Abstract:
This paper looks at three examples that demonstrate how smart operations can reduce the uncertainty to reliably contribute to sustained growth in operations effectiveness. These relate to: demand/capability change; critical asset management; and, adaptive collaboration across processing/production areas and sites. While many heavy process industry organisations try to measure and manage the processing/production facilities using the operations effectiveness phrase, many have encountered difficulty in delivering the desired business improvement—whether it is achieving, sustaining, evolving or rolling out. This paper proposes a re-think based on successes in several industries. This paper defines what working smarter really means through making earlier and better decisions that affect the current performance of the processing/production facility and the supply chains. These decisions are often balancing naturally conflicting demands, both between facility and supply chain and between present and future events.

The paper substantiates the necessity to carry out system optimization of operational, technological and construction parameters of water regulation in the operation of rice irrigation systems, lays out methodological approaches and results. This research formulates approaches to the selection of project criteria and conditions of economic and environmental optimization during the construction of complex optimization models in the projects of their reconstruction and operation taking into account climatic management strategies of such objects. The proposed set of measures as a result of system optimization is focused on improving the natural and amelioration state of rice irrigation systems, improving their technological and technical parameters, introducing of water and resource saving regimes of rice irrigation and related rice crop rotations.

Abstract:
Knowledge-based systems were brought to the attention of hydrologists almost a decade ago. The application of knowledge-based systems technology is natural and appropriate for the field of hydrology because it contains numerous procedures developed from theory, actual practice, and experience. The emphasis of the present paper is on demystifying knowledge-based systems of artificial intelligence. After a detailed review of the most important applications to the field of hydrology, the original concept for applying knowledge-based technology is presented. The discussion ends with the list of possible benefits from the application of knowledge-based technology. An expert system for the selection of a suitable method for flow measurement in open channels is used as a case study to illustrate the discussion in the paper. The system has been designed for potential use in Environment Canada. Key words: expert system, water resources, hydrology, flow measurements.
