Abstract:
A significant change to the building bylaws by the Wellington City Council in the early 1920s allowed for the design and erection of much taller buildings in the central city than had previously been permitted. Coupled with the use of steel frames and concrete floors, buildings started to reach eight or nine storeys; not tall by American standards, but regarded as skyscrapers in a city where three- and four-storey buildings were still the norm. The fact that several of the most prominent of these new buildings were designed mainly by Australian architects, both in the 1920s and the early 1930s, does not seem to be widely known, or has been partially concealed by quoting the local supervising architects as the prime movers in the planning. Some of the buildings were erected to house branches or Wellington head offices of Australian firms but others were solely for New Zealand clients. The firm of A & K Henderson of Melbourne led the way with their 1926 design of the T & G Building (now Harcourts) on Lambton Quay, in association with Atkins and Mitchell. Australian born and trained Llewellyn Williams had already designed the tall, but narrow, Druids Chambers further to the north and went on to oversee more tall structures in the next few years. Hennessy & Hennessy, also Australian, pioneered Wellington Art Deco designs in the early 1930s. Both the building techniques and the architectural styles employed showed strong American influences, particularly the tripartite form developed in Chicago. At first the massing of Inter-War Stripped Classical was employed, later followed by the more flowing lines of Art Deco. Local architects were not slow to accept the new challenges required in the construction of taller, more massive buildings. The firm of Atkins and Mitchell was responsible for the DIC Building (now Harbour City Centre) in 1928 whereas JM Dawson had planned the Hope Gibbons Building, a rather more traditional structure, in Dixon Street in 1925. He was also responsible for Wakefield Chambers on the corner of Wakefield Street and Taranaki Street in 1928. The huge new commercial buildings of the 1920s took advantage of the increasing availability and affordability of electric power for lighting, heating, lifts and the pumping of water. Telephones could be fitted in every office; central heating started to be installed, and there was better fire-fighting equipment. Steel-framed buildings were less susceptible to earthquake shocks. Many of the buildings we describe here are still standing, although often modified for other uses. They have become iconic structures reflecting the marked advances of the 1920s era.

Abstract:
The City of Toronto experienced a major dispute over the functions of the office of the City Architect in the years just before World War One. Running through the dispute was the issue of science in the City. Did the City need, in the administration of technicalities and the addressing of technical questions, persons with a greater degree of scientific competency—as distinct from more traditionally trained personnel? Rhetorically, the question too was posed of whether “science” or “politics” should guide technical questions in the city’s business. The outcomes included a reorganized office of the City Architect, a new City Architect with stronger academic and professional credentials, a solemn promise from City Council to avoid interfering in his work and a building code which caught up with new practices in reinforced concrete construction.

Abstract:
Community-based supervision is a key feature of contemporary correctional practice, and while it is often assumed that the supervising officer is the agent of change, few previous studies have considered the relative importance of the characteristics of either those under supervision or the supervising office. Hence, this study employed a three-level hierarchical linear model to determine how much of the variation in parole outcomes can be explained by the supervising officer, the organizational context in which supervision takes place, and the characteristics of those being supervised. The results showed that the context of supervision and the supervising officer is only associated with differences in parole outcomes for non-Indigenous people. Further research and consultation are required to understand the reasons the officer may be less influential in supervision outcomes for Indigenous people and to identify the ways in which service delivery may be adapted to improve the outcomes for this group.

Inspired by Singapore's recent effort in building its new skyline in Maria Bay, the thesis intends to employ econometric structural modeling techniques to Singapore's office market for the period from 1975 to 2011. Using data collected from Singapore's Urban Redevelopment Authority, the regression models established by rent, demand and supply equations, dissect the market behavior and project an understanding of the underlying correlation and market mechanism. With which, the thesis forecasts for the next 10 years, in quarterly interval, the movement trajectory of Singapore's office market. Living and working as activities in this current milieu where role play in the system of power are essential to success was problematized; In the era when social and financial "cloud participation" has given rise to ebay, Facebook, Twitter and Wikipedia, what does work, live and play mean in this current environment where indulgence and consumption for its very own sake is very much part of the cultural lifestyle. Where is Architect in this financial time? In as much as it is about providing plausible answers, this thesis challenges the existing power system in the Real Estate industry, instead of taking dweller's spatial appropriation as guerrilla activities, the thesis proposes ways that channels private equity "financial cloud participation" into system of value production. Architectural proposition therefore works in way which turns these underlying power struggle scenarios into formal expression.

