PurposeThis research seeks to explain how a national government becomes capable of constructing an account of its biodiversity performance that is aimed at enabling formulation of policy in pursuit of SDG 15: Life on Land.Design/methodology/approachThe research examines a case study of the construction of the UK government's annual biodiversity report. The case is analysed to explain the process of framing a space in which the SDG-15 challenge of halting biodiversity loss is rendered calculable, such that the government can see and understand its own performance in relation to this challenge.FindingsThe construction of UK government's annual biodiversity report relies upon data collected through non-governmental conservation efforts, statistical expertise of a small project group within the government and a governmental structure that drives ongoing evolution of the indicators as actors strive to make these useful for policy formulation.Originality/valueThe analysis problematises the SDG approach to accounting for sustainable development, whereby performance indicators have been centrally agreed and universally imposed upon all signatory governments. The analysis suggests that capacity-building efforts for national governments may need to be broader than that envisaged by the 2030 Agenda for Sustainable Development.

Abstract:
Americans’ trust in government officials has never been lower. Despite the intense public focus on ethics in government in recent years, legal scholarship on the subject has been sparse. This Article fills the gap by examining the ethics regime of the federal executive branch in depth, with a discussion of both the applicable ethics standards and the agencies and offices that are charged with ensuring that government officials comply with those standards. The Article describes how the current system heavily emphasizes prevention, education, and highly detailed disclosures while it rarely enforces the law against wrongdoers. A federal official in the United States is literally more likely to be struck by lightning than to be charged with violating a government ethics law. The Article then considers the federal government’s ethics regime through the lens of criminal deterrence theory and concludes that the current system is an example of what not to do if the goal is to discourage violations. To address this deficiency, the Article proposes a number of reforms to the current system to improve the deterrent effect of federal ethics standards, including a radical reimagining of the authority of government ethics officials.

Abstract:
The literature perceives governments’ websites as an effective tool for increasing information delivery, user interaction, and the government services’ supply, being the most visible aspects of citizens concerning public management. However, the interaction of citizens with governments is still unclear. The practical implications of conducting e-government, capable of expanding this relationship, are still invisible. This study aims to provide an understanding of how governments’ websites are used as an e-government tool in local governments, highlighting how e-government concepts have been empirically employed. The study takes a qualitative approach, examining five municipalities in a microregion in the Brazilian state of Bahia. We gathered the data using a triangulation process that included semi-structured interviews, analysis of the websites, and opinion questionnaires to the citizens. Our research shows that governments lack compelling actions and coordinated internal procedures, resulting in a gap between practice and digital governance policies, resulting in low citizens' participation, and unfamiliarity with government communication channels. The study contributes to the e-government literature by offering further insight into how people and organizations influence technology use, providing elements that can guide motivated public managers to increase relationships and communication with society. We highlight the need to investigate the phenomenon of digital transformation in governments at the organizational level.

The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

Taking into account the three-sector general equilibrium perspective of the government, business, and household sectors and taking government public goods investment as intermediary; this article builds mathematical models of local governmental competition and three-sector consumption. It also theoretically analyzes the impacting path of local governmental competition, causing increased investment in public goods, thereby reducing consumption. At the same time, based on the model of China's provincial panel data from 1993 to 2015, the empirical analysis shows that a 1% increase in the level of competition among local governments will result in a corresponding decrease of 0.757% in total consumption, 0.348% in governmental competition, 0.340% in business consumption and 0.366% in household consumption. Local governmental competition leads to the government's tendency to invest in public goods and reduces the regional consumption, which especially damages the consumption capacity of the household sector.

Purpose The purpose of this study is to examine the implications of inter-governmental relations on procurement compliance in local government. Design/methodology/approach A total of 68 in-depth interviews with local government officials and councillors in four different local government authorities, members of parliament in the local authorities accounts committee and a committee clerk were carried out in addition to documentary review. Findings Evidences from in-depth interviews and documentary analysis point to central government as one of key reasons for procurement non-compliance. The nature of inter-governmental relations enables the central government to issue encroaching directives on local government procurement plans or take handicapping actions on the financial ability of the local governments to execute procurement plans. Practical implications The study adds inter-governmental relations on strategies for improving procurement compliance in African local government systems. Originality/value Despite increasing research on procurement compliance, the complexity of regulatory non-compliance in local government procurement has not been adequately analysed. The current study uses an inter-governmental relations perspective to contribute knowledge on procurement compliance in local government systems of the Third World, sub-Saharan Africa in particular.

