<p>With the increasing investment in railway construction, China’s railway transport network is now very sound, the number of operating miles is growing, and the operating speed has also made a qualitative leap. At the same time, the safety and reliability of the operation of railway signal cables and other electrical equipment has also put forward higher requirements. At the present stage, the management of railway electrical services equipment mainly relies on manual management, which is cumbersome, inefficient and unsuitable for multi-user sharing. At the same time, the structure of railway electrical equipment is complex, and the components of the equipment are prone to aging, which can easily cause equipment failure. How to professionally manage electrical service equipment and improve the safety and reliability of electrical service equipment has become an urgent problem for railway electrical service departments. Geographic Information System (GIS) architecture uses spatial data layering technology to achieve multi-level and proportional display of equipment and facilities, which can provide visual display of professional facilities such as railway engineering, electricity and power supply, and carry out multi-source and multi-temporal intelligent analysis of data, provide geographical information service interface for various professions of engineering and electricity to meet their own functional requirements. Knowledge mapping is a key technology for acquiring knowledge and building a knowledge database in the era of big data. In order to explore the hidden information between railway electrical resources, integrate seemingly independent data into the knowledge base and apply them. In this paper, we design a GIS-based electric service resource management system in combination with knowledge mapping that can make data complete and well-structured after processing scattered and redundant information, and analyze and discuss the system’s architecture, functional requirements, key technologies and development prospects.</p> <p> </p>

Abstract:
The provision of good healthcare including nutritional services is a challenge for the management of hospitals and health centers. Thus, this study was carried out to measure and compare the performance of the Department of Food and Nutrition in two hospitals with two different operating systems: a centralized operating system and a contracted operating system. A cross-sectional comparative design was used to investigate in-ward food services from the patient’s perspective. Ninety patients participated from Hospital A, a hospital with a centralized operating system, and 125 patients participated from Hospital B, a hospital with a contracted operating system. The result showed that the centralized operating system had inherent advantages over the other system in all dimensions. Specifically, the dimensions of "Staff/Service issues" and "Physical Environment " were identified as the areas that differed between the two hospitals and need to be further developed in the contracted operating system.

The development of Web Service technology provided an innovational way for data sharing and system integration. The Service-oriented architecture (SOA) dedicated to solve the data operating and sharing between heterogeneous systems. In this paper, an earthquake disaster assessment system was built on the SOA point of view. It integrated the GIS operation and the Web Services for data accessing. With the integration of the services from outside of the system, several of data was available for mapping. The system was used in earthquake emergency response. With the usage of the data from the different system, the earthquake disaster assessment model worked more effective.

In this paper, we introduced an intelligent Customer Service Representative (CSR) Operating System. The system contains three modules: Knowledge Management (KM) module, Natural Language Process (NLP) module and CSR Operating (CSRO) module. The KM module manages knowledge. When get query through phone, Internet, Fetion, QQ, etc. from customer, the NLP module understands the query and gives recommended reply. If confirms that the reply is right, NLP module replies the query automatically. The CSRO module confirms that the reply is right or retrieves the right reply quickly from the knowledge base, and gives the reply. The system can increase self-service scale and improve CSR's efficiency. The system has been successfully used in a domestic telecom company since May 2010, and achieved a satisfactory result.

Abstract:
The government has regulated the pattern of identification and registration of motor vehicle ownership administration and the pattern of imposition of taxes, including compulsory donations of traffic accident funds through the One Roof Motor Vehicle Administration System, abbreviated as SAMSAT. The performance of service operations at the SAMSAT office in West Java Province has not reached the optimal stage. This is allegedly related to the implementation of service operations and partnership systems. Therefore, this study aims to examine the effect of partnerships and service operating systems on the operational performance of SAMSAT services in West Java. The research method used in this study is survey research. The unit of analysis is the SAMSAT office in West Java Province with an observation unit that is an apparatus from the SAMSAT office in West Java Province spread over 27 districts / cities. Based on a small population size, a census of the entire population is carried out. Causality analysis is used to determine the causal relationship between variables, using PLS. The results of the study show that partnerships and service operating systems have a significant effect on operating performance. System operating performance has a more dominant influence than partnerships in increasing SAMSAT operating performance. The results of this study have implications for the SAMSAT apparatus in West Java Province that efforts to develop operational performance of SAMSAT services can be done by prioritizing the development of service operating systems and supported by the development of closer partnerships with related parties.