Abstract:
Thesis (M. A. (Social Work)) -- University of Limpopo, 2017
Social Work supervisors experience a lot of challenges when supervising inexperienced social workers. The overall aim of the study was to explore and describe experiences of social work supervisors in supervising inexperienced social workers in the Department of Social Development Malamulele Area Office. The study objectives were to identify supervisors’ training needs that enable them to manage inexperienced social workers; to appraise how supervisors manage poor confidence among inexperienced social workers; to assess how supervisors manage time to meet deadlines coupled with supervising; and to establish knowledge gaps between supervisors and inexperienced social workers in terms of relevant theories, skills and techniques. The researcher used both explorative and descriptive research designs. The data was collected through semi-structured face-to-face interviews from eight (8) social work supervisors who are employed by the Department of Social Development, Malamulele area office. The sample consisted of social work supervisors who were available and ready to participate in the study. Eight social work supervisors who had supervised inexperienced social workers were interviewed. The researcher followed the steps of thematic data analysis which are transcription of data, checking and editing, analysing and interpretation, and generalisation to analyse data. Ethical considerations such as voluntary participation, permission to conduct the study, anonymity, confidentiality and no harm to respondents were considered. The researcher found that Social Work supervisors who render supervision do not have relevant and up-to-date theoretical knowledge. They still apply relevant theories that they learned during their time as undergraduate Social Workers, and the fact that they do attend supervisory training makes the supervision to be poor. The researcher found that a lot of Social Work supervisors rely on their experiences because they do not have formal supervision training. The researcher also found that inexperienced Social Workers are not receiving enough supervision from their supervisors. The researcher concluded that these Social Workers are receiving enough supervision because their supervisors have a lot of work such as attending clients and meetings. Social Work supervisors in Malamulele area office are currently practising without supervisory training, but they are appointed based on their working experience. The researcher recommended that the Department of Social Development, Vhembe x District Municipality should encourage inexperienced Social Workers and supervisors to attend courses in supervision offered by different service providers and to understand their role.

