Abstract This article examines how the amount of time students spend on a low-stakes test, motivation, and local test administration procedures represent problematic intervening variables in the measurement of student learning. Results from successive administrations of the Collegiate Learning Assessment at a public comprehensive university reveal wide year-to-year variations in student performance that may be related to effort rather than cognitive ability. Findings call into question the efficacy of low-stakes testing to measure educational achievement or institutional effectiveness for accountability purposes.

Abstract:
144 Background: Off-Shift Administration (OSA) supports the senior leadership by overseeing clinical operations for both inpatient and outpatient areas at MD Anderson. Our team is responsible for resolving and/or managing issues that could impede patient care, particularly when unsuccessful at the departmental level. This project focuses on streamlining inpatient discharge activities. Data reports from December 2010 to February 2011 revealed that OSA received 1,923 assistance requests institution-wide of which 13% were case management related. A taskforce familiar with patient care and case management processes ultimately resolved to decrease the number of calls made to Off-Shift Administration requesting case management services by 50% by June 2011. Methods: The pilot period began March 1, 2011 and ended May 31, 2011. The earliest intervention was to re-route after hours case management requests directly to the case manager on-call. In the new process, the RN paged the case manager on-call directly who would then escalate calls to OSA as deemed necessary for internal support. A staff education plan complemented the intervention. The education plan entailed in-services with nursing staff, discharge planning teams and nurse leaders for each unit. Education by way of posters was delivered on select units. Piloted areas were also surveyed to assess their knowledge of case management processes and wait time experiences. Results: Outcomes were favorable. OSA experienced an 80% reduction in call volume from the piloted areas. Survey results showed educational efforts yielded a positive practice change and increased awareness of case management protocol. Survey results also revealed a 20-minute reduction in wait time for case management assistance. Certainly, of greatest benefit were the reduced wait times and more expedient patient care and customer service for staff. Conclusions: The project was successful and knowledge gained was be used to implement permanently and within all patient care settings. This project also serves as a useful paradigm of Clinical Operations’ improved ability to distinguish operational trends requiring attention, thereby increasing operational efficiency and customer satisfaction.

Abstract:
Purpose – The Comprehensive Assessment of Leadership for Learning (CALL) is an online task-based assessment of distributed instructional leadership. In developing CALL, researchers faced the challenge of structuring survey items that would measure leadership practice rather than individual traits. Critical in this work was developing items that accurately reflected current leadership practice. Therefore, the purpose of this paper is to pilot the CALL instrument and conducted cognitive validity testing on the instrument. Design/methodology/approach – CALL researchers piloted the survey in six schools in Wisconsin in order to test and refine the survey instrument. Researchers conducted cognitive walk-through interviews with five participants from each school: principals, associate principals, teachers, department chairs, guidance counselors, and activities directors. The interviews focussed on specific items in order to observe the users’ thought processes and rationale in choosing a response for each item. The researchers focussed on relevancy, clarity, and accuracy of survey items in collecting and analyzing the resulting data. Findings – Three specific survey items were identified that exemplify these challenges and opportunities such as: accessible language, extended leadership, socially desirable responding, 360-degree perspectives, applying appropriate terminology, and identifying appropriate practices. These findings provided insight into survey development work and implications of distributed leadership. The authors discuss the challenges of creating a task-based leadership assessment. Originality/value – Developing a formative assessment of school leadership is valuable in supporting school leaders’ work. The process of utilizing a qualitative approach to develop a quantitative instrument has proven critical in measuring task-based distributed leadership.

York and Vance (2009) make the observation that “one obstacle to marketing an embedded librarian service is that there is no consensus on what to call this practice” (p. 206). This librarian agreed and as her goal was to “win favor and confidence by imperceptible degrees” (Merriam-Webster, 2013) she chose to call it insinuation of the library.

Abstract:
The effects of epinephrine administration timing on patients with out-of-hospital cardiac arrest (OHCA) following traffic collisions are unknown. We analyzed the 2013–2019 All-Japan Utstein Registry data of 2024 such patients aged ≥18 years who were resuscitated by emergency medical service (EMS) personnel or bystanders and then transported to medical institutions. Time from 119 call to epinephrine administration was classified into quartiles: Q1 (6–21 min), Q2 (22–26 min), Q3 (27–34 min), and Q4 (35–60 min). Multivariable logistic regression analysis was used to assess the effects of epinephrine administration timing on one-month survival after OHCA. Overall, the one-month survival rates were 3.2% (15/466) in Q1, 1.1% (5/472) in Q2, 1.9% (11/577) in Q3, and 0.2% (1/509) in Q4. Additionally, the one-month survival rate decreased significantly in the Q4 group (adjusted odds ratio, 0.07; 95% confidence interval, 0.01–0.57) compared with the Q1 group, and the probability of one-month survival decreased as the time from the EMS call to epinephrine administration increased (p-value for trend = 0.009). Only four patients (0.9% [4/466]) with the earliest epinephrine administration showed a good neurological outcome.

