Abstract:
This paper examines Benyamin Netanyahu’s potential to reject his current ‘hawkish’ views and to become a peace maker during his fifth (and probably last) term in office as the Prime Minister of Israel. Netanyahu continues to live in the shadow of the legacy of two deceased family members: his older brother Yonatan and his father Benzion. His brother Yonatan was killed in action in 1976 while leading his troops in the renowned counter-terrorism rescue mission ‘Operation Entebbe’. As a result, Yonatan became an Israeli national hero. His father Benzion, who worked as a prominent Israeli historian for decades but was rejected by the Israeli academic and political mainstream due to his ‘hawkish’ views, died in 2012 at the age of 102. It is my assumption that Netanyahu’s political activity up to the present has stemmed in part from his emotional hunger resulting from his need to measure up to the ‘larger than life’ images of his father and brother. The fact that both influential figures are deceased may now enable him to give greater expression to the more pragmatic sides of his personality in the future, and to enter history books – on his own – as a peacemaker.

The presented article is an analysis of the work of viet designers on light, fast, cheap and easy to manufacture, reasonably armed and protected tracked combat vehicle — «tankette». This work reflected the difficult economic and geopolitical situation of the USSR setting the military to develop tactical and operational measures to counter the Entente army and the Entente expeditionary forces, the emphasis was on the mobility and low cost of equipment designed to support cavalry and infantry units, as well as autonomous operations. The author considers both proactive developments and the implementation of technical specifications formulated at the level of official documentation, which is part of the tank building policy, which is formed taking into account the industrial capabilities of the specified period

Abstract:
The formation of the West Ukrainian People's Republic in November 1918, was a natural consequence of the long-standing struggle of Ukrainians of Halychyna for statehood. In a difficult situation of the Ukrainian-Polish war 1918–1919, started by Poland, the West Ukrainian People's Republic carried out state and military formation. Close relations with the Ukrainian People's Republic (UPR) were established; the Ukrainian Halychyna's Army (UHA) was reorganized on the European way and was ready for the West Ukrainian People's Republic armed defense. It was proved that compared to the Polish state, the military potential of the Ukrainians was much weaker. However, a bright demonstration of the UHA's combat readiness was the Vovchukhiv Strategic Offensive Operation in February–March 1919, which put the Polish troops in Lviv, in particular, and in Halychyna, in general in a tough situation. The main purpose of this article is to analyze the background of the Vovchukhiv operation, its course, and the causes of UHA's defeat. The author states that two factors caused the UHA's offensive strategic operation in February 1919. Firstly, the reorganization of the West Ukrainian People's Republic armed forces with weighty strengthening increased their combat capability and readiness for offensive operations. Also, the hard work of governing structures increased morale and combat capabilities of the army. The military successes of the Ukrainian troops, which caused worry and panic in Warsaw, are described. It is noted that the break in the fightings, organized by the Entente mission, was successfully used by the Polish command to reinforcement on the Halychyna Front with reserves from abroad. Specific examples show that in spring 1919, UHA brigades were forced to resist the numerically larger Polish forces. Because of this, they soon lost the results of the offensive operation. Abstract:
The article describes and debates main points and recommendations of the Report-2015 of the Independent High Level Group on the UN Peace Operations. The author analyses doctrinal innovations and practical guidelines suggested by the Group and debates consequences of the recommended “politicizing” of the UN operations (assuring the leading role for the UN in any political peace process supported by UN peacekeepers, and avoiding operations where the UN role is limited to passive disengagement of conflict sides). Necessity for and limits of reconsidering traditional principles of peacekeeping, such as impartiality, consent of conflict parties, and use of force for self-defence are questioned. Trends in UN operations are compared with trends in operations related to conflicts in the Post-Soviet space (South Ossetia/Georgia, Abkhazia/Georgia, Tajikistan, Transnistria/Moldova, etc.). The author advocates timeliness for an extended interpretation of the “defence of the mandate” formula instead of the classical “self-defence of the contingent”. It is suggested to practically erase the dividing line between operations of the “peacekeeping” type under the UN DPKO, and “political missions” under the UN Political Department. The arsenal of the UN instruments for conflict resolution must be widened from non-intrusive observation missions, conflict prevention and mediation, through support of ceasefire agreements and implementation of peace accords, down to coercive peace enforcement, offensive elements, and UN Charter Chapter VII-based collective operations against aggressive regimes and states. Poorly defined functions and insufficiently clarified use of force limits for the SC-mandated “UN Intervention Brigade” in Democratic Republic of Congo lead to unnecessary involvement of the UN into coercive actions. The experience of the UN “infrastructural hubs” establishing, like the one in Entebbe (Uganda) used for supplying eight African UN operations, is described. New technology for peacekeeping, like the use of unpiloted flying drones, opens new opportunities, but creates legal and practical problems. A distinction of functions between “blue helmets” (specially trained multinational UN contingents) and “green helmets” (regular national armies used by states in foreign conflicts) is recommended, including avoidance of counter-terrorism tasks and strong coercive tasks for the UN peacekeepers. Parallel and interfaced “partnerships” between the limited UN operations and more forceful national/coalition operations in the same areas are suggested instead.

