The broad social issue of generational competition versus generational interdependence is discussed. The way elders are housed offers an excellent example of how benefits putatively allocated to older people in fact more often than not subsume benefits to family members of all ages. Data on generationally shared households from a number of countries and the results of recent studies from the United States are discussed in this context. Separate housing of generations is often preferred where feasible. Where economic, environmental. health, or social needs of either elder or young generations make autonomous households dysfunctional, members of each generation show in their household-formative behaviour their willingness to assist the other generation .

The second Symposium on Settlement Indian Reserved Water Rights Claims was held in Albuquerque, NM on September 1-3 , 1992. Sponsored by the Native American Rights Fund and Western States Water Council, the symposium drew some 250 people from across the country. The symposium focused on negotiating Indian water rights settlements, and included discussions of alternative dispute resolution techniques, marketing, and jurisdiction over water use.

With desalination looming big on the water resource horizon, many water officials are looking at their options. One option Arizona officials are considering is building a desalination plant in Puerto Penasco that would be a joint Mexican-Arizona project, with both the resort community and the state benefiting from the desalinated water supplies. With desalination an emerging technology, other kinds of options will be available in the future. One such option is seawater desalination vessels, ships capable of onboard desalination for onshore use.

Abstract:
Achieving safe yield, the fundamental objective of Arizona's 1980 Groundwater Management Act (GMA), may prove to be a more elusive goal than once expected. The GMA mandated that the Phoenix, Tucson and Prescott Active Management Areas (AMAs) achieve safe yield, a balancing of groundwater withdrawals with recharge, by the year 2025. Some of the assumptions and projections used to set the goal, however, have not held up after 20 years, with the result that safe yield may be a difficult target for some AMAs to reach.

Yet another conservation easement has been worked out along the Babocomari River, making the fourth such agreement in the area since January. The total area now protected stands at 1,410.2 acres and 4.61 miles of river. What is occurring along the Babocamari River reflects a national trend: the increased use of conservation easements as a strategy to protect natural resources. According to the Land Trust Alliance the amount of land protected by local and state land trusts using easements doubled to 6.2 million acres between 2000 and 2005.

During the period of 20-25 October 2008, a training research exercise (TREX) was conducted to integrate operational concepts and training techniques from different commands. The collaborative teamwork demonstrated in the highly asymmetric threat exercise scenario was recorded in Microsoft internet relay chat logs across fifteen different chat rooms. The goal of this thesis was to use chat room recorded data from the Air Operations Center to evaluate a measurement model of macrocognition developed under the Collaboration and Knowledge Integration program, sponsored by the Office of Naval Research. The model focuses on team member's cognitive processes used during collaboration with the goal of trying to understand how individuals collaborate to build new knowledge and accomplish their tasks. Effective chat communications may expedite the process of moving the team towards achieving their ultimate goal which was to produce optimum combat effectiveness in a timely manner. Thesis results will be provided to the Office of Naval Research to help improve collaboration among teams while operating in stressful and dynamic environments.

This article studies the evolution of housing rents in St. Petersburg between 1880 and 1917 covering an eventful period of Russian and world history. We collect and digitize over 5,000 rental advertisements from historic newspapers, which we use together with geo-coded addresses and detailed structural characteristics to construct a quality-adjusted rent price index in continuous time. We provide the first pre-war and pre-Soviet index based on market data for any Russian housing market. In 1915, one of the world's earliest rent control and tenant protection policies was introduced as a response to soaring prices following the outbreak of World War I. We analyze the impact of this policy: while before the regulation rents were increasing at a similar rapid pace as other consumer prices, the policy reversed this trend. We find evidence for official compliance with the policy, document a rise in tenure duration and strongly increased rent affordability among workers after the introduction of the policy. We conclude that the immediate prelude to the October Revolution was indeed characterized by economic turmoil, but rent affordability and rising rents were no longer the prevailing problems.

