When the Casper College Library was approached by the Office of Student Financial Assistance to develop a reading literacy program, we jumped at the opportunity. The program had to give educational and meaningful job duties to work study students, while also supporting the mission of the college and library. Libraries have long championed reading literacy, so the programming choices were many. Abstract Asymmetrical international student mobility poses a challenge to the governments of countries sending students abroad to ensure their return home after graduation. Financial assistance tools such as student loan forgiveness are viewed as a solution to this challenge. Drawing on evidence in the case of Latvia, this chapter contributes to the literature testing the policy assumption that sending governments can influence the return migration decisions of international students by cancelling their student loans. This chapter presents The Emigrant Communities of Latvia survey data on higher education funding sources among international students from Latvia and the relationship between these sources and their return intentions. Using qualitative interview data, this chapter examines the effectiveness of student loan forgiveness in influencing the return migration decisions of global graduates from Latvia. The chapter concludes that the existing student loan forgiveness policy does little to prompt return migration.

Consumer problems are everywhere, but the issues differ dramatically across the United States: from lack of access to credit in the impoverished Mississippi Delta, to scammers in New York City, to rampant foreclosures in Phoenix, Las Vegas, and Tampa. Along with traveling the country to experience and understand issues in local communities, the Consumer Financial Protection Bureau broke down the immensity of serving 320 million Americans by focusing on specialty populations. This chapter describes this work: the bureau’s Office of Servicemember Affairs, which secured new protections for military personnel and their families; its Office of Students, which addressed student loan issues and improving choices about financing higher education; its Office for Older Americans, which sought to crack down on elder financial abuse and educate families dealing with late-life financial issues; and its Office of Financial Empowerment, which worked to reduce the shockingly high costs and risks of living in poverty.

Those who affect the outcomes of elections—via financial or means—often have greater access to elected officials. Yet, we frequently have little information about the dynamics of elections, let alone the relationship between campaigns and subsequent sway over officials. I draw on surveys of politicians to illuminate three key aspects of campaign dynamics in India: differences in campaign costs across levels of government; variations in funding sources across levels; and the role of various actors in providing other forms of campaign assistance. I find, first, that financial support from political parties is relevant only at high levels of elected office, whereas personal resources dominate at lower levels. Second, a substantial portion of all respondents highlights the role of illicit funds in campaigns. Finally, sources of non-financial assistance—for example, for voter mobilization—differ across levels of government.

The Office of Information Technology at California State University, Fullerton is responsible for campus administrative mainframe and programming support, as well as for all mainframe applications such as the student records and financial accounting systems. Two campus organizations, University Extended Education and the Office of Analytical Studies rely heavily on the timeliness and accuracy of administration and student record data. These organizations have identified process improvements that are best met by client/server database applications. Due to limitations in the university’s Office of Information Technology support capabilities (budgetary and legacy system related), both University Extended Education and Analytical Studies have opted for internal database development while still relying on the Office of Information Technology’s mainframe data. This approach has resulted in increased local capabilities without the uncertainties related to working within an overloaded campus-wide Information Technology organization. Whether this approach is advantageous from an enterprise perspective remains to be seen.

Using the experience derived across multiple universities, this chapter endeavors to discuss how ICT can play a role in the larger evolution of higher education, as well as with helping doctoral students complete their research and writing requirements. Practitioner research underpins the discussion of two rounds of research centered on ICTs role in equalizing disparity in financial and social capital between students and taking those solutions to scale. The first round (2012 – present) focuses on the ICT suite of services as they develop, and the second (2015 – present) investigates how, and in what ways, the interdependence between the Deans' office and the subscription business play a part in student adoption and usage. The findings suggest that a willingness to develop interdependent solutions between ICT developers and postgraduate studies will be instrumental in bringing services for doctoral students to scale.

This study investigated the development of a strategic university of choice model that can assist universities in the recruitment of international students. A survey was completed by 306 international students studying at a South African university. The factors identified in this study included academic programme and quality, visa requirements, country/city attractiveness, lectures in English, costs, student life, safety and security, university location, university reputation, and assistance from the international office. The strategic university of choice model could assist university marketing personnel to develop a focused, targeted, and cost-effective digital marketing and recruitment strategy to recruit international students.

Even if a school or district has done a good job providing thorough information on its website or has made efforts to connect online with incoming families, that work might be in vain if the school doesn’t feel inviting once the students and parents arrive. As parents have shared, that first reception that families receive when they walk into a school or district office can determine whether they view the new school community as welcoming or unwelcoming. Schools—as well as individual teachers—should have procedures in place for when someone new walks in the door. For example, previous work on schools serving military children showed that many Department of Defense Education Activity (DoDEA) schools ask parents to wait a day after enrollment before their child starts class. This gives the teacher and the students in a class a chance to prepare for the new student. They get a desk, books, and other materials ready—thus allowing the new student to feel less as if he or she is a disruption. Clearly, DoDEA schools are accustomed to welcoming new students all the time, but it’s a practice that could be implemented in any school. This chapter focuses on how to make early face-to-face interactions with new students and parents a positive experience. Every new family in a school needs that person who can say, “If I don’t know the answer, I will find out who does.” The approaches described here not only create an initial welcoming atmosphere, but also provide families with links should they need more information. Many school districts have a central location where families can receive information on the district and learn about the enrollment process, school choice options, community resources, and additional services. Welcome centers tend to be more common in a school district that handles registration at the central office level, instead of in each local school, and especially if the district serves an immigrant population. In addition to providing information on registration, these centers often provide information on other community agencies and services that families might need, such as housing, food assistance, child care, and after-school programs.

Abstract:
Many adult learners are looking for an opportunity to finish what they have started and complete a college degree or advance into graduate studies. While the high cost of a college degree is a barrier, there are ways to level the educational playing field through OERs and alternative credit sources. For example, open educational resources (OERs) offer an opportunity to help promote educational equity through free resources. Often, many learners struggle with the high cost of textbooks and other course material needed to be successful in a course. Due to financial constraints, learners are not able to purchase required course materials putting them an academic disadvantage. OERs provide an opportunity to promote student success through free resources. Additionally, OERs are an excellent way to provide supplemental materials for learners needing additional academic assistance. This section provides additional information on open educational Resources (OERS), open degree plans, competency-based education, and prior learning assessment.
