As journal publishing continues to evolve, the access policies of publishers become more differentiated. The open access movement has been an important catalyst for change in this regard, prodding publishers to reexamine their access policies and, in some cases, to move towards new access models. To fully understand where things stand with journal access policies, we need to clarify and name the policies in use. This paper attempts to provide a first-cut model for key journal access policies, adopting the now popular use of colors as a second form of shorthand for identifying the policy types.

Abstract:
Die Zeitschrift Electronic Transactions on Numerical Analysis (ETNA) wurde in den früheren 1990er Jahren als eines der ersten Open Access Journale in Mathematik gegründet. Herausgegeben wird die Zeitschrift vom Institute of Computational Mathematics an der Kent State University (Ohio, USA) in Zusammenarbeit mit der dortigen Universitätsbibliothek. Abweichend vom üblichen Modell über Article Processing Charges finanziert sich die Zeitschrift ausschließlich durch die Kent State University sowie gelegentliche freiwillige Beiträge von Autoren. Heute ist ETNA ein sehr erfolgreiches Journal in der angewandten Mathematik, das zeigt, dass auch nicht-kommerzielle Open Access Angebote qualitativ hochwertig funktionieren können.

Die Universitätsbibliothek Chemnitz bietet seit vielen Jahren verschiedene Services zum Open-Access-Publizieren für die Wissenschaftler der Technischen Universität. Dazu gehören u.a. das digitale Volltextarchiv, das Open Journal System und der Universitätsverlag. Wissenschaftliche Autoren können sowohl auf dem Goldenen als auch auf dem Grünen Weg Open Access publizieren. In diesem Jahr wurde erstmals ein Publikationsfonds für die Veröffentlichung von Open-Access-Artikeln eingerichtet. Es wurden Mittel von der Deutschen Forschungsgemeinschaft und der Technischen Universität Chemnitz bereitgestellt. Damit können die Universitätsangehörigen die finanzielle Übernahme von Publikationsgebühren für Open-Access-Artikel bei der Bibliothek beantragen. Sind die Fördervoraussetzungen erfüllt, erfolgt der Zuschlag in der Reihenfolge des Eingangs der Rechnung<br>Since many years the University Library of Chemnitz offers several services regarding open access publication to the scientists of Chemnitz University of Technology. Abstract:
Usage statistics for electronic resources are needed, and highly desirable, for many reasons. It is encouraging to see the beginnings of quality, reliable usage data. This data can form the basis of economic decisions (selection and cancellation) that make a great deal of sense in the context of the individual library. However, the cumulative effects of such decisions could have serious implications for scholarly communications. For example, the journals of small research communities could easily be vulnerable to mass cancellations, and might fold. Fortunately, open access provides an alternative. The question of whether the impact of local decisions on scholarly communications as a whole should be taken into account in collection development policies is raised. The possibility that usage statistics could form the basis for a usage-based pricing system is discussed, and found to be highly inadvisable, as usage-based pricing tends to discourage usage.

