Objective: The thesis focuses on the concept of Open Government Data (OGD) as a new approach to the management of public administrations (Pereira et al., 2017; Wang and Lo, 2016; Zuiderwijk and Janssen, 2014; Attard et al., 2015; Chan, 2013), based on the use of technologies for data treatment capable of favoring the affirmation of logics characterized by transparency, citizens’ involvement and participation in the processes, activities and services of the public sector (Dawes et al., 2016; Gonzalez-Zapata and Heeks, 2015; Ubaldi, 2013; Shadbolt et al., 2012). In particular, the objective of the work is to deepen the aspects and conditions enabling the management of Public Administration (PA) according to the OGD, as well as the impact of this approach on the quality of the public service provided to the community. The choice to carry out this study arises from the consideration according to which in literature, to date, there is no organic nucleus of empirical research aimed at investigating the stimulating factors of the ODG and the concrete effects on the public service quality resulting from the implementation of such an approach in public administrations. Methodology: The work starts from the analysis of the state of the art dedicated to the methods of conducting public administrations. Specifically, through a chronological excursus, the main approaches to the management of the PA (such as the Bureaucratic Model, New Public Management, New Public Governance, New Public Service, Open Government) were analyzed to represent the paradigmatic evolution leading to the affirmation of the OGD. The most important aspects (constructs) emerging from the analysis of the literature were further investigated to verify the existence of possible relations of influence between them. To this end, for each of the identified constructs, several items were selected for the construction of a questionnaire, administered to a sample of 567 Italian citizens. The results emerged from the answers provided by the citizens allowed defining and testing a Structural Equation Model (SEM), aimed at providing empirical evidences about the facilitating aspects of the OGD and the effects of its adoption within the PA in terms of public service quality for the community. Results: The findings highlight the existence of some crucial aspects, sometimes undervalued within the PA, which should be taken into account for the proper management of public administrations according to the logic of the OGD, especially in a historical moment characterized by an increasingly felt need to manage huge amounts of data in a transparent, participatory and collaborative way. In particular, according to the results of the analysis, it is necessary to encourage the dissemination of data-driven culture at every level of society so that citizens can take advantage of the benefits deriving from a thoughtful adoption of the ODG in the PA. Implications: The work provides both theoretical and managerial implications. From a purely theoretical point of view, the thesis offers its contribution under a twofold profile: methodological and conceptual. Regarding the first aspect, the study brings to light the results obtained by testing a SEM, which represents a methodology particularly appreciated for the analysis of data in the social sciences (Hair et al., 2016; Kline, 2015), especially since it allows verifying the interrelations between latent (not directly measurable) variables (Heck and Thomas, 2015; Duncan, 2014); with regard to the conceptual profile, the thesis favors the enrichment of the literature through the analysis of an approach to company management in a sector in which the studies in this regard are still fragmented. Regarding managerial implications, the identification of the most incisive aspects in managing public administration according to the Open Government Data provides policy makers and public sector executives with valuable information for the development of policies and strategies capable of improving the quality of the service rendered to citizens. In particular, the usefulness of the thesis should be seen in the fact that, through an empirical analysis, the work offers ideas to optimize the allocation of human, economic, technological and temporal resources. In other words, in presence of limited resources, as traditionally occurs in the public sector, knowing the aspects toward which investment should be opportunely directed could generate a considerable advantage for public domain services’ recipients. Research limitations: The study follows a quantitative approach based on the test of a Structural Equation Model, defined through the administration of questionnaires. The choice to resort to questionnaires, if on the one hand allowed building a large sample (made up of over 500 citizens), on the other hand reduced the depth of the analysis, since it prevented from investigating with high degree of detail the thought of each citizen involved in the sample survey. For this reason, the thesis takes shape as a starting point for a future research project to be carried out by using additional qualitative and quantitative methods, to be applied by means of both traditional (such as interviews) and innovative (such as social media analytics) techniques. This Ph.D. thesis deals with Open Government Data and the methodology for publication of this kind of data. Public sector bodies hold a significant amount of data that can be reused in innovative way leading to development of new products and services. According to the Open Knowledge Foundation "Open data is data that can be freely used, re-used and redistributed by anyone - subject only, at most, to the requirement to attribute and sharealike." Publication and reuse of Open Government Data can lead to benefits such as increased economic growth. State, society as well as the public sector bodies themselves can benefit from Open Government Data. However the public sector bodies currently face a number of problems and issues when publishing Open Government Data, e.g. regular updates of the published datasets are not always ensured. Different public sector bodies apply different approaches to publication of Open Government Data. The main goal of this thesis is to design the Open Government Data Publication Methodology which should address current problems related to the publication of Open Government Data.

O grande número de websites heterogêneos e sem padronização para divulgar informações sobre transparência pública é uma evidência do despreparo das instituições públicas frente ao movimento denominado Open Government Data ou Dados Abertos Governamentais. Este cenário é encontrado no mundo todo, porém com evidência nas instituições onde os princípios de dados abertos ainda são novidade, sobretudo os governos locais. Esta pesquisa objetiva definir uma arquitetura de referência para estruturação de dados a partir dos repositórios distribuídos caracterizados pelos websites de transparência. Os requisitos de qualidade da arquitetura foram identificados a partir dos problemas de disponibilização de dados em uma amostra de 561 websites mantidos por municípios brasileiros. Uma vez definida, a arquitetura passou por um processo de validação para verificar sua viabilidade e seu potencial de utilidade pela percepção dos usuários externos ao seu desenvolvimento e por meio da implementação em um protótipo de software. Com a arquitetura, e seu aspecto colaborativo envolvido, será possível implementar sistemas de software que disponibilizam ferramentas aos usuários para facilmente abrir os dados de qualquer instituição que utilize a internet para disseminar informações de transparência.
The large number of heterogeneous and non-standardized websites to disseminate information about public transparency is an evidence of the lack of preparation of public institutions in relation to the Open Government Data movement. This scenario is found all over the world, but with more frequency in institutions where open data principles are still new, especially local governments. This research aims to define a reference architecture for structuring data from distributed repositories characterized by transparency websites. The quality requirements of the architecture were identified from the problems of data availability in a sample of 561 websites maintained by Brazilian municipalities. Once defined, the architecture underwent a validation process to verify its viability and its potential of utility by the perception of external users to its development and by the implementation of a software prototype. With the architecture, and its collaborative aspect involved, it will be possible to implement software systems that provide users with tools to easily open data from any institution that uses the internet to disseminate transparency information. Abstract:
Since the mid-2000s, the idea of Open Government Data (OGD) has emerged in the United Kingdom as a strong demand for the free and unrestricted re-use of data produced by public bodies. This thesis aims to better understand the social forces and interests that have been working to shape the UK’s Open Government Data (OGD) initiative and to what ends. It focuses on the period 2010-2012, when OGD was adopted as a core policy objective by the new Coalition (Conservative-Liberal Democrat) government that came to power in May 2010. Through analysis of interviews, observations and online documentation, and the adoption of a neo-Gramscian analytical framework to guide the data collection and analysis, the thesis produces an explanatory framework for better understanding and conceptualising the development of the OGD initiative in the UK during this period. Contextualising the emergence and development of the UK’s OGD initiative within the contemporary political and economic crises of the neoliberal project, the thesis adopts the neo-Gramscian concept of trasformismo to explain the domestication of the OGD agenda into a project - counter to many of the initial civil society OGD advocates intentions - which is aimed at the reproduction of the UK’s neoliberal state. In particular, it highlights how OGD policy is being used with the intention of leveraging the full marketisation of public services and the further expansion of capitalism into the exploitation of societal risks, and to help rebuild the fracturing consent for the neoliberal project. It is shown that whilst a radical, and potentially counter-hegemonic, political energy exists within sections of the civil society OGD community within the UK, these OGD advocates are necessarily restricted by both the structural conditions of OGD’s emergence and tactical decisions taken by OGD advocates. The thesis concludes with a number of suggestions for those aiming to direct the OGD initiative in a more egalitarian direction, counter to neoliberal hegemony. The thesis’s contribution to Information Science can be understood as providing a deeper critical understanding of the political economic domain which structures the discipline and its subject of interest at the most fundamental levels. The thesis’s contribution to Political Science is to utilise ideas developed in neo-Gramscian International Political Economy to draw insight into the complex political processes that have unfolded around OGD. In particular, it is the first neo-Gramsican analysis that considers the adaptation of neoliberal capitalism to the logic of ‘openness’.