This article explores some aspects of the place of gender in educating public administrators for leadership, an important component of re-orienting women’s public sector role. While previous research has examined the place of gender in the Master of Public Administration (MPA) diversity and core courses, this study adds to our knowledge by analyzing gender in popular introductory MPA textbooks and in leadership courses. The aim is not only to see whether these offerings cover gender issues but whether they explore such issues only through a legal lens or supplement that approach with analysis of stereotypes in the gendered workplace—what management scholars call second-generation bias issues. The research finds that introductory textbooks and most leadership courses do not include material on second-generation bias issues. This tendency is unfortunate as some feminist theorists argue that adding education in second-generation bias issues to MPA education would help increase the role of women as leaders.

Objective: To describe changes in delay to administration of thrombolytic therapy associated with a region-wide audit. Design: Observational study of patients admitted with suspected myocardial infarction (MI) based on continuous audit. Subjects: 18877 patients admitted to 23 hospitals with suspected MI between April 1995 and March 1998. Results: Of 11232 patients with a discharge diagnosis of definite MI, 8802 (46.6%) received thrombolytic therapy during hospitalisation, with 5155 patients eligible for treatment on admission to hospital on the basis of established indications. Call-to-needle time for those eligible for treatment on admission fell from median 105 min in the first year of the project to 85 min in year 3 ( P<0.001), and door-to-needle time fell from 45 to 35 min ( P<0.001). Forty percent of eligible patients were treated within the then current national standard of 90 min from time of call for help, with nearly 49% in the final year and 20% being treated within the new national standard of 60 min, by the third year. Conclusion: The proportion of eligible patients receiving thrombolysis within 1 h of the call for help doubled during the 3-year project but the majority of patients still wait longer than 60-min ‘call-to-needle’. New systems to reduce delays to administration of thrombolysis to within 60 min of call for help are required, including consideration of pre-hospital treatment.

Background Annually, there are approximately 25 million unsafe abortions, and this remains a leading cause of maternal morbidity and mortality. In settings where abortion is restricted, women are increasingly able to self-manage abortions by purchasing abortion medications such as misoprostol and mifepristone (RU-486) from pharmacies or other drug sellers. Better availability of these drugs has been shown to be associated with reductions in complications from unsafe abortions. In Bangladesh, abortion is restricted; however, menstrual regulation (MR) was introduced in the 1970s as an interim method of preventing pregnancy. Pharmacy provision of medications for MR is widespread, but customers purchasing these drugs from pharmacies often do not have access to quality information on dosage and potential complications. Objective This study aimed to describe a call center intervention in Bangladesh, and assess call center use over time and how this changed when a new MR product (combined mifepristone-misoprostol) was introduced into the market. Methods In 2010, Marie Stopes Bangladesh established a care provider–assisted call center to reduce potential harm from self-administration of MR medications. The call center number was advertised widely in pharmacies and on MR product packaging. We conducted a secondary analysis of routine data collected by call center workers between July 2012 and August 2016. We investigated the reported types of callers, the reason for call, and reported usage of MR products before and after November 2014. We used an interrupted time series (ITS) analysis to formally assess levels of change in caller characteristics and reasons for calling. Results Over the 4-year period, 287,095 calls about MR were received and the number of users steadily increased over time. The most common callers (of 287,042 callers) were MR users (67,438, 23.49%), their husbands (65,999, 22.99%), pharmacy workers (65,828, 22.93%), and village doctors (56,036, 19.52%). Most MR calls were about misoprostol, but after November 2014, a growing proportion of calls were about the mifepristone-misoprostol regimen. The most common reasons (of 287,042 reasons) for calling were to obtain information about the regimen (208,605, 72.66%), to obtain information about side effects (208,267, 72.54%), or to report side effects (49,930, 17.39%). The ITS analyses showed that after November 2014, an increasing number of calls were from MR users who had taken the complete regimen (P=.02 and who were calling to discuss reported side effects (P=.01) and pain medication (P=.01), and there were fewer calls asking about dosages (P<.001). Conclusions The high call volume suggests that this call center intervention addressed an unmet demand for information about MR medications from both MR users and health care providers. Call center interventions may improve the quality of information available by providing information directly to MR users and drug sellers, and thus reducing the potential harm from self-management of MR medications.

