Abstract:
The deployment of United States (US) Armed Forces personnel into the central Pacific islands of Samoa and Tonga, which is highly-endemic for lymphatic filariasis (LF), resulted in thousands of cases of the acute form of this disease and greatly reduced their ability to carry out their mission. The major driving factor for the intensity of transmission was the aggressiveness and efficiency of the Aedes species mosquito vectors, especially the day-biting Ae. Polynesiensis. The paper reminds us of the danger that tropical diseases can pose for troops sent into endemic areas and constant and careful surveillance that is required to prevent rapid resurgence of Aedes-transmitted LF in populations, where the LF elimination program has been successful.

Abstract:
Corporal punishment of children is pervasive throughout the Pacific Island nation of Tonga. In May 2014, a mother was imprisoned for causing the death of her 14-year-old daughter who was beaten with a stick, watering hose and hammer and left to die on her living room floor. Tonga remains in a group of 39 countries that retain corporal punishment of children as a legal sanction for a crime and has defied recent calls during the Universal Periodic Review to abolish these laws. Despite the Tongan Court of Appeal observing corporal punishment to be a violation of the Constitution of Tonga and the jus cogens right to freedom from torture, the court has yet to suspend the operation of these laws. This article argues that the court has failed to protect the fundamental rights guaranteed to children and uphold the Constitution as the supreme law of Tonga. Analysis of the Constitution and the presentation of literature detailing the pervasive and destructive nature of corporal punishment in Tonga highlights the material extent of this injustice. This supports a call for the complete legislative prohibition of corporal punishment in Tonga, including in the criminal justice system, schools and the home.

Troll lines gear is the most dominant fishing gear at West Aceh district. The data was collected in November 2015 at PPI Aceh Barat. Data analysis for troll lines operations is using descriptive analysis and enhancement strategy is using SWOT analysis. Troll lines operations at West Aceh District consist of praproduction, production and pascaproduction. The enhancement alternatives for troll lines operations consist of increased fisheries production at PPI Aceh Barat; optimum utilization of fish resources and sustainability of fish resources; improving facilities and infrastructure at fishing port of Aceh Barat; utilization of technology and fishing tools; stakeholder involvement to support troll lines activities Such as the supply of more complete facilities at fishing port of Aceh Barat. The result of this research shows that the troll lines is very suitable to be developed especially at PPI Aceh Barat. This can be reviewed from the financial aspect and eco-friendly troll lines

Heightened focus on wellbore integrity in the high-profile offshore arena has signaled the need for integrated solutions that deliver greater operational efficiency, safety, reliability and cost savings. Innovative systems that can interface with the existing rig package and facilitate mechanised processes are critical to operator needs to maximise safety and efficiency. A rig integration operation to run tubulars and make up connections for a multi-well project in the UK sector of the North Sea reduced overall operational costs without compromising performance. This operation combined remote-controlled mechanised power tongs (maximum 100,000 ft/lb) with a software package that recorded, analysed and evaluated critical torque-turn data in a real-time report, which could be viewed from multiple remote locations. This hands-off system ensured the integrity of the connections, eliminating the possibility of tubing damage and reducing tripping. The technology performed risky activities in a mechanised fashion, increased efficiency, reduced non-productive time and kept workers safer. This approach is particularly suited to the offshore sector, which is defined by high costs and risks, specifically the use of high-torque strings where casing-running operations present potential hazards. The North Sea’s stringent safety standards dictate the need for a totally integrated methodology that provides a control system, and handling and makeup tools that can easily interface with existing rig equipment. This extended abstract will review the evolution of connection integrity and remote monitoring to enhance safety and well integrity in offshore environments. It will also discuss the latest technologies and software in connection make up and their impact on improving operational efficiency.

Abstract:
A comparison of contact forces between the constrained gripper and the under-constrained gripper to grip the same work-piece is analyzed. The new type heavy forging grippers with constrained rods are designed to improve the contact status. The main difference between the new grippers with constrained tongs and the traditional grippers with under-constrained tongs is that the constrained gripper has constrained rods to keep the two tongs parallel. A gripping model has been presented in which the gripping operation is equivalent to the grasp of multi-fingered robot hands with friction contact point model. The models for calculating contact forces with constrained tongs and under-constrained tongs are presented with different constraint functions based on gradient flow optimization algorithms, and the constraint functions describe the definite state of the tongs during forging operation. By comparing the simulation and experiment results of the contact and gripping forces, it shows that the contact forces are different when the gripping in different rotation angles and the contact forces with constrained tongs is much smaller than that with under-constrained tongs, especially in the vertical position.

