Companies invest millions of dollars to become “official sponsors” of major global sporting events. The tremendous publicity and consumer audiences generated by such events provide an attractive marketing opportunity for companies other than the event’s official sponsors who seek to associate themselves in the minds of the public with the goodwill and popularity of these events. This activity, known as ambush marketing, poses significant legal and business challenges for sport event organizers seeking to protect both the financial investment of official sponsors and the integrity of their sponsorship programs. With rising sponsorship stakes, event organizers have become increasingly proactive in their efforts to combat ambush marketing. This article examines the implementation and effectiveness of a variety of evolving sponsorship program protection strategies including: pre-event education and public relations initiatives; on-site policing tactics; contractual language in athlete participation and spectator ticket agreements; and the enactment and enforcement of special trademark protection legislation.

Abstract:
Infectious disease surveillance is crucial for early detection and situational awareness of disease outbreaks. Digital biosurveillance monitors large volumes of open-source data to flag potential health threats. This study investigates the potential of digital surveillance in the detection of the top five priority zoonotic diseases in Kenya: Rift Valley fever (RVF), anthrax, rabies, brucellosis, and trypanosomiasis. Open-source disease events reported between August 2016 and October 2020 were collected and key event-specific information was extracted using a newly developed disease event taxonomy. A total of 424 disease reports encompassing 55 unique events belonging to anthrax (43.6%), RVF (34.6%), and rabies (21.8%) were identified. Most events were first reported by news media (78.2%) followed by international health organizations (16.4%). News media reported the events 4.1 (±4.7) days faster than the official reports. There was a positive association between official reporting and RVF events (odds ratio (OR) 195.5, 95% confidence interval (CI); 24.01–4756.43, p < 0.001) and a negative association between official reporting and local media coverage of events (OR 0.03, 95% CI; 0.00–0.17, p = 0.030). This study highlights the usefulness of local news in the detection of potentially neglected zoonotic disease events and the importance of digital biosurveillance in resource-limited settings.

AbstractThe 1964 racial riots are a prominent event in Singapore's history. They are often cited officially but rarely discussed by the Singapore community. This paper examines the riots from the perspective of a sociology of collective memories. A comparison of official and popular memories reveals a number of contrasts in the interpretations placed on these events by different groups. An official interpretation of the memory of the riots is disseminated to the younger generation through the media and education, and used to justify and legitimize the ideology of multiracialism and its social policies. Older people's memories give rise to more varied interpretations. Although the riots occurred more than thirty years ago, they have not been forgotten. The past still lives in the present because it serves a purpose and has implications for the next generation.

This article looks at two seemingly disparate events: Georges Pompidou’s 1973 presidential visit to the People’s Republic of China (PRC) and the filming and release of Jean Yanne’s blockbuster comedy Les Chinois à Paris (1974). Both produced flawed visions of Franco-Chinese relations. During Pompidou’s visit, officials and the press attempted to demonstrate that France enjoyed warmer relations with the PRC than any other Western nation. Yanne’s film parodied the French fad for Maoism by imagining the People’s Liberation Army invading and occupying Paris. His film caused an uproar in the press and sparked official Chinese protest. The article ultimately argues that the two events were deeply related, part of a wave of popular and official interest in China in the early 1970s that extended well beyond the well-known stories of student and intellectual Maoists. This interest paved the way for Franco-Chinese relations as we know them today.

The bid process for hosting mega global sporting events mandates the enactment of event-specific ambush marketing legislation that provides extraordinary trademark law protections for private sports organisations and their official sponsors. Such event-specific ambush marketing legislation, or ESAML, has come under increasing scrutiny by academics and practitioners who question, among other things, the need for such legislation. One of the major areas of concern has become the potential social cost of such legislation that includes restrictions on free speech and curbs on marketplace competition. We apply economic theory as a means to explain why governments have been so willing to enact such legislation.