Research methodology This case is written with the information collected through interviews, over three months from March 2020, with Ms Ranjana Chopra (Indian Administrative Services), a senior civil servant working for the Government of Odisha, who was associated with the event in the case. Secondary sources, including newspaper reports and meteorological bulletins from the Indian Meteorological Department, is also made use of. Case overview/synopsis Anupama Gowda was the District Magistrate of Kalinga in the state of Odisha, in the Eastern coast of the Indian peninsula. In April 2019, when the meteorological department issued a cyclone warning, she had to take a call on how to go ahead. Her team did not seem too enthused as Kalinga was away from the coast and meteorological warnings were taken as routine. The case discusses Gowda’s dilemma on whether to push for full-fledged preparations or a limited preparation at least or leave it laissez-faire. She made the decision by 24th April and “what happened” serve as Case B. Complexity academic level This case is intended to cover two key competencies: decision-making in ambiguity for public service professionals or bureaucrats and disaster response within a limited time period and resources. This case is useful for undergraduate-level foundational courses with decision-making under ambiguity as a component; in management, public policy and public administration disciplines. The title of this lecture refers to organizations, politics, and public purposes to emphasize developments in the analysis of public organizations and their management and the need for that analysis to include politics as an influence on those organizations. The Gaus Award recognizes contributions in the joint tradition of public administration and political science. Organizations serve as essential components of the administrative branch of government and of virtually all other aspects of human life and many other forms of life. Social scientists that I call “organization theorists” have developed theory and research about organizations and the people in them. This body of work provides concepts and insights useful for the analysis of the organizations in government, which I call “public organizations.” Organizations play crucial roles in the pursuit of values and goals shared by large aggregates of people. “Organizations, Politics, and Public Purposes: Analyzing Public Organizations and Public Management” refers to these shared values and goals as public purposes. Organizations are essential to public administration and we cannot effectively analyze organizations in public administration without concepts developed by political scientists; we need to draw on political science.

AimsAn on-call email system was put in place to facilitate communication between wards and the on-call doctor, allowing prioritisation of duties according to green, amber and red tasks. Information regarding the patient, nature of request and clinical background are expected in the request form. The doctor is expected to respond to the email within 45 minutes. We completed a re-audit to compare if expected standards were reached in practice and attempt to find any areas of practice that could be improved.MethodsWe collected information on request forms, presence of adequate information and response time by reviewing the Teesside on-call email inbox. One day was randomly chosen from each week for a 24 month period and all emails were reviewed from chosen days. This amounted to (N=680) emails. The compliance was measured against local trust criteria with expected standard of 100%. We assessed four parameters of completion of request forms, providing adequate information including clinical information, patient identification and location, and response within 45 minutes by the doctor.ResultsThe compliance in all four standards was subpar, with notable decrease in compliance from previous results. Compliance was less than 70% across all standards, where previously three standards were above this mark. There was a notable increase in requests with inappropriate tasks defined as non-urgent tasks as per trust guidelines.ConclusionBetter communication can be ensured with use of SBAR (Situation, Background, Assessment, Recommendation) in the request forms. Mutual sharing of information between doctors, nursing staff and administration with regard to appropriate written communication could constitute the base for structural change and improvement within the workplace. New staff members and doctors should be inducted with regards to the process of on-call email communication. Regular re-auditing and sharing of results is essential to the monitoring of change in compliance.

Abstract:
The article aims to assess how the United States has managed the rise of China over the last decade. This is achieved first by addressing the question in a theoretical framework and, second, by making an empirical account on the issue. Therefore, the article contrasts mainly realist and liberal accounts on contention and engagement and applies them to Obama and Trump administration's foreign policies to China. To do that, the paper analyzes the National Security Strategies of both administrations, using the method of content analysis. The research's main result is that the rise of China and the threats to the United States hegemony have been major concerns since the Obama administration. What has changed with Trump in power, though, is the means employed to address the problem, with a shift from engagement rhetoric to an open call for contention. Besides, the paper evidences how this shift is accompanied by a change in the conditions for China’s rise.

This article is a reflection on the life and times of Donald Stone. Police leaders strive to improve interactions and practices relating to residents’ perceptions of police fairness and their willingness to report crimes. Research suggests that strengthening community perceptions of police fairness may increase residents’ willingness to contact the police for help. This study uses a nationally representative public opinion survey to examine the factors that influence perceptions of police fairness and the willingness to call police for help. In doing so, we examine a variety of demographic factors, prior experiences with the police, and perceptions about whether the local police agency is racially representative of the community. We find that very few factors influence both perceptions of police fairness and the willingness to call police for help. Specifically, perceptions of police fairness depend on age, education, and political leanings, whereas willingness to call police for help depends on perceptions of police fairness, political leanings, perceptions of police representativeness, and prior proactive police contact. Notably, we found no differences in perceptions of fairness based on respondent race after controlling for other demographics, perceptions, and experiences. These results indicate that symbolic representation in police departments is not enough on its own to support positive perceptions of police fairness and willingness to call the police for help.

For the past half-century, those defining the field of Public Administration in their role as its leading “theorists” have been preoccupied with defending the enterprise against the evils of value-neutral logical positivism. This polemical review of that period focuses on the Simon-Waldo debate that ultimately leads the field to adopt a “professional” identity rather than seek disciplinary status among the social sciences. A survey of recent works by the field’s intellectual leaders and “gatekeepers” demonstrates that the anti-positivist obsession continues, oblivious to significant developments in the social sciences. The paper ends with a call for Public Administrationists to engage in the political and paradigmatic upheavals required to shift the field toward a disciplinary stance.

