Abstract:
<em>Resident and resident assistants</em><strong> </strong><em>are designations for colonial officials assigned to assist the Governor-general of the Dutch East Indies in the administrative area of the residency level. This research aims to trace the existence of Dutch colonial heritage buildings in the administrative area of the Madiun Residency, now termed Madiun Raya, consisting of Madiun, Ponorogo, Pacitan, Ngawi, and Magetan. This research is obtained through a unit analysis research with the main subject being Dutch colonial buildings and a historical approach. The stages are heuristics (gathering sources), source criticism, interpretation, and historical writing. This research results in four findings in the form of official residences for Residents and Resident Assistants who have ruled Madiun Raya from 1830 to 1942, including the official residence of Madiun Resident, official residence of Ponorogo Resident Assistant, official residence of Pacitan Resident Assistant, and official residence of Ngawi Resident Assistant. Then, it explains the transition function of the four buildings in the present.</em>

Abstract:
In a legal state, land has a very important role in human life. It can determine the existence and the sustainability of legal actions. In its development, the government or private sector companies provide Official Residences to their employees, or what may be called a state house. Based on the law, the Official Residence is a building owned by the state, and functions as a residence or a dwelling. It serves as a developmental facility for families and supports the job implementation of officials and/or government employees. The humans’ need for land as a place of dwelling may cause conflicts regarding the provision of the Official Residence. The method used in this research is the juridical-normative method. It uses secondary data. The ownership rights transfer of the Official Residence to private sectors may happen without violation of the constitution, as it is regulated in the Presidential Decree No. 11 of 2008 which states that the tenant may own the Official Residence with some conditions. For example, the house must be an Official Residence Group III. The rightful tenant must file a request to its related Department. Then, the tenant and the related department create a Lease Agreement. After the tenant settles the debt, he/she may own the house.

Abstract:
This study aims to obtain the direction of military housing policy by studying various social perceptions of military residences through IDI(In-depth Interview). The purpose of this study was to identify the difference in perception of the military housing policy from a new perspective between the supplier and consumer of the military housing policy, to identify the problems of the military residence policy, and also to explore tasks to improve the military housing policy. As a result of in-depth interviews, it was found that there is a specific difference in social perception of military residences among various social classes. First of all, it was confirmed that the overall perception of the military residence in Korean society was higher in negative than positive. Second, in the case of policy providers (for example politician, public officials, also ordinary people) who plan and implement the military residence policy, they perceive military residences negatively. In addition, double feelings (they feel bad on the inside but pretending to be good on the outside regarding the policy) are also found for the military official. Third, in the case of policy consumers (for example soldiers and family) who benefit from the military residence policy, they perceive military residences relatively positively, but there are also many negative recognitions. Soldiers and families recognized military residences as one of their basic housing rights.

Abstract:
The purpose of this research was to examine the effect on the use of computers, vehicles, and the buildings (official residences) on the performance of the employees in Local Government Finance Office of Yahukimo Regency. This research used quantitative method and Likert scale as the measurement. The population used are fifty-seven respondents of regular and honorory employees on the Local Government Finance Office. The data collection techniques used in this study were observation, questionnaires and documentation. The variables of the study were the use of computers, vehicles, and official residences on the employees’ performance. To analyze the data, this research used multiple regression analysis with the classical assumption. The result of the research showed that the use of computers (X1) had significant and positve impacts to the employees performance. Meanwhile, the use of vehicles (X2) and official residences (X3) did not have significant impact for the employees’ performance.

