Abstract:
The goal of the project was to design a two story general office building on a five acre parcel in Oro Valley, Arizona. As per the request of the client, the office building was to have an effective floor area of 30,000 square feet and a 900 square foot atrium. A preliminary geotechnical investigation of the site was conducted to determine soil properties of the location and decide which areas of the parcel would be adequate to support the support the weight of the building. Oro Valley zoning code was then used to determine allowable height clearances for the building and suggested parking lot arrangements. A hydrologic analysis was performed on the site to ensure that major flooding would not impact the productivity of the building when completed. Traffic analysis was conducted on the intersection of Linda Vista Boulevard and Oracle Road to estimate the impact of additional traffic at the intersection. The complete steel frame structure of the building was also designed and foundations were designed based off of the projected column loads. All structural and geotechnical design work was done using an adequate factor of safety. Finally, environmental and sustainability considerations were looked into and a LEED score was given to our project.

Abstract:
Office Space Allocation (OSA) is the task of efficient usage of spatial resources of an organisation. A common goal in a typical OSA problem is to minimise the wastage of space either by limiting the overuse or underuse of the facilities. The problem also contains a myriad of hard and soft constraints based on the preferences of respective organisations. In this thesis, the OSA variant usually encountered in academic institutions is investigated. Previous research in this area is rather sparse. This thesis provides a definition, extension, and literature review for the problem as well as a new parametrised data instance generator. In this thesis, two main algorithmic approaches for tackling the OSA are proposed: The first one is integer linear programming. Based on the definition of several constraints and some additional variables, two different mathematical models are proposed. These two models are not strictly alternatives to each other. While one of them provides more performance for the types of instances it is applicable, it lacks generality. The other approach provides less performance; however, it is easier to apply this model to different OSA problems. The second algorithmic approach is based on metaheuristics. A three step process in heuristic development is followed. In the first step, general local search techniques (descent methods, threshold acceptance, simulated annealing, great deluge) traverse within the neighbourhood via random relocation and swap moves. The second step of heuristic development aims to investigate large sections of the whole neighbourhood greedily via very fast cost calculation, cost update, and search for best move procedures within an evolutionary local search framework. The final step involves refinements and hybridisation of best performing (in terms of solution quality) mathematical programming and meta-heuristic techniques developed in prior steps. This thesis aims to be one of the pioneering works in the research area of OSA. The major contributions are: the analysis of the problem, a new parametrised data instance generator, mathematical programming models, and meta-heuristic approaches in order to extend the state-of-the art in this area.

Abstract:
This thesis develops three chapters which extend our understanding of asset performance within the London office market by analysing the determinants and measurement of capital returns. The first chapter examines whether enlisting the services of a star-architect allows developers to persuade city planners to build bigger within the tightly regulated London property market, and therefore to engage in rent-seeking behaviour. We find that outside protected conservation areas famous architects can not only build taller, but that their designs have no effect on building sale prices holding the amount of space constant. For a given land plot however, the ability to build taller increases total floorspace and developer profits even when accounting for the increased costs of hiring a famous architect and building to their higher standards. The second chapter investigates potential sources of bias in commercial repeat-sales price indices by constructing such an index for the central London office market and examining the sources of index change relative to the underlying market. We find evidence that employment density changes and the restrictiveness of new development in the relevant local authority are key external drivers of bias on estimated price levels. This discrepancy arises because repeat-sales occur disproportionately in areas where changes in these attributes differ relative to the stock as a whole. The third chapter presents a comparison of seven competing real estate price index construction methodologies in the London office market. This exercise sheds light on the history of London office market returns from 1998-2010, and the relative pros and cons of the major index construction methods utilized by research and industry. This comparison also reveals substantial differences between indices in the timing of market turning points and various descriptive statistics, and demonstrates that the hedonic model outperforms the repeat-sales index due to the greater inclusivity of sale observations.

Abstract:
This thesis analyzes variations in office rents in Ankara. The theoretical background of this study is related to the hedonic methodology, which is extensively applied for explaining price or rental price variations of the real property. Given this theoretical framework, hedonic regression model is utilized for the estimation of hedonic price indices by using the cross sectional data of the office market in Ankara for the year 2002. Hedonic price function is specified in the log linear functional form and is estimated with the Ordinary Least Squares technique for two models. The models include the same variables
however, Model 1 differs from Model 2 in including the location variables. The estimation results obtained from the models suggest that height and construction quality of the building act as proxies for the locational characteristics. Also, it is found from Model 1 that locational characteristics have the greatest effect on the rental prices of the office units. In order to verify this fact, Model 1 is tested against Model 2 and vice versa based on alternative tests for non-nested models. The results of non-nested tests indicate that Model 1 is preferred to Model 2. This result is important in the sense that locational characteristics are found to be significant in explaining the rental price variations. Besides location variables, the other variables related to physical attributes and lease characteristics of the office property are also evaluated from the estimation results of Model 1. From the empirical results, it is finally concluded that locational characteristics explain the spatial rent variations of the office property in Ankara to a large extent.

