Abstract:
Abstract Mounting public protests, increasing expensive payouts, and shootings of unarmed victims by police is a call to reexamine options to problem solving, service recovery, and preventing police misconduct as it pertains to the use of force. The purpose of this quantitative study was to examine the correlation between early intervention system data (a) use of force, citizens' complaints (race and gender), and use of force violations (race, gender, and years of service for officers). The disruptive theoretical framework provided an innovative lens to examine police misconduct of a large midwestern large law enforcement agency. This secondary data study did not find significant relationships between stated variables using chi-square analyses. Although consistent with other studies, males were found likely victims of excessive use of force (X2 = 114.093, p =.000) using multiple regression. By expanding the characteristics of basic variables based on a (use of force) continuum model, the data can be treated as a disruptor with potential to reach maintenance or high productivity and sustainability. The fields of healthcare and education have made strides using this model, and this model may also add to the existing knowledge to create greater transparency, service recovery, and policy modification needed to reduce the use of force police misconduct. As society changes with varying political mandates, public opinions and technological communications, it is apparent that law enforcement must also continually improve efforts to enhance accountability and transparency relating to the use of force

Full text
Abstract:
Several questionable officer involved shootings and perceived abuses of authority disproportionately involving minority citizens have resulted in public outcry, protests, and nationwide scrutiny of police in recent years. The resulting police legitimacy crisis has prompted agencies to rapidly equip officers with body-worn video cameras (BWCs). BWC advocates lauded the findings of an early study that attributed significant reductions in use of force incidents and citizen complaints to the devices and it is this and a handful of other short-term studies upon which the claims of these benefits are predicated. However, subsequent research has produced mixed findings and the sustainability of any reductions remains questionable. The limited knowledge concerning the impact of BWCs on the aforementioned outcomes is problematic considering the potential negative impact of unrealistic expectations and the expense of BWC program maintenance. The objective of this dissertation is to address gaps in the extant research by exploring the impact of an incremental deployment of the devices on the frequency and severity of use of force incidents and the frequency and outcome of citizen complaints while controlling for staffing, volume of officer-initiated enforcement contacts, and the Ferguson incident. Utilizing 86-months of secondary data collected from the Newport News, Virginia Police Department (NNPD) a vector autoregressive multivariate time series analysis indicates that BWCs were a significant factor in a substantial sustained reduction in use of force and a substantial sustained increase in exonerated complaint dispositions at the NNPD.

This research analyzes the representation of the american soldiers as an image of the role model to the latin-americans. In this perspective, that the speech presented in the texts and images of the analyzed publication is part of the Good Neighbor Policy, it can be disclosed in the debate around the representation transmited and the internal influences that build it. The investigation arrises from the observation of the 48 editions of Em Guarda, the magazine published between 1941 and 1945, by the Office of the Coordinatior of Inter American Affairs. Starting from a quantitative analysis, in which it was identified the relapses, some of the editions were picked, based on the soldiers thematic, and the texts and imagens were put under a qualitative analysis. Understanding that this soldiers were presented as Heros-Citizen-Soldiers, the work focused on the debate of this concept, from the founding myth of being americans, and as a reference to the image of the cowboy. By this measures, its possible to understand some process and intentions of the americanization of the continent

Abstract:
The present report is divided in two main components. The first component encompasses the professional trajectory of the author, which incorporates personal, educational and professional socialisation. The second part concerns the service of the Office of Citizen into two Family Health Units (USF) located in Lisbon covering an analysis of Primary Health Care in Portugal, Social Work in Primary Health Care and Social Work intervention in Office of Citizen. This second component also integrates an empirical quantitative study of the nature of complaints and compliments regarding the services and professionals of these health units in the years 2012/2013. It also analyses and the intervention of Social Work at the Office of the Citizen and the impact of this office in the improvement of the services provided. The results led to the following main conclusions: Social Work in Office of Citizen plays a mediating role, through an intervention at psychosocial and socio-political levels. In a multi-professional context, we can observe that the Social Worker intervention contributed to the humanisation of services, cooperated in the improvement of the quality of services offered to patients, and also presented itself as a resource to all other professionals, available to inform and cooperate, improving the services in benefit of the patients and, also, advocating patients rights of citizenship and looking for future projects, held either in the facilities or in the communities where patients are integrated.

