apparaissent dans leur quasi totalite "lies spatialement a une discordance" (ici d'age triasique). Leur etude peut, par comparaison, eclairer d'un jour nouveau la genese des grands gisements canadiens et australiens du proterozoique qui sont a l'origine de la definition de ce type

ABSTRACT Ocean zoning plane is based on the standard of ocean function, and could be divided the sea area into different function areas that uses the type and different environmental quality requirements. It used to control and guideline the service orientation of the sea area, to make ensure the marine territory rights and interests and manage the territory space of sea area effectively. For sustainable development of Marine Taiwan, and in order to carry out the ecology, the safe and prosperity of marine environment, the establishment of ocean zoning is the national marine policy works, as well as ocean country that must be devoted to the goal strategy. This study area is focused on the sea area of northern Taiwan (as Taipei, and Keelung). This sea area of the use behavior of the background and present situations (such as, fishery, harbor port, mineral, military affair area etc.), and has already formed the function area (such as marine protected areas, national scenic areas), were collected and analyzing. Based on the evaluation of ocean zoning case of Mainland China, zoning system and index was discussed. And in accordance with the regional plan in the northern domestic (for the second time overall review) to study sea area was also collected and evaluated by guidelines and reference the domestic marine researchers document of ocean zoning. From analysis results, the ten ocean zonings were suggested for northern sea area in the future, such as 1. Port and navigation area, 2. Marine protected area, 3.Utilization of fishery resources and maintaining area, 4.Non-biologic resources area,5.Marine tourism area,6.Engineering request area,7.Special utilized area,8.military area,9.undetermined area,and 10. Reservation area.It could be provided to the reference of the related marine space planning

The deep oceans and their protection, management, research, and resources are governed by a range of legal instruments. This chapter sets out the relevant legal framework for the deep oceans and discusses the role of scientists in ocean governance. The chapter introduces the law’s spatial zoning approach to marine governance and considers the role of coastal states in managing marine spaces and resources through domestic law. The chapter then offers a discussion of the international legal framework for deep-sea fishing, marine pollution, deep-sea mining, and marine scientific research, before analysing current gaps in the law relating to marine biodiversity in areas beyond national jurisdiction, as well as ocean fertilisation.

Abstract:
Marine spatial management is emerging as a key tool for managing and conserving marine ecosystems. The development and implementation of ocean zoning, especially Marine Protected Area (MPA) networks, is expanding rapidly around the world. At a global scale, ocean zoning and MPAs are being pursued in many processes through a variety of governmental, inter-governmental (e.g. UN agencies, regional bodies), with significant input from non-governmental organizations (NGOs). Ocean industries, e.g. oil and gas, shipping, fisheries, aquaculture, etc. are the principle user group affected by ocean zoning. Important new ocean uses are under development as well, e.g. offshore wind, ocean energy, carbon sequestration. The creation of ocean zones, such as MPA networks, will have major effects on industry access to marine space and resources, with significant implications for exploration, development, production and transport. It is essential that the industry constructively engage with marine spatial management efforts and stakeholders to ensure that the process is well informed and balanced. This will increase the potential for industry to respect the management regulations of ocean areas often far removed from the reach of governments. Unfortunately, industry is often not present at key ocean zoning developments, especially at the international level, and is not engaged in a constructive, coordinated manner that brings together the range of industries operating in the marine environment. Barriers to industry involvement in marine spatial management include: 1) Lack of understanding of the movement and momentum behind ocean zoning efforts; 2) Limited engagement in the multi-stakeholder processes where zoning is moving most rapidly, e.g. Convention on Biological Diversity, because industry is engaged in sectoral processes; 3) Lack of means for engaging the broader ocean business community on marine management and sustainability issues, particularly at a global level. This paper will outline the need, opportunity and progress in creating proactive, constructive industry leadership and collaboration on ocean zoning, including: 1) Developing an understanding of marine spatial management issues, stakeholders and process; 2) Actively engaging in key international multi-stakeholder processes that are pursuing MPAs and other zoning efforts; 3) Building constructive relationships among ocean industries and other ocean zoning stakeholders; 4) Creating practical experience by constructively engaging in ocean zoning developments in a specific regions.

