The Rossi, whose political and social eminence dates back to the communal age, built in the Parmense a powerful lordship, based both on their estates and fortresses and on a vast patronage network spread over the territory and in the town: and the power of the family, though diminished after the crisis in the relations with the Sforza in 1482, was restored on partially different foundations during the Italian Wars. The essays collected in this book explore the complexity of the Rossi "little seignorial state", focusing on its internal constitution, on its exterior relations and on its artistic and cultural features between the mid-fourteenth and the early sixteenth century.

After analysis of general properties of horizontal motion in primitive equations and introduction of principal parameters, the key notion of geostrophic equilibrium is introduced. Quasi-geostrophic reductions of one- and two-layer rotating shallow-water models are obtained by a direct filtering of fast inertia–gravity waves through a choice of the time scale of motions of interest, and by asymptotic expansions in Rossby number. Properties of quasi-geostrophic models are established. It is shown that in the beta-plane approximations the models describe Rossby waves. The first idea of the classical baroclinic instability is given, and its relation to Rossby waves is explained. Modifications of quasi-geostrophic dynamics in the presence of coastal, topographic, and equatorial wave-guides are analysed. Emission of mountain Rossby waves by a flow over topography is demonstrated. The phenomena of Kelvin wave breaking, and of soliton formation by long equatorial and topographic Rossby waves due to nonlinear effects are explained.

The fundamental process of geostrophic adjustment is treated by the method of multi-scale asymptotic expansions in Rossby number and fast-time averaging (which is explained), first in the barotropic one-layer case, and then in the baroclinic two-layer case. Together with the standard quasi-geostrophic regime of parameters, the frontal (or semi-) geostrophic regime is considered. Dynamical separation of slow and fast motions is demonstrated in both regimes. The former obey quasi-geostrophic or frontal-geostrophic equations, thus providing formal justification of the heuristic derivation of Chapter 5. Fast motions are inertia-gravity waves in quasi-geostrophic case, and inertial oscillations in the frontal-geostrophic case. Geostrophic adjustment is also considered in the presence of coastal, topographic, and equatorial wave-guides, and, again, separation of fast and slow motions is demonstrated, the latter now including long Kelvin waves in the first case, long topographic waves in the second case, and long Kelvin and Rossby waves in the third case.

The chapter illustrates the influence of lateral boundaries, bottom topography, outcroppings, equatorial tangent plane approximation, and cylindrical channel geometry in laboratory experiments on the wave spectrum, and characteristics of waves in rotating shallow-water model. It is shown that all these effects lead to appearance of wave-guide modes, localised in one spatial direction, and freely propagating in another one. These modes are coastal and equatorial Kelvin waves, topographic and equatorial Rossby waves, shelf and edge waves, equatorial Yanai and inertia–gravity waves, and frontal waves. Their dispersion and polarisation relations are established, and their properties explained. Mountain (lee) waves are also treated.

Three things often recognized as central to morality are concern for others’ welfare, respect for their self-expression, and cooperation in worthwhile collective activity. When philosophers have proposed theories of the substance of morality, they have typically looked to one of these three sources to provide a single, fundamental principle of morality—or they have tried to formulate a master-principle for morality that combines these three ideas in some way. This book views them instead as three independently important foundations of morality. It sets out a plural-foundation moral theory with affinities to that of W. D. Ross. There are major differences: the account of the foundations of morality differs from Ross’s, and there is a more elaborate explanation of how the rest of morality derives from them. However, the overall aim is similar. This is to illuminate the structure of morality by showing how its complex content is generated from a relatively simple set of underlying elements—the complexity results from the various ways in which one part of morality can derive from another, and the various ways in which the derived parts of morality can interact. Plural-foundation moral theories are sometimes criticized for having nothing helpful to say about cases in which their fundamental norms conflict. Responding to this, the book concludes with three detailed applications of the theory: to the questions surrounding paternalism, the use of others as means, and our moral responsibilities as consumers.

