The author emphasizes that it is on the official interpretation that legally significant decisions are based, which establish the specific rights and obligations of the subjects. However, today there are no systematized methodological recommendations, requirements, officially established legal procedure and principles of interpretive activity, which could determine common standards of official interpretation. AbstractDevelopment cooperation (DC) is shaped by norms. We aim at filling a gap of research on DC by using the academic debates in international relations on norms. Contrary to interpretations that consider developed countries as norm-makers and developing countries as norm-takers, our analysis provides evidence that—and highlights how—Southern agents have influenced the processes of norm-setting and norm-diffusion for DC. The OECD was the dominant norms “entrepreneur” for a long period of time; more recently, developing countries have played a significant role in setting DC norms. We identify the diverging norms for official development assistance and South-South cooperation and the interrelationship between both norm systems. Thus, norm-making, norm-taking, and norm-diffusion of two competing norm clusters are key terms of the contribution.

AbstractThis chapter offers an interpretation of British regional civil defence activities in the 1950s. I argue that the persistent social impact of nationwide sociotechnical imaginaries of nuclear weapons cannot be fully understood without considering the localised social, geographical and discursive contexts in which civil defence was located and enacted. This chapter traces the ways in which a wider (officially maintained) sociotechnical imaginary appears to have been embedded in and intertwined with these localised contexts. After discussing the bespoke narrative scenarios created to frame civil defence exercises and offering analysis of their public representation, I focus on sites of leisure and forms of civic engagement linked to civil defence activity. Lastly, I turn to imaginative geographies to explore how sociotechnical imaginaries became localised in this era.

Abstract:
AbstractThis study is concerned with the ways in which the present-day Netherlands and Northwest Germany were integrated into the Napoleonic Empire, by replacing local institutions and traditional governing practices with French ones. This process of running the Empire is referred to as Napoleonic governance. Traditionally, little attention was given to the dynamics of French rule in conquered Europe. Nationalistic tendencies long obstructed a neutral view of Napoleon’s treatment of conquered Europe, certainly when it came to the Dutch and Northwest German regions. It was assumed French reforms were accepted unconditionally by local populations. Recent research shows that in newly acquired lands, officials often had to proceed differently. However, the northern periphery of the Napoleonic Empire is not yet fully explored. The premise of this study is that a (trans)regional perspective can lead to new interpretations. Napoleonic governance is analyzed by distinguishing between the phases of conquest, incorporation, and integration. In a broader sense, the study aims to gain a better understanding of the difficulties that have been inherent to workings of the Napoleonic Empire.

Abstract:
One of the most ubiquitous features of the official countryside is the proliferation of interpretation boards that inform and enhance our experience of the natural world. Writers, artists, performers and story tellers will often play an active role in this interpretation process. The products of heritage interpretation can be considered as cultural objects in their own right. In this chapter, William Welstead makes the case for an ecocritical eye to be turned towards the practice and products of heritage interpretation, which is big business whose practitioners have their own professional organisation. The chapter looks at how interpretive practice constructs a way of looking at the natural world, and shows how the narratives of interpretation are influenced by inputs from the creative arts. Further work might usefully seek to establish whether this is a two-way process in which the works studied by ecocritics have themselves been influenced by on-site interpretation narratives.

This chapter challenges typical interpretations of the Dust Bowl and puts the disaster into a global frame, linking the past to the present. In so doing, the common roots of contemporary and past developments and struggles are revealed. The Dust Bowl was one spectacular instance of a global problem of soil erosion associated with capitalist colonial expansion. While the official interpretation suggests that agriculture suited for a humid region was imported to an arid region, precipitating the crisis, contemporaneous accounts illustrate how much larger the crisis was, tied up with specific social and economic developments that imposed new socio-ecological relations upon peoples of the world and upon the land irrespective of local climatic conditions. Ultimately, the common denominators across the world—from North to South America, Australia to Africa, and Southeast to East Asia—were not climate and geography, but capitalism and colonialism.

Abstract:
The PPD’s decision to back unilingualism as a step towards sabotaging congressional support for Puerto Rico’s statehood is based on an assumption that the official narrative boasting American identity’s non-ascriptive nature is inaccurate. Scholars studying American national identity generally fall into one of three schools of thought: the civic, the ethnic, and a civic-ethnic hybrid. Arguably Eric Kaufmann provided the most realistic interpretation of this identity. He suggested that American identity consists of a civic wrapping covering over an ethno-cultural core. Such a duality helps to explain fundamentally different approaches by the PNP and PPD. The former appeals to the public-facing civic side while the PPD, through official unilingualism, sought to animate American identity’s ethnic core. While Puerto Ricans downplay their cultural nationalism, many on the mainland, particularly in Congress, see it as a threat. This is precisely what the PPD was banking on in 1991.