An operating system is intricate software that is simple to compromise. Operating systems control a sizable number of services and updates, which, if not used properly, might provide problems. In this study, an anti-hacking system was created to guard against attacks on the operating system and boost its performance and security. Due to its increasing popularity among non-professional users, Microsoft Windows 8 was chosen in this context. The proposed solution may provide a significant improvement as software and has identified 21 and 33 services for security and operating system performance, respectively. Additionally, each service was individually detailed so that customers could quickly comprehend why they were needed and how to use them.

To support the precision management of agricultural machinery operators, scaled agricultural machinery service organizations require comprehensive evaluations for the operating behaviors of each operator, particularly subtle and transient operating behaviors (e.g., sudden acceleration and unstable operating velocities), which greatly influence the operation quality. In this paper, embedded smartphone sensors were utilized to collect high-frequency motion information for agricultural machinery operation, and then, an Agricultural Machinery Operation Evaluation System (AMOES) was designed to evaluate the operating behaviors of the corresponding operators. In AMOES, four evaluation items (the ratio of useful work, the effect on machinery health, the quality of working operation, and the efficiency of U-turn) were defined specifically for the evaluation of subtle and transient operating behaviors, and they were quantified using motion information. Moreover, a case of a scaled agricultural machinery cooperative in Beijing was performed, and AMOES was used to evaluate the operating behaviors of six operators (two autonomous-driving and four manual-driving operators). The case study indicated that the motion data collected by smartphone sensors could capture subtle and transient operating behaviors and that AMOES could effectively detect and quantify subtle operating behaviors. Tujuan dari penelitian ini adalah mengetahui hambatan apa saja yang terjadi selama pelayanan Room Service dan untuk mengetahui penerapan Standard Operating Procedure (SOP) di Mandapa A Ritz-Carlton Reserve. Penelitian ini menggunakan data primer dan sekunder melalui obervasi dan wawancara. Data dikumpulkan dengan melakukan observasi kepada 5 orang staff di In Villa Dining mengenai Standard Operating Procedure (SOP) di Mandapa A Ritz-Carlton Reserve. Berdasarkan hasil observasi yang sudah dilakukan, terdapat 2 Standard Operating Procedure, yaitu Standard Operating Procedure Telephone Service Assistance (TSA) yang memiliki 31 instruksi kerja dan Standard Operating Procedure Entering Guest’s Villa yang memiliki 16 instruksi kerja. Pada Standard Operating Procedure Telephone Service Assistance terdapat 29 instruksi kerja yang selalu dilaksanakan, dan 2 instruksi kerja yang tidak selalu dilaksanakan. Sedangkan Standard Operating Procedure Entering Guest’s Villa terdapat 15 instruksi kerja yang selalu dilaksanakan, dan 1 instruksi kerja yang tidak pernah dijalankan. Room service is a service system for hotel guests where food and drinks ordered are delivered and enjoyed in the room. In improving the quality of service, Standard Operating Procedure (SOP) is needed as a support in the running of the Room Service service system. In this study, focusing on the implementation of the Standard Operating Procedure (SOP) for Room Service services at Mandapa A Ritz-Carlton Reserve. The purpose of this study is to find out what obstacles occur during Room Service services and to find out the implementation of the Standard Operating Procedure (SOP) at Mandapa A Ritz-Carlton Reserve. This study uses primary and secondary data through observation and interviews. Data was collected by observing 5 staff at In Villa Dining regarding the Standard Operating Procedure (SOP) at Mandapa A Ritz-Carlton Reserve. Based on the results of observations that have been made, there are 2 Standard Operating Procedures, namely Standard Operating Procedure Telephone Service Assistance (TSA) which has 31 work instructions and Standard Operating Procedure Entering Guest's Villa which has 16 work instructions. In the Telephone Service Assistance Standard Operating Procedure, there are 29 work instructions that are always carried out, and 2 work instructions that are not always carried out. Meanwhile, the Standard Operating Procedure for Entering Guest's Villa contains 15 work instructions that are always carried out, and 1 work instruction that is never executed.

During the transition towards a low carbon energy system, and as a result of the increasing penetration of renewable energy generation, ancillary services play an important role in ensuring the security and economics of power system operation. An integrated energy service provider (IESP), with the energy coupling and storage devices inside, can flexibly participate in electric energy markets and ancillary service markets. In this paper, a mixed-integer optimization problem is formulated to determine the optimal operating strategy for the IESP with ancillary service provision. First, the mathematical model of a regional integrated energy system (RIES) is established, including energy coupling devices and energy storage devices. Then, an optimization model for the IESP operation is formulated with the objective of maximizing daily operation profit, and the corresponding optimal capacity of ancillary service provision from the IESP is attained. Finally, case studies of an RIES are carried out to demonstrate the feasibility and effectiveness of the proposed method, and the impacts of the IESP with ancillary service provision on operational characteristics and economic benefits are analyzed.

