The aim of this master thesis is analysing the accessibility of social services in Pardubicky region and analysing the accessibility of social services in the area around the town of Usti nad Orlici. In the theoretical part of this thesis is the definition of social politics and principles and models of social politics. Next, this thesis describes models of social politics in the selected states of EU- in Sweden, Germany, Great Britain, France and Slovakia. Following of this section follows description of the social politics and system of social services (definition, quality standards and types of the social services) in the Czech Republic. The last section of the theoretical part compares legislations of the social services in the Czech Republic,France and Slovakia. The practical part of this thesis is focused on social services in Pardubicky region. The introduction of the practical part describes the planning of social services in Pardubicky region. The next section analyse the accessibility of social services for different groups in Pardubicky region. Regional Family Policy Focused on Families at Risk Veronika Burešová Introduction: Diploma thesis deals with the activities of regional authorities focused on support of families at risk, in context of the process of transformation of the alternative care system for children at risk in the Czech Republic. The goals: The main goal of the thesis is to explore the approach of regional authorities to the issue of families at risk and what forms this approach. Methods: The research was divided into two parts. Firstly the case studies of thirteen regions (except Prague) were elaborated. Based on these studies, 4 regions were chosen, 2 as examples of good practice, other 2 as examples of bad practices. In these four regions, qualitative semi-structured interviews were done. As respondents a councillor and an officer of regional authority office were chosen. 7 interviews were finally made, 2 respondents answered by email. Outcomes: We can find family as a target group in most of regional plans for the development of social services, but it is usually not a priority. The family regional strategy papers were elaborated only in 5 regions, but not all of them are focused also on families at risk. This thesis is focusing on families at risk of social failure in the Region of Karlovy Vary. The aims of this work are outlining social situation in the Region of Karlovy Vary, mapping network of social service for families at risk of social failure and finding out the most frequent problems these families are struggle with. Outputs are the recommendations for SOS Children's Villages in Doubí in Karlovy Vary based on above presented findings that tells which services for families at risk would be advisable to set up. In theoretical part of final thesis is defined the concept of family at risk and then based on foreign experiences are cited the principles of how to work with these families. Practical part is build on study of feasibility realizes by SOS Children's Villages Association, which was finding out neediness of social services for families at risk and children in the Region of Karlovy Vary, where this organization is considering realization of programs for family support.

This thesis deals with problems of social prevention services for at-risk families with children in the selected location. The main objective for the author is whether the current institutional conditions for provision of social prevention for vulnerable families it possible to avoid placing children in institutional care. The second main objective is to identify problems related to the provision of these services within the institutional settings. The author, using several theoretical and factual resources, describes given issue and translates it to the enviroment of the village with extended powers Ústí nad Labem. Through expert research with selected involved we identified the main barriers which prevent the satisfactory provision of social prevention in the selected location. In Ústí nad Labem there is the highest number of at-risk families with children in the Czech Republic and social prevention services at the location in question are not sufficiently supported neither financially nor in terms off staff.

The main goal of this thesis is to describe the conception of a help to threatened families and children. The thesis is using the interviews with the social workers together with the experiences from foreing coutries. According to these references it suggests care system for threatened families and children in Czech republic. The diploma thesis is focused on a function of families nowadays, risks that impact a function of families and types of dysfunctional families. It defines the terms "threatened family", "threatened child" and theirs legislative framework. The thesis introduces the system of care provided to threatened families, children and its social services. It explains upcoming transformation changes in the system of care provided to threatened children. The thesis is mainly focused on social work with threatened families and remediation of families in the Czech Republic. The discussion with the professionals of social services is supposed to illustrate the main purpose of my thesis. The example for my work has been the current care system in England. I used this material to bring up the idea of new solutions in the system of care provided to threatened families in the Czech Republic.

