Full textObjective: The thesis focuses on the concept of Open Government Data (OGD) as a new approach to the management of public administrations (Pereira et al., 2017; Wang and Lo, 2016; Zuiderwijk and Janssen, 2014; Attard et al., 2015; Chan, 2013), based on the use of technologies for data treatment capable of favoring the affirmation of logics characterized by transparency, citizens’ involvement and participation in the processes, activities and services of the public sector (Dawes et al., 2016; Gonzalez-Zapata and Heeks, 2015; Ubaldi, 2013; Shadbolt et al., 2012). In particular, the objective of the work is to deepen the aspects and conditions enabling the management of Public Administration (PA) according to the OGD, as well as the impact of this approach on the quality of the public service provided to the community. The choice to carry out this study arises from the consideration according to which in literature, to date, there is no organic nucleus of empirical research aimed at investigating the stimulating factors of the ODG and the concrete effects on the public service quality resulting from the implementation of such an approach in public administrations. Methodology: The work starts from the analysis of the state of the art dedicated to the methods of conducting public administrations. Specifically, through a chronological excursus, the main approaches to the management of the PA (such as the Bureaucratic Model, New Public Management, New Public Governance, New Public Service, Open Government) were analyzed to represent the paradigmatic evolution leading to the affirmation of the OGD. The most important aspects (constructs) emerging from the analysis of the literature were further investigated to verify the existence of possible relations of influence between them. To this end, for each of the identified constructs, several items were selected for the construction of a questionnaire, administered to a sample of 567 Italian citizens. The results emerged from the answers provided by the citizens allowed defining and testing a Structural Equation Model (SEM), aimed at providing empirical evidences about the facilitating aspects of the OGD and the effects of its adoption within the PA in terms of public service quality for the community. Results: The findings highlight the existence of some crucial aspects, sometimes undervalued within the PA, which should be taken into account for the proper management of public administrations according to the logic of the OGD, especially in a historical moment characterized by an increasingly felt need to manage huge amounts of data in a transparent, participatory and collaborative way. In particular, according to the results of the analysis, it is necessary to encourage the dissemination of data-driven culture at every level of society so that citizens can take advantage of the benefits deriving from a thoughtful adoption of the ODG in the PA. Implications: The work provides both theoretical and managerial implications. From a purely theoretical point of view, the thesis offers its contribution under a twofold profile: methodological and conceptual. Regarding the first aspect, the study brings to light the results obtained by testing a SEM, which represents a methodology particularly appreciated for the analysis of data in the social sciences (Hair et al., 2016; Kline, 2015), especially since it allows verifying the interrelations between latent (not directly measurable) variables (Heck and Thomas, 2015; Duncan, 2014); with regard to the conceptual profile, the thesis favors the enrichment of the literature through the analysis of an approach to company management in a sector in which the studies in this regard are still fragmented. Regarding managerial implications, the identification of the most incisive aspects in managing public administration according to the Open Government Data provides policy makers and public sector executives with valuable information for the development of policies and strategies capable of improving the quality of the service rendered to citizens. In particular, the usefulness of the thesis should be seen in the fact that, through an empirical analysis, the work offers ideas to optimize the allocation of human, economic, technological and temporal resources. In other words, in presence of limited resources, as traditionally occurs in the public sector, knowing the aspects toward which investment should be opportunely directed could generate a considerable advantage for public domain services’ recipients. Research limitations: The study follows a quantitative approach based on the test of a Structural Equation Model, defined through the administration of questionnaires. The choice to resort to questionnaires, if on the one hand allowed building a large sample (made up of over 500 citizens), on the other hand reduced the depth of the analysis, since it prevented from investigating with high degree of detail the thought of each citizen involved in the sample survey. For this reason, the thesis takes shape as a starting point for a future research project to be carried out by using additional qualitative and quantitative methods, to be applied by means of both traditional (such as interviews) and innovative (such as social media analytics) techniques. Full textThe large number of heterogeneous and non-standardized websites to disseminate information about public transparency is an evidence of the lack of preparation of public institutions in relation to the Open Government Data movement. This scenario is found all over the world, but with more frequency in institutions where open data principles are still new, especially local governments. This research aims to define a reference architecture for structuring data from distributed repositories characterized by transparency websites. The quality requirements of the architecture were identified from the problems of data availability in a sample of 561 websites maintained by Brazilian municipalities. Once defined, the architecture underwent a validation process to verify its viability and its potential of utility by the perception of external users to its development and by the implementation of a software prototype. With the architecture, and its collaborative aspect involved, it will be possible to implement software systems that provide users with tools to easily open data from any institution that uses the internet to disseminate transparency information. Full textKommuner och myndigheter är producenter av information som kan vara av intresse för allmänheten gällande exempelvis befolkningsstatistik, väderdata och politiska beslut. I den digitala agendan verkar Sveriges regering för att data ska spridas och främja utveckling och innovation av nya e-tjänster skapade av andra aktörer än myndigheter. Diverse utvecklingsinitiativ har tagits kring plattformar runtom i världen men det finns inga tydliga standarder kring hur data ska göras publikt. Softronic erbjuder idag sina kunder en egenutvecklad plattform för publiceringen av öppna data. För att kunna förbättra eller alternativt ersätta denna, ville Softronic ha en utvärdering av ett antal redan existerande plattformar. Denna rapport innehåller en utvärdering av Softronics plattform tillsammans med tre andra kandidater: CKAN, Socrata och OpenDataSoft. De aspekter som utvärderingen innefattar valdes utifrån önskemål från Softronic och täcker bland annat installationsförfarande, prestanda och uppgraderingar. För att undersöka API-funktionen hos plattformarna och demonstrera hur en applikation som använder sig av öppna data kan implementeras, utvecklades även en grafisk klient. Socrata fick högst poäng i utvärderingen, följt av i tur och ordning OpenDataSoft, CKAN och Softronic. Socrata rekommenderas som en plattform för publicering av öppna myndighetsdata främst eftersom den erbjöd omfattande funktionalitet, krävde få tekniska färdigheter och tillhandahöll många supporttjänster.