Abstract We argue that in order to understand how and why history is taught and learned, it is necessary to distinguish between "official" and "unofficial" history. Using this distinction, we examine differing historical representations of events in 1940 that resulted in Estonia's becoming part of the Soviet Union. Results from interviews with six ethnic Estonians are reported in an attempt to examine the differences between their understanding of the official and unofficial histories of the 1940 events. A basic distinction emerged between the official Soviet history, with its relatively coherent narrative line, and the unofficial history, which seems to consist of a set of unorganized anecdotal stories. We suggest that the unofficial historical representation can be understood as a set of counterclaims to the basic claims included in official history and that the unofficial history is generated through a kind of "hidden dialogicality" with the official one. To what degree do participating and nonparticipating brands enjoy engagement of social media users in the setting of multibrand events? Based on empirical material comprising 4,424 user-generated content published before, during, and after Fashion Week Stockholm in February 2016, this article illustrates how the studied multibrand event both concentrated engagement for participating brands and created spillover engagement to other, nonparticipating brands. Therefore, these findings question whether individual brands benefit from being official participants in multibrand events. This article contributes to the field of event management by illustrating the dynamic interplay between engagement created in social media and multibrand events, while also highlighting associated conceptual and managerial implications.

Due to red meat consumption, bovine spongiform encephalopathy (BSE) disease has been a major human health concern since its discovery in 1986. An event study approach was applied to determine the impact of BSE official events that occurred in the United Kingdom on U.S. live cattle futures prices. When abnormal returns were aggregated during the course of the events, the price series were adversely affected, mainly after the event day. This suggests that market reaction was dissipated quickly and that no leakage of information occurred prior to the event.

Norfolk Island (South Pacific), a small external territory of Australia, has a placenaming record marked by distinct historical, settlement, and land use periods. This brief communication considers the complex nexus of official–unofficial, embedded–unembedded, and English–Norfolk Island language toponyms as a way to make better sense of the localization of toponymic knowledge and to appreciate better how such knowledge functions within a minute society intricately connected to its own largely known past and an ever changing toponymic present. The data were collected during interview fieldwork on Norfolk Island during the period 2007–2009. It concludes by putting forward a four-category division of Norfolk Island toponyms: 1) official names adhering to common colonial forms; 2) official and unofficial descriptive names; 3) unofficial names commemorating local people; 4) unofficial and esoteric names remembering local events and people. These categories appear distinct, but they are not necessarily mutually exclusive. The differentiation of processes of toponyms becoming embedded and the localization of toponymic knowledge are a possible explanation for the loss of toponymic knowledge among younger people on Norfolk Island and suggests a general ecological disconnect across time involving people, history, and events associated with Norfolk Island toponyms. The Norfolk Island official–unofficial toponym distinction is applicable to other toponymic case studies, especially situations with competing placenaming histories.

We are witnessing a formation of the new institution of recognition, which can be referred to as the &ldquo;official recognition of facts&rdquo;. Such seemingly different political themes as annexation of Crimea by the Russian Federation, the &ldquo;Skripal Case&rdquo;, or the status of the Golan Heights have an important common parameter &ndash; each of them has become an object of recognition by at least one country. Examination of the causal links that conduce certain countries to issuing the acts of recognition of long-past events or territorial changes are of considerable scientific and practical interest. Recognition of facts by the state is of paramount importance, as it[WU1]&nbsp; is documented and reflects stance on a specific event, fact, or occurrence. Recognition ensures legitimacy for further actions of the state and initiates a chain of related political and legal events, including sanctions. Over the recent years, recognition of facts by the countries has become more frequent, and virtually becomes a means of political manipulation. Classification of the facts and events that have most often been the subject of recognition allows determining the common trends in the procedure of recognition, as well as the factors that prompt the country to resort to such step. Thus, at times strange and illogical actions of the state associated with the official recognition or non-recognition of the fact acquire a specific political and legal meaning, and allow analyzing the new strategic vectors in intergovernmental relations. &nbsp;[WU1]

Public officials are not passive bystanders in the electoral process. Rather, they actively try to shape or manage citizens' perceptions of events (particularly those involving negative outcomes) through explanations or accounts. I argue that consideration of citizens' understandings of political accountability and how these are shaped by public officials represent critical missing components of models of electoral behavior. The distinction between excuses and justifications provides a valuable conceptual framework for understanding the impact of political accounts on a variety of judgments and psychological processes. I examine satisfaction with various excuses and justifications and their impact on subsequent evaluations of the official.