It is also its least sustainable one, sprawling over a thousand square miles, with a population of four and a half million, minimal rainfall, scorching heat, and an insatiable appetite for unrestrained growth and unrestricted property rights. In Bird on Fire, eminent social and cultural analyst Andrew Ross focuses on the prospects for sustainability in Phoenix--a city in the bull's eye of global warming--and also the obstacles that stand in the way. Most authors writing on sustainable cities look at places like Portland, Seattle, and New York that have excellent public transit systems and relatively high density. But Ross contends that if we can't change the game in fast-growing, low-density cities like Phoenix, the whole movement has a major problem. Drawing on interviews with 200 influential residents--from state legislators, urban planners, developers, and green business advocates to civil rights champions, energy lobbyists, solar entrepreneurs, and community activists--Ross argues that if Phoenix is ever to become sustainable, it will occur more through political and social change than through technological fixes. Ross explains how Arizona's increasingly xenophobic immigration laws, science-denying legislature, and growth-at-all-costs business ethic have perpetuated social injustice and environmental degradation. But he also highlights the positive changes happening in Phoenix, in particular the Gila River Indian Community's successful struggle to win back its water rights, potentially shifting resources away from new housing developments to producing healthy local food for the people of the Phoenix Basin. One important type of proposal (originally by W. D. Ross and H. A. Prichard) for an ideal Pragmatic code is a subjectivized moral theory, a code stating that one’s duty is (for example) to do X because one believes that doing so would fulfill a promise or compensate for a past wrong. Chapter 5 distinguishes between a free-standing duty to acquire information and a derivative duty to acquire information (the latter utilizing the concept of a duty’s deontic weight), and argues that subjectivized deontological codes cannot account for the widely accepted duty (whether free-standing or derivative) to acquire information relevant to one’s future actions before acting. Mixed deontological and consequentialist codes including such subjectivized deontological duties suffer the same problem. This fatal failure shows that subjectivized codes with deontological elements must be rejected, quite independently of their failure to meet the Usability Demand.

Both philosophers and psychologists have claimed that fiction makes us more empathetic. Literature introduces us to a much wider range of people than we could ever meet in real life. We empathize with these fictional characters, fearing for their safety, weeping at their suffering. The question discussed in this chapter is again about transfer: does empathizing with fictional characters cause us to empathize more with others very different from ourselves (as fictional characters often are) once we close the pages of our novel? This chapter shows that there is only the weakest of evidence for this rosy view of what reading fiction can do, but goes on to consider how we might gain more convincing evidence. On the other hand, there is stronger evidence that enacting a fictional character leads to greater understanding of others and more altruistic behavior toward others.

The strongest Indian summer monsoon (ISM) on the planet features prolonged clustered spells of wet and dry conditions often lasting for two to three weeks, known as active and break monsoons. The active and break monsoons are attributed to a quasi-periodic intraseasonal oscillation (ISO), which is an extremely important form of the ISM variability bridging weather and climate variation. The ISO over India is part of the ISO in global tropics. The latter is one of the most important meteorological phenomena discovered during the 20th century (Madden & Julian, 1971, 1972). The extreme dry and wet events are regulated by the boreal summer ISO (BSISO). The BSISO over Indian monsoon region consists of northward propagating 30–60 day and westward propagating 10–20 day modes. The “clustering” of synoptic activity was separately modulated by both the 30–60 day and 10–20 day BSISO modes in approximately equal amounts. The clustering is particularly strong when the enhancement effect from both modes acts in concert. The northward propagation of BSISO is primarily originated from the easterly vertical shear (increasing easterly winds with height) of the monsoon flows, which by interacting with the BSISO convective system can generate boundary layer convergence to the north of the convective system that promotes its northward movement. The BSISO-ocean interaction through wind-evaporation feedback and cloud-radiation feedback can also contribute to the northward propagation of BSISO from the equator. The 10–20 day oscillation is primarily produced by convectively coupled Rossby waves modified by the monsoon mean flows. Using coupled general circulation models (GCMs) for ISO prediction is an important advance in subseasonal forecasts. The major modes of ISO over Indian monsoon region are potentially predictable up to 40–45 days as estimated by multiple GCM ensemble hindcast experiments. The current dynamical models’ prediction skills for the large initial amplitude cases are approximately 20–25 days, but the prediction of developing BSISO disturbance is much more difficult than the prediction of the mature BSISO disturbances. This article provides a synthesis of our current knowledge on the observed spatial and temporal structure of the ISO over India and the important physical processes through which the BSISO regulates the ISM active-break cycles and severe weather events. Our present capability and shortcomings in simulating and predicting the monsoon ISO and outstanding issues are also discussed.