Purpose: The purpose of this study was to examine the nature of procurement process followed by MONUSCO and the involvement of stakeholders in this process.Methodology: The study employed a descriptive case study design. The target population comprised of 261 employees of MONUSCO Entebbe Support Base holding international, United Nations Volunteers (UNV) and National contracts. Random and purposive sampling techniques were specifically used to select samples for this study. Data was collected using questionnaires and interview guides. The quantitative data collected was further analysed using SPSS for descriptive and inferential statistics while the qualitative data was analysed using content analysis.Findings: The study findings showed that there is procurement planning in most MONUSCO sections; that funds are available before planning; that staff are involved in procurement planning in their respective sections; and that procurement planning contributes to achieve the maximum value for expenditures on goods/services and works to be delivered at MONUSCO sections. The study found that procurement planning had led to improved levels of MONUSCO operations in the areas of humanitarian relief, peacekeeping, development assistance to affected communities. The study further found that staff are involved in the identification and definition of the needs of user sections and that the Statement of Requirements (SOR)/or Scope of Work (SOW) was important in their respective sections. These had aided in full scale involvement of relevant stakeholders in the procurement planning activities of MONUSCO ESB.Unique contribution to theory, practice and policy: The study recommends a clear determination of specifications in terms of required quality and quantities by the end-user departments in MONUSCO ESB. Planning and determination of needs should be done early to allow enough time to initiate the procurement process. The study further recommends that the procurement department should always engage all concerned stakeholders in determining the materials and service specification for quality assurance during service delivery. This will enable the sections to always get the quantity of items as requested by end-users, in their right quantity, right quality and at the right time.

<p class="Padro"><em>Instrumentos jurídicos e urbanísticos como as Operações Urbanas refletem diretamente no cotidiano das cidades. Cada vez mais utilizado, entende-se que o conhecimento da aplicação das Operações Urbanas é importante para os profissionais do campo do Direito e da Arquitetura. Portanto, este artigo analisa criticamente as repercussões do processo de implementação das Operações Urbanas em Belo Horizonte. Entende-se que a ineficácia da implementação desse instrumento pode estimular o surgimento de processos urbanos conflitantes, como as ocupações de propriedades privadas da cidade. Como estudo de caso da implantação dessa lei, selecionou-se a “Operação Urbana do Izidoro”, regulamentada pela Lei n° 9.959/10 de Belo Horizonte. Prevista para ser implantada em uma grande área vazia de domínio privado da cidade, atualmente vem passando por um dos maiores processos de ocupação de população de baixa renda de Minas </em><em>Gerais. </em><em>Utilizou-se ainda como metodologia, primeiramente, uma ampla revisão bibliográfica de autores referenciais do campo da Arquitetura e do Direito e posteriormente, realizou-se um levantamento de dados em processos técnico-administrativos da Prefeitura de Belo Horizonte e visitas de campo. Esses dados foram analisados e depois consolidados para a utilização neste artigo. </em><em>Ao final, como resultado, conclui-se que, em que pese os discursos sobre as Operações Urbanas como um instrumento de desenvolvimento urbano, conforme definido na lei conhecida como Estatuto da Cidade, em Belo Horizonte, seu uso vem se dando principalmente como um instrumento de viabilização da implantação de grandes empreendimentos imobiliários, que, ao desconsiderarem alguns segmentos sociais, acabam por contribuir para o aumento das desigualdades socioespaciais da cidade e dos processos de ocupações. Além disso, destaca-se a distância existente entre as intenções estabelecidas na elaboração desse instrumento e a sua real efetividade. </em></p><p><em>ABSTRACT</em></p><p><em>Legal and urbanistic instruments such as the Urban Operations directly reflect the daily life of cities. Increasingly used, it is understood that knowledge of the application of the Urban Operations is important for practitioners of the law and architecture field. Therefore, this article critically examines the impact of the Urban Operations implementation process in Belo Horizonte. It is understood that the ineffectiveness of the implementation of this instrument can stimulate the emergence of conflicting urban processes, such as the occupation of private property of the city. As if the implementation of this law study, we selected the "Urban Operation of Izidoro", regulated by Law No. 9.959/10 of Belo Horizonte. Expected to be deployed in a large empty area of private domain of the city, is currently undergoing one of the largest low population occupation processes income of Minas Gerais</em><em>. Firstly, the methodology involved the bibliographical review of reference authors from the field of Architecture and Law, in technical-administrative processes of the City Hall of Belo Horizonte and field visits. This data was analyzed and then consolidated for use in this article. At the end, as a result, it is concluded that, in spite of the speeches about Urban Operations as an instrument of urban development, as defined in the Law known as the Statute of the City, in Belo Horizonte, its use is mainly given as an instrument of making feasible the implantation of large real estate enterprises, which, by disregarding some social segments, end up contributing to the increase of socio-spatial inequalities of the city and of occupation processes. In addition, the distance between the intentions established in the elaboration of this instrument and its actual effectiveness is highlighted.</em></p>