Full text
Abstract:
Even though disciplinary systems are criticized for their lack of coherence and fairness, there is currently no study specifically focusing on the predictive factors related to the outcome of the officers’ sentencing process. The present research aims to investigate the factors associated with the different types of decisions rendered by the Deontology Committee of Quebec. A total of 267 hearings were analyzed between the year 2009 and 2013. Logistic regression models are used to predict the outcomes of the sentencing on three levels: (1) the determination of guilt, (2) the decision on the sanction, and (3) the severity of the sanction (short- or long-term sanction). The factors used in the models are legal factors - specific to the nature and the severity of the misconduct - and extralegal factors - related to the complainant’s and officer’s characteristics, the situation and the length of procedures - available in the judgments handed down by the Committee. The analyses in this paper show that the different outcomes are mostly due to the legally relevant factors. On the other hand, some extralegal factors like the officers’ rank have an influence on the determination of guilt. And, some officers’ characteristics like the officers’ rank, sex, police department and the length of procedures tend to influence the outcomes of the sentencing. Thus, the findings show that decisions rendered by the Committee are mostly taken in accordance with its mandate and are legally justifiable. The latter results show that more research is needed concerning the impact of extralegal factors on the outcomes.

Abstract:
A study was conducted to explore the impact on change which a process of participatory research has on capacity building for the general assistants within the Northern Province in terms of the mission statement of the Office on the Status of Women between July 1997 and September 1998. The mission of the office is as follows: " ... to establish mechanisms and procedures that will move the province towards gender equality, thereby empowering women to have equal access to opportunities and resources which will enhance their quality of life". The target group for Office on the Status of Women is women within the government service irrespective of race and socio-political status. These general assistants were said to be the "left behind" group when issues affecting women like National and International Women's Days are celebrated. Themes of concern were identified and addressed.

Pearce, Brenda. "A preventative policing style for public violence in the towns of Harrismith and Warden in the eastern Free State." Thesis, 2008. http://hdl.handle.net/10500/1813.

Full text
Abstract:
This exploratory and qualitative investigation is used as a research strategy to indicate a preventative policing style for public violence in the Eastern Free State. The research's integration of problem-solving methods may be used in instances where public violence is common and pre-empted. The study researched the policing of public expression against poor service delivery in a democratic South Africa after the adoption of a new Constitution. The Scanning, Analysis, Response and Assessment Model is applied by way of a service-oriented, preventative policing style involving the principles of the Community Policing Style. The dissertation argues that though the South African Police Service's handling of public violence in the Eastern Free State, was reminiscent of the former public violence of political oppression, it should gradually move away from the military approach to a preferred community policing style and include relevant role players in using a systematic and service-orientated preventative policing style to address public violence.

Abstract:
Indiana University-Purdue University Indianapolis (IUPUI)
During the early Cold War, 1949 through 1963, the federal government, through such agencies as the Federal Civil Defense Administration (FCDA) (1950-1957), the Office of Civil and Defense Mobilization (OCDM) (1958-1960), and the Office of Civil Defense (OCD) (1961-1963), regarded children and young adults as essential to American civil defense. Youth-oriented, voluntary organizations, including the Boy Scouts of America (BSA) and the Girl Scouts of the United States of America (GSUSA), assisted the federal civil defense programs by promoting civil defense messages and agendas. In this thesis, I will explore how the GSUSA and BSA translated federal civil defense policies for their Scouts. What were the civil defense messages transmitted to Scouts during the early Cold War? How were those messages disseminated? Why? What was the social impact of BSA and GSUSA involvement with civil defense on America’s evolving national ideals?