L'article 72, alinéa premier, de la constitution du 4 octobre 1958 envisage l'existence d'une pluralité de catégories de collectivités territoriales de la République. D'une part, elle affirme l'existence des communes, des départements et des T. O. M. D'autre part, elle laisse au législateur la faculté de créer d'autres catégories. Elle accorde toutefois une priorité remarquable à l'existence des communes et des départements. En effet, alors qu'elle garantit l'existence de collectivités communales et de collectivités départementales, le législateur peut faire disparaitre toutes les autres catégories de collectivités, y compris rendre nul le nombre de T. O. M. La portée de la garantie constitutionnelle d'existence des communes et des départements doit néanmoins être relativisée. D'une part, la constitution ne s'oppose pas plus à une diminution drastique du nombre de communes et de départements, qu'a une modification radicale de leur définition institutionnelle, la seule exigence pesant sur le législateur en la matière étant relative à l'homogénéité statutaire interne de chaque catégorie. D'autre part, la constitution admet des exceptions à l'existence de communes et de départements sur l'ensemble du territoire, non seulement sur le territoire des T. O. M. , mais également sur le reste du territoire français. L'exigence constitutionnelle relative a l'existence de communes et de départements sur l'ensemble du territoire de la république ne repose en effet pas sur le principe d'indivisibilité de la république, mais sur le principe d'égalité des citoyens. Il s'agit donc d'une conception souple qui admet des dérogations justifiées par une situation particulière ou un intérêt général. A ces conditions, le législateur peut substituer aux communes ou aux départements des collectivités sui generis dont il définit librement le statut, sous réserve du respect des principes d'indivisibilité et de libre administration, ainsi que du particularisme constitutionnel du statut des T. O. M.

Abstract:
La modélisation tridimensionnelle est devenue plus accessible et plus rapide en orthopédie et en particulier en chirurgie de l’épaule. L’analyse morphométrique qui en est issue est utilisée pour permettre une meilleure compréhension de l’omarthrose. L’objectif global de cette thèse était de valider l’application d’un logiciel de segmentation automatisée tridimensionnelle dans les étapes de prise en charge du patient. Huit études ont permis de valider les mesures automatiques calculées par le logiciel, d’améliorer la classification des omarthroses primaires puis de décrire la géométrie 3D normale et pathologique de l’épaule. Des seuils numériques précis ont pu être établis entre les différents types. Le logiciel a permis de développer et valider l’utilisation d’un angle (RSA-angle) permettant de mieux positionner l’implant glénoïdien dans les prothèses inversées d’épaule. L’utilisation des mobilités simulées en 3D démontrait l’intérêt du logiciel dans la compréhension des conflits osseux après prothèse et des faiblesses de design d’implant. Enfin, le positionnement de l’implant glénoïdien en peropératoire avec un guide patient-spécifique imprimé en 3D correspondait fidèlement à sa planification préopératoire, cependant, la planification à elle seule améliorait déjà considérablement ce positionnement. Ce travail de thèse a permis de valider les performances et l’utilisation d’un logiciel de segmentation tridimensionnel et de planification préopératoire. Son application se retrouve dans plusieurs étapes de la prise en charge d’un patient atteint d’omarthrose et devrait progressivement s’intégrer dans la pratique quotidienne des chirurgiens
Three-dimensional modelling has become more accessible and faster in orthopedics and especially in shoulder surgery. The subsequent morphometric analysis is used to provide a better understanding of shoulder arthritis.The overall objective of this Thesis was to validate the use of a 3D-automated segmentation software in the various steps of patients management.Eight studies allowed validating the automatic measurements calculated by the software, improving the classification of primary shoulder arthritis and then describing the normal and pathological 3D geometry of the shoulder. Accurate numerical thresholds could be established between the different types. The software developed and validated the use of an angle (RSAangle) to better position the glenoid implant in reverse shoulder arthroplasty. The use of simulated range of motion in 3D demonstrated the software’s interest in understanding bone impingements after prosthesis and implant design weaknesses.Finally, the positioning of the glenoid implant intraoperatively with a patient specific guide printed in 3D corresponded faithfully to its preoperative planning. However, planning alone already greatly improved this positioning. This Thesis made it possible to validate the performance and use of a software of three-dimensional segmentation and pre-operative planning. Its application is found in several steps of the management of a patient with shoulder arthritis and should gradually be integrated into the daily practice of surgeons

