Abstract:
There is an established methodology for conducting survey research that aims to ensure rigorous research and robust outputs. With the advent of easy-to-use online survey platforms, however, the quality of survey studies has declined. This article summarizes the pros and cons of online surveys and emphasizes the key principles of survey research, for example questionnaire validation and sample selection. Numerous texts are available to guide researchers in conducting robust survey research online, however this is neither a quick nor easy undertaking. While online survey websites and software are useful for assisting in questionnaire design and delivery, they can also introduce sources of bias. Researchers considering conducting online surveys are encouraged to read carefully about how the principles of survey research can be applied to online formats in order to reduce bias and enhance rigor. In addition to alerting researchers to the pitfalls of online surveys this article also aims to equip readers of this journal with the knowledge of how to critically appraise publications based on online surveys.

Purpose The purpose of this paper is to present a detailed and critical look at the evolution of online survey research since Evans and Mathur’s (2005) article on the value of online surveys. At that time, online survey research was in its early stages. Also covered are the present and future states of online research. Many conclusions and recommendations are presented. Design/methodology/approach The look back focuses on online surveys, strengths and weaknesses of online surveys, the literature on several aspects of online surveys and online survey best practices. The look ahead focuses on emerging survey technologies and methodologies, and new non-survey technologies and methodologies. Conclusions and recommendations are provided. Findings Online survey research is used more frequently and better accepted by researchers than in 2005. Yet, survey techniques are still regularly transformed by new technologies. Non-survey digital research is also more prominent than in 2005 and can better track actual behavior than surveys can. Hybrid surveys will be widespread in the future. Practical implications The paper aims to provide insights for researchers with different levels of online survey experience. And both academics and practitioners should gain insights. Social implications Adhering to a strong ethics code is vital to gain respondents’ trust and to produce valid results. Originality/value Conclusions and recommendations are offered in these specific areas: defining concepts, understanding the future role of surveys, developing and implementing surveys and a survey code of ethics. The literature review cites more than 200 sources.

This paper describes a survey based on SMS messaging, presenting details of the tests and pilots undertaken, the practical difficulties found and overcome, as well as an examination of the differences found between the CATI and SMS elements of the survey. It also describes pilot surveys undertaken to test mixed-mode methods: SMS-to-online and SMS-to-IVR (interactive voice response). As the paper describes, Network Research has a long-standing relationship with a top service provider, which interacts with its customers through high-street outlets, by phone and online. For the past 15 years and more Network Research has conducted customer satisfaction surveys to cover all those interactions, mainly using computer-assisted telephone interviewing (CATI). Throughout the relationship with this client, Network Research has periodically investigated different means of data collection as an alternative or adjunct to CATI. Its primary motivation has been to seek more cost-efficient ways of collecting timely data (proximate to a specific event) from the customer base. Cost saving is not the only criterion, however. Consideration has also to be given to impact on the customer; attribution, confidentiality and data protection issues; potential biases leading to skewed and unrepresentative scores (non-response, age, gender, geographic); representing outlet and organisation structure; and scalability. Considerable time and effort has gone into refining the CATI approach to render it as cost- and methodologically efficient as possible. Nonetheless CATI is still, relative to other options – like online or other self-completion methods – a higher-cost approach. However, it is also the ‘gold standard’ on each of the non-cost criteria above. Pure online surveys have limited application for this client: among all but digital customers, very few customer email addresses are available. Where online research is conducted, the surveys generally suffer from low response rates. In 2015, Network Research started to supplement CATI data for the largest of the customer satisfaction surveys, among high-street customers, with a survey based on SMS messaging (or ‘text messaging’ via mobile phone). This paper will be of interest to anyone who is contemplating using SMS methodology.

Data collection using respondent surveys is a common methodology used in many research projects. Increasing popularity of e-mail and internet has resulted in most of the modern surveys being carried out using these mediums. Declining response rates call for fresh methods of data collection. As a possible alternative to already popular methods like web-based and email surveys, this paper illustrates the use of webinar sessions to collect relevant data from the participants. The popularity of webinars in recent times throws up a tremendous potential in utilizing it as a data collection tool. The paper illustrates how the polling tool available within the web-conferencing systems can be used in a webinar session to survey respondents’ behavioral patterns. Using a behavioral finance problem, the paper examines an alternative to traditional methods of collecting online survey data. Although the paper uses a behavioral finance context, the findings should equally apply to any other research topic.

Purpose The purpose of this paper is to provide a comprehensive review of the respondents’ fraud phenomenon in online panel surveys, delineate data quality issues from surveys of broad and narrow populations, alert fellow researchers about higher incidence of respondents’ fraud in online panel surveys of narrow populations, such as logistics professionals and recommend ways to protect the quality of data received from such surveys. Design/methodology/approach This general review paper has two parts, namely, descriptive and instructional. The current state of online survey and panel data use in supply chain research is examined first through a survey method literature review. Then, a more focused understanding of the phenomenon of fraud in surveys is provided through an analysis of online panel industry literature and psychological academic literature. Common survey design and data cleaning recommendations are critically assessed for their applicability to narrow populations. A survey of warehouse professionals is used to illustrate fraud detection techniques and glean additional, supply chain specific data protection recommendations. Findings Surveys of narrow populations, such as those typically targeted by supply chain researchers, are much more prone to respondents’ fraud. To protect and clean survey data, supply chain researchers need to use many measures that are different from those commonly recommended in methodological survey literature. Research limitations/implications For the first time, the need to distinguish between narrow and broad population surveys has been stated when it comes to data quality issues. The confusion and previously reported “mixed results” from literature reviews on the subject have been explained and a clear direction for future research is suggested: the two categories should be considered separately. Practical implications Specific fraud protection advice is provided to supply chain researchers on the strategic choices and specific aspects for all phases of surveying narrow populations, namely, survey preparation, administration and data cleaning. Originality/value This paper can greatly benefit researchers in several ways. It provides a comprehensive review and analysis of respondents’ fraud in online surveys, an issue poorly understood and rarely addressed in academic research. Drawing from literature from several fields, this paper, for the first time in literature, offers a systematic set of recommendations for narrow population surveys by clearly contrasting them with general population surveys.

AbstractLike other surveys, time use surveys are facing declining response rates. At the same time paper-and-pencil surveys are increasingly replaced by online surveys. Both the declining response rates and the shift to online research are expected to have an impact on the representativeness of survey data questioning whether they are still the most suitable instrument to obtain a reliable view on the organization of daily life. This contribution examines the representativeness of a self-administered online time use survey using Belgian data collected in 2013 and 2014. The design of the study was deliberately chosen to test the automated processes that replace interviewer support and its cost-efficiency. We use weighting coefficients, a life table and discrete-time survival analyses to better understand the timing and selectivity of dropout, with a focus on the effects of individual time use patterns and the survey design. The results show that there are three major hurdles that cause large groups of respondents to drop out. This dropout is selective, and this selectivity differs according to the dropout moment. The contribution aims to provide a better insight in dropout during the fieldwork and tries to contribute to the further improvement of survey methodology of online time use surveys.

