Abstract:
This study examines the moderating influence of the economy on the nexus between local government expenditure and revenue in Nigeria. Data on local government expenditure and revenue and gross domestic product were collected from the Central Bank of Nigeria Statistical Bulletins covering a period of 24 years (1993–2016). The data were log normalized in order to eliminate heteroskedasticity. Descriptive and inferential statistics were used to analyze the data. The results indicate that gross domestic product has a significant positive influence on local government expenditure and revenue. Also, the results show that the local government revenue has a significant positive effect on local government expenditure in Nigeria. The study therefore concludes that the Nigerian economy has a significant effect on fiscal management in local government. The study recommends among others that state and federal government should take measures to improve the economy since it has significant positive effect on local government fiscal management.

Abstract:
This study was carried out to examine six characteristics representing the board of directors (size, independence, meetings, tenure, gender and expertise) of board of directors and their impact on quality of financial reports. A correlational research design was used to examine influence of board quality of financial reports using 12 listed deposit money banks. Finding suggests board shows enormous influence on quality of financial reports. Specific findings show that financial reporting quality will be higher if the size of the board of directors is increased. However, board tenure and expertise cause leads to poor financial reporting quality. In addition, we do not find evidence that board independence, meetings and gender improve quality of financial report. Among other recommendations, the study suggest that the number of board members should be increased since evidence has shown that it enhances financial reporting quality, while the tenure of board members should be reduced since it decreases financial reporting quality.

Full text
Abstract:
Analyst forecast information is available to the public in less developed countries at a little cost. The role of analysts in forecasting stock returns cannot be over-emphasized. Yet, little scholarly works have been done in Nigeria. The purpose of this paper is to interrogate analysts’ forecasts' effect on share prices in Nigeria. The research approach is correlational. We collected and analyzed data for several years from the annual reports and accounts of 138 corporations over 10 years (2010-2019). The results indicate that experts 1, 3, and 4 have a significant and positive impact on stock return. The information from expert 2 had failed to show any signal of significance. Based on the majority of these results, the paper recommends that financial analysts consider the information when considering the price of stocks in Nigeria. The conclusion is that the study results have implications for stakeholders (management, public, employees, suppliers, investors, creditors, regulators, governments, customers, users, partners, charity organizations, special interest-holders; competitors, community groups, trade groups, and the media/press) and based on the findings, it is suggested among others that stakeholders who need the prices of stocks should depend on analyst forecast.

Abstract:
Despite the growing interest in the role of chief executive officers in their companies’ bankruptcies, very few studies have examined the nexus between chief executive officers and bankruptcy risk in Nigeria. This paper interrogates whether or not chief executive officers influence financial distress among quoted resources corporations. Data were obtained from Machameratios, a corporation which specializes in data mining for a period of 10 years (2010-2019). The data were subject of descriptive statistics such as number of observations, minimum mean, maximum mean, average mean, standard deviation and inferential statistics such as correlation matrix and multiple regression based on random effect model, which was arrived at after conducting Hausman specification check. Diagnostic checks such as normality, multicollinearity, heteroskedasticity and Breusch and Pagan Lagrangian multiplier test for random effects were carried out before arriving at decisions. Findings showed that both chief executive officers’ duality, nationality, gender, and turnover are not significant. However, the paper found chief executive officers’ tenure significant and positive and ownership to be negative but significant. As a result of these findings, it was suggested that the tenure of CEOs should be elongated while the percentage of their shares ownerships should be reduced.

Abstract:
The purpose of this follow-up Delphi survey was to have an expert panel of 31 academic geriatric physicians, geriatric nurses, and medical directors of nursing homes evaluate the original timeline set to avoid oral neglect of nursing home residents. The Oral Neglect in Institutionalized Elderly (ONiIE) timelines defined oral neglect as having occurred when >7 days for acute oral diseases/conditions or >34 days for chronic oral disease/conditions had passed between initial diagnosis and offering access to dental care to the long-term care (LTC) nursing home resident. The results of this follow-up Delphi survey validated those originally defined ONiIE timelines as 90% of this panel agreed with the original timelines. This ONiIE definition adds a broad-based validation for the ONiIE timelines for setting an oral health standard of care for institutionalized elderly residents of nursing homes and should now be used to protect the vulnerable elderly residing in LTC nursing homes.

