Companies invest millions of dollars to become “official sponsors” of major global sporting events. The tremendous publicity and consumer audiences generated by such events provide an attractive marketing opportunity for companies other than the event’s official sponsors who seek to associate themselves in the minds of the public with the goodwill and popularity of these events. This activity, known as ambush marketing, poses significant legal and business challenges for sport event organizers seeking to protect both the financial investment of official sponsors and the integrity of their sponsorship programs. With rising sponsorship stakes, event organizers have become increasingly proactive in their efforts to combat ambush marketing. This article examines the implementation and effectiveness of a variety of evolving sponsorship program protection strategies including: pre-event education and public relations initiatives; on-site policing tactics; contractual language in athlete participation and spectator ticket agreements; and the enactment and enforcement of special trademark protection legislation.

Abstract:
Infectious disease surveillance is crucial for early detection and situational awareness of disease outbreaks. Digital biosurveillance monitors large volumes of open-source data to flag potential health threats. This study investigates the potential of digital surveillance in the detection of the top five priority zoonotic diseases in Kenya: Rift Valley fever (RVF), anthrax, rabies, brucellosis, and trypanosomiasis. Open-source disease events reported between August 2016 and October 2020 were collected and key event-specific information was extracted using a newly developed disease event taxonomy. A total of 424 disease reports encompassing 55 unique events belonging to anthrax (43.6%), RVF (34.6%), and rabies (21.8%) were identified. Most events were first reported by news media (78.2%) followed by international health organizations (16.4%). News media reported the events 4.1 (±4.7) days faster than the official reports. There was a positive association between official reporting and RVF events (odds ratio (OR) 195.5, 95% confidence interval (CI); 24.01–4756.43, p < 0.001) and a negative association between official reporting and local media coverage of events (OR 0.03, 95% CI; 0.00–0.17, p = 0.030). This study highlights the usefulness of local news in the detection of potentially neglected zoonotic disease events and the importance of digital biosurveillance in resource-limited settings.

Efforts are needed to promote and integrate preparedness training as an additional benefit of volunteerism at large dental public health related surge events. There is good evidence that typical volunteer dental events offer a variety of service learning opportunities and experiences for direct application in preparedness training. Emergency response officials who offer their involvement in this training may help better prepare dental professionals for any future official medical/dental surge relief efforts and emergencies.

AbstractThe 1964 racial riots are a prominent event in Singapore's history. They are often cited officially but rarely discussed by the Singapore community. This paper examines the riots from the perspective of a sociology of collective memories. A comparison of official and popular memories reveals a number of contrasts in the interpretations placed on these events by different groups. An official interpretation of the memory of the riots is disseminated to the younger generation through the media and education, and used to justify and legitimize the ideology of multiracialism and its social policies. Older people's memories give rise to more varied interpretations. Although the riots occurred more than thirty years ago, they have not been forgotten. The past still lives in the present because it serves a purpose and has implications for the next generation.

Abstract:
This article looks at two seemingly disparate events: Georges Pompidou’s 1973 presidential visit to the People’s Republic of China (PRC) and the filming and release of Jean Yanne’s blockbuster comedy Les Chinois à Paris (1974). Both produced flawed visions of Franco-Chinese relations. During Pompidou’s visit, officials and the press attempted to demonstrate that France enjoyed warmer relations with the PRC than any other Western nation. Yanne’s film parodied the French fad for Maoism by imagining the People’s Liberation Army invading and occupying Paris. His film caused an uproar in the press and sparked official Chinese protest. The article ultimately argues that the two events were deeply related, part of a wave of popular and official interest in China in the early 1970s that extended well beyond the well-known stories of student and intellectual Maoists. This interest paved the way for Franco-Chinese relations as we know them today.

The bid process for hosting mega global sporting events mandates the enactment of event-specific ambush marketing legislation that provides extraordinary trademark law protections for private sports organisations and their official sponsors. Such event-specific ambush marketing legislation, or ESAML, has come under increasing scrutiny by academics and practitioners who question, among other things, the need for such legislation. One of the major areas of concern has become the potential social cost of such legislation that includes restrictions on free speech and curbs on marketplace competition. We apply economic theory as a means to explain why governments have been so willing to enact such legislation.