The main objective of my work was to transparently capture the process of implementation of provision of network supervision in Chrudim through the action research method. The theoretical part has been dedicated to the description of supervision as one of important tools for professional growth of workers in helping professions. Experiences with the provision of interdisciplinary supervision in New Zealand, the United Kingdom and the Czech Republic were described. The second part of the theoretical section was focused on interdisciplinary cooperation in the Czech Republic, specifically cooperation within the network of services for vulnerable children and families in Chrudim. In the research I used the method of action research, which is about dialogue and cooperation of all research participants. Action research investigation stems from everyday practice and aims to find the best solution to a given problem at local level. I used the methods of observation, self-research, focus groups and semi-structured interviews to obtain data. Research participants were employees of the Department of Social and Legal Protection and workers from non-profit organizations from Chrudim and its surroundings. The diploma thesis engages in rehabilitation of families with inexperienced mothers, who are immature to handle the role of mother. Thesis is divided into six chapters, where five chapters are theoretical and one is practical. Theoretical part is focused on the term inexperienced mother in raising a child, family rehabilitation, types of threats for child, communication techniques used in rehabilitation of families and options of assistance. Practical part is based on findings from theoretical part and is accomplished in form of qualitative research, using the method of interviews with social workers from OSPOD. The key topics of this thesis are theoretical concepts that can be applied in practise and methods for social workers focusing on support of exposed families. The structure of this thesis correlates with the topic of the support of exposed families and children; basic theoretical outputs about impact of the primary relation of the children for its growth, questions of diagnostics for family function as means for effective help. Further, selected, in social work applicable for family therapeutic and intervention concepts, models of social work with families following hierarchy scheme prevention and intervention. The aim of this thesis is not to describe provided theoretical models or prioritize any of those models but to highlight the key points that can be useful for family focused social workers. Regional planning of services is one of the key activities of the project "System Development and Support of Social and Legal Child Protection Tools", which aims to support the transformation of the care system for vulnerable children into practice. This thesis had two maim aims. First to analyse the work of municipal social workers in Pardubice county. It sought to answer following questions: what are the current practices of OSPOD workers in various areas of their work? What will the new law on social protection of children change? What else is needed to move closer the best possible practise? The second aim was to estimate what proportion of children currently placed in institutions for babies in Pardubice county would need foster in case the institutions were closed down and what proportion of children currently placed need not be removed from the family at all were their families provided with support. As for the first aim, the analysis has shown that many aspects of the work of OSPOD play an important in the system of care for vulnerable children, yet the current practise in most of them significantly lags behind what could be called best possible practise. The new law will change the situation only partly. On the positive side significant changes in the practise of OSPOD is achievable. As for the second aim, due to limitations of available data, only very rough estimates could be made. But the estimates suggest that not so huge human and financial resources would be required to replace institutions for babies

The thesis deals with the concept of family conferences, which are a support tool for the functioning of families. The paper' s objective is to present information about the character, implementation and difficulties of the practice of family conferences. The text is divided into a theoretical and practical part. The theoretical part focuses on the topic of family, its functioning and possibilities of its support within the Czech system of social care. Furthermore, it provides information about the benefits and the process of family conferences. The research part presents and evaluates the research of documents presenting the reasons for the implementation of family conferences, its impact and development in New Zealand, the Netherlands and the Czech Republic. The research part includes qualitative research carried out in the form of an interview. It provides information about some problem-solving processes in the families. The research findings suggest that we can benefit from experience from other countries during the implementation of family conferences in the Czech Republic and that the families involved in the research are inclined to solving complex situations by their own efforts. The present thesis is concerned with the Importance of Children's Centres influencing an active involvement of the family in the remediation process, a theme so far unexplored in this respect. The objective of the thesis is to design suitable starting points of an individual care plan of families at risk which contribute to returning the child to his or her biological family in the remediation process by way of social rehabilitation. This is fulfilled with respect to partial objectives that reveal the influence of social and pathological effects, partial characteristics of remediation of the family and services rendered, and on the basis of these findings, the author identifies the ways, methods and techniques of health and social work that are applied by Children's Centres in relation to an active involvement of parents in a social rehabilitation process. In addition, the present thesis determines aspects of the multidisciplinary help that assist in participation in the support provided, or, as the case may be, aspects that prevent such participation. The thesis is divided into two parts - theoretical and methodological. The theoretical part is engaged in the family as such, its functions, risk factors, the most common types of parental disorders in relation to a family at risk, families at risk, the contemporary status of care of children at risk. The thesis delineates in detail the forms of threats to children and the key risk factors influencing parents with respect to participation in solving the problem per se. The last chapter scrutinizes the problem of family remediation, its characteristics and stages. Further, the last chapter focuses on activities of "Dětské centrum Jihočeského kraje, o.p.s." [Children's Centre of the South Bohemian Region, public service company] in Strakonice and the social rehabilitation service the Centre provides - ways, methods and techniques of health and social work with families at risk. The content of the methodological part gives an explanation of the importance of the Children's Centre influencing an active involvement of parents in the remediation process using social rehabilitation, by applying the method of a semi-conducted interview as a primary technique of data collection. The data acquired are analysed and interpreted in Chapter eight. Chapter nine presents starting points for an individual care plan that serve, in compliance with the rules enumerated, as a functional tool for achieving an active involvement of parents in the social rehabilitation process. The final chapter concludes and further clarifies the problems at issue.