An architect office is the most important engine of architectural space design. The long term targets of an architect office are to operate and create a quality architectural space, to contribute to the society and to make stable profit on a long term basis. Firstly, this paper is going to study the direction of the operation, type and size of the landlord from the point of a small architect office. The analysis shows that the optimum target of a small architect office is to develop to be a big scale architect company. “Seizing The White Space” indicates that the small architect office play a critical role in the relation chain between the landlord and customers. The small architect office not only accomplish the customers’ value claim indirectly, but also complete the landlord’s value claim directly. It increases the profit target of the developing project for the landlord as well. The core competence ability of a small architect office assists the landlord making profit through his quick, immediate, fully, accurate services. And this is an impact for the environment of architect business office.Hence, facing graduatedly large, complex, and complicated technologically intergrated engineer, architects are little by little accessed that it seemed negative influences on futher business once they did nothing for the demands of rapid changing environment. Finally, they will find the solutions to overcome the hard time through improving, downsizing, emerging with other companies or other ways to change the types of organizations. Case study was implemented in this thesis to find the key factors of business continuity through understanding the development patterns of the H.H Chang Architect & Partners Co. and propose the practicable suggestions for the futures after the dead of H.H Chang. There are other four partners interviewed, and that took around six hours. The conclusions are as below, First, they have conventionally stabilized business style. Selection is the first step of shaping the organization indentity. To selection good and proper persons as partners is key to business continuity. They have common personalities of pursuing the stable life and emphasizing the ethics and this had an huge influence on turn over rate of theis company. Besides, the systems which were established by HH Chang are never being questioned and adjusted, and the influence power still exists even he left the TMT (Top Management Team). Excellent systems help them overcome the valley of business recycles. Second, the business continuity is the core value they own. HH Chang has never been taking the company as his own asset. Instead, one thing he only cares is business continuity, and that is the system of public fund for daily operation expenses. This system has been thoroughly implemented and lasted for 35 years. Tracing the formal presentations of commercial office buildings in Taiwan, it is observably that most of them followed the development of Western modern architecture. These buildings create a poor skyline lacking of local culture and lifestyles. From the viewpoint of this, we find the strong influence of Western architectural style and the inadequacy of Oriental cultural identity on our architecture. Even with the popularity of Western architectural style, there are still a few Taiwan architects emphasis their works in attempt to create building forms that represent Oriental culture. This thesis focused on six buildings have Oriental image that design by C. Y. Lee – the Fubon Min-Sheng building, the Hong-Guo office building ,the Tong-Long office building ,the Chang-Gu office building ,the T&C Tower ,and the Taipei 101.The analysis of these commercial office buildings will be based on their concepts, structural systems, materials and construction techniques. Based on this research, we may conclude that the design of C. Y. Lee in his commercial office building used numerous Oriental concepts and iconic transformations to create architectural vocabulary that are unique from other buildings based on the Western architecture. These architectural languages are almost decorative. However, the embodiment of oriental concepts in Lee’s design device is deficient in spatial arrangements.

Abstract:
Abstract When this prophecy was written in 1887, comparing the succession of supervising architects with that of the kings of England, the “Government Architects” were those who headed the Office of the Supervising Architect of the U.S. Treasury Department. The prophecy was not borne out and only a few of the fifteen supervising architects are remembered: Ammi B. Young, Alfred B. Mullett, William A. Potter, James G. Hill, and James Knox Taylor are the most prominent. The names of Mifflin E. Bell, Jeremiah O’Rourke, and Oscar Wenderoth are obscure at best, even in the relatively restricted field of architectural history. The Supervising Architect’s Office was a bureau located within the U.S. Treasury Department, which for nearly a century designed custom houses, courthouses, post offices, and other buildings that housed federal government functions. Established in 1852, the Office blossomed at a time when the U.S. Congress appropriated funds to design and construct a large group of federal buildings in communities east of the Mississippi River and in the South.

Abstract:
Abstract Alfred Bult Mullett is the best known of the fifteen men who served as supervising architect of the Treasury Department. Part of his reputation can be ascribed to the survival and growing appreciation of his sprawling State, War, and Navy Building located on the block just west of the White House. He also personified the supervising architect s near total control over public building design in an era when the architectural profession was becoming defined to the public. Thus, his was a monopoly that drew increasing levels of opposition from the community of private architects, now banded together into the American Institute of Architects (A1A). He was like an entrepreneur―although in this case a bureaucratic operator―in that he fought his enemies bitterly to hold onto his power. Long after Mullett left the Supervising Architect’s Office, his name continued to be cited by private architects as representing all that was wrong with federal government architecture.

During the Progressive Era, they transformed the Beaux-Arts architectural experience into branded formal standards and patterns that conveyed worldwide a strong, exceptionalist message of U.S. leadership in the Western Hemisphere. Such Beaux-Arts Federal architecture fell into oblivion after modern architecture, and the International Style emerged. Also, following a major scandal involving bribery and extortion by private architects, the 1913 revoking of the Tarsney Act eventually forced the closing of the Office of the Supervising Architect.