Purpose Librarians at Northcentral University (NCU) provide online synchronous research consultations for students to discuss resources and search strategies for class assignments, papers, presentations, theses and dissertations. The purpose of this paper is to document the implementation and assessment of this service and to seek to demonstrate that research consultations provided by NCU librarians contribute to students’ learning and success. Design/methodology/approach Research consultations are scheduled using Springshare LibCal and are conducted via Citrix GoToMeeting. Students report their satisfaction and skills learned via the Research Consultation Satisfaction Survey. Dissertation chairs and faculty instructors complete separate surveys, which assess the effect that research consultations had on their students’ work. All surveys were created using Qualtrics. Findings Assessment data reveal that students are satisfied with the research consultation service and can identify specific skills learned. Additionally, faculty and dissertation chairs report an improvement in students’ citations and ability to locate relevant sources. Future research may include examination of learning analytics or citation analysis for students who participated in research consultations. Originality/value Research consultations are rarely documented in the scholarly literature. An opportunity exists to make virtual research consultations more widely adopted as a distinct library reference service, and further, to measure the impact of this service. This project demonstrates how to successfully implement and assess online research consultations. Techniques discussed may be used in 100 per cent virtual environments, as well as within traditional, brick and mortar schools that may already offer face-to-face research consultations.

Online research has experienced astonishing growth over the past 15 years. To keep up with this growth, researchers have developed new ways of accessing and utilising respondents. Nevertheless, they can still find it difficult to complete the needed number of interviews on time, particularly when the target population is rare or in high demand. For this reason, it is common today for researchers to use more than one sample source for some types of project, such as a tracking survey that measures change over time. Adding one or more sample source to the original might address the need for more respondents, but some evidence suggests that it might also decrease sample representativeness and reduce response accuracy. In this paper, we introduce a new methodology that enables researchers to select potential survey respondents from either a single sample source or multiple sources based on how well their characteristics match an appropriate, evolving standard with demonstrated evidence of external validity. We also present evidence suggesting that, in the aggregate, respondents who are selected through the new methodology are more representative of the target population than respondents selected by other means. Finally, we consider possible implications of the new methodology on methods other than online research with non-probability samples.

Objective To assess whether adults with bothersome tinnitus will complete multiple ecological momentary assessments (EMAs) per day, including those during a therapeutic intervention trial. EMA is defined as repeated sampling of subjects’ current behaviors and experiences in real time. Study Design Twelve-week longitudinal cohort study conducted from August 28, 2017, to December 14, 2017. Setting Online only. Subjects Thirty adults with self-reported bothersome nonpulsatile tinnitus of >6 months’ duration. Methods Participants completed 2 weeks of EMA text surveys 7 times per day (preintervention), followed by 8 weeks of EMA questions 4 times per day (during intervention), concluding with 2 weeks of EMA questions 7 times per day (postintervention) for a total of 420 surveys over 12 weeks. During the 8-week intervention period, participants used a commercially available auditory-intensive online cognitive brain training program for 20 minutes per day, 5 times per week (total, 800 minutes). The primary outcome measures were compliance with EMA surveys, as measured by survey response rates, and participant-reported effects of EMA on their tinnitus bother. Results Of the 30 participants in this study (20 women and 10 men; median age, 54 years [range, 47-64 years]), 25 participants completed the study protocol (83%). Participants completed a median 87% of EMA surveys (range, 67%-99%). Qualitative analysis of free-text responses found that participants did not report negative side effects of the EMA. Conclusion Excellent participant compliance can be achieved with multiweek temporally rigorous EMA sampling. EMA sampling can successfully be conducted during an intervention. EMA is a promising sampling methodology in tinnitus research.

Aim/Purpose: To understand readiness of students for learning in online environments across different age groups. Background: Online learners today are diverse in age due to increasing adult/mature students who continue their higher education while they are working. Understanding the influence of the learners’ age on their online learning experience is limited. Methodology: A survey methodology approach was followed. A sample of one thousand nine hundred and twenty surveys were used. Correlation analysis was performed. Contribution: The study contributes by adding to the limited body of knowledge in this area and adds to the dimensions of the Online Learning Readiness Survey additional dimensions such as usefulness, tendency, anxiety, and attitudes. Findings: Older students have more confidence than younger ones in computer proficiency and learning skills. They are more motivated, show better attitudes and are less anxious. Recommendations for Practitioners: Practitioners should consider preferences that allow students to configure the learning approach to their age. These preferences should be tied to the dimensions of the online learning readiness survey (OLRS). Recommendations for Researchers: More empirical research is required using OLRS for online learning environments. OLRS factors are strong and can predict student readiness and performance. These are opportunities for artificial intelligence in the support of technology-mediated tools for learning.