Abstract We argue that in order to understand how and why history is taught and learned, it is necessary to distinguish between "official" and "unofficial" history. Using this distinction, we examine differing historical representations of events in 1940 that resulted in Estonia's becoming part of the Soviet Union. Results from interviews with six ethnic Estonians are reported in an attempt to examine the differences between their understanding of the official and unofficial histories of the 1940 events. A basic distinction emerged between the official Soviet history, with its relatively coherent narrative line, and the unofficial history, which seems to consist of a set of unorganized anecdotal stories. We suggest that the unofficial historical representation can be understood as a set of counterclaims to the basic claims included in official history and that the unofficial history is generated through a kind of "hidden dialogicality" with the official one. Despite the fact that hakko ichiu ideology was the key device deployed by fascists to mobilize the Japanese for total war, Japanese studies have not reexamined the meaning of wartime hakko ichiu ideology and its historical continuity during the postwar era.This study traces and analyzes the meaning and intent of wartime hakko ichiu ideology and how it has evolved in official events spanning nearly 60 years from the 1940 ceremony of the 2600th Anniversary of the Accession of Emperor Jinmu through Expo '70 and the 1998 Nagano Winter Games. The first part of the study analyzes how Meiji nationalists between 1868 to 1905 used a Western model of gender to create a maternal image of Amaterasu as the empress. This image became the primary Japanese icon of female gender. The second part of the study traces the development of hakko ichiu ideology in three official events over a half-century. By examining the representation of Nippon News No. 23, Part1, (the film version of the Opening Ceremony of the 2600th Anniversary of the Accession of Emperor Jinmu), I argue against the traditional meaning of hakko ichiu--as mere colonialism--and redefine its meaning in terms of dominance and unity. I also discuss the interrelationships among gender, national matsuri, and hakko ichiu ideology. Finally, I examine how, by deploying national matsuri in the opening ceremonies of official postwar events, neo-nationalists were able to revive hakko ichiu ideology and promote neo-emperor worship. In doing so, they used hakko ichiu ideology as an effective instrument to avoid the constraints of the Peace Constitution that grew out of the peace treaty ratified after the end of World War II.

Constitution d’un corpus rassemblant les dates des événements à caractère officiel relevées dans la documentation égyptienne, entre l’Ancien Empire et la fin du Nouvel Empire (env. 3000 – 1100 av. J.-Chr.) ; les seules dates retenues dans le corpus sont les dates complètes, qui notent, en plus de l’année, la saison, le mois et le jour, selon l’usage des anciens Égyptiens. À partir de cette base de données, plusieurs thèmes ont été abordés en analyse : calendrier et système de datation ; les dates d’avènements, de couronnement, de décès et d’enterrement des rois ; les dates de séjour du roi à Thèbes au Nouvel Empire ; les dates d’expéditions aux mines et aux carrières ; les dates artificielles ; enfin, les dates manifestant une concordance avec un événement notable connu par ailleurs (d’ordre historique, astronomique ou religieux). Constitution of a corpus bringing together the dates of the official events found in the egyptian documentation, from the Old Kingdom to the end of the New Kingdom (ca. 3000-1100 BC). The only dates kept in the corpus are the complete ones, which give season, month and day in addition to year, according to ancient egyptian use. From this database, several themes were addressed in the analysis: calendar and dating system; dates of accession, coronation, death and burial of kings; dates of king’s stay in Thebes during the New Kingdom; dates of quarries and mines expeditions; artificial dates; and dates showing a significant correlation with a significant event known elsewhere (historical, astronomical or religious). The aim of this research was firstly to highlight, within the database, the official events that may have been deliberately started by a specific date, secondly to try to understand the reasons for these calendrical choices. A general time frame containing the data of the corpus and the dates of various religious celebrations and festivals, is given (in the form of summary table) attached

Abstract:
The purpose of the study was to explore the effect of exposure of centre-based correctional officials to traumatic events in the Department of Correctional Services (DCS) and to determine the extent of support to those who might be exposed to trauma and traumatic events. To achieve this, a literature review was conducted which provided an in-depth knowledge and understanding on the types of exposures, the symptoms that affect individuals and the provision of support and/or intervention to those exposed to traumatic events in DCS. The literature review focused on the causes of trauma, the symptoms related to trauma and traumatic events and the different trauma intervention models that can be applied to those exposed. The information obtained from the literature review was utilised when drafting and consolidating information relevant and necessary for the survey questionnaire. Through a systematic sampling technique within stratified sampling, a sample was selected and a self-administered questionnaire was used to collect the data from centre-based correctional officials. The results obtained were used to come to a theoretical conclusion of the study. The empirical study established that centre-based correctional officials are exposed to traumatic events in DCS and that there is limited provision of support upon exposure to traumatic events. Based on analysis and interpretation of the research findings, recommendations were made to management, Employee Assistance Programme (EAP) personnel and to centre-based correctional officials at Kgoši Mampuru II Local correctional centre for Awaiting Trial Detainees (ATD’s) on how to manage issues related to trauma upon exposure in DCS.

Article 104 of the Treaty on the European Community establishes that Member States shall avoid excessive government deficits and that the European Commission should monitor the development of the budgetary situation and of the stock of government debt in the MS. For this effect, the 28 MS of the European Union are obliged to report biannually (in March and September) the detailed deficit and debt for the four reporting years. The deficit and the debt figures are of utmost importance for the correct functioning and control of the economy and therefore essential for the international organizations to monitor the economic developments in the different countries around the world: In the European Union, to avoid an excessive deficit, the EU Member-States should keep their deficit below 3 per cent of its Gross Domestic Product (GDP). Considering the following, data harmonization is crucial to ensure comparability of these figures among different countries and to guarantee it´s reliability. As the EC (through Eurostat) does not compile the deficit and debt figures but relies on data compiled and reported by the statistical authorities in the MS, this work aims to provide a qualitative and quantitative analysis of the quality of the data disseminated by Eurostat. As most of the macroeconomic aggregates, also the deficit and the debt are subject to revisions. These will be analysed to assess whether the governments of the different European MS attempt to manipulate these figures, for example, using residual amounts like the Stock-Flow-Adjustment. Data published in the Eurostat website through the Excessive Deficit Procedure Tables was evaluated from 2002 together with the Excessive Deficit Procedure inventories.