Abstract:
This study examines the effects of audit committees on audit quality of listed consumergoods companies in Nigeria over the period 2006–2016 using longitudinal research design. The population of the study is the twenty-three listed consumer-goods companies with the Nigerian Stock Exchange as at 31st December, 2016. The sample size is fifteen after filtering eight companies listed outside the period of the study and without complete data set. The study uses secondary data from the published annual reports and accounts of sample firms. Descriptive and inferential statistics were used for the study. The results show that audit committee size has insignificant positive effect on audit quality; audit committee head shows mixed results (insignificant positive effect when audit quality is measured by audit firm size and insignificant negative effect when audit quality is measured by audit tenure). In view of these findings, the study concludes that audit committee size and head have no significant effect on audit quality of listed consumer-goods companies in Nigeria. The study, therefore, recommends that consideration should not be given to size and head of audit committees when considering matters relating to audit quality.

Abstract:
This study evaluates Financial Performance and Corporate Social Responsibility in listed Non-financial firms in Nigeria from 2009 to 2018. CSR practice by companies is virtually affected by their operations and performance. Therefore, companies with better performance are expected to engage more in CSR and consider public interest in corporate decision making. The population of this study covers all the seventy-five (75) listed non-financial firms in Nigeria from January 2009 - 31st December, 2018, from these a sample of fifty six (56) listed non-financial firms were selected by filtering. Narrowing down, the study to more specific term, it examines the effect of return on investment and net profit margin using leverage as control variables on CSR of listed non-financial firms in Nigeria. The Researcher employs correlational and expo-facto research designs using panel multiple regression as techniques of data analysis. Quantitative approach was adopted in the study and the study aligns to positivist paradigm. The study reveals that return on investment positively, strongly and statistically determines CSR measured at 1% level of significance respectively. Also, net profit margin positively influences the CSR of listed non-financial firms in Nigeria measured at 5% level of significance. The result implies that financial performance determines the CSR of non-financial firms in Nigeria. The study concludes that nonfinancial firms with high performance invest more in Corporate Social Services than low performing once. Therefore, the study recommends amongst others that managers of nonfinancial companies in Nigeria should improve their internal control mechanism for cost reduction and increase of net profit margin. While for return on investment, the management of listed non-financial firms should maintain quality assets that are durable. This is necessary because of the potential of companies that have such assets to vote more funds towards CSR.

Abstract:
Purpose: Interests in the nexus between ethical performance and financial performance have generated mixed results. However, despite the number and the variety of studies, the evidences available suggest not been comprehensively examined. Also, there is no sufficient effort to examine this relationship within the industrial good sector in Nigeria. This calls for further study. Design/Methodology/Approach: This study uses a functional coefficient regression technique to estimate panel-varying betas and alpha in three financial performance models. The empirical data were collected from the Nigerian Stock Exchange over a period of 2010-2019. Data were analyzed using random effects models after accounting for multicollinearity, heteroskedasticity, normality. Findings: Results show that human resource development disclosure and community service disclosure have noteworthy progressive effects on performance, environmental and product safety disclosures have significant negative effects on profit. Implications/Originality/Value: The study therefore concludes that ethical behavioural practices of listed industrial firms have significant effects on financial performance. The study recommends among others that industrial firms should redirect their ethical practices into human resource development and community services since their disclosures enhance financial performance.