ENGLISH ABSTRACT: This study examined organisational identity from a substantive and methodological point of view. With the burgeoning interest in the organisational identity construct, there have been a multitude of perspectives and meanings associated with the term. These perspectives formed the basis of three juxtapositions used to evaluate the nature of knowledge generated by various research designs used to study organisational identity. These designs included survey design, content analysis, case study design, ethnography, narrative analysis and discourse analysis. I concluded that the choice for a particular research design does constrain or make possible the generation of different types of knowledge regarding OI. The effect of design type has long been suspected and argued for, and this study provides further substantiation for this view. The choice of research design is not a neutral one but plays an integral role in the nature of the knowledge generated, and should be taken seriously as part of the research process. Also from a methodological perspective, the aim was to explore whether an Internet-based, open-ended qualitative survey could provide a suitable description of organisational identity, and whether it would be possible to develop identity narratives from these responses. Data was gathered in a South African based multi-national engineering firm, the result of a recent merger of two engineering firms. Based on the responses to the survey, I was able to develop descriptive narratives of each of (what had been termed) the heritage organisations, each narrative comprising a series of inter-related identity statements capturing various facets of organisation identity. Three broad narratives for each heritage organisation dealt with the nature of the organisation and its position in the market, the importance of the profession and clients, and the value of people in the organisation. Given the pervasive nature of technology, and that work in many corporate and professional settings is conducted via the internet, an internet-based qualitative survey allows information regarding organisational identity to be gathered fairly easily. The research undertaken in this study thus adds to the body of knowledge surrounding the use of a web-based qualitative survey in accessing organisational identity, and suggests that this form of data gathering in the organisation can be successful, provided that participants are computer literate and have access to the Internet. The organisations in question were chosen as merger partners due to their similarity, and using the descriptive narratives developed from the survey, I was able to examine the question of distinctiveness in similar organisations, which has not yet been addressed. Despite the similarities, the identity of both organisations was arguably distinct, and this could be traced to two factors. The first was an element of social actor, in this case the size of the organisation, which coupled with other factors influenced organisation identity in very specific ways. Secondly, distinctiveness arose from the construction of meaning around specific elements of the social actor by members of the organisations. Thus, much like personal identity, organisational identity is associated with similarity and difference (Buckingham 2008).
AFRIKAANSE OPSOMMING: g Hierdie studie het ten doel gehad om the konsep van organisasie-identiteit te ondersoek vanuit ‘n substantiewe en metodologiese hoek. Die groeiende belangstelling in die konstruk van organisasieidentiteit, gee aanleiding daartoe dat meervuldige perspektiewe en betekenisse aan die term gegee word. Hierdie verskillende perspektiewe vorm die basis van drie naasmekaarstellings wat gebruik word om die aard van kennis, wat geskep word deur verskillende navorsingsontwerpe in die studie van organisasie-identiteit, behoorlik te bestudeer. Hierdie navorsingsontwerpe sluit in opnamestudies, inhoudsanalise, gevallestudies, etnografiese studies, teksontledings en diskoers analise. Ek het tot die gevolgtrekking gekom dat die keuse van ‘n bepaalde navorsingsontwerp weliswaar beperkend of fasiliterend van aard kan wees in die skep van verskillende kennisbasisse rondom organisasie-identiteit. Die impak van die tipe navorsingsontwerp word lankal reeds vermoed, en hierdie studie lewer verdere ondersteuning vir hierdie standpunt. Die keuse van ‘n navorsingsontwerp is nie neutraal nie maar speel ‘n integrale rol in die aard van die kennis wat geskep word en behoort aandag te geniet in the navorsingsproses. Vanuit ‘n metodologiese perspektief was die doelwit ook om te bepaal of ‘n internet-gebaseerde, oopeinde kwalitatiewe opname, ‘n toepaslike beskrywing en begrip van organisasie-identiteit kan lewer en of dit moontlik sou wees om identiteits-ontledings vanuit hierdie response te genereer. Data opnames is gedoen in ‘n Suid-Afrika-gebaseerde internasionale ingenieurskonsultasiefirma, wat bestaan uit twee saamgesmelte firmas. Die response uit die opname het my toegelaat om beskrywende narratiewe van beide die oorspronklike organisasies te ontwikkel. Elk van hierdie bestaan uit ‘n reeks van interafhanklike stellings oor identiteit wat die verskeie fasette van organisasie-identiteit verwoord. Daar was drie narratiewe vir elkeen van die oorspronklike organisasies en hierdie het gefokus op die aard en markposisionering van die organisasie, die belangrikheid van die professie en kliente en die waarde van mense binne die organisasie. Gegewe die deurtastende aard van tegnologie in veral korporatiewe en professionele omstandighede, sal ‘n internet-gebaseerde kwalitatiewe opname die verkryging van inligting rondom organisasie identiteit vergemaklik. Die navorsing onderneem in hierdie studie dra dus by tot ons begrip van die toepassing van internet-gebaseerde kwalitatiewe opnames in die taksering van organisasie identiteit. Dit dui aan dat hierdie vorm van data-insameling in ‘n organisasie sukesvol kan wees indien die respondente rekenaarvaardig is en toegang tot die internet het. Die organisasies wat in die studie gebruik is, het tot ‘n groot mate saamgesmelt aan die hand van hulle soortgelyke aard en waardes. Deur die beskrywende narratiewe te gebruik wat uit die opname ontwikkel is, kon ek die vraagstuk van onderskeidenheid in soortgelyke organisasies ondersoek, wat tot op daardie stadium nie gedoen was nie. Ongeag die ooreenkomste, is bevind dat die identiteit van beide die organisasies wel merkbaar verskil en dat dit toegeskryf kan word aan twee faktore. Die eerste hiervan is geeien as ‘n sosiale agent, in hierdie geval die grootte van die organisasie, wat tesame met ander faktore die organisasie-identiteit op spesifieke manier beinvloed het. Die tweede faktor onstaan uit die konstruksie van betekenis rondom spesifieke elemente van die sosiale agent deur lede van die organisasies. Dit is dus duidelik dat organisasie-identiteit, soos persoonlike identiteit, geassosieer word met ooreenkomste en verskille (Buckingham 2008)

ENGLISH ABSTRACT: The viability of a research programme is dependent on its sustainability. The life span of a programme is determined by the sustainability achieved as a result of its activities. Within any successful research initiative, there is a progression from the research findings to the implementation of those findings. This study examines the effect that the implementation of research findings has on the initiation of new research projects within a research programme. The distinctions between academic research programmes and the implementation of the research findings were identified. By unobtrusively applying these definitions to a process of self-evaluation, a theoretical model was identified for the evaluation of the University of the Witwatersrand Refugee Research Programme and one of its projects. Advocacy research, which focused on policy intervention, was not seen as being sustainable as a programme output, as it is dependent on funding. Sustainability in advocacy is linked to research skills enabling pilot intervention. Pilot intervention in tum requires funding that research programmes sometimes use for their basic survival. This should not be interpreted as contributing to the sustainability of the research programme as funding activities are driven by the needs of the pilot intervention. This is significant as these needs can through demands from the funders of pilot intervention, contribute to changes in policies, goals and objectives of the research programme. It was found that the progression to implementation within a rural academic research programme does limit the initiation of new research proposals. Research initiatives tend to become tools of funding agencies with the focus being placed on the implementation of the research findings. This study recommends that the implementation of research findings should be limited to pilot projects, that there should be defined time frames for pilot implementation and, that there should be a clear division of responsibility between research activity and pilot implementation.
AFRIKAANSE OPSOMMING: Om lewensvatbaar te wees moet 'n navorsingsprogram gehandhaaf kan word. Die lewensduur van 'n program word bepaal deur sy handhawing as gevolg van sy aktiwiteite. Binne enige suksesvolle navorsingsinisiatief is daar 'n progressie van navorsingsbevindings tot die implementering van daardie bevindings. In hierdie studie word die effek van implementering van navorsingsbevindings op inisieëring van nuwe navorsingsprojekte binne 'n navorsingsprogram ondersoek. Die verskil tussen akademiese navorsingsprogramme en die implementering van navorsingsbevindings is geïdentifiseer. Deur op 'n onopvallende wyse hierdie definisies toe te pas op 'n proses van selfevaluasie is 'n teoretiese model geïdentifiseer wat gebruik is om die Universiteit van die Witwatersrand se Vlugteling Navorsingsprogram en een van sy projekte te evalueer. Dit is bevind dat die progressie tot implementering binne 'n landelik akademiese navorsingsprogram inisieëring van nuwe navorsingsvoorstelle beperk. Navorsingsinisiatiewe neig om middels van befondsingsagentskappe te word met die plasing van die fokus op die implementering van die navorsingsbevindings. Hierdie studie beveel aan dat die implementering van navorsingsbevindings tot loods projekte beperk moet word, dat daar 'n gedefinieerde tydraamwerk vir implementering van loodsprojekte moet wees en dat daar 'n duidelike verdeling van verantwoordelikheid tussen navorsingaktiwiteite en loodsprojek implementasie moet wees.

