Abstract:
The present study investigates household consumption pattern of snail meat in Oluyole Local Government Area of Oyo State. A multistage random sampling technique was used to administer the questionnaires to a total of 120 respondents. Data collected were analyzed using both descriptive statistics and inferential statistics. The socioeconomic factors analyzed showed that age group between 31 and 40 (45.0%) consumed snail more while age group between 51 and 60 (11.70%) consumed less snails. The majority of respondents were Married (60.8%) and possess secondary education (54.2%). Most of the respondents (95.8%) consume snail meat but most of them consume snail meat on a seasonal basis unlike beef and fish. Furthermore, fried form of snail meat is mostly (65%) preferred when compared to cooked form (24.2%). The regression analysis shows that the consumption of snail meat depended on the price, household size, educational level, household income, nutritive value, occupation and its availability. Problems associated with snail meat consumption in the study area include Price, income level, unavailability and cultural belief. Based on the findings, this study recommends that extension workers should engage the public on the need to get involved in the rearing of snails to make it readily available all year round and thus make it more affordable for all sundry. Abstract:
Poultry production at all levels appears to be lucrative and profitable but many factors appear to limit the involvement of rural dwellers in this sector. This study was carried out at Oluyole Local Government Area Oyo State to assess the level of involvement of rural dwellers in small scale poultry farming. Some parts of Oluyole local government were purposely selected for this study because of higher concentration of rural dwellers that are involved in poultry production. A total of ninety five respondents were sampled and had a well-structured questionnaire administered to them to determine their socio economics characteristic, their level of involvement, benefit derived and constraint faced in poultry farming. Data were analyzed using descriptive statistics of frequency counts, percentage and means, Chi-square and Pearson Product Moment Correlation (PPMC) at 0.05% level of significance. The results show that majority of the respondents were males (61.1%), married (68.8%) and have tertiary education (59.1%). Majority (50.5%) of the respondents were between the ages of 31-45years. Socio-economic characteristics such as age, region, sex, educational level, household size and income had no significant relationship with the respondent’s level of involvement in small scale poultry farming (P<0.05). Results on level of involvement shows that most (48.8%) of the sampled correspondents were involved in boilers production. The study also shows that the benefit derived in poultry farming remained the same regardless of the level of involvement of the farmers in various poultry activities, with r –value (0.177), p-value (0.089) indicating that the relationship is not significant (P<0.01), it also indicated that the relationship between the constraints facing the respondents and their level of involvement is not significant with r –value (0.154). Also, the major constraints facing the respondents included difficulty in accessing loan and quality feed. Government should therefore make loan facilities at affordable interest rate while all the stake holders should work together to improve farmers’ access to quality feed, vaccine, technical know-how and adequate extension workers.

Abstract:
The growing demands for forest goods and services are putting serious pressure on the resource base, leading to over-exploitation and subsequent forest degradation. In Nigeria both natural and plantation forests could not meet 100 million m3 of the 180 million m3 wood demand in 2000. At present, one of the most challenging problems facing the country is the production of sufficient food and fiber to meet the needs of the ever-increasing population (Peters, 2005). This study examined the effectiveness of forest management in Onigambari forest reserve, Oluyole Local Government Area Ibadan, Nigeria. The study employed a simple random sampling technique to select 43 forest farmers randomly. Descriptive tools such as frequency distribution, percentage, mean, ranking and Pearson product moment correlation (PPMC) was used as inferential statistical tool to determine the forest management performance in the study area while Student T-test was used to test for the significance difference of the relationship between the forest managers and locals. Result showed that mean age of respondents is 39.65 years. A tittle above Forty Eight percent of the respondents were females while 51.16% of the respondents were males, A tittle above Eighteen percent of the respondents were single while 81.40% of the respondents were married. The result of Student t- test revealed that the mean of age is higher than the mean total effects indicating improved performance of age on the total effects in the study area. The p value (0.0000) is smaller than the chosen alpha value (0.05) which has the t-value of 6.840. The result further revealed that deforestation is now becoming history as a result of land use policy on forest management and it has the highest weighted mean score of 2.86 and ranked as the first, followed by the demand of local industries can partially be met second (WMS= 2.74). The result on Pearson product moment correlation revealed that some of the selected factors such as poor participation of people involved in forestry (r= 1.000**; p <= 0.01), use of inexperience foresters (r= 0.262*; p <0.05) and poor conflicts management between local farmers and foresters (r= 0.387*; p < 0.05) respectively exhibited a significant relationship between forest managers and locals/indigenous people. The study recommended that there should be increase in communication among all stakeholders to ensure the harmonization of all interests towards a better use of forest resources, also effective continuous public enlightenment is essential to secure the interest and participation of farmers with an effective mechanism for good governance, equitable benefit sharing, and lastly, conflict resolution mechanism should be established.

