Teorie tzv. nových sociálních rizik otevírají kritickou diskusi schopnosti moderních systémů sociální politiky sloužit v postindustriální společnosti jako nástroj ochrany před chudobou a sociálním vyloučením. Život v postmoderní společnosti sebou nese tzv. nová sociální rizika, která souvisejí se změnou výrobních procesů a organizace práce, s globalizací výroby a také s masovým vstupem žen na trh práce. Postavení žen na pracovním trhu závisí na fungujícím systému programů a služeb, který umožňuje kombinaci práce a rodinného života. Pokud nejsou vhodná opatření sociálního státu dostupná, rodičovství s malými dětmi se stává možným rizikovým faktorem vzniku chudoby. V tomto textu je řešena otázka, do jaké míry se převládající socio-kulturní konstrukty kvalitní péče, ideály péče, jak je definuje Monique Kremer, podílejí na reprodukci sociálních rizik spojených s rodičovstvím. Z analýzy politik péče v České republice vyplývá, že opatření rodinné politiky zaměřené na rodiny s dětmi do tří let reprodukují ideál mateřské péče na plný úvazek. Volby, které politiky umožňují, snižují šance žen s malými dětmi na trhu práce. Tím je výrazně ohrožena ekonomická situace rodin s dětmi, zvláště pak rodiny matek-samoživitelek. Přes objektivní socio-ekonomické tlaky, které ohrožují rizikem ekonomické marginalizace rodiny s dětmi, je v rámci opatření české rodinné politiky konzervován tradiční genderový řád.

Studie se zabývá specifickou problematikou příbuzenské pěstounské péče. Jejím prostřednictvím chceme poukázat na podpůrné i limitující faktory příbuzenské pěstounské péče v kontextu předešlých a současných psychických traumat, které se táhnou generacemi rodin pěstounů v příbuzenském vztahu k přijatému dítěti a jsou významným zdrojem přetrvávající psychické zátěže všech zúčastněných osob. Studie zahrnuje výsledky kvalitativního výzkumného šetření technikou hloubkového rozhovoru s patnácti příbuzenskými pěstouny a deseti klíčovými sociálními pracovnicemi pěstounských rodin. Získaná data byla analyzována pomocí vybraných postupů zakotvené teorie. Z výsledku výzkumu vyplývá jednak podoba a následky traumatických a zátěžových událostí u konkrétních jedinců s akcentem na příbuzenského pěstouna a jednak způsob, jakým se tyto specifické zkušenosti promítají do současného života participantů-pěstounů a konkrétně pak do vybraných oblastí péče o ohrožené dítě.

The aim of this master thesis is analysing the accessibility of social services in Pardubicky region and analysing the accessibility of social services in the area around the town of Usti nad Orlici. In the theoretical part of this thesis is the definition of social politics and principles and models of social politics. Next, this thesis describes models of social politics in the selected states of EU- in Sweden, Germany, Great Britain, France and Slovakia. Following of this section follows description of the social politics and system of social services (definition, quality standards and types of the social services) in the Czech Republic. The last section of the theoretical part compares legislations of the social services in the Czech Republic,France and Slovakia. The practical part of this thesis is focused on social services in Pardubicky region. The introduction of the practical part describes the planning of social services in Pardubicky region. The next section analyse the accessibility of social services for different groups in Pardubicky region. More detailed analyses of accessibility of social services in Pardubicky region is focused on area around the town of Usti nad Orlici

Regional Family Policy Focused on Families at Risk Veronika Burešová Introduction: Diploma thesis deals with the activities of regional authorities focused on support of families at risk, in context of the process of transformation of the alternative care system for children at risk in the Czech Republic. The goals: The main goal of the thesis is to explore the approach of regional authorities to the issue of families at risk and what forms this approach. Methods: The research was divided into two parts. Firstly the case studies of thirteen regions (except Prague) were elaborated. Based on these studies, 4 regions were chosen, 2 as examples of good practice, other 2 as examples of bad practices. In these four regions, qualitative semi-structured interviews were done. As respondents a councillor and an officer of regional authority office were chosen. 7 interviews were finally made, 2 respondents answered by email. Outcomes: We can find family as a target group in most of regional plans for the development of social services, but it is usually not a priority. The family regional strategy papers were elaborated only in 5 regions, but not all of them are focused also on families at risk. This thesis is focusing on families at risk of social failure in the Region of Karlovy Vary. The aims of this work are outlining social situation in the Region of Karlovy Vary, mapping network of social service for families at risk of social failure and finding out the most frequent problems these families are struggle with. Outputs are the recommendations for SOS Children's Villages in Doubí in Karlovy Vary based on above presented findings that tells which services for families at risk would be advisable to set up. In theoretical part of final thesis is defined the concept of family at risk and then based on foreign experiences are cited the principles of how to work with these families. Practical part is build on study of feasibility realizes by SOS Children's Villages Association, which was finding out neediness of social services for families at risk and children in the Region of Karlovy Vary, where this organization is considering realization of programs for family support.