In recent years open data initiatives, which make government data publicly available in a machine-readable format for reuse and redistribution, have proliferated, driven by the launch of open-data government initiatives such as data.gov and data.gov.uk. Research on open data has focused on its potential for governance, its implications on transparency, accountability, and service delivery, and its limitations and barriers of use. However, less attention has been focused on the practices of data intermediaries-an emerging configuration of actors that plays an essential role in facilitating the use and reuse of data by aggregating open government data and enhancing it through a range of data practices. This thesis will assess the data practices of open government data intermediaries from three perspectives. First, it will trace the development of open government data initiatives to contend that at a moment when open data policy is seeing global diffusion with the potential of increasing social, political, and economic impact, there is a crucial need to assess the practices of intermediaries to understand how open government data is put to use. Second, it will develop a framework to analyze the role of open government data intermediaries by proposing a definition for "the data intermediary function" constituted by a range of technical, civic, representational, and critical data practices. Third, it will assess the data practices of two open government data intermediaries, 596 Acres and Transparent Chennai, who as urban actors facilitate the conversion of open government data into actionable information for communities to effect changes in the built environment. In describing and assessing the tools, practices, and methods developed by open data intermediaries this thesis will explore the potential and limitations of data intermediaries, and offer recommendations that might inform future open government data initiatives that seek to mediate open government data to facilitate changes in the built environment.

Uppdraget i sig har härstammat från ett EU direktiv och anpassats till svensk lag.Denna studie har samlat in data och erfarenheter från andra kommuner men också från intressenter och en expert inom öppna data. Studien har även samlat in information som finns online, såsom guider, ramverk och processer. Dessa insamlade data låg till grund för den startplan vi sammanställde för Borlänge kommun.

Full textA central pillar of open government programs is the disclosure of data held by public agencies using Information and Communication Technologies (ICT). This disclosure relies on the creation of open data portals (e.g. Data.gov) and has subsequently been associated with the expression Open Government Data (OGD). The overall goal of these governmental initiatives is not limited to enhance transparency of public sectors but aims to raise awareness of how released data can be put to use in order to enable the creation of new products and services by private sectors. Despite the usage of technological platforms to facilitate access to government data, open data portals continue to be organized in order to serve the goals of public agencies without opening the doors to public accountability, information transparency, public scrutiny, etc. This thesis considers the basic aspects of OGD including the definition of technical models for organizing such complex contexts, the identification of techniques for combining data from several portals and the proposal of user interfaces that focus on citizen-centred usability. In order to deal with the above issues, this thesis presents a holistic approach to OGD that aims to go beyond problems inherent their simple disclosure by providing a tentative answer to the following questions: 1) To what extent do the OGD-based applications contribute towards the creation of innovative, value-added services? 2) What technical solutions could increase the strength of this contribution? 3) Can Web 2.0 and Cloud technologies favour the development of OGD apps? 4) How should be designed a common framework for developing OGD apps that rely on multiple OGD portals and external web resources? In particular, this thesis is focused on devising computational environments that leverage the content of OGD portals (supporting the initial phase of data disclosure) for the creation of new services that add value to the original data. The thesis is organized as follows. In order to offer a general view about OGD, some important aspects about open data initiatives are presented including their state of art, the existing approaches for publishing and consuming OGD across web resources, and the factors shaping the value generated through government data portals. Then, an architectural framework is proposed that gathers OGD from multiple sites and supports the development of cloud-based apps that leverage these data according to potentially different exploitation roots ranging from traditional business to specialized supports for citizens. The proposed framework is validated by two cloud-based apps, namely ODMap (Open Data Mapping) and NESSIE (A Network-based Environment Supporting Spatial Information Exploration). In particular, ODMap supports citizens in searching and accessing OGD from several web sites. NESSIE organizes data captured from real estate agencies and public agencies (i.e. municipalities, cadastral offices and chambers of commerce) in order to provide citizens with a geographic representation of real estate offers and relevant statistics about the price trend.