Abstract:
In the nineteenth century, the imperial palace in Vienna had become the epicenter of political decision making in the Danube monarchy. The fact that the Hofburg served as the emperor's family home and at the same time as the unchallenged centerpiece of politics and administration lent its function a duality that was mirrored in the title of the town where the palace was located. Officially, Vienna was the Haupt- und Residenzstadt, that is, the empire's capital and the monarch's official residence. In this former role, Vienna was second to none. Vienna was the seat of offices and ministries, the meeting place of parliamentary deputies in the Reichsrat, and the place where the governors who represented the sovereign in the respective Crownlands had their headquarters in the Statthalterei. It was not until Budapest became the capital of the Kingdom of Hungary in the Austro-Hungarian Compromise of 1867 that Vienna had to share its rank with another city. In their role as the monarch's official residence, both Vienna's and the Hofburg's traditions went back to the Middle Ages. There had been no interruptions even when in the Baroque period the monarchs had built other residences elsewhere in what today is Vienna, among them the Favorita palace on the Wieden (today's Theresianum), the Favorita palace in the Augarten park, and Schönbrunn palace. At all times the Hofburg had been the place where the Habsburg family and the sovereign lived during the winter half-year, and furthermore, it remained the setting of the most eminent ceremonies that formed the rituals of the Habsburg sovereign (Corpus Christi procession, Anniversarium militare ceremonies in commemoration of the dead, and others). No other Habsburg palace would ever challenge the Hofburg's priority in terms of rank.

Abstract:
Since people spend most of their time in the residences especially during the pandemic, acoustic comfort has come into prominence. Many studies were conducted to improve acoustic comfort. Notwithstanding the fruitful existing studies, there is no study detecting the correlation of building elements with acoustic comfort. Therefore, in this study, the correlation of floor levels, wall thickness and the availability of jacketing with the acoustic performances of existing residential buildings constructed before 2017 were investigated according to Regulation on the Protection Against Noise in Buildings entering into force on 31st May 2017 with Official Gazette. The noise levels of 155 residences in residential buildings were investigated and correlations of the level of the floor, exterior wall thicknesses and jacketing with the noise comfort were detected with the help of Pearson Correlation computed via SPSS software. It is believed that this study will improve practical implementations of existing standards in the construction industry.

While the graduate assistantship experience exists as an opportunity for aspiring professionals to gain practical experience, little research exists regarding one's selfefficacy beliefs related to specific responsibilities of an assistantship. This study of assistant residence hall directors at Ball State University aided seasoned Student Affairs professionals as they trained, supervised and mentored graduate students. Four first-year and four second-year assistant residence hall directors and three full-time residence hall directors, who were alumni of the graduate program and assistantship at the University were interviewed during April of the Spring 2004 semester. The researcher created an interview guide using Bandura's (1977) concept of self-efficacy. The researcher and later an unbiased individual identified themes within the data and offered recommendations for the application of the findings as well as recommendations for possible future studies.<br>Department of Educational Studies

Cette thèse propose une analyse de la « cour royale » égyptienne sous la XXVIème dynastie saïte (664-525 av. J.-C.) à partir des sources majoritairement textuelles (privées et royales) et historiques. Le volume de synthèse se développe autour de trois axes principaux traitant la « cour » dans son acception sociale, telle qu’on l’entend dans la sociologie historique. La première partie est ainsi consacrée à l’étude de la cour comme la Maison du souverain afin d’éclairer l’ensemble des activités qui caractérisent la « vie de cour » et son organisation domestique et qui rendent l’espace curial « privé » ou « officiel ». La deuxième partie examine la cour dans son agencement social et en tant qu’outil de représentation et de communication : ce sont alors le protocole du palais royal et son rôle-clef dans le maintien de l’équilibre social entre les souverains saïtes et leurs sujets (système des faveurs–ḥswt) qui sont analysés. La troisième partie se concentre sur les acteurs sociaux de la Résidence du roi (les courtisans et l’entourage royal) et tente de démontrer les différentes catégories auxquelles appartiennent ces élites et de déceler les modalités de leurs accès au palais et au rang de « courtisan modèle » dans la hiérarchie de la cour. Enfin, l’enquête diachronique suivie tout au long de la synthèse permet de mieux connaître l’impact des emprunts archaïsants dans le système palatin saïte, et par conséquent, d’évaluer la continuité et/ou le changement de ce système par rapport aux modèles traditionnels de la cour pharaonique. Un troisième volume est consacré à la bibliographie générale, aux annexes et index<br>This thesis offers an analysis of the Egyptian "royal court" under the XXVIth Saite Dynasty (664-525 BC) based on textual (private and official records) and historical sources. The synthesis develops around three main axes and deals with the "Court" in its social meaning as defined by the historical sociology. The first part, then, concentrates on the study of the court as the House of the sovereign and attempts to identify the activities which characterize the "court life", its domestic organization and which make the curial space "private" or "official". The second part examines the court as a symbol of social order and the outil of representation and communication of the monarchic authority: the protocol of the Royal palace and its key role to maintain the social balance between the Saite kings and their subjects (system of the favours ḥswt) are analyzed here. The third part focuses on the social actors of the Residence (courtiers and royal entourage) and tends to demonstrate the various categories of these elites and to reveal the modalities of their accesses to the palace and to the position of "model courtier" within the hierarchical order of the court. Finally, the diachronic study followed throughout the synthesis allows to better comprehend the impact of the Archaism on the Saite palace institution and consequently to estimate the continuity and/or the changes of this system compared to the traditional models of the Pharaonic court. The principle researching purpose aims to 14 buildings which called Junior officer type D official residences in Taipei. The content of the research analysis by accumulating to make the comparison between Junior officer type D official residences damage specialty and the other types of official residence. The expansion of Junior officer type D official residences is more obvious than the others. Except the main structure, lots of components are be repaired or removed. The other cases of official residence just aim to the parts like doors or floors renovation. However, these buildings have long-term lack of maintenance of aging and loss of waterproofing effect. The rain infiltrated into the house from roof ridge breakage, but also the connection between the ridge and gable. Due to limited existing floor space (about 12 square meters) for Junior officer type D official residences, most of them are temporary expanded but not concern about the long-term preservation. They remove most partition walls, floor structure, even repaired the structure, to make the part of the structure cannot support to the roof or roof truss. This research suggests for this type of official residence should notice the priority of damage by man-made renovate and the quality of water-proof layer applied on the roof, especially the connection between the ridge and gable of the convergence position.

