Abstract Thirty years ago, in February 1989, the first ‘free licence’ was created: the GNU-GPL licence. Since then the number of free and open licences has grown exponentially with both private and public actors publishing their own legal document. In plain language, a licence is a document that grants a permission to do something, to perform an action. When it comes to licences covering a creation (eg a software), such a document is a contract listing the permissions and prohibitions, ie the rights and obligations of both the licensor and the licensee with regard to the creation. AbstractThe aim of this chapter is to consider repositories as distributed learning systems, exploring how they can influence higher education by allowing learners and teachers to deposit their educational resources for open sharing and use in teaching and learning processes. To this end, three essential issues will be addressed. The first is the current state of institutional repositories in higher education at international level. An overview will be offered—covering content, metadata, licences, educational and reuse aspects, etc.—to identify the different levels of development of these repositories, followed by a more specific contextualisation of the European case. The second issue, causally related to the first, is the question of what should be done to (further) increase the level of openness and interconnection of repositories in order to integrate them into education. In other words, how can we advance from open content and Open Educational Resources (OER) to Open Educational Practices (OEP), and from OAI-PHM (Open Archives Initiative Protocol for Metadata Harvesting) protocol interoperability to Linked Data and Open Informational Ecosystems? Finally, several ongoing initiatives will also be discussed as good practice models to be considered.

AbstractGeographic databases provided by open and public sources lack a high degree of accuracy. Although these sources were developed by collecting data from surveys, tracing from aerial imagery and freely licensed geodata sources, their reliability is questionable in testing new concepts for urban analytics and developing solutions for City Information Modelling (CIM). This study aims to examine a method using digital image processing to deliver precise information and accurate data for urban analytics. The research applied algorithmic solutions using content-based image segmentation, which accurately segments roof regions of buildings from aerial images. The study utilised an open access dataset annotated using 72 images grouped into 6 larger tiles from a joint project between Humans in the Loop with the Mohammed Bin Rashid Space Centre in Dubai, the UAE. The results show the efficiency of extracting buildings and their detailed features in an urban context. Finally, the study demonstrates the reliability of using the Base UNet model and the ResNet-based UNet, in analyzing urban aerial images.

Abstract:
AbstractAnalyzing and understanding software developers’ work habits and resulting needs is an essential prerequisite to improve software development practice. In our research, we utilize different qualitative and quantitative research methods to empirically investigate three underexplored aspects of software development: First, we analyze how software developers use sketches and diagrams in their daily work and derive requirements for better tool support. Then, we explore to what degree developers copy code from the popular online platform Stack Overflow without adhering to license requirements and motivate why this behavior may lead to legal issues for affected open source software projects. Finally, we describe a novel theory of software development expertise and identify factors fostering or hindering the formation of such expertise. Besides, we report on methodological implications of our research and present the open dataset SOTorrent, which supports researchers in analyzing the origin, evolution, and usage of content on Stack Overflow. The common goal for all studies we conducted was to better understand software developers’ work practices. Our findings support researchers and practitioners in making data-informed decisions when developing new tools or improving processes related to either the specific work habits we studied or expertise development in general.

Abstract:
AbstractAround 97 million people in the world could benefit from Augmentative and Alternative Communication (AAC), but according to the WHO and other organizations, access to digital AAC resources is very limited, especially in low-income countries. Free AAC software could help to improve this situation, but many existing “free” applications are either behind a paywall or not published under a free licence. We therefore propose a novel definition of “freely accessible software” for AAC, which can truly be used by anyone. AsTeRICS Grid (AG) is a feature-rich, grid-based AAC web application which has been developed based on the feedback of AAC users from around the world. The single-page architecture and offline capability of AG reduce the required server resources and human workload for maintenance, so that the service can remain freely accessible in the long term. We conducted an online survey which was completed by 277 participants, to examine the current usage context of AG. Most answers came from professionals (78%) who had previously used other AAC apps. Open questions were asked about advantages and disadvantages of AG, with free accessibility being rated most positively and the lack of certain features being rated most negatively. Examples from the past show that “free” AAC applications (that are not “freely accessible software”) have either disappeared or become chargeable. AsTeRICS Grid shows how the conditions for free AAC can be created and how these concepts can be implemented sustainably.

Scientific publishing is not limited to text any more, but more and more extends also to digital audio-visual media. Thus services for publishing these media in portals designed for scientific content, oriented towards the demands of scientists and which comply with the requirements of Open Access Licenses must be provided. Among others, it is the goal of the Competence Centre for Non-textual-materials of TIB to collect, archive and provide access to scientific audio-visual media in the TIB AV-Portal under the best possible (open) conditions. This applies to older films, as for example the film collection of the former IWF Knowledge and Media gGmbH i. L. (IWF) and to new films. However, even if the acquisition of the necessary rights for audio-visual media is complex, the renegotiation of Open-Access-Licenses for older films is very successful. This paper focuses on the role of Open Access in the licensing strategy of TIB regarding scientific films, the respective experience of TIB and the presentation in the AV-Portal, but also touches upon prerequisites and procedures for the use of Orphan Works.

Abstract:
This paper describes a web-enabled tool capable of generating high quality videos and images from multibody dynamics simulation results. This tool, called Chrono::Render, uses the Blender modeling software as the front end with Pixars RenderMan used to create high quality images. Blender is a free and open source tool used to create and visualize 3D content and provides a robust plugin framework which Chrono::Render leverages. To produce the final image, the Blender front end passes data to a RenderMan compliant rendering engine. Along with Pixars PhotoRealistic RenderMan (PRMan), several open

Abstract:
Despite the rapidly changing information and technology landscape, collections remain at the heart of academic libraries, signifying their enduring importance in providing access to our cultural heritage. Given broader trends in research and the current information ecology of an increasingly networked, distributed, and licensed environment, building collections and developing collection polices is increasingly ambiguous. These trends impact librarians in form of ever-expanding portfolios, diffusion of effort, weakened sense of focus, and a rising sense of persistent yet unmet needs for develop

In 2020, ARL’s Advocacy and Public Policy Committee launched a digital rights initiative focused on understanding and safeguarding the full stack of research libraries’ rights: to acquire and lend digital content to fulfill libraries’ functions in research, teaching, and learning; to provide accessible works to people with print disabilities; and to fulfill libraries’ collective preservation function for enduring access to scholarly and cultural works. Our objective is to make sure that these rights are well understood by research libraries, by Congress, by the US Copyright Office, and by the

Abstract:
Catalyzed by the passing of the York University Open Access Policy last year, a recognition has been growing at York University, like most other institutions, about the value of Open Educational Resources (OER) and more broadly, open education. This heightened awareness led to the formation of a campus-wide Open Education Working Group in January 2020. The group advocated that faculty members who receive internal funding for teaching innovation projects through York’s Academic Innovation Fund (AIF) should include a Creative Commons license on their grant outputs to facilitate the re-use, and p

Abstract:
Background: The tens of thousands of academic journal websites that are on the Internet today often do not have a clear organizational structure for their website. If most of them are convenient enough for readers (if the journal is open access), then many have problems informing authors about the conditions, the process of submitting and reviewing the manuscript. The Editorial Offices empirically populate the journal's website with content that can change dramatically (both in terms of website design and content) as the journal develops. Aim of Study: To develop a website model for an academi