Abstract:
The primary objective of this thesis is to study the role of surveys as power factor with a particular focus on studies of Internet users. The conditions and practices of the private research field are related to the academic discourse on the essence of science as well as to media's role in society. The methodological basis of the quantitative studies and their practices are examined in relation to a range of competing theories on the nature of science and its role in society. Earlier contributions to the criticism of quantitative surveys are also discussed. The methodological problems are further highlighted by concrete examples based on own analyses of various data collections. One empirical part of the thesis consists of analyses of survey studies as reported in the press coverage of the Internet in 1997, 1999 and 2000. The goal of the analyses is to show that surveys are an important mechanism for creating truth effects. The methodological tools are part of the struggle for mastery of the discourse –thereby confirming or changing existing power relations – in part through the dissemination of selected results in the media. Through a perusal of the newspaper articles with regard to the context in which the keywords "Internet" and "survey" appear and what the specific actor says, to whom, with which intention, an overall discourse appears, which reveals that the leading commercial actors endeavour to promote the development of the Internet in accordance with their aspirations. The published results are also related to other, more complex analyses of data collections from the same period. In another empirical part of the thesis findings from some fifty interviews with various experts are presented. The aim is to evaluate the methodological sources of error associated with sampling, the carrying out of studies, the analysis of results and other factors that have to do with the value of the surveys as basic facts, as well as the survey buyers’ awareness of the nature of the errors and their relevance for the results. The quantitative surveys appear as an uncontrolled and uncertain source of knowledge. The survey industry is profit-oriented and characterised by competition whereby methodological issues often land up in the background. The final discussion addresses a set of mechanisms by which the interested parties from the media industry use the ratings in the internal competition or in various administrative documents. They achieve this by establishing a "common currency" on the basis of such studies, which is valid in relation to other interested parties, such as media owners and advertisers. Different strategies developed by the survey industry in order to lend more market value to their products are also discussed. The methodological problems, the lack of openness to external scrutiny and the dependence on the economic field signify that the praxis of the survey field essentially deviates from the basic concepts of science. Surveys take therefore undue  advantage of scientific legitimacy.

In 2001, the ACM and IEEE Computing Curriculum stated that it was necessary to address "the need to develop implementation models that are international in scope and could be practiced in universities around the world." With increasing connectivity through the internet, the move towards a global economy and growing use of technology places software internationalization as a more important concern for developers. However, there has been a "clear shortage in terms of numbers of trained persons applying for entry-level positions" in this area. Eric Brechner, Director of Microsoft Development Training, suggested five new courses to add to the computer science curriculum due to the growing "gap between what college graduates in any field are taught and what they need to know to work in industry." He concludes that "globalization and accessibility should be part of any course of introductory programming," stating: A course on globalization and accessibility is long overdue on college campuses. It is embarrassing to take graduates from a college with a diverse student population and have to teach them how to write software for a diverse set of customers. This should be part of introductory software development. Anything less is insulting to students, their family, and the peoples of the world. There is very little research into how the subject of software internationalization should be taught to meet the major requirements of the industry. The research question of the thesis is thus, "Is there a framework for software internationalization that has been validated against industry requirements?" The answer is no. The framework "would promote communication between academia and industry ... that could serve as a common reference point in discussions." Since no such framework for software internationalization currently exists, one will be developed here. The contribution of this thesis includes a provisional framework to prepare graduates to internationalize software and a validation of the framework against industry requirements. The requirement of this framework is to provide a portable and standardized set of requirements for computer science and software engineering programs to teach future graduates.

This research project explores factors affecting sustainability initiatives within educational institutions. Using grounded theory and mixed-methods, the project evaluates the experiences and perspective of nineteen individuals involved with sustainability initiatives in schools. Twelve research participants are from one school community while the other seven are sustainability programme coordinators at a range of educational institutions. Results indicate that significant life experiences and situational factors both have an impact on an individual’s perspective on sustainability. The success of sustainability initiatives relies heavily on keen advocates for sustainability within the community and the support ascribed to sustainability by the institution. Providing engaging, hands-on experiences, supporting individuals and groups, and encouraging role modeling can foster an ethic of sustainability across the community. The outcome of this research project is a framework designed to help individuals and institutions in their efforts to support and implement sustainability initiatives. “Word up” is a catch phrase that denotes agreement or enthusiasm about what another has said. A question central to this thesis was whether study participants thought that Algonquin College should endeavour to be a sustainability leader. Online and clipboard surveys, involving on- and off-campus participants, compiled new ideas of how Algonquin could educate for sustainability. These ideas formed a needs analysis that, combined with a review of trends in North American colleges’ education for sustainability, fed into program design recommendations. The program design phase of the research involved participants in an assessment of the survey results and the development of program recommendations for academic development at Algonquin College. Off-campus participants suggested new types of experiential learning involving community partners and encouraged the college to educate for careers related to sustainable food and renewable energy. On-campus participants were concerned foremost with the infusion of sustainable principles across all college curricula.

Coinciding with the 40th anniversary of Earth Day, this research describes short and long term memories of participants who attended past and present Earth Day Celebrations in Surrey, BC, Canada. Particular interest was placed on discovering the most memorable aspects of their Earth Day experiences as well as determining motivations to attend. Research was conducted using online and face-to-face surveys administered prior to and during the April 2010 event. The study revealed that not only that hands-on stewardship activities of releasing salmon and planting trees proved the most popular among research subjects but also illuminated the importance of social and familial interactions at the event. The results of the study may serve to guide the efforts of event organizers in order to capitalize on the public’s interests in environmental special events and serve to meet both the environmental and social needs of the community.