博士<br>國立成功大學<br>建築學系碩博士班<br>92<br>Based on the data retrieved from the archives of Taiwanese Governor General’s Office during the Japanese period, this paper examines and categorizes the evolution of the "Building Standards of Official Residences." and “Standard Drawings of Official Residences.” This paper also discusses and comments on the uniqueness in the architecture of these official residences. 1. During the year 1901 and the year 1920, there were sweeping changes in the structures of the local political administrations, which led to changes in the roles of both central government (the Taiwanese Governor General's Office) and the local governments ( county , chou) related to governing of local constructions. During the ensuing years following changes of the local political administrations, the "Building Standard of Ordinary Official Residences" and the "Building standard of Taiwanese Governor General's Office" have been written and modified. These two documents outline the basis for the "Building Standards of Official Residencies."The "Building Standard of Official Residences" was abolished after the year 1945. However, it is still the most important tool to identify and to grade an existing official residence built during the Japanese period. 2. Local governing administrations overseeing constructions were abolished in year of 1901. Instead, the Taiwanese Governor General’s Office provided the “Standard Drawings of Official Residences” for the local governments to use as a guideline. These drawings were widely duplicated or modeled after by the official residences built between year 1901 and year 1920. However, the use of these drawings was greatly diminished in the 1920s because of the re-establishment of local governing administrations overseeing constructions. Nowadays, there are still a significant numbers of remaining official residences which were built during the Japanese period. Some of these buildings are presented as case studies in this paper.

As the drawings and information records in the investigation and design stages are mostly transmitted by reports or geometric figures, and three issues are raised. (1) The separation of components in the past is only line geometry or simple text narrative. (2) During the investigation of records, even if there were many components in the past, the survey items are similar to the content and still need to be re-established. (3) Only 2D diagrams are delivered to the architect. Even if there are digital models in the diagram, there is no parametric model. As the components are not explained systematically, it is not easy to apply the components without any regularity, logic visualization, and statistics. In addition, with no “selection” rules, it is not easy to use them for information circulation or for the public (different users like management, design, construction, owners, etc.). Moreover, there is not a common database available for selection. The purpose of this study is to assist the record, presentation, and application of the book and the diagram of the report book on historical building restoration in the investigation stage. With a Japanese-style official building as the research object, the parametric workflow is introduced to build the Building Information Model (BIM and assist in the design of the application programming interface. This study, based on the case analysis method, extracts the important features and information of the Japanese official building from the report as a basis for the subsequent establishment of parametric models and component fields, providing convenience for component search and tracking continuation. With an API plug-in interface owning logical selection rules, the user can quickly select the component status to complete the modeling and record information, including the supply of the schedule during the design or construction phase, or to highlight the actual query position in order to strengthen the traditional report book record and presentation with interactive visual operations. In future transfer applications, continuously accumulated use ability can be obtained due to model informatization.