Many developing countries’ governments have invested heavily in increasing the number of e-government projects. However, there is a lack of clear case material, which describes the potentialities and consequence experienced by governments trying to manage with this change. The Ministry of State for Administrative Development (MSAD) is the organization responsible for the e-Government program in Egypt since early 2004. This paper presents the findings of the CRM case study, one of the e-service projects led by MSAD. Semi-structured interviews have been used as primary data collection techniques. The findings of the study reveal that the main driver to the success of the project is changing the organisational culture and thinking. It is noticed there is an influence of the project on citizens’ encouragement for public participation as it was able to increase their satisfaction levels. Also, the findings emphasised the problems that face the overall e-government program in Egypt. They also explain the relationships among those identified problems of governmental e-service development.

ABSTRACT Municipal governments are often very slow in producing and disclosing financial statements, with the average time for filing compulsory statements taking over twice as long as the SEC-mandated time for publicly traded corporations. There are typically no governmental rules or explicit penalties connected with extended financial reporting. We propose this delay in reporting is likely to have negative capital market effects for the municipality and we investigate the credit market consequences of delayed reporting. Our empirical results are consistent with delayed reporting resulting in lower bond ratings for municipalities indicating a negative interpretation by bond rating analysts. Furthermore, we also find a higher yield for the government's bonds consistent with bond market investors also viewing this delay as a negative signal with respect to the particular government entity. Our results add to the literature on government reporting as well as the literature regarding the determinants of government bond pricing. JEL Classifications: G12; G18; H11; H74; H83. This study uses a sample of 530 Texas school districts to investigate the information relevance of governmental financial statements published under Governmental Accounting Standards Board Statement No. 34 (GASB No. 34). Specifically, we examine whether the new government-wide statements provide information relevant for assessing a government's default risk, and if this information is incremental to that provided by the governmental funds statements. GASB No. 34 requires governments to publish governmental funds statements prepared on a modified accrual basis, and government-wide statements prepared on an accrual basis. We find that GASB No. 34's Statement of Net Assets (similar to a corporation's balance sheet) provides information relevant for assessing default risk, and this information is incremental to that provided by the governmental funds statements. However, GASB No. 34's Statement of Activities (similar to a corporation's income statement) does not provide information relevant for assessing default risk. The accrual “earnings” measure is not more informative than the modified-accrual “earnings” measure. A government's modified accrual earnings measure can be thought of as a type of measure of changes in working capital. Therefore, our results are consistent with research on corporate entities that attributes the superiority of earnings over cash flows primarily to working capital accruals and not long-term accruals. For our sample of school districts, evidence suggests that total net assets from the government-wide Statement of Net Assets, along with a measure of modified-accrual “earnings” from the governmental funds statement, provide the best information for explaining default risk.

Coalition governments are common in the European political landscape in various tiers ofgovernment. However, such coalitions were an exception in the history of the Valencian Autonomy until 2015, which marked a new stage with the so-called El Botànic governments. Which factors explain this change in the Valencian political system? What are the features of such coalition governments? Can this model be applied to other political systems? This paper addresses these and other issues. First, it looks at what led to coalition governments in both 2015 and 2019. Second, it studies the model of coalition government. The hypothesis tested is this: El Botànic is a coalition government whose success in terms of stability and governmental action is framed within a specific Valencian political context.

Over the past two decades, governments have used information and communication technologies (ICTs) to integrate their internal functions and improve their delivery of services. Scholars and practitioners have conceptualized these various ICT trends and referred to them collectively as e-government. As the number of citizens using the Internet and mobile technologies increases, the public sector is constantly innovating to keep pace with the changing technologies and citizens’ expectations. This essay reviews the academic literature on e-government among local governments and explores the issues related to its adoption and implementation. Adopting an e-government stages perspective with attention to institutional capacity, the essay examines the factors and determinants of local e-government success. The essay concludes with directions for future research on e-government and innovation in local governments.