Abstract:
Over time, the way and manner goods and services are paid for have evolved dramatically from shells, to coins, to paper, to data capable of moving around the world in the blink of an eye. The role of electronic payments system in modern economy cannot be over-emphasized. Electronic payments are a key driver of the economy. Though the nexus between electronic payments system and economic performance has attracted attention from scholars and practitioners alike, very few studies have modeled this relationship correctly and comprehensively. This has resulted in a gap in the literature. This study, therefore, is designed to fill in this gap by investigating the relationship between electronic payments system and economic performance in Nigeria. The empirical data were collected from the Central Bank of Nigeria 2014 Statistical Bulletin and analyzed using descriptive and inferential statistics. The findings reveal that electronic payments system is positively correlated with economic performance. Results also show that external reserve is the dominant factor in the relationship with economic performance. The other factors influencing GDP show positive relationships with economic performance. The study was, however, limited by covering only six years in the selection of period of coverage, making this a possibly biased selection and it may not be adequate to generalize the results for the entire Nigeria economic performance. The study has contributed to the electronic payments system literature with a better understanding of the e-payment practices and their association with Nigeria’s economic performance that will provide valuable knowledge to economic team top-management, to refine their current practices and subsequently improve the economic performance of Nigeria.

Abstract:
Audit quality is often investigated; though as a function of financial reporting. It is rare to treat audit quality within the context of auditors’ characteristics. Audit quality is a desirable state but it comes with price of several factors or determinants. In this study, we concentrate on the role of auditors’ type (independence, auditors’ switching, audit report timeliness, joint auditor, audit opinion and tenure) with quality audit among resources corporations. The population and sample size were the same size of 16 resources firms since the number of small and therefore census sampling technique was adopted. The period of study was 10 years starting from 2010 to 2019. Data were collected from MachameRatios website using content analysis for the 16 resources corporations and analysed using descriptive (mean, standard deviation, minimum mean and maximum mean) and inferential statistics (correlation matrix and multiple regression analysis). Findings show that audit independence, report timeliness show significant effects. However, auditor switching and audit tenure are not significant. Audit opinion and joint auditor were dropped by the models. In this paper, we contribute to knowledge by exploring the position of audit independence, audit report timeliness, auditor switching and audit tenure to audit quality. We recommend that audit independence and audit report timeliness should be encouraged, while audit switching and audit tenure should be discouraged.

The financial performance of Nigerian insurance firms has been seen as weak and poor. Owing to the weakness of the insurance sector, the study therefore examined the effect of insurance specific attributes on financial performance of listed insurance firms in Nigeria. The study covered a period of eleven years from 2008 to 2018. The research used correlation research design and secondary data obtained from the annual reports and accounts of firms from 2008- 2018. The population of the study is all the 27 insurance firms listed on the Nigerian Stock Exchange as at 31st December 2018, eighteen (18) of these firms were selected as sample. Multiple regression analysis was used in estimating the research model. The result of the study shows that underwriting risk and operating expenses have negative and significant impacts on financial performance and Premium growth reveal a positive and significant impact on financial performance of the study firms. The study concludes that underwriting risk and operating expenses inversely affect the financial performance of listed insurance firms. The study recommends among others that the management of the listed insurance firm should focus more on reducing the level of their underwriting operation and cut their present level of operational cost drastically to improve financial performance.

Abstract:
In this study, the compatibility of polycarboxylate ether-based water-reducing admixtures (PCE) with cements produced with different types and dosages of grinding aids (GA) was experimentally and statistically investigated. A total of 203 paste mixtures were prepared using seven different types of GA and one type of PCE at different dosages. The Marsh funnel flow time and mini-slump values of the mixtures were compared. A modeling study was performed using the experimental data. In this direction, Classical Regression Analysis (CRA), Multivariate Adaptive Regression Splines (MARS), and Artificial Neural Networks (AOMA-ANN) were applied. Innovative approaches, AOMA-ANN (AIP) and AOMA-ANN (ONIP), were introduced. The results showed adverse effects on flow performance with increased GA utilization, except for TEA-based GA. TEA-type GA had the lowest flow performance. AOMA-ANN (ONIP) exhibited the best performance in modeling. Marsh funnel flow-time modeling with AOMA-ANN (ONIP) considered parameters such as sieve residue at 60 microns, the number of molecules per fineness, the density of GA, the pH value of GA, and the PCE dosage. Mini-slump modeling with AOMA-ANN (ONIP) considered parameters such as sieve residue at 60 microns, the density of GA, the pH value of GA, and the PCE dosage.