[This Proceedings paper was revised and published in the 2019 issue of Journal of Information Technology Education: Research, Volume 18] Aim/Purpose: To understand readiness of students for learning in online environments across different age groups. Background: Online learners today are diverse in age due to increasing adult/mature students who continue their higher education while they are working. Understanding the influence of the learners’ age on their online learning experience is limited. Methodology: A survey methodology approach was followed. A sample of one thousand nine hundred and twenty surveys were used. Correlation analysis was performed. Contribution: The study contributes by adding to the limited body of knowledge in this area and adds to the dimensions of the Online Learning Readiness Survey additional dimensions such as usefulness, tendency, anxiety, and attitudes. Findings: Older students have more confidence than younger ones in computer proficiency and learning skills. They are more motivated, show better attitudes and are less anxious. Recommendations for Practitioners: Practitioners should consider preferences that allow students to configure the learning approach to their age. These preferences should be tied to the dimensions of the online learning readiness survey (OLRS). Recommendations for Researchers: More empirical research is required using OLRS for online learning environments. OLRS factors are strong and can predict student readiness and performance. These are opportunities for artificial intelligence in the support of technology-mediated tools for learning.

In the last decade, opportunities have emerged to deploy new digital technologies to research agendas and research-led teaching at third level. For instance, research methods such as surveys and questionnaires are shifting into the digital environment, while at the same time there is increasing evidence to support the view that people who have grown up with technology have acquired distinctive new ways of learning, and that traditional methodologies fail to maximise student engagement (Lafuente 2018). Thompson (2013) suggests that these ‘new learners’ are constantly using technology, multi-tasking in interactive environments, and collaborating online, yet research shows that many students are unaware of the potential of their smartphone to support learning (Woodcock et al, 2012). Despite a widespread interest in mobile devices facilitating teaching and learning in third-level education geography departments (Welsh et al. 2013), many research techniques are still taught using traditional ‘pen-and-paper’ methodologies. The ESRI Collector for ArcGIS is a mobile application (app) that can be used with iOS, Android, and Windows smartphones. Collector for ArcGIS is beginning to emerge as a technology to support spatial thinking in geography at second-level education and third-level education (Pánek and Glass 2018). Here we report on our strategy of integrating mobile technology in GG1015 Applied Geography, a large (250+) class introducing first year BA Arts Geography programme students to a number of techniques that we use in Geography. This module sits between GG1013 Environmental Geography and GG1014 Society and Space in the first-year programme. Both of these modules are a block of 24 1-hour lectures, with multiple choice quizzes (MCQs) and essay-based exams. Subsequently, GG1015 was developed to compliment these modules and introduce different teaching styles that facilitate learning across a range of diversities. Throughout this module, students engage directly in fieldwork, photographic activities, essay writing, presentations, and small group work. As such, this module offers an excellent case study to explore new techniques to engage students in learning, particularly in geographic research.

Aim/Purpose: In the midst of COVID-19, classes are transitioned online. Instructors and students scramble for ways to adapt to this change. This paper shares an experience of one instructor in how he has gone through the adaptation. Background: This section provides a contextual background of online teaching. The instructor made use of M-learning to support his online teaching and adopted the UTAUT model to guide his interpretation of the phenomenon. Methodology: The methodology used in this study is action research through participant-observation. The instructor was able to look at his own practice in teaching and reflect on it through the lens of the UTAUT conceptual frame-work. Contribution: The results helped the instructor improve his practice and better under-stand his educational situations. From the narrative, others can adapt and use various apps and platforms as well as follow the processes to teach online. Findings: This study shares an experience of how one instructor had figured out ways to use M-learning tools to make the online teaching and learning more feasible and engaging. It points out ways that the instructor could connect meaningfully with his students through the various apps and plat-forms. Recommendations for Practitioners: The social aspects of learning are indispensable whether it takes place in person or online. Students need opportunities to connect socially; there-fore, instructors should try to optimize technology use to create such opportunities for conducive learning. Recommendations for Researchers: Quantitative studies using surveys or quasi-experiment methods should be the next step. Validated inventories with measures can be adopted and used in these studies. Statistical analysis can be applied to derive more objective findings. Impact on Society: Online teaching emerges as a solution for the delivery of education in the midst of COVID-19, but more studies are needed to overcome obstacles and barriers to both instructors and students. Future Research: Future studies should look at the obstacles that instructors encounter and the barriers with technology access and inequalities that students face in online classes. Aims: Q-LAMP aims to identify risk factors and resilience factors for symptoms of psychiatric illness during the pandemic. Study strengths include the 1-year longitudinal design and the use of standardized instruments already available in English and Arabic. The results will increase understanding of the impact of the pandemic on mental health for better support of the population during the pandemic and in future epidemics. Until an effective vaccine is available or herd immunity is achieved, countries are likely to encounter repeated ‘waves’ of infection. The identification of at-risk groups for mental illness will inform the planning and delivery of individualized treatment including primary prevention. Methodology: Longitudinal online survey; SMS-based recruitment and social media platforms advertisements e.g. Facebook, Instagram; Online consent; Completion time for questionnaires: approx. 20 to 30 minute; Baseline questionnaire with follow up at 3, 6, 9 and 12 months; Study completion date: Sept. 2021. Inclusion criteria: Currently living in Qatar; Qatari residents: citizens and expatriates; Age 18 years; read Arabic or English (questionnaire and consent form available in both languages). Instruments: Sociodemographic questionnaire including personal and family experience of COVID-19 infection; Standard instruments to assess psychiatric morbidity including depression, anxiety and PTSD; research team-designed instruments to assess social impact of pandemic; standard questionnaires to assess resilience, personality, loneliness, religious beliefs and social networks. Results: The analysis was based on 181 observations. Approximately, 3.5% of the sample was from the sms-recruitment method. The sample of completed surveys consisted of 65.0% females and 35.0% males. Qatari respondents comprised 27.0% of the total sample, while 52% of the sample were married, 25% had Grade 12 or lower level of educational attainment, and 46.0% were unemployed. Covid-19 appears to have affected different aspects of people’s lives from personal health to living arrangements, employment, and health of family and friends. Approximately, 41% to 55% of those who responded to the survey perceived changes in their stress levels, mental health, and loneliness to be worse than before the pandemic. Additionally, the wide availability of information about the pandemic on the internet and social media was perceived as source of pandemic-related worries among members of the public. Conclusion: The continued provision of mental health service and educational campaigns about effective stress and mental health management is warranted.