Municipalities and government agencies are producers of information that may be of interest to the public concerning areas such as population statistics, weather data and policy decisions. In the Digital Agenda, the Swedish Government emphasizes the importance for data to be spread and promotes the development and innovation of new e-services created by other parties than government agencies. Various development initiatives of platforms have been taken around the world but there are no specific standards regarding how data should be made public. Softronic currently offer their customers a proprietary platform for the publication of open data. In order to improve or alternatively replace this, Softronic wanted an evaluation of a number of already existing platforms. This report contains an evaluation of the Softronic platform along with three other candidates: CKAN, Socrata and OpenDataSoft. The included aspects in the evaluation were selected based on requests from Softronic, covering among other things the installation process, performance and upgrades. To assess the API function of the platforms and demonstrate how an application using open data can be implemented, a graphical client was developed. Socrata received the highest score in the evaluation, followed by in turn OpenDataSoft, CKAN and Softronic. Socrata is recommended as a platform for publishing open government data mainly because it offered extensive functionality, required few technical skills and provided plenty of support services.
Kommuner och myndigheter är producenter av information som kan vara av intresse för allmänheten gällande exempelvis befolkningsstatistik, väderdata och politiska beslut. I den digitala agendan verkar Sveriges regering för att data ska spridas och främja utveckling och innovation av nya e-tjänster skapade av andra aktörer än myndigheter. Diverse utvecklingsinitiativ har tagits kring plattformar runtom i världen men det finns inga tydliga standarder kring hur data ska göras publikt. Softronic erbjuder idag sina kunder en egenutvecklad plattform för publiceringen av öppna data. För att kunna förbättra eller alternativt ersätta denna, ville Softronic ha en utvärdering av ett antal redan existerande plattformar. Denna rapport innehåller en utvärdering av Softronics plattform tillsammans med tre andra kandidater: CKAN, Socrata och OpenDataSoft. De aspekter som utvärderingen innefattar valdes utifrån önskemål från Softronic och täcker bland annat installationsförfarande, prestanda och uppgraderingar. För att undersöka API-funktionen hos plattformarna och demonstrera hur en applikation som använder sig av öppna data kan implementeras, utvecklades även en grafisk klient. Socrata fick högst poäng i utvärderingen, följt av i tur och ordning OpenDataSoft, CKAN och Softronic. Socrata rekommenderas som en plattform för publicering av öppna myndighetsdata främst eftersom den erbjöd omfattande funktionalitet, krävde få tekniska färdigheter och tillhandahöll många supporttjänster.

The open data concept is based on the EU directive from 2003 with the goal to highlight the need for member states to increase and digitalize their public data and thus achieving transparency and stimulating economic growth based on new innovations. In Sweden, the development has fallen behind expectations and are currently the worst performing nordic country in open data development. In relation, research on open data is limited, especially when it come to barriers and challenges for adopting strategies to handle open data for local public organizations. This research is therefore aimed towards understanding and identifying barriers for adopting open data in local public organizations in Sweden. To answer this, we have conducted a case study based on the municipality of Örnsköldsviks. Our findings suggest that existing research on open data is somewhat lacking in the areas of ethical issues,  the private sector and the challenge of  moving towards openness; these are important aspects to consider when it comes to open data development. Furthermore, our results indicate that collaboration on both national and regional levels is advantageous and combined with PSI Directive improvements, is something that can bridge the gap between open data barriers and ambitions.

In recent years open data initiatives, which make government data publicly available in a machine-readable format for reuse and redistribution, have proliferated, driven by the launch of open-data government initiatives such as data.gov and data.gov.uk. Research on open data has focused on its potential for governance, its implications on transparency, accountability, and service delivery, and its limitations and barriers of use. However, less attention has been focused on the practices of data intermediaries-an emerging configuration of actors that plays an essential role in facilitating the use and reuse of data by aggregating open government data and enhancing it through a range of data practices. This thesis will assess the data practices of open government data intermediaries from three perspectives. First, it will trace the development of open government data initiatives to contend that at a moment when open data policy is seeing global diffusion with the potential of increasing social, political, and economic impact, there is a crucial need to assess the practices of intermediaries to understand how open government data is put to use. Second, it will develop a framework to analyze the role of open government data intermediaries by proposing a definition for "the data intermediary function" constituted by a range of technical, civic, representational, and critical data practices. Third, it will assess the data practices of two open government data intermediaries, 596 Acres and Transparent Chennai, who as urban actors facilitate the conversion of open government data into actionable information for communities to effect changes in the built environment. In describing and assessing the tools, practices, and methods developed by open data intermediaries this thesis will explore the potential and limitations of data intermediaries, and offer recommendations that might inform future open government data initiatives that seek to mediate open government data to facilitate changes in the built environment.

Denna studie undersöker hur myndigheter kan öppna upp data som innehåller personuppgifter genom att geografiskt aggregera datamaterial för att bevara personlig integritet. Personlig integritet definieras i denna kontext i enlighet med dataskyddsförordningen som skyddet av personuppgifter. De aggregeringar som utreddes är de arealbaserade svenska områdena SAMS, DESO och Kommuner. Även Bespoke-neighborhood-metoden k-närmaste granne utvärderades i ett spann som gick från 5 till 1280 individer. En metod skapades för att kvantifiera hur identifierbara individer är utifrån sannolikheten att uppskatta att en personuppgift tillhör en individ. Användbarheten av datamaterialet operationaliserades som hur nära rådata det var i geografisk detaljnivå. Resultatet blev att metoden ”aggregeringar av k-närmaste granne” är den mest anpassningsbara och användbara metoden för att bevara personlig integritet och användbarhet när data aggregeras.

Open Government Data (OGD) has become a topic of prominence during the last decade. However, most governments have not realized the desired outcomes from OGD, which implies that the envisaged value streams have not been realized. This study defines three objectives that will help address this shortcoming. First, it seeks to identify the causal mechanisms that lead to effective institutionalization and sustainability of OGD initiatives in a developing country context. Second, it seeks to identify the social, economic, cultural, political structures and components that describe the OGD context. Third, it seeks to identify the underlying contextmechanism- outcome (CMO) configurations in the Kenya Open Data Initiative (KODI). The guiding philosophy for this qualitative study is critical realism, which is implemented using Pawson & Tilley's realist evaluation model. Data is obtained through observation of open data events, semi-structured interviews and documentary materials from websites and policy documents. Fereday & Muir-Cochrane's five-stage thematic analysis model is applied in conducting data analysis. Three main contributions arise from this study. The first contribution is the open data institutionalization analysis guide. This study collates several institutionalization concepts from literature with the aim of developing a lens for analyzing OGD initiatives. The second contribution is the identification of supporting mechanisms, including a description of the current CMO configurations. The resulting case study provides an in-depth account of KODI between 2011 and 2016. This will assist policy makers in understanding the current setup, identifying gaps, and establishing or supporting existing support structures and mechanisms. The third contribution is related to scarcity of empirical work based on critical realism in the field of information systems. This research will act as a reference point for future IS research, in determining how critical realism can be applied to conduct similar studies.

Objectives of the thesis are –1) to identify the legal problems coming from mashups of Open Govern-ment Data (OGD) and 2) to purpose an informal ontology to help technical reusers of Public Sector Informa-tion to utilize datasets according to their intended purpose and in compliance with the legal obligations that govern the rights to reuse the data. A survey of national OGD portals found that the majority of OGD are released under inappropriate li-censes, not fully complying with the legal rules that apply to the reuse of the data. Open Government Data can be released and covered by multiple licensing regimes, up to 33 in a single country. We have analysed the European Union (EU) legal framework of reuse of Public Sector Information (PSI), the EU Database Directive and copyright framework and other legal sources (e.g., licenses, legal notices, and terms of use) that can apply to open government Datasets. From this deep analysis we have modelled several major concepts in an Informal Ontology of Open Government Data Licenses Framework for a Mash-up Model (iOGDL4M). The iOGDL4M will be used for qualifying datasets in order to improve the accuracy of their legal anno-tation. The iOGDL4M also aims to connect each applicable legal rule to official legal texts in order to direct legal experts and reusers to primary sources. This research aims to present 1) a legal analysis of OGD regulation in the European Union and its mem-ber states; 2) the Survey of National Open Government Data Portals and analysis of the most commonly applied licenses and legal notices and their compatibility; and 3) the Informal Ontology of Open Govern-ment Data Licenses Framework for a Mash-up Model. This thesis is comprised of 4 publications. It consists of presentation of the research, the publications, and annexes that support the research.

