Perennial ryegrass germplasm was quicker to establish plot cover on a "Tifgreen" bermudagrass green than that of Poa trivialis when used alone. Poa trivialis alone produced lighter color turfs when compared to perennial ryegrass. Turfgrass color was generally uniform in appearance, however, within each entry. Therefore, color as a selection criteria is a matter of choice by the user. The turfgrass mixture "Catalina/Winterplay" (80% perennial ryegrass/20% Poa trivialis) was intermediate in turfgrass color. "Brightstar II" PR generally produced a dark turf throughout the growing season. For overall turfgrass quality, the perennial ryegrasses generally out performed the Poa trivialis germplasm. The mixture of "Catalina/Winterplay" produced a very dense turf, followed closely by "Turfstar Plus" PR, "95-1" PR and "PT-4" PT. ASnowbird@ PT had the least amount of living ground cover by May 31, which is desirable from a transition standpoint.

Aims There are four very broad aims to the thesis. To assess whether new dimensions of democracy are emerging The first aim is to ascertain whether and in what senses new dimensions of democracy are emerging in Estonia. To explore whether there is a democratic shortfall The second aims is to consider the expectations of democracy both of the non-elite and elite groups, and to compare these with democratic reality. To assess the development of a 'new' democracy The third aim is to assess the development of a 'new' democracy. Estonia is a restored democracy. To challenge the ideas concerning previous democratic experience The fourth aim is to ascertain whether the 'restorationist principle' (Smith 1995) has been an assistance or a hindrance to democratic stability. Methods I attempt to create a comprehensive model from which to carry out a democratic 'audit' of Estonia. Established democratic experiences and Estonian democratic experience will be used in determining benchmarks Le. prerequisites and indicators for an analytical model from which to consider the re-established democracy in Estonia. This analytical model will help to identify certain characteristics of representative or pluralist democracy and its support systems, for instance historical background and political culture. Indicators are used, such as the level of trust or distrust of politicians. Indicators are open to many different interpretations, for example, why people do not vote in elections. These benchmarks and indicators facilitate a systematic comparative analysis and will help to establish more precisely the character and potential stability of the democracy that is emerging in Estonia. Questionnaires and interviews are used Literature review A variety of literature has been used for this research, the main ones are concerned with theory, in the form of up-to-date hooks and articles, post communist study, in the form of hooks, journals and websites and Estonia, in the form of journals, surveys and in particular, websites. Contribution to knowledge This study identifies gaps in knowledge and thus attempts to fill them. Estonia is a largely neglected country in the field of post communist study and this thesis aims to bridge some of these gaps. Generally, this thesis will contribute to the understanding of democracy, in particular stable democracy. It will challenge current understanding of stable democracy. It will examine whether a restored democracy is any more stable than a 'new' democracy - in particular whether a prior recent experience of democracy is an assistance or hindrance to democratic stability. It will contribute to the knowledge and understanding of the experience of post- Soviet Russians living outside Russia, including the perspectives of the Soviet Russian immigrant community in Estonia. By employing Ute concept of political stability it will be possible to assess whether Estonia was more stable as an authoritarian regime. From a more general perspective it may be possible to hypothesise about post communist democratic development. It could point to further lines of enquiry.

Previous issue date: 2005-06-08The main target of this study is to discuss about the Brazilian public debt , specially focusing the period between 1995 and 1998. These years were after the implementation of Real Plan, where the Brazilian economy, after 20 years of high inflation, finally reached its stability. This inflation stability did not come with a fiscal balance, so the public sector borrowing requirements were the main cause from Brazilian external vulnerability. We showed thought a model of public debt management, that despite the inflation stability, Brazil did not change the maturing average of Brazilian bonds and these bonds had the same portfolio of the inflation period, basically pos-fixed bonds. As a conclusion , we noticed that Brazilian external vulnerability was a consequence of its economics polices, decided during Real Plan, as high interest rates whose target was to defend the fixed exchange rate against a confidence crisis
O objetivo deste trabalho é discorrer sobra a divida pública brasileira, com enfoque especial no período de 1995-1998, que são os anos subseqüentes ao advento do Plano Real, onde o Brasil após 20 anos de escalada inflacionária, alcançou finalmente sua estabilidade no tocante aos índices de inflação. Essa estabilidade não veio através de um equilíbrio fiscal, de modo ques o déficit público se tornou a principal fonte de vulnerabilidade da economia brasileira. Utiliza-se um modelo de administração de dívida pública para constatar a vulnerabilidade econômica da época. Analisando-se a composição da dívida, notamos que, apesar da estabilidade de preços, o Brasil não conseguiu o desejado alongamento da dívida, nem tampouco mudar o perfil da dívida interna, composta basicamente por títulos pós fixados, ainda herança do período inflacionário. Constata-se então que a vulnerabilidade externa, sofrida pelo país nesse período, foi fruto das opções econômicas tomadas na implementação do Plano Real, bem com da política de juros que visava a manutenção da paridade cambial