Full textThe main purpose of this survey is to explore the process of implementation of open data projects at the local level. The main challenge in realization of any open data project is the engagement of different stakeholders. In this respect, we distinguish a dynamic positioning of stakeholders not limited to one stage of the process - whether during the first phase of reflections before launching the project, the data production, dissemination, promotion or use - creating a mixed system of open data. The study of data offer on open data platforms led us to consider its appropriateness to the needs of users. We have shown that despite the efforts to create a multi-player system, the implementation, identification and data collection is eclectic and unstable and not building a solid process of Open Data. Despite the urgency suggested by the political and societal context, openness and choice of data are generally determined by pragmatic considerations that impose a slow but gradual opening without claiming to be exhaustive. By analyzing open data platforms, this leads us to qualify them as "socio-technical tools" emerging from the social web in their aspects of mediation, sharing, collaboration and co-production data. They are social tools because they give rise to forms of action. Full textObjects, medium, sources, governance, content, actors, purposes and forms of public transparency are experiencing a rapid and profound evolution, which transcends national borders, and depends on the interaction between political, technological, legal and socio-cultural drivers. This happens when transparency exploiting the Open Government Data means and falls under the Open Government framework.Through the Italian and French legal systems, this thesis aims to highlight the recent advancements in public transparency. At first, we will look at the interplay between the concepts of transparency and openness, to identify the legal issues raised by the disclosure of public data. Subsequently, we will turn to the supranational context, which plays a key role in developing guidelines, standards and recommendations. A special place will be reserved to the right (and political) of the European Union. In the second part, we will analyse the above-mentioned legal systems, which are actively engaged in the wider reform of their Public Information Acts, within the framework of multi-stakeholder initiatives, such as the Open Government Partnership.On the whole, we will see how the shift from “transparency through documents” ” to “transparency through data” challenges the public action models

Esta dissertação tem como objetivo principal traçar um panorama, a partir do estudo dos aplicativos gerados, sobre como a sociedade brasileira está utilizando Dados Governamentais Abertos. Dados Governamentais Abertos correspondem à disponibilização de dados da esfera governamental em formatos predeterminados (formatos abertos e não proprietários) para a livre utilização, reutilização e redistribuição pela sociedade. A identificação dos aplicativos que utilizam Dados Governamentais Abertos no Brasil é realizada a partir de informações oficiais oriundas do Portal Brasileiro de Dados Abertos e de informações extraídas de notícias sobre Dados Governamentais Abertos no Brasil arquivadas no Observatório de Gestão da Informação a partir do Alerta Google. Desta forma, este estudo pretende desenvolver os seguintes objetivos específicos: identificar e categorizar os temas e os autores dos aplicativos que utilizam Dados Governamentais Abertos no Brasil, assim como os conjuntos de dados utilizados e suas respectivas licenças, e avaliar o grau de atualização dos aplicativos disponibilizados no Portal Brasileiro de Dados Abertos em relação às aplicações identificadas através das notícias sobre Dados Governamentais Abertos arquivadas no Observatório de Gestão da Informação.
This paper aims to give an overview, from the study of the generated applications, about as Brazilian society is using Open Government Data. Open Government Data consist of the provision of data of governmental sphere at predetermined formats (open and non-proprietary standards) for free use, reuse and redistribution by society. The identification of applications that use Open Government Data in Brazil is performed based on official information extracted from the Portal Brasileiro de Dados Abertos and information extracted from news on Open Government Data in Brazil archived on Observatório de Gestão da Informação as from Google Alerts. Thus, this study aims to develop the following specific objectives: identify and categorize the themes and the authors of the applications that use Open Government Data in Brazil, as well as datasets used and their licenses, and assess the degree of update of the applications available in Portal Brasileiro de Dados Abertos relative to applications identified through the news on Open Government Data archived on Observatório de Gestão da Informação.

