Abstract:
This chapter describes two fiscal squeezes under the Conservative majority-party governments led by Margaret Thatcher in the 1980s. The first comprised a hard post-election squeeze on revenue in the middle of a major recession and mass unemployment, beginning with an abrupt hike in VAT rates in 1979 and severe tax rises in the 1981 budget. The second comprised a strategy of holding down spending increases that led to public expenditure falling relative to GDP (but not in constant price terms) over an extended period as recession was followed by economic recovery from 1983. These periods of squeeze took place in an era of deep polarization between the two main parties and bitter industrial unrest and were fuelled to a considerable extent by sharply increasing North Sea oil revenue and widespread asset sales in the form of privatization of state-owned enterprises that counted as negative expenditure.

Low-Energy Processes for Unconventional Oil Recovery fills a gap in oil and gas literature. Today, in our globalized society, the oil industry has to demonstrate how oil recovery can be done responsibly over the life-cycle of the project, clearly articulating energy efficiency as well as limiting CO2 and environmental footprints of the chosen recovery processes. The authors bring together their complementing expertise to provide the reader with an in-depth discussion of a range of alternative recovery techniques. Most recovery methods included are focused on heavy oil recovery, but some have applications in light oil reservoirs as well. With the recent industry drive and focus to recover hydrocarbons from tight rock and shale resources, a chapter has also been devoted to shale oil recovery.

Transient well testing provides indirect determination of reservoir and well parameters. It is one of the most important in a spectrum of diagnostic tools used by petroleum engineers to characterize hydrocarbon assets and predict their future performance. This new monograph is the go-to handbook for designing, running, and analyzing different types of transient tests in oil and gas reservoirs. Since the publication of SPE’s last monograph on well testing, considerable advances in testing tools, computing technology, and theoretical development have continued to enhance the information that can be obtained from transient testing and change the methods of interpretation. A gap in the petroleum engineer’s library for a comprehensive book covering the state of the art in well-test analysis has existed for some time now. Abstract:
This volume contributes to the literature on the Arab World in two main ways. First, the regional focus on the role of institutions and macroeconomic policies fills an enormous research gap as this has been largely understudied, mainly due to the insufficiency of informational disclosure by governments in general and especially fiscal institutions. Hence, an important contribution of this volume is to reveal more detailed information concerning problems and policies of the region’s oil exporters. Second, given the constraints hindering macroeconomic reforms in Arab oil-exporting countries, it offers a novel political economy analysis that examines the ways in which resource endowments affect political regimes and the choice of macroeconomic institutions and policies in oil-rich Arab economies. The four main questions addressed in this volume are: (i) Do institutions (both political and economic) matter for macroeconomic policies in Arab oil exporters, and if so how? (ii) What are the main features of the macroeconomic institutions (fiscal, monetary, and exchange rate regimes) that are most effective in mitigating commodity price volatility, growth volatility, inefficiency in expenditure allocations, and corruption? (iii) How well are existing fiscal institutions performing in terms of fiscal policies and outcomes? (iv) When fiscal institutions are not performing well, what should be done about this?