Purpose This paper adopts an existing body of theory (gaps model of service quality) and aims to further contribute to it. The theory building within this paper is expected to represent an extension to the existing theory, particularly with regard to the reconceptualisation and redefinition of service quality in sustainable banking. Design/methodology/approach The case study was based on primary data collected through a series of qualitative interviews with the 35 bankers who were from different departments. In addition, available secondary data such as academic books and journals, government and regulatory authority’s publications, website publications, Maybank’s annual reports and sustainability reports were reviewed to obtain a more comprehensive understanding of the Maybank’s sustainability banking operating system. Findings This paper has documented various findings identified with the aspects of sustainable banking in Maybank. Essentially, these findings are focussed on filling the gaps that currently exist in the literature and in the practice of sustainable banking in Maybank. Maybank is in the phase of preventive banking because, in recent years, it has been observed that Maybank is moving towards the initiative to embrace sustainability in their banking operations. Maybank has used the sustainability criteria for the credit risk management process and socially responsible investing. When viewed from this perspective, it is possible to say that a transition process has started towards offensive banking. In addition, this research’s findings imply that the determination of the service quality level of customers focusses not only on the homogenous customer’s quality evaluation, but it also includes the examination of heterogeneous customers. Heterogeneous customers are those who have an indirect interest in the bank; they are indirectly affected either positively or negatively by the actions of the bank. Research limitations/implications The reconceptualisation and redefinition of service quality, which embeds the novel concept of sustainable banking, can be attributed to a handful of distinctive financial institutions which have been proactively and gradually shaping their corporate images as advocates of socio-environmental sustainability. Originality/value The limited literature on sustainable banks and to the best knowledge of the researchers, no other researcher has examined sustainable banking in the Malaysian banking industry to date. This study is designed to address this gap with the central objective to investigate the aspect of sustainable banking operating system provided by Maybank by using the gap model of service quality which was developed by Parasuraman et al. (1985).

In order to implement the requirements of the power system reform, to ensure the safety, stability and economic operation of the power system, and to promote the consumption of new energy, all provinces in China have built the peak-control auxiliary service market, and explore the establishment of a new mechanism for sharing and sharing of peak-control auxiliary services. Based on the operating rules of the peaking auxiliary service market in Xinjiang, Shanxi, Gansu, Fujian, Jiangsu, Jiangxi, Northeast, Anhui, Ningxia, Shanghai, Shandong and other places, the author compares and evaluates the key content of the market operating rules from four aspects: market members and their responsibilities, deep peaking transaction details, emergency start-stop peaking transaction details, and measurement and settlement, and also finds a direction for the provinces to revise or adjust the rules of peaking auxiliary services in the future for the reference of power grid dispatching, power plant operations and other departments, in order to improve the understanding of relevant personnel of the peaking auxiliary service market.

Abstract On 25th of January 2018 Civil and Military Aeronautical Rescue Coordination Centre (ARCC) commenced operations in Polish Air Navigation Services Agency (PANSA). PANSA increased significantly its contribution in the domain of coordination of search and rescue activities in ASAR service in the Polish area of responsibility. Up to this date all tasks of ARCC Centre were conducted mainly by Armed Forces of Republic of Poland, which performed coordination function in ASAR (Aeronautical Search and Rescue) service. The bodies responsible were Aeronautical Search And Rescue Centre located in Air Operations Centre – Air Component Headquarter in Warsaw and sub-centre in Gdynia, part of Naval Operations Centre of Naval Component Headquarter. According to international commitments resulting mainly from Convention on International Civil Aviation signed on 7th of December 1944 in Chicago and ratified by Poland together with Annex 12 “Search And Rescue”, Poland committed to establish aeronautical search and rescue service called ASAR within Polish region and to assure its operation. ASAR service is the only service in Poland for rescue purposes and is designated to search and rescue of aircraft in distress, provision of help for aircraft crews and passengers and other victims of aeronautical accidents (regardless to nationality of these aircraft and persons). ASAR service tasks include search of designated area to find location of aircraft and victims of aeronautical accidents, determination of their status and commencement of rescue actions at the location using dedicated forces and measures as well as forces and measures of another systems, mainly from State Medical Rescue, National Firefighting and Rescue System and Maritime Search and Rescue Service. ASAR service consists of: a)commanding element – Civil-Military Aeronautical Rescue and Coordination Centre, b)executive elements – Aeronautical Search and Rescue Teams (LZPR), and c)supporting elements – alerting points (air traffic services units operating in the framework of alerting service).