The Rhode Island Ocean Special Area Management Plan (RIOSAMP) has been implemented in Rhode Island since 2008 to provide guidance to local regulators in the zoning of renewable energy, with a focus on the siting of offshore wind farms. The project culminated in the siting of the first North American offshore wind project, optimized using a spatial planning approach combining exclusionary and mitigating factors. The optimization of mitigating factors is based on a standard cost model approach and extended to include ecological and societal factors. This macro-siting optimization phase provided the framework to define a Renewable Energy Zone (REZ) for wind farm development and the present study seeks the siting optimization of the wind farm layout within this zone. The optimization considers the loss in power resulting from turbine wake interaction, a cable cost clustering algorithm, and the spatial variation of both foundation cost and the available wind resource within the REZ through a micrositing objective function. This initial objective function is extended to include ecological and social costs. The layout optimization is based on a Genetic Algorithm (GA) optimization scheme. The method is applied to the REZ area, demonstrating that a gain of approximately $10 million over 20 years could be obtained if an “optimal layout” would be selected over the initial layout chosen by the developers.

Рассматриваются районирование и структурная организация ландшафтных областей Тихоокеанского ландшафтного пояса России (doi: 10.18411/lj-01-2021-32), включающего Сихотэ-Алинскую, Нижнеамурскую, Камчатско-Курильскую, Сахалинскую и другие ландшафтные области и сопряженные с ними окраинные моря. Констатируется, что на основе применения ландшафтной методологии, на основе сопряженного анализа и синтеза межкомпонентных и межландшафтных связей с учетом окраинно-континентальной дихотомии и данных по орогеническому, орографическому, климатическому и фиторастительному факторам формирования географически единых территорий в рамках горного ландшафтоведения, проведено районирование ландшафтных областей и выделены горные и равнинные провинции. В основе формирования типов природопользования в прибрежных зонах, как и на других типах географического пространства, лежит природноресурсный потенциал. Природноресурсный потенциал и типы природопользования как явления пространственнодифференцированные должны быть рассмотрены, прежде всего, в рамках классических географических подходов и оценок, таких как районирование территории и акватории. При этом пространственные сочетания наземных и морских природных, природноресурсных компонентов рассматриваются как важнейшие предпосылки инфраструктурного и хозяйственного развития прибрежных регионов. Необходимым этапом природноресурсного районирования является выявление границ, при пересечении которых существенно меняются природные ресурсы и условия. Данная работа выполнена на примере рассмотрения минеральных ресурсов прибрежных муниципальных образований и является частью исследования природноресурсных сочетаний зоны сушаокеан Дальнего Востока России в рамках изучения пространственной дифференциации факторов, условий и ограничений формирования и развития структур природопользования в прибрежной зоне Тихоокеанской России с учетом воздействия экстремальных природных процессов и явлений. Дана сравнительная характеристика месторождений минерального сырья российской части побережья Японского моря. Определена их видовая и географическая структура. На основе того, что месторождения минерального сырья сгруппированы в 8 основных ресурсных групп ввыполнено районирование российской части побережья Японского моря по сочетанию основных видов минеральных ресурсов. Выделены типы муниципальных образований по сочетанию минеральных ресурсов и показаны особенности каждого из них. Выделены шесть районов по сочетанию минеральных ресурсов. В связи с необходимостью учета географической особенности в сочетании со спецификой минеральных ресурсов, северной и южной частям территории одного типа районов присвоены свои собственные названия. По результатам исследования была построена карта. The seacoast is one of the most pronounced natural geographical boundaries, which divides and connects simultaneously the geographical structures of the land, seas or oceans. The formation of the types of nature management in coastal zones, as well as on other types of geographical space, is based on the natural resource potential. Being spatially differentiated phenomena, the natural resource potential and the types of environmental management should be considered, first of all, within the framework of classical geographical approaches and assessments, such as zoning of the territory and water areas. In this case, spatial combinations of the land and sea natural, naturalresource components are considered as the most important prerequisites for the infrastructure and economic development of coastal regions. Identification of borders, at the intersection of which the natural resources and conditions change significantly, is a necessary stage of natural resource zoning. This work is carried out by example of consideration of mineral resources of coastal municipal unions and appears to be a part of studies of naturalresource combinations of the landocean zone of the Russian Far East in the framework of studies of spatial differentiation of factors, conditions and restrictions of formation and development of structures of nature management in the coastal zone of Pacific Russia, taking into account the influence of extreme natural processes and phenomena. The comparative characteristic of mineral deposits of the Russian part of the coast of the Sea of Japan is given. Their species and a geographical structure are determined. Based on the fact that the mineral deposits are grouped into eight main resource groups, zoning of the Russian part of the coast of the Sea of Japan by a combination of the main types of mineral resources is performed. The types of municipalities are allocated by a combination of mineral resources and their features are shown. Six areas are singled out by a combination of mineral resources. Due to the need to take into account the geographical features in combination with the specifics of mineral resources, the northern and southern parts of the territory of one type of areas have obtained their own names. According to the results of the studies, the map has been compiled.