The phenomenal growth of special events sponsorship as a promotional tool is evident in the increase in the number of companies and their expenditure on sponsoring events. Currently, football (for the purpose of this study, the term football and soccer are used interchangeably) has become the most heavily sponsored sport in terms of value and number of sponsorship deals. International events such as the Federation of International Football Association (FIFA) World Cup™ and the Olympic Games are the biggest sporting events staged globally which makes them particularly lucrative for sponsor investment. The high media coverage and duration offers an ideal platform to create high brand awareness, consumer’s recall and recognition for the participating sponsors. The FIFA Soccer World Cup™ tournament with its huge audience is perhaps the premier place for companies to display their brands on an international stage. Millions of rands are spent on sponsorship in general every year and on sports sponsorship in particular. Yet little is known about the effectiveness of this expenditure. Sponsors are often unsure whether only their brands benefit from a sponsorship or whether competing brands in the same product category also benefit from their efforts. The primary objective of this study was to determine sponsorship effectiveness through consumers recall and recognition. In addition, the study sought to determine the perception of official sponsorship and ambush marketing during the 2010 FIFA World Cup™. The event attracts billions of viewers and a huge number of companies associate their products with this event. A quantitative approach was adopted for the study. The data was collected using a convenience sample of 462 fans, supporters and followers of the 2010 FIFA Soccer World Cup™ in Gauteng, South Africa. To determine sponsorship effectiveness, consumer-aided and unaided recall tests were conducted after the 2010 FIFA World Cup™ in an attempt to quantify sponsorship recall of official and non-official responses In addition, the study sought to establish consumers’ perceptions of official sponsors and the purchase intentions of their products and brands. Finally, consumers perceptions towards unofficial (ambush marketers) sponsors were ascertained. The high frequency of inaccurate responses through unaided recall suggests that there was confusion in the minds of respondents regarding those who were official sponsors of the 2010 FIFA World Cup™. This has serious implications for both marketers and sponsors as the effectiveness of sponsorship as a marketing communication tool comes into question. This may work to the advantage of ambush marketers who could effectively use the confusion in consumers’ minds to market their products and brands. Possible reasons for the inaccurate responses could be attributed to the fact that the World Cup™ is a once-off event that attracts individuals because of the novelty of the event and the multiple distractions that are associated with the event. The inaccurate responses may also have implications for future purchase intentions of the product since a recall level of awareness could be a determining factor in the purchase decision. This study revealed that sponsorship recall is enhanced by aided recall and prior knowledge of the sponsor. The responses with regard to aided recall suggest that consumers were able to recognise brands that were housed and marketed in South Africa. Brands such as Seara, Yingu Solar, Satyam, NeoAfrica, Aggreko and Prasa are relatively unknown brands in South Africa – therefore they were not easily recognised by the respondents. From a marketing perspective, the question arises whether it is feasible for foreign-based companies such as Emirates and Mahindra Satyam to invest in sponsorship ventures that are unlikely to achieve the desired results. These companies did not widely advertise in the local South African market. However, because the 2010 FIFA World Cup™ had a worldwide impact, this does not mean that global brands failed to achieve their objectives elsewhere in the world. In other words, they could have been playing to a much wider audience, in much stronger markets than that of the host country. An interesting revelation was that most consumers were able to recall brands that were global, mass-marketed and consumer-oriented such as Coca-Cola and McDonalds. This may partially be because during the event they were intensively engaged in advertising their sponsorship in the 2010 FIFA World Cup™.

The main purpose of this paper is to examine the effect of official agreements announcement between Taiwan and China on Taiwan stock market from 2005 to 2010, and to analyze the daily response in stock price and trading volume, the factors of cumulative abnormal return, and cumulative abnormal trading volume. This study uses the methods of event study, cross-sectional regression, and Granger causality test on 6 events in Taiwan stock market. The findings of average cumulative abnormal return and trading volume of official agreements announcement are significantly positive, and the stock price and trading volume are rising after 20 days and 27 days of the announcement respectively. However, it is shown that earnings per share and return on equity are not a significant factor affecting the cumulative abnormal return and cumulative abnormal trading volume. Finally, the trading volumes of tourism and airlines stocks can affect the returns.