Abstract:
The performance evaluation of the communications networks have been the main focus in the analysis of data communications in automated office environments. This thesis is aimed at the performance evaluation of different office communications applications over LANs which are interconnected via one of the latest fast packet switching techniques called frame relaying. Different LAN technologies have been examined, namely Ethernet, Token ring and AppleTalk. The T1 (1.544 Mbps) link and the 56 kbps link are used as a public services for inter-site communications. In this study, two main applications were considered: office communications which include different types of documents that pass across an office worker's desk (publications, messages, financial forms, and normal documents), and file transfer activities such as the transfer of X-RAY images or a medium size newsletter. The transfer delay, link utilization, packet size, and the number of workstations interconnected to each LAN are the main parameters used for evaluating the system performance. Results show that the 56 kbps link is best suited for office communications under normal conditions. However as inter-site traffic increases T1 should be considered. A comparison of the performance of each LAN technology is given for both applications. The results of this study should furnish any office organization with strategic insight for the planning of its communications services.

Office retrofit building projects have become a subject of increased attention among building researchers in the United Kingdom, and in many economically advanced nations. Existing whole-life costing models have however, not proven to be robust enough to deal with these retrofit building scenarios. There is a growing body of evidence that conceptual modifications in the mechanics of whole-life cost modelling, could facilitate improvements in the long-term cost assessment of buildings. Recent research has made a case for the existence of revocability and disruption, in the appraisal of retrofit building investments. Revocability, connotes the potential for variability, in the future cost projections of a building over its estimated life. Disruption relates to the diminished building use, or unusability, over a period of implementing a retrofit initiative. Existing whole-life cost models have however, not recognised the implications of revocability and disruption in their framework. This study conducts an investigation into the whole-life costing of office retrofit building projects, and develops a Fuzzy New-Generation Whole-life Costing approach. Two office retrofit building projects are adopted, to appraise the identified issues in the whole-life costing framework. A number of building configuration permutations (BCPs) constituting different retrofit options, are developed in both projects. The potential implication of revocability and disruption, are evaluated based on probability and fuzzy logic principles respectively. Sensitivity analysis is applied to discount rate assumptions over the estimated lives, of the projects considered. The Spearman's rank correlation coefficient is used in analysing the ranking results of selected projects. This provided an assessment of the relative preference of BCPs in the projects. Results from the case studies show 1) disruption issues account for up to 12% of initial capital costs; 2) revocability accounts for up to 35% of initial capital cost, over a 20-year life; up to 119%, over a 60-year life; 3) up to 2% underestimation in the whole-life cost, over a 20-year life; and up to 45% underestimation, over a 60-year period, in the SPACE project; 4) up to 9% underestimation in the whole-life cost, over a 20-year life; and up to 53% underestimation, over a 60-year life, in the MS project.

Abstract:

This study investigated the perceptions of Black and White central office administrators regarding the Black-White achievement gap. Four research questions (RQ) were explored: RQ1: How docentral office administrators understand the causes of the Black-White achievement gap? RQ2: How do central office administrators perceive their role in impacting the Black-White achievement gap? RQ3: How docentral office administrators address Black-White achievement gaps in their districts? RQ4: How do perceptions about achievement gaps and agency vary between Black and White central office administrators? Data for this qualitative study were gathered in 15 interviews with current and former central office administrators from seven districts in the Middle Atlantic region. Eight of those interviewed were White and seven were Black. Relationships between teachers and students were viewed as a major factor in the creation of achievement gaps. Raising the issue of gaps and providing professional development to educators are two major ways central office administrators viewed their role. Teachers and their inability to develop positive relationships with students were identified by participants in the study as a major obstacle in closing achievement gaps. Administrators used a multifaceted approach to addressing achievement gaps including working directly with students, parents, educators (through professional development), and changing the structure of the school day to provide intervention. A major distinction between Black and White administrators in the study had to do with the perceived obstacle of alienation. Five of the seven Black administrators expressed some sense of alienation due either to job title (typically those who work in offices of diversity or equity) or race.

Abstract:

This inquiry utilizes a qualitative heuristic design and methodology to explore the experience of psychotherapy in a home office setting, from the perspective of the psychotherapist. In addition to data collected through in-depth interviews with seven therapists who currently treat patients in their home offices, the study includes the experience and reflections of the primary researcher, who also practices in a home office.

By engaging with therapists who have direct knowledge of the home office, the study is privileged to share intimate perspectives of this rarely investigated phenomenon. The study explores the motivations of these therapists to establish a home practice, and presents their satisfaction and frustrations with this unique setting. The findings offer insight into ways a practitioner deals with self-disclosure, manipulates the therapeutic frame, and manages boundaries. The interviews and analysis explore different ways the setting — both natural and constructed — impacts the work. Participants in the study express confidence that working in a home office serves their patients well, matches their own strengths and personality, and is aligned with their theoretical beliefs about psychotherapy.