This thesis focuses on the skills necessary to detect children being at risk from the adults in their surroundings based on the signals that the children manifest. The specific signs are described in the theoretical part, for example, different child expressions (on psychological, physical or behavioural level etc.) which can accompany risk exposure. The thesis also focuses on analysis of different environments in which these signals can be detected (family, school, medical examination etc.). Risk factors of children being exposed to danger in their own families are also analysed. Knowledge of these factors can facilitate the detection by surrounding people. The empirical part examines the signals most frequently used for the detection of children at risk by the adults in their proximity, as well as signs which don't get much attention (the adults are unable to perceive those signals, or they don't consider them as important). This analysis uses the data from "Children Crisis Center" (Dětské krizové centrum). Quantitative content analysis was used for the data survey. The quantity of signals registered by the family carers was compared to the quantity of signals only discovered by psychological examination. This diploma thesis is focused on psychosocial issues related to vulnerable and lonely children, especially with regard to the threat of emotional deprivation. Theoretical part provides definitions of key terms, such as child needs, upbringing, family and its background, psychological deprivation and its consequences; substitute family care, socialization, etc. The aim of theoretical part is to outline development and education of children in out-of-home care facilities in comparison with the care of child in its own family environment. These differences have been analyzed in the research part of the work. The main goal was to contact several involved experts and learn their approaches and opinions regarding the vulnerable children situation in the Czech Republic, which has been facing these issues. Semistructured interview conducted by me with the above experts was focused mostly on asking questions regarding existing {\clqq}imperfections`` in the Family Code and Act on social & legal protection of children, as amended, to highlight the indicators which have negative impacts on successful psychosocial development of children. To provide better picture of the researched issue, the work is complemented by the casuistics of a family with adopted child.

My dissertation work deals with substitute foster care. It's mainly focused on summary of changes in law in the current systém and their contribution to practice. The main goal was to map out the area of substitute foster care from the very first references of foundlings of Bohemia and Moravia. The theoretical part is divided into four chapters that include history, reason of changes from the UN to the amendment of laws and their implementation. Further I describe all forms of substitute foster care in Czech republic including financing and education of foster parents. The last chapter of theoretical part I focused on the substitute foster care system in the UK which is the model for a similar system in the Czech republic. The practical part is dedicated to qualitative research that tries by using the semi-structured interviews to find out how the mentioned changes work in praxis and how they affect the work of social workers and foster parents. The praxis shows that the amendment helps the healthy development of the child however the praxis lacks a coherent tools of social work to its proper fulfillment and functionality.