Analyzing the politics of the past in the context of the Armenian Genocide reveals an evolving interplay between international norms, official narratives, and broader discourses. This short essay explores three aspects of these interrelationships. First, I draw on my own research to highlight the ways in which changes in Turkey's narrative of the genocide—typically referred to in official discourse assözde Ermeni sorunu(the so-called Armenian question), or more recently as1915 olayları(the events of 1915)—have to some extent paralleled shifts in the meaning and salience of the norm against genocide. Second, I note key ways in which the Turkish state's official discourse has shaped public understandings—within and, to a lesser extent, outside Turkey—of the nature of the violence against Ottoman Armenians. Third, I suggest that in influencing public understandings of the relationship between this event and the concept of genocide, Turkey's official narrative has the potential to affect understandings of the meaning of genocide more generally.

AbstractThe highest mountain in North America bears two official names. While most visitors to Denali National Park in Alaska are familiar with the mountain's official name ‘McKinley,’ and with the frequently used Athabaskan name ‘Denali,’ the mountain also has a second official name: Churchill Peaks. This article traces the history and politics of naming Alaska's famous mountain, including the events that led to the addition of Churchill Peaks. Those events began when President Lyndon Johnson was unable to attend Winston Churchill's funeral in January 1965. The resulting controversy surrounding the naming of the great mountain reflects the ambiguous and often troubled relations between the national government and the remote northern periphery of the country.

Purpose – The purpose of this paper is to investigate the extent that marketers are using place-based images to promote their brands within the host city of the Olympic Games. It is thought that non-sponsors may use place imagery as an alternate way to affiliate with the event or sponsors may use place to enrich their sponsorship activity. Design/methodology/approach – The study uses an observation-based approach to collect a sample of place-based promotional activity that is accessible to pedestrians during the 2012 Olympic Games. Findings – Results reveal that official sponsors and non-official sponsors are both using place-based imagery in their promotions within the host city of the Olympic Games. However, non-sponsors use place images more frequently than sponsors of the event. Place images were invoked by promoters using country flags most frequently followed by icons and explicit mention of place. The leading dimensions of place images employed by marketers include country character, the built environment and people competence. Place-based promotional activity was frequently observed in shopping areas, transportation, sports venues and in free media. Research limitations/implications – Results provide justification for future research in the area. Specifically, the need for empirical work based on surveys of consumers and interviews with practitioners are noted. Practical implications – In an era of highly protected event marketing rights, the existence of promotions based on place images can be a useful application for official sponsors to leverage their investments and protect their exclusivity. Similarly, results are beneficial to non-official sponsors who may seek to market in the vicinity of these events without infringing on the rights of official sponsors. Originality/value – While previous research on place, mega-events, the Olympic Games and sponsors has found the images of the three to be related, it is not known to what extent sponsors and non-sponsors utilize place images in their promotional activities throughout the Olympic host city.

This article investigates the effectiveness of ambush marketing in terms of ambush marketer misidentification in the context of sports events. Grounded in associative network models and memory reconstruction heuristics, an empirical study examines how different ambush marketing strategies as well as event, ambush marketer, official sponsor, and individual consumer characteristics can result in ambush marketer misidentification. A descriptive survey collects data on consumers’ knowledge and perceived misleading potential of four ambush marketing strategies. Finally, three experiments aim to determine the effectiveness of these strategies and the aforementioned drivers in terms of actual ambush marketer misidentification. The results from the experiments are contrasted with the findings from the survey study. Findings are discussed with emphasis on implications for researchers, ambush marketers, official sponsors, and event organizers.