Administration procedures reported in studies on the motor skills of deaf children and youth are reviewed. There was general consensus among these studies that modification of administration procedures is necessary. However, the effect of instructional modifications on the validity and reliability of motor skill tests was never addressed. Furthermore, there is a range of communication systems used in the education of the deaf that complicates administration procedures. Implications for future studies include a call for researchers to become more aware of the communication needs of their deaf subjects and a willingness to use experts familiar with the linguistic and communication needs of a particular group of deaf subjects to help design and administer motor skill tests.

Background: Effective time management and efficient discharge planning are crucial for high-quality hospital patient care. This study aimed to understand the perceptions of nurses and patients regarding these aspects to identify areas for improvement. Method: A survey was conducted with 45 nurses and 60 patients in a hospital setting. The nurses’ surveys focused on their experiences with call bell responsiveness, medication administration, and discharge planning. Patient surveys evaluated their perception of nurses’ responsiveness and involvement in the discharge process. Statistical analysis, including ANOVA and correlation tests, was used to assess the data. Results: Nurses reported mixed experiences with call bell response times and varied capabilities for timely medication administration. Challenges included disruptions from call bells, delays in medication delivery, and constraints in discharge discussions and planning. In contrast, patients generally viewed nurses as prompt and attentive, with satisfactory timeliness of care. However, patients expressed dissatisfaction with discharge education. No significant correlations were found between the demographics and perceptions of either group. Conclusion: This study highlights the disparity between nurses' experiences and patients' perceptions of hospital time management and discharge planning. It underscores the need for improved processes and communication strategies to align nurses’ capabilities with patients’ expectations, thereby enhancing overall patient care and satisfaction.

The limited number of nurses is a problem that often occurs in the world of health which has an impact on the high workload of nurses resulting in less optimal patient care and decreased patient satisfaction. According to Institute for Healthcare Improvement, nurses spend only 20-30% of their time in direct patient care, the rest on documentation and administration processes. So, hospitals generally provide nurse calls so families don't have to leave patients to find nurses.The purpose of this study was to make it easier for patients to use Smart Nurse Call, especially for patients with acute diagnosis conditions and it's easier for nurses to monitor patient's condition. It's also examines the distance of data transmission in one building to determine the performance of wireless (access points).Based on data from test results, the quality of data transmission using wireless media is known that access point has data transmission limit. In testing distance at AH building stated that data transmission based on the range on the 1st floor is able to reach the entire corridor, for 2nd floor it can reach a distance of 13 meters while on 3rd floor it cannot be reached. The data from suitability test of smart nurse call tool showed that the suitability level of the device was quite high and almost same as manual test at 97.65%. The data from stress test results from push button get average voltage value low position at 0 V and average high voltage at 4.675 V.

AbstractSince 9/11 Jürgen Habermas has paid considerable attention to religion in the public sphere. He has described contemporary Western societies as ‘post-secular’, arguing that believers and non-believers should show a mutually cooperative attitude and engage in complementary learning processes. Although public theologians have urged for policies that would encourage such collaboration, public administration scholars and practitioners seem to have completely neglected this call. In this article we inquire into the possibility of a ‘post-secular public administration’, which grants a more significant place to beneficial forms of religion in modern societies. By presenting a case study on Street Pastors in the British night-time economy we offer an example of both a post-secular religious contribution to the public sphere, as envisaged by Habermas, and a piece of post-secular empirical social science research. Finally, we critically assess Habermas’ post-secular turn within the context of a cross-narrative between public theology and public administration.

Purpose – The purpose of this paper is to examine what school leadership practices are associated with a school’s level of instructional collaboration among school professionals and also investigates what school characteristics are linked to the level of instructional collaboration in a school. Design/methodology/approach – This study drew data from the Comprehensive Assessment of Leadership for Learning (CALL) survey. CALL is a multi-source measure of distributed leadership, comprised of five domains of school leadership practices. Responses from 3,767 teachers and 167 administrators working at 129 schools were analyzed using ordinary least squares regression analysis. Findings – The findings show that there are significant relationships between school leadership practices and the extent of instructional collaboration taking place within schools, both in terms of quantity and quality. In particular, school leadership practices that are closely related to facilitating instruction and allocating resources are associated with a school’s instructional collaboration, whereas a leadership practice related to environmental factors tends not to be significantly correlated with a school’s collaborative culture. This study also found that leadership perspectives on instructional collaboration are an important predictor of both quantity and quality of collaboration among school professionals. Originality/value – This study clarifies the importance of school leadership in a collaborative culture and also provides empirical evidence of what specific practices of school leadership predict the frequencies of professional collaborative activities in school as well as their quality. In addition, this study demonstrates how schools’ contextual factors are related to the level of instructional collaboration among professionals.