This thesis deals with problems of social prevention services for at-risk families with children in the selected location. The main objective for the author is whether the current institutional conditions for provision of social prevention for vulnerable families it possible to avoid placing children in institutional care. The second main objective is to identify problems related to the provision of these services within the institutional settings. The author, using several theoretical and factual resources, describes given issue and translates it to the enviroment of the village with extended powers Ústí nad Labem. Through expert research with selected involved we identified the main barriers which prevent the satisfactory provision of social prevention in the selected location. In Ústí nad Labem there is the highest number of at-risk families with children in the Czech Republic and social prevention services at the location in question are not sufficiently supported neither financially nor in terms off staff.

The main goal of this thesis is to describe the conception of a help to threatened families and children. The thesis is using the interviews with the social workers together with the experiences from foreing coutries. According to these references it suggests care system for threatened families and children in Czech republic. The diploma thesis is focused on a function of families nowadays, risks that impact a function of families and types of dysfunctional families. It defines the terms "threatened family", "threatened child" and theirs legislative framework. The thesis introduces the system of care provided to threatened families, children and its social services. It explains upcoming transformation changes in the system of care provided to threatened children. The thesis is mainly focused on social work with threatened families and remediation of families in the Czech Republic. The discussion with the professionals of social services is supposed to illustrate the main purpose of my thesis. The example for my work has been the current care system in England. I used this material to bring up the idea of new solutions in the system of care provided to threatened families in the Czech Republic.

The main objective of my work was to transparently capture the process of implementation of provision of network supervision in Chrudim through the action research method. The theoretical part has been dedicated to the description of supervision as one of important tools for professional growth of workers in helping professions. Experiences with the provision of interdisciplinary supervision in New Zealand, the United Kingdom and the Czech Republic were described. The second part of the theoretical section was focused on interdisciplinary cooperation in the Czech Republic, specifically cooperation within the network of services for vulnerable children and families in Chrudim. In the research I used the method of action research, which is about dialogue and cooperation of all research participants. Action research investigation stems from everyday practice and aims to find the best solution to a given problem at local level. I used the methods of observation, self-research, focus groups and semi-structured interviews to obtain data. Research participants were employees of the Department of Social and Legal Protection and workers from non-profit organizations from Chrudim and its surroundings. The diploma thesis engages in rehabilitation of families with inexperienced mothers, who are immature to handle the role of mother. Thesis is divided into six chapters, where five chapters are theoretical and one is practical. Theoretical part is focused on the term inexperienced mother in raising a child, family rehabilitation, types of threats for child, communication techniques used in rehabilitation of families and options of assistance. Practical part is based on findings from theoretical part and is accomplished in form of qualitative research, using the method of interviews with social workers from OSPOD. In this part the main research question and two minor research questions are formulated. Research is then analyzed a displayed in graphs. Next comes summary of results, discussion and conclusion. The key topics of this thesis are theoretical concepts that can be applied in practise and methods for social workers focusing on support of exposed families. The structure of this thesis correlates with the topic of the support of exposed families and children; basic theoretical outputs about impact of the primary relation of the children for its growth, questions of diagnostics for family function as means for effective help. Further, selected, in social work applicable for family therapeutic and intervention concepts, models of social work with families following hierarchy scheme prevention and intervention. The aim of this thesis is not to describe provided theoretical models or prioritize any of those models but to highlight the key points that can be useful for family focused social workers. Presented concept of this thesis assumes that social workers are mostly highly educated people in area of social and legal context of providing services however many times they are lacking in area of practical methods of social work, socio-therapy or family therapy as a tool for effective help to families.