Deepening the research of home office practice beyond a study of setting and situation, the research reaches towards the symbolic in several ways. The primary researcher works with two dreams a patient shared about the home office. The literature review and data analysis includes reflections on the concrete and symbolic roles home plays in culture, in psychotherapeutic work, and in the personal life of the practitioner. Utilizing the ancient Greek goddess Hestia, the goddess of the hearth, the research employs a depth psychology insight into how the physical setting and psychological focusing combine to create a temenos.

The home office setting will continue to be an ideal setting for some practitioners for whom it makes practical sense. The implications of this study for the practice of psychotherapy and psychoanalysis point towards the importance for all practitioners to consider their conscious and unconscious motivations to practice in a particular setting, and how these choices affect their patients, the people they live with, and their own development.

Abstract:
Dominant theories of U.S. elections focus on how candidates fluidly change positions based on the demands of voters. I argue instead that candidates' positions are more rigid. As a result, the supply of candidates, and not just the demands of voters, helps determine the ideological composition of the legislature. I describe a simple theory of the candidate supply, and I argue that when the costs of running for office are high, and/or the benefits of holding office are low, the supply of candidates will be more ideologically extreme. I then ground this theoretical argument empirically. First, using estimates of candidate positions based on campaign contributions, I show that candidates rarely change positions over time, and that incumbents do not change positions even when challenged by primary candidates with contrasting ideologies. Next, I validate the two key predictions of the theory. To investigate the varying costs of running for office, I compare state legislators who must give up their seat in order to run for the House to those who do not have to do so. Moderate state legislators are sensitive to this cost, while more extreme ones are not. To explore the expected benefits of holding office, I show how the candidate supply in one party becomes more ideologically extreme when the other party ``as-if" randomly takes office in a district. Having validated the theory, I then show descriptive evidence that the costs of running for the House have gone up over time, and the benefits down, thus helping to explain why polarization has risen in recent decades. Overall, the book points towards the importance of considering both the supply of candidates and the demands of voters, jointly, in order to understand the electoral process and the roots of polarization in our legislatures.

Abstract:
This study explores, analyses and seeks to explain the processes by which legislative changes were achieved to overcome the problems associated with the role and duties of the office of coroner from the mid nineteenth century to the 1920s. From time to time during the period, the office was exposed to political and public scrutiny that brought calls for reform. Despite that, and the general recognition that change was necessary, the process was extremely protracted and reform limited so that when the 1926 Act reached the statute book, it was greeted with a level of subdued dissatisfaction. Throughout the period, the coroners resisted change based on an appeal to their traditional links with the people and representing the office as an ancient institution rooted in long established custom and practice. Despite that, the coroners were unable to evade the impact of changes associated with developments in local and national government which had an indirect, though significant, effect on coroners' reform. For most of the period, the policy of successive governments was to have no policy on coroners. To fill that void,various groups with conflicting interests and ambitions proposed changes to meet their needs and attempted to influence the government to implement them. A slow, complex, haphazard, fragmented and undirected process evolved that had its own dynamic. There was no strategist, no over-riding driving force, no single source. Suggestions were adopted, modified or rejected to produce a 'policy' that was eventually accepted by the Home Office. From the detailed examination of the complex events, issues and stances adopted by the various bodies, including the Home Office, an explanation for the unusual, slow and tortuous process of reform emerges. Coroners' problems were a minor issue for the government and carried little weight in the wider scheme of politics. With such a low priority rating, the government was reluctant to intervene except under the pressure of public criticism when events created a crisis or near crisis. Eventually, a minimum legislative intervention brought closure, but left important problems unresolved. The coroners still investigated unexplained deaths on behalf of the Crown and retained intact their traditional authority, independence, common law powers and discretion.