Purpose – The purpose of this paper is to explore the phenomenon of innovation in the current Swedish governmental administration system. More specifically, the paper explores the current understanding within the system of what innovation is, as well as why and how it should be achieved. Innovation is currently at the top of many agendas worldwide: not only in the private sector but also when it comes to increasing quality, efficiency and effectiveness in public administration. In Sweden, this is reflected in the recent call from the Government for innovation in public management. However, innovation has not traditionally occurred to any significant extent on the strategic level of Swedish public management. Furthermore, governmental administration is a complex system in need of coordination and alignment for this new call to be effectively realized in practice. Design/methodology/approach – This paper has been based on a qualitative approach with a case consisting of three embedded units: the Government itself, a ministry and a Government agency. The data have been collected from documents and interviews. Findings – This paper shows that there is currently a notable disparity when it comes to how aspects of innovation are understood at different levels within the Swedish governmental administration system. Furthermore, the recent business development to increase the standardization of work processes is perceived as having created poorer preconditions for working with innovations. Practical implications – The results highlight critical areas of disparity and possibilities for improvement toward a shared understanding and aligned innovation actions within the system. Originality/value – This paper contributes knowledge about the current understanding of innovation in the Swedish governmental administration system.

The article focuses on the relationship between public administration and legal deontology. Public administration is a renewed form of public administration. The difference is that public administration is a more democratic process of state-authoritative impact on social relations. This democracy is manifested in the forms and methods of managerial activity used. Among the forms and methods of public administration, a softer set of forms is selected – an appropriate combination of legal and non-legal forms, the method of persuasion and coercion. The very activity has an executive and administrative nature. The executive orientation implies the call of public administrations to promote the practical implementation of laws. Orders – to adopt and implement legal acts of administration. Forms and methods together constitute the tools of activity of public administrations. Executive-administrative activity is carried out through appropriate managerial procedures. The basis of activity is administrative discretion. It consists in the possibility at one’s own risk to use forms and methods in their totality depending on the choice of the public administrator himself. This requires its appropriate level of professional training and the necessary level of compliance of the activity of a public administrator with increased moral and ethical parameters. Given the lack of administrative and procedural legislation, it is proposed to consider the use of discretionary powers as permissible with the possibility of expanding their limits within the law. But this is only on condition of introducing into the normative regulation of public administrators’ activity the code of their professional conduct. Such a code should contain an ideal model of professional conduct of public administrators. Conformity of professional conduct of an official of public administration body to the requirements of the code is a prerequisite for the implementation of its social mission. The code of ethics of a public administrator should contain a set of requirements of moral and ethical nature, compliance with which in the activities of the public administrator will contribute to the implementation of constitutional requirements on the social orientation and conditionality of the activities of the state and all its bodies.

Objectives: This overview was conducted following the Preferred Reporting Items for Overviews of Reviews guidelines and aimed to collect and compare the results of systematic reviews on temporomandibular joint injection treatment. Methods: Systematic reviews of randomized clinical trials on temporomandibular disorders treated with lavage or intra-articular administrations were qualified for syntheses. The final searches were conducted on 27 February 2024, without time frame restrictions. Results: Of the 232 identified records, 42 systematic reviews were selected. The most evidence-based conclusions call into question the clinical differences between many therapeutic approaches, including the following: (1) injectable selection for the treatment of pain and hypomobility; (2) the method of performing arthrocentesis; (3) the use of imaging when rinsing the TMJ cavity; (4) the supplementation of the extracapsular administration of unprocessed blood with intracapsular deposition in the treatment of TMJ hypermobility. Conclusions: Systematic reviews based solely on randomized clinical trials proved the following differences: (1) in painful temporomandibular hypomobility, a better therapeutic effect is observed with arthrocentesis followed by I-PRF administration compared to lavage alone; (2) in painful temporomandibular hypomobility, inferior- or double-compartment injection leads to better results than superior-compartment injection; (3) in temporomandibular joint recurrent dislocation, hypertonic dextrose administration is superior to placebo, although (4) unprocessed blood has a better effect than hypertonic dextrose. Over the last decade, a growing number of public administration theorists have taken up the question of how ontology—assumptions about the nature of existence—shapes our understanding of governance. This substantially updated primer, originally published in Public Administration Review, introduces the essay, provides a basic explanation of ontology, describes the fundamental debates in philosophies of ontology, and discusses why ontology is important to social and political theory and therefore public administration theory and practice. Using an ideal-type approach grounded in differing ontological assumptions, a Governance Typology is provided to support analysis of differing public administration theories. An integrative approach to governance is offered that is grounded in relational process ontology—a foundation that may support a viable synthesis of the other four primary ideal-types. The essay concludes with a call for personal reflection on the part of scholars and practitioners regarding their own ontological commitments and an invitation to collaborative inquiry.

A decade after the inauguration of the national working group on the reform of criminal justice administration in Nigeria by the then Attorney General of the Federation, Chief Akin Olujinmi, SAN, Nigeria was presented with a newly signed law—Administration of Criminal Justice Act (ACJA), which was a direct response to the growing call for reforms that would address the plethora of problems confronting the administration of the criminal justice system in Nigeria. The 495-section law harmonized the existing two principal laws: the Criminal Procedure Act (CPA) and the Criminal Procedure Code (CPC), which hitherto governed the administration of criminal justice system across all Federal-owned Courts in Nigeria and the Courts within the Federal Capital Territory. Both CPA and CPC operated for many decades in Nigeria, but had many challenges, hence the urgency for the newcomer— ACJA.