The Twenty-first century, era of rapid spreading of information thanks to technology development, organizations are devoted to prevent crisis and thus focus much on issue management. In particular, crisis management and its responsive strategy is the essential kit for every organization to maintain. While the private sector focuses on issue management and thus possess a detailed and extensive crisis responsive strategy, government agencies do not pay much attention to this critical point. As far as crisis events are concerned, media effects have played an important role in expanding and even worsening the crisis’ consequences. As a matter of fact, the police authorities are one of the most self-limited organizations in terms of media relations and issue management. Nevertheless, the police is the government agency that facing sudden crisis most directly and frequently. Every single crowd movement might appear simple but during assembling there might be all sorts of situation and variation leading to unexpected crisis and confrontation. Meantime, every single and individual crisis would be put immediate attention to the society and being chasing after by the media. Hence, how to manage media relations and issues and even turn the policy agencies into a positive source of news has become an unavoidable topic. This study concentrates particularly on the most significant public movement after the lifting of martial law in Taiwan. Between November 3rd and 7th of 2008, in such short period of five days, the visit by Chinese negotiator Chen Yunlin, came the most severe conflict situation between the civilians and the police after the lifting of martial law. By means of wide spreading of photographs and video clips from the media reports or on internet, the society was overwhelmed by negative criticism towards the police. The line between “Administration according to law” and “Excessive enforcement” drawn by the police, as well as its responsive strategy to the media are the main concept of researches of this thesis. After in-depth researching and analyzing of the major four newspapers and news releases from the police, issues are identified as the following: 1. The police did not respond to criticism rapidly enough 2. No suitable spokesperson and related mechanism in place 3. Insufficient persuasive statements and information on this issue 4. Mis-conducting of crisis management and reactions 5. Neglecting media effects on deepening crisis Some suggestions are also provided as the following for the police authorities in terms of crisis management and controlling. 1. To place an official regional spokesperson in order to demostrate one common voice on certain issues and crisis management 2. The placed spokesperson or spokespersons should be trained how to plan and speak when a crisis breaks and to reduce other non-spokesperson to address the issue 3. To set up crisis management team and to train the team members and related personnel how to communicate to the media and study news frames in order to initiate rapidly crisis response mechanism. 4. To form a Crisis strategic alliance composing experts, scholars and third-parties for the purpose of horizontally coordinating internal and external resources and of increasing credibility

AbstractThe established study of political networks has surged with the rise of digital social networks and modern computational analytics. Social Network Analysis (SNA) enables the study of Russia’s hybrid politics and society as it produces accurate alternative content to controlled official and semi-official statistics, providing live and detailed insight into current political processes in the country. Using six resonant political events, the chapter illustrates how SNA methods allow the designation of political communities and support the evaluation of such important questions as the presence of “echo-chambers,” the dynamic tracing of group reactions to informational events, and the detection of leaders and influencers. These methods provide a framework for the analysis of political phenomena as astroturfing and botnets, opinion mining, as well as topic and sentiment analysis.

AbstractThe primary objective of our research was to produce a list, as complete as possible, of validated Polish supercentenarians, that is, persons for whom there is satisfactory evidence that they attained age 110. Surprisingly, considering Poland’s tumultuous history, a great many of the registration records of events occurring long ago have survived. The research, begun in 2012, was done in state archives, church archives, county offices, and libraries, and we report the methodology and results here. Research was also done to obtain a list of the many more persons for whom there is satisfactory evidence that they attained age 105, but that research is not near completion.Although according to official statistics there were 69 deaths of supercentenarians in Poland between 2004 and 2016, we could only validate 14 supercentenarian deaths – all females – ever occurring in Poland. In contrast, there are 25 validated supercentenarians who were born in Poland and last resided elsewhere.We also present official detailed statistics on the number of persons, living and deceased, who attained age 100, by single year of age, and estimate the mortality of persons who attained age 105, based on these data, for the portion of Poland with better-quality information, and compare it to the German experience. Of course, because these official data have not been validated, any inferences drawn from them are not conclusive.

AbstractThis chapter reflects on the Life-Esidimeni tragedy in which more than 140 mental healthcare users died as a consequence of a policy decision. The main finding of an official investigation into these events was a “failure to listen or take advice”, but how this failure may be averted in the future did not feature among the recommendations of the Ombud’s report, this being mostly about further legal, regulatory and rights-based actions. To avert similar tragedies in the future, this chapter adds another recommendation. This is a practical decision-making process by which to listen properly in policy-making. Specifically, a policy-making indaba in an African version of values-based practice generates a space in which all stakeholders implied in the formulation and execution of a health policy may listen properly to each other about what matters to them in that context over and above the values captured in regulations and rights. The resulting policy may thus creatively account for the differences between values of the stakeholders without dismissing or changing anyone’s values.

This chapter turns to a close reading and comparison of the origin narratives that Smith and others recounted in the 1830s in the wake of the publication of the Book of Mormon and the founding of the new church. By asking how and why Mormons got to the official story of their origins as expressed in Smith's 1839 history, it situates the question in relation to two fundamental transitions: (1) from producing new scripture to evangelizing based on it, and (2) from revelation-guided production of a sacred history that began in biblical times (the Book of Mormon) to human narration of the story of how and why the Lord was intervening in the nineteenth century to provide continuing access to revelation (church history).

This chapter explores official negotiations as the key factor in conflict resolution processes in both the Northern Irish and Turkey’s Kurdish conflicts. The cross-case comparison allows for the generation of comprehensive insights into the conflict environment—which is a decisive factor for the nature of political resolution attempts—by providing an analysis of the root causes of the conflicts in both cases. The main events included the Good Friday Agreement and the role played by Sinn Fein and Gerry Adams on the one hand, Dolmabahçe Declaration and the role played by Abdullah Öcalan on the other. The analysis at this chapter broadens the process from ‘negative’ to ‘positive peace’ that includes transformation of the underlying reasons for conflicts and restoration of relationships. It provides clear evidence from both track-one experiences and their comparison which will help establish an extensive analysis in making peace. The chapter reaches a detailed analysis by including other actors and factors, namely ‘spoilers’ who aim to distract a peace process, and mediators in facilitating or hindering progress.