As part of its quest to become the first digital African city, in 2014 the City of Cape Town adopted an open data policy, which was later coupled with an open data portal to make government data available for public access. This was touted as a novelty initiative as the City of Cape Town was the first African city to implement a policy of this nature. This open data initiative aimed at enhancing transparency and accountability as well as promoting inclusive economic participation for its citizens. Open data project managers from the city and external industry experts working on open data initiatives were interviewed to understand the current the state of open data within the city and how it worked with other stakeholders. The study draws on these interviews to present the current challenges experienced by the city from the city’s official point of view as well as from open data experts working closely with the city. To understand the practical experiences of how the city publishes data in its platforms, the study also extensively explored the city’s open data portal, as well as examining and commenting on the documented open data policy guidelines contrasted and compared to current practical experiences. To guide the objectives and analysis of the study, four key themes were adopted from literature; context, use, data and impact. Context focused on the overall context or environment at which open data in the city is provided as a public service, while use focused challenges on the uses of open data as well as it is users, data focused on the types of datasets published on the portal as well as the technical challenges in publishing them. Lastly impact looked at the expected benefits and goals of the city’s open data policy. The study through the themes highlighted the ongoing challenges at various levels that the city experience as they implement and develop the open data policy. Overall it was noted that open data was not a goal but continuous challenges were arising daily while implementing and developing the policy- while it was noted that various stakeholders within and outside government had to collaborate to effectively meet the required open data standards.

L’ultimo decennio ha reso estremamente popolare il concetto di Open Government, un modello di amministrazione aperto che fonda le sue basi sui principi di trasparenza, partecipazione e collaborazione. Nel 2011, nasce il progetto Dati.gov.it, un portale che ha il ruolo di “catalogo nazionale dei metadati relativi ai dati rilasciati in formato aperto dalle pubbliche amministrazioni italiane”. L'obiettivo della tesi è fornire un efficace strumento per ricercare, usare e confrontare le informazioni presenti sul portale Dati.gov.it, individuando tra i dataset similarità che possano risolvere e/o limitare l’eterogeneità dei dati presenti. Il progetto consiste nello sviluppo su tre aree di studio principali: Standard di Open Data e Metadata, Record Linkage e Data Fusion. Nello specifico, sono state implementate sette funzioni contenute in un'unica libreria. La funzione search permette di ricercare all'interno del portale dati.gov.it. La funzione ext permette di estrarre le informazioni da sette formati sorgente: csv, json, xml, xls, rdf, pdf e txt. La funzione pre-process permette il Data Cleaning. La funzione find_claims è il cuore del progetto, perché contiene l'algoritmo di Text Mining che stabilisce una relazione tra i dataset individuando le parole in comune che hanno una sufficiente importanza all'interno del contesto. La funzione header_linkage permette di trovare la similarità tra i nomi degli attributi di due dataset, consigliando quali attributi concatenare. In modo analogo, record_linkage permette di trovare similarità tra i valori degli attributi di due dataset, consigliando quali attributi concatenare. Infine, la funzione merge_keys permette di fondere i risultati di header_linkage e record_linkage. I risultati sperimentali hanno fornito feedback positivi sul funzionamento dei principali metodi implementati per quanto concerne la similarità sintattica tra due dataset.

This study examines how Borlänge municipality can initiate their work with open data. To open data means that the organisation has in the past kept their datasets closed from public, the point with the project is to publicize datasets to encourage opportunities and innovation in society.Since 2016 Riksarkivet has had a mission to make sure that Swedish governmental bodies have opened a dataset of some type, this mission will finish at the end of 2018. The mission itself has originated from an EU directive and been fitted to Swedish law.This study has collected data and experiences from other municipalities but also from stakeholders and an expert in open data. The study has also collected information online, such as guides, frameworks and processes. All of the collected data served as a foundation for the startplan we composed for Borlänge municipality.
Denna studie undersöker hur Borlänge kommun kan inleda sitt arbete med öppna data. Att öppna sina data betyder att verksamheten tidigare har hållit sina datamängder stängda från allmänheten, syftet med arbetet är då att offentliggöra datamängder för att främja möjligheter och innovation i samhället.Sedan 2016 har Riksarkivet haft i uppdrag att se till att samtliga svenska myndigheter har öppnat någon mängd och typ av data, detta ska vara klart till slutet av 2018. Uppdraget i sig har härstammat från ett EU direktiv och anpassats till svensk lag.Denna studie har samlat in data och erfarenheter från andra kommuner men också från intressenter och en expert inom öppna data. Studien har även samlat in information som finns online, såsom guider, ramverk och processer. Dessa insamlade data låg till grund för den startplan vi sammanställde för Borlänge kommun.

This disclosure relies on the creation of open data portals (e.g. Data.gov) and has subsequently been associated with the expression Open Government Data (OGD). The overall goal of these governmental initiatives is not limited to enhance transparency of public sectors but aims to raise awareness of how released data can be put to use in order to enable the creation of new products and services by private sectors. Despite the usage of technological platforms to facilitate access to government data, open data portals continue to be organized in order to serve the goals of public agencies without opening the doors to public accountability, information transparency, public scrutiny, etc. This thesis considers the basic aspects of OGD including the definition of technical models for organizing such complex contexts, the identification of techniques for combining data from several portals and the proposal of user interfaces that focus on citizen-centred usability. In order to deal with the above issues, this thesis presents a holistic approach to OGD that aims to go beyond problems inherent their simple disclosure by providing a tentative answer to the following questions: 1) To what extent do the OGD-based applications contribute towards the creation of innovative, value-added services? 2) What technical solutions could increase the strength of this contribution? 3) Can Web 2.0 and Cloud technologies favour the development of OGD apps? 4) How should be designed a common framework for developing OGD apps that rely on multiple OGD portals and external web resources? In particular, this thesis is focused on devising computational environments that leverage the content of OGD portals (supporting the initial phase of data disclosure) for the creation of new services that add value to the original data. The thesis is organized as follows. In order to offer a general view about OGD, some important aspects about open data initiatives are presented including their state of art, the existing approaches for publishing and consuming OGD across web resources, and the factors shaping the value generated through government data portals. Then, an architectural framework is proposed that gathers OGD from multiple sites and supports the development of cloud-based apps that leverage these data according to potentially different exploitation roots ranging from traditional business to specialized supports for citizens. The proposed framework is validated by two cloud-based apps, namely ODMap (Open Data Mapping) and NESSIE (A Network-based Environment Supporting Spatial Information Exploration). In particular, ODMap supports citizens in searching and accessing OGD from several web sites. NESSIE organizes data captured from real estate agencies and public agencies (i.e. municipalities, cadastral offices and chambers of commerce) in order to provide citizens with a geographic representation of real estate offers and relevant statistics about the price trend.

This diploma thesis focuses on the problematics of eGovernment and open data. Thesis assesses the situation in the Czech Republic as well as in countries of European Union. The opendata and eGovernment history, its developments, current state and outlook for future are described. The thesis aims to analyze the characteristics of opendata and compares eGovernment in the Czech Republic with other countries of European Union according to Open Data index. In the last section of this work, selection of the proper data for publication in the open format data is discussed. Its implementation and validation is demonstrated with the example of selected instution in the Czech Republic. In the theoretical part of this thesis problematics of eGovernment in the Czech Republic is discussed. The analytical part assesses the open data publication by the Czech ministry of social security administration. Analysis is conducted using bottom up and top down methods. The benefits of this diploma thesis is the overview of the eGovernment and open data format publications in the Czech Republic and its comparison with other European countries and creation of the methodical framework for choosing the correct data for open data format publication.

Objects, medium, sources, governance, content, actors, purposes and forms of public transparency are experiencing a rapid and profound evolution, which transcends national borders, and depends on the interaction between political, technological, legal and socio-cultural drivers. This happens when transparency exploiting the Open Government Data means and falls under the Open Government framework. Through the Italian and French legal systems, this thesis aims to highlight the recent advancements in public transparency. At first, we will look at the interplay between the concepts of transparency and openness, to identify the legal issues raised by the disclosure of public data. Subsequently, we will turn to the supranational context, which plays a key role in developing guidelines, standards and recommendations. A special place will be reserved to the right (and political) of the European Union. In the second part, we will analyse the above-mentioned legal systems, which are actively engaged in the wider reform of their Public Information Acts, within the framework of multi-stakeholder initiatives, such as the Open Government Partnership. On the whole, we will see how the shift from “transparency through documents” ” to “transparency through data challenges the public action models.