Bei aller Aufmerksamkeit, die das Thema Open Access seit einigen Jahren erfährt, ist die praktische Nutzung längst noch nicht so weit gediehen, wie es von den technischen Voraussetzungen her möglich wäre: Nur 0,8 % aller Zeitschriften in Deutschland oder 2 % der wissenschaftlichen sind frei zugänglich. Es mangelt an Akzeptanz seitens der Autor/inn/n. Auf der Basis einer Befragung von ca. 1000 Personen, die bereits mindestens einen Aufsatz in einer Open-Access-Zeitschrift veröffentlicht haben, werden Maßnahmen entwickelt, wie die Akzeptanz verbessert werden kann. Bei der Analyse der Antworten erweisen sich die Unterschiede für mögliche Fördermaßnahmen zwischen den einzelnen Fachdisziplinen als längst nicht so ausgeprägt, wie es aufgrund des unterschiedlichen Standes von Open Access in den verschiedenen Fächern zu erwarten wäre. Von elementarer Bedeutung ist vielmehr die Frage, welche Ziele der/die einzelne beim Open-Access-Publizieren verfolgt; daraus ergeben sich Ansatzpunkte für fördernde Maßnahmen. Die größte Barriere für die Durchsetzung des Open-Access-Publizierens stellt das etablierte System der Forschungsevaluation dar, das sich fachübergreifend im Begutachtungsverfahren und in den Naturwissenschaften und der Medizin im Impact Factor manifestiert. Hieraus entstehen Akzeptanzhindernisse, die sachlich nicht gerechtfertigt sind und kritisch hinterfragt werden müssen. Mittelfristig ist der Ersatz des Impact Factors durch Verfahren anzustreben, die modernen Publikationsformen besser gerecht werden. Ein internationaler Vergleich zeigt, dass die Schwellenländer nicht nur durch Open Access unterstützt werden, sondern ihrerseits bemerkenswerte Aktivitäten und Erfolge vorzuweisen haben, die weltweit Vorbildcharakter haben und Anregungen für Maßnahmen zur Akzeptanzsteigerung in Deutschland bieten können. Bezüglich Open Access ist daher anstelle der Förderung der Dritten Welt eher ein Eine-Welt-Denken angebracht, bei dem alle Beteiligten voneinander lernen können<br>Although open access has been discussed intensively for some years, it is far away from being practised to a degree that would meet the actual technical standard. Only 0.8 % of all journals produced in Germany or 2 % of all German scientific journals are in open access. The problem to be overcome is the lack of acceptance by authors. As result of a survey among about 1000 persons who have already published at least one article in an open access journal, measures are suggested how acceptance can be improved. Considering the varying status open access has reached, differences between possible measures in the discliplines prove to be less distinctive as expected. The core question rather is which are the aims of the authors publishing in open access journals. Knowing their aims, measures to enhance acceptance can be derived. The highest barriere for open access is the established system of evaluating scientific research. Accross all disciplines the most important practise is peer reviewing of articles, in sciences and medicine the impact factor is of special importance. This is why the acceptance of open access journals without impact factor is low even if these journals may be characterized by high quality. Therefore the system of evaluation should be reviewed critically, and the impact factor might be substituted by other methods that take into account the specific qualities of modern forms of publications. An international comparison shows that open access does not only support the developing countries in their academic development. Rather, these countries offer considerable activities and achievements that can serve as models for the rest of the world and provide incitations for the improvement of the situation in Germany. This taken as a fact, we should not speak of less developed countries that need support, but rather of one world in which all countries are partners who can learn from each other.