Polluting civil construction enterprises usually use the way of "voting with their feet" to exert influence on the efforts of local government's environmental regulation, promote the formation of collusion between government and enterprises, and make the local government relax the supervision on the emission behavior of civil construction enterprises. Based on the Tibert model, this paper uses the evolutionary game method to study the collusion between government and enterprises in the cross regional migration of civil construction enterprises and its prevention. The results show that: when the civil construction enterprises comply with the production, the local government's optimal strategy is non collusion strategy; similarly, when the local government is not willing to collude, the non-collusion choice of civil construction enterprises will get higher benefits than collusion. In addition, the cost of civil construction enterprises transferring between different regions, the loss caused by the collusion between civil construction enterprises and local governments, and the probability of local government violations being found can effectively prevent the collusion between local governments and civil construction enterprises.

It is widely argued that Blockchain Technology (BCT) is one of the most promising trends nowadays. The most prominent characteristic of this technology is the improved sense of trust to the shared information provided by BCT applications as well as the ubiquitous access to the data ledger. At the same time governments pursue amplified trust from their citizens increasing transparency through shared information and open data. Since BCT supports this strategic goal of governments worldwide, numerous governments try to capitalize on the advances of this technology through testing the results of pilot applications in different vertical governmental sectors. Even though there are several implementations in the Government sector, there is no comprehensive study towards the analysis of the major characteristics of these developments. This paper moves towards the fulfillment of this gap by conducting a thorough analysis of e-Government pilot applications of BCT at a European level providing information to policymakers and practitioners about the grey areas of this technology.

This report addresses the government's and non-governmental organizations' roles in resolving poverty issues. Several of the government's positions in poverty alleviation are classified according to fiscal, health, academic, technical, and social factors. Collaboration between non-governmental organizations and the government will result in community welfare. This is shown by the many empowerment initiatives undertaken by the private sector and government to solve the issue of poverty. For example, growing children's education by requiring them to attend school and increasing women's empowerment by promoting different aspects of education and empowerment, such as free schooling and others. Apart from the economic field, the government and non-governmental organizations offer training to allow citizens to be more innovative in their raw material production. Additionally, in the health field, it is important for NGOs to protect the community's health in order for them to live by delivering free medical care and so on.

The vast emergence of Information and Communication Technologies (ICTs) lead governments to adopt the use of ICT to deliver services to their citizens, businesses, and government constituents. These services can be delivered via the Internet using web technology (e-government) in an interactive way like any other e-service. But with the advent and wide use of mobile technologies, governments transformed their mechanism in delivering service to utilize more the capabilities of mobile phones through the better employment of mobile government (m-government). M-government utilizes mobile technologies to better deliver services to citizens, but this enforces some challenges to both governments and the recipients of services. In this paper the authors addressed the challenges and opportunities of m-governments in terms of mobile services (m-services).

This study aims to analyze and find the ideal legal design of the relationship of authority between the central and regional governments in order to strengthen synergy in public services. In essence, the granting of autonomy to the regions is directed at accelerating the realization of public welfare, through the implementation of government affairs. Concurrent government affairs as stipulated in Law no. 23/2014, is a governmental affair that is divided between the central government, provincial government and district/city governments. In practice, when problems occur in the implementation of concurrent affairs which fall under the central authority, the regional government is in a powerless position. This research uses normative legal research methods with statutory, case, and conceptual approaches. The results of this study indicate that: the absence of a legal instrument that accommodates and bridges central and regional authorities causes problems that occur in the community to continue and do not immediately find solutions. It is necessary to have legal instruments in the form of government regula-tions in bridging the authority of the central and regional governments to build synergy in public services, especially to resolve conflicts that occur in society so that government administration can run effectively.

Several propostions about resource allocation behavior are tested with data for the Japanese national government and 46 prefectural governments. Results are compared with those from parallel tests employing data for the West German national government and 105 municipal governments. Most of the behavior observed in both countries seems compatible with the incremental model's assumptions. However, the West German national government's spending patterns are shown to be just as stable as the Japanese national government's. This finding runs counter to baransu descriptions of budgeting in Japan. Findings for subnational governments in both countries also contadict the literature. In particular, the expenditure pattern variability of Japanese prefectures and West German municipalities decreases with increased interparty competition.

