Abstract:
The monograph examines the historical and economic aspects of state regulation of the economy, and concludes that the national results of identical economic policies pursued by individual countries at different stages of development are heterogeneous.
 The necessity of improving the mechanism of centralized influence on economic activity in the Russian Federation by finding the optimal combination of various tools, taking into account the specifics of state regulation of the oil and gas complex as a structural element of the national economy, is proved. The article examines the world experience of oil-producing countries with a developed market structure, analyzes the cause-and-effect relationships between global processes on the world energy market and the internal economic specifics that arose during the modernization of production and the reform of the regulatory mechanism of the Russian oil and gas complex.
 It is recommended to everyone who is interested in the issues of state regulation of the economy and the development of the domestic oil and gas sector: state civil servants working in the fuel and energy sector, managers and employees of oil and gas enterprises, teachers, doctoral students, postgraduates and students.

Abstract Because of the long-standing Canada-United States lumber trade dispute and the current pressure on the world's forests as a renewable energy source, much attention has been directed toward the modelling of international trade in wood products. Two types of trade models are described in this book: one is rooted in economic theory and mathematical programming, and the other consists of two econometric/statistical models--a gravity model rooted in theory and an approach known as GVAR that relies on time series analyses. The purpose of the book is to provide the background theory behind models and enable readers to easily construct their own models to analyze policy questions, whether in forestry or another sector. Examples in the book illustrate how models can be used to say something about a variety of issues, including identification of the gains and losses to various players in the North American softwood lumber business, and the potential for redirecting sales of lumber to countries outside the United States. The discussion is expanded to include other products besides lumber, and used to examine, for example, the effects of log export restrictions by one naton on all other forestry jurisdictions, the impacts of climate policies as they relate to the global forest sector, and the impact of oil prices on forest product markets throughout the world.

A JOA is an agreement between two or more companies which defines their respective rights and obligations in the exploration of a hydrocarbon project. The purpose of the JOA is for the participating companies to share risks (costs) and rewards (revenues) in relation to the project, and to define their respective roles. Among other things, the chapter discusses leading model form JOAs, as well as the interpretation and application of clauses typically found in JOAs, such as exculpatory or liability limitation clauses, pre-emption clauses, and clauses dealing with the consequences of a party's default or forfeiture. It also analyzes case law from various jurisdictions regarding implied or statutory obligations, such as duties of ‘good and fair dealing’ and fiduciary duties amongst the partners.

The energy sector is particularly important on the African continent, which is replete with traditional energy resources such as oil, gas, and coal — and has recently been seeing a growing emphasis on renewable sources of energy. Historically, the African energy sector has been dominated by the petroleum industry, and to a large extent this is still true today. The chapter looks at the legal instruments relating to investors' rights in Africa and dispute resolution mechanisms therein, distinguishing treaties, municipal legislation, and contracts. The chapter concludes that a major trend of resource nationalism exists on the African continent.

This chapter describes a number of international projects in various areas: oil and gas; mining projects; conventional power; renewable energy; nuclear power projects; and the infrastructure of public and private partnerships. Oil and gas projects span a broad range of activities from upstream ‘exploration and production’ projects to downstream LNG and petrochemicals projects. The second part of the chapter begins with a brief overview of the current American, UK, French, Japanese, Korean, and Saudi Arabian power markets focusing on current electricity generation mix policies in these markets and the current and future place of conventional power therein. The text then looks at renewable energy projects. These share many of the characteristics of conventional power projects. However, there are certain crucial differences which will impact upon the contractual structure and risk allocation employed in the development of these projects. Nuclear power projects are perhaps the most challenging power/infrastructure projects to develop and finance. The chapter finally provides a discussion of the applicability of project finance principles and disciplines to a unique and challenging segment of the power/infrastructure sector.

This chapter examines mobilization against new oil development by Indigenous and environmental activists. Drawing on Canadian examples, two key themes are identified. First, anti-oil activism adopts a diversity of discourses and tactical links between particular oil development projects and broader socio-environmental issues such as colonialism and climate change. Environmental opposition often reflects a conservationist approach that emphasizes ecological risks, which compartmentalizes opposition to specific projects from broader analyses of the oil sector. Indigenous opposition is more often grounded in a rights-based approach that emphasizes Canada’s long history of colonization. Second, where there are alignments between Indigenous and environmental opposition against oil projects, appeals to treaty agreements and environmental justice are used by both indigenous and non-indigenous anti-oil activists to challenge energy projects.

This chapter analyses Brazilian public policy on financing renewable energy to address climate change. Conditions in Brazil favour adoption of an increasingly clean energy matrix: with significant innovation in energy policy and technology much of the country’s energy production now comes from renewable sources. The chapter examines the National Policy on Climate Change (Federal Law no. 12.187/2009), the National Fund for Climate Change (Federal Law no. 12.114/2009). Yet, energy for Brazil’s transportation system remains largely fossil fuel-based, and the oil and gas industry is economically important. The chapter discusses the intergration of renewable energy into climate change policy and adoption of climate policy in energy legislation, together with measures such as taxation that support renewable energy. The chapter examines the oil and gas industry economic crisis and the ramifications for financing renewable energy given historic reliance on the fossil fuel sector to fund innovations in renewable energy technologies.