Abstract:
The main purpose of this research is to re-examine Chartism by analysing how the Home Office’s suppression of the movement affected the development of the British State and the machinery of public order during the 1830s and 1840s. In recent years, the study of Chartism has become a domain for historians engaged in cultural history. As a result, studies of both a political and localised nature have been neglected. The poverty of recent research in these areas has occurred since the major dispute between Dorothy Thompson and Gareth Stedman Jones, over the ‘linguistic’ turn and the meaning of the language of Chartism took place during the 1980s. Since the early-1990s, the debate has now moved on towards what Patrick Joyce and James Vernon have identified as ‘the language of politics’. The aim of this research is to move the debate away from a cultural perspective and, instead, to examine how government policy changed to deal with Chartism. The purpose of this study is, therefore, not to examine the legislative effects of social, political and economic reforms as suggested by Gareth Stedman Jones, but to offer a more thorough investigation of the lines of argument pursued by Dorothy Thompson and James Vernon. Thompson argued that state suppression played a huge role in the demise of Chartism, whilst Vernon has asserted that during the first half of the nineteenth century the political system gradually became closed and disciplined. Mass movements such as Chartism, it is argued, failed in their quest to bring about major changes to the political system in the early nineteenth century, largely because they succumbed to huge pressure from the state and its institutions. In order to establish the influence of the Home Office, this study has analysed how its policy impacted upon the Chartists in the West Riding. This involved a struggle for hegemony between central government and local agencies which ultimately brought about significant changes to the way in which the state functioned, along with many improvements to its machinery of control. These reforms included the advent of better policing and a gradual redefining of the roles of traditional forms of control such as the magistracy, army, militia and yeomanry. From a thorough investigation of both primary and secondary source materials, the evidence suggests that Dorothy Thompson was generally correct in her observation that the Home Office suppression of Chartism allowed the state to learn from its mistakes and become more effective in managing public order. However, this study will argue that the process was not as clear cut as Thompson implied. The implementation of reforms was a gradual process in which the Home Office played a significant role in the management of tensions that existed amongst various central and local government agencies. In doing so, the state became more efficient in controlling disorder. It remains for others to investigate the view of Gareth Stedman Jones that Chartism was by-passed by a reforming state.

This thesis identifies the case principles and trends involving A-76 Process issues brought before the General Accounting Office. It reviews the background, history, issues and current methods of applying the A-7 6Process in the Department of Defense. It then categorizes and analyzes the A-76 protest decisions handed down from the Comptroller General from January 1, 1997 to December 31, 2001. Following the review and analysis, the interpretations of the statutory requirements by the Comptroller General are examined to determine if the current design of the A-76 process is being applied as it was originally designed. It also examines protest decision trends to determine what changes are needed to mitigate the risk of future A-76 protests.

Low substantiation rates are pervasive across the federal Office of Inspector General (OIG) community due to high levels of uncertainty and limited data availability at the time of case selection. OIG management often selects cases based on intuition and past experience. Intuitive project selection has proven unsuccessful because the methods are often subjective, prone to bias, and lead to error. The high uncertainty surrounding case selection and the current selection method employed by OIG management teams results in a significant loss of investigative resources spent on unsubstantiated cases. This research presents a novel approach to predict OIG investigative case substantiation using natural language processing techniques and multinomial naïve Bayes to retrieve information from complaint intakes. It aims to improve OIG substantiation rates and reduce the cost associated with unsubstantiated cases. The model developed in this study significantly outperformed OIG management and was 20% more accurate in the prediction of substantiated and unsubstantiated cases. This model will augment investigative case selection and improve investigative targeting, increase impact of investigative work, and improve OIG investigative resource allocation. Its application will result in a significant savings by reducing the resources dedicated to cases with a low probability of substantiation.

Abstract:
This report details all of the necessary design criteria and designs encompassing the zoning, geotechnical, hydrologic, transportation, and structural considerations needed to build a two story general office building in the Town of Oro Valley, Arizona. This report reflects the best efforts of El Diablo Engineering to serve the community of Oro Valley with a safe, economical, and serviceable office building. The design of the building includes a 29,000 square foot general office building, a 4,000 square foot high-turnover sit-down restaurant, and a 30 foot wide by 30 foot long by 30 foot tall atrium. The design of the general office building follows all Town of Oro Valley code regulations and all zoning requirements. Leadership in Energy and Environmental Design (LEED) criteria were also incorporated into the design and LEED Gold accreditation was achieved. This report also includes a site layout drawing and a grading plan for the proposed general office building located at the intersection of Oracle Road and Linda Vista Boulevard.

This thesis critically reviews and evaluates theories of organisational learning and IT-related organisational change with particular reference to the task of explaining users’ acceptance (or rejection) of new technology. It seeks to develop a conceptual model of organisational learning and apply it to the particular case of recent IT-related (e-government) organisational change in Korea’s Supreme Court Registry Office (SCRO). Hitherto, there has been no systematic attempt to analyse the way in which management theories contribute to the electronic government (e-government) transformation effort within the public sector. This thesis seeks to fill this gap by synthesising perspectives drawn from the study of public sector organisation, IT, organisational transformation, and organisational learning. The analysis of the case study organisation (based on a qualitative research methodology) identifies various organisational learning phenomena occurring during the change project within the SCRO. In particular, it elaborates the interplay between the process of learning and change in the level of users’ acceptance (or rejection) of the new technology (the change over time is presented graphically in the form of a ‘support curve’). The research follows the organisational-transformation project since 1994 in terms of the process innovation diffusion model (Cooper and Zmud), which identifies the following key stages: initiation, adoption, adaptation, acceptance, routinisation and infusion (Cooper and Zmud). For each of these stages, processes of organisational learning are linked to the level of users’ acceptance. This aspect of the analysis involves considering the nature and scope of collective, mutual, situated, single-loop and double- loop learning; learning by doing; team learning; and leadership. These various approaches to organisational learning, which emerge from the analysis of the existing organisational-learning literature, are applied to the case analysis to bring out major developments in the SCRO’s organisational transformation. The findings derived from this study provide a framework that can be further applied and tested in future research, and that will also allow public sector management to continuously anticipate the problems involved in cultivating and sustaining users’ acceptance of new technology and nurturing appropriate organisational learning.