This study is based on the high levels of corruption occurring in Indonesia, indicated by the low level of the Corruption Perception Index (CPI). The majority of corruption cases occurring in Indonesia involves local governmental institutions. The high levels of corruption in local governments is related to government size, fiscal decentralization, and audit findings. The aim of this study is to determine the factors that cause the high levels of corruption in local governments. This study uses the agency theory as theoretical basis to formulate a framework of thought that connects government size, fiscal decentralization, audit findings, and corruption levels. The result of this study shows that the variables of government size, fiscal decentralization, audit findings, all have significant effects towards corruption levels. Fiscal decentralization and audit findings have a negative effect towards corruption level, while the government size variable has a positive effect on corruption levels. This study provides contribution to the practices of auditing, government execution, law enforcement, and corruption control initiatives in local governments in Indonesia

Purpose – This study aims to explore Twitter use by Korea's central government by classifying the government's Twitter-based networking strategies into government-to-citizen (G2C) and government-to-government (G2G) strategies. Design/methodology/approach – The study investigates the nature of social media interactions and networking strategies in the Korean government by extracting tweets, follower/following relationships, and hyperlinks for 32 ministries. Network patterns and networking strategies are reviewed through descriptive statistical analysis and social network analysis to map the government's Twitter activity. Findings – The results indicate that the government's direct networking strategy targeting citizens does not necessarily motivate their participation in the government's social media activities but that it plays an instrumental role in reinforcing G2G relationships. Originality/value – This study investigates the social media use patterns (e.g. network properties and co-link analyses) and strategies (e.g. the reciprocity of relationships and content-push strategies) in the context of G2C and G2G relationships in Korea's public sector.

Government control of the economy varies widely, in degree as well as effectiveness, across countries and continents. The LDCs of Asia have generally opted for planned development and a large public sector, giving their governments significant control over their economies. The Newly Industrialising Countries (NICs) of Asia. on the other hand, have thrived on economic liberalisation and greater market orientation. The growth record of the Asian LDCs during the past decade appears pitiful as compared to that of the high-growth NICs. The present study attempts to empirically reassess the nature of the government's linkage with growth and productivity in Asian LDCs. The study finds evidence of a significant Jiilkage between government and growth in developing Asia. but not in the NICs or eight of the leading market economies of the world. Empirical evidence from the present study suggests that excessive government control in the Asian LDCs might have bred inefficiency, though not so much as to retard economic growth. On balance, governmental impact on these economies remains significantly positive.

This paper focuses on the changing interaction between Taiwanese entrepreneurs and local Chinese governments. Through the analysis of this changing process, it can be seen that Taiwanese businesses are a special “asset” of Chinese governments. The main argument of this paper is that both central and local governments in China have strategic considerations in respect of Taiwanese businesses. The Chinese central government values Taiwanese businesses because more Taiwanese investment in China strengthens the Beijing government in negotiations with the Taibei government. Nevertheless, since the Kuomintang (KMT) (Guomindang) regained power in 2008, the strategic value of Taiwanese businesses in the cross-Strait relationship seems to have decreased. The central government has created a profitable macro-environment enabling local officials to give a warm welcome to Taiwanese businesses. Chinese local governments value Taiwanese businessmen not only because of the central government's deliberate policy but also because they are pursuing their own self-interest. This paper firstly focuses on the changing interaction between Taiwanese businesses and Chinese local governments. It then further analyses the different but complementary interests of both central and local governments in China in relation to Taiwanese investors.

This study determines the causal relationship that exists between government revenue and government expenditure in South Africa. The study employed annual time series data from the year 1980 to 2015 taken from the South African Reserve Bank. The Johansen multivariate method was employed to test for co-integration and for causality the Vector Error Correction/Granger causality test was employed. The empirical results suggest that there is a long-run relation-ship between government revenue and government expenditure. The causality result suggests that there is no causality between government revenue and government expenditure in South Africa. Thus, policy makers in the short run should determine government revenue and government expenditure of South Africa independently when reducing the budget deficit.

E-government policy initiatives for implementing citizen-centric integrated interoperable (CII) e-government services have gained international validity by governments worldwide. Despite extensive deliberations in e-government literature, however, successfully implementing strategic, institutional, and technological changes required by citizen-centric (vis-à-vis government-centric) e-government remains an unresolved theoretical and pragmatic conundrum. CII e-government systems are characterized by greater diversity in stakeholders, processes, technologies, applications, and big data, requiring greater cross-agency collaboration and process integration/standardization. Drawing from e-government interoperability and governance literatures, the authors examined the governance role in facilitating CII e-government implementation. The authors performed website and policy analyses of a successful implementation of Saudi Ministry portal, which exemplifies CII e-services. Results showed that government's earlier disconnected websites had not facilitated cross-agency information sharing required for citizen-centric e-government development. However, the authors found evidence that both e-government interoperability policy framework and collaborative governance had contributed to overcoming the implementation challenges and delivering CII e-government services to its diverse stakeholders.