The method of Qualitative Research was adopted in the study and the subjects as follows are investigated: (1) the relationship between the past history of Japanese-style official Residences and the development of the community? (2) What are the viewpoints of residents to the project of “Reconstruction historic scenes of Japanese-style official Residences” and, how are the ways of residents to join the project? (3) The effects of using method of story-telling to promote “General Residences”. There are ten people have been interview in the study. The interviewees include the workers of community association, original residents and visitors. The results of the research show that residents of Mishan Community is to preserve the Japanese-style official Residences by the side of Meilun River not only by keeping green environment and clean, but also by guarding and reserving the culture and historic scenes in the community. Let the residents of community keep to concern about the historic scenes, and with deep expectations and energy to execute the action of activation and utilization for the historic scenes of Japanese-style official Residences. However, the residents also expect government can release a chance of management of historic scenes to community association. The management by community association will not only to provide enough workers, but also to plan the tour to visit the sights that around the historic scenes. Many actives can be hold cooperate with neighboring communities to enhance the fame of the historic scenes.

Although sometimes used synonymously, the terms second language and foreign language describe two different aspects: a second language refers to the official language within the country of residence, which is not a person’s mother tongue. This is, for example, the case for immigrant children who learn the language of their parents’ homeland before or while learning the language of their country of residence as a second language in school or kindergarten.

Abstract This chapter presents an overview of German policies vis-à-vis German nationals living abroad. For the most part, the German Government does not reach out to or encourage engagement from or with German nationals living abroad. This is in contrast to a concerted cultural outreach to ethno-national German minorities in Central and Eastern Europe. Rights in Germany are largely residence-based, and access to rights is thus associated with (legal) residence in Germany, rather than with holding German citizenship. There are two clear exceptions: one is a robust system that enables voting from abroad for German citizens, and the other is facilitated access from abroad to pensions for years worked in Germany. With respect to other measures of social protections, no clear policy can be said to exist. Access to other forms of social protection is on the basis of exception, with consular officials exercising discretion in such cases.

For most labour migrants, that is a free choice. Family migrants usually move in with a partner, and asylum migrants are assigned permanent accommodation in a particular municipality once they have been granted official refugee status. For all, however, the local government is the primary authority charged with helping them find their way in Dutch society.

AbstractWhat happens in institutions like schools or hospitals when local service provision overlaps with the control of national borders? Such overlap is unavoidable if unlawful residents are to be excluded from mainstream public services. With this explicit aim, governments not only modify the rules and established practices of welfare provision, but also encourage the people who administer and deliver these services to incorporate the logic of immigration control into their everyday work. To identify and better understand the concrete mechanisms that either help or hinder such internalisation of immigration control, this study systematically compares three spheres of service provision – healthcare, education and social assistance – across two distinctive legal-political environments: Barcelona/Spain and London/UK. Looking at official policies as well as their implementation, it primarily draws on a total of almost 90 semi-structured interviews with irregular residents, providers and administrators of local services, and representatives of NGOs and local government. Its innovative analytical framework helps to map and explain the significant variation in how immigration control works within different institutions and how individual actors occupying key positions in these can reproduce, contest, or readjust formal structures of inclusion and exclusion.

In the popular memory of slum residents and the urban history of Delhi, a survey exercise and a drive to issue a bundle of IDs stand out for their remarkable move to erase the mandate of producing proof of identity. This enumeration and identification initiative carried out under the vigilant leadership of the then-prime minister V.P. Singh was unprecedented in that it demolished historically sacrosanct criteria of submitting evidence of ‘occupation’. Such an intervention, however, forced the enumerating food official to respect the administrative ‘factum of residence’ by relying on extra-documentary aesthetic-material and affective practices of counting and verifying families and their slum residences. This chapter argues that the initiative and its aftermath enabled both a precarious and kind regime of urban legalism where residents were able to set up a diverse range of material, emotional, and familial claims on housing benefits through popular practices such as counterfeiting, securing FIRs for lost cards, and filing Right to Information (RTI) petitions against counterfeiters.