My thesis, "The Transformation of the Media-Image for Children's Systems of Care" analyzes the system of care for vulnerable children in the Czech Republic, specifically how Act. No 359/1999 Coll. transforms the the socio-legal protection of children. The amendment aims to reform services inthe area of preventive action: the legislation prioritizes the family as the best environment for the child. Under this amendment, a child is placed in institutional care only as a last resort. Additionally, the amendment also professionalizes and standardizes the social-legal protection of children. Transforming a bureaucratic system is always a political process in which different actors are involved, who aim to implement new policies promoting their best interests. The aim of this paper is to describe the image of Czech households in the media depicted by policy actors, and how these images consequently transformed the system of care for vulnerable children. For this purpose, content analysis of media communication, ranging from print media, television networks, radio stations, and websites, and the other complementary methods were applied. Abstract:
This thesis deals theoretically as well as in the scope of application practice with the issue of the children participation in the divorce disputes of parents as basic for the work of the social employee of an authority for the social and legal protection of children. The main target of the thesis was to describe, through the case studies, the course and specifics of the work with the family of a child endangered by the divorce of the parents from the point of view of the social employee of the authority for the social-legal protection of children (OSPOD). The partial target was, based on work with families, to formulate the recommendation for the consulting and activity of a social worker of OSPOD in the family of a child endangered by the divorce conflict of parents. In the scope of qualitative research by means of a case study I applied the method of participating observation, non-structured interview and the analysis of documents to acquire data. Based on the data acquired by these methods I made up four case studies. In three case studies, a more or less developed parental alienation syndrome, each time as a consequence of the alienation syndrome partner. In the four case studies the problems in the relation of the parent and the child after the divorce, originally interpreted by the father as the parental alienation syndrome, appeared as consequence of the non-sensitive involving of the child into the non-settled partner relationships between the parents from the part of parents and grand-parent. The work of a social employee of OSPOD in the investigated families had a consulting aspect, preventive aspect, it was done mainly on the level of individual and group interventions towards parents; that should respect and carry out the rights and duties following from the parental liability; partly the activity was carried out on the level of mediation work. This thesis deals with a topic of specific needs of early traumatised children living in a foster family. The theoretical part is divided into five chapters. The first chapter describes foster care as a part of Czech system of care about children in need. The second chapter deals with the psychological development in early childhood. The third chapter applies itself to early trauma and its causes. The fourth chapter is focused on consequences of early trauma and resulting specific needs of children. The fifth chapter is devoted to the possibilities of working with early traumatised children in a foster family. The following practical part consists of three segments. The first one has a form of research among foster parents. It is focused on specific needs of children and also a need of support, which should be given to foster families. The second section presents the research survey among non-profit organisations that deal with direct support for foster families. It examines their experience with a topic of early trauma. The third section presents a unique project of one Czech organisation, which is focused on the transition of child from institutional care to family environment.