Abstract:
The present study presents an ethnobotanical survey of the plants used in the treatment of mosquito transmitted diseases in Egbeda, Oluyole, Ibadan South-East and Akinyele, Local Government Areas in Oyo State, Southwest Nigeria. The survey was conducted through interviews using semi structured questionnaires. Twenty-four respondents, comprising of Traditional Medicine Practitioners (TMPs), herbalists, herb sellers, and the elderly were interviewed. Fourteen (58.3%) of them were males while ten (41.7%) were females and their ages ranged from 28 to 65 years. The Use-Mentions index (UMi) was calculated for each plant. Thirty-seven plant species belonging to 25 families were found to be useful for the treatment of mosquito transmitted diseases in the study areas. Ethno-medicinal information gathered on the plants includes vernacular names, plant parts used, forms of application and method of administration. The most prominent plant family is Euphorbiaceae with four species, while Lamiaceae, Fabaceae, Meliaceae had three species each. Other plant families include Apocynaceae, Combretaceae, Cucurbitaceae, Asteraceae with two species each. In all, the commonest species among the recipes given by the respondents was Hyptis suaveolens having a UMi of 0.250. Ocimum gratissimum, Xylopia aethiopica, Chromolaena odorata, and Nicotiana tabacum all had UMi of 0.167each. The study plays an important role in documenting and conserving traditional knowledge on medicinal plants used in treating insect transmitted diseases.

Abstract:
Abstract This study investigates the properties of Lonchocarpus sericeus to determine its potential use for timber. Three matured trees of L. sericeus were selected from a forest located in Longe Village, Oluyole Local Government Area in Oyo State, Nigeria. Discs from the harvested trees were collected at the base (10%), middle (50%), and top (90%) and further partitioned into inner wood, center wood, and outer wood. An investigation was carried out to characterize the wood age, density, shrinkage, impact strength, modulus of elasticity, modulus of rupture, compressive, and shear strength. The ages were 28, 29 and 32 years. The mean wood density at 12 percent moisture content was 836.63 kg/m3, which shows that it belongs to the high-density wood category. The mean shrinkage values in the radial, tangential, and longitudinal directions were 2.50, 3.99, and 0.78 percent respectively; the volumetric shrinkage was 6.36 percent. These shrinkage values were indicative of good dimensional stability. The mean impact bending strength, modulus of rupture, modulus of elasticity, maximum shear strength parallel to grain, and maximum compression strength parallel to the grain were 24.14, 114.18, 11,276, 12.76, and 47.16 N/mm2, respectively. End-use assessments suggest that the wood species can be used in similar applications as well-known timbers. The study found L. sericeus to be very dense with high strength in comparison to well-known timbers. It was observed that the mechanical properties of the species decrease from the base to the top and also increase from the outer wood to the core wood.

Lithuanian public e-services at the level of municipalities are lagging behind the level of the central authorities. This is due to many factors, which leads to a slight lack of good position. A large proportion of the municipal authorities do not have e-service development strategies, or governing documents by the activities of the virtual space. It should be noted that this situation is in the part of central authorities too. This leads to the situation that the strategy aims are not fully realized. Although individual government institutions have been successful and effectively developing e-services, e.g. the State Tax Inspectorate is at the fifth level of public service. In order to improve the needs of society and citizens, a public service list was formed, whose services should be transferred as soon as possible to the virtual space, and provided with the levels of public e-services. The implementation of established goals can expect significant improvement in this area. Important, but still weak-moved to the virtual space of the public service areas is the environmental area. There has been no public e-service concept of environmental area in Lithuania yet. The article describes models of public e-services in the field of waste management.