Android, a Linux-based operating system, is a smart operating system that can compete with operating systems on a computer. Some of the problems identified include user difficulties in overcoming computer damage to determine whether to repair or buy a new unit, difficulty in reaching authorized service providers, risks when deciding to repair at a public service place, and limited access to information and costs repairing computer damage. This research specifically designs an Android application-based computer service application that makes it easier for people to get service services. The above research results formulate computer repair services using an Android-based platform with Android Studio and MySQL as the database for this study. This application is expected to be useful for customers in terms of time and cost.

An analytical model could potentially be used by paratransit service planners to predict fleet requirements, system capacity, and quality-of-service measures for specific operating conditions. The model has a sound theoretical origin and was calibrated using data from a large number of simulated cases representing a wide range of operating conditions and quality of service. This model was shown to have a strong explanatory power, capable of capturing the complex relationship between fleet size, travel demand, quality-of-service measures, and other operating condition variables. With this model, analytical procedures similar to those provided in the Highway Capacity Manual and the Transit Capacity and Quality of Service Manual for other transportation facilities and services could be developed for paratransit systems.

The problem of the availability of computing resources in distributed technical systems is considered, which arises in connection with the imbalance of servers in the absence of information about the type of information service in virtual machines when implementing the "Infrastructure as a service" cloud computing service model. The proposed method of identifying services in virtual machines includes several stages. At the first stage, the processor and RAM load is monitored for current information services in order to obtain time series of values obtained from all existing counters, and then using the chisquare criterion, the dimensionality of the task of their analysis is reduced. At the second stage, after testing hypotheses about the distribution of random variables using the Kolmogorov agreement criteria and the Shapiro-Wilk test, the parameters of the distribution density function are calculated, which are selected as classification features. At the third stage, using the random forest method embedded in the scikitlearn machine learning library, the classifier is trained and the classification results are compared with real data. The conducted series of experiments showed a fairly high value of classification accuracy in terms of Accuracy, on average equal to 0.78, and ensuring uniform loading of servers using the proposed method of identifying information services compared with the standard load balancing algorithm in the Brest cloud platform.

The article presents the results of calculating the performance indicators of the dispatcher service of a high-rise building as a queuing system with an unlimited queue. The calculation was carried out for three models: with a single control room and brigade of service, with a single control room and a specialized service, with several dispatch centers and specialized services. The aim of the work was to investigate the influence of the structural scheme of the organization of the dispatcher service of a high-rise building on the amount of operating costs and the time of processing and fulfilling applications. The problems of high-rise construction and their impact on the complication of exploitation are analyzed. The composition of exploitation activities of high-rise buildings is analyzed. The relevance of the study is justified by the need to review the role of dispatch services in the structure of management of the quality of buildings. Dispatching service from the lower level of management of individual engineering systems becomes the main link in the centralized automated management of the exploitation of high-rise buildings. With the transition to market relations, the criterion of profitability at the organization of the dispatching service becomes one of the main parameters of the effectiveness of its work. A mathematical model for assessing the efficiency of the dispatching service on a set of quality of service indicators is proposed. The structure of operating costs is presented. The algorithm of decision-making is given when choosing the optimal structural scheme of the dispatching service of a high-rise building.

Despite various proposals to make software carbon aware via application-level development kits, we believe awareness of and adjustment to carbon-emission information is an operating-system duty---similar to how it manages time information today. In this paper, we motivate and envision carbond, a Linux-based service to mediate carbon information between hardware (including power supply) and application-level software. Following the recently established Software Carbon Intensity (SCI) standard, carbond deals with operational as well as embodied emissions and has different units of work (low level as CPU cycle up to high-level as user request) in mind. In addition to the service itself, we showcase how it can be used by application SDKs (libraries) as well as command-line utilities.

The paper discusses the issues of incident management at technical operation of microprocessor systems of railway automation and telemechanics on the railway network of the JSC Russian Railways. The widely used microprocessor interlocking centralization of switches and signals (MPI) EBILock 950, the development of a joint Russian-Swedish company Bombardier Transportation (Signal), is considered as an object of the research. The analysis of algorithms and patterns of interaction between the operating staff of operating enterprises and specialists of service centres revealed a number of shortcomings in the system of the MPI maintenance and repair organization. As a result, the authors have proposed an alternative scheme for organizing the technical operation of microprocessor systems based on the incident management system implemented as a web application. This application makes it possible to monitor the quality and timing of service operations, accumulate information on methods for eliminating complex non-standard failures and automate the processing of requests by service centres.