Abstract:
A considerable number of studies have examined the effect of control environment on risk management at corporate level. However, these studies failed to disaggregate control environment into its elements and therefore failed to answer the question of which of the elements of control environment has the most impact. It is in view of this that this study examines the effect of control environment on risk management of listed financial services firms in Nigeria. Primary data was collected using the 5-point Likert scale structured questionnaire adopted from Ernst and Young (2003), the Committee of Sponsoring Organizations of the Treadway Commission (2013) and Simon and Fishbacher (2009) frameworks. 30 copies of the questionnaire were administered on each of the 35 sampled listed financial services firms. The data were diagnosed by means of normality test, multicollinearity test, heteroskedasticity test and reliability test and analyzed using descriptive (mean, standard deviation, minimum and maximum) and multiple regression analysis. Results show that all the 6 measures of control environment have significant effects on risk management among listed finance services firms in Nigeria. The study, therefore, concludes that integrity, values, ethics and behaviours of managers, management control and consciousness, commitment, board and audit committee participation in corporate governance and oversight and organizational structure, assignment of authority and human resource policy and practices are important considerations in risk management. The study recommends among others that the board and audit committee of the firms to take a more proactive participation in corporate governance and oversight. Managers must acknowledge their role in shaping organizational ethics and values and seize this opportunity to create a climate that can strengthen the relationships and reputations on which their companies’ success depends. Sound decision-making is a crucial skill for managers. From overseeing a team to leading a critical meeting, being an effective manager requires knowing how to analyze complex business problems and implement a plan for moving forward. Finally, management should position their organizations within their markets to exploit organizational competencies and strengths.

Abstract:
The unprecedented impact of the Covid19 pandemic on businesses globally has spurred a rethink about risk mitigation and financial performance. Cross border transactions based on global currencies and not securely hedged suffered setbacks at the onset of the pandemic as the US Dollar’s value depreciated. This study looks at Foreign Exchange Risk Management from the Portfolio Theory approach with the objective of determining its effect on financial performance and improving the discourse. Modification of the traditional research approach was made to include both aspects of the risk management strategy of banks in focus. The variable of Other Comprehensive Income was introduced to the model for regression analysis. It was determined that Foreign Exchange Risk Management had a significant positive effect on financial performance. Other Comprehensive Income improved the modified model, is ascertained to be a substantive inclusion to the discourse and, is recommended in practice and research.

It has a population of 61 manufacturing firms and a sample size of 31 firms which was arrived at based on a criterion that only listed manufacturing firms with full data over the period of the study (2009-2018) are considered. It used secondary sources of data gathering and data were extracted from content analysis of annual reports and accounts of listed manufacturing firms under studied. The data gathered were analyzed using multiple regression technique; also, diagnostic test such as normality, multicollinearity, and Hausman specification were conducted on the data used. The study found that board independence has a significant effect on environmental reporting of listed manufacturing firms in Nigeria; while board size has no significant effect on environmental reporting of listed manufacturing firms in Nigeria. Based on this finding, the study recommends that, listed manufacturing firms in Nigeria should have more independent directors on their board as their decisions will always favour firm’s existence. Also, firms should have environmental committee, which will help them identify the need of their host environment.

Abstract:
More than ever in the economic history of Nigeria, there is a greater need for good corporate social responsibility. The present crises are too many to attempt to exhaust in this article: gender inequality, lack of sufficient art and culture education, poor communities, low donations and gifts, poor health and safety, customers’ complaints, data protection and privacy issues, poor human rights, low impact assessment, poor product quality, etc. There is a general acceptance of the need for corporations to intervene in providing essential services that can help people. However, the big question is what is in it for these corporations? In this paper, efforts are made to determine this and many more questions. The research design is correlational with a population and sample of 156 and 112, respectively. Four filters were applied: corporations listed with the Nigerian Exchange Group as at the end of 2021 were considered; companies without complete 10 years annual reports were excluded, corporations that were quoted after 2021 were excluded and firms with technical difficulties with the Exchange as indicated on its website were excluded. The total quoted corporations that were used was 112 for a period of 10 years which produces 1,120 observations. The dependent variable which proxy financial performance was an index derived from return on assets, earnings per share and return on equity. The independent variable: corporate social responsibility is treated as an index derived from human resource, environmental activities, community donations, gifts and new product research and development. In the case of control variables, we employ firm size and leverage. Following the results of the model, p-values, t-values, R2 , Prob > F value, we report that corporate social responsibility is positively and significantly related to corporate financial performance. We drop leverage in favour of firm size because of the model specification error test results, though it is negatively insignificant.