In this Pro-Con commentary article, we discuss the risks and benefits of administering preoperative benzodiazepines to older patients to decrease preoperative anxiety. The Pro side first focuses on the critical importance of treating preoperative anxiety and that benzodiazepines are the best tool to achieve that goal. The competing argument presented by the Con side is that myriad options exist to treat preoperative anxiety without simultaneously increasing the risk for devastating complications such as postoperative delirium. Both sides call for more high-quality investigations to determine the most effective strategies for decreasing preoperative anxiety in older adults while improving outcomes and reducing morbidity.

This study compares each Korean administration's purposes of public relations, the communication flow of government PR, Press policies, and relationships between the press and the government, in order to examine characteristics and changes in the Korean governments' approaches to government PR. The findings of the analysis show that most of the early administrations purported to provide propaganda against communism and their political rivals. Later administrations conducted PR activities for diverse purposes such as propaganda, the dissemination of public information, persuading the public, and sometimes even promoting mutual understanding. Communication flow of the government PR activities was consistently unilateral across the administrations, from the government toward the public, and mainly through the press. Although President Roh Moo Hyun attempted interactive communication between the government and the public, his idealism did not materialize in reality, and resulted in aggressive and intrusive unilateral PR activities directly toward the public. Based on the findings of the analysis, the study suggests that future government PR activities should focus on two-way communication, especially on listening to the public, probably by organizing local policy meeting and discussion groups, setting up call centers and internet sites that are easy to use and are interactive, and by planning and executing deliberative polling for policy issues.

SUMMARY Goal: Growing numbers of hospitals and payers are using call centers to answer patients’ clinical and administrative questions, schedule appointments, address billing issues, and offer supplementary care during public health emergencies and national disasters. In 2020, the Veterans Health Administration (VA) implemented VA Health Connect, an enterprise-wide initiative to modernize call centers. VA Health Connect is designed to improve the care experience with the convenience, flexibility, and simplicity of a single toll-free number connected to a range of 24/7 virtual services. The services are organized into four areas: administrative guidance for scheduling and general inquiries; pharmacy support for medication matters; clinical triage for evaluation of symptoms and recommended care; and virtual visits with providers for urgent and episodic care. Through a qualitative evaluation of VA Health Connect, we sought to identify the factors that affected the development of this program and to compile considerations to support the implementation of other enterprise-wide initiatives. Methods: The evaluation team interviewed 29 clinical and administrative leads from across the VA. These leads were responsible for the modernization of their local service networks. PhD-level qualitative methodologists conducted the interviews, asking participants to reflect on barriers and facilitators to modernization and implementation. The team employed a rapid qualitative analytic approach commonly used in healthcare research to distill robust results. Principal Findings: A review of the early implementation of VA Health Connect found: (1) deadlines proved challenging but provided momentum for the initiative; (2) a balance between standardized processes and local adaptations facilitated implementation; (3) attention to staffing, hiring, and training of call center staff before implementation expedited workflows; (4) establishing national and local leadership commitment to the innovation from the onset increased team cohesion and efficacy; and (5) anticipating information technology infrastructure needs prevented delays to modernization and implementation. Practical Applications: Our findings suggest that healthcare systems would benefit from anticipating likely obstacles (e.g., delays in software implementations and negotiations with unions), thus providing ample time to secure leadership buy-in and identify local champions, communicating early and often, and supporting flexible implementation to meet local needs. VA leadership can use this evaluation to refine implementation, and it could also have important implications for regulators, federal health exchanges, insurers, and other healthcare systems when determining resource levels for call centers.

Political scientists have long debated the nature of the American political system, particularly the degree to which the federal government is amenable to major policy initiation and reform. There are two basic schools of thought on this question. One school—which I will call the stasis school—argues that the system is highly resistant to major change. The other school of policymaking—which I will call the dynamic school—emphasizes the openness and responsiveness of America's political system and the relative ease of generating reform at the national level. While the stasis and dynamic schools are helpful in explaining systemic tendencies and the influence of particular forces on the policy process, they are less useful in illuminating the evolution of governmental policymaking in a single issue area over time.

: Ethosomes are nanovesicular carriers for dermal administration. Phospholipids, ethanol at relatively high concentrations (up to 50%) and water are their main components. Ethosomes are what we call “soft vesicles” with fluid bilayers due to the presence of ethanol. The composition and structure of the vesicles augment their ability to entrap molecules with various physicochemical properties and deliver them to the deep strata of skin. Since their first design, ethosomal systems have been extensively investigated for a wide range of applications. : This review focuses on work carried out in vitro, in vivo in animal models and in humans in clinical studies, with ethosomal formulations containing natural active molecules for the treatment of skin disorders. Skin bacterial and fungal infections, skin inflammation, acne vulgaris, arthritis, and skin cancer are examples of disorders managed successfully by ethosomal systems. Furthermore, Ethosomes loaded with a number of naturally occurring compounds for cosmetic applications are also reported. The efficient treatments together with a good safety profile and lack of toxicity or irritation paved the way towards the development of new dermal therapies.