The purpose of this MBA Project was to investigate and provide a comprehensive analysis of data based on government service contracts during the six phases of the government contract process (procurement/planning, solicitation planning, solicitation, source selection, contract administration and contract closeout/termination). Primary deficiencies and best practices in contracting will be identified for each government report, and an analysis will be conducted to identify trends within and across the above categories. Specifically, this research will identify common deficiencies and best practices in contracting based on GAO reports, DoD IG reports, and articles based on services acquisition in the commercial sector. Passar-se moltes hores assegut i moure’s poc està associat al desenvolupament de malalties cròniques. Els llocs de treball d'oficina han estat considerats entorns clau per reduir aquests comportaments sedentaris amb substitució d’activitats que impliquen una major despesa energètica. Per això, l’objectiu principal de la tesi és investigar l’impacte d'una intervenció per reduir el temps assegut i augmentar l'activitat física en treballadors d'oficina a l’estat espanyol. En l’estudi 1, es va dur a terme un disseny quasi-experimental amb treballadors de sis campus universitaris espanyols (n=264). La intervenció va consistir en una pàgina web que proposava estratègies ecològiques per incrementar progressivament el nombre de passes mitjançant tasques laborals actives, rutes caminant, i l’augment de la intensitat caminant. Utilitzant un model mixt lineal, els resultats varen mostrar una interacció significativa en temps assegut, nombre de passes i perímetre de cintura. En l’estudi 2 es varen realitzar entrevistes semi-estructurades a 12 participants del programa W@WS en tres moments al llarg de la intervenció. A partir de les dades generades qualitativament mitjançant un anàlisi temàtic, els treballadors del grup intervenció (n=88) varen completar una enquesta per identificar el grau d’ús de les estratègies. Els resultats varen mostrar les tasques de treball més actives i l’augment de la intensitat caminant, com les estratègies més utilitzades. Les reunions actives i els grups de caminar a l’hora del dinar varen ser les menys utilitzades a causa la manca de temps i les normes culturals inherents als llocs de treball. Registrar el nombre de passes i el temps assegut va ser el factor facilitador més important mentre que tenir una feina basada en tasques d’ordenador va ser la barrera més prevalent. A partir de l’aprenentatge dels dos anteriors estudis, en l’estudi 3, una revisió sistemàtica va estudiar la viabilitat de l’ús dels ‘smartphones’ per mesurar i promoure estils de vida actius. Vint-i-sis articles varen ser inclosos per a la síntesi qualitativa. La fiabilitat en la precisió de mesura dels patrons d’activitat física i comportament sedentari va ser del 52-100%. Només cinc estudis varen avaluar els efectes d'intervenció: utilitzant disseny pre-post i un amb grup control. La integració d'un menú d’estratègies per seure’s menys i moure’s més a la feina (W@WS) és efectiu en l'assoliment de canvis petits però sostinguts en el nombre de passes caminant i el temps assegut ocupacional. Degut al potencial dels ‘smartphones’ per mesurar patrons d´activitat física i influir en estils de vida actius, futurs estudis amb millor disseny haurien d´avaluar l´efectivitat d´aquests dispositius en intervencions de reducció del temps assegut en els llocs de treball.
Sitting too much and moving too little affects the development of many chronic diseases. Office workplaces are key settings to reduce and break up occupational sitting by replacing sedentary time with step counts. Therefore, the aim of the thesis was to investigate the impact of an intervention to reduce occupational sitting time and increase physical activity in Spanish office workers. Study One used a quasi-experimental pre-post comparison design at six Spanish university campuses (n=264). The intervention consisted of a web page that provide ecologically based strategies to progressively increase baseline step counts through incidental movement, short and long walks, and higher step count frequency and intensity. Using a linear mixed model analyses, findings identified a significant interaction for self-reported occupational sitting, daily step counts and waist circumference. Study Two conducted semi-structured interviews (n=12) throughout the intervention. Workers who finished the intervention (n=88) completed a survey rating the extent to which ‘sit less, move more’ strategies were used and those factors that enabled or limited strategy uptake. Findings indicated that ‘active work tasks’ and ‘increases in walking intensity’ were the strategies most frequently used. ‘Sitting time and step count logging’ was the most important enabler of behaviour change while ‘screen based work’ was the most significant barrier limiting the uptake of strategies. Progressing the learning of the previous studies, Study Three systematically reviewed evidence on smartphones and their viability for measuring and influencing physical activity. Twenty-six articles were included in the review. Measurement accuracy was moderate-to-excellent and smartphone strategies to influence physical activity tended to be ad-hoc. Five articles assessed physical activity intervention effects; and only one was focused on workplace setting. W@WS was effective in achieving small but sustained changes in occupational sitting and step counts by facilitating the uptake of a menu of ‘sit less and move more’ strategies, that can overcome office work environmental barriers. New smartphone technology needs to be a central feature of ICT based interventions that target occupational sitting and physical activity given the novel and engaging capabilities these devices provide for measuring and influencing behaviour change in real time.

