Abstract:
This paper explores the utility of 19th- and 20th-century taxation and court records as tools for mapping the changing social topography of rural Morocco. Little serious work has been done with such records to date, and it is hoped that this paper will encourage more researchers to use this material.1 As a subset of the Moroccan official record, legal and tax records obviously have an epistemological character differing from that of private correspondence and even other administrative records. Yet in the post-modern era, it is obvious that this cannot be simply reduced to the official record providing us with truth while private correspondence is a mixture of fiction and possible truth. All sources need to be scrutinized both in the traditional ways of the historian and, more generally, as reflecting social forces conceived broadly.

Abstract:
The role of authorized officials in the investigative procedure has certain specificities that result from the fact that authorized officials in the investigative procedure act not only on the grounds of existence of reasonable doubt that a criminal offense has been committed, but their regular work is mainly determined by other regulations too i.e. their activities are not merely investigative but also operational. Activities of authorized officials of operational character represent the regular activities of authorized officials within their regular official duties, prevention, control, notification, information gathering, etc. Within this operational work, authorized officials can collect information from citizens, institutions, etc. and make official records, operational reports, and intelligence reports, file misdemeanour reports, and conduct certain administrative procedures.

Abstract:
Few commentators would dispute that, as regards historical records, 1922 was a year of destruction and displacement. Months before the conflagration in the Four Courts annihilated a broad cross-section of official records the departing representatives of the crown régime had turned their attention to those most recently in use. Nobody really knows how much of this material was deliberately burnt in Dublin Castle in the days preceding the takeover by Free State troops on 16 January 1922. It is all but certain that at least some intelligence files were destroyed: these would no doubt have identified informants, double agents, serving intelligence officers (whether English or Irish), and the more discreet crown servants. Certainly the new custodians were greeted by empty cupboards and bare shelves. Legends, which may or may not have been founded in reality, grew of the extent of the destruction and, by implication, of the scale of the guilty secrets thus concealed forever. But the incoming officials were in no doubt, either, that much had been simply removed, whether to the Irish Office in London or to some other safe place. Assurances were offered to the Free State government by the departing Castle official A. W. Cope ‘that the only papers we are removing from the Castle to London are confidential papers relating to the political movement in this country. The removal of the papers will not hamper the future administration.’ Should any person apply for the return of papers seized in police raids during the conflict, their requests would be considered. Cope was being less than candid. During March an Irish Office official noted in an unmistakably complaining tone that the office was having to accommodate ‘a number of files belonging to the Crimes Special Department of the R.I.C. and an Irish Secret Service organisation. Some of the matter in these files is highly secret.’ The material occupied one hundred deed-boxes, half-a-dozen large packing cases, a couple of six-foot-high cupboards, along with thirty-eight card-index trays (‘twelve of them in cabinets’).

Abstract:
Abstract Every time a Ryūkyū king came to the throne from the fifteenth to nineteenth centuries, a mission was sent from the Chinese court in Beijing to Fuzhou, then via investiture ships from Fuzhou to Naha and finally by land to the royal capital of Shuri, Ryūkyū, to officially acknowledge the new king. From 1404 to 1866 there were a total of twentythree such official missions celebrating the new kings. Each appointed Chinese envoy kept an official record of the entire journey. During the Ming dynasty they took the form of published woodblock-printed books known as Record of a Ryūkyū Mission (Shi Liuqiu lu). During the Qing dynasty a second manuscript format, consisting of a commemorative album containing sets of paintings, also appeared. Both formats, books and albums, are historical records enhancing our understanding of how a part of the wider China Seas maritime trading systems functioned at that time.

Abstract:
Abstract This article analyzes a collection ledger, a unique monastic record, to examine popular piety in eighteenth-century Russia. In 1744 the archbishop of Tver’ gave permission to the Nilo-Stolobenskaia Hermitage to conduct a collection, a process known as a sbor, for building a new roof on its main church. Over the next four years a Nilov monk traveled widely collecting donations and recording them in a ledger. Statistical analysis of the ledger’s over 700 entries shows that the Nilov monk traveled primarily to western Tver’ province, the Trinity-Sergius Lavra, and to Smolensk province in search of donations. He found willing contributors from all social classes, especially the nobility, government officials, and urban dwellers. These donors sometimes ignored the official goal of the sbor and personally wrote unsolicited spiritual requests into the collection book. By doing so they transformed the collection into what might be called a reverse pilgrimage.

Wickramanayaka, Sarath Sisara Kumara. "The management of official records in public institutions in Sri Lanka 1802-1990." Thesis, University of London, 1992. http://ethos.bl.uk/OrderDetails.do?uin=uk.bl.ethos.283192.