Abstract In the fourteenth century the king sought counsel from magnates, leading royal officers, ‘official ‘ councillors, and others who happened to be staying with him, and from certain members of his Household. More formally, magnates gave advice when summoned as Lords of Parliament, or to Great Councils meeting the king at one of his residences. Coincidentally, there developed a formal group of official councillors, the King ‘s Council. This met in regular sessions, and was often, but not exclusively, concerned with devising ways of executing policy decisions referred to it by the king, and with making decisions on minor or routine matters. Under Edward III, Professor Ormrod has remarked, ‘it is difficult to find any aspect of administration in which it [the King ‘s Council] was not involved ‘.Key bureaucratic features of the Council beeame fixed by or in the early fourteenth century. It was customary for councillors to be retained as such, for them to take an oath of office, and to receive fees or wages for conciliar service. The Council was composed chiefly but not exclusively of royal officials. The chancellor and the treasurer were ex officio councillors, but justices were summoned to sit at the Council board when legal issues were on the agenda, or when the Council was sitting as a court.

This chapter focuses on illegal prostitution, including street prostitution and private prostitution, during the German occupation of Poland. Although this sex work took place outside the organized brothels, it was not beyond official controls. The authorities kept a particularly close eye on established streetwalking sites, which were a metropolitan and urban phenomenon. Known prostitution sites of this kind were far easier to control, however, than private residences — also frequently used for paid sex between the occupiers and the occupied. The chapter then considers why numerous Polish women sold sexual services during the occupation. Ultimately, for Polish women, sex work was a means of earning money and thus of survival.

Abstract For Rome’s magistrates, accompaniment by lictors with the fasces was the chief sign that one held the chief civil and military power (imperium), and the dismissal of those attendants formally signaled departure from office. That is true for the imperial era as well. In all eras, lictors with fasces functioned as the extension of the person of their superior. But the literary evidence suggests that they were notorious for engaging in gratuitous brutality on top of their fearsome official functions, which allowed them even to enter private residences. Class prejudice in the sources surely plays a role here: though slaves were excluded from serving in this role, freed slaves were not. If one were to take Christian polemicists at their word, it would seem that by later antiquity, lictors could be lumped together with torturers and executioners. What is secure is that display of the fasces—both authentic ones and ceremonial simulacra—continuously and forcefully reinforced power relations between higher and lower officials, magistrates and non-magistrates, nobles and non-nobles, citizens and non-citizens, and even heightened class consciousness and distinctions among women. (In the Republic, at least, lictors were forbidden to touch ones deemed respectable.)

This chapter focuses on the Globalization Period of Belizean archaeology with analyses of heritage institutions, policies, and curricula, and ethnographic interviews and observations. During this time, archaeological practice continues to be controlled by the state and heritage officials and politicians promote specific forms of heritage. Although some national programming focuses on history and culture beyond tangible Ancient Maya heritage and archaeologists increasingly engage in public archaeology, Kriol culture and history continue to be marginalized. Drawing from long-term research in two rural Kriol communities, the author demonstrates that archaeology, tourism, and education influence the ways local residents conceptualize, interact with, and utilize archaeological heritage. Kriol adults reinforce official archaeological heritage discourses but also advocate for community resources and resist official archaeological practices. In addition, youth identify connections between themselves and Ancient Maya people they learn about in creative ways.

Home is a place to live and rest, where we get protection, able to feel comfort, tranquillity, and pleasure. In supporting the performance of the Indonesian National Police, institution provides housing facilities for its members to be used during their service period in the region. In accordance with the National Police Chief Regulation No. 13 of 2018, each member of the National Police has the right to a residence for the duration of their term of office in an area, but ownership of the residence does not escape the regulations in it, one of which is the uniformity of the house according to the prototype of the official house design. Over time, the standard and uniformity of the official residence applied to the prototype of the house changed, both interior and exterior of the house, small or large changes so that the official house looked not uniform. This study analyses the trend of spatial changes that occur in each official residence and the factors causing it by conducting direct surveys and interviews with related parties to determine the percentage of changes. The ownership of the official house that changes according to the period of service of the occupants is one of the factors for this change. According to its function, the official residence is only used during the period of service of its occupants, during which time changes will continue and grow. Uniformity is mandatory, as a National Police facility, it is necessary to innovate in order to minimize design changes, both inside and outside the building.