This graduate project compares legacy simplified general perturbation model (SGP4) code developed by NASA Johnson Space Center, Orbital Debris Program Office, to a recent public release of SGP4 code by David Vallado. The legacy code is a subroutine in a larger program named PREDICT, which is used to predict the location of orbital debris in GEO. Direct comparison of the codes showed that the new code yields better results for GEO objects, which are more accurate by orders of magnitude (error in meters rather than kilometers). The public release of SGP4 also provides effective results for LEO and MEO objects on a short time scale. The public release code was debugged and modified to provide instant functionality to the Orbital Debris Program Office. Code is provided in an appendix to this paper along with an accompanying CD. A User’s Guide is presented in Chapter 7.

Increasing accountability is a key element in a wide variety of governance reforms, from national level, public sector restructuring, to anti corruption campaigns and to centralise service delivery at local levels. (Van Wyk, 2002:311). Financial accountability has a major effect on performance issues, and these two combined have implications on democratic accountability. It is obviously a fact that when public officials become accountable, this will have a positive effect on service delivery. The introduction of the Public Finance Management Act (PFMA) 1999 (Act 1 of 1999) as amended by Act 29 of 1999 adopts an approach to financial management, which emphasises the need for accountability of results by focusing on output and responsibility rather than the rule driven approach of the previous Exchequer Acts. One quickly realises that the PFMA aims to regulate financial management at both National and Provincial levels of government. It directs attention at revenue, expenditure, assets and liabilities and aims to see that these are managed efficiently and effectively. Public finance accountability is increasingly becoming important in the public sector. One means of effecting accountability is through auditing. For this reason the Office of the Auditor -General through the Constitution of the Republic of South Africa 1996 (Act 108 of 1996 section 216 (1)) was established to facilitate effective accountability through auditing. The Office of the Auditor -General’s role is by no means minor, for it plays a major role in curbing corruption and acts as a ‘watchdog’ of the nation over public funds. Amidst high mismanagement and misuse of public resources, as well as corruption, especially in developing countries, the major question one asks is how effective the Auditor -General can be in ensuring effective public financial management and accountability within state departments so as to improve service delivery.

This project explores the historic, current and future services for individuals with developmental disabilities in New York State in a series of related studies presented in three chapters. The first chapter examines the history of how modern services for individuals with developmental disabilities were established. The second chapter examines the social, economic and political factors that are driving the first major changes in services for individuals with developmental disabilities since the early 1970's. The first two chapters will demonstrate similar trends that caused major changes in the 1970's and the major changes currently happening in service delivery. The final chapter examines the proposed services that will be offered to individuals in New York State, the implementation of the new services, potential barriers to implementation and both the intended and unintended consequences of the new services.

Much has been written in the literature of higher education on the history and current role of presidents, provosts, and deans. However, higher education scholars have, for the most part ignored the role of institutional in-house attorneys on college and university campuses. Those who have written on the subject of institutional counsel have proffered the idea that in-house general counsel offices were established as a result of the increased regulation of higher education by state and federal governments, and litigation resulting from the faculty and student rights movements of the 1960s and 1970s. This project seeks to provide a detailed justification for the rationale for the proliferation of counsel offices, and to provide a base-line qualitative, interview-based approach to the current role of college and university attorneys. Using a historical, document based approach this dissertation provides a comprehensive exploration of the argument that the establishment and growth of offices of the general counsel on college and university campuses was rooted in litigation. This dissertation further builds on the notion that as colleges and universities became larger and more complex, federal and state governments increased regulatory and reporting demands and accountability on institutions. A second issue that this dissertation covers is the way in which modern day institutional counsel view their roles within a college or university. Using Oral History Methodology, three attorneys were interviewed about their perceptions of their roles. Based on those interviews, this dissertation proffers the idea that an institutional counsel’s view of his or her role is linked to the nature of the individual campus and its leadership, and the structure of the office in which the attorney works. This dissertation also puts the role of the institutional counsel into the context of institutional actors by comparing it with the role of the academic dean. In addition to showing that the role of the institutional counsel is institution dependent, the results of this project indicate that the role of the institutional general counsel is an area ripe for additional study.