Introduction: In 2015, there were 476 apparent illicit drug overdose deaths, prompting BC’s Provincial Health Officer to declare a public health emergency on 14 Apr 2016. Paramedics of BC’s Ambulance Service (BCAS) are on the front lines in this crisis. Here we examine recent trends in the number of suspected overdose events attended by the BCAS and the use of naloxone, an opioid antagonist, by BCAS paramedics. Methods: The BC Centre for Disease Control receives a weekly data feed from BC Emergency Health Services that includes all records from the BCAS Patient Care Record where: naloxone was administered by paramedics; the primary impression code indicates poisoning or overdose; or, the originating call is associated with ingestion poisoning (‘card 23’). Here, we report a descriptive analysis of these data for suspected drug overdose events during the period January 1, 2010 to September 30, 2016. Results: Between January 2010 and September 2016 BCAS paramedics attended 164,227 suspected overdose events; 12% of these events (n=16,944) included naloxone administration by BCAS paramedics. Paralleling the rise in illicit drug overdose deaths in BC, naloxone administration by paramedics has been increasing rapidly, doubling from approximately 180/month in 2014, to 370/month in 2016. When naloxone was administered by paramedics, 90% of these patients were transported, whereas 77% were transported when naloxone was not administered. Administrations occurred most frequently on Friday and Saturday evenings. Almost half (46%) of all naloxone administrations by paramedics were recorded as being in a home or residence; 18% were recorded as occurring on a street or highway. The proportion of naloxone administrations among males has increased yearly. In 2010, 58% of naloxone administrations were in males compared to 69% in 2016. Conclusion: The number of overdose deaths in BC has risen drastically in recent years and the proportion of ambulance calls requiring administration of naloxone by BCAS has climbed correspondingly. The vast majority of overdose cases-especially those requiring naloxone-are transported to the emergency department. With the overdose crisis showing little sign of abating, the administration of naloxone by BC paramedics will continue to be a critical element of the provincial response.

<em>The inability of Local Government to determine its finances is a major hindrance confronting the practice of decentralization of power in the administration of Nigeria. This situation has led to the incapacitation of local government administration in the country. The renewed call for financial autonomy for Local Government in Nigeria is at the heart of ensuring that local government is able to fulfill its mandate of bringing development to the doorstep of Nigerians. However, a critical appraisal of the political and historical of the system shows that at no time have Local Government been truly financially autonomous in evolution Nigeria. This work traces the trajectory of tax exactions and financial allocation to Local Government from pre-independence era to this present time. The study which relied on secondary data and other similar resource materials in its analysis, revealed that Local Government in Nigeria have always been overshadowed by the interference of both the national and sub-national governments, thereby, making the Local Government ill-equipped to carry out its functions. The paper concluded by recommending amongst others, that for Local Government to live up to its mandate, the 1999 Constitution of the Federal Republic of Nigeria (As Amended) must be further amended to free Local Government from the strangulating interference of national and sub-national governments. The current stipulations by the extant fundamental laws of the land are skewed against a financially autonomous Local Government practice.</em>

The advent of telecommunications and other advanced technologies rapidly increases activity accessibility. Consequently, this study examined the impact of telecommunication on the mobility pattern of households in Nigeria. The multi-stage procedure was adopted for the study, and a systematic sampling technique was employed to select 10% of the registered building for questionnaire administration. Thus, 512 respondents were sampled. The stepwise regression analysis revealed that age, income of respondents, call duration, and subscription cost were significant factors influencing telecommunication usage. We found that telecommunication replaces in-store shopping, with 40% of the respondents substituting their shopping trips with telecommunication. We, therefore, proposed that people should be enlightened on the culture of the use of telecommunication and that its usage extends beyond call linkages, as other benefits should be explored.

This study aims to investigate the innovation and efficacy of the integrated 112 Call Centre service in Parepare City, Indonesia, precisely in delivering healthcare services to the local population. The study aims to comprehend the effects of the Call Centre 112 service, its assimilation by the community, and the obstacles encountered during its execution. The study employs a qualitative methodology to elucidate the nature of service innovation and its effects on the community. The analysis assesses the comparative benefits, compatibility, level of difficulty, and feasibility of implementing the Call Centre 112 service. Furthermore, the study examines the obstacles the local government encounters in implementing service innovation and enhancing service quality. The study's findings demonstrate that the community has responded favourably to the Call Centre 112 service, which has exhibited encouraging patterns in assisting patients, particularly during the COVID-19 pandemic. The service has demonstrated a comparative advantage in terms of compatibility, trialability, and observability, which has contributed to its success in delivering prompt health care to the residents of Parepare City. Nevertheless, the report also underscores difficulties associated with public awareness and comprehension of the program. This research enhances the academic discourse on service innovation in public administration by offering valuable insights into the effects and difficulties associated with the implementation of the 112 Call Centre service in the health sector. The results have practical consequences for local governments and public health agencies, highlighting the significance of visibility and community acceptance in effectively carrying out healthcare advancements.

