ZusammenfassungExterne Kosten den Verursachern anzulasten ist ein aus marktwirtschaftlicher Sicht richtiger Weg. Das Funktionieren des Preissystems wird verbessert. Die deutsche Ökosteuer erfüllt diese Anforderungen nur höchst unvollkommen. Aus populistischen und wahltaktischen Motiven werden private Haushalte, große und kleine Unternehmen in unterschiedlicher Weise belastet. Die Höhe der Steuersätze orientiert sich nicht an der Emission umweltschädlicher Gase. Die Steinkohle, bei deren Verbrennung hohe Kohlendioxid- Emissionen entstehen, wird begünstigt. Für die Umweltpolitik der Gemeinschaft entstehen somit Chancen für neue Initiativen. Dabei wäre die Bundesregierung gut beraten, eine Umweltpolitik für Europa zu betreiben, die nicht nur die eigenen Interessen berücksichtigt.