It also explores the context of how Knowledge Management System (KMS) for the nexus can be designed and utilized by HEIs and challenges them to rethink their traditional approaches in managing their knowledge assets to boost individual and organizational learning. Background: This study provides a Knowledge Management-based framework and de-sign of a knowledge management system that support the academic community towards the improvement of the nexus. This study sets out ideas from various academic and professional experts on how academic stake-holders in the higher education can improve and promote knowledge transfer and make better use of its knowledge and research assets for teaching and learning. It stressed the importance of having the knowledge assets or resources that can easily be pooled, accessed, and made available to its intended stakeholders. Methodology: Data were gathered from 29 out of 49 institutional quality audit reports of all HEIs in Oman. The panel comments were coded and analysed to ex-tract valuable insights regarding the management of knowledge assets in research. Additionally, data were gathered from the institutional accreditation outcomes page of the same website. Manifest and latent content analyses were used in reporting the findings of the panel. Contribution: The study will contribute to a greater understanding and acceptance of Knowledge Management (KM) in higher education and extended the body of knowledge concerning knowledge management for the RTN. Findings: The reports revealed a very limited practice of the nexus in terms of people and culture, structure ad processes, and computing and web technologies. A few staff are involved in RTN work, there is an uneven understanding of the RTN among staff, limited joint research between staff and students are some of the reasons for this. Significantly, there is no explicit research framework or policy for the RTN, and systems and/or mechanisms are limited. Furthermore, the reports did not account any use of computing and web technologies for the nexus. These limitations can lead to students with less academic, research, and graduate skills. Hence, this study presents a feature design of a KMS that incorporates various RTN best practices, as informed by the reports and literature. The design will allow the staff to utilize the research assets in the classroom, at the same time, engages stu-dents in research and scholarly undertakings. Recommendations for Practitioners: All HEIs must have a innovative system that integrates a formal agenda and approach, and set initiatives, strategies, policies, and procedures for knowledge management in utilizing research assets for teaching and learning. It must be designed so that RTN practices remain up-to-date, relevant, and responsive to the needs of the stakeholders, as well as, address academic accreditation challenges. Recommendation for Researchers: Researchers can evaluate the knowledge management of RTN practices of other HEIs outside of Oman to effectively recommend the proper course of action for teaching and learning improvement. Impact on Society: This study will redefine the role and contribution of HEIs, which are key players in advancing a knowledge economy. HEIs are expected to be powerhouses where academic knowledge is discovered, created, disseminated, shared, and re-invented. They must be able to fully grasp the value of man-aging knowledge to be able to effect positive and purposeful change to the community. Future Research: Future work should include staff and student surveys that examine the knowledge management need of the learning organization to better inform the design of a KMS for the RTN. Thereafter, future research can test the stage to test the effectiveness of the conceptual design.

Aim/Purpose: To investigate the state of anxiety and associated expected performance in online courses at the undergraduate level. Background: Online courses continue to increase dramatically. Computer related anxieties remain an important issue, and, in this context, it has evolved to online learning anxieties with deeper psychological states involved. Consequently, performance is compromised. Methodology: A first semester online course in information technology was used for the study. A survey methodology approach was used for the anxiety scale measurements. A sample of 1377 participants was obtained. Contribution: Although there are many technology and internet related anxieties studies, they are relatively scarce. Characteristics of educational performance as they relate to anxiety have not matured and are still controversial. We contribute to this body of literature. Findings: 30% of students seem to experience some sort of anxiety with online courses. Female students are more anxious about taking online courses than male. Recommendations for Practitioners: Through successive iterations between design and measuring the experience of anxiety, it is important to identify and mitigate sources of anxieties and to design course with greater distribution of marks on more tasks. Recommendation for Researchers: Anxiety in online learning should take front stage as it represents an underlying stream of influence on all research in the field. Impact on Society: It has been shown that the progress of nations depends on the academic performance of its students. As such, studies have also shown that anxiety in learning affects performance. Ultimately this impacts the nation’s progress and quality of life. Future Research: Pedagogy for efficient and effective online courses to reduce anxieties and enhance performance.

Background: This study aims to examine higher-education entrepreneurial learning in the con-text of multicultural virtual teamwork, as actually performed during participation on a Global Entrepreneurship course. Methodology: In the examined course, there were 177 participants, from 3 different countries: United Kingdom, France and Israel. The students were grouped into 40 multicul-tural virtual (not face-to-face) teams, each one composed of at least participants of two countries. This research is based on analysis of objective data collected by Moodle, the LMS used in the In2It project, in its built-in log system, from the Global Entrepreneurship course website, which offer students diverse entities of information and tasks. The primary methodology of this study is analytics of the extracted data. Contribution: This study aims to discover the effects of multicultural teamwork on individual procrastination, while comparing the differences between cultures, as there are only a few studies exploring this relation. The uniqueness of this study is also by using and analyzing actual data of student procrastination from logs, while other studies of procrastination in multicultural student teams have measured perceived procrastination, collected using surveys. Findings: Results show statistical differences between countries in procrastination of individual assignments before team working: students from UK were the most procrastinators and Israeli students were the least procrastinators, but almost all students procrastinated. However, the outcome of the teamwork was submitted almost without procrastination. Moreover, procrastination in individual assignments performed after finishing the multicultural teamwork, dramatically decreased to 10% of the students' prior individual procrastination. Recommendations for Practitioners: The results from this study, namely, the decline of the procrastination after the multicultural virtual teamwork, can be used by global firms with employees all over the world, working in virtual multicultural teams. Such firms do not need to avoid multicultural teams, working virtually, as they can benefit from this kind of collaboration. Recommendation for Researchers: These results can be also beneficial for academic researchers from different cultures and countries, working together in virtual multicultural teams. Impact on Society: Understanding the positive effect of virtual multicultural teamwork, in mitigating the negative tendency of students from diverse cultures to procrastinate, as concluded in this study, can provide a useful tool for higher education or businesses to mitigate procrastination in teamwork processes. It can also be used as an experiential learning tool for improving task performance and teamwork process. Future Research: The relation between procrastination and motivation should be further examined in relation to multicultural virtual teams. Further research is needed to explore the effect of multicultural virtual teamwork during the teamwork process, and the reasoning for this effect.

Aim/Purpose: This study focuses on the role of personality in online shopping through analyzing its relationship with customer reported shopping outcomes and their satisfaction. Background: Customer satisfaction and outcomes in online shopping have been well-documented. From different perspectives, past research has analysed factors related to customer satisfaction, and to outcomes to a lesser extent. Personality has also been found to be a factor relevant to the intention of online shopping. However, research has seldom investigated the role of personality in customer reported outcomes and their satisfaction with online shopping. Methodology: Quantitative data were obtained through an online questionnaire survey. The survey included questions about respondents’ satisfaction with their general online shopping experience. It also asked respondents to report the perceived outcomes of online shopping in terms of enjoyment, quality, savings, etc. Shoppers reported their personality using questions around Big Five Personality Traits. 384 Chinese living in China completely responded to the survey and were included in this study. Contribution: A research model is established that includes the respondents’ five personality traits, online shopping satisfaction, and outcomes of online shopping. Findings: Structural equation modelling analysis of the model shows that personality has direct relationship with customer satisfaction and their reported outcomes of online shopping, which in term influence shoppers’ future intention to shop online. Specifically, personality of agreement, extraversity, and neurotics are significantly related to online shopping outcomes, while only extraversity is significantly related to their satisfaction. Recommendations for Practitioners: For practitioners who work in online shopping, this study may help them understand how customers satisfaction is predetermined by their personality traits. Recommendation for Researchers: Researchers may find ways to help individuals understand and control consumers' personal behavior in online shopping. Impact on Society: This study may bring awareness of the importance of understanding personality traits for business and consumers in online shopping. Future Research: Future research may find ways to have influence on both business through their online consumer interface and on consumers through their behavior control.