Die Universitätsbibliothek Chemnitz – als zentrale Informations-Service-Einrichtung der TU – stellt sich der wandelnden Entwicklung in der Informations- und Kommunikationstechnologie durch die Möglichkeiten des Internets. Der Anteil der im Open Access veröffentlichten Artikel steigt weltweit. An der TU Chemnitz waren es 2014 bereits 10% des Gesamtartikelaufkommens. Das Open-Access-Team unterstützt die Wissenschaftler bei der Auswahl geeigneter Journale bzw. Verlage, berät bei der Klärung rechtlicher Fragen und bei der Finanzierung von Veröffentlichungen. In der vorliegenden Arbeit wird die Problematik der Qualitätssicherung beim wissenschaftlichen Publizieren umfassend diskutiert. Dabei werden die spezifischen Charakteristika hervorgehoben, die sich aus dem elektronischen Publizieren, Open-Access-basierter Geschäftsmodelle und insbesondere bei der Realisierung von Open-Access-Zeitschriften ergeben. Aus den unterschiedlichen Ansätzen, die für die Qualitätsbewertung und deren wesentliche Zielstellung – die Herausfilterung relevanter und geprüfter Informationen – infrage kommen, werden vor allem die Peer-Review-Verfahren näher betrachtet. In diesem Zusammenhang werden Schwachpunkte und prinzipielle Kritik an Peer Review aufgezählt und in den Kontext der bisherigen Untersuchungen auf diesem Gebiet gesetzt. Wesentlicher Bestandteil der Arbeit ist eine Klassifikation von Peer-Review-Verfahren anhand unterschiedlicher Eigenschaften und deren möglicher Ausprägungen. Obwohl Peer Review seit Jahrzehnten Gegenstand teils grundsätzlicher Kritik ist, wird dieser Ansatz noch immer als Mittel der Wahl für die vor der Publikation stattfindende Qualitätssicherung betrachtet. Währenddessen stehen die stets an Bedeutung gewinnenden Open-Access-Zeitschriften unter dem Verdacht, geringere Qualitätsmaßstäbe anzusetzen und Artikel zu publizieren, die zuvor keine oder eine weniger strenge Kontrolle durchlaufen haben. Vor diesem Hintergrund wurde für die vorliegende Arbeit eine umfassende Studie durchgeführt, die darauf abzielt, Peer-Review-Verfahren wissenschaftlicher Open-Access-Zeitschriften zu untersuchen. Unter Nutzung der durch das Directory of Open Access Journals (DOAJ) bereitgestellten Daten wurden mehr als 3.000 Herausgeber befragt. Mit einer Rücklaufquote von mehr als 40 % können die gefundenen Ergebnisse als durchaus repräsentativ betrachtet werden. Sie zeigen deutlich, dass die meisten Open-Access-Zeitschriften Peer-Review-Verfahren einsetzen und legen außerdem nahe, dass eine große Bandbreite unterschiedlicher Verfahren und Eigenschaften von Peer Review existieren – etwa die gegenseitige Anonymität von Autoren und Gutachtern, der Informationsfluss, das Verfahren zur Auswahl der Gutachter und formale Regelungen in Bezug auf mögliche Interessenkonflikte. Dabei hängt das Aussehen eines konkreten Peer-Review-Verfahrens wesentlich von dem Wissenschaftsgebiet und der Art des Verlegers der betreffenden Zeitschrift ab. Darüber hinaus können Zusammenhänge zwischen externen Qualitätsindikatoren und Peer-Review-Eigenschaften beobachtet werden.<br>The present work broadly discusses the problem of quality assurance in the field of scholarly publishing. It highlights the specific characteristics resulting from electronic publishing, business models based on Open Access, and particularly Open Access Journals. Out of the different approaches for quality assessment and its fundamental purpose – filtering relevant and audited information – mainly peer review processes are examined in detail. In this context weak points and basic criticisms on peer review are enumerated and subsequently discussed with respect to known studies in this field. As a major part the present work contains a classification of peer review processes regarding different properties and its potential values. Although it has been subject to fundamental criticism for decades peer review is still widely considered to be the method of choice for pre-publication quality assurance in scholarly publishing. Meanwhile, open access journals which increasingly appear within the scholarly publication market regularly raise suspicion to follow lower quality standards and to publish articles which have passed no or less rigorous editorial examination. Against this background the present work presents a comprehensive survey which aims at analyzing peer review processes of scholarly open access journals. Using the data provided by the Directory of Open Access Journals (DOAJ) more than 3.000 editors have been asked to participate. With an overall return rate of about 40 % the resulting findings can be considered as highly representative. They clearly show that most open access journals actually apply peer review processes. Moreover, the analysis indicates that there exists a broad variety of different procedures and characteristics constituting peer review, includ-ing reciprocal anonymity between authors and reviewers, information flow, the reviewer selection process, and formal settlements as for conflicts of interest. Thereby, the nature of the applied peer review process strongly depends on the scholarly discipline of the respective journal and its publisher. In addition, correlations between external quality indicators and peer review properties could be observed.