It continues to explain that there are at least two other major fallacies in the ways we commonly understand corruption problems. The second fallacy is to assume that thanks to modern conceptions of “good governance” and the role of the “neutral” state and technological innovations we have now got anticorruption figured out. The afterword concludes by emphasizing that we would be well-served if we were to look to the past, as well as to other parts of the world, with the more modest goal of learning how to ask, and seek answers for, better questions.

In the postmodern, relativist world-view with its refutation of a single, objective, and ultimate truth, it has become difficult if not impossible to argue in favour of one's own beliefs as preferable to those of others. This study is one of the first English-language books to address Jewish theology from a postmodern perspective, probing the question of how Jewish theology has the potential to survive the postmodern onslaught that some see as heralding the collapse of religion. Basing the book's arguments on both philosophical and theological scholarship, the author shows how postmodernism might actually be a resource for rejuvenating religion. The author's response to the conception of theology and postmodernism as competing systems of thought is based on a close critical study of Rav Shagar (Shimon Gershon Rosenberg) and Tamar Ross. Rather than advocating postmodern ideas, the book analyses their writings through the lens of the most radical of continental postmodern philosophers and cultural critics in order to offer a compelling theology compatible with that world-view. Whether the reader considers postmodernism to be inherently problematic or merely inconsequential, this book demonstrates why reconsidering these preconceptions is one of the most pressing issues in contemporary Jewish thought.

Tales of Hope and Tastes of Bitterness sheds light on Chinese-led development from below, revealing its contested nature. Zooming in on everyday encounters between Chinese managers and Ethiopian laborers on a road construction site in Tigray, northern Ethiopia, the book shows that Ethiopians define Chinese-led development as much as they are defined by it. By mobilizing civic and legal authorities, Ethiopian workers have managed to increase their leverage to such a degree that they occasionally outplay Chinese management. On the other hand, Chinese narratives of bitterness reveal that Chinese road builders perceive themselves as lacking agency. Speaking, as they do, of thwarted goodwill, these narratives are not only linked to the everyday challenges of Chinese–Ethiopian encounters and the chasm between their confident expectations and the much less rosy realities on the ground, but also to workers’ socioeconomic backgrounds and their state of suspension, as they try to stay afloat in the competitive Chinese society to which they hope one day to return.

This fascinating book looks at the select group of third parties that have made a real difference in U.S. politics and governance. Third parties have been a fixture in the American political landscape since the beginning of the two-party system. More than 300 of these groups have surfaced, but only a handful have made a real difference. Third-Party Matters: Politics, Presidents, and Third Parties in American History tells the intriguing stories of those 11 parties, starting with the antislavery Liberty Party of 1840. The parties deemed worthy of inclusion were selected because they met at least one of three criteria. They were spoilers who changed the outcome of an election, they had an important influence on government policy or the future of politics, and/or they had popular appeal, attracting at least ten percent of the vote. This investigation reveals the background behind each party's rise, what it stood for, who its leaders were—including larger-than-life personalities like Teddy Roosevelt, George Wallace, and Ross Perot—and the ultimate outcome of the election(s) in which the party participated.

In a chemical system with many chemical species several questions can be asked: what species react with other species: in what temporal order: and with what results? These questions have been asked for over one hundred years about simple and complex chemical systems, and the answers constitute the macroscopic reaction mechanism. In Determination of Complex Reaction Mechanisms authors John Ross, Igor Schreiber, and Marcel Vlad present several systematic approaches for obtaining information on the causal connectivity of chemical species, on correlations of chemical species, on the reaction pathway, and on the reaction mechanism. Basic pulse theory is demonstrated and tested in an experiment on glycolysis. In a second approach, measurements on time series of concentrations are used to construct correlation functions and a theory is developed which shows that from these functions information may be inferred on the reaction pathway, the reaction mechanism, and the centers of control in that mechanism. A third approach is based on application of genetic algorithm methods to the study of the evolutionary development of a reaction mechanism, to the attainment given goals in a mechanism, and to the determination of a reaction mechanism and rate coefficients by comparison with experiment. Responses of non-linear systems to pulses or other perturbations are analyzed, and mechanisms of oscillatory reactions are presented in detail. The concluding chapters give an introduction to bioinformatics and statistical methods for determining reaction mechanisms.