The Alpha Magnetic Spectrometer (AMS-02) is a particle physics experiment installed on board the International Space Station (ISS). It has been operating since May 2011 and is expected to continue through 2028 or beyond. The AMS collaboration seeks to store, manage and present its research results as well as details about the detector and operations. An open-source content management framework is utilized as the platform to build the website. This platform allows management of a variety of information, such as institutes in the collaboration, physics results, publications, academic events, etc. This note discusses the motivation, strategy, infrastructure, web design techniques, custom modules, data sharing plan, and day-to-day operation. Ambush marketing is a practice that will usually occurs in large-scale events, is not a sponsor seeks to gain benefits of brand exposure and awareness in a context that it would otherwise be available only to official sponsors. This paper addresses why and to what extend ambush marketing be contrasted, provided that it is a practice that current intellectual property and competition law has been unable to deter as well as an alternative measures are difficult to adopt at an international level. This difficulty jeopardizes official sponsoring’s interest on major events and the events themselves. As a result, this paper will (i) briefly examine the intersection between intellectual property rights and sport business in order to (ii) encase ambush marketing as a controversial –yet not necessarily illegal- business practice that exploits another’s commercial effort and deflects attention from official sponsorship of major events. It will then present (iii) the traditional and extraordinary legal responses to these practices, and the issues that they raise, to finally conclude that (iv) there is an urgent need to harmonize, at an international level, the legality –or not- of the matter, regardless of (v) the inherent ambush marketing paradoxes.

Ambush Marketing has broken the stereotypical notions of the 4P’S of marketing. It has branched marketing to a totally different arena of publicity without actually paying for it directly. This usually involves conducting of marketing campaigns that seek association with a given massive events without actually providing compensation to the organizer of the event, even though there is a corporate rival as a sponsor involved. Ambush marketing include sponsorship of the event's broadcast, aggressive sponsorship of various categories of an event, and the conducting of high-profile non-sponsorship campaigns timed to coincide with the event. The big question arises to its nature as a moral act for which several legal steps are also being taken. Nonetheless ambush marketing has given scope of visibility to many startups and not so wealthy companies to free ride on the official sponsors. This research is undertaken after observation of the various sporting events which are the biggest playfield for its display. The data gathered herein is majorly secondary with help from various journals, magazines and search engines.

Thinking about events and dates that Palestinians commemorate, one hundred years after the fateful Balfour Declaration of 1917, reveals a political timeline on which the story of contemporary Palestinian history hangs. Commemoration, as an act, tends to lionize certain events and persons, especially when it is officially created or sponsored. Because Palestinians have long been without an official political entity in Palestine that can produce official commemorative actions, Palestinian commemorations reflect both individual and collective actions that develop and change over time. This essay analyzes those actions and the different spaces and actors behind them to explicate the politics of commemoration. It posits that the metanarratives of Palestinian history that have developed give primacy to the powers and forces that undermined Palestinian aspirations and actions. As metanarratives, they create frames for understanding history within a political and national discourse of struggle, dispossession, and suffering. And yet, these metanarratives miss the embodied practices of commemoration that define Palestinian life within this struggle. Detailing Palestinians' commemorations reveals the robust culture that ties commemorations of the past with activism, awareness, and education for the present and the future.

Mega-events, as a strategic approach taken by entrepreneurial governments, have the ability to transform the image of a city. This study explores mega-events and their relationship to urban development by developing a coupling coordination degree model and using the official statistics of Qionghai, China, from 2010 to 2015. The results of this study show that the dynamic of coordination between mega-events and urban development is a classical S-shaped growth curve. In the coupling system, this study also reveals that relevance index and the economy, as sub-indicators, make significant contributions to mega-events and urban development, respectively. Finally, the researchers concluded that the international large-scale events can significantly promote the urban development in host cities. This study reveals theoretical issues and practical implications for policy makers and event managers to achieve integrated and coordinated development between mega-events and urban development.

The official China Dream of the Great revival tells a story of China reversing “humiliation” by Western powers and returning to its premodern, rightful place at the center of world affairs. However, since ethnically targeted violence in Ürümqi in 2009, leading thinkers and policy makers ask how they can avoid a “nightmare” of frontier insecurity derailing dreams of international power. This article uses a postcolonial approach to critically analyze tensions between ethnic inclusion and exclusion in visual and textual narratives from a Xinjiang regional exhibition that celebrated the PRC’s sixtieth anniversary. It asks who is included and excluded in these visions of China’s rise? How does China domestically refract insecurity from experiences of a colonial world order that constructs it as inferior? The event tells a story of the history and future of a powerful rising state but expresses deep insecurities that domestic cultural difference is an obstacle to China’s global power.