Risk measurement from standard operating procedures implemented by an institution determines the level of maturity of a service system at that institution. The government's determination of the Tri Dharma of Higher Education consists of education and teaching, research, and community service. These activities must be implemented in the academic information system of every university in Indonesia. Appropriate and fast academic services depend on information technology and adequate and trained human resources (HR). Factors that influence information system security determine the stability of application services. The ISO/IEC 27001:2005 standard is an international benchmark for measuring the level of maturity and security risks of an application. Risk assessment in standard operating procedures in organizations can use the ISO/IEC 27001 standard. This research aims to determine the current level of Academic Information System (AIS) service by measuring maturity and security risks. Three clauses measure the maturity level of information security controls with the ISO 27001 System Security Engineering-Capability Maturity Model (SSE-CMM). These research respondents are educational work units at the Science and Technology Faculty in UIN Syarif Hidayatullah Jakarta. This research method uses quantitative research methods. This research results show the maturity level of information security in the academic information system based on three clauses as the embodiment of the stability of the academic administration activities services at the Science and Technology Faculty. The measurement results reveal that the average score of information security controls on AIS is 3.51, which means good or average standard processing has been carried out following procedures.

This document proposes a Distributed Wireless Operative System on a Mobile Ad-hoc Network (MANET) to manage and control computing resources in relation to several virtual resources linked in a wireless network. This prototype has two elements: a local agent that works on each physical node to manage the computing resources (e.g., virtual resources and distributed applications) and an orchestrator agent that monitors, manages, and deploys policies on each physical node. These elements arrange the local and global computing resources to provide a quality service to the users of the Ad-hoc cluster. Background: A hospital’s operating theater service system is a large-scale, complicated system that must be carefully managed to offer the best possible results for its patients. Unlike other industries such as manufacturing and logistics, system dynamics (SD) methodologies are not extensively applied in hospital operating theaters. This study deals with the future development and possible future scenarios for hospital operating rooms in Bangladesh. Methods: Due to demographic dynamics and demographic processes, increased pressures on hospital care are expected in Bangladesh. The SD model anticipates possible future scenarios, reconciles service capacities and the variability of patient demand, and reduces patient congestion and waiting times in the hospital area. This study introduces a causal loop diagram to show a causal link between the hospital operating theater system variables. It also introduces a stock flow diagram to understand the dynamic behavior of the system. Results: The model validation testing reports that in extreme conditions, such as a 50% reduction in the patient arrival rate, the model is valid and runs as usual. Conclusions: This first work of SD modeling for hospital operating theater systems can help healthcare managers, decision makers, or researchers of any responsibility level make better predictions in order to reduce patient waiting times and backlogs and make appropriate decisions.

When developing and operating such a service, it becomes necessary to assess its availability and reliability for compliance with the selected quality level that the client can count on. This paper presents a developed system that allows testing the availability of a cloud service for managing virtual machines. The method of integration with the existing monitoring system at the enterprise using open source software in order to reduce the cost of development and operation is considered. A test case for deploying and removing a virtual machine using a graphical user interface has been developed and implemented, and triggering criteria have been defined. The requirements for the architecture and implementation of the system based on the production statistics of the virtual machine creation service using the Prometheus monitoring system are collected and analyzed. The novelty of the research lies in the development of a new method of testing a cloud service for managing virtual machines in order to increase its reliability and availability. Based on this method, a system for testing virtual machines is described and implemented, as well as a method for integration into the monitoring system of the Intel cloud service. During the operation of cloud environments with the help of this system, problem areas were identified in the architecture of the virtual machine creation service, which made it possible to optimize the system operation in a timely manner. The described method is an effective way to test cloud services, and can also be used to analyze and improve reliability and availability.

Abstract:
PT. Pelabuhan Indonesia II as an operator at Tanjung Priok port, which is the busiest port in Indonesia, seeks to improve guidance and delay services by implementing a Marine Operating System (MOS) which works by integrating ship service facilities and infrastructure, one of which is tugboats. This study aims to analyze and determine how much influence the implementation of the Marine Operating System (MOS) and the availability of tugs on Waiting Time performance. This research uses quantitative research of respondents in the Tanjung Priok Port Ship Service Division. Based on the analysis that has been done, it shows that there is a positive and significant influence by the implementation of the Marine Operating System (MOS) on Waiting Time performance, besides that the results of this analysis show that there is a significant and positive influence on the availability of tugs on Waiting Time Performance, and there is a significant and positive influence by the implementation of the Marine Operating System (MOS) and the availability of tugs simultaneously on Waiting Time Performance.
