Abstract:
The monograph is devoted to the application of methods of functional analysis to the problems of qualitative theory of differential equations. Describes an algorithm to bring the differential boundary value problem to an operator equation. The research of solutions to operator equations of special kind in the spaces polutoratonny with a cone, where the limitations of the elements of these spaces is understood as the comparability them with a fixed scale element of exponential type. Found representations of the solutions of operator equations in the form of contour integrals, theorems of existence and uniqueness of such solutions. The spectral criteria for boundedness of solutions of operator equations and, as a consequence, sufficient spectral features boundedness of solutions of differential and differential-difference equations in Banach space. The results obtained for operator equations with operators and work of Volterra operators, allowed to extend to some systems of partial differential equations known spectral stability criteria for solutions of A. M. Lyapunov and also to generalize theorems on the exponential characteristic. The results of the monograph may be useful in the study of linear mechanical and electrical systems, in problems of diffraction of electromagnetic waves, theory of automatic control, etc. It is intended for researchers, graduate students functional analysis and its applications to operator and differential equations.

Abstract:
The military operation to unseat Mobutu forms the subject of this chapter. It opens with the blistering assault of the Rwandan Patriotic Army on the giant refugee camps outside Goma and Bukavu. Hundreds of thousands were repatriated, but the génocidaire hard core escaped into the Congolese rainforest. The failure to eradicate this threat would prove deeply consequential: it meant that the hunt for Interahamwe in Congo competed for Kabarebe’s attention with the campaign against Mobutu, leaving little time to focus on the all-important political task of building the AFDL into a true liberation movement. This was further complicated by emerging rivalries inside the AFDL which pitted the Congolese protagonists against each other—notably Kabila versus his fellow Katangese of the Tigres Katangais—but also the RPF against their Angolan comrades of the MPLA. Though the AFDL was a Pan-Africanist affair with military support and political encadrement from Eritrea, Ethiopia, Tanzania, Uganda, South Africa and Zambia, the two main providers of hard muscle—Kigali and Luanda—found themselves stumbling into a “race to Kinshasa,” when AFDL troops crossed from Eastern Congo into Western Congo around the border town of Tshikapa.

This chapter focuses on the conception and evolution of the UN Security Council mandate to protect civilians during peacekeeping operations from 1960 to the present. The chapter examines the normative and legal framework of the use of force to protect civilians in UN peacekeeping operations, with reference to Security Council resolutions and other bodies of international law such as humanitarian and human rights law. It considers Security Council practice between 1960 and 1999 and its emphasis on the concept of self-defence; Security Council practice from 1999 to 2007 regarding the inception and development of the explicit ‘protection of civilians’ mandate by the Council; Security Council practice from 2007 to 2011; and prioritization of the mandate in certain peacekeeping missions, specifically UNAMID (Sudan (Darfur)), MONUC (Democratic Republic of the Congo), UNOCI (Côte d’Ivoire), and UNMISS (South Sudan). Finally, the chapter describes Security Council practice from 2011 onwards and draws conclusions on impact that the protection of civilians mandate in peacekeeping operations has had on the evolution of the legitimate use of force under the UN Charter.

Abstract:
Flow-based cardiovascular variables, such as cardiac output and oxygen delivery predict peri-operative outcome better than alternative, predominantly pressure-based measures. Targeting flow-based goals, using fluid boluses with or without additional blood or vasoactive agents in patients undergoing major surgery has been shown to improve outcome in some studies. However, the literature is limited due to a large number of small single-centre studies, and heterogeneity of interventions and outcomes evaluated. Early studies used pulmonary artery catheters to monitor blood flow, but newer studies have used less invasive techniques, such as oesophageal Doppler monitoring or pulse contour analysis. Meta-analysis of the current evidence base suggests that this approach is unlikely to cause harm and may not reduce mortality, but reduces complications and duration of hospital stay. Goal-directed therapy is considered an important element of enhanced recovery packages that have been shown to improve outcome after several types of major elective surgery.

This chapter describes the construction of a resolvent operator using the Laplace transform of a parametrix for the heat kernel and a perturbative argument. In the equation (μ‎-L) R(μ‎) f = f, R(μ‎) is a right inverse for (μ‎-L). In Hölder spaces, these are the natural elliptic estimates for generalized Kimura diffusions. The chapter first constructs the resolvent kernel using an induction over the maximal codimension of bP, and proves various estimates on it, along with corresponding estimates for the solution operator for the homogeneous Cauchy problem. It then considers holomorphic semi-groups and uses contour integration to construct the solution to the heat equation, concluding with a discussion of Kimura diffusions where all coefficients have the same leading homogeneity.