Full text
Abstract:
This study examines the management patterns of public records in Sri Lanka and their impact on administration during the period 1802 to 1990. This covers the period of British colonial administration and four decades of the post independence era. The study shows that during British colonial administration the administrators did not have an adequate understanding of the necessity of developing a proper record-keeping system to support the efficiency of the administration. The failure of repeated attempts at improving the management of current records testifies to the shortfalls entrenched in the system such as the inadequacy of suitable training for the subordinate staff and the lack of attention to the semi-current phase of records. These were not properly detected by the authorities even up to the date of independence. A significant drawback of the system was that its scope was not extended to cover the entire life cycle of the records. It was assumed that semi-current and non-current records would not be useful to the administration. This situation led to the accumulation of records in the creating agencies which in turn caused long term problems in terms of retrieval and dissemination of information. The necessity of an archives was recognised in the beginning of the twentieth century. However, once established the aim of the Archives was to retain records of the Dutch administration for current administrative requirements. Therefore, the records of the British colonial administration were not transferred to the Archives until the last decade of the colonial rule. Even after independence the Archives staff were primarily concerned with the appraisal, accessioning and disposal of non-current records; insufficient attention was paid to semi-current records. The lack of trained professionals, inadequate funding and narrowly defined work programmes hindered the development of a comprehensive archives. Since independence, changes in the country's major political, constitutional, social and administrative systems have not been paralleled by the development of systems to manage public records. An examination of the record-keeping practices in the public administration has revealed the fact that the bureaucrats have not yet grasped the necessity of proper management of records and their immediate contribution to the efficiency of the administration. They have still not considered the consequence of the lack of an integrated policy for the management of records. The study concludes by stressing the necessity for new legislation, the creation of a separate record service, reorganisation of the Archives and training for public administration personnel. It is suggested that records managers be recruited to the public administration in order to bridge the prevailing gap between the archivists and the administrators. They should be trained and placed at the public institutions as officers responsible for managing records at the current and semi-current phases. On the whole, it is argued that improvement in all phases of the life cycle of records is vital for the efficiency of the public administration and for the advancement of the country.

Abstract:
This dissertation analyses academic military history and the writing of the World Wars in Canada. While there have been hundreds of books devoted to Canada???s role in the World Wars, few historians have examined the writing of that same history, or the archival records that were used to construct these narratives. It has been the official historians of the Department of National Defence who, for much of the twentieth century, have controlled the historical writing of the World Wars, and that military history has been narrowly defined as the history of military operations. Training, administrating and operational war-fighting remained the focus. Only recently have academic military historians pushed the discipline of military history to explore the impact of the World Wars on Canadian society. Nonetheless, it remains the publications of A.F. Duguid, C.P. Stacy, Gilbert Tucker, Fred Hitchins, Joseph Schull, and more recent official historians that provide the central narrative when examining the writing on Canada???s World Wars. An exploration of key historians and their works reveals historical themes underpinning how memory and narrative of the World Wars has been constructed within historical writing. The official historians were the guardians of memory and controllers of the past. Caught within the battles of reputations that followed the World Wars, they were forced to carefully navigate through these contested issues. Laying an interpretative frame-work, the official historians allowed subsequent generations to build upon and rework their findings, through writing their histories but also by acting as the archivists for their respective services. While the official histories have their flaws, they are also exceptionally important foundational studies that deserve greater attention and study in their own right.

Abstract:
The ability to delegate some of ones activities to other organizations is something that has been used for many years by different types of organizations in different areas. This type of delegation to make use of external knowledge has been found to have many benefits such as improved quality of decision making, shorter decision paths and redistribution of resources to improve processes. Unfortunately, it has also been found that in some activities, delegation can lead to problems with, for example, information access. The purpose of this paper was therefore to investigate whether one authority's delegation of activities to another organization affects access to information based on the concept of public documents. The research questions that formed the basis of the investigation were 1) Are there information losses, based on the concept of public documents, that can arise in connection with the delegated activity, and which are they? and 2) What consequences can information loss have when looking at the principle of public access to official records? This paper has had a qualitative approach where interviews and document studies have been used as methods for gathering information regarding the two research questions. The main conclusion drawn from this thesis is that if the Swedish Transport Agency uses certain types of organizations for delegation of activities, extensive information loss can be incurred regarding information linked to certain parts of its activities and as an authority run the risk of being in conflict with the principle of public access to official records.