The 1996 Constitution of South Africa and the Public Audit Act of 2004 provide the legislative framework for the Office of the Auditor General of South Africa (OAGSA). The Independent Regulatory Board for Auditors further enriched the interpretation of the framework – for government auditing. Over the years of democratic rule in South Africa, audit performance by State organs was generally poor. Despite the efforts by the OAGSA to improve the performance, very little improvement was notable. Most disturbing was the observation that there was widespread, a prevalence of recurring findings, which indicated that the OAGSA’s recommendations and guidelines were not acted upon, or largely ignored. Firstly, the research study established that the system of capitalist democracy, which comes in different varieties throughout world democracies, indeed brought about a situation where the electorate was effectively removed from its rightful place of being the principal, and had its place taken up by political parties (which are in fact, agents) - which (parties) governed on its (the electorate’s) behalf. This system, taken together with the Principal Agency and the Rational Choice Theories – fully explained the prevalence of maladministration and malfeasance in government in South Africa. Secondly, the study established that the OAGSA has done everything imaginable in its attempts to improve audit performance in government institutions – using the carrot rather than the stick approach. The legislative framework cited above, revealed that the OAGSA has the power to audit and report, while Parliament has the power to enforce corrective action. The lesson of this revelation is: that there is not much that the OAGSA can achieve without a high level of cooperation between itself and Parliament – if audit performance is to be effectively, and appreciably improved in South Africa. A disappointing discovery however was indirectly delivered to the world, through the results of a research study conducted by one Wehner in 2002, on Public Accounts Committees (PACs) (alias Standing Committees on Public Accounts (SCOPAs)) in world democracies. The Wehner study clearly demonstrated that there was nothing contained in these committees’ founding documents or enabling legislation – which in no uncertain terms, directed the committees on what procedures and processes to follow to ensure that their resolutions were acted upon. In other words there was no enforcement mechanism discernible for their resolutions. Thirdly, there were developments in case law in South Africa, which augured well for Constitutional Institutions in general. They are contained in court judgements relating to the mandate of the Office of the Public Protector (OPP). The question at the core of these developments was: whether the decisions or remedial action emanating from the OPP, were binding and enforceable. Two judgements cited as cases in point, one a High Court judgment and another a Supreme Court of Appeal’s (SCA’s), feature in the research report. The SCA, in summary found that decisions of administrative bodies of State – stand in fact and in law, until such time that a court of law invalidates them. The SCA ruled through citing a High Court judgement passed way back in 2004 - that Constitutional Institutions, although not organs of State per se – were certainly included in this 2004 finding, if one considers the rationale of this initial finding, taken together with the purpose for which Constitutional Institutions were established in South Africa in the first place. In conclusion, although visible root causes of poor audit findings appear overall to be poor consequence management and questionable leadership quality in government, the system of capitalist democracy is ultimately to blame. The system certainly had unintended consequences.

The Medical Reserve Corps (MRC) was formed to provide a cadre of trained medical volunteers to support and strengthen the public health infrastructure and improve its' emergency preparedness level. Training policies and standards are left to the discretion of the local MRC coordinator so the program maintains its flexibility to meet community needs. Training varies from unit to unit, and there are no protocols in place to measure or evaluate the effectiveness of that training. According to recent studies and surveys, disaster operations are an unfamiliar role for most MRC volunteers and the public health workforce in general. Evidence also suggests that few medical and public health workers receive this important preparedness training. In 2005, MRC working group members developed a list of core competency recommendations to provide training guidance, but specific educational content to satisfy those competencies were not defined. This thesis offers specific training content guidelines and strategies for achieving competency. The MRC must be able to integrate into the disaster environment while working safely, effectively and efficiently. Standards will set the mark for success, enabling the MRC to respond in a coordinated manner and at a consistently higher level to any public health emergency.

Abstract:
It is known the case of the public attorneys that, having the opportunity to settle a controversy aroused between the public entity and the contractor, prefer to submit that dispute to arbitration with higher costs that this decision cause to the State. The reason? The concern of having «the reasonableness of his decision to settle the dispute» subjected to an administrative responsibility procedure.This paper aims to discuss this problem and analyze a possible solution. Thus, taking into consideration the Colombian experience and the recent Peruvian regulation in the «Reglamento de la Ley de APPs», the authors suggest to include in the «Nueva Ley de Contrataciones del Estado» the «Amicable Compositor» as a mechanism of alternative dispute resolution.
Es conocido el caso del procurador público que ante la posibilidad de transar los conflictos que surgen entre las entidades públicas y los contratistas, prefiere llevarlos a arbitraje con los mayores costos que dicha decisión genera para el Estado. El motivo responde a la preocupación de que se cuestione «la razonabilidad de su decisión de transar» imputándole responsabilidad mediante acciones de control.El presente artículo tiene como finalidad traer a discusión esta problemática así como una posible solución. De esta forma, teniendo en consideración la experiencia colombiana así como su reciente regulación en el Reglamento de la Ley de APPs, los autores proponen incluir en la Nueva Ley de Contrataciones del Estado la figura del «Amigable Componedor» como mecanismo alternativo de solución amigable de conflictos.