This chapter analyzes the evolution of the energy sector in Brazil, charting shifts in the energy matrix, in particular the rise in renewables and increasing self-sufficiency in fossil fuels. Production of energy in Brazil, particularly electricity, includes a high percentage of renewable sources. Electricity is generated mostly by hydroelectric plants, cars are fueled with ethanol produced from sugarcane, biofuels have good prospects for success, and wind generation of electricity is picking up slowly. The country has managed to become almost self-sufficient in oil production. However, most of the production of energy is in the hands of government institutions, imposing a degree of instability on the system. This chapter has reviewed the effects of some important policies introduced at different points in time. Looking ahead, the chapter concludes that energy policy in Brazil is now moving in the right direction, although significant challenges remain.

To achieve universal energy access will attract huge capital investments. If sub-Saharan Africa is to realize anything close to the ambitious goals set for its energy access, then new actors, innovative funding mechanisms and sustainable technologies will have to be attracted. Finance is needed for activities such as rural electrification, clean cooking facilities, diesel motors and generators, other renewable energy technologies, oil and gas infrastructures, etc. Finance is also needed in research and development of suitable technologies and funding options as well as investment in the capacity to formulate and implement sound energy policies. This chapter examines the varied financing options for energy access in sub-Saharan Africa. It argues that with appropriate laws in place and effective mechanism for implementation, African countries can significantly engage private sector financing, international financial institutions and foreign donors. The role of the law here will be in creating an enabling environment for financing.

After providing an historical context to modern boundaries, the chapter describes how climate change directly impacts land, food, and water access because of increased extreme weather conditions. Thus, climate change can threaten peace and security in fragile regions due to conflicts over diminishing inhabitable territory and natural resources. The chapter assesses how international boundary disputes can be affected by changing demands for oil (eg in Kurdistan and South Sudan), and for renewable energy resources (eg the ownership, use, and control of rivers crossing multiple borders). It also reflects on a more global scope the effects that climate change-related migration has on the modern understanding of international borders.

Energy policy comprises rules concerning energy sources; energy efficiency; energy prices; energy from abroad; energy infrastructure; and climate and environmental aspects of energy production, utilization, and transit. The main theme in energy policy concerns the trade-offs between affordable, secure, and clean energy. Energy policy is a cross-sectoral—or boundary-spanning—policy area, which means that energy policy has implications for or is affected by decisions taken in adjacent policy areas such as those addressing agriculture, climate, development, economy, environment, external relations, and public health. The cross-sectoral character of energy policy is reflected in how it is proposed, adopted, implemented, and evaluated. Putting an energy policy issue on the political agenda can be attained easily, while the diversity of interests of the actor groups that are potentially affected by the proposal can complicate the policy process. The implementation depends on whether the energy policy measure in question is of a local, national, or international nature; and to what extent the implementation entails joint efforts by state and non-state actors. As with policy instruments adopted in any other policy area, the evaluation of an energy policy’s success is likely to vary across the different actor groups involved.The analytical perspectives on energy policy depend on the energy source of interest. Research concentrating on fossil energy sources (i.e., coal, oil, and natural gas) has traditionally adopted the analytical lens of international relations and international political economy. A similar research interest can be observed for studies of unconventional fossil energy sources (i.e., oil shale, oil sands, and shale gas) and nuclear power, although the centrality of risk and uncertainty in the analytical frameworks adopted help to connect these topics more directly with the public policy literature. The energy policy issue that has been on the research agendas of all political science subfields—including comparative politics—is renewable energy. Questions concerning the supply and management of energy infrastructure have received attention from public administration scholars.

While the literature on the water-energy nexus tends to focus on scarcity and security, scientific research is revealing increasing concerns with the impact of energy production on water quality. This chapter explores the politics of energy and water quality, with a focus on water contamination associated with coal and shale gas development. It presents evidence of the effects of fossil fuel exploration and production on water quality, noting the life cycle water quality impacts of the coal industry and emerging work on the effects of unconventional shale gas and tight oil associated with hydraulic fracturing. While the science is drawn primarily from the United States, the chapter then considers the global implications of these findings for policy design. It argues that current regulatory approaches are mismatched with the environmental risks and calls instead for a holistic approach to policy design and management that brings together the energy and water sectors.

For the past three decades scientists have urged us to abandon fossil fuels as rapidly as possible. Despite these pleas, the global energy sector has retained a familiar profile, dominated by the use of oil and natural gas. Only states have powers that are commensurate with rapidly reshaping societies in sustainable ways, but how do their politics enable these surges in sustainability? Shocks, States, and Sustainability answers this question through a comparative historical study of four radical environmental reforms: in the Dust Bowl during the New Deal, in Britain after World War II, in Cuba after the Soviet collapse, and in the Gulf of Maine after the Depression. This analysis suggests that states reform environmental practices in the aftermath of focusing events that draw popular attention to environmental degradation and suggest sharp limits in the availability of natural resources. These crises prompt the creation of encompassing coalitions of diverse peoples who push through laws and regulations that conserve natural resources.