Novel coronavirus pneumonia strikes the city in 2020, making this year special. It also brings us to the attention of the city's public safety and health problem, which directly affects the city's healthy and sustainable development. During the Spring Festival, a large number of migrant workers in labour-intensive cities and towns returned to their places of residence, forming a large-scale population migration across the country, increasing the difficulty of controlling the epidemic. This paper analyzes the labour migration, medical support, government measures and residents of labour-intensive cities and towns, understands the underlying logic of the epidemic situation, puts forward some solutions for urban disaster prevention and control, and increases urban resilience. It mainly includes: 1) building a population mobility information platform, using big data and network to accurately locate, to guide the later epidemic prevention and control and to prevent secondary infection; 2)To solve the problem of insufficient implementation of urban medical supporting facilities and avoid infection on the way to medical treatment, we should set up a temporary medical treatment point according to the "cell neighbourhood" approach in the city; 3)Make good use of online official channels to shorten the time lag between governments in transmitting information and taking measures; 4) It is significant to encourage residents to join in the epidemic prevention and control, to improve the residents' awareness of prevention and control and the ability to distinguish the authenticity of information.

Abstract:
The Residence of Chrysaliskos is one of the most interesting Late Hellenistic fortified con structions, situated in the north-eastern part of the Taman Peninsula. It was excavated in 1970- 1973 by Nikolay Sokol’skiy. This house, which was a residence of a powerful Bosporan official during the reign of king Asandros, was destroyed in a great fire. In the layers of destruction, an important pottery assemblage was unearthed. The materials from the excavations have been preliminary published but without any special analysis of the ceramic complex. We could not distinguish exactly all the production centers of this pottery without ar chaeometric studies, but according to visual characteristics the main part of them belong to Bosporan sigillata, a local group of pottery distributed only in the Bosporan kingdom. Some Pergamene and Knidian vessels as well as their local imitations were also found here. A sepa rate group of pottery of the same shape as Bosporan sigillata was covered with black slip. Several lekythos and unguentaria are also present in the article. Lamps of jug-shape type, typical for the late Hellenistic period, are the most common group among lighting equipment. This article is the revised version of the publication in English in the volume of the Inter national Association for Research on Pottery of the Hellenistic Period (Lomtadze, Zhuravlev 2020). All the parallels for different pottery groups came from Crimea and Taman peninsula, as well as from other regions of the Black sea area and Mediterranean, mainly from the contexts of the second quarter of the 1st century BC From our point of view the Residence of Chrysaliskos could have been destroyed in the late third – early fourth quarter of the 1st century B.C., however it is still not evident what exact historic events could have caused such considerable devastation

Introduction: Neurology training involves practice in infirmaries and outpatient clinics in several subspecialties, as well as training in procedures and examinations. The analysis of Medical Residency Programs (MRPs) in Neurology in other countries is important to identify points of contrast and similarities as a way to keep the national training equivalent to other countries. Objectives: To analyze the duration and characteristics of the training of neurology physicians in Brazil and other countries. Methods: Cross-sectional study by active search on official web pages of governments and organizations/entities representing neurologists from 12 countries: Australia, Portugal, Italy, Greece, India, USA, Canada, Puerto Rico, Argentina, Chile, Uruguay, and Colombia. Information was obtained on the duration of medical school and residency, as well as the characteristics of this. Results: The duration of medical school was 4 to 7 years (median: 6; IIQ: 0.5). Duration in neurology was 3 to 6 years (median: 4; IIQ:1). Developed countries have a median duration of residency of 4.83 years ± 0.68 years, whereas in developing countries it was 3.66 ±0.47 years. Regarding access, 25% of the countries require a prerequisite. Regarding rotations, those present in most of the programs studied were: neurology outpatient clinic (100%), neuroradiology (83%), neuropediatrics (75%) clinical medicine (58%), psychiatry (58%). Conclusion: We identified differences in the standardization of PRM in Neurology among the countries studied. The duration of Brazilian residency is below the average of the other countries studied, but it includes the required rotations in developed countries.