Der Bedarf an unselbständiger Literatur hat sich, auch durch die Etablierung der Online-Form, verändert und vergrößert. Aktuelle Versuche dem umfassenden Bedarf des wissenschaftlichen Lesers durch Paketlizenzierung von Subskriptionszeitschriften und Bündelung der Interessen in Konsortien zu begegnen, sind nicht ausreichend. Die Open-Access(OA)-Initiative, mit dem Konzept der freien Veröffentlichung von wissenschaftlichen Publikationen, sollte hier die Lösung sein. Vor diesem Hintergrund wird in der vorliegenden Arbeit geprüft, inwiefern deutsche Wissenschaftliche Bibliotheken OA-Publikationen im Angebot des Zeitschriftenmanagement berücksichtigen. Wesentlicher Gegenstand zur Beantwortung der Forschungsfrage sind die Ergebnisse einer weltweiten Online-Befragung von 358 Mitarbeitern des Zeitschriftenmanagements sowie 18 Verlagsvertretern. Diese erfolgt nach theoretischer Analyse des Marktes der wissenschaftlichen Subskriptionszeitschriften und des (Nullpreis-)Marktes von OA-Publikationen sowie der Strukturen des Zeitschriftenmanagements und der OA-Initiative. Passivität und Unsicherheit prägen im Ergebnis den Umgang von OA-Publikationen im Zeitschriftenmanagement, vor allem in Deutschland. Jedoch wirkt das universitäre Umfeld allgemein und besonders in Nordamerika und Großbritannien deutlich förderlich. Jedoch wird deutlich, dass OA kein Geld spart, sondern die Zugangsentscheidung an Autoren verschiebt, während die Übernahme der finanziellen Verantwortung (noch) unklar bleibt. Um eine umfassende Bedarfsdeckung zu erreichen, sind OA-Publikationen notwendig wie sinnvoll. Für eine weitere Berücksichtigung im Zeitschriftenmanagement Wissenschaftlicher Bibliotheken müsste sowohl dezidierter auf die Publikationskulturen der einzelnen Fachgebiete eingegangen sowie auch interne und einrichtungsübergreifende Prozesse und Standards geschaffen werden.<br>The need for academic journals and articles changed and increased, amongst other things, due to the successful establishment of online editions. Current attempts to meet the extensive need of the academic reader with bundling journals in packets and interest in consortia, are insufficient. The Open Access (OA) initiative with the concept of free academic publications should have been the solution to the financial limits of the libraries. Given this context the present study identifies if and how German academic libraries consider OA publications in their journal management. One of the key items to answer this research question is the comparative evaluation of a worldwide online survey with 358 library journal managers and 18 representatives of academic publishers. This survey was developed on the basis of a theoretical analysis of the market of academic subscription journals and the (‘zero price’) market of OA publications as well as the structures of journal management and the OA initiative. The key finding of this study are that passivity and uncertainty characterize the handling of OA publications in journal management, especially in Germany. On the other hand university environments in general and particularly in North America and Great Britain are supportive. The gaps in literature supply from readers’ perspective seem not to be big enough to change the established structures interdisciplinary. In addition, it is evident that OA doesn’t save money at all. OA is just switching the access decision from libraries to authors, while the assumption of the financial responsibility stays unclear. OA publications are necessary and useful to satisfy the needs of the academic readers. But for an ongoing consideration in journal management, academic libraries have to analyze the publication culture of the subject disciplines in more detail while at the same time create internal and inter-institutional processes and structures.

O presente estudo aborda a visibilidade das revistas pertencentes ao Portal de Periódicos Científicos da Universidade Federal do Rio Grande do Sul (PPCU/UFRGS). Questiona se os periódicos do PPCU possuem características que promovam a visibilidade. Analisa as características que promovem a visibilidade dos periódicos científicos eletrônicos do PPCU, sendo estas: a presença na Web, o acesso aberto, a buscabilidade, o idioma da publicação e a presença em fontes de informação. Caracteriza as revistas da Universidade. Verifica a buscabilidade dos títulos nos mecanismos de busca. Analisa a visibilidade na Internet através da presença nas fontes de informação nas quais estão presentes estas revistas. Classifica as fontes de informação nas quais estão presentes as revistas da Universidade. O referencial teórico aborda os temas: comunicação científica; periódicos científicos; visibilidade e buscabilidade; fontes de informação na Web; bases de dados bibliográficas; e acesso aberto. O estudo tem caráter descritivo e exploratório, combinando dados qualitativos e quantitativos. O corpus da pesquisa foi formado por 34 títulos. Coletaram-se as informações principais sobre as revistas, com ênfase nas características que promovem visibilidade. Foi constatado que as Ciências Humanas é a área que possui maior número de revistas na Universidade, 29,4% do total de publicações. O acesso aberto é adotado por todas as revistas da amostra. As revistas estão avaliadas em maior número nos estratos do Qualis B2 e B3, cerca de 42%. Mapeadas as fontes de informação, foi verificada a maior presença de periódicos na fonte de informação LAPTOC, seguida pela LATINDEX. Apesar da presença pouco expressiva em fontes de informação internacionais, concluiu-se que as revistas pertencentes ao PPCU buscam ampliar as características que promovem a sua visibilidade. Esta pesquisa também sugere uma série de novos estudos, aprofundando as análises, abordando outros temas ligados à visibilidade, em especial estudos bibliométricos.