The stakeholder theory has been in the management agenda for about thirty years and reservations about its acceptance as a comprehensive theory still remains. It was introduced as a managerial issue by the Labour Party in 1997 aiming to make public management more inclusive. This article aims to contribute to the stakeholder theory adding descriptive issues to its theoretical basis. The findings are derived from an inductive investigation carried out with English Local Authorities, which will most likely be reproduced in other contexts. Data collection and analysis is based on a data triangulation method that involves case-studies, interviews of validation and analysis of documents. The investigation proposes a model for representing the nature of the relationships between stakeholders and the decision-making process of such organizations. The decision-making of local government organizations is in fact a stakeholder-based process in which stakeholders are empowered to exert influences due to power over and interest in the organization's operations and outcomes.

Abstract:
The Asa local government area of Kwara State, Nigeria, is largely challenged by dwindling revenue generation leading to sustained budget deficits and paucity of funds for sustainable development of the area. This paper examined the income generation capacity of the local government and its implications for community development. The study used both primary and secondary data research methodology, which were interpreted and analysed. Findings from the study were that Asa local government generates insufficient revenues from both internal and external sources due to weak federal allocation and irregular remittance of its statutory financial allocation from the state joint account. The capacity of the local government to generate sufficient internal revenue is also challenged by poor tax collection capacity and enforcement policy and embezzlement of a large chunks of internally generated revenue by local government officials. The low revenue generation has reduced the construction of feeder road and community markets, and reduced drug supplies to the local government dispensary. The study concluded that Asa local government lacks adequate capacity to generate the required revenue for community development and recommended better training for the revenue collectors, improved political and financial autonomy for local governments and proper utilisation of revenue generated to improve community development in As a local government.

The Training and Development Scheme (TDS) is an affirmative action-based program located in the Greater Durban Area of Kwazulu-Natal. The program was conceived in 1992 to address the racial and gender disparities in the Durban Metropolitan Area. At the time the Scheme was introduced, the transition from an apartheid city council to a non-racial council had yet to take place, and the uneven racial and gender employment patterns were all too evident. The TDS would be one of the mechanisms to address the under-representation of Black (Indian, Colored, and African) employees in the management cadre of local and provincial government. The Training and Development Scheme has since evolved from a small affirmative action pilot project into a comprehensive human resource development program with additional objectives and partnerships. It is envisaged that at the end of the 1997–98 program, approximately 145 participants would have graduated from the Scheme. The participants would have been provided with education and training that complies with the requirements of the National Qualifications Framework and is dynamically linked to the broader institutional transformational issues of local and provincial government management. The Training and Development Scheme has since been upgraded and since 1998, has been offered as a Post-Graduate Diploma in Public Administration (Development Management) by the School of Public Policy and Development Management of the University of Durban-Westville.

Abstract:
Data on the prevalence of pollen in the atmosphere is limited and almost non-existent for Lagos State and Nigeria. Pollen grains are known to be highly allergenic and thus they are potential causes of respiratory diseases. To investigate airborne incidence of pollen, so as to construct a pollen calendar and contribute to current trends in the development of aeropalynology/allergy study in Nigeria, three highly populated locations in Shomolu Local Government areas of Lagos State: University of Lagos, Bariga and Gbagada, were sampled. Aero-samplers were harvested monthly from January 2013 to December 2013. After acetolysis treatment and analysis, the total pollen count was 4393, belonging to 38 pollen taxa and 29 families. The main taxa include Poaceae, Cyperaceae, Amaranthaceae, Ludwigia and Alchornea. Monthly pollen counts were highest in October and lowest in June. Almost three-quarters of the total pollen content came from grasses and weeds. This composition reflects the ornamental and grassland flora of the town, as well as the natural vegetation surrounding the urban area. The total pollen concentration correlates positively with the temperature and negatively with the wind, rainfall and relative humidity, which was similar in the dominant taxa Amaranthaceae and Alchornea. Dominant taxa Cyperaceae and Ludwigia have significant positive correlation with wheezing cough. Results from this work will form the basis for a forecast service required to inform and educate the general public and allergy sufferers about pollen distribution in Lagos State.

