Full textAccording to a decision taken by the supreme commander of the Swedisharmed forces 17 Jan 2001 all future education of personnel shall be subjectedto the rules and regulations lined out by the National Agency for HigherEducation in Sweden. I have tried to find out the level of knowledge regardingacademic methods of education in the Swedish armed forces today. I have alsotried to form a overall picture of how the decision by the supreme commanderhas been received in the force. My essay is a qualitative examination with themain focus on an inquiry where I have conducted in-depth interviews withpersonnel from different levels of the force. In addition to my primary data Ihave supplemented secondary data mainly to create background andinternational comparison. In my essay I have three main questions; how do theparticipants (in the inquiry) position themselves in regards of the trend towardsacademic education, and how do they state reasons for their position? Have allthe participants the same comprehension regarding what academic educationactually implies? From an historical perspective how do the participantsexperience the forces handling of matters like theory of sciences and researchbefore the supreme commander decision 17 Jan 2001? I have in my essay cometo the conclusion that the general comprehension of academic education is inits favour. However positive the attitude there is some matters of concern thatis shared by many of the respondents. There is an widespread uncertaintyconcerning the implementation of academic education. There is also a generalimpression amongst the respondents that we in Sweden were a lot moreacademic in our perspectives before the cold war.

Full textSeveral changes of the Swedish system for officers training has taken place during the nineties and at the same time has the use of so called outsourcing increased within the administration of governments and local governments, mainly within the healthcare sector, real-estate administration and maintenance of different computer systems.During the same time, the Armed Forces has shown an increased interest for outsourcing. The reason for this is the aim to buy better or equal quality in services and products for less money. Those reasons has been the motive for me to do this research.As several researches has been done of the subject outsourcing from an economical view, this work uses the institutional theory as a take-off. This theory means, very briefly described, that organisations strive for effectiveness and rationality but find themselves held back by different social and cultural mechanisms.In consequence of the above, the author has chosen to examine the attitude to outsourcing with in selected, placed in strategic seats, persons in the Armed Forces and the National Defence College. To be able to examine if the theory is relevant in this case, the subject for the research is what might be described as “a sacred cow” namely outsourcing of officers training and to find out who can be the responsible authority for officers training.The research has been implemented through the use of qualitative interviews with the chosen respondents and the questions has its foundations in two governmental reports: “Joint officers training for future demands” and “ The accounts of the Swedish Parliament proposal about the National Defence College with-in the new National Defence”.The conclusions in this research support the standpoints of the institutional theory and also raise some suggestions for future research in this area.

Full textSvenska försvarsmakten hävdar att den nyttjar uppdragstaktik. Vissa påstår att så inte är fallet. Åtminstone inte konsekvent. Det skulle kunna vara så att bristen på förståelse för doktriner och ledningsfilosofier finns där grunden läggs, under soldat- och officersutbildning på lägre nivå. Mycket forskning och utveckling har skett på högre nivåer men på grundnivån har tyvärr relativt lite forskning genomförts. Denna uppsats utforskar lösningar och kommer med förslag på hur man skulle kunna genomföra utbildning av soldater och blivande officerare både med och i uppdragstaktik.
Arbetet är uppdelat i tre delar. Den första delen definierar uppdragstaktik som begrepp. Den andra delen sammanställer och analyserar intervjuer gjorda med officerare på plutonsnivå samt kadetter som anser att försvarsmakten inte nyttjar uppdragstaktik fullt ut. Den tredje delen jämför och diskuterar första och andra delen av uppsatsen. I den delen tas ett svar fram på uppsatsens frågeställning, hur en utbildning skall se ut för att genomsyras av uppdragstaktik.
Slutsatsen är att försvarsmakten har de verktyg som krävs för att genomföra utbildning med och i uppdragstaktik. Det finns dock en risk för inkonsekvent utbildning då för lite uppmärksamhet läggs på detaljer. Detta måste försvarsmakten komma tillrätta med för att verkligen genomsyras av uppdragstaktik.
The Swedish armed forces claim that they are using mission-type-tactics. Some people argue that it’s not the case, at least not consistently. The reason for this might be the area in which the foundation for a doctrine, philosophy or any mindset is laid, the basic training and education. Today it is just assumed that mission-type-tactics are used. Inconveniently, this is also the area were the least research has been made speaking of mission-type-tactics. The essay explores ways of and suggests how to conduct basic training of soldiers but also education for attending officers in and with mission-type-tactics.
The essay is divided into three parts. The first part defines mission-type-tactics from a Swedish point of view. The second part reports and analyses interviews made with platoon level officers and cadets who don’t think that the Swedish armed forces are fully using mission-type-tactics. The third part of the essay compares and discusses the first and second parts and answers the question of how basic training and education should be designed in order to attain the essence of mission-type-tactics.
The conclusion is that the Swedish armed forces seem to have the right tools to conduct both basic training and education in and with mission-type-orders. However, there is a risk of inconsistency and not enough attention is paid to details that must be eliminated before the Swedish armed forces can truly claim to be using mission-type-tactics.

Full textThe change in the political situation during the last two decades has been ofsuch character that it has overthrown the most fundamental ideas of theSwedish Defence Forces. The goals of the Armed Forces have changed to meetthe demand of international commitments. Because of this development, thecontent of higher officer training has changed radically. The purpose of thisessay has been to explore to what extent the main subjects of the militaryprofession are represented in higher officer training during the period of 1985-2004. The starting point is taken from the theory of profession, which tries toexplain why certain professions are more professional than others. The mainqualifications an officer must have, which constitute the profession, areknowledge of strategy, operations, tactics and military theory. Thesequalifications prove to be the main subjects. These subjects are later used asanalytical tools to investigate the content of the higher officer training. Thequestion that has to be answered is: has the representation of the main subjectsin the Advanced Command Program been increased or decreased? The overallconclusion is that the main subjects were represented most during the cold war.The lowest levels were identified between 1995 and 1998. The representationof main subjects has increased again the following years after 1998.

Full textThe Swedish Defence Review 2004 (FB04) involved a substantial reduction in military units. Thenumbers of students attending in the Advanced Command Programs at the Swedish NationalDefence College (SNDC) will reduce from 80 to 40 as a consequence of those reductions.Decision makers have to decide which of the subjects for specialized studies will remain, mainlybecause 40 students are not enough for all the subjects available. At the moment there are ninesubjects available: - Security policy, Strategy, Operational alignments (Land, Sea, Air,Information, Logistics and Intelligence), Management and Military Technology. The purpose ofthis essay is to analyse how a number of social and organizational factors influence officers’choice of subject. The work for this essay has been carried out using a questionnaire completed by316 officers, from majors to generals. The method chosen for this purpose assumes that, anofficer’s choice is influenced by social and organizational factors. Rational Theory andBehaviorism has been linked to the method to be able to explain the findings. These two theoriesexplain in a natural way, individuals´ actions and decisions.The results show that officers choose subject mainly influenced by the subject being interesting tostudy, giving interesting job opportunities and as preparation for international missions. Officersthat choose operational study: Land, Sea and Air, are mainly those who have a fair chance ofworking at their parent unit after completing the course. The need for civilian qualificationsinfluences some officers to choose mainly Management and Military Technology. Status does notaffect the officers´ choice, but career does.