<br>This study addresses the visibility of journals belonging to the Web Portal of Scientific Journals of Federal University of Rio Grande do Sul (PPCU/UFGRS). It discusses if the journals from PPCU have characteristics which promote visibility. It analyses the characteristics which promote visibility of scientific journals from the PPCU, which are: Web presence, open access, searchability, language of the publication and the presence in information sources. It characterises the journals of the University. It verifies the searchability of titles in search engines. It analyses the visibility on Internet through the presence in information sources in which those journals are present. It classifies the information sources in which the journals of the University are present. The theoretical reference addresses the following themes: scientific communication; scientific journals; visibility and searchability; information sources on Web; bibliographic databases and open access. The study is descriptive and exploratory, combining qualitative and quantitative data. The corpus of the research was composed by 34 titles. Essential information about the journals was collected, with emphasis on characteristics which promote visibility. It was found that Human Sciences is the area with the largest number of journals at the University, 29.4% of total publications. Open access is adopted by all journals in the sample. The journals are evaluated in larger numbers in the strata of Qualis B2 and B3, about 42%. Once the information sources had been mapped, the largest presence of journals was found at the information source LAPTOC, followed by LATINDEX. Despite the presence of limited significance in international information sources, it was found that the journals belonging to PPCU aim at widening the characteristics which promote their visibility. It suggests a string of new studies, deepening the analyses, addressing other themes related to visibility and, especially, bibliometric studies.

Abstract:
This thesis consists of three essays, linked by innovation, classification and change. In the first paper, I analyze a theoretical problem regarding the reemergence and affirmation of a technological paradigm over the others; in the second article, I propose a framework to aggregate journal rankings and classify academic journals; in the third essay I analyze the performance of Open Access journals, considered an innovative form of publishing, with the aim of identifying the main features of top-rated ones. More specifically, the first essay deals on the technological life cycle which explains how the battles between competing technologies sooner or later end with the dominance of one over the others, or, under certain conditions, with their coexistence. However, the practice points out that, sometimes, beaten technologies can re-emerge in the market. Firms dealing with technology investment decisions need to completely understand the competing technologies dynamics, because the emergence of an alternative and potentially superior technology does not necessarily mean the failure of the incumbent, and different scenario would be traced. Starting from the analysis of the microprocessor market and considering the relationships with complementary companies, I show how the battle for dominance between two rival technologies can be reopened with a new era of ferment. While factors of dominance have been explored by a great amount of literature, little has been said on this question. In particular, I find a non-conventional S-curve trend and I seek to explicate its managerial implication.The second chapter deals with ranking academic journals, an issue that during the years received several contribute from literature of Business and Management [DuBois and Reeb, 2000, Franke et al, 1990, Serenko and Bontis, 2004, Tüselmann et al, 2015, Werner, 2002]. Ranking journals is a longstanding problem and can be addressed quantitatively, qualitatively or using a combination of both approaches. In the last decades, the Impact Factor (i.e., the most known quantitative approach) has been widely questioned, and other indices have thus been developed and become popular. Previous studies have reported strengths and weaknesses of each index, and devised meta-indices to rank journals in a certain field of study. However, the proposed meta-indices exhibit some intrinsic limitations: (i) the indices to be combined are not always chosen according to well-grounded principles; (ii) combination methods are usually unweighted; and (iii) some of the proposed meta-indices are parametric, which requires assuming a specific underlying data distribution. I propose a data-driven methodology that linearly combines an arbitrary number of indices to produce an aggregated ranking, using different learning techniques to estimate the combining weights. I am also able to measure correlations and distances between indices and meta-indices in a vector space, to quantitatively evaluate their differences. The goal of the third essay, is to identify the features of top-rated gold open access (OA) journals by testing seven main variables: languages, countries, years of activity and years in the DOAJ repository, publication fee, the field of study, whether the journal has been launched as OA or converted, and the type of publisher. A sample of 1,910 gold OA journals has been obtained by combining SCImago Journal & Country Rank (SJR) 2012, the DOAJ, and data provided by previous studies [Solomon, 2013]. I have divided the SJR index into quartiles for all journals' subject areas. First, I show descriptive statistics by combining quartiles based on their features. Then, after having converted the quartiles into a dummy variable, I test it as a dependent variable and in a binary logistic regression. This work contributes empirically to better understanding the gold OA efficacy, which may be helpful in improving journals' rankings in the areas where this is still a struggle. Significant results have been found for all variables, except for the types of publishers, and for born or converted journals.