The diploma thesis analyzes the transformation process of tertiary sector in Czechoslovakia; respectively in Czech Republic between 1989-1997/98 by analyzing the condition of this sector before 1989. The limitation is given by collapse of centrally planned economy and the economic crisis in 1997. The main objective is to idnetify and explain the profound changes in Czechoslovak, respectively Czech tertiary sector; focusing on media sector. In this thesis I will examine whether, in the period of transformation after 1989, was more successful public entity Czech television or private commercial TV Nova. I will support this analysis by research in practical part; where I will evaluate economic development, own functioning and views on both types of televisions.

In 1985, Prime Minister Margaret Thatcher declared publicity to be the ‘oxygen’ of terrorism. Speaking from within a climate of domestic terrorism, such a statement draws into question the nature of contemporary media coverage. The British Broadcasting Corporation, existing as a public sector broadcaster, occupies a unique position in the context of 20th and 21st century mass media. The BBC is central to the creation and direction of national and international news agendas, in the formation of worldwide public opinion, and the brand name and reputation hold connotations of honesty, accuracy and impartiality. It can therefore be positioned as a ‘a microcosm of some larger system or a whole society' (Gomm et al., 2000, p.99). Yet, the historical visual output of the organisation in relation to domestic terrorism emanating from the environment of the Troubles — a significant period in social, cultural, political, and media history — has never been subject to rigorous academic scrutiny. Grounded in the field of media and cultural studies, and drawing upon extensive archival research, this thesis investigates the representation of domestic terror by the BBC in news and documentary format over the three-decade period of 1968-1998 through two interpretive modes of textual analysis: content analysis and semiotics. Throughout, the representation of events is contextualised in relation to media theory, with the words and pictures broadcast by the BBC analysed. The framing of acts of terror as image events is considered, as well as the visual aesthetic, codes, and values, of news reports. Ultimately, this work argues that BBC coverage of the Troubles has clear and identifiable patterns and symbols. Initial outbreaks of violence, where no corresponding representational referents existed, trended towards the vivid and graphic. Gradually, however, there was an overt movement away from this form; with the notable exception of moments where a method of perception created a disjuncture to established means, coverage was dominated by generic media templates, the rhetoric of euphemism, a concerted lack of contextualisation, and empty symbolism of the absent image.

The purpose of this study was to determine how public two-year colleges in Tennessee internally budgeted and expended their unrestricted educational and general (E&G) funds from fiscal years 1988-89 through 1997-98. The primary focus was on the 14 Tennessee Board of Regents (TBR) community colleges and the internal allocation of expenditures by function from 1988-89 through 1997-98. A limited functional expenditure comparison was made with data from the National Association of College and University Business Officers' (NACUBO) comparative financial analysis for fiscal years 1993-94 and 1994-95 as well as with the Integrated Postsecondary Education Data System (IPEDS) survey for the 1996-97 fiscal year. The study examined whether the TBR community colleges were apportioning a larger percentage of their budgets for direct instruction and less for administrative support services in 1997-98 versus 1988-89. The analysis also examined staffing patterns relative to FTE enrollment, changes in revenue patterns for the four major sources of unrestricted E&G funds, and tuition increases. A portion of the analysis included comparisons between current and constant dollars to measure the real gain or loss in financial resources after allowing for inflation as measured by the Consumer Price Index (CPI). A primary research question underlying this study sought to determine if the public two-year colleges in Tennessee were operating more efficiently at the end of the research period regarding the internal allocation of budgeted funds. It was assumed that efficiency could be measured in terms of an increase in the percentage allocation of funds to direct instruction and a decrease in the percentage allocated to institutional support for general administration. In spite of a reduction in the share of state appropriations provided to higher education during the past decade, the TBR community colleges apportioned a larger percentage of their budgets for instructional cost in 1997-98 than in 1988-89. Conversely, these colleges expended a smaller portion of their budgets for administration at the end of the ten-year period. In conclusion to this study, recommendations are made to more effectively inform public policymakers and the general public as to the efficiency of Tennessee's public community colleges regarding the allocation of financial resources. Comparisons with national and Southern Regional Education Board data are also desirable. Public policymakers are encouraged to more critically examine the long-range benefits of an educated population and the forecast for technical skills required of the workforce in the 21st century.