The theses is focused on the work with deprivated families with concentration on the method of family cure an its application in the City of Most. It is work which is based on combination of theoretical and empirical access to the problem which leads to proposal of practical application of the method in praxis. The thesis "System of care for vulnerable children and amendment to the Act on Social and Legal Protection of Children in the reflection of key stakeholders" deals with attitudes of actors involved in the issue of care for vulnerable children towards existing state of system of care for vulnerable children, pros and cons of its partial aspects, as perceived by actors from their point of view. Attention is also focused on the process of change that is sphere of care for vulnerable children currently undergoing in connection with the adoption of the amendment to the Act on Social and Legal Protection of Children, which entered into force on January 1st 2013. Based on the knowledge gained through expert interviews, opinions of actors are illustrated both of the comprehensive conception of the amendment, as well as of relation to its individual measures. This thesis constitutes an analysis and instructions for use of the Communi-crate resources, the 'communication crate' which is a set of specific practical tools used in working with vulnerable children and families as used in the United Kingdom of Great Britain and Northern Ireland and are being introduced in practice in the Czech Republic. The tools contained in this thesis are designed for use by special educators and social workers in direct work with vulnerable families, children, young persons, or even adults. All of these tools have actually been tested and proven in practice and some have been adapted from their original language versions for use in the Czech Republic. In this thesis, the resources contained in the Communi-crate are divided into logical groups and each of them is described structured into chapters accordingly. For most people, family represents a place where they feel safe and loved. But not everyone is lucky enough to have a place like this, to have a functional family. If the biological family does not work as it should and a baby is threatened in some way, the state has several options to help the child. If there are solvable problems in the family, the state can try to help it by various interventions to improve the situation. But if these actions do not help and the child is forced to leave this family, it is necessary to ensure alternative environment for baby. The child can either be placed in institutional care, or to substitutional family care. Considering the shortcomings of institutional care, various forms of substitutional care are mainly supported. Probably the best known form of substitutional care is adoption. In the case of adoption, baby becomes the member of new family and relationships between child and his biological family vanishes. This form is only possible for a small percentage of abandoned children, because most of them still has some kind of relationship with biological family. In the Czech Republic, about one per cent of children grow up outside their own families, mainly children under the age of three. For this reason the Czech Republic has lately received several important challenges concerning a fundamental reform of the children at risk care system. The aim of my thesis was to carry out an analysis of the development and changes in the comprehensive care and in the situation of the children in the Children?s Centre Jihlava and in the Children?s Home Kamenice nad Lipou in the years 2005, 2010 and 2011 in chosen aspects. The research was focused on changes over time in the situation of concrete children?s homes, further on the changes in the provided care depending on the children?s characteristics and specific needs, and finally on the changes in the cooperation with the biological families and in the circumstances how the stay of children is terminated. To achieve these goals of my thesis, a secondary data analysis and SWOT analysis was carried out. Two files were analysed recording the situation in the Children?s Centre and in the Children?s Home during the the years 2005, 2010 and 2011.

Following part consists of social work methods applied in Mezipatro Children's Centre. (in English): This diploma thesis focuses on domestic violence from its history to the definitions of both a person in need and a violent person. It also describes legal tools of protection against domestic violence in the Czech Republic and its possiblities of help endangered persons as well as violent persons from the point of view of social work. The main topic is trans-generational violence in families which deals with these groups: children (descendants) versus parents, grandchildren versus grand-parents and last but not least great-grand parents versus their families. Describing what consequences of the transgenerational violence might have on every single member of family, victims themselves, offenders and their closest relationships. The practical part is based on mixed-research, especifically on surveys questionnaires of professionals from helping professions, who are concerned with the issues of transgenerational violence. The semi-structured questionnaires concentrate on possibilities of help of social work to victims and offenders. Moreover, motives, factors, services, prevention of transgenerational violence and domestic violence are emphasis.

The dissertation thesis "Relationship of parents to minors with regard to the specifics of domestic violence" focuses in particular on judicial proceedings in cases of custody of minors where family relationships are affected by domestic violence. It attempts to explain why it is necessary for the courts to take into account this fact and to adopt such measures within their decisions to provide sufficient protection to persons at risk and at the same time to stop violent behaviour. Domestic violence as a dangerous social phenomenon is described in detail; information on its individual appearances and forms is brought; briefly mentioned are also other scientific disciplines whose knowledge is important not only for the recourse of offenders and the protection of victims but also for creation of a strategy of effective prevention. Negative impacts on mental state of minors are stressed, who must be viewed in all cases of domestic violence as its victims, i.e. also when the violent behaviour is not immediately directed against them. The thesis brings interpretation of the current legislation with reference to the most important changes in the legislation in the last decade. This thesis is focused on educational problems of children in a difficult life situation. The theoretical part deals with social pedagogical concept of a difficult situation in life. It also goes about coping of those situations and their specifics in children. It focuses on child endangerment of his family background and its consequences and symptoms at school. It also describes the various teachers' approaches to the child's situation. The practical part using qualitative research methods, in-depth interviews and document analysis examines the concrete manifestation of difficult life situations from the perspective of three children and their teachers with emphasis on their understanding, assessment and approach to this situation. The difficult life situation of children showed on many levels at school.