A Article Processing Charge (APC), ou taxa de processamento de artigo, como um modelo de negócio, é empregado para a publicação de revistas científicas de Acesso Aberto (AA) e híbridas. Esta pesquisa, de abordagem quantitativa e de tipologia exploratória e descritiva, analisou a produção científica brasileira em Acesso Aberto mediante o pagamento de APC e a política de fomento público. Os objetivos específicos foram: verificar os tipos de financiamento ofertados pelas agências de fomento brasileiras para a publicação de artigos mediante o pagamento de APC; caracterizar a produção científica brasileira em AA publicada no período 2012-2016, indicando o custo da APC. Na primeira parte da pesquisa utilizou-se questionário on-line para 29 agências de fomento brasileiras e, complementou-se os dados referentes às políticas de fomento analisando os seus sites. Verificou-se que o financiamento da APC é praticado pela minoria das agências brasileiras. Na segunda parte coletou-se, na Web of Science Core Collection, a produção científica brasileira publicada em Acesso Aberto e agregou-se dados, formando um banco de 63.847 documentos publicados em 930 revistas. A maior parte dos documentos (69%) foi veiculada em revistas nacionais. As áreas com maior concentração de documentos foram Ciências Biológicas, da Saúde e Agrícolas. Identificou-se 610 revistas com APC responsáveis pela publicação de 37.847 documentos, apresentado um custo médio de USD1,492.27 por artigo e USD957.75 para o período de cinco anos. O valor total estimado para o período foi de aproximadamente USD36 milhões. Desse total, as revistas do programa SciELO representam 22% dos gastos, enquanto os mega-journals representam 27%. Considera-se que o Brasil possui uma política de financiamento da APC embrionária, enquanto que o número de documentos publicados em revistas de AA com APC tem um aumento mais veloz que naquelas sem a cobrança de taxa.<br>The Article Processing Charge (APC) is an Open Access (AA) and hybrid journals publishing model. This study followed an exploratory and quantitative approach and analyzed the implications of the publication of scientific papers in AA journals paid with APC for the official scientific publication policies in Brazil. The specific objectives are: to find out the types of grants offered by the Brazilian official institutions for the publication of articles by APC; to characterize the Brazilian scientific production in AA published in 2012-2016, indicating the cost of the APC. For the first part of the study, 29 Brazilian granting agencies were asked to answer an online questionnaire on granting policies and also their websites were looked through for data collection on the subject and cross checking answers. It was found that only a minority of Brazilian granting agencies have allowances for APC. In the second part of the study, data from the Brazilian scientific papers indexed by the Web of Science Core Collection that were published in AA were put together in a database of 63,847 documents published in 930 journals. Most of the documents (69%) were published in Brazilian journals. The fields with the biggest share of documents published in AA were Biology, Health and Agricultural Sciences. We found out that 610 journals with APC published 37,847 papers, at an average cost of USD1,492.27 per paper and USD957.75 for the five year period. The estimated total value for the period was approximately USD36 million. Of this total, SciELO program journals represent 22% of expenditures and mega journals represent 27%. Brazil is beginning to develop granting policies for APC, as the number of papers published in AA journals with APC increases faster than the number of papers published without fee.