Cette étude sur les projets open data dans les collectivités locales vise à associer, dans une approche globale, les modes de production et de collecte de données, les méthodes de diffusion et les dispositifs utilisés, et enfin les modèles d’usage des données publiques numériques. Partant de l’hypothèse que l’open data donne lieu à une nouvelle distribution des rôles des acteurs impliqués tout au long du processus d’ouverture, nous avons distingué un positionnement dynamique des acteurs qui ne se limite pas à une étape du processus d’ouverture des données - que ce soit de réflexion, production, de diffusion, de promotion ou d’usage - ce qui crée un système mixte d’open data. L’étude du système d’offre des collectivités nous a amené à considérer son adéquation avec les besoins des utilisateurs. Nous avons montré que malgré les efforts de créer un système multi-acteur, la mise en oeuvre de l’identification et de la collecte des données est éclectique et instable et ne construit pas un processus solide de l’Open data. Malgré l’urgence suggérée par le contexte politique et sociétal, l’ouverture et le choix des données sont généralement déterminés par des considérations pragmatiques qui imposent une ouverture lente mais progressive sans prétendre à l’exhaustivité.Il s’agit aussi d’examiner les plateformes open data considérées comme des « dispositifs socio-techniques » émergeants du web social dans leurs aspects de médiations, partage, collaboration et de coproduction de données. Dans ce cadre, nos observations nous permettent de mettre en exergue, de questionner et d’analyser les plateformes open data dont leur architecture principale nous amènent à les qualifier «dispositifs socio-techniques ». Ils sont des outils sociaux car ils donnent lieu à des formes d’action. Autour d’un catalogue de jeux de données, il subsiste des espaces virtuels, des blogs, des forums d’interactions entre les producteurs et les réutilisateurs des données ouvertes
The main purpose of this survey is to explore the process of implementation of open data projects at the local level. The main challenge in realization of any open data project is the engagement of different stakeholders. In this respect, we distinguish a dynamic positioning of stakeholders not limited to one stage of the process - whether during the first phase of reflections before launching the project, the data production, dissemination, promotion or use - creating a mixed system of open data. The study of data offer on open data platforms led us to consider its appropriateness to the needs of users. We have shown that despite the efforts to create a multi-player system, the implementation, identification and data collection is eclectic and unstable and not building a solid process of Open Data. Despite the urgency suggested by the political and societal context, openness and choice of data are generally determined by pragmatic considerations that impose a slow but gradual opening without claiming to be exhaustive. By analyzing open data platforms, this leads us to qualify them as "socio-technical tools" emerging from the social web in their aspects of mediation, sharing, collaboration and co-production data. They are social tools because they give rise to forms of action. Around a catalog of data sets, there are still virtual spaces, blogs, forums of interaction between producers and re-users of open data

This study explores Open Data actors in Kenya, focusing on the issue of transparency and accountability. Drawing on an exploratory quantitative analysis of existing statistical material of usage of the Kenya Open Data Initiative website and 15 qualitative interviews conducted primarily in Nairobi, the study analyses key factors – both enabling and disabling – that shape transparency initiatives connected to Open Data in Kenya. The material is analysed from three perspectives: a) a review based on existing research around impact and effectiveness of transparency and accountability initiatives; b) based on theories on human behaviour in connection to transparency and accountability; and c) introducing a critical perspective on power relations based on Michel Foucault’s concept of ‘governmentality’. The study shows that the Kenya Open Data Initiative has potential to become an effective transparency and accountability initiative in Kenya, but that its future is heavily dependent on current trends within the political context and fluctuations in power relations. Applying a stronger user-perspective and participatory approach is critical.Open Data is a relatively new area within the governance and development field, and academia can play an important role in enhancing methodology and impact assessments to create more effective and sustainable initiatives and ensure that future Open Data initiatives can be both accessible and constitute a base for accountability.

Introduction: This compilation licentiate thesis focuses on open government data (OGD). The thesis is based on three papers. OGD is a system that is organized when publishers collect and share data with users, who can unrestrictedly reuse the data. In my research, I have explored why it can be challenging to cultivate OGD. Cultivation is human activities that change, encourage, or guide human organizations towards a higher purpose by changing, introducing, managing, or removing conditions. Here, the higher purpose is OGD to realize believed benefits. Thus, OGD cultivation is an attempt to stimulate actors into organizing as OGD. Problem and Purpose: OGD is believed to lead to several benefits. However, the worldwide OGD movement has slowed down, and researchers have noted a lack of use. Publishers and users are experiencing a set of different impediments that are challenging to solve. In previous research, there is a need for more knowledge about what can impede the OGD organization, cause non-valuable organizing, or even collapse the organization. At the same time, there is a lack of knowledge about how impediments shape the organization of OGD. This gap can make it hard to solve and overcome the impediments experienced by publishers and users. The sought-after knowledge can bring some understanding of the current situation of OGD. In this research, I have viewed the organization of OGD as an ecosystem. The purpose of this thesis is to draw lessons about why it can be challenging to cultivate OGD ecosystems by understanding OGD impediments from an ecosystem perspective. Research Design: I set out to explore OGD through qualitative research from 2016 to 2018. My research started with a pilot case study that led to three studies. The studies are each reported in a paper and the papers form the base of this thesis. The first paper aims to stimulate the conceptually oriented discussion about actors’ roles in OGD by developing a framework that was tested on a Swedish public agency. The second paper has the purpose of expanding the scope surrounding impediments and was based in a review and systematization of previous research about OGD impediments. The third paper presents an exploration of impediments experienced by publishers, users, and cultivators in the Swedish national OGD ecosystem to identify faults. From the three papers, lessons were drawn in turn and together, that are presented in this thesis. Findings: Cultivators when cultivating OGD ecosystems are facing towering challenges. The following three main challenges are identified in this thesis: (1) to cultivate a system that can manage stability by itself without constant involvement, (2) to cultivate a system that is capable of evolving towards a “greater good” by itself, and (3) to have an up-to-date precise vocabulary for a self-evolving system that enables inter-subjective understand for coordinating problem-solving. Contribution: The theoretical contribution of this thesis is that OGD ecosystems can be viewed as a public utility. Moreover, I recommend that researchers approach the organizing of OGD as the cultivation of evolution, rather than the construction of a structure; to consider the stability of the system in growth, value, and participation; and to be cautious with how they label and describe OGD actors. For actors that are cultivating OGD, I recommend that they guide the OGD actors to help them organize; view OGD cultivation as the management of evolution (growth) towards a purpose; and view cultivation as a collaborative effort where they can supply ideas, technologies, practices, and expertise.

Cela s’avère notamment lorsque la transparence se prévaut des moyens du paradigme de l’"Open Government Data" et s’inscrit dans les perspectives de la doctrine de l’"Open Government".Ce travail de recherche vise à esquisser les mutations et les axes de progrès de la transparence publique, à l’aune de l’évolution des systèmes juridiques italien et français. On se penchera à titre liminaire sur l’articulation entre les notions de transparence et d’ouverture, afin de cerner les questions juridiques soulevées par l’ouverture des données publiques à des fins de transparence. Ensuite, on parcourra le niveau supranational, à la fois un forum et un lieu d’élaboration des orientations fondamentales en la matière. La ricerca condotta si focalizza sui processi di open government data analizzandoli in un ottica comparativa sia attraverso la content analysis dei National Action Plan sviluppati nell ambito dell Open Government Partnership che mediante l elaborazione dei dati dell Open Data Barometer. Pur all interno di processi di convergenza globale, i risultati mostrano una forte diversificazione delle strategie e delle politiche messe in campo nei diversi paesi analizzati, in base alla peculiarità dei fattori socio-istituzionali richiamati dalla tradizione della political economy comparata.