The local government centre is an area that accommodates various local government activities, both administrative activities and services that meet the needs of the community. In Indonesia, form of the area is usually an office complex of executive institutions which is led by the head of the local government along with the local government apparatus, and the local legislative assembly. Besides having office facilities, the area is equipped with various public service facilities, such as commercials; trade and services; as well as education and health facilities. As a result, the area is not only a local government centre but also centres of service and local development growth. At this time, the government centre of the Brebes Regency has been able to become an important growth centre for the regency. Unfortunately, the area is only able to support development growth of the northern region of the regency, but it has not been able to encourage equitable development throughout all of the regency area. This study aims to determine a new location for the government centre of Brebes Regency. In contrast to other relocating of the local government centre aiming to resolve existing problems of the centre, the relocating centre of the Brebes Regency aims to increase the equitable distribution of local development. Taking into account the criteria of geographical conditions; conformity with spatial planning; land availability; social, cultural, and historical conditions; politics and security; facilities and infrastructure; and accessibility, as well as using the Analytical Hierarchy Process (AHP) method, the selected area is in the Bulakamba District, out of the 6 alternative districts assessed. This district has some advantages of its location in the middle region of the Brebes Regency, adequate spacious area, proper land ownership status and accessibility.

In particular we want to see the effect of public investment on the development of local area - measured by GDP and employment - and therefore the effect that the development of the area determines the location decisions of businesses.In other words, we therefore wish to demonstrate how the infrastructure is one of the determinants of competitiveness and development potential of an area of active firms. A good level of infrastructure produces significant advantages (so-called positive externalities) for the local economy because, not only allows to increase the productivity of factors of production, reducing costs, but also influences the degree of attraction of the area (residents, tourists, businesses, funders), the location decisions of new businesses, the strengthening of existing ones.The conceptual framework draws on the contributions made by many national and international literature on the role that public investment play in economic growth in the territories and the attractiveness of the territory.The paper is organized in two parts. Part 1 discusses the concept of local public investment, which is under a legal entity, examines the issue of investment planning and illustrates how the literature has suggested and tested empirically with reference to the role of public investment in the dynamics of growth and competitiveness of the territories. AbstractUnion Parishad (UP) is the lowest tier of rural local government plays an important role to fulfill the demand and aspiration of local people and the overall development of the country. But UP (Union Parishad) in Bangladesh are yet to perform optimal local revenue mobilization. This paper examines opportunities and constraints local revenue trend and performance and the problems of revenue mobilization and to provide a strategy for reducing dependency on the central government and enhancing the revenue collection of Union Parishad. The analysis is exemplified by exploratory and descriptive method and social survey has been arranged for collecting data and information from Unions of Bajitpur upazilla under Kishoregonj district. A general conclusion emerging from the study is that despite revenue potentials, weak revenue administration, less power to create new source of revenue, lack of people’s participation, lack of permanent tax collector and political and central control are the major impediments on local resource mobilization. This study tries to explore potential area of resource and suggested to control political pressure, to set up campaign and workshop on resource mobilization and bringing awareness among the citizens as well as UP officials.Key Words: Local Resources, Mobilization, Dependency, Central Government, Potential Income Area.

This study examined the role of local government in community development in Nsukka Local Government Area of Enugu State, Nigeria. A total of 420 people participated in the study. The study sample of 420 persons comprised 220 community development officers selected from the study area and 200 adult educators randomly selected from Enugu State. The entire population of the study was used due to the size. A 21-item structured questionnaire developed by the researchers was used as the instrument for data collection. Mean and standard deviation were used to answer the research questions. The study revealed that the budget allocation sent by the government to the responsible departments in the local government is not always received as and when due for the effective implementation of community development projects. It was concluded that a higher monitoring authority should be set aside to monitor and supervise the existence of checks and balances between the regulations of the local government areas.

The project titled “Entrepreneurial management of the local government” was conducted in selected municipalities of the Metropolitan Association of Upper Silesia and investigated the extent to which employees of the Municipal Office in Sosnowiec and the Municipal Office in Chorzów understand the issue of entrepreneurial management of the local government. The results of the study demonstrated discrepancies in the understanding of the term “entrepreneurial management of the local government”. Therefore, the outcomes of the report could stimulate the municipal institutions’ management to improve the management process, taking place in their institutions. Moreover, the collected data could be an incentive for scientists to perform further research in the area of public service, as it rarely appears in the scientific publications.