Abstract:
Through so called ”publication licenses” [Swedish: utgivningsbevis] people or businesses who have acquired these can publish certain types of personal information on the internet. These can include addresses, phone numbers, tax information, birthdays, full names and other information that can be acquired through the Swedish principle of public access to official records [Swedish: offentlighetsprincipen]. The publication licenses are protected under the Swedish constitution and therefore override EU-law, for example the publication licenses override GDPR [General Data Protection Regulation]. The information can be difficult to remove from the internet if the website that published the information does not want to remove it. Personal information on the internet, particularly addresses and phone numbers, could potentially contribute to feelings of worry or insecurity in some people. For example, previous research has shown that some people may be at risk or may experience a strong sense of uncomfortableness or worry over having their information made public (see for example Hedin and Wiberg, 2020; Ericsson, 2011). Another potential cause for worry could be the risk of being stalked, which is more common that women are exposed to (Lenhart et al, 2016; Maiuro, 2015; Logan, 2006).  The aim of this investigation was to examine perceived safety in relation to publicly available personal information. To achieve this, six qualitative semi-structured interviews were done to shed light on how individuals think and feel when it comes to publicly available personal information and whether they’ve had any personal experiences of feeling unsafe with having their personal information available online. The selection of participants consisted of both women and men between the ages 23-32 years old. Theories on risk and safety by Ulrich Beck and Anthony Giddens have been used when analyzing the results. The empirical data was then analyzed through a thematic analysis.  The results showed that individuals do reflect over the fact that their personal information is available on the internet, particularly when they’ve experienced something that reminded them of this. This can also evoke feelings of insecurity in certain individuals as a result of knowing that one’s personal information, such as address or phone number, is available on the internet. This was especially common among the female participants in this study as well as among those who have worked in retail. All of the female participants expressed feelings of insecurity around having their information online, this differed from the male participants Frida Lindström S7021A 3 where nobody shared any such experiences. Overall there is a sense of concern, vulnerability or uncertainty surrounding having one’s personal information available online. Something else that the investigation found was a demand for more control over which personal information is being shown online. However, opinions varied regarding whether or not individuals should have the right to have their information removed from the internet.

Abstract:
The aim of this thesis is to gain knowledge of how automated decision-making in Swedish public authorities affects the ability to comply with the Swedish principle of public access to official records. This is done through a Posthumanist analysis of seven qualitative interviews. With the help of the actor-network theory concept of the nonhuman actor the underlying computer programs of automated decision-making is understood as an actor who, in interaction with human actors, affects the public sector´s ability to provide the public with valuable information about how they run their organizations. The interviews were conducted with employees at two Swedish public organizations: The Swedish Board of Student Finance and Swedish Association of Local Authorities and Regions. The respondents were asked what kind of insight in the underlying computer programs for automated decision-making that they themselves and the public thought was needed. The interviews were recorded and transcribed, and provided the material for the analysis. The study shows that the employees share the opinion that insight in the automated decision-making systems are not necessary for the public. As a consequence of this, the system developers are left with exclusive knowledge of how the public sector is making decisions and the decision-making becomes invisible for a majority of the public. This is not in line with the aim of the principle of public access to official records. This is a two years master’s thesis in Archival Science.

Data integration techniques are one of the core elements of DIECOFIS, an EU-funded international research project that aims at developing a methodology for the construction of a system of indicators on competitiveness and fiscal impact on enterprise performance. Data integration is also of major interest for official statistics agencies as a means of using available information more efficiently and improving the quality of the agency's products. The Austrian member of the project consortium comprises university departments, representatives from the Bundesanstalt Statistik Austria, from the Statistical Department of the Austrian Economic Chamber, and from ec3, a non-profit research corporation. This paper gives a short report on DIECOFIS in general and on the Austrian contribution to the project, mainly dealing with data integration methodology. Various papers that have been read at the DIECOFIS workshop last November in Vienna, will be published as a Special Issue of the Austrian Journal of Statistics.

Abstract:
This chapter identifies the administrative personnel responsible for the creation of a council record and their relationship to the bishops and officials in charge. It advocates the key distinction of an official secretariat tasked with the production of the ‘official’ record from other clergymen present and also skilled in the techniques of stenographic recording. It disproves the notion of alternative records created by such men and demonstrates the reliance instead on ‘memory’ by those challenging the official records. The examination further refutes hypotheses of part-records made for individual participants and only subsequently accumulated. The official secretariat instead creates a single official record in close collaboration with, and on the direct instructions of the council’s leadership.