Esta dissertação tem como objetivo principal traçar um panorama, a partir do estudo dos aplicativos gerados, sobre como a sociedade brasileira está utilizando Dados Governamentais Abertos. Desta forma, este estudo pretende desenvolver os seguintes objetivos específicos: identificar e categorizar os temas e os autores dos aplicativos que utilizam Dados Governamentais Abertos no Brasil, assim como os conjuntos de dados utilizados e suas respectivas licenças, e avaliar o grau de atualização dos aplicativos disponibilizados no Portal Brasileiro de Dados Abertos em relação às aplicações identificadas através das notícias sobre Dados Governamentais Abertos arquivadas no Observatório de Gestão da Informação.

Open Government Data consist of the provision of data of governmental sphere at predetermined formats (open and non-proprietary standards) for free use, reuse and redistribution by society. The identification of applications that use Open Government Data in Brazil is performed based on official information extracted from the Portal Brasileiro de Dados Abertos and information extracted from news on Open Government Data in Brazil archived on Observatório de Gestão da Informação as from Google Alerts. Thus, this study aims to develop the following specific objectives: identify and categorize the themes and the authors of the applications that use Open Government Data in Brazil, as well as datasets used and their licenses, and assess the degree of update of the applications available in Portal Brasileiro de Dados Abertos relative to applications identified through the news on Open Government Data archived on Observatório de Gestão da Informação.

Abstract:
The importance that governments put into open government data policies has increased over the last decade. However, a decreasing speed in this trend is potentially ongoing due to the objectives of these policies not being perceived as completed. Therefore, locating the impacts and measuring their relative value generation aids the understanding of how these objectives can succeed. This study examines the impacts of open government data in Sweden and their potential value generation, focusing on the financial ones. In this study, we developed a measurement model that comprehends six different impacts that generate a value. These impacts are innovation for established firms, innovative start-ups, innovation for public institutions, anti-corruption, and democracy/civil participation. The study has used 24 semi-structured interview findings to develop the model using the grounded theory method. The model was then subsequentially tested and validated by conducting a survey.  We used PLS-SEM as a method of analysis of the 69 responses on the survey from Swedish experts in the field. The results show a positive influence on the open government data financial value generation in the Swedish context, originating from data-driven innovation in established firms. Adding to this, positive impacts on the social value generated from open government data originate from innovative start-ups and product innovation in public institutions. The social value generated was also found to influence the financial value generation. Overall, the results also confirmed that the measurement model assessed is suited for evaluating the value generation of open government data. Thus, the study contributes to policies by visualizing the potential impacts and values that specific policy decisions may yield. Besides, the study contributes to theory thanks to developing a measurement model that could be applied to different contexts. Finally, a unique method that combines model development, context understanding, and model testing is used in the research. This method is considered a contribution due to its potential to be applied to future case study research.

Det huvudsakliga syftet med denna studie är att öka förutsättningarna för Örebro kommun att bedriva ett framgångsrikt arbete med öppna data. Genom att analysera nuläget med avseende på öppna data, dels nationellt, dels inom kommunen, ämnar studien att presentera ett antal rekommenderade strategiska åtgärder som bedöms vara lämpliga för att förbättra arbetet med öppna data i Örebro kommun. Rapporten ska, förutom att fylla ett utbildande syfte internt, utgöra ett underlag för framtida beslut angående öppna data centralt inom kommunen och i kommunens förvaltningar. Två workshopar och intervjuer med interna och externa aktörer genomfördes för att identifiera utmaningar, potentiella målbilder och aktiviteter relaterade till öppna data inom Örebro kommun. Dessa analyserades utifrån tidigare forskning om öppna data i offentliga organisationer. Resultaten visar att kommunen i Örebro bör öka den organisatoriska förmågan, skapa engagemang hos medborgare och underhålla en mer målorienterad strategi för öppna data.
The release of public sector information as open data is expected to bring various benefits such as citizen participation, transparency and innovation. In recent years’ open government data has been getting more attention at various levels of government causing several frameworks and manuals to be published. These publications aim to help local governments by providing guidance on how open data efforts should be organized and implemented in practice and a common to these reports is that they contain general descriptions and guidelines that are addressed to all public organizations working with open data. This demands that the proposed practices must be customized when adapted by a specific organization. The municipality of Örebro has an ongoing commitment to open data. Since the interest in open data started to take off in Sweden, the municipality has periodically released new open data sets and on three occasions conducted hackathons with an open data theme. However, the recent introduction of a new municipal management, as well as the loss of an open data key figure, has impeded the continued work with open data in Örebro. Therefore, there is reason to examine what measures should be taken to improve the efforts of open data release in the municipality. In this study interviews and workshops were conducted to identify barriers, goals and activities related to open data in order to bring forward empirically supported recommendations that help the organization to overcome barriers and work towards a more streamlined open data process. The results suggest that the municipality in Örebro should make efforts to increase organizational capabilities, nurture citizen engagement and support a more goal-oriented strategy for open data.

This thesis proposes a new interdisciplinary approach to understanding how the World Wide Web is growing, as a socio technical network, co-constructed by interrelationships between society and technological developments. The thesis uses a longitudinal empirical case study of Web and offline activity surrounding the UK Open Government Data communityto explore the Web as a socio-technical `networks of networks'. It employs a mixed methods framework, underpinned by sociological theory but also drawing on computer science for technical approaches to the problem of understanding theWeb. The study uses quantitative and qualitative sources of data in a novel analysis of online and offline activities to explore the formation and growth of UK Open Government Data and to understand this case, and the Web itself. The thesis argues that neither technology nor `the social' alone is sufficient to explain the growth of this network, or indeed the Web, but that these networks develop out of closely co-constructed relationships and interactions between humans and technology. This thesis has implications not only for how the Web is understood, but for the kinds of future technological design and social activity that will be implicated in its continued growth.

The digitalization of the public administration is one of the main innovations that has marked the organization of administrative activity; has affected in particular the individual procedures by establishing significant changes in relations with the users of the various administrative services. Technology has therefore entered the daily life mechanisms of the public administration, the same theme of administrative simplification is inevitably linked to the digitization of the public administration. The analysis on the theme of Open Government Data shows how the transformations taking place are profoundly changing spaces and repertoires of public participation and of the relationship between public and private, between PA and citizens. The web increasingly represents a new connective fabric that brings together the different dimensions of public action (individual and collective, global and local, virtual and real), and that causes an empowerment process for citizens to develop. In recent years many scholars have placed the diffusion of big data technologies at the center of their research, that is, the massive collection of data and information from the most disparate sources. E-government can use big data to find out the trends and patterns of people's behavior on social networks so that the government can provide a better, effective and efficient service. Digitization then also becomes the main vehicle to comply with the transparency and disclosure obligations which all administrations must comply with. The objective of this contribution is to provide specific reading tools for the new public management school based on digitalization, on Open Government Data, on Big Data through a qualitative analysis that highlights the limits of this research linked to the cultural gap and the protection of the right to privacy.