The purpose of this research study was to identify how mega-events that had been established in the official calendar of SPTuris (São Paulo Tourism Company) in 2020, of the Municipality of São Paulo, Brazil, have adapted to the coronavirus pandemic. The study verified the impacts and obstacles caused in the event industry as well as the mitigation of such difficulties. A presentation was made on concepts, classifications of events, their history, and position in the market, including a description of actions by organizers not to stop all activities; the authors also included an interview with a representative of two companies in the event industry. The study conclusion was that most events opted for the internet and social media, in addition to drive-thru and delivery activities in the case of gastronomy; and that there have been gains in health safety and in the role of hybrid events in the future.

This chapter discusses how narrative tools serve to select and neglect information in national memory. This view contrasts with standard assumptions about how the process is primarily a matter of top-down coercion by state authorities. Instead, it is argued that all parties in a national community, including state authorities, do their thinking and speaking with the help of narrative tools, giving an essential role to bottom-up cultural and psychological forces. The section “Resources for Selectivity in National Memory” examines selecting events and actors in accordance with what Zerubavel terms “mnemonic focusing.” In the USSR this often involved “blank spots” where events were airbrushed from official memory. Official Soviet accounts of the Molotov-Ribbentrop Pact are used to illustrate that even suppressing concrete details in a specific memory may do little to change the underlying narrative template of a national community. “Privileged event narratives” (PENs) represent a combination of a specific narrative and narrative template that yields a powerful lens through which events are remembered. For Russians, World War II is a PEN that is used to interpret many events, whereas for the Chinese the Century of Humiliation is a PEN. Finally, evidence from a survey study of “Selective Memory and National Narcissism” in connection with World War II is presented. This study involved 11 nations and reveals surprising findings about how Russian national memory contrasts with that of virtually every other nation. This may reflect the power of Hollywood and American culture of memory more generally.

In order to identify existing problems and prospects for the development of the ethno-sports movement in order to further expand the sphere of physical culture and sports in the region, the article analyses the formation and development of ethnic sports in the Sverdlovsk region. The study has been conducted for several years with the employement of such methods as questionnaires and social surveys, the analysis of literature and official documents, the projection method. The survey questions concerned the awareness of students of the Institute of Physical Education regarding the development of ethno-sports in the country and in the region. A low level of awareness of the development of the ethno-sports field among Bachelors of Physical Education was identified, which is a main problem of the subject matter. As a result of the deep research into problems of the promotion of ethnic sports, it was decided to elaborate and implement the pilot project ‘ETHNIC Festival’ aimed at the popularisation of ethnic sports in the city of Yekaterinburg. An analysis of official documents has shown that the region is now actively developing federations for traditional Russian sports, however, they are not very popular among the population. The current activities in the field of ethno-sports are not sufficient to attract the general public to the process. The obtained data indicated the urgency of the popularisation and cultivation of national sport disciplines and competitions. A sociological survey of EthnoFestival participants showed that one of the ways to revive national games and sports is to hold mass events to popularise ethno-culture.

The reporting and the analysis of current events around the globe has expanded from professional, editor-lead journalism all the way to citizen journalism. Nowadays, politicians and other key players enjoy direct access to their audiences through social media, bypassing the filters of official cables or traditional media. However, the multiple advantages of free speech and direct communication are dimmed by the misuse of media to spread inaccurate or misleading claims. These phenomena have led to the modern incarnation of the fact-checker --- a professional whose main aim is to examine claims using available evidence and to assess their veracity. Here, we survey the available intelligent technologies that can support the human expert in the different steps of her fact-checking endeavor. These include identifying claims worth fact-checking, detecting relevant previously fact-checked claims, retrieving relevant evidence to fact-check a claim, and actually verifying a claim. In each case, we pay attention to the challenges and the potential impact on real-world fact-checking.

Abstract:
Covid-19, a disease that transformed into a pandemic at the beginning of 2020, caused catastrophic results in the world and Turkey. There have been some restrictions on trade, education, tourism, and art. Daily life was not interrupted but some services and events that they have not primary functions (for some people) like “art” were on the verge of stopping and carried to the digital platforms. In this context, some corporations opened their archives and sometimes actual events to the public free of charge or for a certain amount of money. Art, which has always had “healing”, “mediating” and “unifying” effects, was consumed by the billions of people through digital devices. Considering art is both a sector and an industry, the unexpected phenomenon of Covid-19, which is a kind of crisis that occurs one in a hundred years and takes longer than expected, led to the temporary or permanent closure of some art and culture institutions. Due to these results, some supportive programs have been organized by official or non-official institutions to solve financial problems. In Turkey, all the movie theaters closed down on the 16th of March 2020 by the Ministry of Internal Affairs. Some halls opened in July and August, however, because of lack of audience and of the increasing number of patients they have closed down again in November. 2019 was a bad year for the sector yet 2020 was even worse with the decline of the audience by the ratio of %90. Before the pandemic, there were some problems in terms of halls. In this context, some movie theaters tried to find solutions not to lose the audience and find financial support. Beyoğlu Movie Theater that began operating in 1989, had some financial problems before the pandemic. The managers of the hall created a project called “Beyoğlu 1989”, which was a kind of electronic bulletin, and started sending e-mails to the subscribers. This project, which was implemented for the first time in Turkey, has reached the 57th issue and 800 subscribers today and has turned into a kind of weekly electronic-digital cinema newspaper that is also promoted on the Instagram account of the Beyoğlu cinema with 45 thousand followers. The broadcast also follows the cinema agenda and undertakes the task of a written-visual archive. In conclusion, a movie theater that started operating in the analog age, today use all the possibilities and utilities of the digital age and also with the help of its owners and followers, creates a communication ecology to prevent the shutdown. The aim of this article is to examine an electronic bulletin (also a film magazine) “1989”, which is first in Turkey, with the qualitative method.