Auf der Basis des Impact-Faktors, entsprechend der Definition Eugene Garfields, werden die Implikationen dieses IF für szientometrische Überlegungen und deren Folgen für das Zeitschriftenwesen untersucht. Die Ergebnisse der vorliegenden Arbeit zeigen: Der Impact-Faktor ist ein Wert, der einen Hinweis auf den durchschnittlichen Bekanntheitsgrad eines Beitrags in einer vom SCI erfassten Zeitschrift gibt. Der Impact-Faktor ist ein Wert, der in hohem Maße vom Umfang des SCI bestimmt ist. Über die dort erfassten Zitationen wird ermittelt, wie oft eine Zeitschrift zitiert worden ist. Der Impact-Faktor ist in hohem Maße davon bestimmt, in wieweit die Quellen zugänglich sind, die zitiert werden. Der lineare Zusammenhang, den R. Rousseau und G.V. Hooydonk (1996) zwischen dem Impact-Faktor von Zeitschriften und der Zahl der darin erschienenen Aufsätze (Produktion) hergestellt haben, gilt nur in dem von ihnen untersuchten Bereich des Impact-Faktors 0,5 – 3. Bei höheren Werten kommt es zu einer Abflachung, bei Werten über 7 sogar zu einer Umkehr der Steigung. Es gibt einen Zusammenhang zwischen der Höhe des Impact-Faktors und seinem jährlichen Zuwachs im SCI. Je höher der IF, desto höher ist auch sein jährlicher Anstieg. Bei genauerer Analyse zeigte sich, dass der Zuwachs, zum Zeitpunkt der vorliegenden Untersuchung, gegen einen Grenzwert von 0,42 ging. Die Impact-Faktoren von Zeitschriften und deren Preise für die Abonnements hängen statistisch nur schwach voneinander ab. Ob Zeitschriften erworben werden müssen ist weitaus stärker von den Zitationen abhängig, die diese Zeitschriften auf sich versammeln. Der IF steigt mit der Auflagenhöhe von Zeitschriften, wenn diese bereits einen höheren IF aufweisen. Für wissenschaftliche Autoren ist der Druck, in Zeitschriften mit einem hohen IF zu publizieren, beobachtsam. Je höher dieser allgemeine Druck ist, desto geringer ist die Wahrscheinlichkeit für einen einzelnen Autor wiederholt in derartigen Zeitschriften publizieren zu können.<br>The current thesis investigates the Impact Factor (IF) in scientific journals and its consequences for scientometric considerations. The results are: The Impact Factor is a value for Journals listed in the Science Citation Index, which show the average degree of acquaintance in the scientific community. It is much less a sign of quality than often believed. The IF is highly determined by the degree of the extent of the SCI. The Impact Factor is also, to a considerable degree determined by the availability of the cited sources. Methodological the IF depends strongly on the topical adjustment of the SCI. A linear correlation, found by R. Rousseau and G.V. Hooydonk (1996) between the Impact Factor and the number of papers per journal, is only valid in the analysed range of 0.5 - 3 examined by these authors. At higher IF values it comes to a flattening, and for values greater 7 even to a reversal of the curve. There is an annual increase of the Impact Factor in the SCI, in which the annual rate is rising as higher the IF is. More exact analyses have shown that the increase had an upper of 0.42, at the investigated time. Impact factors of Journals and prices for their relations depend only on a weak statistic from each other. Whether Journal is acquired, depends by far more strongly on the citations, which meets these magazines on itself. The IF rises with the number of copies of magazines if these already exhibit a higher IF. A clear separation between a cause and effect cannot be recognized here. It would be both possible that Journals with high IF experience increased demand, so that the copy number thereby rises and that the IF rises, because the Journal enjoys a high interest. Scientific authors are under pressure to publish in journals with Ifs as high as possible. The higher this general pressure is the smaller is the probability for an author to publish in such journals repeatedly. Exceptions are the publishers or editors of these Journals.