Este trabalho apresenta um grupo de processos para a integracao de dados e esquemas das receitas e despesas da execucao do orcamento publico brasileiro nas tres esferas governamentais: governo federal, estadual e municipios. Estes processos visam resolver problemas de heterogeneidade encontrados pelo cidadao ao buscar por informacoes publicas em diferentes entes. Estas informacoes atualmente sao disponibilizadas pelos portais de transparencia que seguem a obrigatoriedade definida pelo arcabouco legal brasileiro, no qual estes devem publicar, dentre outras informacoes, o registro de receitas, despesas, transferencias financeiras e processos licitatorios, de forma integra, primaria, autentica e atualizada. Porem, apesar das exigencias citadas por lei, nao existe um padrao para publicacao, alem de inconsistencias e ambiguidades de dados entre os diferentes portais. Assim, este trabalho visa resolver estes problemas de heterogeneidade enfrentados pelo cidadao. Para tal, como prova de conceito foram selecionados os dados de receitas e despesas do governo federal, do governo do estado de Sao Paulo e de 645 municipios do estado de Sao Paulo. Este trabalho padronizou um modelo conceitual de receitas e despesas baseado no manual tecnico do orcamento redigido pelo governo federal anualmente. A partir deste modelo criou-se esquemas de dados padronizados de acordo com os datasets que estao disponibilizados nos portais de transparencia de cada ente federativo, assim como um esquema integrado entre estes. Os dados de execucao orcamentaria do periodo de 2010 a 2014 dos governos citados foram extraidos dos portais, passando por um processo de transformacao e limpeza, e carregados no sistema integrador. Apos os dados carregados no sistema, a partir do prototipo foi possivel obter informacoes a respeito da execucao orcamentaria as quais nao eram possiveis de se realizar de forma direta acessando os portais de transparencia, ou, quando possivel o trabalho de compilacao da informacao seria muito elevado. Tambem foi possivel analisar e apontar possiveis falhas sistemicas nos portais de transparencia atraves dos resultados obtidos no processo, podendo contribuir com a melhoria destes.
This dissertation presents a process group for data integration and schemes of the Brazilian public budget s revenues and expenditures from all government level spheres (municipalities, states and nationwide). These process group aims to solve some heterogeneity problems to access public information provided by different government entities. Budget information is currently disclosed on e-gov portals, which must comply the requirements set by the Brazilian legal framework. Data about revenues, expenses, financial transfers and bidding processes must be published in a primary, authentic and updated way. However, there is no standards for publication, besides the poor data quality and inconsistencies found in the same data provided by different portals. Thus, this work aims to give some contributions to address these heterogeneity problems. To achieve this, we implemented a proof of concept that gathers revenue and expenditure data from the Brazilian federal government, the state government of Sao Paulo and 645 municipalities of Sao Paulo state. As a result, this work has standardized a conceptual model of revenues and expenses based on the technical manual of the budget. From this model, we created standardized data schemas according to the datasets that are available at the website of transparency of each government entity, as well as an integrated scheme between them. Data disclosed from 2010-2014 by all mentioned government were gathered, cleaned and loaded into the prototype. The resulting data warehouse allows queries about budget execution in Brazil that are not possible to perform directly accessing the transparency portals, or, when it is possible, this compilation work is very time consuming. During the validation phase was also possible to analyze and identify possible some failures in the e-gov portals and some recomendations try to give some contribution to their improvement.

O presente estudo teve como objetivo identificar possibilidades de inovação aberta nas iniciativas que visam promover a abertura de dados públicos, em formato aberto. Para atender ao objetivo, identificaram-se os possíveis benefícios e as possíveis barreiras inerentes às iniciativas de Dados Governamentais Abertos no contexto brasileiro; verificaram-se quais fatores podem incentivar as práticas de coprodução para viabilizar a inovação aberta; verificaram-se quais resultados obtiveram-se oriundos das possíveis práticas de coprodução; recomendaram-se ações que pudessem promover maior coprodução e possivelmente inovação aberta em processos advindos da abertura de dados governamentais. Este trabalho apresentou a seguinte questão de pesquisa: Como as iniciativas de Dados Governamentais Abertos, no contexto brasileiro, podem contribuir para o processo de inovação aberta do setor público? Como suporte teórico, abordaram-se os temas: dados governamentais abertos, inovação, inovação aberta, coprodução e inovação no Setor Público, que ocorreu por intermédio de um estudo de caso. E, para a coleta de dados, realizaram-se entrevistas com atores ligados ao tema e análise de artefatos tecnológicos. Os resultados revelam, como possíveis benefícios da abertura dos dados governamentais, o aumento da participação dos cidadãos, a melhora no desenvolvimento de políticas públicas e a possibilidade de desenvolvimento de serviços inovadores. Identificou-se a promoção de Hackathons pelo governo como estratégia para promover a coprodução. Com relação aos incentivos para o cidadão coproduzir com o governo, os resultados apontam para a predominância de incentivos intangíveis, como a satisfação em contribuir com o governo. Verificaram-se, como principais objetivos para o governo, promover à coprodução a possibilidade de aproveitar a inteligência coletiva da sociedade para desenvolvimento de soluções para problemas e inovações. Nesse sentido, verificou-se a capacidade dos DGA em promover a coprodução entre governo e sociedade viabilizando a inovação aberta. Entretanto, identificaram-se barreiras a serem superadas para que esse processo se desenvolva.
The present study aims to identify possibilities for open innovation in initiatives that aim to promote and standardize the openness of public data, in an open format. In order to meet the objective: the possible benefits and possible barriers inherent to Open Data government initiatives in the Brazilian context were identified; and can be encouraged as coproduction practices to enable open innovation; it was verified what results were obtained from the coproduction practices; It is recommended actions that contribute to the accomplishment of coproduction and possibly innovation in processes arising from the opening of government data. This paper presents the following research question: How can Open Government Data initiatives, in the Brazilian context, contribute to the open innovation process of the public sector? As a theoretical contribution, the following themes were addressed: open government data, innovation, open innovation, coproduction and innovation in the Public Sector. Through a case study, for purpose of data collection, interviews were conducted with actors related to the topic and analysis of technological artifacts (softwares and / or applications). The results are welcome from the opening of the data, an improvement in the development of public policies and a possibility of development of innovative services. A promotion of Hackathons by the government was identified as a strategy to promote coproduction. With regard to incentives for the citizen to co-produce with the government, the results point to the predominance of intangible incentives, such as a satisfaction in contributing to the government. The main objectives for the government for coproduction were the possibility of taking advantage of the collective intelligence of society for the development of solutions to problems and innovations. In this sense, check the ability of the DGA to promote a coproduction between government and society, enabling an open innovation. However, barriers have been identified to be overcome in order for this process to develop.

Abstract:
This dissertation addresses research questions related to defining a smart city and the associated activities. The general research question is explored in the dissertation via the conduct of three related studies. The finding from these three investigations are presented in the results section as 3 essays that collectively examine the smart city phenomena as it has emerged within the City. Essay 1 assesses building municipal open data capability. The study proposed an Opendata Roadmap Framework to enhance the organization's dynamic capability. The results provide a valuable practical framework to help cities develop open data capability. The results also provide a comparative study or benchmark for similar initiatives with other regional cities and within the nation. Essay 2 measures the residents' understanding and beliefs about smart cities. This portion of the research used a qualitative method that included interviewing residents and city officials to understand their definition of a smart city and what they believe makes a city smart. The interviews focused on understanding resident engagement because it is an important characteristic of a smart city. The gap between the city officials and residents understanding was examined. In addition, the interviews help identify essential factors associated with smart cities like trust in government, perceived security, perceived privacy, trust in technology, and perceived monetary value. Essay 3 examines the acceptance of smart city technologies and factors that affect the adoption of such technologies. This essay uses the insights from the other two essays to propose a smart city Unified Theory of Acceptance and Use of Technology (UTAUT) extension labelled Smart City UTAUT (SC-UTAUT). The new proposed model was tested using a survey method. The 1,786 valid responses were used to test the proposed structural equation model using Smart PLS. Results show a significant relationship between trust in technology, trust in government, perceived monetary value, effort expectancy, self-efficacy, and behavioral intention. The dissertation concludes with a summary of how the three essays make a cumulative contribution to the literature as well as providing practical guidance for becoming a smart city.

Au travers de l’étude de la politique d’open data, cette thèse analyse ce que la mise en circulation des données fait au gouvernement urbain. En effectuant une sociologie des données attentive aux transformations conjointes des données et des acteurs qui leur sont associés, la thèse pointe le pluralisme des politiques des données urbaines entendues comme les modes de composition de collectifs autour des données. La thèse repose sur une enquête ethnographique réalisée au sein de la Métropole de Lyon au cours de laquelle la politique d’ouverture de données de l’institution a été analysée en train de se faire. Ce travail ethnographique a été complété par la réalisation de 70 entretiens, le dépouillement d’archives communautaires et une comparaison partielle avec des villes nord-américaines. En suivant la chaîne des données ouvertes, la thèse met en évidence une tension entre attachement et détachement. Attachées à de vastes réseaux sociotechniques dans lesquelles elles sont insérées, les données doivent être détachées de leur environnement initial pour être mise en circulation, avant d’être ré-attachées à de nouveaux utilisateurs. Pour cela, elles subissent une série d’épreuves, au résultat incertain, desquelles émergent de nouveaux agencements qui peuvent questionner les frontières, sectorielles, institutionnelles et territoriales du gouvernement urbain. Pour conserver la maîtrise de ses politiques publiques, l’enjeu pour une collectivité est dès lors de faire de la donnée un objet de gouvernement pour parvenir à réguler les flux de données sur son territoire
Analyzing open data policies, this thesis investigates the effect of the circulation of data on urban government. This political sociology of data, which analyses jointly the transformation of data and actors associated to them, highlights the pluralism of the politics of urban data. Based on an ethnographic investigation inside the Metropolis of Lyon, the thesis studies the open data policy in the making. In addition, 70 interviews, archive material and a partial comparison with North-American cities were used for the analyze. Following the chain of open data, the thesis emphasizes a tension between attachment and detachment. Attached to vast socio-technical networks, data must be detached from their initial environment to circulate, before being re-attached to new users. In order to do this, data undergo a series of trials. The uncertain outcome of these trials produce new agencements which question sectorial, institutional and territorial borders. That’s why, to maintain control on its public policies, the challenge for a local government is to manage to regulate the flows of data on its territory. Data thus become an issue that must be governed