Full textThe release of public sector information as open data is expected to bring various benefits such as citizen participation, transparency and innovation. In recent years’ open government data has been getting more attention at various levels of government causing several frameworks and manuals to be published. These publications aim to help local governments by providing guidance on how open data efforts should be organized and implemented in practice and a common to these reports is that they contain general descriptions and guidelines that are addressed to all public organizations working with open data. This demands that the proposed practices must be customized when adapted by a specific organization. The municipality of Örebro has an ongoing commitment to open data. Since the interest in open data started to take off in Sweden, the municipality has periodically released new open data sets and on three occasions conducted hackathons with an open data theme. However, the recent introduction of a new municipal management, as well as the loss of an open data key figure, has impeded the continued work with open data in Örebro. Therefore, there is reason to examine what measures should be taken to improve the efforts of open data release in the municipality. In this study interviews and workshops were conducted to identify barriers, goals and activities related to open data in order to bring forward empirically supported recommendations that help the organization to overcome barriers and work towards a more streamlined open data process. The results suggest that the municipality in Örebro should make efforts to increase organizational capabilities, nurture citizen engagement and support a more goal-oriented strategy for open data.

Full textThis dissertation presents a process group for data integration and schemes of the Brazilian public budget s revenues and expenditures from all government level spheres (municipalities, states and nationwide). These process group aims to solve some heterogeneity problems to access public information provided by different government entities. Budget information is currently disclosed on e-gov portals, which must comply the requirements set by the Brazilian legal framework. Data about revenues, expenses, financial transfers and bidding processes must be published in a primary, authentic and updated way. However, there is no standards for publication, besides the poor data quality and inconsistencies found in the same data provided by different portals. Thus, this work aims to give some contributions to address these heterogeneity problems. To achieve this, we implemented a proof of concept that gathers revenue and expenditure data from the Brazilian federal government, the state government of Sao Paulo and 645 municipalities of Sao Paulo state. As a result, this work has standardized a conceptual model of revenues and expenses based on the technical manual of the budget. From this model, we created standardized data schemas according to the datasets that are available at the website of transparency of each government entity, as well as an integrated scheme between them. Data disclosed from 2010-2014 by all mentioned government were gathered, cleaned and loaded into the prototype. The resulting data warehouse allows queries about budget execution in Brazil that are not possible to perform directly accessing the transparency portals, or, when it is possible, this compilation work is very time consuming. During the validation phase was also possible to analyze and identify possible some failures in the e-gov portals and some recomendations try to give some contribution to their improvement.

