Abstract:
A significant change to the building bylaws by the Wellington City Council in the early 1920s allowed for the design and erection of much taller buildings in the central city than had previously been permitted. Coupled with the use of steel frames and concrete floors, buildings started to reach eight or nine storeys; not tall by American standards, but regarded as skyscrapers in a city where three- and four-storey buildings were still the norm. The fact that several of the most prominent of these new buildings were designed mainly by Australian architects, both in the 1920s and the early 1930s, does not seem to be widely known, or has been partially concealed by quoting the local supervising architects as the prime movers in the planning. Some of the buildings were erected to house branches or Wellington head offices of Australian firms but others were solely for New Zealand clients. The firm of A & K Henderson of Melbourne led the way with their 1926 design of the T & G Building (now Harcourts) on Lambton Quay, in association with Atkins and Mitchell. Australian born and trained Llewellyn Williams had already designed the tall, but narrow, Druids Chambers further to the north and went on to oversee more tall structures in the next few years. Hennessy & Hennessy, also Australian, pioneered Wellington Art Deco designs in the early 1930s. Both the building techniques and the architectural styles employed showed strong American influences, particularly the tripartite form developed in Chicago. At first the massing of Inter-War Stripped Classical was employed, later followed by the more flowing lines of Art Deco. Local architects were not slow to accept the new challenges required in the construction of taller, more massive buildings. The firm of Atkins and Mitchell was responsible for the DIC Building (now Harbour City Centre) in 1928 whereas JM Dawson had planned the Hope Gibbons Building, a rather more traditional structure, in Dixon Street in 1925. He was also responsible for Wakefield Chambers on the corner of Wakefield Street and Taranaki Street in 1928. The huge new commercial buildings of the 1920s took advantage of the increasing availability and affordability of electric power for lighting, heating, lifts and the pumping of water. Telephones could be fitted in every office; central heating started to be installed, and there was better fire-fighting equipment. Steel-framed buildings were less susceptible to earthquake shocks. Many of the buildings we describe here are still standing, although often modified for other uses. They have become iconic structures reflecting the marked advances of the 1920s era.

Abstract:
The City of Toronto experienced a major dispute over the functions of the office of the City Architect in the years just before World War One. Running through the dispute was the issue of science in the City. Did the City need, in the administration of technicalities and the addressing of technical questions, persons with a greater degree of scientific competency—as distinct from more traditionally trained personnel? Rhetorically, the question too was posed of whether “science” or “politics” should guide technical questions in the city’s business. The outcomes included a reorganized office of the City Architect, a new City Architect with stronger academic and professional credentials, a solemn promise from City Council to avoid interfering in his work and a building code which caught up with new practices in reinforced concrete construction.

Abstract:
Community-based supervision is a key feature of contemporary correctional practice, and while it is often assumed that the supervising officer is the agent of change, few previous studies have considered the relative importance of the characteristics of either those under supervision or the supervising office. Hence, this study employed a three-level hierarchical linear model to determine how much of the variation in parole outcomes can be explained by the supervising officer, the organizational context in which supervision takes place, and the characteristics of those being supervised. The results showed that the context of supervision and the supervising officer is only associated with differences in parole outcomes for non-Indigenous people. Further research and consultation are required to understand the reasons the officer may be less influential in supervision outcomes for Indigenous people and to identify the ways in which service delivery may be adapted to improve the outcomes for this group.

Abstract Before Hungarian-born British architect Ernö Goldfinger became known for designing large-scale urban housing and office developments, he built a reputation designing toys, furnishings, interiors and exhibitions for and about children. Focussing on these projects, this article investigates how the architect sought to create a lasting audience for modern architecture by teaching children how to navigate the world independently. By looking at these projects, it is also possible to see how Goldfinger, and other architects, have bridged disciplinary categories by encompassing aspects of industrial, interior, urban and graphic design as part of a broad definition of architecture.

Abstract:
Housing is a physiological need, so having a comfortable and beautiful home is not a luxury. Human nature is keen to appreciate the beauty. In the science of architecture, the beauty, is the derivation of the creativity of an architect. The art of interior design is the conglomerate of aesthetics, comfort, space, texture, color, lighting and shape. The architect is the most efficient design manager of a building. He manages the project rationally by putting cost and benefit in an equilibrium. A professional architect works to improve the quality of life by representing an added value where the home or office designed by him turns into a pleasant and relaxing environment. Albania is at the first steps of the development of architecture and interior design. Recently, Albanians are increasingly paying attention to internal design and the choice of an architect for the realization of the project. The aim of this paper is to explore and identify the impact of architecture and interior design in the construction market, the demand for this service, and the challenges that Albanian architects face.