The major US household travel surveys do not ask the right questions to understand mobility in Walkable Neighborhoods. Yet few subjects can be more important for sustainability and real economic growth based on all things of value, including sustainability, affordability, and quality of life. Walkable Neighborhoods are a system of land use, transportation, and transportation pricing. They are areas with attractive walking distances of residential and local business land uses of sufficient density to support enough business and transit, with mobility comparable to suburbia and without owning an auto. Mobility is defined as the travel time typically spent to reach destinations outside the home, not trips among other destinations that are not related to the home base. A home round trip returns home the same day, a way of defining routine trips based on the home location. Trip times and purposes, taken together, constitute travel time budgets and add up to total travel time in the course of a day. Furthermore, for Walkable Neighborhoods, the analysis focuses on the trips most important for daily mobility. Mismeasurement consists of including trips that are not real trips to destinations outside the home, totaling 48 percent of trips. It includes purposes that are not short trips functional for walk times and mixing of different trips into single purposes, resulting in even less useful data. The surveys do not separate home round trips from other major trip types such as work round trips and overnight trips. The major household surveys collect vast amounts of information without insight into the data needed for neighborhood sustainability. The methodology of statistics gets in the way of using statistics for the deeper insights we need. Household travel surveys need to be reframed to provide the information needed to understand and improve Walkable Neighborhoods. This research makes progress on the issue, but mismeasurement prevents a better understanding of the issue.

With the funding programme Talents, the Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology (BMK) supports people in applied research throughout their entire career. The overarching goal is to increase the utilisation of human potential in the application-oriented, scientific and technical RTI sector. The programme objectives are 1) to inspire young people for research and development, 2) to connect researchers with the economic sector, 3)to guarantee equal opportunities for all. Within the framework of three fields of intervention, there are various programme lines: 1) Intervention field Young Talents with the programme lines Internships for Students and Talents Regional, 2) Intervention field Female Talents with the programme lines FEMtech Internships for Female Students, FEMtech Career and FEMtech Career Check for SMEs (2015 and 2016), as well as FEMtech Research Projects; and 3) Intervention field Professional Talents with the programme lines The Austrian Job Exchange for Research, Development and Innovation as well as Career Grants for Interviews, Relocation and Dual Careers in Applied Research. After an interim evaluation in 2014, a final evaluation took place at the end of the programme period (end of 2020). The programme was analysed with regard to its conception, implementation, achievement of objectives and impact. Furthermore, conclusions and recommendations for the further development of the Talents programme have been drawn. The methodological basis of the evaluation is a document analysis, secondary data analysis (FFG monitoring data), interviews with experts, online surveys of funding recipients (FEMtech Career / FEMtech Career Check for SMEs and Career Grants), case studies (FEMtech Career projects) and workshops.

Despite notable progress in reducing global poverty and hunger in recent decades, about one out of nine people in the world suffers from hunger and malnutrition. Stakeholders charged with making decisions pertaining to agricultural production, development priorities, and policies at a region-to-country scale require quantitative and up-to-date information on the types of crops being cultivated, the acreage under cultivation, and crop yields. However, many low- and middle-income countries lack the infrastructure and resources for frequent and extensive agricultural field surveys to obtain this information. Technology supports a change of paradigm. Traditional methods of obtaining agricultural information through field surveys are increasingly being augmented by images of the Earth acquired through sensors placed on satellites. The continued improvement in the resolution of satellite images, the establishment of open-access infrastructure for processing of the images, and the recent revolutionary progress in artificial intelligence make it feasible to obtain the information at low cost and in near-to-real time. In this brief, we discuss the use of satellite images to provide information about agricultural production in low-income countries, and we comment on research challenges and opportunities. We highlight the near-term potential of the methodology in the context of Rwanda, a country in sub-Saharan Africa whose government has recognized early the value of information technology in its strategic planning for food security and sustainability.

12 January 2018 The objectives of the Year 1 Pilot Study were to (i) develop a methodology for determining tornado occurrence in Northern Ontario, and (ii) obtain research quality data for at least one event. Because of the isolation of many regions, the approach assumed the use of radar data analysis combined with aerial surveys. These objectives were achieved. Aerial surveys were conducted for a total of seven events in Ontario and southern Quebec and 15 confirmed or probable tornadoes identified. Archival geo-tagged imagery was obtained for six of these events. Ten confirmed or probable tornadoes were identified in Ontario, five of which were not in the OSPC database. In addition, 5 tornadoes were confirmed in Quebec. For the 2017 season, the OSPC had a list of 10 verified tornadoes, as of December 21, 2017. The pilot project raises this number to 15. In total, 4 EF2 tornadoes and 1 EF3 tornado were identified via aerial photography. The remainder were EF1 or EF0. UPDATE – 23 April 2018 Based on the analysis of newly available Planet.com high-resolution satellite imagery and related tools, several events were reassessed and a number of additional tornadoes were discovered. Overall, an additional three tornadoes were added to 2017 count. The updated events are listed in a revised 2017 summary table appended at the end of this document.

Abstract:
Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.