O presente estudo teve como objetivo identificar possibilidades de inovação aberta nas iniciativas que visam promover a abertura de dados públicos, em formato aberto. Para atender ao objetivo, identificaram-se os possíveis benefícios e as possíveis barreiras inerentes às iniciativas de Dados Governamentais Abertos no contexto brasileiro; verificaram-se quais fatores podem incentivar as práticas de coprodução para viabilizar a inovação aberta; verificaram-se quais resultados obtiveram-se oriundos das possíveis práticas de coprodução; recomendaram-se ações que pudessem promover maior coprodução e possivelmente inovação aberta em processos advindos da abertura de dados governamentais. Este trabalho apresentou a seguinte questão de pesquisa: Como as iniciativas de Dados Governamentais Abertos, no contexto brasileiro, podem contribuir para o processo de inovação aberta do setor público? Como suporte teórico, abordaram-se os temas: dados governamentais abertos, inovação, inovação aberta, coprodução e inovação no Setor Público, que ocorreu por intermédio de um estudo de caso. E, para a coleta de dados, realizaram-se entrevistas com atores ligados ao tema e análise de artefatos tecnológicos. Os resultados revelam, como possíveis benefícios da abertura dos dados governamentais, o aumento da participação dos cidadãos, a melhora no desenvolvimento de políticas públicas e a possibilidade de desenvolvimento de serviços inovadores. Identificou-se a promoção de Hackathons pelo governo como estratégia para promover a coprodução. Com relação aos incentivos para o cidadão coproduzir com o governo, os resultados apontam para a predominância de incentivos intangíveis, como a satisfação em contribuir com o governo. Verificaram-se, como principais objetivos para o governo, promover à coprodução a possibilidade de aproveitar a inteligência coletiva da sociedade para desenvolvimento de soluções para problemas e inovações. Nesse sentido, verificou-se a capacidade dos DGA em promover a coprodução entre governo e sociedade viabilizando a inovação aberta. Entretanto, identificaram-se barreiras a serem superadas para que esse processo se desenvolva.
The present study aims to identify possibilities for open innovation in initiatives that aim to promote and standardize the openness of public data, in an open format. In order to meet the objective: the possible benefits and possible barriers inherent to Open Data government initiatives in the Brazilian context were identified; and can be encouraged as coproduction practices to enable open innovation; it was verified what results were obtained from the coproduction practices; It is recommended actions that contribute to the accomplishment of coproduction and possibly innovation in processes arising from the opening of government data. This paper presents the following research question: How can Open Government Data initiatives, in the Brazilian context, contribute to the open innovation process of the public sector? As a theoretical contribution, the following themes were addressed: open government data, innovation, open innovation, coproduction and innovation in the Public Sector. Through a case study, for purpose of data collection, interviews were conducted with actors related to the topic and analysis of technological artifacts (softwares and / or applications). The results are welcome from the opening of the data, an improvement in the development of public policies and a possibility of development of innovative services. A promotion of Hackathons by the government was identified as a strategy to promote coproduction. With regard to incentives for the citizen to co-produce with the government, the results point to the predominance of intangible incentives, such as a satisfaction in contributing to the government. The main objectives for the government for coproduction were the possibility of taking advantage of the collective intelligence of society for the development of solutions to problems and innovations. In this sense, check the ability of the DGA to promote a coproduction between government and society, enabling an open innovation. However, barriers have been identified to be overcome in order for this process to develop.

Full textAnalyzing open data policies, this thesis investigates the effect of the circulation of data on urban government. This political sociology of data, which analyses jointly the transformation of data and actors associated to them, highlights the pluralism of the politics of urban data. Based on an ethnographic investigation inside the Metropolis of Lyon, the thesis studies the open data policy in the making. In addition, 70 interviews, archive material and a partial comparison with North-American cities were used for the analyze. Following the chain of open data, the thesis emphasizes a tension between attachment and detachment. Attached to vast socio-technical networks, data must be detached from their initial environment to circulate, before being re-attached to new users. In order to do this, data undergo a series of trials. The uncertain outcome of these trials produce new agencements which question sectorial, institutional and territorial borders. That’s why, to maintain control on its public policies, the challenge for a local government is to manage to regulate the flows of data on its territory. Government procurement is absolutely necessary professional work for every country from ancient times to today. Various constructions of "electronic government" improve government procurement efficiency greatly. On the other hand, since the open government data appeared in the late 1990s, it has become a popular governance technology today. The focus of this paper is to study the governance technology that is popular in the world, whether it helps the "government procurement". This paper uses the literatures to explore "open government data", "government procurement" and "using open government data for government procurement", and then surveys the purchasing staff's views on the above three items, and finally get the conclusions by interviews as below: 1. Before discussing "using open government data for government procurement", it is necessary to raise government procurement personnels’ understanding of the open government data policy, in addition to reducing the impediment, it is more helpful to stimulate the imagination of the use of materials, and create more diversified developments. 2. For services that are only for government procurement personnels and are not profitable, the government should create incentives to use government open data development services and maintain services in order to promote the value of the government open data.