"Growing diversity in Japan's population has not been matched by changes in attitudes regarding ""difference."" The old notion of racial and cultural homogeneity still holds sway in Japan, especially within the official education system. This has led to a disconnect between classroom realities and government policies which do little to address the changing needs of an increasingly diverse student body. For historical reasons, and as a result of more recent demographic trends, there are now large numbers of Koreans, Brazilians, South Asians and other foreign nationals in Japan. Many of these foreign residents have children attending Japanese public schools that were never intended to educate anyone but Japanese students. Moreover, marginalized groups such as members of the LGBTQ and special needs communities are gaining an increasing presence both in public awareness and within the public school system. Despite these changes, changes that are only accelerating, the official school system has done little to foster changes in attitude toward people who are different from the idealized norm. In addition, studies show that these sorts of attitudes can become fixed at a very early age, effectively at the preschool level. This has led us to produce a children’s book intended to serve as a form of diversity training for young children. In this way we hope to encourage more open and accepting attitudes among those who will grow up in an ever more diverse Japan."

This study examines the attitudes and representations of a select group of Hindi mother tongue speakers residing in Kolkata. Hindi is one of the two official languages of India and Hindi mother tongue speakers are the numerically dominant language community in India, as per census. Further, due to historical, political and socio-cultural reasons, enormous importance is attached to the language, to the extent that there is a wide spread misrepresentation of the language as the national language of India. In this way, speakers of Hindi by no means form a minority in Indian contexts. However, as India is an extremely multilingual and diverse country, in many areas of the country other language speakers outnumber Hindi speakers, and in different states other languages have prestige, greater functional value and locally official status as well. Kolkata is one of such places, as the capital of West Bengal, a state where Bengali is the official language, and where Bengali is the most widely spoken mother tongue. Hindi mother tongue speakers, therefore, are not the dominant majority here, however, their language still carries the symbolic load of a representative language of India. In this context, this study examines the opinions and attitudes of a section of long term residents of Kolkata whose mother tongue is Hindi. The data used in this paper is derived from a large scale survey conducted in Kolkata which included 153 Hindi speakers. The objective of the study is to elicit, through a structured interview, their attitudes towards their own language and community, and towards the other languages and communities in Kolkata, and to examine how they represent and construct the various communities in their responses. The study adopts qualitative methods of analysis. The analysis shows that though there is largely an overt representation of harmony, there are indications of how the socio-cultural symbolic values attached to different languages are also extended to its speakers creating subtle social distances among language communities.

Citing the results of specific socio-psychological studies on these issues, the authors suggest the urgent need to merge the positions of a patriot of a small homeland with the psychology of a new cosmopolitan — a person who has realized that the interests of Terra Patrie begin with himself and his needs. If the «old» cosmopolitan has the motto of life: «Where it is good, there is the homeland», then the new cosmopolitan has a different motto: «Where the homeland is, everything should be good».

Communities are the front lines facing Covid-19, in addition to city entrances. This paper uses four mega cities in China as the cases, which are Beijing, Shanghai, Guangzhou and Shenzhen. It uses a text-mining method to express online news about the anti-Covid-19 measures of communities in these case cities, and conducts a qualitative research on 1207 press releases, which are published by official media, institutions and self-media from January 2020 to September 2020. According to the analysis, the main anti-Covid-19 measures in community level include strengthening publicity by using mobile social media; clarifying the situation of every household; intensifying the management of neighbourhood entrance; upgrading epidemic prevention and public health management; cooperation with all social forces; shortening the distance between daily necessities and residents, and preliminary applications of smart technology. On this basis, this article attempts to propose thoughts on enhancing community resilience, including orienting from space to human; using mobile social network apps to promote public participation; enhancing the flexibility of community planning; integrating risk management thinking into community planning and refining community governance with the help of smart technology.

Despite an initial reversal of capital inflows, the COVID-19 pandemic resulted in relatively mild impacts on net capital flows to Emerging and Developing Economies. In contrast to previous crises, gross capital inflows offset residents' outflows, resulting in relatively stable net capital flows and modest current account adjustments. Liquid international markets, access to official resources, and sound fundamentals allowed for capital inflows, thus preventing the additional costs of widespread Sudden Stops during the pandemic. Still, we show a relatively simple model predicted Sudden Stops in net flows reasonably well in countries with weaker fundamentals.