Government procurement is absolutely necessary professional work for every country from ancient times to today. Various constructions of "electronic government" improve government procurement efficiency greatly. On the other hand, since the open government data appeared in the late 1990s, it has become a popular governance technology today. The focus of this paper is to study the governance technology that is popular in the world, whether it helps the "government procurement". This paper uses the literatures to explore "open government data", "government procurement" and "using open government data for government procurement", and then surveys the purchasing staff's views on the above three items, and finally get the conclusions by interviews as below: 1. Before discussing "using open government data for government procurement", it is necessary to raise government procurement personnels’ understanding of the open government data policy, in addition to reducing the impediment, it is more helpful to stimulate the imagination of the use of materials, and create more diversified developments. 2. For services that are only for government procurement personnels and are not profitable, the government should create incentives to use government open data development services and maintain services in order to promote the value of the government open data.

The implementation of Open Government Data (OGD) initiatives has become a worldwide phenomenon in government administrations over the last decade. Attracted by the belief of enhancing governmental transparency and the potential of value-adding data to spur economic growth, more and more government agencies are releasing government-possessed raw data online in non-proprietary formats for free access and reuse by the public. This trend also grabs the attention of scholars from various disciplines, and results in manifold OGD studies. However, few studies have looked into the details of the data opening processes. Particularly, there has been limited research exploring the data collecting phase, which is the preliminary phase that government agencies seek and prepare datasets for OGD purposes. This phase is critical because its outcomes can influence the subsequent data opening processes and the datasets that open data users could access and reuse. Therefore, the data collecting phase is worth a more profound investigation. To bridge the research gap, this study sheds light on the data collecting phase at the micro level by exploring government officials’ data seeking behaviors with the following research questions: (1) Why do government officials undertake data seeking tasks? (2) How do government officials discover datasets to open? (3) How do government officials select datasets to open? (4) How do government officials obtain datasets to open? (5) How do government officials seek information to facilitate their data seeking activities? In order to answer these research questions, qualitative data were gathered through semi-structured interviews with a protocol developed based on a research framework, deriving from several information seeking models of the literatures. Fifteen government officials were recruited as interviewees from eleven central and local government agencies by purposive and snowball sampling. After the qualitative data analysis, important findings were revealed, discussed, compared with former studies, and organized to form a model of data seeking process. As shown in the model, government officials’ engagements in data seeking tasks were due to individual self-imposition, the requirement of higher-level authorities, and the advocacy of external parties. In addition, the formation of data seeking tasks was found to trigger the subsequent data seeking phases including data discovering, data selecting, and data obtaining. First, potential datasets and data sources were identified through external-directed, internal-directed, or hybrid method during the data discovering phase. Then, during the data selecting phase, influenced by organizational inertia, instrumental rationality, data provider characteristics, data user characteristics, and datasets characteristics, government officials of the OGD departments and the data-generating departments, and their higher-level executives reviewed the discovered datasets to determine which datasets to be opened to the public with respective priorities. Finally, in the data obtaining phase, the selected datasets were either first obtained by the OGD departments for opening or directly released by the data-generating departments. It was found that during the various phases of data seeking process, government officials also looked for information regarding data needs, data sources, and data seeking methods to facilitate the accomplishment of data seeking tasks. Government officials’ choices of information seeking approaches varied and were affected by their respective awareness of the residing environments and information sources that they intended to retrieve information from. In terms of the various adopted information seeking approaches, chaining and browsing were the two features of information seeking behaviors performed by all the interviewees of the study. Nevertheless, the other four features, including monitoring, differentiating, extracting, and verifying, were only found to be performed by government officials who had been behaving actively and positively toward OGD initiatives. In addition, it was found that government officials’ information seeking behaviors were influenced by instrumental rationality, information sources characteristics, and respective information needs. Lastly, the loops of the information seeking process continued until one’s information needs became gradually discernible and were eventually deemed satisfied. With the aforementioned findings, this study contributes to both OGD practices and research. Several suggestions are offered as follows. For OGD practices, it is suggested that government agencies establish federated data repositories within their own agencies to enhance internal data exchange and management. Agencies may also consider applying external-directed, internal-directed, and hybrid data discovering methods simultaneously during the process of data seeking to achieve better effectiveness and efficiency. It is also recommended that platforms be established for encouraging the sharing and exchange of data seeking experiences among government agencies. In terms of future OGD research, further studies should investigate additional types of data selecting procedures and the causes of their differences. The weights and the causal relationships among the influential factors are also worth further explorations. It will also be interesting to investigate the differences of data seeking processes between early and late adopters of OGD initiatives. Lastly, future comparative research can also be conducted to understand the differences of data seeking processes from a cross-country perspective.

Along with the rise of digital economy and IoT (Internet of Things), countries all over the world have been promoting and setting the trend for Open Government Data policy. In order to accelerate the development of open data in Taiwan, the National Development Committee further developed the "Open Access Action Plan for Governmental Information" to illustrate the strategic planning of Open Government Data, guiding government departments to cooperate and promote the project. The action plan also serves to improve the data consolidation between government and civil organizations, setting up Taiwan to the global benchmark. This research is done based on the five-star scheme of open data proposed by Tim Berners-Lee (2009), the creator of WWW (World Wide Web) and Linked Data. Also by using the Fuzzy Delphi Method to organize and summarize the issues of the existing format of Open Government Data. The analysis and evaluation is done from three different perspectives, consistency, quality and applicability. In addition, other analysis were done regarding the key success factors of some classic examples of Open Government Data such as ETC by the Ministry of Transportation and Implementation of Registering the Actual Selling Price by Ministry of the Interior. The results of the research shows that the quality issue still exists in current open data format using by Taiwanese government, not only that the format wasn''t defined according to the current policy, some of the open data retains unusual blank error and inconsistency in the content fields. On top of that, about 23% of the Taiwan Government''s open data is still in unstructured data format which can not be read by machines. According to the results of the research, the government officials stated during the interview that the government could not provide high-quality and diversified Open Government Data due to time, technology and capacity, which should be paid attention to by the relevant government departments and effectively propose countermeasures.

To adapt to the advent of digital age and the trend of global citizen movement, the authority has begun to promote the opening of government's political data platform on the basis of the resolution of the Executive Yuan’s 3322nd council on November 8, 2012. According to the results of the latest Global Open Data Index released by the Open Knowledge International in 2017, Taiwan was ranked first in 2015 and continued to hold the title in 2016. With the promotion of government units at all levels, there are currently 35,000 categories of materials on the government's political material opening platform. Finally, based on the four environmental safety data of car accident points, car theft, locomotive theft and residential theft, this study focused on the regions with high registered actual selling price of estate, divided Taoyuan into old and new districts, and analyzed the characteristics of the four environmental factors then generalized the relationship among them, to provide new options of house purchasing for the public. At the end of this study, we gave a number of suggestions based on the experience of the actual using of the Government Open Data, and expect to make the application of it more practical and convenient.

Demographic structure is one of the basic factors for measuring the competitiveness of a country. However, due to the short-term changes in the demographic structure is not obvious that in the past when people discussed the implementation policies of national development and social welfare policies, they were often not given priority. In addition, due to the difficulty in obtaining government administrative data in the past, it had caused doubts about the administrative operations and also restricted the conduct of related research activities. With the changes of the times, the accumulation of political statistics for many years has become an important asset. The decree also evolved in response to the current situation, regulating the government's open administrative information to the outside world to promote the participation of civil public affairs. Meanwhile, the information software and hardware are highly popular and the infrastructure is complete, and the computing and storage costs are greatly reduced, which increases the feasibility of the outside world by analyzing the public information of the government to explore social issues. This research is based on the publicly information of the government and the calculation of the annual ring formation method of the Executive Yuan. Using the big data technology to carry out the virtual data set of populations in the next 20 years. Finally, the results of the research are presented with visual tools, hoping to bring advantages and contribute to the application of related fields.