About the office, Erskine wrote:People, kids, the chief planner – they all come in and out. We often took in kids who had been ‘chucked out’ from home and it was raining […] We exhibited plans, drawings and models in the window – but also local notices. ‘Anyone lost a tricycle? Ask the architect’. “Guinea pigs …’ and so on.In his influential review of the redevelopment in Byker, Peter Malpass claimed that ‘the office represented an unusually thorough attempt by architects to immerse themselves in the culture of a particular set of clients’.

Abstract:
Joanna C. Diman (1901–91): A “Cantankerous” Landscape Architect at Skidmore, Owings & Merrill presents a biographical overview of Diman's career as a landscape architect. Using hitherto unpublished sources, Nicholas Adams traces Diman's progress from her training at the Lowthorpe School of Landscape Architecture for Women (from which she graduated in 1923) through her early work for individual practitioners. For a decade beginning in 1934, she worked for the New York City Department of Parks. In 1944, she joined the New York office of Skidmore, Owings & Merrill, where she worked until her retirement in 1967. Archival sources at SOM reveal that she was involved to differing degrees in nearly all projects that passed through the firm's New York office, from the relatively small garden at Lever House to the great works of “pastoral capitalism,” such as that at Connecticut General in Bloomfield, Connecticut (1957). Adams raises questions of stylistic individuality and places them alongside the larger issue of what influence an in-house landscape department had on design at SOM during these years.

Abstract- Lighting plays an important role in space formation and supporting activities. The utilization of natural lighting for the sake of saving energy can serve that purpose at noon. In the office, good natural lighting will support effienct use of energy by not using artificial lighting. The particular kind of sunlight that feels comfortable for office use should be the non-direct one which is reflected first. Therefore, the natural lighting design should pay attention to this, from the exterior to the interior elements, especially the reflecting surface providing non-direct sunlight. As one of Jakarta’s satellite cities, Bekasi’s development keeps increasing. New housing areas appear and require marketing offices as working areas and for image branding. The marketing office located in Vida Bekasi in East Bekasi uses no artificial lighting at noon. This research discusses what kind of role reflecting surfaces play in achieving a dark and luminous effect for Vida Bekasi marketing office’s work-related activities, by focusing on office rooms A and B. Room A on the first floor and room B on the second floor are interesting topics for discussion as they share the reflecting surface element even though the effect differs. This research can be classified as evaluative-descriptive, employing both the qualitative and quantitative methods. The research started off with interviews conducted with both the architect and the site architect, in addition to literature study, magazine articles, brochures, and internet sources. The calculations were made with a ruler and lux meter, and simulation was conducted with the Velux Daylight Visualizer 3.The analysis concludes that the reflecting surface configuration ranging from form and color to texture is one of the possible strategies to optimize natural lighting in offices. Keywords : natural lighting, reflecting surface, Vida Bekasi marketing office

Abstract:
This article deals with an American architect, George B. Post, and the organization of his office. Post's practice was one of the earliest to be conducted as an office rather than an atelier. It was also the first large architectural practice based on what came to be considered the prototypical American building, the office tower. The article examines the organization of Post's office, the way work was done, the building types designed, and the nature of its clients. It concentrates on the design process of one particular building, the Western Union Telegraph Building in New York, which was pivotal not only for this practice but for American architecture. The Western Union Telegraph Building was an early example of the national corporate headquarters and, if it was not the first skyscraper, then it certainly was its immediate precursor.