For example, the spread of the approach of non-interest banking in the world led Islamic finance sector to grow. The Turkish banking sector, after 2000 November Crisis and 2001February Crisis, also experienced a rapid change process. In the recent years, the structures and banking understandings in the banks in our country changed. In the institutional meaning, a number of innovations, positive or negative, concerning the bank staff and customers, were conducted. As of October 8, 2013, with regulations published in official newspaper, the code on credit cards and banking cards was amended. The regulations conducted, economic and political events engaging in the agenda, and unexpected increase in the exchange rate caused the banks to be influenced and to react rapidly. In our study, the effects of the regulations conducted in the recent times and the economic fluctuations experienced on banking sector were studied. The state of banking sector in Turkey and the regulations conducted in the banking sector were studied in detail, basically using the observation method and by means of examples. As a result in Turkey, in order to provide the economic stability and to be able to sustain it, the banking sector should be powerful.

With a long and complicated history with Turkey's EU relations began in 1963 with Ankara Agreement. Turkey has been engaged the full membership since 2005 but nevertheless it could not have achieved results during the negotiations. Behind the slow pace of Turkey's membership, many political and cultural barriers can be shown. The events showed that reveals Turkey cannot be an EU member as soon as possible. This case may cause the Turkey have different pursuits in the political world arena. Turkey moved away from the EU, it can be motivated to participate in different political and economic union at the same time. Because, the world is constantly changing in terms of economic and political conditions and Turkey is hard to question the position in these new conditions. Founded in 2015 Eurasian Union has similar cultural and historical heritage alongside the geographical closely EAEU with Turkey. This common history may create opportunities for both sides. In this study, economic, social and political relations between Turkey and the EAEU countries are briefly discussed. Datas about this issue were gathered by Eurostat, europa.eu, wto.org and eurasiancommission.org etc. official data sources. The findings were compared with similar indicators between Turkey and the EU. So the EAEU is evaluated likely to be an alternative political and economic union to Turkey. Such a vision changes in Turkey will revise its economic and political stability of the region. This paper may contribute to further studies by providing a solid base.

The coastal fortifications of Terra d’Otranto: a panoramic view of the coastal towers in the province of LecceDuring the Modern Age we witnessed the birth, consolidation and decline of great powers that dragged numerous political and religious conflicts with them. The Mediterranean Sea, as area of contact between the most distant Empires, experienced an era of intense naval activity in the form of piracy, race wars and armed deterrence, spreading along its shores with coastal watch towers. The organization of the defensive coastal system took place in intimate relationship with the territory, strongly characterizing the coasts which for centuries have seen them as the unique anthropical presence. Their exclusively military character has, however, inhibited their reuse over time, arousing until a few decades ago the disinterest of the community and their disavowal of architectures worthy of protection. The knowledge of the historical events and the morphotypological characteristics of the Apulian system of coastal towers thus becomes the starting point for their acknowledgment as fundamental identifying characters of the territory, finalizing their study to the re-appropriation of these assets by the community as strategical vehicles for the transmission of the local history and its intrinsic values. The classification of the towers in the province of Lecce has made them the object of spatial and typological analyses produced with the help of the opensource software “Quantum GIS” and geo-referenced on the official cartographic bases.

Continuous Medical Education (CME) is becoming a minimum condition for adapting to today's changes and achieving success in professional and personal fields.The aim of this paper is a comparative analysis of CME in Serbia, the European Union, and the United Kingdom; US, Russian Federation and Iran. The aim of this comparative study was to assess the main countryspecific institutional settings applied by governments. Methods: A common scheme of analysis was applied to investigate the following variables: CME institutional framework; benefits and/or penalties to participants; types of CME activities and system of credits; accreditation of CME providers and events; CME funding and sponsorship. The analysis involved reviewing the literature on CME policy. Results: The US system has clear KME boundaries because it is implemented solely by credentialed institutions that organize dedicated meetings with the clear purpose of educating medical professionals.The European Union has not yet been able to reconcile the differences it has inherited from its members. Only "general" conditions are defined. Continuing medical education cannot be arbitrary, like any other organizational process. Everything has to be controlled in advance. Education in the Russian Federation is regulated by the law, Art. 2 and must be viewed as a whole. Doctors and healthcare professionals and their associates earn points through accredited continuing education programs for obtaining and renewing licenses of the Serbian Medical Chamber and KMSZTS - Chamber of Nurses and Health Technicians of Serbia. The Ordinance establishes the conditions for issuing, renewing and revoking the license for independent work, ie. License to Healthcare Professionals. (RS Official Gazette 102/2015) Conclusin: This comparative exercise provides an overview of the CME policies adopted by analyzed countries to regulate both demand and supply. The substantial variability in the organization and accreditation of schemes indicates that much could be done to improve effectiveness. Although further analysis is needed to assess the results of these policies in practice, lessons drawn from this study may help clarify the weaknesses and strengths of single domestic policies in the perspective.