The implementation of Open Government Data (OGD) initiatives has become a worldwide phenomenon in government administrations over the last decade. Attracted by the belief of enhancing governmental transparency and the potential of value-adding data to spur economic growth, more and more government agencies are releasing government-possessed raw data online in non-proprietary formats for free access and reuse by the public. This trend also grabs the attention of scholars from various disciplines, and results in manifold OGD studies. However, few studies have looked into the details of the data opening processes. Particularly, there has been limited research exploring the data collecting phase, which is the preliminary phase that government agencies seek and prepare datasets for OGD purposes. This phase is critical because its outcomes can influence the subsequent data opening processes and the datasets that open data users could access and reuse. Therefore, the data collecting phase is worth a more profound investigation. To bridge the research gap, this study sheds light on the data collecting phase at the micro level by exploring government officials’ data seeking behaviors with the following research questions: (1) Why do government officials undertake data seeking tasks? (2) How do government officials discover datasets to open? (3) How do government officials select datasets to open? (4) How do government officials obtain datasets to open? (5) How do government officials seek information to facilitate their data seeking activities? In order to answer these research questions, qualitative data were gathered through semi-structured interviews with a protocol developed based on a research framework, deriving from several information seeking models of the literatures. Fifteen government officials were recruited as interviewees from eleven central and local government agencies by purposive and snowball sampling. After the qualitative data analysis, important findings were revealed, discussed, compared with former studies, and organized to form a model of data seeking process. As shown in the model, government officials’ engagements in data seeking tasks were due to individual self-imposition, the requirement of higher-level authorities, and the advocacy of external parties. In addition, the formation of data seeking tasks was found to trigger the subsequent data seeking phases including data discovering, data selecting, and data obtaining. First, potential datasets and data sources were identified through external-directed, internal-directed, or hybrid method during the data discovering phase. Then, during the data selecting phase, influenced by organizational inertia, instrumental rationality, data provider characteristics, data user characteristics, and datasets characteristics, government officials of the OGD departments and the data-generating departments, and their higher-level executives reviewed the discovered datasets to determine which datasets to be opened to the public with respective priorities. Finally, in the data obtaining phase, the selected datasets were either first obtained by the OGD departments for opening or directly released by the data-generating departments. It was found that during the various phases of data seeking process, government officials also looked for information regarding data needs, data sources, and data seeking methods to facilitate the accomplishment of data seeking tasks. Government officials’ choices of information seeking approaches varied and were affected by their respective awareness of the residing environments and information sources that they intended to retrieve information from. In terms of the various adopted information seeking approaches, chaining and browsing were the two features of information seeking behaviors performed by all the interviewees of the study. Nevertheless, the other four features, including monitoring, differentiating, extracting, and verifying, were only found to be performed by government officials who had been behaving actively and positively toward OGD initiatives. In addition, it was found that government officials’ information seeking behaviors were influenced by instrumental rationality, information sources characteristics, and respective information needs. Lastly, the loops of the information seeking process continued until one’s information needs became gradually discernible and were eventually deemed satisfied. With the aforementioned findings, this study contributes to both OGD practices and research. Several suggestions are offered as follows. For OGD practices, it is suggested that government agencies establish federated data repositories within their own agencies to enhance internal data exchange and management. Agencies may also consider applying external-directed, internal-directed, and hybrid data discovering methods simultaneously during the process of data seeking to achieve better effectiveness and efficiency. It is also recommended that platforms be established for encouraging the sharing and exchange of data seeking experiences among government agencies. In terms of future OGD research, further studies should investigate additional types of data selecting procedures and the causes of their differences. The weights and the causal relationships among the influential factors are also worth further explorations. It will also be interesting to investigate the differences of data seeking processes between early and late adopters of OGD initiatives. Lastly, future comparative research can also be conducted to understand the differences of data seeking processes from a cross-country perspective.

Along with the rise of digital economy and IoT (Internet of Things), countries all over the world have been promoting and setting the trend for Open Government Data policy. In order to accelerate the development of open data in Taiwan, the National Development Committee further developed the "Open Access Action Plan for Governmental Information" to illustrate the strategic planning of Open Government Data, guiding government departments to cooperate and promote the project. The action plan also serves to improve the data consolidation between government and civil organizations, setting up Taiwan to the global benchmark. This research is done based on the five-star scheme of open data proposed by Tim Berners-Lee (2009), the creator of WWW (World Wide Web) and Linked Data. Also by using the Fuzzy Delphi Method to organize and summarize the issues of the existing format of Open Government Data. The analysis and evaluation is done from three different perspectives, consistency, quality and applicability. In addition, other analysis were done regarding the key success factors of some classic examples of Open Government Data such as ETC by the Ministry of Transportation and Implementation of Registering the Actual Selling Price by Ministry of the Interior. The results of the research shows that the quality issue still exists in current open data format using by Taiwanese government, not only that the format wasn''t defined according to the current policy, some of the open data retains unusual blank error and inconsistency in the content fields. On top of that, about 23% of the Taiwan Government''s open data is still in unstructured data format which can not be read by machines. According to the results of the research, the government officials stated during the interview that the government could not provide high-quality and diversified Open Government Data due to time, technology and capacity, which should be paid attention to by the relevant government departments and effectively propose countermeasures.