Abstract:
There are limited scholarly works in Nigeria about whether firm life cycle has any bearing on financial performance. This study has filled this gap as it examines the effects of firm life cycle on financial performance of 91 listed firms in Nigeria over a ten-year period (2010-2019) using a correlational research design. Data were collected from the annual reports and accounts of the sampled firms and analysed using descriptive (mean, standard deviation, minimum mean and maximum mean) and inferential analytical techniques (Pearson Product Moment Correlation and Multiple Regression Analysis). We find maturity stage to have positive and significant effect on financial performance. However, we fail to find any significant effect at introductory stage, growth stage and shake-out stage. The study, therefore, concludes that the business stage of maturity is the most critical stage in financial performance consideration. The study recommends among others that managers should pay greater attention to their businesses, particularly during the period of maturity to avoid shakeout or decline.

This study proposes an integrated approach to digitalizing human resources (HR) in African public institutions by developing a performance optimization model. Based on five key variables—processing time, operational cost, service quality, degree of automation, and employee satisfaction—this model aims to enhance the overall efficiency of HR processes. The study is applied to the case of the National Office for Population Identification (ONIP) in the Democratic Republic of Congo and highlights substantial improvements in human resource management. Theoretically, the approach contributes to the digital transformation field through modeling, and practically, by offering a reproducible and adaptable framework for other public organizations with limited resources. Keywords: Digitalization, HR process optimization, ONIP, HR performance, HRIS.

Abstract:
This paper presents study on the facilitated transport of cadmium(II), cobalt(II) and nickel(II) ions from aqueous chloride solutions through polymer inclusion membranes (PIMs) with phosphonium ionic liquid. Cyphos IL 101 (trihexyl(tetradecyl) phosphonium chloride) was used as a selective carrier for synthesis of cellulose triacetate membranes containing o-nitrophenyl pentyl ether (ONPPE) as a plasticizer. Effect of different parameters such as hydrochloric acid concentration in the source phase as well as ion carrier concentration in the polymer membrane on metal ions transport has been investigated. Cd(II) was transported preferably from hydrochloric acid solutions containing Co(II) and Ni(II) through PIM containing 18.8 wt.% CTA and 26.0 wt.% Cyphos 101 and 55.1 wt.% ONPPE into 0.5 M HNO3 as the receiving phase. The obtained results suggest that there is a possibility of application of this membrane with Cyphos IL 101 as ion carrier for separation of Cd(II) over Co(II) and Ni(II) from hydrochloric acid solutions.

Abstract:
Relevance. Empirical treatment of vaginitis is indicated due to its polymicrobial etiology and limited microbiological analysis. The aim of the study was to study the combination of ornidazoleneomycinprednisoloneeconazole (ONPE, Elzhina) as a first-line drug for local treatment of patients with various forms of non-specific vaginitis.
Materials and methods. The study included 55 non-pregnant women aged 18 to 50 years (381.5 years) who had clinical and laboratory signs of acute vaginitis.
Results. All patients at the initial treatment complained of pathological discharge, 47 (85.5%) noted itching, burning, pain in the genital area of various degrees of severity, 17 (30.9%) discomfort when urinating, 9 (16.4%) unpleasant smell, 8 (14.5%) dyspareunia, 4 (2.2%) complained of sensations of a foreign body in the vagina. The clinical and laboratory effectiveness of treatment was 89.1% (49). In 6 (10.9%) patients, clinical improvement was noted, with the remaining laboratory signs of aerobic vaginitis.
Conclusion. The new combination of ornidazoleneomycinprednisoloneeconazole (ONPE, Elzhina ) has a good efficacy and safety profile and can be used to initiate empirical treatment of non-specific inflammatory diseases of the lower genital tract.

Abstract:
