Abstract:
This thesis is based on a study of reproducibility issues in image processing research. We designed, created and developed a scientific journal, Image Processing On Line (IPOL), in which articles are published with a complete implementation of the algorithms described, validated by the rapporteurs. A demonstration web service is attached, allowing testing of the algorithms with freely submitted data and an archive of previous experiments. We also propose copyrights and license policy, suitable for manuscripts and research software software, and guidelines for the evaluation of software. The IPOL scientific project seems very beneficial to research in image processing. With the detailed examination of the implementations and extensive testing via the demonstration web service, we publish articles of better quality. IPOL usage shows that this journal is useful beyond the community of its authors, who are generally satisfied with their experience and appreciate the benefits in terms of understanding of the algorithms, quality of the software produced, and exposure of their works and opportunities for collaboration. With clear definitions of objects and methods, and validated implementations, complex image processing chains become possible.

A pesquisa tem por objeto de estudo da produção científica de professores doutores de universidades brasileiras disponível em plataformas online de publicação independente. Considera que a publicação independente consiste na publicação de qualquer livro ou recurso multimídia pelo autor da obra, sem a intervenção de um terceiro estabelecido como editor. Verifica as plataformas brasileiras de publicação online, identifica os professores doutores que publicaram livros científicos nos últimos 10 anos nessas plataformas e analisa características dessa produção. Adota como estratégia metodológica um recorte, utilizando como universo empírico os professores doutores brasileiros cadastrados em cinco plataformas de publicação brasileiras. Mapeia as plataformas (nacionais e estrangeiras), os autores, os livros produzidos e as características editoriais das obras. Encontra no universo das plataformas nacionais, 43 professores doutores de universidades brasileiras com publicações nessas plataformas. Emprega o survey para operacionalizar a pesquisa de campo e utiliza como instrumento de coleta de dados adotado o questionário. Atesta que os autores acadêmicos de todas as áreas estão publicando em plataformas online. Demonstra que amaioria dos autores (75%) ficou muito satisfeito com a publicação de seu trabalho nas plataformas online. Infere que, de modo geral, os pesquisadores estão satisfeitos com o processo em si.  Conclui que a publicação independente nas plataformas é vista como vantajosa pelos pesquisados. Aponta como desvantagens o marketing deficiente e a comercialização.

The aim of the research is to study the scientific production of the brazilian university doctorate professors available on independent publishing platforms. The independent publication consists of the publication of any book or multimedia resource by the author without the intervention of a third party established as an editor. The specific objectives are: identify the Brazilian publishing platforms, identify the professors who have published scientific books in the last 10 years in these platforms and to verify the characteristics of this production. As a methodological strategy, a sample was adopted, using as empirical universe the Brazilian doctorate teachers enrolled in five Brazilian publishing platforms. To meet the proposed objectives, the research mapped the platforms (national and foreign), the authors, the books produced and the editorial features of the works. In the universe of national platforms, 43 professors from Brazilian universities were found. In relation of methodology, the technique used is the survey and the instrument of data collection adopted is the questionnaire. As a conclusion it is stated that academic authors from all areas are publishing on online platforms. The research demonstrated that most authors (75%) were very pleased with the publication of their work on the online platforms. And they are generally satisfied with the process itself. In the academic environment where publishing speed is paramount for the advancement of science, independent publishing on the platforms brings the resolution of this problem because it was pointed out as the greatest advantage by the respondents. Disadvantages were limited promotion and market.

User-generated reviews of visitor attractions, on publicly available websites, such as Tripadvisor, are frequently used in tourism research but feature less often in published cultural heritage research. In this paper, we describe a qualitative analysis of the text from user-generated reviews of three peatland heritage landscapes in the United Kingdom – Ilkley Moor, Thorne and Hatfield Moors, and Shapwick Heath – to better understand the role tangible and intangible cultural heritage play in visitor perceptions and narratives of these sites. Our analysis indicates that visitors tend to emphasise natural over cultural heritage of peatland landscapes and hold plural, highly contextual and sometimes dissonant perceptions; there is no single story of peatlands. This presents both challenges and opportunities for building public appreciation of peatland cultural heritage. User-generated reviews offer, as-yet under-explored, potential data for use by heritage researchers and managers who seek to explore how visitors understand and use sites, and may also contribute to the emerging intangible heritage of heritage landscapes.

Cette thèse explore les multiples rationalités à l’œuvre derrière la production et la publication en masse d’information de santé en langue française sur le web. Une clarification des notions essentielles entourant l’univers de l’e-santé facilite l’appréhension de l’état des lieux de ce domaine et du contexte de cette étude. La méthodologie mobilisée est décrite de façon détaillée : depuis la constitution d’un corpus à partir de contenus ciblés extraits de 367 sites jusqu’à l’interprétation des données collectées. Douze profils-types d’éditeurs composant le paysage du web de la santé ont émergé de l’exploitation de ce corpus, eux-mêmes classés dans quatre grandes catégories. Pour chaque type d’éditeur défini, quatre caractéristiques distinctives sont examinées : les différents acteurs concernés, les informations diffusées sur leurs sites, leurs modèles économiques, ainsi que les objectifs qu’ils déclarent. Les analyses approfondies menées sur ces critères déterminants sont confrontées aux résultats d’autres travaux de recherche issus de disciplines hétérogènes pour dégager les principaux enjeux qui sous-tendent la mise en ligne d’information de santé à destination du grand public
This thesis explores multiple logics of action at work behind the production and widespread dissemination of health information in French on the Web. Key e-health concepts are clarified to facilitate understanding of the field and the study context. The methodology is described in detail from the constitution of a corpus of focused content from 367 websites to the interpretation of the data collected. Twelve standard publisher profiles in the e-health Web sector emerged from our analysis of the corpus, and were classified in four main categories. Four distinctive criteria were studied for each type of publisher: the stakeholders, the information available on their websites, their business models and their stated purposes. Analyses of these criteria were compared with results from other studies in a variety of fields in order to identify the key issues involved in launching e-health information for the general public

Ce travail s’inscrit dans le cadre de l’apprentissage informel de l’anglais en ligne et explore les pratiques liées aux diverses sources d’exposition d’un échantillon d’étudiants de l’Université de Strasbourg. Les données collectées à partir d’un test de prononciation, d’un test de perception et d’un sondage, montrent une variabilité inter et intra-individuelle inhérente à la complexité du système dans lequel évoluent les participants. Eu regard aux accents Received Pronunciation et General American, les analyses acoustiques d’éléments de prononciation mettent en évidence des productions orales constituées de mélanges de spécificités des deux accents et celles de la langue française. La perturbation de la production de la parole, mise en oeuvre au travers de la variation de la vitesse d’élocution, indique une résistivité du système pour certains sons/séquences de sons. Les résultats montrent également que les séries télévisées constituent les activités les plus influentes parmi celles qui favorisent l’imitation vocale et permettent une appropriation phonético-phonologique
This work is part of the online informal learning of English and explores practices related to various sources of exposure of a sample of students from the University of Strasbourg. The data collected, based on a pronunciation test, a perception test and a survey, show inter- and intra-individual variability inherent to the complexity of the system in which participants evolve. With regards to Received Pronunciation and General American accents, acoustic analyses of pronunciation elements highlight oral productions composed of mixtures of characteristics of the two accents and those of the French language. The perturbation of speech production, implemented through fast speech variation, indicates a resistivity of the system for certain sounds/sequences of sounds. Results also show that television series are the most influential activities among those that promote vocal imitation and allow phonetic-phonological appropriation

Media development cooperation is based on the assumption that free and independent media are a precondition for good governance and thus the effective functioning of democratic societies. In order to holistically approach the area of media development a concept that combines media sustainability and journalistic quality is needed – this call laid the foundation for the concept of media viability. This publication is one of the firsts that reveals general characteristics that shape, enhance and restrict media viability of online news organizations in developing countries and economies in transition. Further, the comparative approach serves to highlight the challenges and chances alternative online news media face with regard to media viability in the developing world and thus is a first step in the search for clues on how to best promote media viability. This analysis focuses on five countries within different world regions: Ecuador, Uganda, Cambodia, Ukraine and Tunisia.

The principal goals of editing biomedical publications are to select, improve, and disseminate information that will advance the art and science of the discipline covered by the publication. For example, biomedical publications are a major source of information for the improvement of medical care. In addition to initial transmission to readers at the time of publication, information from journal articles is often carried by the public media. Published articles influence educators and opinion leaders, who transmit the information to many persons who do not read the original publications. Medical journal articles can also be subsequently accessed by clinicians and researchers seeking information about particular topics. Abstract The transfer of knowledge entails a challenge for any research activity. It drives the promise and results towards implemented and replicable facts. The transfer is frequently crystallised in contracts and patents, but not solely: scientific communication, general publication, property rights, or public R&D + innovation projects generated in the heat of research are also transference products and tools. This article lays out the benefits and weaknesses of these devices, underlining the participation of technology, especially online tech, when appropriate. We found that there are a variety of resources for transference, and that technology is only valid in some of them.

It was changed to open access retrospectively under a CC BY 4.0 license and, the presentation of Table 3 was different to that of Tables 2 and 4. This has been corrected. In addition, Tables 5 - 8 have been moved from the main text to Appendix B, at the request of the authors.The original version of the chapter 11 contained an error in Table 2, which also affected Section 3.1 and the Conclusion. The original figure in Table 2 indicated that one community was retweeting from a smaller number of accounts than the other communities. A recalculation following publication showed that the community was retweeting from a pool of about the same number of accounts as the other communities. This has been updated.

AbstractDigital literature on the Russian-language Internet includes a broad variety of phenomena, from online libraries to writers’ blogs, from hypertext to Internet memes. The chapter begins by clarifying the terms “digital literature” and “Runet,” drawing on a functional understanding of literature in the tradition of Russian Formalism. It embeds Runet literary studies into global contexts and gives an overview of essential phenomena (hypertext, fan fiction, blogging) and narratives. It analyzes local discourses, which, in turn, attempt to make sense of global communication technologies, for example, by conceptualizing digital self-publishing as samizdat, that is, the historical phenomenon of clandestine underground publication in the post-Stalin Soviet Union. The chapter concludes with an overview of research approaches and methods, both qualitative and quantitative, and of the challenges that future analysis will face.

A special government knowledge center, ERDC Information Technology Laboratory’s Information Science and Knowledge Management (ISKM) Branch is critical to ERDC’s mission, fulfilling research requirements by offering a variety of editing and library services to advance the creation, dissemination, and curation of ERDC and USACE research knowledge. Serving as the publishing authority for the ERDC, ISKM publishes all ERDC technical publications to the Digital Repository Knowledge Core, sends a copy to the Defense Technical Information Center (DTIC) and creates a press release about each publication on the ERDC website. Abstract:
By analyzing a novel dataset on publications by the Inter-American Development Bank (IDB), we shed light on the extent to which the knowledge production of a multilateral development bank can reach its beneficiaries. We find that IDB publications are downloaded mostly in the American continent, with Colombia, Peru, Mexico and the United States leading the ranking. Moreover, during the COVID-19 pandemic downloads of IDB publications increased, both in the world and in Latin America and the Caribbean. Some characteristics of publications are significantly associated with higher numbers of downloads, such as the language of publications: documents in at least two languages or in Spanish only are downloaded more often than documents in English only, suggesting that it is important to disseminate research in the language of the targeted audience. As for the online discussion on the IDB, we find that mentions of the IDB touch different sectors important for development (especially modernization of the state, health, labor markets and financial markets), they increase when a document is published, and also when a loan is approved.