The thesis describes the development during the 1990s of visual artists' utilisation of computer-based interactive multimedia and the production internationally, with a focus on Australian artists, of artworks on the CD-ROM media format. Earlier parts of the author's research led to the exhibition, 'Burning the Interface < International Artists' CD-ROM>', which he co-curated, opening at the Museum of Contemporary Art, Sydney, in 1996, before touring to Perth, Brisbane, Melbourne and Adelaide. The thesis surveys the range of practice by artists working with digital media and the opportunities for exhibition in the public spaces of museums, galleries and the street, and advances scenarios for correcting the laxity of response by the exhibiting institutions to the vigour with which Australian artists represented their work and ideas at this time in national and international forums. Four published artists' work on CDROM are analysed in detail, and a concluding chapter about 'interactive multimedia' and its usefulness as an art medium to the artist introduces the studio practice component of this MFA submission. This takes the form of a prototype 'experimental' version of an interactive multimedia work on CD-ROM, ('Strangers on the Land') a copy of which is contained in a pocket at the rear of the bound version.

Good health is not evenly shared by New Zealanders. Numerous studies have shown that different sectors of the New Zealand population have different health outcomes. For example, Maori have higher mortality and morbidity rates than non-Maori (Pomare 1995, Durie 1985). For much of this century the way to improve the health of the population was believed to lie in improving public health, hygiene and sanitation, extending the scope, availability and access to medical care, and continuing the advances in medical knowledge and technology which characterised the achievements of the previous century. Such achievements were documented as lower occurences of epidemic and infectious diseases, falling death rates and improvement in life expectancy. Recent literature, both in New Zealand and overseas, conclude that socio-economic status is one of the most important health determinants. Further still, the literature tells us that hospital admissions are related to an individual’s socio-economic status. Were the literature falls short is in documenting the changes in patterns of hospital admissions through the last 15 years a time of major political upheaval and economic restructuring. Thus using Christchurch as a case study, this thesis examines in detail the link between deprivation and changes in the pattern of hospital admissions throughout the 1990's.
We found that the NZDep deprivation dataset is an excellent proxy for health status in most instances. We also found that admissions had increased, especially in the lower socio-economic groups. More importantly, the socio-economic gradient had increased leading us to conclude that the increase in deprivation has been reflected by a increase in hospital admissions.