This study is an exploration of the circumstances and events which preceded the declaration of Saint Thérèse of Lisieux as a doctor of the church in 1997. The emphasis is placed on the major Vatican documents outlining the details of the October 19, 1997 proclamation, especially the Apostolic letter issued by Pope John Paul II. The title "doctor of the church" is examined through both a history of the term and its meaning in the contemporary Roman Catholic Church. The implications of the proclamation of Thérèse of Lisieux as the only doctor of the church to be named by John Paul II, and the third woman to have received the title are highlighted.

James Richard Cross, attaché commercial de Haut-Commissariat de la Grande-Bretagne, est enlevé à son domicile le 5 octobre 1970 par le Front de Libération du Québec. La crise d'octobre 1970 débute. Cinq jours plus tard, devant la lenteur des négociations, une autre cellule felquiste enlève Pierre Laporte, vice-premier ministre du gouvernement du Québec. Devant l'appui considérable des objectifs du manifeste du FLQ et devant les demandes de la mairie de Montréal et du gouvernement provincial, le gouvernement fédéral proclame l'état « d'insurrection appréhendée » au Québec. Dès lors, sous la Loi sur la défense nationale, l'armée canadienne intervient en renfort au pouvoir civil le 15 octobre 1970. En pleine nuit, le 16 octobre 1970, Trudeau applique la Loi sur les mesures de guerre suspendant temporairement les libertés civiles. Le FLQ devient une organisation illégale. Pour notre étude, nous avons étudié les modalités de l'intervention militaire lors de la crise d'octobre 1970. Notre travail constitue une première évaluation du rôle des militaires lors des événements d'octobre 1970. Ensuite, nous avons étudié les réactions de divers groupes de la société québécoise et la couverture médiatique attribuée à deux lois marquantes de cette crise: la Loi de la défense nationale et la Loi sur les mesures de guerre. Le cadre temporel de notre mémoire touche seulement à la crise. Dans le premier chapitre, nous avons abordé les modalités de l'intervention militaire lors de la crise d'Octobre 1970 sous plusieurs angles: la préparation, le déploiement, les unités et l'équipement réquisitionnés, les différents mandats et le déroulement quotidien des opérations. Nous présentons également les différentes positions sur l'importance jouée par les militaires lors de la crise d'octobre 1970. Certaines opinions restent contradictoires dans l'élaboration de la stratégie politique employée contre le FLQ. L'intervention militaire et l'application de la Loi sur les mesures de guerre, pour la première fois en temps de paix, suscitent une tollé de réactions à travers le Canada. Dans notre deuxième chapitre, nous abordons les diverses réactions dans la société québécoise. Nous nous sommes appuyés sur les groupes suivants: les politiciens fédéraux et provinciaux au pouvoir et dans l'opposition, la Chambre de commerce de Montréal, le clergé catholique, les différentes commissions d'enquête, le mouvement syndical, le mouvement étudiant, le Comité québécois pour la défense des libertés et la Ligue des droits de l'homme. Nous avons consacré notre troisième chapitre à la couverture médiatique lors de la crise d'octobre 1970. Pour être plus précis, nous avons étudié la réaction des différents médias écrits, à l'aide des éditoriaux et textes d'opinion des collaborateurs, aux deux lois mentionnées antérieurement. Nous nous sommes concentrés sur les journaux montréalais suivants: Le Devoir, La Presse, Québec-Presse, The Montreal Star, The Gazette.
