Abstract:
The relations between countries as always been defined and pursued by National Interest coupled by comparative advantage, meanwhile, globalization has fuelled interdependence, integration and technological connectivity amongst countries of the world. This situation has led to trade liberalization. The trade relations between Nigeria and China has always been of mutual benefits to the two countries, probably because the two countries are prominent member of the G77 group of developing countries within the United Nations. The era of General Sani Abacha made the relationship stronger as Nigeria shifted from the North to the South and engaged China more having been rejected by the Northern allies of developed capitalist nations. The paper interrogated the trade relation between Nigeria and China and assess the impact of mechanisms and measures such as One China Policy and Nigeria Naira – China Yuan Currency Swap on the Nigeria growth and development. It equally examined the perceptions of Nigeria entrepreneurs in pushing for balance of trade relations between Nigeria and China. The study employed the quantitative and qualitative methods to examine the trade relationship between Nigeria and China. Simple Random Sample (SRS) technique was used to select respondents from Federal Ministries of Finance, Trade, Industries and Investment, Small and Medium Scale Development Agency (SMEDAN) as well Central Bank of Nigeria, Nigeria Content Development and Monitoring Board for the conduction of interviews; while key informant interview were conducted with President, Nigeria Chamber of Commerce and Industry (NACCIMA); National President, Manufacturing Association of Nigeria (MAN), and National President of Nigeria Union of Textile Workers (NUTW).A total of 100 questionnaires was distributed randomly to traders in six big markets which trade in both Nigeria and China product - Ariara Market in Aba, Sabo Market in Kano, Alaba Market in Lagos, Onitsha Market in Anambra, Central market in Kaduna, Nnewi market. The study found out that for Nigeria to get more gains from China, Nigeria traders, manufacturers and organised trade organisation must be carried in decision making and shun importation of already made goods that can be produced locally; support local industries to enhance their production capacity; more interaction between the businessmen of both countries, government official and politician; allowing independent functioning of institutions created to promote trade and investment without interference.

China chamber of commerce rule by law modernization is a great and systematic project. Only each part of society coordinated including chamber of commerce, it could achieve a new level of highly civilized norms and coordinated rule by law modernization. Primary task in the field of chamber of commerce in rule by law modernization, should accurately clarify chamber of commerce organization self-discipline function, specific legal connotation, refined the form of self-discipline, clarify the objective standard of responsibility, improve the standard safeguard measures. Selfdiscipline management and constraint is the core value of chamber of commerce as social composition department, reflects the essential claims of modern sociology of law. Discipline more reflects the respect, trust and tolerance of society to main market players, looking forward to them really realize social self-management based on recognizing national law and trade practice. The self-discipline of Chamber of commerce, still need to establish the boundaries between the market and non-market organization, correctly handle the relationship between serving members and market main body. To keep the target of core value realized, and get the purpose of maintain the fundamental interests of main market players, improve the professional quality of businessman, we should strength its service function. The basic sign of rule by law modernization is that legal system of the chamber of commerce scientific planned and strictly carried out. So achieve modernization of rule by law must focus on perfecting corporate governance structure of chamber of commerce, and standardize the duty system. Perfecting the unified mutual aid system of organization, running in accordance with the law, under the powerful supervision and constraint system. Among them, the chamber of commerce legislation system is very important.

Abstract:
The purpose of this study was to describe the development of Thailand's oldest private university, the University of the Thai Chamber of Commerce, Bangkok, Thailand, from 1963 to 1987. This historical research used records and documents which are primary sources from the University of the Thai Chamber of Commerce and the Association of Private Higher Education Institutions of Thailand together with interviews with the chairman of the Thai Chamber of Commerce, president, faculty and staff of the University of the Thai Chamber of Commerce. Secondary sources were reports and publications from the Ministry of University Affairs and libraries in Thailand. The areas of emphasis in the study were government policies on private higher education, legislation that initiated the founding of the University, the founder, the university's goals, the university's organizational structure, financial sources, admission policies, physical plants, programs, faculty and students. It was found that the Thai government encourages the establishment of private higher education institutions. The Private Higher Educational Institution Act of 1979 was enacted to allow Private universities to be equal to government universities. The university of the Thai Chamber of Commerce was founded by the Thai Chamber of Commerce with the purpose of training Thai students for the business sector and promoting the economic stability of the nation. The university's organizational structure is centralized and is self-supporting. The university strives for academic excellence, and thus supports the development of the nation. Suggestions for further study include: (a) the study of private higher education institutions which were established with all of the various fields of study in place, and (b) a study to identify factors that will contribute to the future development of the university of the Thai Chamber of Commerce and other private universities in Thailand.

This study explains the development of DALLAS magazine from its beginnings and changes in sixty-three years in content and format, departments, staff, and editorial policy. The study shows how DALLAS developed, reflecting the history of the City of Dallas' economic and business growth, and the Chamber of Commerce viewpoints since 1922. Concluding, the study reveals that the magazine projected the Dallas Chamber's viewpoints, that the magazine reported only positive images of the City of Dallas and its economy, that the magazine chronicled the changes in journalistic writing and graphic arts technology, that the magazine's audience remained the business leaders of the community, and that staff members progressively became better qualified for their positions.

Abstract:
As compared to internal trade, international trade involves several risks, which can be specified as commercial, physical, political and legal risks. Cash against documents (documentary collection) is a type of payment method applied to reduce the legal risks in a transaction. This payment method is a reassuring way for the Importer, since he is not under any obligation to make a payment before examining the document and confirming its conformance to the terms of order. Cash against documents is more reliable than cash against goods (open account) on the one hand, but less reliable than letters of credit on the other hand. Cash against document is one of the most commonly used payment methods in international trade as it offers a cost-effective and simple system and processes faster than cash against goods. Rules regarding cash against documents are governed by International Commerce Chamber Brochure no. 522 (Uniform Rules for Collection-URC), which is a set of guiding principles with a non-statutory character. There is no specific regulation exists on cash against documents in Turkish Law. In order to apply the rules on cash against documents in a transaction, “documentary collection/cash against documents clause” should be incorporated into the text of contract. Parties to a documentary collection are the Principal (seller/exporter/drawer), the Remitting Bank, the Collecting Bank and the Drawee (buyer/importer).