In specific terms,it debates the intellectual interventions at three moments of the history of the Early Childhood Education: Coedi/MEC (1994-1997), Coedi/MEC (1997-1998) and Anped. Under the coordination of Angela Maria Rabelo Ferreira Barreto (1994-1997), the intellectuals developed a set of seven “notebooks” that aimed at assisting the organization of a national policy for Early Childhood Education. However, this group did not accomplish the organization of a single document for the Early Childhood Education (referential), which was one of the reasons why it was removed from the MEC (Ministry of Education and Culture),even though it had a widely recognized cultural capital in the field of the Early Childhood Education. In contrast, the group led by Gisela Wajskop (1997-1998) complied with the model of public politics divulged by the MEC, organizing the National Curriculum Referential for the Early Childhood Education (Rcnei). The Rcnei had a strong impact among intellectuals related to the Early Childhood Education, especially among members of the group linked to the GT7 of the Anped, motivating them to step forward and question the official truth presented by the Ministry of Education. The actions of intellectuals in the MEC are discussed in the light of the works of Pierre Bourdieu, particularly of the two-dimensional intellectual concept, which allows us to state that the disputes faced by the two groups are typical of the two-dimensional condition of the intellectual that, while possessing a cultural capital, participates in the political filed, which has rules of its own and, therefore, differs from the standards of the scientific field. As for the interventions of the GT7 group, we seek to understand them by resorting to Michel Foucault's concept of critical intellectual and to Bourdieu's concept of collective intellectual, sustaining that the intellectuals' role is to refuse to accept certain impositions by means of manifestos, petitions and the medias to make public their concerns and demand actions in their field of competence. The participation of the intellectuals in the discussion regarding the Early Childhood Education was shaped by the social spaces they occupied, either in the MEC and/or the Anped. These roles distinguished the peculiarities of their functions, since, when joining the MEC, they were involved with the determination to articulate pedagogical ideas and the demand for elaboration of public politics, while, when returning to the academic field (and especially when regarding their strategies from inside the Anped), they had assumed the role of criticizing the results of the Rcnei. Therefore, the richness of the relation between intellectuals and politics is inscribed in the heat of the great struggles, a determining factor that has motivated us to investigate the dialectic between the developers of educational thought and political organizers.
Esta dissertação problematiza as ações dos intelectuais envolvidos com o debate brasileiro a respeito da Educação Infantil no período circunscrito entre 1994 e 1998. Em termos específicos, discute as intervenções intelectuais em três momentos da história da Educação Infantil: Coedi/MEC (1994-1997), Coedi/MEC (1997-1998) e Anped. Sob a coordenação de Angela Maria Rabelo Ferreira Barreto (1994-1997), os intelectuais sistematizaram um conjunto de sete “cadernos” que tinha por objetivo subsidiar a organização de uma política nacional para EI. Entretanto, esse grupo não efetivou a organização de um documento único para a EI (referencial), caracterizando uma das razões de sua saída do MEC, mesmo sendo portador de capital cultural amplamente reconhecido no campo da EI. Ao contrário, o grupo liderado por Gisela Wajskop (1997-1998) atendeu ao modelo de políticas públicas propalado pelo MEC, ao sistematizar o Referencial Curricular Nacional para a Educação Infantil. O Rcnei teve forte reverberação entre os intelectuais da EI, em especial entre os integrantes do grupo vinculado ao GT7 da Anped, motivando-os a vir à cena pública e a pôr em dúvida a verdade oficial apresentada pelo Ministério da Educação. As ações dos intelectuais no MEC são discutidas à luz de Pierre Bourdieu, particularmente do conceito de intelectual bidimensional, o qual nos permite afirmar que as querelas enfrentadas pelos dois grupos são próprias da condição bidimensional do intelectual que, detentor de capital cultural, ocupa funções no campo político, no qual as regras, os jogos são próprios e, portanto, diferentes das normas do campo científico. Já as intervenções do grupo pertencente ao GT7 são compreendidas a partir do conceito de intelectual crítico de Michel Foucault e intelectual coletivo de Bourdieu, por meio dos quais podemos sustentar que a função do intelectual é não aceitar passivamente certas imposições, utilizando-se de manifestos, petições, mídias para tornar públicas suas inquietações e reivindicar ações, no campo de sua competência. As atuações dos intelectuais na discussão da EI foram conformadas pelos espaços sociais que ocuparam, seja no MEC e/ou na Anped, caracterizando peculiaridades de suas funções, pois, ao adentrarem as esferas do MEC, conviveram com a determinação de articular as ideias pedagógicas e a demanda por elaboração de políticas públicas e, ao regressarem ao campo acadêmico, principalmente, ao dimensionarem suas estratégias do interior da Anped, exerceram um papel de crítica aos resultados advindos do Rcnei. Portanto, a fertilidade da relação entre intelectuais e política inscreve-se no calor das grandes lutas, aspecto determinante que nos motivou a investigar a dialética entre os formuladores do pensamento educacional e organizadores da política.

A pesquisa destaca sua trajetória movida inicialmente pelo ideário dos fundadores e a contribuição proporcionada pela FAE no desenvolvimento do ensino superior adventista no Brasil e suas influências no cenário brasileiro de enfermagem. Suas transformações, tão necessárias no decorrer das mudanças educacionais, políticas, econômicas, sociais, mercadológicas e, especialmente, da própria enfermagem, se mostraram um desafio para a sustentação das bases filosóficas e conceituais, originadas da cosmovisão adventista de educação. O estudo procura identificar os motivos primordiais para a criação de uma escola de enfermagem, analisar o longo espaçamento entre a ideia original dessa criação e sua efetiva implantação, e destacar os aspectos característicos que a diferenciaram na trajetória dos seus primeiros trinta anos. In the 1980s and 1990s, privatisation has been widely adopted across the developing world and has reversed the previous trend towards the expansion of state enterprise. This thesis examines the establishment, operation and privatisation of the state enterprise sector in Zambia between 1968 and 1998. Following the economic reforms announced at Mulungushi (1968) and Matero Hall (1969), state enterprise came to dominate the economy. In 1990 a policy of limited privatisation was introduced which was subsequently extended to cover the entire state enterprise sector. By the end of 1998, this had resulted in the privatisation of the majority of state enterprises. The thesis examines the changing role of state enterprise from a political perspective, with the state analysed as the agent of policy choice and implementation. It examines the reasons for the growth in state enterprise, evaluates its performance and identifies the factors which prompted the adoption of privatisation and influenced its implementation. It argues that the growth of state enterprise was primarily a response to the inadequacies of the existing private sector in meeting the state's developmental objectives. However, the strategy pursued by the state enterprise sector proved to be commercially and financially unsustainable. To these problems were added pressure from creditors and donors for Zambia to adopt policies of market liberalisation. This resulted in the adoption of a strategy of comprehensive privatisation. The thesis examines how the choice of the method of privatisation of individual enterprises reflected the objectives of the government in undertaking the programme and the constraints under which it was implemented. The Zambian Government sought to promote competitive industrial structures, indigenous ownership and the viability of the enterprises involved in the process. It has, however, been constrained in this by a number of factors, including the existing legal rights of minority shareholders, the weak commercial and financial position of many state enterprises and the macro-economic environment in which the programme has been undertaken.

This thesis examined changes to New Zealand housing policy announced in the 1991 Budget from a neo-institutionalist perspective. Several areas of social policy faced similar reforms, but in most cases entrenched interests (usually some combination of government officials, workers in the field and consumers) forced changes in the implementation process. Housing policy followed the original proposal most closely, which saw a shift from the direct provision of housing to a tenure neutral cash subsidy. Central government agencies related to housing were also reorganised. This disrupted the channels of political influence for NGOs, allowing the Government to implement the restructuring with only minor modifications. However, the intended separation of commercial and social goals was not achieved, as seen most clearly in claims of political interference in Housing New Zealand's management of the state rental housing.
A neo-institutionalist perspective was adopted because traditional theories of the state, social policy and housing were too general to account for variations between areas of social policy, or the shift from incremental to abrupt policy change. The work of Paul Pierson on welfare state retrenchment was a useful starting point for this thesis, but he gave few reasons for his finding that housing policy was the only area successfully retrenched in his four case studies. In the New Zealand context, this thesis found that housing policy's vulnerability to restructuring was a result of political and economic factors. Politically, the new Government had never been a strong supporter of state rental housing, and there was little public support for the existing policy because few people benefited, especially when compared with other areas of social policy such as health and education. Economically, the state's role in the housing market was small, again compared with health or education, so there would be minimal impact from a change in policy.

This thesis analyses the pohtical and economic transformation in the two Yemeni states - the YAR and the PDRY - over the period of 1968 to 1998. The unification process between the YAR and the PDRY is critically assessed in preparation and implementation phases over the period 1972 to 1990 under minority rule in both states. The thesis is critically focused on the minority impact of northern Shafais in the ex-PDRY leadership which led to serious struggles within and between the two Yemens out of which a hasty unification was resulted. The methodology employed in the research utilises many materials and opportunities made available to myself as a high-ranking member of the administration of the ex-PDRY and, subsequently, the Presidential Office of the ROY. Due to my position, I was able to witness the political system and procedures of Yemen first-hand. The data collected includes information from formal sources in Aden, San'a and the UK. This material was substantially added to with extensive interviews and meetings with public figures in Yemen and abroad who were, and are, important actors in the political history and contemporary political system of Yemen. The integration process was not successful because of several necessary conditions which were not present in either state in the preunification era or, indeed, after it. The two states had different experiences in terms of administration, policies and above all power structures. The two states had political and military confrontations in 1972 and 1979 along their border mainly because of the northern Shafais who wanted power legitimacy in either state or independently. Under such minority impact, the south sponsored revolutionary insurgencies in northern areas to force the admission of northern Shafais into the power centre of the north. The unification process throughout the 1970's and the 1980's was controversial but suddenly achieved its objective in May 1990 though in a hasty manner. A series of agreements took place on both sides with regional monitoring. The platforms on which these agreements were carried out, technically, politically and economically, were weak and rushed as varying factors were not taken seriously into account and the unification process was undertaken in an emotionally charged atmosphere. During the period of 1990 to 1994, the cooperative unification did not achieve success. The unified system had relatively good northern/southern representation but it was not effective. The northern tribal and the southern factional attitudes and approaches were too strong in the power centre to enhance the level of integration. The tribally-dominated power centre did not encourage a change in the administrative setup and the two sides wanted to impose their former systems on the national administration. As the capital, Sanaa, was in the ex-YAR territory, the central administration was predominantly characterised by the latter's system which was cumbersome and corrupt. The acceleration of political tensions between the two sides increased after the 1993 elections as a third northern party shared government, diminishing the southern share to a third. In view of the supremacy of southern natural resources, the southerners had a motive to seek deunification, and they duly did so. This was put down by the northern side which used force in the 1994 civil war. The thesis is concluded with three scenarios discussing the possible directions of the future political development of the Republic of Yemen, with a focus on how the ROY can escape from the predicament of sectarian dominated politics. The first of these scenarios envisages fundamental reforms taking place immediately so as to preserver the present unification system. The second proposes that amalgamated unification could be replaced by federalism. The third forwards a possibility that Yemen could fragment into many small states as a result of poor national administration and state management. These scenarios are founded in the analysis presented in the main body of the thesis by employing the arguments and dynamics identified as the failings of the current system in an analysis which would allow Yemen to enjoy a more prosperous and stable future.

Comparative studies evidence the historical singularity of each experience. In the case of the state of São Paulo, Brazil, the most typical characteristic of government's experience during the period 1995-1998 is the coexistence and complementarity of two processes: the adjustment of public finances and the administrational reform.
A autora analisa a proposta de reforma institucional do governo Covas, suas possibilidades e limitações, para demonstrar que os processos de reforma do Estado não têm caráter universal. Os estudos comparativos evidenciam a r singularidade histórica de cada experiência. No caso de São Paulo, a experiência de governo que transcorreu entre 1995 e 1998 apresentou como principal característica a imbricação entre os processos de ajuste das contas públicas e a reforma administrativa.

Trois questions (approches globale, locale, et institutionnelle) sont successivement examinées par l'auteur : le département du Val d'Oise est-il cohérent et a-t-il acquis une réelle identité ? Quels sont les atouts et les déficiences de chacune des composantes géographiques (Vexin français,ville nouvelle de Cergy-Pontoise, Parisis et plaine de France) de ce département pour l'avenir ? Quelles sont les logiques institutionnelles et humaines d'aménagement à l'oeuvre dans ce département et que donne sur le terrain l'évolution de leurs intéractions ? Des sources originales permettent de dégager trois idées-clés : identité floue (à l'exception des pôles de Roissy et de Cergy-Pontoise qui ont bénéficié de l'essentiel des efforts de l'Etat et du département depuis trente ans), déséquilibres persistants (au détriment du Parisis et de la plaine de France) et rapports de force évolutifs (rôle moteur de l'Etat dans les décicions d'aménagement avant la décentralisation en 1982-1983, puis transfert de cette fonction au Conseil général du Val d'Oise). La question de l'avenir institutionnel du département est, in fine, examinée. La montée en puissance des structures régionales et intercommunales semble rendre inéluctable du Conseil général à leur profitThis dissertation in the areas of geography and territorial development considers a case study of the French department of the Val d'Oise, from its creation in 1968 until the present time. Three questions are examined by the author using global, local and institutional approaches : is the department of the Val d'Oise a coherent one, and has it acquired a true identity ?. .