Open data has been on the e-government agenda of many nations for it promises information transparency and encourages involvement of citizens in democratic processes. It also shares virtues with big data and suggests even more benefits due to its accessibility. However among the various barriers of implementation, the issue of privacy is frequently mentioned but lacks elaboration in literature. This thesis will use the Taiwanese E-invoice as case to explore the implications and processes of addressing privacy in open government data (OGD). Using the Message Implementation Guideline of Taiwanese E-invoice, sample datasets are synthesized then analyzed for applications they empower and privacy risks incurred. A well-researched concept, anonymization, is selected to address privacy-preserving data publishing via the QID-SA framework. Possible privacy attacks are modeled on this framework, and the effectiveness of anonymizing methods is assessed. The goal is to find an optimal solution, if it exists, that achieves good utility and privacy. Through analysis, we find such solution remains elusive due to the complexity of e-invoice data, and although suboptimal ones are suggested, substantial compromises must be made. Access control and information accountability may overcome the shortcomings, but these concepts deviate from the original goal of openly accessible data. Nevertheless, we still conclude that government should actively dislcose such ``unsafe" dataset despite the complications, for it is this kind of data that houses vast potential. Through communication with stakeholders and supporting legislation, we believe one day those compromises may alleviate and the prospect of OGD can be realized.

The Open Data movement has been growing worldwide over the last decade following the crescent data production and technological evolution. This movement use Information and Communication Technologies to provide data in an available, interoperable, license-free, reusable and accessible way to everyone. The Open Data applied to government data relates to a subset called Open Government Data and has the potential to support better decisions and make governments more transparent, efficient, and accountable. Among some of the identified benefits that can be reached through Open Government Data are generate economic growth, motivate innovations, trigger social changes, stimulate citizen participation, thus promoting more democratic societies. The present study selected a set of Open Data requirements from the literature and characterized a collection of datasets from the main Brazilian Open Data government portals regarding their compliance with those requirements. The results showed that the analyzed datasets meet more than half of the requirements but are far from being fully compliant. These results can support government bodies in the identification of the gaps that need to be addressed to make Open Government Data initiatives more effective and harnessed to their full potential.
O movimento de Dados Abertos tem crescido em todo o mundo ao longo da última década, acompanhando a crescente produção de dados e a evolução tecnológica. Este movimento utiliza as Tecnologias da Informação e Comunicação para fornecer dados de forma disponível, interoperável, com licença livre, reutilizável e acessível a todos. Iniciativas de Dados Abertos aplicadas a dados do governo referem-se a um subconjunto chamado Dados Governamentais Abertos e tem o potencial de apoiar melhores decisões e tornar os governos mais transparentes, eficientes e responsáveis. Entre alguns dos potenciais benefícios identificados estão o impulsionamento do crescimento econômico, o desenvolvimento de inovações, o estímulo às mudanças sociais e à participação cidadã, promovendo, dessa forma, sociedades mais democráticas. O presente estudo identificou requisitos de Dados Abertos encontrados na literatura e caracterizou conjuntos de dados extraídos dos principais portais de Dados Abertos do governo brasileiro em relação à sua conformidade com esses requisitos. Os resultados mostraram que os conjuntos de dados analisados atendem a mais da metade dos requisitos, mas estão longe de apresentar 100% de conformidade. Esses resultados podem apoiar os órgãos governamentais na identificação das lacunas que precisam ser observadas para tornar as iniciativas da Dados Governamentais Abertos mais eficazes e aproveitadas em todo o seu potencial.

"Open Data" is now the topic of the world. Most advanced democratic countries have started their plans to "Government Open Data" plan. However, most of the existing open-data system are agency-oriented (no cross-agency integration), and those data are usually rated no more than 3-star. This poses a challenge to the development and appli-cation. Therefore, it becomes a key issue to establish an effective framework to obtain cross-agency complementary data to reach information integrity. In order to assist the relevant application industry to resolve this challenge, this study try to establish a framework implementing open data from the Ministry of Eco-nomic Affairs and Ministry of Health and Welfare, and conduct an empirical study on feasibility of vertical integration cross-agency data in mobile devices with three-star open data.

Taiwan government organizations have implemented Open Government Data (OGD) policies to make their data public available. Over ten thousand datasets are currently available in data.gov.tw within short period. The aims of this study were to examine the quality and content of health-related datasets in data.gov.tw. and to develop three data visualization models for health policy decision making. Until end of October 2015, there were 840 health-related datasets available in data.gov.tw. However, many organizations decomposed the datasets by year or by disease, which did not conform OGD principle of completeness. About one fifth of datasets in which the formats were not machine processable. With regard to the content of the datasets, disease statistics, quality indicators of medical care, lists commitee and items, budegets were the four main themes accounted for seventy percent of all datasets. The most popular downloaded datasets were basic information of pharmacies, inappropriate food information, cause of death statistics, name list of PIC/S GMP pharmaceutical industries and hospital beds statistics. With regard to the second objective, I used Tableau and Excel Power Pivot to develop three data visualization health policy decision making, i.e., problems identification, priority setting, and performace evaluation. The three models have been uploaded into Tableau Public and freely available to general public. Users of the three models could select the year, the cause of death, and the area they concerned to produce the statistical plot they want. In conclusion, health-related organization should conform the OGD principles to release the datasets as complete as possible. Further studies are needed to survey the applications of using health-realted OGD and explore the potential of integrating health-related OGD datasets with non-health OGD datasets. The three models developed in this study should be tested by stakeholds of health policies and some feedbacks to improve the performance of the models and in the long run promote the quality of health policy decision making.

As a field of practice and research that is fast-growing and a locus for much attention and activity, open government data (OGD) has attracted stakeholders from different sectors. The open data movement holds out the promise of improving transparency, accountability, citizen participation. Nevertheless, it is not yet clear if Taiwanese government are truly fulfilling these promises. Current literature on open government data has uncovered a wide range of challenges related to data qualities and barriers of policy implementation. In other words, most of the open data research based on a technology-driven perspective, rather than a focus on the potential public value and social benefits of data to be used. As a result, the purpose of this study is to test an open data impact evaluative framework and reveal the open data impact cognition among data users in Taiwn from a variety of origins. This study adopts quantitative method, applying secondary analysis, and qualitative method, applying interview survey, in the meantime. The research subjects include different data users in this field, such as open government initiators, developers and policy executors. This study shows that the impact of open data in Taiwan is limited. Although Taiwan obtained a top ranking of Global Open Data Index these years, Taiwanese government and civil society hasn’t tapped the full potential of open data on promoting public value or creating social benefits. As open data initiatives spread across the globe, research is needed that can deepen our shared understanding of the open data potential in creating a better democratic society.

It is a great expense for most people to buy the house. Thus, it is necessary to assess the information related to house carefully, especially the cost. If we can predict the house prices before buying it, it would be the important information for home buyers. They can decide whether to buy the house and bargain house price according to the prediction result. With the popularity of open data, the situation of information asymmetry between buyers and sellers disappears gradually. The service via data analysis and data visualization emerges in recent years. Most services analyze the data and present the result by plot rather than predict house price. The prediction methods are simpler in existing house prices prediction service. They merely use statistics or simple machine learning models to predict house prices. This thesis proposed the house prices prediction system for service providers. They can provide better service to home buyers by predicting more precise result through our system. User can select the prediction method and get prediction result from GUI. Unlike past analytical method we cluster data, make the prediction for each cluster and integrate all results. Besides, the system can preserve the analytical result. It is an useful feature when new transaction data are generated. The time of house prices prediction would be reduced dramatically because we only need to analyze new data rather than historical data. By predicting the past known house prices, we can know that the system can indeed predict house prices precisely.

In this study, the government''s open data platform is used as the data base to build link data. Since the number of data on the government open data platform website is very large, the data set will be selected for application. The research design includes: (1) conversion RDF-based, data format conversion of Resource Description Framework (RDF); (2) construction of link data, establishment of Linked Data (LD) technology; (3) establishment of RDF -Based prototype platform. The research results show that the resources of China''s open data platform are now extensive. If the resources on the platform are converted into RDF type in the future, whether it is for the government or the private sector and the research group, it will be a great help to simplify many collections. The steps to organize, and the future will have a lot of common words with countries.
