Abstract:
Dalam membangun jaringan pada suatu perusahaan atau universitas yang besar diperlukan sebuah manajemen jaringan untuk memudahkan dalam pengaturan dan pengawasan jaringan tersebut. Semakin kompleks jaringan multimedia yang dibangun, maka semakin sulit bagi administrator untuk melakukan pemantauan terhadap jaringan tersebut. Untuk itu, perlu dibangun sebuah sistem monitoring yang bertujuan mempermudah dalam hal melakukan pemantauan dan juga pemeliharaan dan peningkatan kualitas jaringan. Dalam penelitian ini, dibangun sebuah sistem monitoring OpenNMS (Open Network Monitoring System) dengan tujuan untuk bisa memberi gambaran bagaimana OpenNMS bekerja memonitor jaringan yang ada. Pada penelitian ini, dianalisa kinerja dari perangkat-perangkat yang ada, berupa response time pada setiap service yang berjalan serta service SNMP untuk memonitor kualitas dari perangkat yang ada. Dibangun pula Bot yang berfungsi memberikan informasi yang dibutuhkan melalui aplikasi Telegram. Bot tersebut terintegrasi dengan OpenNMS dan dapat otomatis mengirim informasi alarm yang terpantau dari OpenNMS jika perangkat ataupun jaringan sedang terjadi masalah. Sehingga dari hasil penelitian ini, diharapkan memberikan kemudahan bagi administrator untuk memantau kinerja pada jaringan dan penggunaan alarm Bot Telegram untuk selalu memberikan informasi terbaru jika perangkat atau jaringan sedang mengalami down.

Optimasi sistem monitor dimulai dari pencarian segala informasi tentang perangkat jaringan internet pada server OpenNMS dan Router Mikrotik. Layanan ini dilakukan dengan menggunakan aplikasi Telegram. Pengguna dapat melakukan komunikasi dengan Bot Telegram yang sudah di integrasikan dengan sistem monitoring agar dapat memberikan informasi tentang jaringan internet di Universitas Udayana. Aplikasi Telegram dipilih karena aplikasi ini gratis, ringan, dan multiplatform serta didukung dengan Bot API yang sangat lengkap dan terus berkembang. Segala bentuk respon sudah dirancang dinamis dengan memanfaatkan sumber daya yang ada, dan sudah dibuat dalam penelitian ini sebagai prototype dengan beberapa perintah.

Abstract:
Nowadays, the heavy reliance on computer networks necessitates minimizing outage time, increasing the availability of services, and preventing network related problems. Such realization requires continuous monitoring and observation. This is not a trivial task. Thus, automatic network monitoring tools are deployed to monitor and analyze the traffic trespassing network devices. There is an increasing demand for automated network monitoring tools and selecting a suitable candidate can become a challenging task. Some computerized network monitoring tools and systems are available, including expensive proprietary/closed-source solutions and Free Open Source Software (FOSS) systems. Three of the most popular FOSS network monitoring systems are: Nagios, OpenNMS and Zabbix. They are solid competitors to the available proprietary solutions. This paper evaluates the strengths and weaknesses of these tools. A qualitative and quantitative evaluation of the tools were conducted through monitoring real-time network traffic. The paper presents a thorough comparison between the tools. The comparison results are vital for network administrators wishing to adopt the studied monitoring tools.

Nowadays there are lots of Network Monitoring System (NMS) software that are reliable and easy to use, such as CiscoWork, HP-OpenView, and IBM-Tivoli. It is just that the software is quite expensive, because it has classified as a commercial product. Fortunately, availability of NMS products is not limited to commercial, but also many other alternatives, namely products that classified as Free and Open Source Software (FOSS). Unfortunately, most of these FOSS products are not only difficult to implementation both in term of installation and configuration, but also limitations in the number of nodes and types of monitored, including network devices, servers, and applications. The method of selecting FOSS-based NMS software based on the Oyku Alanbay and ISO 7498-4 research methods through the Analytical Hierarchy Process (AHP) approach using the Expert Choice tool. Among GroundWork, Hyperic, Nagios, OpenNMS, and Zenoss, based on the results of this study put Nagios as a fair reliable software for monitoring networks, servers, and applications.