Abstract The organizers of the Anti-Milo Toolkit aimed to contribute to a broader counter-movement that would make it easier for university campuses to challenge and de-platform white supremacist and fascist speakers sheltered under the auspices of “free speech.” This toolkit gathers info-tracts, syllabi, flyer templates, and other activist materials collected and widely distributed across campuses in preparation to protest Breitbart journalist Milo Yiannopoulos's 2016 “Dangerous Faggot Tour.” Yiannopoulos was slated to speak at thirteen college campuses in support of an alt-right platform founded upon the weaponization of “free speech,” xenophobia, and transphobia. In addition to providing materials for protest, the authors of the “Anti-Milo Toolkit” take critical aim at appropriation of liberal-academic vocabularies by right-wing groups and Yiannopoulos's history of outing trans and undocumented students at his events, and call for widespread action against the spread of violent rhetoric targeting marginalized communities in order to maintain the university as a space of sanctuary. Because of its accessibility via digital channels and its wide range of short and readable pieces written in a variety of styles, and because of the collective's wide network of organizing connections, the kit circulated very broadly.

From 1980 to 1982, two investigations of the chronic pollution of roadway runoff water were carried out in areas having different pluviometric characteristics. The runoff from two hundred pluviometric events was characterized using highly rigorous methodologies, with a view to estimating the annual pollution load. The annual loads were determined; they show that the official instructions hither-to followed were rather pessimistic. On the other hand, greater vigilance is required as regards the loads that may be contributed by an isolated event, but it is not possible to characterize the parameters that will give rise to such an event. A few rain events can introduce into the environment, in a short time, as much as 30% of the annual pollution load of motorway runoff waters.

Abstract:
The article reveals the coverage of the Donetsk national media of Greek national minorities in socio-political events in Ukraine in 2014-2015. The following newspapers were used for the study – «Hellenes of Ukraine», «Chronos», «Kambana» and «Selskaya Nov». As a result, the author concludes that the primary task for the Greek media was to convey their position on the events of that time, which was to support the unity of Ukraine. Later, they expressed the attitude of Greek society to the Revolution of Dignity, Russia’s armed aggression, which, despite isolated critical materials, reflected the official state position. However, in some materials of «Selskaya Nov» ideological stamps were spread, which posed a threat to the information security of Ukraine, which was apparently due to its subordination to the district authorities, which belonged to the team of the Party of Regions. As a result, the coverage and analysis of the discourse of Donetsk mass media of Greek national minorities on socio-political events in Ukraine showed that at the initial stage their main goal was to convey the official position of the FGSU on the latter. In the future, the main source of information was the newspaper «Ellina Ukrainy», as the official bulletin of FGSU. However, its pages also contained critical material that contradicted the official position of Greek society. Also later, explanations began to appear regarding the Revolution of Dignity, armed aggression in the vision of the Greeks, which reflected the Ukrainian view of these events. Only Selkaya Novy periodically published materials that reflected hostile ideological clichés, in particular about the «civil war». This trend continued throughout 2014, but the following year, with the appointment of a new local government, the newspaper’s editorial policy changed.