Abstract:
Despite the considerable influence he exerted on post-war church architecture in Poland, the designer Władysław Pieńkowski (1907–1991) is today an altogether forgotten figure. The current paper outlines his biography and his early oeuvre; this is because his experience in designing office blocks and industrial plants gained while working under the supervision of the most outstanding Polish architects of the mid-20th century, was to be of key importance to his later, independent designs for ecclesiastical buildings. The paper focuses on a particularly important work, one which in many ways constitutes a breakthrough in the architect’s career, namely the church of St. Michael the Archangel in the Mokotów district of Warsaw. This was the first entirely new church to be erected in the capital of Poland after the year 1945. Its construction depended on the dynamic changes in the balance of political forces. The church could be built owing to the support of the PAX Association circle, including the direct involvement of Bolesław Piasecki. In spite of their patronage, however, construction works were repeatedly halted and extended over several years, and the architectural design had to be reworked. The paper contains an analysis of three fundamental designs for the church, now held in the St. Michael the Archangel parish archive and in the architect’s records preserved by his heirs. The first design dates from the period of 1948/9–1951, the subsequent one from the year 1954, and the final one from 1956–1961. The evolution of the design moved from the initial continuation of forms typical of the pre-war Modernised Revivalism, through a peculiar reference to Socialist Realism, to rigorous Modernism. The church of St. Michael the Archangel became Pieńkowski’s testing ground; there, he tried out several solutions which he would consistently utilise in the subsequent years of his career, e.g. the large-scale application of prefabricated elements in both the construction and the decoration of the edifice. The construction of this church was concurrent with important events of a political (the Thaw) and religious nature (the Second Vatican Council). Tracing the history of the design for the Warsaw church and clarifying its connections with contemporaneous church architecture in Poland and in Western Europe made it possible to present the key problems faced by the Polish designers of ecclesiastical architecture in the first decades of the People’s Republic of Poland.

Abstract:
The topic of the paper is determining the impact of an epidemic threat situation on the design of office space and office buildings. The types of actions taken to improve safety are: procedural actions, modifications of technical solutions: architectural and installation and remote work. Solutions in the field of office space architecture include: reducing the density of occupants, introducing partitions, eliminating multi-person offices, using materials that are easy to disinfect and clean, opening windows and installing personal protective equipment dispensers. The installation solutions include air quality improvement, filtration and disinfection systems as well as telecommunication installation systems supervising the use of the building. It can be expected that in the future, technical solutions will be introduced into the designs of buildings and office spaces, which will be a place for meetings, spontaneous interactions, mutual inspiration of employees and strengthening their identification with the employer whereas the ratio of office work places will be lower. The structure of the building is likely to change to a richer commertial part, a co-working part and flexible offices, and a traditional part of office space for lease, but as such office buildings will still be needed.

Architect Clifford Ham served as the Project Director and Principal Architect for the Judicial Council of California Administrative Office of the Courts. He was responsible for overseeing more than 450 court facilities throughout California. Projects ranged from renovations and small single court buildings in remote locations to new multistory (31 and 71 multiple purpose courtrooms) in dense major urban areas. As an architect, with courtroom design experience, he was able to efficaciously support all aspects of design, engineering, and specialty consulting. Throughout the process, projects were implemented to effectively meet the needs of various stakeholders. California Trial Court Facilities Standards, covering all aspects of architectural design and engineering, had been developed when the program began in 2006, with minor revisions leading up to the new 2020 edition. Revisions gained from first-hand experience emphasized changes in the guiding principles and updated technical areas which influenced the design and cost of courthouses. This presentation will review the discuss significant aspects of the overall courts program with specific emphasis on acoustics. Case study examples will present some interesting subtleties in the planning and design process that should be realized to avoid costly follow-up repair solutions after occupancy.

Abstract:
We developed a suite of procedural algorithms for space planning in commercial offices. These algorithms were benchmarked against 13,000 actual offices designed by human architects. The algorithm performed as well as an architect on 77% of offices, and achieved a higher capacity in an additional 6%, all while following a set of space standards. If the algorithm used the space standards the same way as an architect (a more relaxed interpretation), the algorithm achieved a 97% match rate, which means that the algorithm completed this design task as well as a designer and in a shorter time. The benchmarking of a layout algorithm against thousands of existing designs is a novel contribution of this article, and we argue that it might be a first step toward a more comprehensive method to automate parts of the office layout process.