Abstract:
Abstract The financial panic of 1873 and the subsequent depression lasted for nearly a decade and influenced the course of the federal architecture program. Mullett’s Second Empire building designs seemed incompatible with the economic times. The national mood and taste swung to a more spartan style that bespoke economy and efficiency. Coincidentally, the federal buildings designed during this period, for the most pan, were located in smaller cities, as the large urban centers had already been provided with structures from Mullen’s administration. Economic considerations as well as locational factors called for federal buildings that differed dramatically from those that had preceded them. The federal architecture program, as well as state and local public architecture, fell under the spell of the national architectural trend that favored first the Gothic and then the Romanesque styles. Dissemination of John Ruskin’s writings and information on the architectural works of Viollet-le-Ouc popularized the Gothic style in the United States. Later, the works of Henry Hobson Richardson were to exert a strong influence in shaping public architecture around adaptations of his Romanesque style.

Abstract:
Abstract The horizon of the 1920s promised great things for the federal architecture program. A large public buildings bill was making its way through Congress, authorizing an ambitious multimillion dollar building program that would take ten years to complete. This legislation would provide hundreds of federal buildings for the nation’s cities and towns. The Office of the Supervising Architect would administer this large program, which required an enlarged staff for the Office—certainly a plus to a bureaucracy that prided itself on fending off efforts to chip away at its authority. The “acting” supervising architect, James A. Wetmore, had held onto his position for a longer time than any of his “permanent” predecessors. Not only was he entrenched in the Treasury Department and commanded the respect of members of the U.S. Congress, he was highly protective of his staff and its prerogatives. The decade also appeared bright as the country rode the high wave of prosperity and optimism for the future.

Abstract:
Abstract By the last decade of the nineteenth century, the federal government’s architecture program seemed unlikely to pioneer new directions in architectural design. The congressional funding process and the Treasury Department’s implementation of congressional wishes kept the noses of government architects to the drafting boards. Responsibility for designing large building, however, put the Supervising Architect’s Office 111 the forefront of building construction and materials technologies. The Office also was charged with des1gmng buildings for now predictable and standard governmental functions. Thus, the apparent sameness of federal Government buildings,, even with the picturesque style, was largely an outcome of their common purposes.

Abstract:
The Old Market Square in Częstochowa has been the subject of interest of historians, archaeologists and conservation services since the 1960s. Archaeological research was carried out on and completed in 2012. From May 2019 to the present day, during the earthworks related to the investment, archaeological works have been going on, covering the spaces of access streets – roadways to the market square and pavements, as well as the areas that, for technical reasons, have not previously been covered by the research. Relics of the foundations of the extension to the building and a cellar with a wooden well were uncovered on the south side of the building. Garbage pits with 17th century antique items were found in the ceiling of the cellar. Under the supervision of specialists, cellars 1 and 2 were cleared of rubble and their bottom layers were examined. Under the sidewalks of Mirowska and Stary Rynek streets, the ceilings of the cellars were found to protrude about 4.0 m beyond the southern and eastern frontages buildings, which defines the width of the arcades. During the earthworks near the church of St. Zygmunt, a skeleton of a woman with a body of a child resting next to her was uncovered in the former cemetery. The appearance of the Old Market Square has long been important for the inhabitants and authorities of Częstochowa. In 2013, the Provincial Office for the Protection of Historic Monuments –Branch Office in Częstochowa asked the Mayor of Częstochowa to develop a concept of taking care of the relics of the inner-city market buildings. In October 2014, the City of Częstochowa signed a contract with the Association of Polish Architects (SARP) for the announcing and conducting a competition for the reconstruction and extension of the building of the Częstochowa Old Town Hall. The competition was concluded in February 2015. The competition was won by the design of Michał Bernasik, an architect from Cologne. The subject of the design was a building hidden underground, below the market square, functioning as a museum and its extension on both, the underground and aboveground level. The detailed design, taking into account the current conditions and the initial assumptions of the design awarded in the competition, was made by an architect, K. Borowiecki. The city of Częstochowa obtained funds for the investment from the Regional Operational Program of the Province of Silesia. Since 2012, starting with workshops attended by the inhabitants of Częstochowa, in particular the Old Town, work has been carried out to revive and raise the rank and prestige of that part of the city. The reconstruction of the Old Market Square, giving it a new look and new functions were part of the Urban Revitalization Program of the Old Town / Market Square area, which recognized that the arrangement of this space would stimulate the activity of residents, increase spatial attractiveness, and encourage business companies to locate their offices in that part of the city. The urban and architectural assumptions compliant to these goals are reflected in the resolution No. 274.XXIII.2016 of the Częstochowa City Council of March 31, 2016 on the local spatial development plan for the area located in Częstochowa in the districts of Zawodzie-Dąbie and the Old Town and the premises of the Jurajska Gallery, in which the conditions and methods of land development covering the historic urban layout of the Old Town were specified. Relics of downtown old-market-square building cluster – historic cellars are to be located under the pavilion visible above the surface of the market square. They were subjected to conservation, as well as works protecting and strengthening their structure. Currently, activities have been started by the Częstochowa Museum to the prepare and adapt the facility to museum purposes and organize an archaeological and historical exhibition in it in an attractive and modern form.