Although, Nigeria has enjoyed successive transition from one administration to another since the return to civil rule in May 1999, unfortunately, none of these administrations reigned without the traditional agitations for political restructuring, constitutional review, and contestation for resource control. However, understanding the pattern of the agitations in Nigeria means understanding the motives behind them, and the impacts they have on national cohesion. It is on this background that this study examined the pattern of these agitations in Nigeria with a focus on the fourth republic. Descriptive analysis was adopted and qualitative method of data collection was utilized to gather data for the study. This study finds it appropriate to adopt ‘Failed State theory’ as its theoretical framework. Following the findings of this study, it was revealed that the flows in the 1999 Constitution and failure of government to amend the contested sections of the constitution that led to the deepening agitations for restructuring and resource control and more secessionist movements in the Niger Delta and South-East Nigeria. Thus, the study suggests that the present administration should strengthen the weak institutions, ensures there is political inclusion, and restructure the economic system as measures to address the agitations in the country. The study also suggests that the present administration should amend the 1999 Constitution in order to accommodate the issues under contestation. Government should also call for a referendum to decide the faith of the pro-Biafran agitators, especially the issue of secession.

On May 24, 2022, a gunman killed 19 students and two teachers at Robb Elementary School in Uvalde, Texas. In the aftermath, stakeholders within and across sports came together to call for political action around gun control. These included individual athletes (e.g., Natasha Cloud of the Washington Mystics and DeMarcus Lawrence of the Dallas Cowboys), as well as coaches (e.g., Gregg Popovich of the San Antonio Spurs and Steve Kerr of the Golden State Warriors). In addition, the Tampa Bay Rays and New York Yankees coordinated their Twitter feeds to focus on gun violence statistics during a game, and the Miami Heat’s public address announcer, on behalf of the team, encouraged fans to call their state senators. In this essay, we examine the factors contributing to this coalescence. We build on relevant public administration scholarship that has examined the roles of athletes as social constructors and their impact on the administrative state. We contextualize this scholarship alongside the widespread public support for some measure of gun control. We also discuss future research avenues to examine the ongoing impacts of athlete protests.

Purpose The purpose of this paper is to propose a model of voluntary employee turnover based on the theory of met expectations and self-perceived efficacy of the employee, using data from a field survey conducted in a call center. Design/methodology/approach The paper formulates a model of employee turnover. First explaining the fulfillment of expectations from initial expectations of the employee (before starting work) and their experience after a period of time. Second, explaining the turnover of employees from the fulfillment of their expectations. Findings Some of the variability in the fulfillment of expectations can be explained by the difference between expectations and experiences in different job dimensions (e.g. income levels and job recognition). Results show that the level of fulfillment of expectations helps explain the process of employee turnover. Research limitations/implications This work provides evidence for the met expectation theory, where the gap between the individual’s expectations and subsequent experiences lead to abandonment behaviors in the organization. Practical implications The results suggest two paths of action to reduce the high turnover rates in the call center: the first, through realistic expectations setting of the employee, and the second, with a constant monitoring of the fulfillment of those expectations. Originality/value A statistical model of survival is used, which is appropriate for the study of the employee turnover processes, and its inherent temporal nature.

BackgroundOpioid overdoses in Canada have shown dramatic increases over recent years, despite significant investments in harm reduction. Most community monitoring currently relies on emergency department and coroner data. Our team has previously shown that paramedic data can be a useful addition to the current metrics as paramedics regularly interact with opioid overdose patients. This study examines paramedic data to investigate the changes to community opioid overdoses in the era of COVID-19 to better support our strategic partners in their battle against the opioid crisis.MethodsThe electronic ambulance call report database of Peterborough Paramedics (Ontario, Canada) was examined. De-identified records for patients from 2017-2020 with documented problem codes of ‘Opioid Overdose’ were extracted. Patients receiving paramedic naloxone were also included. The data was cleaned and analysed, and incomplete records were removed. Statistical models including chi-squared tests of goodness-of-fit and post hoc pairwise t-tests were applied to the data. Ethics approval for this study was granted by the Trent University’s Research Ethics Board.Results788 opioid overdoses were identified out of 72,737 patients. There were 263 opioid overdoses found in 2020 representing 1.4% patients, a significant increase from 2017-2019 (p value: 0.006). The proportion of patients receiving paramedic naloxone was significantly increased from previous years (p value: 0.005) while bystander naloxone administration was significantly decreased (p value 0.002). Age, gender, and pick-up location types were not significantly different between 2020 and previous years.ConclusionDespite reduced overall call volumes in 2020, paramedics observed an increase in opioid overdoses. The increase in paramedic naloxone administration and decrease in bystander naloxone administration may indicate changes in usage practices of community opioid users or an instability in the drug supply. These factors must be considered in future opioid harm reduction strategies and public health COVID-19 containment measures.