Recently, much more emphasis of Open Access movement has gradually changed the scholarly community to some extent, which results in many of fundamental issues of academic journal publishing. This thesis firstly discusses the library science researcher the way of doing and those OA journal websites in Taiwan. Secondly, by conducting a questionnaire survey, researcher probes into journal author’s attitude of Librarianship toward Open Access. Finally, according to research results, suggestions for government, publishers, libraries, and library science academic circles have been given. The Study compiles “Questionnaire for Taiwanese library science journal author’s attitude toward Open Access”, 263 objects of survey are sent with 100 feedbacks received, in which 95 is effective at a feedback rate of 36.12 %. The result of the study is as the following: 1. The rate of authors doing self-archiving is low. 2. There is no official disciplinary repository on library science in Taiwan. 3. The authors’ attitude is optimistic toward Open Access. 4. Getting rid of the negative thinking for Open Access, they will proceed to having Open Access. 5. Most of the library science journal websites remained to be improved. 6. Authors reluctant to fully support the rules of the Open Access journal. 7. Comparing with results of foreign researches, it shows that few differences between Taiwan authors and the aboard. In conclusion, suggestions are given to: 1. Government: It should act as a sponsor or promoter of Open Access by means of implementing assessment of journal publishers. 2. Publisher: Making the suitable rule for Open Access, providing the retrieval function, and allowing back issues to be Open Accessed. They also need rigorous peer review, avoiding publishing lag, renew the content on journal websites, avoiding the abuse of article duplication, and keeping the network technology updated. 3. Library: Promoting Open Access, and renewing the periodical-related information for the sake of efficiency of access. 4. Scholarly community of Librarianship: Establishing official disciplinary repositories on Library & Information Science, and encouraging authors developing self-archiving actions.

In this study, 2,927 academic papers published by 30 high productivity authors were collected from Web of Science (WOS) database.  The ratio and distribution of the papers in OAJ from the 30 high productivity authors were calculated. The citations of papers published in OAJ are compared with papers published in non-OAJ as well. Finally, the academic performance of these high productivity authors was studied for speculating the reasons why the percentage of the articles they published in OAJ is almost 36 %.  The results of this study showed that: 1) the categories of the academic journals and in which the number of the 30 productivity authors’ papers are displaying power law distribution;2) the percentage of the 2,927 papers in OAJ is 36% and is increasing year by year;3) the correlation between journal impact factor and the number of the papers is modestly positive correlated; 4) with regard to the number of paper citation, the correlation between the mean journal impact factor and the citation of the papers is highly positive correlated; it’s notable that, in this study, to be compared with non-OAJ, OAJ has no citation advantage to these high productivity authors, and this result differs from the predecessors’ researches; 5) the academic contribution defined in this study, ranges between4.42 and 20.41, which is mainly influenced by the authorship order in academic articles; and 6) the range of h-index is between 5 and 82, which is influenced by the numbers of the author’s published papers.  Based on the above findings, to make a comparison of the publishing behaviors of the high productivity authors between the selection of submitting papers in OAJ and non-OAJ, and study the impact on the academic performance, it’s more objective to use purposive sampling of high productivity authors in this study than using conventional extensive sampling. Moreover, to make such comparison by adopting the objective data, which are collected by infometrics method, is more able to be as a basis to promote OAJ as well.

This thesis builds a public goods case for government intervention in the academic journal market. Synthesizing information from interviews with the existing quantitative and qualitative literature accomplishes this goal. The cost of doing business in the academic publishing market has steadily risen over time. In response, an “open access” (OA) movement has formed. Members of the movement argue that making academic research freely accessible to anyone with an Internet connection is the ideal way to control these costs. Others, however, are satisfied with the status quo. Determining who pays what price to allow free access has become increasingly important. National open access initiatives could be implemented without government aid if universities and academic libraries worked together; however, a collective action problem prevents cooperation. The government has tools that could be used to help these stakeholders transition to an open access status quo.

This research study looks at digital academic space, which is defined here as web-based digitally mediated artifacts produced by universities and their members. Open source software projects and the Open Access movement play large roles within digital academic space, not only because of their strong historical academic roots, but also because these projects are growing in prevalence in many universities. Framed by theories from the field of higher education and media studies, this research study is an analysis of the dynamics and effects of one open source software project that produces Open Access electronic journals. The software system, called the Open Journal Systems (OJS), originally developed by an education professor from a Canadian university, has been adopted by thousands of universities world- wide to publish electronic peer reviewed academic journals. OJS users distributed at universities throughout the world have contributed software code back to the system, by for example, creating translation modules enabling users to publish journals in a range of languages thus adding an interesting global dimension to the project. Based on interviews with the OJS software developers, administrators, and users, as well as a range of material culled from online, this situational analysis of the OJS sketches out the conditions, dynamics, discourses and professional identities that form the basis of an emerging phenomenon within universities that is named here the digitally mediated open research project (DMORP