Abstract:
Abstract:
Barbara van den Broek (1932-2001) trained as an architect in Auckland, New Zealand before moving to Brisbane with her husband and fellow architect Joop, where they established an architectural practice. van den Broek went on to run an office as a sole practitioner and took on architecture and landscape architecture projects. Over the course of her career she completed post-graduate diplomas in Town and Country Planning, Landscape Architecture and Education, and a Master of Science – Environmental Studies, and collaborated on a number of key projects in Queensland and Papua New Guinea (PNG). Our paper will build an account of her career. In assessing the significance of her contribution to landscape architecture, planning and architecture in Australasia, it will bring a number of other spheres into the frame: conservation and Australia’s environment movement; landscape design and the bush garden; and van den Broek’s personal development that included artistic expression, single parenthood, teaching, and the navigation of male-dominated professional environments to develop a practice that contributed to town planning projects in cities across Australia, and made significant contributions to landscape projects in Queensland and PNG.

Abstract:
Recent graduates of architecture schools often report a mismatch between their experiences in academia and their experiences in the profession. We relate the findings of the first phase of a more extensive exploration that will examine these graduates’ experiences, investigate the nature of the relationship between education and practice, and develop suggestions for bringing the two worlds into closer alignment. During our time both as licensed architects and educators, we have joined others in observing a disconnect between the academy and the office. In schools, we have seen priority given to “design” architects, with little attention paid to “architects of record” who are often responsible for the long and messy process of bringing visions to reality. In practice, we have seen interns who expected to design high-profile projects become disillusioned once exposed to the fuller, more complex nature of architectural practice. Practitioners have expressed their frustration with the unrealistic expectations and lack of appropriate preparation of recent graduates. Following a brief literature review on the relationship of education to practice, we present a questionnaire administered to recent alumni of Virginia Tech. We ask these alumni to describe their understanding of practice gained while in school, their sense of preparation when entering the profession, and their observations about the nature and degree of alignment between these two realms. In our conclusions, we describe the relationship between a more theoretical and design-focused architectural education and the obligation of the architect to sustain a viable practice, to respond effectively to client-defined project needs and budget, and to ensure the health, safety and welfare of society. The ultimate goal of the research is to provide students, faculty, and practitioners with a clearer picture of the best ways to adequately prepare students to enter the profession.