The Barents Sea is a region of the Arctic Ocean named after one of its first known explorers (1594–1597), Willem Barentsz from the Netherlands, although there are accounts of earlier explorations: the Norwegian seafarer Ottar rounded the northern tip of Europe and explored the Barents and White Seas between 870 and 890 ce, a journey followed by a number of Norsemen; Pomors hunted seals and walruses in the region; and Novgorodian merchants engaged in the fur trade. These seafarers were probably the first to accumulate knowledge about the nature of sea ice in the Barents region; however, scientific expeditions and the exploration of the climate of the region had to wait until the invention and employment of scientific instruments such as the thermometer and barometer. Most of the early exploration involved mapping the land and the sea ice and making geographical observations. There were also many unsuccessful attempts to use the Northeast Passage to reach the Bering Strait. The first scientific expeditions involved F. P. Litke (1821±1824), P. K. Pakhtusov (1834±1835), A. K. Tsivol’ka (1837±1839), and Henrik Mohn (1876–1878), who recorded oceanographic, ice, and meteorological conditions.The scientific study of the Barents region and its climate has been spearheaded by a number of campaigns. There were four generations of the International Polar Year (IPY): 1882–1883, 1932–1933, 1957–1958, and 2007–2008. A British polar campaign was launched in July 1945 with Antarctic operations administered by the Colonial Office, renamed as the Falkland Islands Dependencies Survey (FIDS); it included a scientific bureau by 1950. It was rebranded as the British Antarctic Survey (BAS) in 1962 (British Antarctic Survey History leaflet). While BAS had its initial emphasis on the Antarctic, it has also been involved in science projects in the Barents region. The most dedicated mission to the Arctic and the Barents region has been the Arctic Monitoring and Assessment Programme (AMAP), which has commissioned a series of reports on the Arctic climate: the Arctic Climate Impact Assessment (ACIA) report, the Snow Water Ice and Permafrost in the Arctic (SWIPA) report, and the Adaptive Actions in a Changing Arctic (AACA) report.The climate of the Barents Sea is strongly influenced by the warm waters from the Norwegian current bringing heat from the subtropical North Atlantic. The region is 10°C–15°C warmer than the average temperature on the same latitude, and a large part of the Barents Sea is open water even in winter. It is roughly bounded by the Svalbard archipelago, northern Fennoscandia, the Kanin Peninsula, Kolguyev Island, Novaya Zemlya, and Franz Josef Land, and is a shallow ocean basin which constrains physical processes such as currents and convection. To the west, the Greenland Sea forms a buffer region with some of the strongest temperature gradients on earth between Iceland and Greenland. The combination of a strong temperature gradient and westerlies influences air pressure, wind patterns, and storm tracks. The strong temperature contrast between sea ice and open water in the northern part sets the stage for polar lows, as well as heat and moisture exchange between ocean and atmosphere. Glaciers on the Arctic islands generate icebergs, which may drift in the Barents Sea subject to wind and ocean currents.The land encircling the Barents Sea includes regions with permafrost and tundra. Precipitation comes mainly from synoptic storms and weather fronts; it falls as snow in the winter and rain in the summer. The land area is snow-covered in winter, and rivers in the region drain the rainwater and meltwater into the Barents Sea. Pronounced natural variations in the seasonal weather statistics can be linked to variations in the polar jet stream and Rossby waves, which result in a clustering of storm activity, blocking high-pressure systems. The Barents region is subject to rapid climate change due to a “polar amplification,” and observations from Svalbard suggest that the past warming trend ranks among the strongest recorded on earth. The regional change is reinforced by a number of feedback effects, such as receding sea-ice cover and influx of mild moist air from the south.