This chapter comprises of records of official organisations relating to Merseyside maritime history. The largest archive housed by the museum is that of the Merseyside Docks and Harbour Board (plus antecedent’s and predecessor’s) collection, a vital resource that covers the maritime history of the port of Liverpool from the eighteenth to late twentieth century. The MDHB collection includes over 100 years worth of weekly minutes; newscuttings; decision summaries; thousands of plans of docks, buildings, and ships; and hundreds of photographs. Other records include legal papers; deeds; financial records; operational reports; dock registers; staff and wages records; port defence material; labour committee material; pilotage; and public relations material. The records are subdivided and further subdivided as necessary, and introduced clearly, with the intent of making the enormous collection navigable.

In Statistics education for Progress: Youth and Official Statistics. International Association for Statistical Education, 2013. http://dx.doi.org/10.52041/srap.13401.

Abstract:
Learners of statistics need datasets reflecting real life contexts. Unit record datasets have interesting properties and contain stories that could engage learners. However, NSOs have legal and ethical duties to protect unit records. To enable access to these stories, Statistics New Zealand has published Synthetic Unit Record Files (SURFs) produced using several methods. With a new SURF based on the New Zealand Income Survey 2011 (NZIS 2011), we enable learners to access a new unit record dataset. Learners have an opportunity to discover and tell the stories about their region or country that are in the actual sample dataset. Learners can experience for themselves interesting aspects, such as: disaggregated data, semi-continuous distributions, and formal classifications. We hope learners will welcome the value of official statistics, as contributors of data and consumers of information from it.

Abstract:
In the Smart Cities scenario, to avoid the conflicting geospatial records between official and non-official sources, it is necessary to detect the inconsistencies regarding the geospatial data provided by them. To this end, the map matching task, i.e., the task of identifying correspondent features between two geospatial data sources, should be applied. For spatial Big Data, the map matching task is confronted with challenges related to volume and veracity of the data. In this sense, we propose a Spark-based map matching approach, called MATCH-UPS. To evaluate, real-world data sources of New York (USA) and Curitiba (Brazil) were applied. The results showed that MATCH-UPS improved the precision by 26% and reduced the execution time by one third.

Abstract:
Nowadays, it is frequently the case that the database of the real estate cadastre in Poland is not supplied with the record data on buildings. This study presents the issues related to the comprehensive modernization of the register of land and buildings, especially in the aspect of entering the buildings located in the areas of the modernized cadastral districts, into the database of the real estate cadastre. The real estate cadastre should provide a reference base for other public records, the data contained in the cadastre should be the basis, for example, for official statistics, real estate management and register of farms, or tax records. The analysis of this procedure was based on the data derived from the modernization of the register of land and buildings carried out in eleven cadastral units of Gorlice district, province of Malopolska, as part of the national project: Development of an Integrated Real Estate Information System – (ZSIN) – Stage I. In this project, the data for the preparation of the digital description of the contour of a building were captured largely based on high-precision aerial imagery which, having been developed on the stereoscopic model, supplied the digital database of the real estate cadastre. A serious problem, which hinders the maintenance of the database of the real estate cadastre in Poland updated, are the frequent amendments to the applicable laws. The Regulation on the register of land and buildings, according to which the cadastral database has been built in Poland since 2001, was extensively amended in 2013 and in 2015. This makes it difficult to obtain uniform data of the buildings in Poland.

Abstract:
During World War II, Allied bombing of German-controlled petroleum refineries in Ploesti, Romania, diminished Axis fuel production but cost the Allies hundreds of planes and thousands of lives. Crews of many damaged planes flew partway back to Italy but were forced to crash-land their craft or bail out over Yugoslavia, where many landed on territory controlled by Partisans or Chetniks. Local Yugoslavs (mainly peasants), as well as both Chetniks and Partisans, welcomed them and gave them shelter. They were then evacuated by Allied transport aircraft (principally C-47s) that landed on makeshift airstrips maintained by Partisans or Chetniks. The historiography of these rescues may be divided into document-based studies, prepared principally by US military personnel based on official records; and memory-based studies by pro-Mihailović authors based principally on participant memoirs. Whereas memory-based studies uniformly adopted a Serb nationalist viewpoint, document-based studies showed no favoritism and portrayed various factions working in parallel to rescue Allied airmen. After Milošević fell in 2000, the Foreign Minister of Serbia and Montenegro, Vuk Drašković, in cooperation with the US Embassy, united the movement to valorize downed airmen and local efforts to rehabilitate Mihailović. Whether deliberately or not, US officials thereby undercut human rights activists in Serbia, and non-Serbs throughout the former Yugoslavia, who saw Mihailović as a war criminal, collaborator, and inspiration for war crimes and genocide in the wars of the 1990s.