This study investigates the determinants and causality between economic openness and real exchange rates in Indonesia and the Philippines. This study uses time series from 1970 up to 2017 and the cross section is 2 countries (Indonesia and Philippines) using a simultaneous equation model panel. Indonesia has a low level of economic openness and high fluctuations in the real exchange rate, while the Philippines has a high level of economic openness and low real exchange rate fluctuations.The important findings in this study are; First, economic openness in Indonesia is positively influenced by terms of trade and inflation, while in the Philippines it is positively affected by terms of trade and real exchange rates; Second, the strength of real exchange rates in Indonesia is positively influenced by money supply, net foreign assets, and economic openness, besides that it is negatively affected by inflation, while in the Philippines it is positively affected by the money supply; Third, economic opennes that affect the real exchange rate in Indonesia and the real exchange rate that affects the economic openness in the Philippines. Penelitian ini bertujuan untuk mengetahui pengaruh self efficacy dan openness terhadap perilaku kerja inovatif di Kementerian Dalam Negeri. Sampel yang digunakan dalam penelitian ini adalah 183 Aparatur Sipil Negara (ASN) yang bekerja Direktorat Jenderal Otonomi Daerah Kementerian Dalam Negeri Republik Indonesia (114 laki-laki dan 69 perempuan, usia rerata subjek 40 tahun). Penelitian ini merupakan penelitian kuantitatif dan menggunakan Skala individual innovative behavior untuk mengukur inovasi individu, skala Big Five Inventory (BFI) versi bahasa Indonesia untuk mengukur keterbukaan wawasan individu, dan Indonesian Adaptation of the General Self-Efficacy untuk mengukur kepercayaan individu atas rencana yang telah disusunnya. Analisis data yang digunakan adalah statistik parametrik dengan uji regresi linear berganda. Hasil analisis data penelitian ini menunjukkan bahwa self efficacy dan openess memiliki pengaruh yang signifikan terhadap perilaku kerja inovatif (R2 = 0,709, Sig.= 0,000). Dengan kata lain, kontribusi pengaruh variasi variabel independen (variabel self efficacy dan variabel openess) mampu menjelaskan sebesar 70,9% variasi variabel dependen (perilaku kerja inovatif) di Kementerian Dalam Negeri. Temuan ini memperkuat penelitian lainnya yang menunjukkan bagaimana self-efficacy dan openness mempengaruhi perilaku kerja inovatif.

Purpose The purpose of this paper is to investigate the non-linear threshold effects between trade openness and female labours to participate in the labour markets. Design/methodology/approach The authors consider data for nine Asian countries from 1990 to 2016 period and perform the panel threshold regression method. Findings Empirical results indicate that the threshold value is occurred. With the increase of trade openess, the female labour force participation rate shows a trend of rising first and then declining. Furthermore, exports also have an asymmetric threshold effect on female labour force participation, which is partly in accordance with the discrimination model (Becker, 1957). On the other hand, imports dependency will hinder female labour force participation regardless of a threshold effect. The authors obtain similar results when the authors consider the female employment rate as substitution. Practical implications Specifically, increased trade openness may contribute positively or negatively towards overall female labour force participation rate (FLFPR), attributed to the relative importance of these opposing effects. Thus, when the cost reduction effect, resulting from intensified competitive pressure and comparative advantages would enhance the participation rate, the technology channel operates in the opposite direction. Therefore, from the perspective of female employment, trade openness is not the more the better. Originality/value This study innovatively discusses the non-linear correlation between trade openness and FLFPR and distinguishes the different contributions from exports and imports. The advanced threshold regression model assumes the existence of threshold value from trade to female employment. Thereby, targeted policies for the government should be applied to promote active female in the labour market.