To adapt to the advent of digital age and the trend of global citizen movement, the authority has begun to promote the opening of government's political data platform on the basis of the resolution of the Executive Yuan’s 3322nd council on November 8, 2012. According to the results of the latest Global Open Data Index released by the Open Knowledge International in 2017, Taiwan was ranked first in 2015 and continued to hold the title in 2016. With the promotion of government units at all levels, there are currently 35,000 categories of materials on the government's political material opening platform. Finally, based on the four environmental safety data of car accident points, car theft, locomotive theft and residential theft, this study focused on the regions with high registered actual selling price of estate, divided Taoyuan into old and new districts, and analyzed the characteristics of the four environmental factors then generalized the relationship among them, to provide new options of house purchasing for the public. At the end of this study, we gave a number of suggestions based on the experience of the actual using of the Government Open Data, and expect to make the application of it more practical and convenient.

Demographic structure is one of the basic factors for measuring the competitiveness of a country. However, due to the short-term changes in the demographic structure is not obvious that in the past when people discussed the implementation policies of national development and social welfare policies, they were often not given priority. In addition, due to the difficulty in obtaining government administrative data in the past, it had caused doubts about the administrative operations and also restricted the conduct of related research activities. With the changes of the times, the accumulation of political statistics for many years has become an important asset. The decree also evolved in response to the current situation, regulating the government's open administrative information to the outside world to promote the participation of civil public affairs. Meanwhile, the information software and hardware are highly popular and the infrastructure is complete, and the computing and storage costs are greatly reduced, which increases the feasibility of the outside world by analyzing the public information of the government to explore social issues. This research is based on the publicly information of the government and the calculation of the annual ring formation method of the Executive Yuan. Using the big data technology to carry out the virtual data set of populations in the next 20 years. Finally, the results of the research are presented with visual tools, hoping to bring advantages and contribute to the application of related fields.

Open data has been on the e-government agenda of many nations for it promises information transparency and encourages involvement of citizens in democratic processes. It also shares virtues with big data and suggests even more benefits due to its accessibility. However among the various barriers of implementation, the issue of privacy is frequently mentioned but lacks elaboration in literature. This thesis will use the Taiwanese E-invoice as case to explore the implications and processes of addressing privacy in open government data (OGD). Using the Message Implementation Guideline of Taiwanese E-invoice, sample datasets are synthesized then analyzed for applications they empower and privacy risks incurred. A well-researched concept, anonymization, is selected to address privacy-preserving data publishing via the QID-SA framework. Possible privacy attacks are modeled on this framework, and the effectiveness of anonymizing methods is assessed. The goal is to find an optimal solution, if it exists, that achieves good utility and privacy. Through analysis, we find such solution remains elusive due to the complexity of e-invoice data, and although suboptimal ones are suggested, substantial compromises must be made. Access control and information accountability may overcome the shortcomings, but these concepts deviate from the original goal of openly accessible data. Nevertheless, we still conclude that government should actively dislcose such ``unsafe" dataset despite the complications, for it is this kind of data that houses vast potential. Through communication with stakeholders and supporting legislation, we believe one day those compromises may alleviate and the prospect of OGD can be realized.

Full textO movimento de Dados Abertos tem crescido em todo o mundo ao longo da última década, acompanhando a crescente produção de dados e a evolução tecnológica. Este movimento utiliza as Tecnologias da Informação e Comunicação para fornecer dados de forma disponível, interoperável, com licença livre, reutilizável e acessível a todos. Iniciativas de Dados Abertos aplicadas a dados do governo referem-se a um subconjunto chamado Dados Governamentais Abertos e tem o potencial de apoiar melhores decisões e tornar os governos mais transparentes, eficientes e responsáveis. Entre alguns dos potenciais benefícios identificados estão o impulsionamento do crescimento econômico, o desenvolvimento de inovações, o estímulo às mudanças sociais e à participação cidadã, promovendo, dessa forma, sociedades mais democráticas. O presente estudo identificou requisitos de Dados Abertos encontrados na literatura e caracterizou conjuntos de dados extraídos dos principais portais de Dados Abertos do governo brasileiro em relação à sua conformidade com esses requisitos. Os resultados mostraram que os conjuntos de dados analisados atendem a mais da metade dos requisitos, mas estão longe de apresentar 100% de conformidade. Esses resultados podem apoiar os órgãos governamentais na identificação das lacunas que precisam ser observadas para tornar as iniciativas da Dados Governamentais Abertos mais eficazes e aproveitadas em todo o seu potencial.