Abstract:
The existing methodology in basketball is improving and adapting continuously, the contribution coaches being heuristic, due to the information and multitude of game situations. The information provided through recording the matches statistics, may allow coach analysis and the team game model improvement, provided that they are complete and objective. Based on the game model one may change or complete the team training and competition model. Therefore the statistical parameters of the game model and their analysis is a requirement of training and performance management of a team. In this matter, the software SmartStats basketball FIBA Europe is the official program for the achievement statistics used in all competitions at junior and senior. Statistical model can provide the coach with the game conclusions associated with that seen in the game. Submitted information will serve as a guide for the future development of the game. The multitude of correlations between different traits recorded, graphs based on statistical records of matches can be made individually for each player or the entire team. Same observation about his opponent is important for correlating information from their own team and opponents. Modern technologies allow statistical correlation with video recording and extraction of precise moments during the game in order to analyze them. Scientific-methodological consequences of using the statistical program basketball games turn favorable in the sense of rapid and complex quantitative parameters of the game. This paper, carries out a correlation between the information provided by the Statistical Program and influences the preparation and game management, representing both a guide to the statistical analysis of basketball coaches.

Abstract:
According to 2014 official records, 3.4 million people in Serbia use the Internet, which is about 500.000 people more than in 2013. All students (100%) use the Internet and computers, but only few institutions of higher education have distance learning programs. The information system of Serbia development strategy to 2020 and The education development strategy to 2020 generally support the use of new information and communications technologies in education and, in accordance with them, the project Digital media technologies and the social and educational changes, supported by the Serbian Ministry of Education, is realized. As a part of this project, a research has been done at the Department of Media Studies, Faculty of Philosophy in Novi Sad. All 15 teachers and 272 students (undergraduate and Master-level) at the Department were the subjects in this research. The aim of this paper is to show if the teachers and students of journalism are interested in using new technologies in the educational process. The research showed that almost equal percentage of teachers (40%) and students (38%) "would like to" take part in virtual education, without being physically present in the classroom. While all teachers (100%) think that communication with students by e-mail is equal to face-to-face communication, 57% of all students said that they usually communicate with their teachers by e-mails. About 42% of all students do not use the services of "digital library" at the Faculty, although all technical conditions are fulfilled. The paper will also show the examples and the possibilities for virtual education, that is, the system of distance learning, for selected courses at undergraduate and Master-level studies of journalism and communicology.

Perkins, Dustin. Invasive exotic plant monitoring at Colorado National Monument: 2019 field season. Edited by Alice Wondrak Biel. National Park Service, July 2021. http://dx.doi.org/10.36967/nrr-2286650.

Full text
Abstract:
Invasive exotic plant (IEP) species are a significant threat to natural ecosystem integrity and biodiversity, and controlling them is a high priority for the National Park Service. The North-ern Colorado Plateau Network (NCPN) selected the early detection of IEPs as one of 11 monitoring protocols to be implemented as part of its long-term monitoring program. This report represents work completed at Colorado National Monument during 2019. During monitoring conducted June 12–19, a total of 20 IEP species were detected on monitoring routes and transects. Of these, 12 were priority species that accounted for 791 separate IEP patches. IEPs were most prevalent along riparian areas. Yellow sweetclover (Melilotis officinale) and yellow salsify (Tragopogon dubius) were the most commonly detected priority IEPs along monitoring routes, representing 73% of all priority patches. Patches of less than 40 m2 were typical of nearly all priority IEP species except yellow sweetclover. A patch management index (PMI) was created by combining patch size class and percent cover for each patch. In 2019, a large majority of priority IEP patches were assigned a PMI score of low (46%) or very low (50%), indicating small and/or sparse patches where control is generally still feasible. This is similar to the numbers for 2017, when 99% of patches scored low or very low in PMI. Seventy-eight percent of tree patches were classified as seedlings or saplings, which require less effort to control than mature trees. Cheatgrass (Anisantha tectorum) was the most common IEP recorded in transects, found in 30–77% of transects across the different routes. It was the only species found in transects on all monitoring routes. When treated and untreated extra areas near the West Entrance were compared, the treated area had comparable or higher lev-els of IEPs than the untreated area. When segments of monitoring routes conducted between 2003 and 2019 were compared, results were mixed, due to the different species monitored in different time periods. But in general, the number of IEPs per 100 meters is increasing or remaining constant over time. There were notable increases in IEP patches per 100 meters on several routes in 2019: field bindweed (Convolvulus arvensis) along East Glade Park Road; Siberian elm (Ulmus pumila) in Red Canyon; yellow salsify along East Glade Park Road, No Thoroughfare Canyon, No Thoroughfare Trail, and Red Canyon; and yellow sweetclover in No Thoroughfare Canyon and Red Canyon. Network staff will return to re-sample monitoring routes in 2021.