Abstract:
ABSTRACTThis article investigates the impact of managerial ideologies on projects for new governmental office buildings in Belgium in the 1920s and 1930s. Following the prewar publication of F. W. Taylor’s ‘scientific management’ theories, the scientisation of office activities was propagated by efficiency experts throughout the western world. In Belgium, as in France, the work of the mining engineer Henri Fayol was particularly influential. According to Fayol, private and public bureaucracies had to follow identical managerial principles, notably that all employees were to observe one another as much as possible. These ideas of visibility overlapped with the emphasis on transparency and open planning coming from quite a different quarter, namely Le Corbusier, Hannes Meyer and other modernist architects in the 1920s and 1930s. Yet how Fayol’s ideal was to be realised without compromising the traditional need for privacy for high-ranking office workers remained unresolved. The article explores the ideas of two crucial expert groups — architects and managerial experts — over these issues as they developed in Belgium in the inter-war years. In the 1920s, the mining engineer Max-Léo Gérard called for ministerial buildings that facilitated ‘collaborative work’ and the information scientist Paul Otlet advocated an ideal type of government offices based on an architectural diagram that facilitated mutual observation. In the 1930s, the architect Stanislas Jasinski proposed remodelling the centre of Brussels as a series of office blocks, in a design copied from Le Corbusier’s cruciform skyscrapers in the Plan Voisin. Such ideas received official endorsement with the Royal Commissariat for Administrative Reform under Louis Camu, which proposed to strengthen the societal role of governmental bureaucracy by rehousing the civil service in an enormous office complex close to the parliament. Contrasting with the idealism of these unrealised plans was one of the few government projects actually built, the Ministry of Science and Arts headquarters designed in 1929 by the in-house architect Georges Hano.

Abstract:
Purpose This paper aims to investigate employee well-being in relation to office landscapes in a post-relocation context. The aims are to identify spatial attributes of the office landscape that influence employee well-being and underlying contextual factors that explain employee well-being post-relocation. Design/methodology/approach A mixed-method approach was adopted. The data collection involved 16 semi-structured interviews with employees, an interview with the leading architect of the office renovation, study of a dossier on the renovation project and observations. Findings Most of the informants experienced the new office landscape positively despite few shortcomings. Spatial attributes were identified that influenced the informants’ well-being positively in terms of affects, satisfaction, social relations and environmental mastery. Conversely, negative influences on well-being were also reported regarding affects, satisfaction and environmental mastery. Conflicting views on some of the spatial attributes and contextual factors related to the planning process and the former office landscape were identified. Originality/value The value of this paper lies in investigating the office landscape at the spatial attributes level, despite office type, and their influence on hedonic and eudaimonic components of employee well-being. The research approach adopted proved its usefulness for in-depth studies of the interrelations between office landscapes and employee well-being.

Abstract:
Architectural historiography is seldom concerned with the antithetical notions of ‘noise’ and ‘silence’. In this case study, I tentatively explore the theme in the context of nineteenth-century administrative buildings. More particularly, I investigate the normative views of British and French authors concerning acoustic perception in one subtype of ‘bureaucratic’ architecture: the ministerial office building. Drawing examples from the work of, among others, ‘panopticon’ theorist Jeremy Bentham and the architect Julien Guadet, I point at the centrality of ‘sound control’ or ‘sound management’ in architectural discourses on office buildings. In the specific domain of ministerial offices, moreover, these discourses were rife with ideological views on the nature and the functioning of government itself.

Abstract:
ObjectiveTo provide an overview of care in emergency departments (EDs) across Europe in order to interpret observational data and implement interventions regarding the management of febrile children.Design and settingAn electronic questionnaire was sent to the principal investigators of an ongoing study (PERFORM (Personalised Risk assessment in Febrile illness to Optimise Real-life Management), www.perform2020.eu) in 11 European hospitals in eight countries: Austria, Germany, Greece, Latvia, the Netherlands, Slovenia, Spain and the UK.Outcome measuresThe questionnaire covered indicators in three domains: local ED quality (supervision, guideline availability, paper vs electronic health records), organisation of healthcare (primary care, immunisation), and local factors influencing or reflecting resource use (availability of point-of-care tests, admission rates).ResultsReported admission rates ranged from 4% to 51%. In six settings (Athens, Graz, Ljubljana, Riga, Rotterdam, Santiago de Compostela), the supervising ED physicians were general paediatricians, in two (Liverpool, London) these were paediatric emergency physicians, in two (Nijmegen, Newcastle) supervision could take place by either a general paediatrician or a general emergency physician, and in one (München) this could be either a general paediatrician or a paediatric emergency physician. The supervising physician was present on site in all settings during office hours and in five out of eleven settings during out-of-office hours. Guidelines for fever and sepsis were available in all settings; however, the type of guideline that was used differed. Primary care was available in all settings during office hours and in eight during out-of-office hours. There were differences in routine immunisations as well as in additional immunisations that were offered; immunisation rates varied between and within countries.ConclusionDifferences in local, regional and national aspects of care exist in the management of febrile children across Europe. This variability has to be considered when trying to interpret differences in the use of diagnostic tools, antibiotics and admission rates. Any future implementation of interventions or diagnostic tests will need to be aware of this European diversity.