This report maps the African landscape of Open Science – with a focus on Open Data as a sub-set of Open Science. Data to inform the landscape study were collected through a variety of methods, including surveys, desk research, engagement with a community of practice, networking with stakeholders, participation in conferences, case study presentations, and workshops hosted. Although the majority of African countries (35 of 54) demonstrates commitment to science through its investment in research and development (R&D), academies of science, ministries of science and technology, policies, recognition of research, and participation in the Science Granting Councils Initiative (SGCI), the following countries demonstrate the highest commitment and political willingness to invest in science: Botswana, Ethiopia, Kenya, Senegal, South Africa, Tanzania, and Uganda. In addition to existing policies in Science, Technology and Innovation (STI), the following countries have made progress towards Open Data policies: Botswana, Kenya, Madagascar, Mauritius, South Africa and Uganda. Only two African countries (Kenya and South Africa) at this stage contribute 0.8% of its GDP (Gross Domestic Product) to R&D (Research and Development), which is the closest to the AU’s (African Union’s) suggested 1%. Countries such as Lesotho and Madagascar ranked as 0%, while the R&D expenditure for 24 African countries is unknown. In addition to this, science globally has become fully dependent on stable ICT (Information and Communication Technologies) infrastructure, which includes connectivity/bandwidth, high performance computing facilities and data services. This is especially applicable since countries globally are finding themselves in the midst of the 4th Industrial Revolution (4IR), which is not only “about” data, but which “is” data. According to an article1 by Alan Marcus (2015) (Senior Director, Head of Information Technology and Telecommunications Industries, World Economic Forum), “At its core, data represents a post-industrial opportunity. Its uses have unprecedented complexity, velocity and global reach. As digital communications become ubiquitous, data will rule in a world where nearly everyone and everything is connected in real time. That will require a highly reliable, secure and available infrastructure at its core, and innovation at the edge.” Every industry is affected as part of this revolution – also science. An important component of the digital transformation is “trust” – people must be able to trust that governments and all other industries (including the science sector), adequately handle and protect their data. This requires accountability on a global level, and digital industries must embrace the change and go for a higher standard of protection. “This will reassure consumers and citizens, benefitting the whole digital economy”, says Marcus. A stable and secure information and communication technologies (ICT) infrastructure – currently provided by the National Research and Education Networks (NRENs) – is key to advance collaboration in science. The AfricaConnect2 project (AfricaConnect (2012–2014) and AfricaConnect2 (2016–2018)) through establishing connectivity between National Research and Education Networks (NRENs), is planning to roll out AfricaConnect3 by the end of 2019. The concern however is that selected African governments (with the exception of a few countries such as South Africa, Mozambique, Ethiopia and others) have low awareness of the impact the Internet has today on all societal levels, how much ICT (and the 4th Industrial Revolution) have affected research, and the added value an NREN can bring to higher education and research in addressing the respective needs, which is far more complex than simply providing connectivity. Apart from more commitment and investment in R&D, African governments – to become and remain part of the 4th Industrial Revolution – have no option other than to acknowledge and commit to the role NRENs play in advancing science towards addressing the SDG (Sustainable Development Goals). For successful collaboration and direction, it is fundamental that policies within one country are aligned with one another. Alignment on continental level is crucial for the future Pan-African African Open Science Platform to be successful. Both the HIPSSA ((Harmonization of ICT Policies in Sub-Saharan Africa)3 project and WATRA (the West Africa Telecommunications Regulators Assembly)4, have made progress towards the regulation of the telecom sector, and in particular of bottlenecks which curb the development of competition among ISPs. A study under HIPSSA identified potential bottlenecks in access at an affordable price to the international capacity of submarine cables and suggested means and tools used by regulators to remedy them. Work on the recommended measures and making them operational continues in collaboration with WATRA. In addition to sufficient bandwidth and connectivity, high-performance computing facilities and services in support of data sharing are also required. The South African National Integrated Cyberinfrastructure System5 (NICIS) has made great progress in planning and setting up a cyberinfrastructure ecosystem in support of collaborative science and data sharing. The regional Southern African Development Community6 (SADC) Cyber-infrastructure Framework provides a valuable roadmap towards high-speed Internet, developing human capacity and skills in ICT technologies, high- performance computing and more. The following countries have been identified as having high-performance computing facilities, some as a result of the Square Kilometre Array7 (SKA) partnership: Botswana, Ghana, Kenya, Madagascar, Mozambique, Mauritius, Namibia, South Africa, Tunisia, and Zambia. More and more NRENs – especially the Level 6 NRENs 8 (Algeria, Egypt, Kenya, South Africa, and recently Zambia) – are exploring offering additional services; also in support of data sharing and transfer. The following NRENs already allow for running data-intensive applications and sharing of high-end computing assets, bio-modelling and computation on high-performance/ supercomputers: KENET (Kenya), TENET (South Africa), RENU (Uganda), ZAMREN (Zambia), EUN (Egypt) and ARN (Algeria). Fifteen higher education training institutions from eight African countries (Botswana, Benin, Kenya, Nigeria, Rwanda, South Africa, Sudan, and Tanzania) have been identified as offering formal courses on data science. In addition to formal degrees, a number of international short courses have been developed and free international online courses are also available as an option to build capacity and integrate as part of curricula. The small number of higher education or research intensive institutions offering data science is however insufficient, and there is a desperate need for more training in data science. The CODATA-RDA Schools of Research Data Science aim at addressing the continental need for foundational data skills across all disciplines, along with training conducted by The Carpentries 9 programme (specifically Data Carpentry 10 ). Thus far, CODATA-RDA schools in collaboration with AOSP, integrating content from Data Carpentry, were presented in Rwanda (in 2018), and during17-29 June 2019, in Ethiopia. Awareness regarding Open Science (including Open Data) is evident through the 12 Open Science-related Open Access/Open Data/Open Science declarations and agreements endorsed or signed by African governments; 200 Open Access journals from Africa registered on the Directory of Open Access Journals (DOAJ); 174 Open Access institutional research repositories registered on openDOAR (Directory of Open Access Repositories); 33 Open Access/Open Science policies registered on ROARMAP (Registry of Open Access Repository Mandates and Policies); 24 data repositories registered with the Registry of Data Repositories (re3data.org) (although the pilot project identified 66 research data repositories); and one data repository assigned the CoreTrustSeal. Although this is a start, far more needs to be done to align African data curation and research practices with global standards. Funding to conduct research remains a challenge. African researchers mostly fund their own research, and there are little incentives for them to make their research and accompanying data sets openly accessible. Funding and peer recognition, along with an enabling research environment conducive for research, are regarded as major incentives. The landscape report concludes with a number of concerns towards sharing research data openly, as well as challenges in terms of Open Data policy, ICT infrastructure supportive of data sharing, capacity building, lack of skills, and the need for incentives. Although great progress has been made in terms of Open Science and Open Data practices, more awareness needs to be created and further advocacy efforts are required for buy-in from African governments. A federated African Open Science Platform (AOSP) will not only encourage more collaboration among researchers in addressing the SDGs, but it will also benefit the many stakeholders identified as part of the pilot phase. The time is now, for governments in Africa, to acknowledge the important role of science in general, but specifically Open Science and Open Data, through developing and aligning the relevant policies, investing in an ICT infrastructure conducive for data sharing through committing funding to making NRENs financially sustainable, incentivising open research practices by scientists, and creating opportunities for more scientists and stakeholders across all disciplines to be trained in data management.