AbstractThe downfall of Adolf Hitler was a significant development in the history of the world. His armies conquered almost all of Europe in a dramatic span of time by the employment of Blitzkrieg tactics. Before the outbreak of the Second World War, Hitler assisted General Franco in the Spanish Civil War. Later, while still fighting on the Western front, Hitler ordered the Afrika Korps to assist Italians in Northern Africa and in the Balkans region and finally launched Operation Barbarossa by invading the Soviet Union. The Anti-Comintern Pact, Pact of Steel and Tripartite Pact brought the Third Reich, the Empire of Japan and the Kingdom of Italy onto one page. This paper attempts to probe the multiple fronts and the efficacy of Hitler’s allies including Japan, Italy, Romania, Hungary, Slovakia, Bulgaria, Yugoslavia and Croatia and to try and find the causes behind the downfall of one of the strongest men the world has ever seen from a theoretical perspective. This research did not intend to glorify Hitler or Nazism, but focuses on how the maximization of power and the states’ actions with hegemonic aspirations triggered a balancing coalition and ultimately resulted in punishment from the system itself.

AbstractSecurity issues are the global concern nowadays, which triggers government spending on military equipment and supply chain. This paper analyzes the global perspective of cohesion indicators on Militarization by using 177 countries panel data from the Years 2011-2018 based on middle/lower and high-income groups. By applied OLS and Fixed Effect modelling, we explored the idea that Group Grievance and Population Growth Rate have a significant impact on Militarization in both income groups worldwide. However, middle/lower income group’s Militarization is more fragile than high-income groups due to state cohesion. It further analyses that Security Apparatus and Fractionalization Elite are significant in Middle/ lower-income countries and have an insignificant impact on Militarization in high-income countries. In the end, the study suggested that the United Nations must keenly observe the militarization trends of the less fragile states by considering global peace concerns and should play its role to resolve the bilateral conflicts in the region to maintain world peace environment.

AbstractOne of the most important Irish historical sources, which are the Annals of the Four Masters, written in the modern period, provide us with unusually valuable information about the history of the Emerald Island. In addition to data from the ancient or medieval periods, it also contains material from the difficult 16th and 17th centuries for Ireland, when it came under the yoke of English Protestants, who were initially represented by the Tudors and then by the Stuart dynasty. The Annals of the Four Masters also witnesses the resistance of the Irish, both those from Hiberno Normans and Gaelic Irish, to the demands of new authorities, including the rejection of Catholicism and total submission to the power of the kings of England. One such attempt, although unsuccessful, was the Kildare rebellion undertaken by Silken Thomas Earl of Kildare in the late 1630s. The laconic nature of Annales’ accounts, as well as the omission by this source of many important data, makes it an auxiliary material related to military history in the case of the Kildare rebellion. This is interesting because, in the context of later revolts that broke out in Ireland against the authority of the Tudors or Stuarts, in the era of further conquest of the island, this source is very valuable research material in this field.

Abstract The paper deals with the history of unsuccessful Russian-Polish military cooperation in the 1660s – 1680s. For approximately twenty years Moscow and Warsaw had been trying to join their military forces against, at first rebellious Ukrainian Cossacks and Crimean Tatars, and then against the Turks too. But all negotiations and attempts to realize plans of military cooperation by joining forces failed because of several reasons. The Polish-Lithuanian Commonwealth, hoping firstly to bring to obedience hetman Peter Doroshenko with Russian support, then tried to recapture invaded by Ottomans Podolia and appropriately wanted Russian troops to be moved there, not between Dnepr and Dniester, as it had been agreed before. Another thing that didn’t satisfy the Polish-Lithuanian side was a parity basis of joining troops (later of mutual exchanging of units), fixed in the text of alliance of December 1667. The Polish-Lithuanian army was becoming weaker because of long wars with Turks, Tatars, Cossacks and therefore needed military support, mainly infantry and artillery, more than Muscovite Russia, which had a more numerous army. That’s why Polish commanders tried to receive under their command Russian units without sending any soldiers and officers of the Commonwealth to the Muscovite army. So Russia finally refused to join its forces with the Polish-Lithuanian army and the new alliance of 1686 stipulated that each signatory was to wage war independently.