Abstract Indonesia is a maritime country that has great potential of capture fisheries. There are various methods to conduct of fishing operations by fisherman, one of them is troling line. Troling line is a fishing equipment used to capture pelagic fish. The purpose of this study case is to know the technique of fishing operations by using a troling line, to find out the capture by a troling line, and to identify obstacles in the activities of fishing using a troling line. Monitoring was carried out in territory authority Prigi Nusantara Fishing Port, Watulimo, Trenggalek, East Java. This activities was held from July 19th to September 1st 2010. The method used are descriptive method with the retrieval of data includes primary data and secondary data. Data were collected by active participation, observation, and literature. Monitoring in production of troling line operation can be used to determine the effectiveness of troling line and overall process of catching up to the handling of post-catch yield. The process of fishing with the troling line respectivelly settings stage, trolling, and hauling. The kind of pelagic fish capture are Thunnus albacore, Katsuwonus pelamis, and Euthynus affinis. Total of capture is 4.556 kg. The results of this monitoring indicate that the troling line less effective in fishing operations. Barriers faced by the fishermen at PPN Prigi in conducting fishing operations is a technical problem and natural problem. Technical problem happening such as destruction of fishing gear during fishing operations.

The Kwong Tai Company (光大公司 1917–1960) holds a unique position in modern Chinese history as the first joint-stock company registered in British Hong Kong that originated as an ancestral tong in South China. Its history reflects how a traditional ancestral tong adjusted its operations in a unique historical setting and coped with a new identity. This case provides a missing chapter in the story of how traditional Chinese corporate institutions came to terms with Western ideas of the company and company law. By looking into the institutional and cultural transformations of the Yip Kwong Tai Tong, this article reveals how traditional Chinese institutions responded to political and economic changes in Republican China, when the state in China evolved into a different form, and the ritual-based society was in decline, especially when the world economic system entered coastal China.

<p>Operation Tonga var en del av de allierades invasion av Hitlers Fort Europa. Syftet med operationen var att skydda de landstigande styrkorna vid Normandies östra flank. Operationen genomfördes av major John Howard och hans glidflygplansburna trupper från Oxford and Buckinghamshires lätta infanteriregemente. Denna enhet genomförde en operation utan understöd eller underhåll från egna förband och hade en begränsad möjlighet att fysiskt kunna medföra utrustning, likt den svenska luftburna bataljonen.</p><p>Syftet med uppsatsen var att undersöka om förberedelser och förövning är nyckeln till framgång när en enhet skall anfalla en starkare försvarsgrupperad enhet.</p><p>Uppsatsen innehåller en analys av de förberedelser som gjordes inför operation Tonga utifrån de grundläggande förmågorna. Utifrån den analysen förs en diskussion över dessa förberedelsers betydelse utifrån de taktiska grundprinciperna för markarenan. Analysen och diskussionen visar att förberedelserna och förövningen ledde till att chefen fick en större handlingsfrihet och att enheten fick ett högre stridstempo och genom det höga stridstempot kunde upprätthålla sin överraskning som skapats genom en coup de main operation. Det höga stridstempot och överraskningen gjorde att major Howard kunde ta initiativet i striden och nå lokal överlägsenhet och på så vis slå den försvarsgrupperade fienden vid bron Pegasus bridge. Det höga stridstempot uppnåddes tack vare förbandets förövning och förberedelser samt de goda underrättelser som major John Howard hade tillgång till vid framtagandet av sin stridsplan.</p><br><p>Operation Tonga served a bigger purpose than to take control over Pegasus bridge. The purpose of the operation was to protect the flank of the allied troops at Normandy. The operation was carried out by Major John Howard and his troops from the Oxford and Buckinghamshire light infantry regiment. This unit had no support or supply assistance from other units and had limited capability to bring equipment, just like the Swedish air assault battalion.</p><p>The purpose of this essay was to examine if preparations is the key to success when one unit is about to bring out an assault against a stronger, dug in unit.</p><p>This essay contains an analysis of the preparations on the basis of the basic abilities. Those preparations are later discussed based on the principals of ground tactics in order to see the effects of the preparations in the operation. The analysis and the discussion show that the unit gained a higher tempo of combat and achieved a surprise element. The high tempo of combat and the surprise made it possible for Major Howard to take the initiative in the battle and achieve local superiority. That made it possible for Major Howard to defeat the dug in enemy at Pegasus bridge. The high tempo of combat was possible because of the units’ preparations and the intelligence reports Major John Howard got as support when planning for combat.</p>