Abstract:
The U.S. citizenship application process is a legal and symbolic journey shaped by many cultural processes. This research project aims to bring to light the experiences of immigrants and citizenship applicants living in Dallas, Texas, to promote a better understanding of Dallas' increasingly diverse population. In addition, the purpose of this project is to provide insights to a specific client, the office of Dallas Welcoming Communities and Immigrant Affairs, about Dallas' lawful permanent residents who are eligible for citizenship and their reasons for pursuing citizenship status. The data for this project was collected through observation at various citizenship workshops and community events, as well as through semi-structured interviews with 14 U.S. citizenship applicants. Reasons for applying for U.S. citizenship discussed in this project include a desire for membership in U.S. society, access to better educational and economic opportunities, improved ease of travel and the desire to vote. Barriers to the citizenship process discussed in this project include the amount of time one must dedicate to the application, lack of clear knowledge about the process and the financial cost of the application. Other themes include the effects of capital on applicant's experience with the citizenship process, symbolic meanings of citizenship, transnationalism and ideas of deserving and undeserving surrounding the issues of residency and U.S. citizenship.

Abstract:
The aim of the diploma thesis is to analyze the current legislation Act 531/1990 Coll. about the local financial authorities from the 28th November 1990, and in particular its amendment by the Regulation No.199/2010 Coll. from the 24th May 2010, which was the cause of the creation of Specialized Financial Office and Directorate General for Finance. Another objective is to describe the already present special tax offices for large taxpayers in foreign countries when comparing the Czech and foreign special tax offices characteristics and impacts of their activities. Furthermore the thesis discusses the merger of the tax and customs administration, evaluation of its current status and estimation of its future development in the Czech Republic that is based on a study of similar already operating models abroad. All parts of the thesis consist of the evaluation of current situation. In the conclusion is evaluated the impact and result of the reorganization of tax administration and its current status. Further it consists of the recommendations for its future development based on the findings and examples of international good practice.

Many schools still log and manage general affairs by manual paper work, which needs much more manpower but inefficiency. In this essay, we not only propose an office automation system for general affairs by Excel VBA but also use a high school as case study to demonstrate the system architecture and technology. In this case, we analyze the stationery management processes, simplify the application form, and provide friendly user interface for data insertion, modification, deletion, and retrieval process, so as to improve the performance and quickly provide the required reports for decision making. Besides, data description tables are used to make the system sufficiently extensible and efficient.

Under the trend of 12-year compulsory education fully implemented by the government and the low birth rate, the school students at each level have decreased gradually year by year, and the public and private operation and development are affected by internal and external dilemma, which makes the survival dilemma of private senior and vocational high school become worse. Therefore, the private senior and vocational high school should improve and rely on themselves, seek for the channel to supplement resources, develop school-running characteristics and enhance administrative operation performance to turn the corner. Thus, this research aims to construct the performance evaluation system of General Affairs Office in Taiwan’s vocational high school and explores the current situation of performance management of General Affairs Office of high vocational school as well as the practice and dilemma of current performance management. This research collected the relevant literature and periodicals at home and abroad and adopted expert questionnaire survey and ANP method to review the measurement index which should be owned by the performance evaluation model of General Affairs Office in high vocational school; meanwhile, this research also conducted empirical analysis against 2 vocational high schools and constructed a set of suitable and feasible Performance Evaluation model; 4 key elements were adopted as the dimensions and later 9 strategic themes and 37 detailed indexes were constructed and then Analytic Network Process (ANP) was adopted to preferentially sort the key elements by the importance. The research results show that the sequence is the dimension of school facility appropriateness (58.6%), service quality dimension (18.1%) and financial performance (17.0%) in the dimension analysis; the strategic theme results show that the importance ranking is respectively campus security (32.91%), facility maintenance (19.43%), external personnel (students, parents and social elite) (14.67%) and budget (10.67%); performance evaluation index results show that the top 5 items are periodic maintenance of teaching facilities (11.59%), campus disaster treatment (11.07%), crisis management (8.71%), maintenance of public security (5.16%) and integrity of procurement process (4.90%); then this research adopted case study to carry out empirical analysis and evaluation and proposed improvement program after the evaluation. The above-mentioned items have the great impact on performance evaluation model of General Affairs Office in vocational high school. In conclusion, this research evaluated and verified the results and proposed several countermeasures in administration according to weakness of administrative management of school’s General Affairs Office. If they can be implemented and evaluated according to the actual situation and they will be used as the reference basis of performance evaluation of General Affairs Office in vocational high school in the future.