Abstract:
This qualitative study is an exploration of final year Social Science education students awareness of the intertwined nature of Social Science as a subject and the role of social justice in the classroom of a democratic South Africa. This study finds that South African Social Science teachers interpret or experience the teaching of Social Science in various ways. In the South African transitional justice environment, Social Science education had to take into account the legacies of the apartheid-era schooling system and the official history narrative that contributed to conflict in South Africa. Throughout the world, issues of social justice and equity are becoming a significant part of everyday discourse in education and some of these themes are part of the Social Science curriculum. Through a qualitative research methodology, data was gathered from Focus Group Discussion (FGD) sessions with three groups of five teacher education students in two of the groups and the third having ten participants from the same race, in their final year, specializing in Social Science teaching. The data obtained were categorised and analysed in terms of the student teacher’s awareness of the intertwined nature of Social Science and social justice education. The results of the study have revealed that participants had a penchant for the subject Social Science because it assisted them to have a better understanding of social justice and the unequal society they live in; an awareness of social ills, and the challenges of people. Participants identified social justice characteristics within Social Science and relate to some extent while they were teaching the subject, certain themes within the Social Science curriculum. Findings suggest that the subject Social Science provides a perspective as to why social injustice and inequality are so prevalent in South Africa and in some parts of the world. Social Science content in its current form and South African context, emanates from events and activities that took place in communities and in the broader society, thus the linkage to social justice education. This study recommends different approaches to infuse social justice considerations Social Science; one being an empathetic approach – introducing activities to assist learners in viewing an issue from someone else’s perspective, particularly when issues of prejudice or discrimination against a particular group arise, or if the issue is remote from learners’ lives.

Abstract:
When Hurricane Harvey hit the Texas coast as a category 4 hurricane on August 25, 2017, it resulted in $125 billion in damage, rivaling only Hurricane Katrina in the amount of damage caused. It also resulted in the deaths of 88 people and destroyed or damaged 135,000 homes. Much of that devastation was the result of flooding. The storm dumped over 27 trillion gallons of rain over Texas in a matter of days. Some parts of Houston received over 50 inches of rainfall. The potential liability that dam and reservoir operators may face for decisions they make during storm and flooding events has now become a major concern for Texas citizens and its elected officials. Law suits have now been instituted against the federal government for its operation of two flood control reservoirs, as well as against the San Jacinto River Authority for its operation of a water supply reservoir. Moreover, the issues and concerns have been placed on the agenda of a number of committees preparing for the 2019 Texas legislative session. This report reviews current dam and reservoir operations in Texas and examines the potential liability that such operators may face for actions and decisions taken in response to storm and flooding events. In Section III, the report reviews dam gate operations and differentiates between water supply reservoirs and flood control reservoirs. It also considers pre-release options and explains why such actions are disfavored and not recommended. In Section IV, the report evaluates liabilities and defenses applicable to dam and reservoir operators. It explains how governmental immunity can limit the exposure of state and federally-run facilities to claims seeking monetary damages. It also discusses how such entities could be subject to claims of inverse condemnation, which generally are not subject to governmental immunity, under Texas law as well as under the Fifth Amendment to the U.S. Constitution. In addition, the Section discusses negligence and nuisance claims and concludes that plaintiffs asserting either or both of these claims will have difficulty presenting successful arguments for flooding-related damage and harm against operators who act reasonably in the face of storm-related precipitation. Finally, Section V offers recommendations that dam and reservoir operators might pursue in order to engage and educate the public and thereby reduce the potential for disputes and litigation. Specifically, the report highlights the need for expanded community outreach efforts to engage with municipalities, private land owners, and the business community in flood-prone neighborhoods both below and above a dam. It also recommends implementation of proactive flood notification procedures as a way of reaching and alerting as many people as possible of potential and imminent flooding events. Finally, the report proposes implementation of a dispute prevention and minimization mechanism and offers recommendations for the design and execution of such a program.