Marine spatial planning is growing in use as a tool to aid management efforts in coastal and ocean systems. In this exercise, we briefly review the history and rationale behind marine spatial planning and consider its relationship to and use in ecosystem-based management. We then outline an activity that introduces students to marine spatial planning through the use of SeaSketch (http://training-barbuda.seasketch.org). SeaSketch is a web-based program that allows users to create, analyze, and compare how marine protected areas and networks contribute to achieving conservation goals. Building on the use of SeaSketch to engage stakeholders in the creation of reserve networks off the island of Barbuda, students use a SeaSketch training environment to create networks of marine protected areas that meet habitat protection goals and consider how these networks impact local species and human fishing value. After creating and analyzing individual networks, students engage in small- and large-group discussions to consider and compare alternative plans and decide on final choices. At each of these levels, students can compare their chosen plans to the zoning regulations that were approved in Barbuda. A supplementary PowerPoint presentation accompanies the exercise.

Abstract:
Several sedimentary exhalative (SEDEX) deposits have alkaline magmatism that is temporally and spatially associated to mineralization. This report outlines interim data from a study of potential linkages between magmatism and SEDEX mineralization in the Selwyn Basin, Yukon. This region is an ideal study site due to the close spatial and temporal relationships between SEDEX deposits and magmatism, particularly in the MacMillan Pass, where volcanic rocks have been drilled with mineralization at the Boundary deposit. Alkaline volcanic samples were analysed from the Anvil District, MacMillan Pass, Keno-Mayo and the Misty Creek Embayment in the Selwyn Basin to characterise volcanism and examine the relationship to mineralization. Textural and field relationships indicate a volatile-rich explosive eruptive volcanic system in the MacMillan Pass region in comparison to the Anvil District, which is typically effusive in nature. High proportions of calcite and ankerite in comparison to other minerals are present in the MacMillan system. Cathodoluminescence imaging reveals zoning and carbonate that displays different luminescent colours within the same sample, likely indicating multiple generations of carbonate precipitation. Barium contents are enriched in volcanic rocks throughout the Selwyn Basin, which is predominately hosted by hyalophane with rare barite and barytocalcite. Thallium is positively correlated with Ba, Rb, Cs, Mo, As, Sb and the calcite-chlorite-pyrite index and is negatively correlated with Cu. Anvil District samples display a trend towards depleted mid-ocean ridge mantle on a plot of Ce/Tl versus Th/Rb. Hydrothermal alteration has likely led to the removal of Tl from volcanic rocks in the region. Ongoing research involves: i) the analysis of Sr, Nd, Pb and Tl isotopes of volcanic samples; ii) differentiating magmatic from hydrothermal carbonate using O, C and Sr isotopes; iii) examining sources of Ba in the Selwyn Basin; iv) and constraining age relationships through U-Th-Pb geochronology.