He explains that the Slovenian Government did not formally declare a “state of emergency,” although the Slovenian Constitution allows it, but officially declared an epidemic and used a special provision in the Defense Act that allows the Slovenian Army to take action in so-called “exceptional” social circumstances and establish police-military cooperation on the ground. The author explains the constitutional dimensions of such cooperation and its ethico-political perspective.

Abstract An analysis of the relationship between Jan III Sobieski and the people he distinguished shows that there were many mutual benefits. Social promotion was more difficult if the candidate for the office did not come from a senatorial family34. It can be assumed that, especially in the case of Atanazy Walenty Miączyński, the economic activity in the Sobieski family was conducive to career development. However, the function of the plenipotentiary was not a necessary condition for this. Not all the people distinguished by Jan III Sobieski achieved the same. More important offices were entrusted primarily to Marek Matczyński. Stanisław Zygmunt Druszkiewicz’s career was definitely less brilliant. Druszkiewicz joined the group of senators thanks to Jan III, and Matczyński and Szczuka received ministerial offices only during the reign of Sobieski. Jan III certainly counted on the ability to manage a team of people acquired by his comrades-in-arms in the course of his military service. However, their other advantage was also important - good orientation in political matters and exerting an appropriate influence on the nobility. The economic basis of the magnate’s power is an issue that requires more extensive research. This issue was primarily of interest to historians dealing with latifundia in the 18th century. This was mainly due to the source material. Latifundial documentation was kept much more regularly in the 18th century than before and is well-organized. The economic activity of the magnate was related not only to the internal organization of landed estates. It cannot be separated from the military, because the goal of the magnate’s life was politics and, very often, also war. Despite its autonomy, the latifundium wasn’t isolated. Despite the existence of the decentralization process of the state, the magnate families remained in contact with the weakening center of the state and influenced changes in its social structure. The actual strength of the magnate family was determined not only by the area of land goods, but above all by their profitability, which depended on several factors: geographic location and natural conditions, the current situation on the economic market, and the management method adopted by the magnate. In the 17th century, crisis phenomena, visible in demography, agricultural and crafts production, money and trade, intensified. In these realities, attempts by Jan III Sobieski to reconstruct the lands destroyed by the war and to introduce military rigor in the management center did not bring the expected results. Sobieski, however, introduced “new people” to the group of senators, who implemented his policy at the sejmiks and the Parliament, participated in military expeditions and managed his property.

Abstract Azerbaijan is a peace-loving country and a cooperative member of the United Nations Organization. Being a sovereign member of the international community, it has all the rights and privileges entitled to a state. However, the claims of neighbouring Armenia driven by irredentism and revanchism over the contested region of Nagorno Karabakh have led to numerous conflicts between the two. Having the role of ensuring Azerbaijan’s political integrity and sovereign status, the role of its armed forces is demanding yet challenging. This article is geared towards analysing the operational capabilities of Azerbaijani Armed Forces with a special focus on equipment, doctrine, and command and control platforms. It also assesses and prescribes the necessary and immediate needs to deter the threats and to thwart any military conflict. It theorises the potential of Azerbaijan-Pakistan defence relations. Finally, it aspires to take a structural approach in explaining the state behaviour and the relevance of security in contemporary times.

Abstract The article is an analysis of: 1) the Kiev operation from late April and early May 1920, 2) Tukhachevsky’s first offensive in May 1920, 3) Tukhachevsky’s second offensive launched in July 1920. All the three operations were attempts at undertaking strategic and operational initiative during the Polish-Soviet War of 1919-1920. The first offensive pertained to the Polish army, in the subsequent two cases it was the Soviet Western Front. Tukhachevsky’s second offensive resulted in the battle of the Bug in late July and early August 1920. By discussing each of the operations, the author presents the fighting potential of the armies involved, the tactical and operational goals, the course of the fighting, the turning points, both parties’ planning mistakes and the consequences of the operations.