In the article based on the analysis of the Criminal Code of Ukraine, the Law of Ukraine "On Prevention of the Impact of Corruption Offenses on the Results of Official Sports Competitions" No. 743-VIII of November 03, 2015, the Law of Ukraine "On Amendments to Some Legislative Acts of Ukraine on the Implementation of the Liberalization Action Plan European Union Visa Regime for Ukraine concerning Liability of Legal Entities »No 314-VII of May 23, 2013, the subject of illegal influence on the results of official sports competitions was conducted. Publications in the media are a promising source of information in the detection of crimes in the field of physical culture and sports. The article investigated some of the available crime reports on the Internet, which suggest that the results of official sports events will be unlawfully affected. For the first time, the article proposes to provide for criminal-law measures against legal entities as the responsibility for unlawful influence on the results of official sports competitions. According to the results of the study, it is established that the subject of the crime under Part 1 and Part 2 of Art. 369-3 of the Criminal Code of Ukraine may be a general actor: a natural convicted person who, at the time of committing the crime, was sixteen years of age, and under Part 3 of Art. 369-3 of the Criminal Code of Ukraine – a special actor, namely: athlete - an individual who systematically engages in a certain type (s) of sport recognized in Ukraine and participates in sports events; Personnel of auxiliary sports personnel - any coach, mentor, manager, agent, team worker, team official, medical and other personnel who serve or treat athletes who participate or prepare for sports competitions; sports official - owner, shareholder, manager or employee of a legal entity that organizes and facilitates sports competitions, as well as persons authorized to hold official sports events, executives and employees of an international sports organization, other competent sports organizations that recognize the competition. In order to ensure the unity of terminology, it is proposed to exclude the word "directly" from Part 2 of Art. 6 of the Law of Ukraine “On Preventing the Impact of Corruption Offenses on the Results of Official Sports Competitions”. In a note to Art. 369-3 of the Criminal Code of Ukraine, replace the word "subject" with "subjects", or separate part 3 of Art. 369-3 in a separate article to minimize confusion. Due to the fact that the legal influence on the results of official sports competitions can be made by legal entities, it is proposed to add Art. 369-3 of the Criminal Code of Ukraine to the list of articles for which according to Art. 96-3 of the Criminal Code of Ukraine may apply measures of a criminal nature.

An eight-year long case series follow-up study with pediatric bone cancer patients was conducted to compare the occurrence of adverse events associated with aprepitant with official sources of drug information (manufacturer’s leaflet, clinical trials, and European Medicines Agency leaflet). All patients admitted were analyzed, representing 192 aprepitant cycles. Anorexia, febrile neutropenia, and headache were observed in frequencies over 43.8 per 100 patients, which was higher than previous estimates. Adverse events were classified as probable or possible, by using Naranjo score. The increased rates of adverse events, especially on the risk febrile neutropenia, warrant further safety studies on this population.

Outdoor sport events evidently have an impact on the environment. If they are taking place in naturally protected areas this impact is even greater. By taking ’Le Grand Raid Réunion’, an international ultramarathon annually organized in the heart of an UNESCO World Natural Heritage site, as a case study, this paper concentrates on assessing the ecological impact of an outdoor sports event in a protected natural site. On the basis of datasets taken from official logistics lists and from a survey conducted among all event participants the analysis embraces ecological and carbon event footprinting. Measuring those two indicators allows identifying the specific event-related ecological impacts, including diverse variables caused by the athletes, the spectators, and the related organizational requirements. The results of the study thereby have the ability to strongly influence the future event policy and to function as a model for the assessment of the ecological impact of other outdoor sports events.

To date, no discussion has taken place in the social sciences as to the appropriateness of using open-source data to augment, or replace, official data sources in homicide research. The purpose of this article is to examine whether open-source data have the potential to be used as a valid and reliable data source in testing theory and studying homicide. Official and open-source homicide data were collected as a case study in a single jurisdiction over a 1-year period. The data sets were compared to determine whether open-sources could recreate the population of homicides and variable responses collected in official data. Open-source data were able to replicate the population of homicides identified in the official data. Also, for every variable measured, the open-sources captured as much, or more, of the information presented in the official data. Also, variables not available in official data, but potentially useful for testing theory, were identified in open-sources. The results of the case study show that open-source data are potentially as effective as official data in identifying individual- and situational-level characteristics, provide access to variables not found in official homicide data, and offer geographic data that can be used to link macro-level characteristics to homicide events.