碩士<br>國立臺灣大學<br>商學研究所<br>89<br>Chu-Tong Veterans Hospital has gradually changed from a hospital for chronic care of aged and sick veterans to a general hospital for both acute diseases and chronic care in the past decades. Under prospective management policies, the medical output of this hospital has increased three-folds since the implementation of the National Health Insurance (N.H.I.) in March 1995. The quality of medical service has also gained positive responses. The key success factors (K.S.F.) are scale effects, cost control and the development and augmentation of veterans services. These competitive advantages are sustained by low cost and assisted by veterans service segment maintenance and strengthened by quality improvement. The implementation of N.H.I. has some great impacts on the local veterans hospitals, of them financial improvement and highly competitive market are the most important. Managed care and sole financial responsibility of public hospitals are the future trends. For assuming sole financial responsibility Chu-Tong Veterans Hospital should be managed through strategic planning in the future operation in order to reach its financial goal within six years (by the year of 2006). It is imperative to construct new competitive advantages through identifying new K.S.F. as medical-center general hospitals will enter and compete in the Hsin-Chu market in the near future when the only competitive advantage that will remain with Chu-Tong Veterans Hospital is veterans medical service segment. Considering the market-driven and non-market-driven factors, the hospital available products, capability and core competence and usable resources, a simulation study with 400 iterations was done. A simulation model with five strategic product portfolios named A, B, C1, C2 and D was exercised. To keep the hospital stable, assume sole financial responsibility while abide by government’s rules and regulations, the best choice is C2 strategic product portfolio. This strategy highlights the importance of local medical needs and developing the “star” group products such as inpatients service of pediatrics, emergent medical service, psychiatrics, renal dialysis and some items of self-paid medical services. To achieve local market penetration and increase the amount of services, it is necessary to construct a new building by the year 2003 which facilitates the increase of service amount and improvement of service quality. To select C2 strategic product portfolio will bring new competitive advantages by identifying K.S.F. i.e. increasing service amount, avoiding complex and serious diseases services, continuing capturing the local market, providing adequate accessibility of services and building the strategic hospital alliances within veterans medical care system. Sensitivity test reveals that fixed costs and operative costs will be the most important factors that affect the end result of net cash flow in the year of 2006.

In recent years, many senior citizens start to embrace life-long learning opportunities after they have retired. Becoming a museum volunteer is a popular option for them. Meanwhile, with the rapid development of technology, many museums begin to incorporate various digital devices in the display of exhibitions to enrich audience experience. However, how do elderly volunteers, unfamiliar with the technology, learn to use digital devices? This research focuses on the exhibition "Museum without Walls: Rebuilding the Tong-an Ships " curated by the SungShan Feng-Tian Temple and National Palace Museum, and discusses the cooperation between SungShan Feng-Tian Temple and National Palace Museum, the participation motivations of elderly volunteers, and the process of guiding and operating the interactive exhibits. The study discovers that the cooperation between the museum and the temple opens a new channel for approaching culture and art as well as uniting resources that benefit both. Either to study or to contribute, the elderly volunteers are mostly motivated by religious interests. For guided tours, these senior volunteers concentrate mainly on the historical context of Tong-an Ships along with some observation and interaction of the objects. They prefer using interactive designs of moderate time and good effects. In addition, simple and user-friendly exhibits lower the threshold of guided tour for elderly volunteers who are less eloquent. Yet, even though elderly volunteers incorporate the interactive designs in their tours, they rarely interpret their meanings. Thus, the design of interactive exhibits should link with educational content, and more training sessions for docents are needed. For example, offering some courses of the National Palace museum, or provide tour guide training courses will provide more learning opportunities and resources for elderly volunteers.

Apparent raising (AR) constructions in Tongan resemble raising constructions in that the thematic subject of the embedded clause seems to occur in the matrix subject position. Unlike regular raising, however, Tongan AR shows characteristics of A-bar movement such as long-distance dependency, sensitivity to islands, and syntactic ergativity. This chapter argues that Tongan AR involves three operations: (a) topic movement of a DP to the embedded [Spec, C], (b) cancelation of the previous valuation of the case feature on the DP in [Spec, C], and (c) subsequent case valuation under Agree with the matrix v. The proposed analysis calls for a parametric adjustment to the activity condition to allow for multiple case valuation: in languages like Tongan, a DP located at the edge of a phase not only remains active, but the valuation of its case feature gets undone upon completion of the CP phase.