"Open Data" is now the topic of the world. Most advanced democratic countries have started their plans to "Government Open Data" plan. However, most of the existing open-data system are agency-oriented (no cross-agency integration), and those data are usually rated no more than 3-star. This poses a challenge to the development and appli-cation. Therefore, it becomes a key issue to establish an effective framework to obtain cross-agency complementary data to reach information integrity. In order to assist the relevant application industry to resolve this challenge, this study try to establish a framework implementing open data from the Ministry of Eco-nomic Affairs and Ministry of Health and Welfare, and conduct an empirical study on feasibility of vertical integration cross-agency data in mobile devices with three-star open data.

Taiwan government organizations have implemented Open Government Data (OGD) policies to make their data public available. Over ten thousand datasets are currently available in data.gov.tw within short period. The aims of this study were to examine the quality and content of health-related datasets in data.gov.tw. and to develop three data visualization models for health policy decision making. Until end of October 2015, there were 840 health-related datasets available in data.gov.tw. However, many organizations decomposed the datasets by year or by disease, which did not conform OGD principle of completeness. About one fifth of datasets in which the formats were not machine processable. With regard to the content of the datasets, disease statistics, quality indicators of medical care, lists commitee and items, budegets were the four main themes accounted for seventy percent of all datasets. The most popular downloaded datasets were basic information of pharmacies, inappropriate food information, cause of death statistics, name list of PIC/S GMP pharmaceutical industries and hospital beds statistics. With regard to the second objective, I used Tableau and Excel Power Pivot to develop three data visualization health policy decision making, i.e., problems identification, priority setting, and performace evaluation. The three models have been uploaded into Tableau Public and freely available to general public. Users of the three models could select the year, the cause of death, and the area they concerned to produce the statistical plot they want. In conclusion, health-related organization should conform the OGD principles to release the datasets as complete as possible. Further studies are needed to survey the applications of using health-realted OGD and explore the potential of integrating health-related OGD datasets with non-health OGD datasets. The three models developed in this study should be tested by stakeholds of health policies and some feedbacks to improve the performance of the models and in the long run promote the quality of health policy decision making.

As a field of practice and research that is fast-growing and a locus for much attention and activity, open government data (OGD) has attracted stakeholders from different sectors. The open data movement holds out the promise of improving transparency, accountability, citizen participation. Nevertheless, it is not yet clear if Taiwanese government are truly fulfilling these promises. Current literature on open government data has uncovered a wide range of challenges related to data qualities and barriers of policy implementation. In other words, most of the open data research based on a technology-driven perspective, rather than a focus on the potential public value and social benefits of data to be used. As a result, the purpose of this study is to test an open data impact evaluative framework and reveal the open data impact cognition among data users in Taiwn from a variety of origins. This study adopts quantitative method, applying secondary analysis, and qualitative method, applying interview survey, in the meantime. The research subjects include different data users in this field, such as open government initiators, developers and policy executors. This study shows that the impact of open data in Taiwan is limited. Although Taiwan obtained a top ranking of Global Open Data Index these years, Taiwanese government and civil society hasn’t tapped the full potential of open data on promoting public value or creating social benefits. As open data initiatives spread across the globe, research is needed that can deepen our shared understanding of the open data potential in creating a better democratic society.

It is a great expense for most people to buy the house. Thus, it is necessary to assess the information related to house carefully, especially the cost. If we can predict the house prices before buying it, it would be the important information for home buyers. They can decide whether to buy the house and bargain house price according to the prediction result. With the popularity of open data, the situation of information asymmetry between buyers and sellers disappears gradually. The service via data analysis and data visualization emerges in recent years. Most services analyze the data and present the result by plot rather than predict house price. The prediction methods are simpler in existing house prices prediction service. They merely use statistics or simple machine learning models to predict house prices. This thesis proposed the house prices prediction system for service providers. They can provide better service to home buyers by predicting more precise result through our system. User can select the prediction method and get prediction result from GUI. Unlike past analytical method we cluster data, make the prediction for each cluster and integrate all results. Besides, the system can preserve the analytical result. It is an useful feature when new transaction data are generated. The time of house prices prediction would be reduced dramatically because we only need to analyze new data rather than historical data. In this study, the government''s open data platform is used as the data base to build link data. Since the number of data on the government open data platform website is very large, the data set will be selected for application. The research design includes: (1) conversion RDF-based, data format conversion of Resource Description Framework (RDF); (2) construction of link data, establishment of Linked Data (LD) technology; (3) establishment of RDF -Based prototype platform. The research results show that the resources of China''s open data platform are now extensive. If the resources on the platform are converted into RDF type in the future, whether it is for the government or the private sector and the research group, it will be a great help to simplify many collections. The steps to organize, and the future will have a lot of common words with countries.