Abstract:
The article explores the key vocabulary of 2020 in the network space of Ukraine. Texts of journalistic, official-business style, analytical publications of well-known journalists on current topics are analyzed. Extralinguistic factors of new word formation, their adaptation to the sphere of special and socio-political vocabulary of the Ukrainian language are determined. Examples show modern impressions in the media, their stylistic use and impact on public opinion in a pandemic. New meanings of foreign expressions, media terminology, peculiarities of translation of neologisms from English into Ukrainian have been clarified. According to the materials of the online media, a «dictionary of the coronavirus era» is provided. The journalistic text functions in the media on the basis of logical judgments, credible arguments, impressive language. Its purpose is to show the socio-political problem, to sharpen its significance for society and to propose solutions through convincing considerations. Most researchers emphasize the influential role of journalistic style, which through the media shapes public opinion on issues of politics, economics, education, health care, war, the future of the country. To cover such a wide range of topics, socio-political vocabulary is used first of all – neutral and emotionally-evaluative, rhetorical questions and imperatives, special terminology, foreign words. There is an ongoing discussion in online publications about the use of the new foreign token «lockdown» instead of the word «quarantine», which has long been learned in the Ukrainian language. Research on this topic has shown that at the initial stage of the pandemic, the word «lockdown» prevailed in the colloquial language of politicians, media personalities and part of society did not quite understand its meaning. Lockdown, in its current interpretation, is a restrictive measure to protect people from a dangerous virus that has spread to many countries; isolation of the population («stay in place») in case of risk of spreading Covid-19. In English, US citizens are told what a lockdown is: «A lockdown is a restriction policy for people or communities to stay where they are, usually due to specific risks to themselves or to others if they can move and interact freely. The term «stay-at-home» or «shelter-in-place» is often used for lockdowns that affect an area, rather than specific locations». Content analysis of online texts leads to the conclusion that in 2020 a special vocabulary was actively functioning, with the appropriate definitions, which the media described as a «dictionary of coronavirus vocabulary». Media broadcasting is the deepest and pulsating source of creative texts with new meanings, phrases, expressiveness. The influential power of the word finds its unconditional embodiment in the media. Journalists, bloggers, experts, politicians, analyzing current events, produce concepts of a new reality. The world is changing and the language of the media is responding to these changes. It manifests itself most vividly and emotionally in the network sphere, in various genres and styles.

Mortality in Algeria has declined significantly since the country declared its independence in 1962. This trend has been accompanied by improvements in data quality and changes in estimation methodology, both of which are scarcely documented, and may distort the natural evolution of mortality as reported in official statistics. In this paper, our aim is to detect these methodological and data quality changes by means of the visual inspection of mortality surfaces, which represent the evolution of mortality rates, mortality improvement rates and the male-female mortality ratio over age and time. Data quality problems are clearly visible during the 1977–1982 period. The quality of mortality data has improved after 1983, and even further since the population census of 1998, which coincided with the end of the civil war. Additional inexplicable patterns have also been detected, such as a changing mortality age pattern during the period before 1983, and a changing pattern of excess female mortality at reproductive ages, which suddenly appears in 1983 and disappears in 1992.

Abstract:
There is increasingly strong evidence that taxation can contribute to expanded government responsiveness and accountability. However, such positive connections are not guaranteed. Rather, they are shaped by the political and economic context and specific policies adopted by governments and civil society actors. Without an environment that enables tax bargaining, there is a risk that taxation will amount to little more than forceful extraction. We consider how such enabling environments may be fostered through two mixed methods case studies of tax transparency and taxpayer engagement in Sierra Leone and Ghana. We highlight two key sets of findings. First, tax transparency is only meaningful if it is accessible and easily understood by taxpayers and relates to their everyday experiences and priorities. In particular, we find that taxpayers do not just want basic information about tax obligations or aggregate revenue collected, but information about how much revenue should have been collected and how revenues were spent. At the same time, taxpayers do not want information to be shared with them through a one-way form of communication, but rather want to have spaces for dialogue and interaction with tax and government officials, including through public meetings and radio call-in programmes. Second, strategies to encourage taxpayer engagement are more likely to be effective where forums for engagement are perceived by taxpayers to be safe, secure, and sincere means through which to engage with government officials. This has been most successful where governments have visibly demonstrated responsiveness to citizen concerns, even on a small scale, while partnering with civil society to foster trust, dialogue and expanded knowledge. These findings have significant implications for how governments design taxpayer education and engagement programmes and how civil society actors and development partners can support more equitable and accountable tax systems. Our findings provide concrete lessons for how governments can ensure that information shared with taxpayers is meaningful and accessible. Moreover, we show that civil society actors can play important roles as translators of tax information, enablers of public forums and dialogues around tax issues, and trainers of taxpayers, supporting greater tax literacy and sustained citizen engagement.

Abstract:
Spread across Brazil and attaining an unparalleled political force, therapeutic communities are as inescapable in the debate on drug policy as they are complex to define. Although they are not a Brazilian creation, they have been operating in that country for decades, and their dissemination intensified in the 1990s. In 2011, they were officially incorporated into Brazil's Psychosocial Care Network (Rede de Atenção Psicossocial, or RAPS). Since then, therapeutic communities have been at the center of public debates about their regulation; about how they should—or even if they should—be a part of the healthcare system; about the level of supervision to which they should be submitted; about their sources of funding, particularly whether or not they should have access to public funding; and, most importantly, about the quality of the services they offer and the many reports of rights violation that have been made public. However, a well-informed public debate can only flourish if the available information is based on sound evidence. The SSRC’s Drugs, Security and Democracy Program is concerned with the policy relevance of the research projects it supports, and the debate around therapeutic communities in Brazil points to a clear need for impartial research that addresses different cross-cutting aspects of this topic in its various dimensions: legal, regulatory, health, and observance of human rights, among others. It is in this context that we publish this working paper series on therapeutic communities in Brazil. The eight articles that compose this series offer a multidisciplinary view of the topic, expanding and deepening the existing literature and offering powerful contributions to a substantive analysis of therapeutic communities as instruments of public policy. Although they can be read separately, it is as a whole that the strength of the eight articles that make up this series becomes more evident. Even though they offer different perspectives, they are complementary works in—and already essential for—delineating and understanding the phenomenon of therapeutic communities in Brazil.