The study was guided by Three research questions and objectives in line with the statement of problem. The study extensively reviewed existing literature on the subject matter with focus on government approach towards the development of informal economic sector in Yenegoa .Problems and challenges of the sector was also look at.From the analysis the study found out that there exist no concrete local government policy on the informal economic activities in Yenegoa local government which eventually is the capital of Bayelsa.The lack of policy created poor coordination of the sector and by extension loss of developmental revenue.The lack of policy also hinder the council proper provision of micro credit facility to the sector.These problem culminated to the use of available space including the roads by retailers and road side traders to carry out trading activities.The lack of policy has made all maner of persons to collect illegal taxes from those involve in the informal economic activities.Based on these findings the study recommends among others adequate policy regulations and provision of micro credit to boost economic activities at the informal sector.

An array of UK government initiatives have been launched since 1997, collectively being known as the local government modernization agenda. This can be seen as an attempt to transform the structures and performance of local authorities in the UK. A parallel set of initiatives, the electronic government agenda, were launched in 2000 and have attempted to extend the use of information and communication technologies (ICTs) within local government. This paper describes the context for and themes within both agendas, the aim being to describe the existing and likely dynamics of the relationship between innovations in ICTs within local government and the modernization of local government. The paper presents an analysis of the electronic government strategies of 22 Welsh unitary authorities and uses this analysis for highlighting a number of issues relating to the progress of the electronic local government agenda within the UK. The paper concludes with a call for longitudinal investigation in this area.

Instead, such issues are often obscured by the media sensationalising Treaty settlement processes, Maori fisheries, and Pakeha political assumptions about what Maori want. Amidst talk of fish, cash settlements and development, little Treaty jurisprudential thinking addresses the complex legal, cultural and economic issues surrounding local government and Máori. It is the purpose of this article to expand Treaty jurisprudential thinking in the area of local government, and to advocate a direction for local government Treaty obligations.

A total of 556 individuals in Agbalenyi Community of Oji-River local government area of Enugu State, Nigeria were studied using questionnaires, focus group discussions and key informant interviews to determine the socio-cultural factors affecting the transmission of onchocerciasis. The result revealed a low level of knowledge about the cause, prevention and complications of onchocerciasis. Respondents have developed a cultural system around the disease due to long exposure. The majority are aware of the disease which they recognize once their body starts itching or musculoskeletal pain develops but only 64·4, 34·0, 1·4 and 3·6%, respectively attributed chronic itching, nodules, bad vision and leopard skin to blackfly bite. Other perceived causes mentioned include ageing, the type of food eaten, farm work and ‘bad blood’. Only 0·8% knew diagnosis could be made through skin snips. Neither Oji-River nor any of the river systems were associated with any of the complications of onchocerciasis. Significant differences in most socio-demographic characteristics were associated with differences in the level of knowledge about the disease.

Poor access to water is often linked to poverty, human welfare, health, nutritional status, and household labour. This paper is aimed at contributing to the debate surrounding water poverty in the rural areas. Primary data obtained covering water resources, access, capacity, uses, and environment were collected using closed-ended questionnaires. Altogether, 370 household heads were sampled and were selected by systematic random sampling technique. Multiple correlations, factor analysis and multiple regression methods were used to determine the level of relationship between the Water Poverty Index (WPI) components. The results revealed that: WPI is the highest in Elenke/Sagbo (72.3%) and the lowest in Onigbeti II/Sagbon (55.5%). Also, WPI has a strong positive relationship with resources (r = .656), capacity (r = .705) and environment at 95%. Percentages of explanations of WPI ranges from 86.45% in Onigbeti I to 50.99% in Aboke.The results of multiple regression between WPI and components showed that components were weak predictors in 5 wards (Onigbeti III &IV, Onigbeti II , Onigbeti I, Seriki Agbele Aboke and Abogun wards). The paper posits that access to water in Olorunsogo Local Government Area (LGA) is generally reasonable. The paper suggests stronger government presence to improve and sustain the level of access.