O artigo descreve o desenvolvimento de um interfaceamento baseado no framework robótico ROS (Robot Operating System) com o objetivo de permitir a programação de uma plataforma robótica móvel desenvolvida no Brasil, chamada RoboDeck. Dessa forma, entende-se que as aplicações possam ser mais facilmente desenvolvidas para este robô permitindo acelerar o processo de criação de módulos e funções. Como resultado, a plataforma pode ser controlada por meio do middleware utilizando as bibliotecas clientes do ROS. Concluiu-se que as principais vantagens da criação desse middleware estão relacionadas à modularidade do software e abstração da arquitetura de hardware independência de plataforma, melhorando a portabilidade.

Sadly, recent events continue to keep this subject to the fore — and memories of Dawsons Field, Entebbe, Mogadishu, Stansted, Beirut and Malta, to mention but a few of the most dramatic hijack incidents, are recalled, as are other events such as those of the early morning of 23rd June 1985 when one Boeing 747 of Air India was blown up in mid-air off the West Coast of Ireland, killing all 329 on board, with chance preventing the simultaneous destruction of another at Tokyo. The seriousness of such incidents has, in recent months, grown from the mere appalling and tragic but occasional incident to one of major world importance having substantial effect on world peace and economic survival. The fact that this is no exaggeration is shown by the bombing raid carried out by the USA on Libya in April 1986, in retaliation for that country’s alleged involvement in or support of international terrorism. The subsequent reported mass cancellation of travel to Europe by Americans with consequential serious commercial implications not only for the airlines operating on the North Atlantic, where, for instance, British Airways reported a 25% drop in passenger traffic, is but one example of the effect of terrorism on the stability of world trade.

Abstract:
The article puts forward an opinion that the current crisis of world order requires reverting to discovering the reasons of World War I. The author states that in 1914, a majority of decision-makers believed they had a dominant strategy; thus, the policy they followed was the best, irrespective of another party’s actions. The complicated task of clarifying the concerns and intentions of others as well as predicting the aggravation of the situation as a result of their actions was not taken into account. The quest for minimising responsibility and increasing comfort while taking bellicose measures hindered the realisation of the fact that a more cautious strategy was a safer option. The military and political alliances, including the Entente Cordiale (the Triple Entente) and the Triple Alliance (after Italy’s withdrawal, the Central Powers), the defence purposes enshrined in secret agreements notwithstanding, were established for waging wars but not for maintaining peace by mutual containment. Fragile arrangements between the two alliances did not allow them to prevent opponents or partners from unleashing the war and subsequently halt hostilities after the failure of a range of envisaged strategic operations. The states continuously threatened each other with their actions, and repeated attempts to create the impression of a threat of aggression, although without any intention to use military force, undermined international stability. The efforts of European leaders constituted a diplomatic game, as the parties bluffed and sought to play trump cards they never had. The initial stakes, particularly colonial and territorial claims of actors, were negligible as compared with the incommensurably higher payback – the collapse of the Austro-Hungarian, Russian, German, and Ottoman empires, and the two totalitarian revolutions in the 20th-century Europe, Russian (Bolshevist) and German (Nazi). The author concludes that it was not allied obligations that prompted states to choose a certain side; rather, each country’s government decided to join the war on their own, guided by spurious ‘national interests’. Abstract:
In 1976, Israel conducted a successful, but highly controversial military rescue operation in Entebbe, Uganda, to save its nationals taken hostage on Ugandan territory by members of the ‘Popular Front of Liberation of Palestine’. From an international legal perspective, this case revolves around the existence of a right of a state to take military action to protect its nationals abroad in mortal danger. Following an extensive legal debate in the Security Council on the incident, it appears safe to conclude that a rescue operation such as conducted in Entebbe passes the threshold for a use of force within the meaning of Article 2(4) UN Charter. In light of the ambiguous justification, however, it appears that an Entebbe-type situation falls within a grey area of the prohibition of the use of force. Still, the incident suggests that if states are willing to support the legality of a military rescue operation only the right of self-defence can conceivably justify such a use of force, and only in a case where the local state does not itself deal with the threat in good faith, and under strict conditions of proportionality.

Even today, Europe moves faster in the presence of an entente between France and Germany. However, the harmonization of German and French positions is not quasi-automatic as it used to be. The desynchronization that occurred over time is based on various factors such as the German unification, the EU's enlargements, and the change in German self-perception. One of the contexts in which the divergences between Paris and Berlin can be seen is related to the Euro zone rescue operations. Germany came to the fore in the resolution process and made clear her preferences, which are not always truly supported by France. The drifting-apart that started after the end of the Cold War thus continues.