AbstractThis study aimed to evaluate and compare the hydration states prior to different sporting events (training sessions, friendly and official matches) in elite female soccer players and relate that to the importance that the player attached to the hydration state as a determinant of sports performance. The hydration state of 17 female elite soccer players (age: 21.5 ± 3 years; body mass: 62 ± 6 kg; body height: 165 ± 9 cm) was determined by measuring their urine specific gravity (USG) prior to three different sports events: training sessions (PT), friendly (PF) and official (PO) matches. The importance that each player attached to the hydration state as a determinant of sports performance was evaluated through a simple questionnaire. An average of 47.05% of the soccer players were severely dehydrated (USG > 1.030), 33.33% were significantly dehydrated (USG > 1.020), 17.64% were mildly dehydrated (USG > 1.010) and 1.96% were euhydrated (USG < 1.010). The average USG was 1.027 ± 0.007 (PT = 1.029 ± 0.009; PF = 1.023 ± 0.010 and PO = 1.030 ± 0.006). Differences were found between urine specific gravity prior to a friendly and an official match (p = 0.03). No relationship was found between urine specific gravity and the importance each player attached to the hydration state as a determinant of sports performance. The results show that dehydration is the most prevalent hydration state of elite soccer players before training sessions, friendly and official matches. Players were most dehydrated prior to official matches, which was unlinked to the players’ perceived importance of hydration for sports performance.

This study examines the concordance of self-reported and officially recorded criminal onset among a sample of prisoners in Queensland, Australia. Classified into one of four developmental stages, Gwet’s Agreement Coefficient 1 (AC1) is used to examine the concordance of these two popular data sources. Analysis is conducted across seven offense types, and comparisons are made between Indigenous and non-Indigenous offenders. Results indicate moderate agreement between self-reports and official records with greater concordance for violent and serious property offenses. With few exceptions, self-reported onset precedes officially recorded onset, and concordance was greater for Indigenous offenders. These findings have important methodological implications for criminological research, in particular, developmental and life-course theory, which emphasizes the theoretical importance of the timing and sequencing of criminal events.

Consequences of events in the Southern region of the Kyrgyz Republic continue to have impact on communities to the present day. One of the most significant is a number of undiagnosed cases of rapes and other types of gender-based violence (GBV), which happened during the events of 2010. Accurate prevalence rates of GBV cases is still unknown. According to official data of Ministry of Internal Affairs, there were only seven cases of rape, however, according to the crisis center reports, there were 325. Even more alarming, witnesses of the Osh events suggest one out of three women in Osh and Jalal-Abad were either raped or suffered from other types of GBV. Those acts included undressing and unveiling, and cutting women's hair to a shamelessly short length. Cultural stereotypes dictate women hide their ‘shame’, which is why only a small percentage of victims with PTSD symptoms that developed after GBV sought out services from professionals, such as from crisis centers, psychologists and psychiatrists and, of course, police. Author analyzed several cases of women raped during the Osh massacre and suffered from PTSD signs afterwards. The previous painful experience of GBV was uncovered during treatment. The problem is that mental heath care specialists are the last stop for applying for help. This paper analyses several ways of solving the problem, including creating a number of normative documents in collaboration with Ministry of Internal Affairs and Ministry of Health of the Kyrgyz Republic.Disclosure of interestThe author has not supplied his/her declaration of competing interest.

Attempts at reinvigorating mythical sensations of shared values and cultural identities happen particularly at times of dislocatory events in a community’s history, when ‘the national Self’ is perceived to be threatened by external forces. Such a critical moment for China was the collision between a US surveillance plane and a Chinese F-8 jet fighter on April 1, 2001, and the ensuing diplomatic standoff between the US and China. As the Chinese authorities and the state media viewed this incident in a series of ambiguous incidents involving the US, it was concluded that the collision had been the inevitable outcome of US hegemonism intended to provoke China. It is this concurrence of events, triggering feelings of disempowerment of the Self that causes recurrent flurries of heated anti-Other rhetoric. Boundaries of exclusion/inclusion along cultural, historical and political lines set up the Other as the negative mirror of the Self, which as a consequence is positively reasserted. Informed by insights from Language Pragmatics and Critical Discourse Analysis, this paper sets out to examine linguistic tools of alienation and empowerment in the Chinese official press narratives about the collision, comprising the Chinese-language Renmin Ribao, its English equivalent The People’s Daily and the English-language China Daily. It aims to trace processes of meaning generation, in particular discursive practices of an ideological nature, such as antagonistic portrayals of in- and outgroups, hegemonic exercise of power, as well as naturalized conceptualizations of contingent processes, structures and relations.