Abstract The article presents the military cooperation between the King of Galician-Volhynian Ruthenia, Daniel Romanowicz, and the Dukes of Mazovia, Konrad and his son Siemowit. The alliance, based as a counterweight for the cooperation between the King of Hungary and the Piast princes of Lesser Poland, who were trying to conquer Ruthenia and dominate all Piast principalities in then fragmented Poland. It lasted for several decades from the 1220’s to the 1260’s and was primarly aimed at mutual protection against the invasions of the pagan Yotvingians and supporting each other in armed conflicts. The text contains an analysis of war expeditions, tactics and ways of support that were given by both sides of the allianace. It is a new point of view on this aspect of political strategy of both sides that in some ways defined the regional situation. Ruthenians granted masovian Piasts some mobile and political uncommited support in fight with their relatives in Poland, and also secured their border with the Yotvingians. On the other hand, masovian knights were an additional strike force in ruthenian plundering expeditions to Yotvingia. The research was based on the analysis of preserved historical sources and scientific literature using historical methodology.

It is a fact beyond any dispute that New Delhi felt anxious about Sri Lanka’s extensive hobnobbing with China for years that has finally seen massive Chinese presence in the island nation. Given Sri Lanka’s strategic location in the Indian ocean as a crucial hub in the Indian ocean governance, Colombo’s relations with Beijing have always created a tense situation in India. However, the newly elected president of Sri Lanka Gotabaya Rajapaksa and his government’s novel approach to profess their foreign policy as India cantered doctrine raises some perplexity with the realpolitik caught by Sri Lanka. This paper seeks to examine the asymmetrical relationship that existed between Indian and Sri Lanka after the independence of both nations, wherein New Delhi used different means to carve Sri Lanka’s external relations for the best interests of India. Furthermore, this paper analyses the unequal position Sri Lanka has been facing as a small nation located near a ricing global power and how Sri Lanka struggles to balance both India and China in their rivalry in the Indian Ocean. The results emerge from this paper will reveal the impossibility of upholding neutrality for a small state before complex geopolitical power struggles.

Strategy development has traditionally been exclusive and secretive. Social software offers new opportunities to harness the collective intelligence of the crowd within organizations and allows more open, participatory modes of strategizing. This paper describes this new phenomenon of open strategy though crowdsourcing and discusses its implications for research and practice. It draws on first examples of crowdsourcing strategy and is further based on observations and theoretical reflections. To understand the phenomenon with its requirements and consequences, a number of questions and challenges are identified which remain to be investigated. These include how the process of opening up needs to be designed, how individuals can be motivated to engage, for which topics and under which conditions crowdsourcing strategy is a suitable approach, how strategies emerge in such initiatives, the appropriate role of management, and how corporate culture affects and is affected by crowdsourcing strategy. Open strategy through crowdsourcing is a newly emerging empirical phenomenon, which seems to fundamentally change the strategist’s work. More open and inclusive ways of strategizing not only offer new opportunities, but also create some challenges for organizations. This paper deepens the insights in this new phenomenon and identifies seven topics critical for research and management practice. Keywords: strategy, crowdsourcing, collective intelligence. Citizen-led repair initiatives that collectively create urban commons, questioning the configuration of production, consumption, and discarding within neoliberal capitalism, have emerged in recent years. This paper builds on recent discussions of the openness of the commons by examining the role of repair in commoning. It is informed by the case of the Bike Kitchen in Göteborg, using in-depth interviews as well as ethnographic and visual observations to support the analysis. Through repair practices, commoning communities can reinvent, appropriate, and create urban commons by transforming private resources – bicycles – creating common, liminal, and porous spaces between state and market. This openness of the commons allows commoners to shift roles unproblematically, alternating between the commons, state, and market. We argue that commoners’ fluid identities become the vehicle by which urban commoning practices expands beyond the commons space. This fluidity and openness also fuels the broad recruitment of participants driven by diverse and entangled rationales. Beyond the porosity of spatial arrangements, we illustrate how the dramaturgic representation of space, through simultaneous frontstaging and backstaging practices, also prevents its enclosure and allows the creation of openings through which urban commoning practices are accessed by newcomers. Finally, we call into question strict definitions of ‘commoner’ and the commoning/repair movement as limited to those who are politically engaged in opposing the enclosure of the commons. Rather, commoners become political through action, so intentionality is less relevant to prompting social change than is suggested in the literature.