Managing wastes produced during contingency operations in United States Africa Command (USAFRICOM) locations has historically relied on local contract disposal or open-air burn pits, which have been shown to be harmful to the health of service members. Posture locations that can find alternative ways to manage waste, specifically through contracts with the host country’s waste services, can better protect the health and safety of the warfighter and the native landscapes. African waste systems are complex, decentralized systems with considerable regional variation. The lack of government-funded waste management services leaves many residents with few options for safe disposal. The differing waste disposal strategies are described to offer guidance for military operations in the focus countries of Gabon, Ghana, Kenya, Morocco, Niger, Senegal, and Uganda. Relevant international agreements regulating the flow of hazardous waste across borders that can impact disposal plans are also noted. This report serves as a reference to develop waste management alternatives in the USAFRICOM area of responsibility (AOR). Official Department of Defense and Army regulations should be consulted when devising an integrated waste management plan.

Local elections are often contested on the grounds of public safety, but do elected officials have any power to curb crime? Black mayors have particular interest in the issue because Black communities are victimized by high levels of crime and fragile police-community relations. Using data on elections of first-time Black mayors, I find that police forces add more Black officers, a finding that is especially true for mayors with executive authority. Officers arrest 48 fewer potential Black offenders per 10,000 Black residents for crimes where they have the ability to exercise discretion, a finding that is commensurate with the overall reduction in crime. This effect is not visible for similar white arrests. Using changes in the levels of arrests and officers induced by pivotal Black elections, I then estimate the correlation of an additional officer on race-specific arrests. An additional Black officer is related to large reductions in discretionary Black arrests, perhaps suggesting increasing the presence and visibility of Black officers may offer a solution to the “over-policing, under-policing” problem Black communities tend to face.

Many residents in large Californian metropolitan areas are heavily burdened by housing costs. Advocates, researchers, and elected officials in California are debating whether transit-oriented development (TOD) could be an effective tool to mitigate the housing affordability problem by increasing housing supply and reducing transportation costs in transit-rich neighborhoods. This study contributes to this debate by estimating how much Californian families can save on transportation costs by living in transit-oriented developments (TODs). By utilizing the confidential version of the 2010–2012 California Household Travel Survey, this study evaluates the impact of TOD on household transportation expenditures by comparing TOD households with two control groups. When controlling for household demographics, TOD households save $1,232 per year on transportation expenditures—18% of their total annual transportation expenditures. When controlling for both demographics and neighborhood environment, TOD households save $429 per year—about 6% of their total annual transportation expenditures. The study confirms that Californian households save money on transportation costs by living in TODs mainly because they own fewer vehicles. About two-thirds of the savings can be attributed to transit-friendly neighborhood environment and one-third to access to rail transit, which highlights the importance of integrating a rail transit system with supportive land use planning and neighborhood design.

Abstract:
This study explores how local return provisions of local option sales taxes (LOSTs) for transportation are allocated and spent to meet local and regional transportation needs. Local return refers to the component of county LOST measures that provides funding directly to municipalities in the county to be used to meet local needs. Local return has become a fixture in LOSTs; 58 LOST measures placed on the ballot in California (as of 2019) that have included local return in their expenditure plan have an average of 35% of revenues dedicated to local return. Local return provisions in the ballot measures often contain guidelines on how a portion of the money should be spent. The allocation of local return funds to localities has rarely been discussed in research, and spending decisions have to our knowledge never been analyzed. This paper conducts a mixed-methods analysis of all LOSTs with local return, relying on ordinances and other public documents related to local return expenditures, and supplemented with interviews with officials in six counties. Findings indicate that local return provisions are crafted to balance the needs of the county across different dimensions, including trying to achieve equity between urban and rural residents, investment in different transportation modes, and meeting both local and regional policy needs. Moreover, significant accountability mechanisms provide regulations to ensure that funds are distributed to and spent by jurisdictions as promised by the measures. Overall, this research finds that local return is a vital part of LOST measures in California, allowing cities to meet local needs ranging from maintenance of local streets to funding for special programs, while simultaneously aligning local investment with regional priorities.