Abstract:
Experiential Learning and Integrated Learning Environments in Architecture is a pedagogic project based on action learning (Revans, 1980) that challenges the traditional design studio teaching approach to Architectural/Urban Design and builds on Dewey (1939) and Kolb (1984) theories of experiential learning. An innovative model of teaching Urban Design to Master of Architecture students has been trailed for the first time in 2018, when the studio was set in the City of Bayswater, and has been refined over the course of 2019 in two separate study periods – Study Period 1 (Rome/Milan Study Tour) and Semester 2. This model provides students with an opportunity to collaboratively learn from and re-design the existing urban environments by immersing themselves in the very context they are studying. The proximity of the classroom to the urban setting presented an opportunity for students to draw comparisons and analysis between national and international examples and that of the surrounding urban milieu. Additionally, advanced technology supportive of distributed learning environment and intense collaboration with industry such as Hassell, Element and The Office of the Government Architect (OGA), coupled with opportunities to visit various practices, provided deeper insights and an all rounded approach to learning and engaging with architecture. Keywords: experiential learning; collaborative learning environments; architecture, urban design

Abstract:

The Louis Vuitton Foundation in Paris is a building drawn by the well‐known architect Franck Ghery. As it can be observed on the above pictures, the structure is very complex and its behavior was not easy to deal with. If the dead load had to be analyzed with precision, the wind loading was another challenge. Of course, tests in a wind tunnel lab were carried out in order to measure the net wind pressures on the twelve glass roofs, wind pressures that had to be used for the design. For each roof, the design office had the distribution of the pressures for different wind directions related to time. For the design, the PSD of the wind measures on each sensor were at the disposal of the engineers. First difficulty, the maximum frequency of the lab measurements was about 1 Hz whereas the first frequency of the roofs was about 2 Hz. Second difficulty, as far as the design was concerned: it was essential to extract some equivalent wind loadings for each roof with the aim that these loadings were representative of maximum induced wind effects. For that purpose, a mathlab program has been developed to conduct a spectral analysis based on a finite element model of each roof. The paper will describe the procedure and the main equivalent wind loading used for the final design of the structure.

Abstract:

At the turn of the 20th century, terra cotta flat arches (TCFA’s) were a popular floor system in steel framed buildings for industrial and office construction in the United States. These arches were lighter but just as fireproof as standard brick arches, and were designed empirically using proprietary allowable load tables, which were based mostly on load testing.

In the 21st century, the proprietary nature of the TCFA makes evaluating these systems problematic for the modern engineer, architect, and contractor. Renovations of buildings with TCFA floor assemblies typically will have new penetrations as well as altered loading conditions from its original construction.

It is important for all parties involved in the design and construction process of a renovation to understand the history, mechanisms, and limitations of TCFAs in order to have a successful renovation from both a design and a cost perspective. Conversely, renovating a building without the proper knowledge or experience with the existing materials can lead to change orders, time overruns, and most importantly life safety risks.

This paper is a summary of a presentation given by the same author to the Association for Preservation Technology (APT) conference in September, 2018. A more in-depth paper by the same author and colleagues Derek Trelstad and Rebecca Buntrock will appear as an article in the APT Bulletin in 2019.

Abstract:
Focus of the contribution is a particular moment of the monumental complex of the Angevin-Aragonese castle in Gaeta, in Southern Lazio (Italy). The structure consists of two imposing buildings, communicating with each other, built in different eras; first by the Angevins and then by the Aragonese kings. The complex then constituted the extreme bulwark of a more articulated defensive system, built by Emperor Charles V (1500-1558), which made the city of Gaeta one of the most equipped strong-squares in Europe. In particular, the study describes the survey operations carried out, at the beginning of the 20th century, by the architect-engineer Leonardo Paterna Baldizzi (1868-1942), on behalf of the Regional Office for the conservation of monuments in the Southern provinces of ItalyThe survey of the monument, even in general, gives us suggestive drawings that testify to a recurring modus operandi in the operations of analysis of the monuments for the purpose of their protection. The drawings are part of the documentary fund of Paterna Baldizzi, preserved in the library of the “Accademia dei Lincei e Corsiniana” in Rome.Paterna Baldizzi, who was skilled at drawing, has transcribed in his "Diaries" all his professional and academic life, leaving us a very rich graphic testimony on countless and important monuments, object of his study and investigation. The contribution also describes the activity of Paterna Baldizzi, a particularly interesting and active figure in the initial moment of protection and conservation of Architectural Heritage.