This research is a causality study with the title "Effect of Government Internal Control Systems and Employee Competence on the Performance of Government Agencies in Karimun Regency." The purpose of this study was to determine the effect of the implementation of the Government's Internal Control System on the performance of Karimun Regency government agencies and to determine the effect of employee competence on the performance of Karimun Regency government agencies. Data collection using a questionnaire where the questionnaire contained questions about the Government's Internal Control System, employee competencies and agency performance. Data were tested using multiple linear regression statistical tests. Based on the results of the study, it can be concluded that the governmental internal control system has a significant positive effect on Government Agency Performance with the results of statistical tests that show a sig value of 0.016 <0.05 (alpha 5%). Employee Competency has a significant positive effect on Government Performance with the results of statistical tests showing a sig value of 0,000.

Purpose Foreign governments do not always welcome international humanitarian organizations responding to a disaster in their country. Many governments even impose restrictions on humanitarian supply chains through import barriers, travel restrictions or excessive bureaucracy. The purpose of this paper is to analyze these restrictions and try to identify the government characteristics that best explain the tendency to impose such restrictions. Design/methodology/approach Through a multiple case study among four international humanitarian organizations the authors identify and analyze the restrictions imposed on humanitarian supply chains in 143 different programs. The authors compare the average number of restrictions per country with different governmental and socio-economic situational factors. Findings The authors find that state fragility, a combination of government ineffectiveness and illegitimacy, is the characteristic that best explains the tendency of a government to impose restrictions on humanitarian supply chains. Practical implications Knowing that fragile states tend to impose a high number of restrictions helps humanitarian organizations to prepare adequately before entering a country with a fragile government. The organization can, for example, anticipate possible concerns and establish trust with the government. Commercial companies starting to do business in such country can learn from this knowledge. Originality/value Multiple studies have mentioned the strong impact of governments on humanitarian supply chains, but no paper has yet analyzed this problem in detail. The paper is the first to identify the characteristics that explain the number of restrictions governments impose on humanitarian supply chains, and what humanitarian organizations can do to address them.

Governments around the world are using e-government to improve their modes of governance and the delivery of public services to citizens. Similarly, almost all countries are assessed and ranked by international organizations (such as the United Nations) on their level of e-government development. This paper examines Nigeria's e-government development rankings in light of the government's efforts to develop the country's infrastructure and human capital. While Nigeria is one of the richest country in Africa and has the one of the fastest growing ICT market in the continent, it is ranked low in Africa and globally in terms of e-government provision of public services to its citizens. The analysis suggests that more efforts should be made by the government to address the barriers to effective deployment of e-government initiatives in Nigeria.

The political hierarchy in China dictates that local governments are primarily responsible for addressing such grievances. This study investigates how local governments deal with online complaints and finds that they respond in a variety of ways and that their choice of a particular form of response is shaped by the pressure generated by the complaint and the cost of resolving it. This study contributes to the understanding of government responsiveness in China by directly assessing the quality of governmental responses and by measuring the pressure and costs faced by the government when dealing with online complaints. It also explains how the Chinese government, without having to rely on censorship, shields regime legitimacy from media exposure.

Indonesian Village Law No. 6/2014 mandates village to be a self-governing community and local self-government. Based on the law, village government conducts governmental administrative business, local development, fostering village societal, and empowering local people. To support the tasks, it is allowed to raise funds from various sources. This paper aims to investigate any problem and possible solutions to strengthen village capacity in order to achieve the village law vision. This research was conducted in Kutai Kartanegara (Kukar) Regency, Indonesia. It used a qualitative approach and the data were collected in several ways, i.e. focus group discussion, interview, secondary data, and observation. The study showed that village governments have no authority to design their own organizations, because the designs are prepared by central and local governments in detail. Moreover, lack of competence among village government staffs and financial dependency also make village governments rely on supports from central and local governments. It concludes that high intervene from upper governments make the village governments have limited room to manage their organizations. Secondly, policy disharmony among ministers also makes them in a dilemma about which one should be followed. Thirdly, various limited upon villages consequently makes them highly depend on supports, especially financial supports, from higher levels of government. Therefore, some actions need to be taken, such as reducing intervention, synchronizing policies among ministries, strengthening village organization and staffs, and optimizing the role of local government agency and stakeholders to take part in the village development process.