Abstract:
Sustainable events mean that the direct and indirect effects of events can be maintained. Planning legacy is becoming an important way to ensure the sustainability of events. Although the legacy of hosting major events is gaining interest among event researchers, a handful of empirical studies tried to discuss the articulation between event sustainability and legacy planning. This study contributes, therefore, to this line of enquiry. Based on the case of Helsinki as the 2012 World Design Capital, this paper aims to investigate the legacy plan of Helsinki, the perceptions of key stakeholders regarding the legacy outcomes, the determinants of legacy planning and its challenges. Methodologically, this paper is based on research conducted using a case study. The data collected are mainly qualitative and inductive in nature, supplemented by official documents and online resources. The study underlines that the integration of design into public administration, embedding design thinking, enhancing city image, reinforcing networking and the formulation of design policy are the main legacy outcomes. Also, the experience of Helsinki illustrates that legacy planning must consider three key factors—leadership in governance, communication with public, as well as timing and time, so as to create more sustainable longer-term effects.

Abstract:
The article discusses techniques and methods used by the Soviet government to formulate the historical myth of the revolutionary movement in Russia and of the 1917 revolution. Holidays in Soviet Russia and later in the Soviet Union were not just days of relaxation. They served educational function, formed new spiritual values, instilled a sense of engagement with the events of 1917. As one of the ways to influence the mass consciousness, the festive events of the first decades of the Soviet power formed public opinion and influenced perception of historical and current events by the population. Popularization of the emerging official history of the new socialist state, which had begun in 1917, was especially effective during celebrations owing to their inherent emotional component. The use of historical plots in various dramatizations, mass actions, political processions, carnivals, and demonstrations of workers created an appearance of the new government’s legitimacy, contributed to the formation of the collective memory of the revolutionary days within the frameworks of their official interpretation. The article uses archival materials of the Department of Agitation and Propaganda of the Central Committee of the RCP (B.), which testify to the importance that the party authorities attached to the scenarios of the festive events. Memoirs of the direct participants in the events played their role in creating heroic myth of the revolution. An obligatory element of the celebration of the anniversaries was meetings with workers revolutionaries and witnesses of the revolutionary events that were arranged at the enterprises. Participation in these “evenings of remembrance” became a way of “self-identification” of an individual in new, socialist society, for speakers, as well as listeners. During these festive meetings, appearance of belonging, not only to the heroic past, but also to the epic present, was created. Specifics and ideological implications of the 1920s–30s memoirs contributed to the use of the “memorial boom” in the forming official narrative of the revolution.

In 1976, amidst a period of détente in the Cold War, the Government of Canada officially hosted an inaugural open-play invitational ice hockey tournament. A detailed narration of these events, pieced together from archival sources, allows scholars to understand the negotiations to prepare the political terrain for the event, including efforts to secure the official endorsement of the International Ice Hockey Federation for a tournament sponsored by the Government of Canada in exchange for Canada’s return to international competition in 1977; the participation of various countries and their respective hockey governing bodies, especially the Soviet Union, in an international tournament featuring professional players; and an agreement with the North American professional hockey cartels, especially the National Hockey League, to allow star players to participate in the event. The success of the 1976 Canada Cup accelerated the commodification and commercialization of hockey both in North America and globally—a process that was increasingly driven by the interests and aspirations of the National Hockey League. At the center of this history is one increasingly powerful—and avaricious—character: Alan Eagleson.

What distinguishes revolution from evolution? What events or movements in the world of official statistics have been sufficiently disruptive or transformational to deserve being called revolutionary? Using the definitions of data revolution put forward by the Independent Expert Advisory Group on a Data Revolution for Sustainable Development in their report A World that Counts to identify potential data revolutions and then deriving a framework to evaluate those definitions from Thomas Kuhn’s work The Structure of Scientific Revolutions, this paper investigates, through the lens of official statistics, whether there has been a data revolution or not.