This chapter briefly discusses the class of linear multimodels, which are globally nonlinear dynamic models, obtained by “piecing together” several local, linear dynamic models. The motivation behind this approach to model development is the observation that an approximate model’s complexity generally increases with the range of operation over which it must be valid. In particular, it has been noted repeatedly that linear models are often adequate approximations of process dynamics over a sufficiently narrow operating range. Thus, if the total operating range can be decomposed into small enough subsets, it is reasonable to expect that linear models will provide reasonable characterizations of process dynamics over these local regimes. The process of piecing these local models together may be approached in a number of different ways, and the details of this process are important, as subsequent examples illustrate. The principal issues that must be addressed in developing linear multimodels are illustrated with the example of a batch fermentation reactor, described in Sec. 6.1. Three possible definitions of discrete-time linear multimodels are presented in Secs. 6.2.1 through 6.2.3. The first of these definitions is based on Johansen and Foss (1993), whereas the second definition represents an apparently slight variation on the first that can lead to fundamentally different qualitative behavior. The third definition of linear multimodels is a special case of the first, described in Tong (1990) under the name open-loop threshold autoregressive models. The primary difference between Tong’s definition and that of Johansen and Foss is whether the regions of local model validity can overlap: they can in the models of Johansen and Foss, but they cannot in Tong’s model. An extremely important practical issue is the criterion by which local models are selected. The primary focus here is on Tong’s class of linear multimodels where each local model completely describes the global model dynamics over some specified operating range. If this operating range is defined entirely in terms of the input sequence {u(k)} , these models will be designated input-selected, whereas if the operating range is defined entirely in terms of the output sequence {y(k)}, they will be called output-selected; if both inputs and outputs are involved, the term generally selected will be used.

Today, the radiologic sciences are on the brink of a new age. In particular, Picture Archiving and Communication System (PACS) technology allows for a near filmless process with all of the flexibility of digital systems. PACS consists of image acquisition devices, storage archiving units, display stations, computer processors, and database management systems. These components are integrated by a communications network system. Filmless radiology is a method of digitizing traditional films into electronic files that can be viewed and saved on a computer. This technology generates clearer and easier-to-read images, allowing the patient the chance of a faster evaluation and diagnosis. The time saved may prove to be a crucial element in facilitating the patient’s treatment process. With filmless radiology, images taken from various medical sources can be manipulated to enhance resolution, increasing the clarity of the image. Images can also be transferred internally within hospital departments and externally to other locations such as the office of the patient’s doctor or medical specialist in other parts of the world. This is made possible through the picture-archiving and communication system (Dreyer, Mehta, &amp; Thrall, 2001), which electronically captures, transmits, displays, and saves images into digital archives for use at any given time. The PACS functions as a state-of-the-art repository for long-term archiving of digital images, and includes the backup and bandwidth to safeguard uninterrupted network availability. The objective of the picture-archiving and communications system is to improve the speed and quality of clinical care by streamlining radiological service and consultation. With instant access to images from virtually anywhere, hospital doctors and clinicians can improve their work processes and speed up the delivery of patient care. Besides making film a thing of the past, the likely benefits would include reduced waiting times for images and reports, and the augmented ability of clinicians since they can get patient information and act upon it much more quickly. It also removes all the costs associated with hard film and releases valuable space currently used for storage. According to Dr. Lillian Leong, Chairman of the Radiology IT Steering Group of the Hong Kong Medical Authroity, a single hospital can typically save up to 2.5 million Hong Kong dollars (approximately US$321,000) a year in film processing cost (Intel, 2007). The growing importance of PACS on the fight against highly infectious disease such as Severe Acute Respiratory Syndrome (SARS) is also identified (Zhang &amp; Xue, 2003). In Hong Kong, there was no PACS-related project until the establishment of Tseung Kwan O Hospital (TKOH) in 1998. The TKOH is a 600-bed acute hospital with a hospital PACS installed for the provision of filmless radiological service. The design and management of the PACS for patient care was discussed in the first edition of this encyclopedia (Tong &amp; Wong, 2005). The TKOH was opened in 1999 with PACS installed. At the beginning, due to immature PACS technologies, the radiology service was operating with film printing. A major upgrade was done in 2003 for the implementation of server clustering, network resilience, liquid crystal display (LCD), smart card, and storage-area-network (SAN) technologies. This upgrade has greatly improved the reliability of the system. Since November 2003, TKOH has started filmless radiology service for the whole hospital. It has become one of the first filmless hospitals in the Greater China region (Seto, Tsang, Yung, Ching, Ng, &amp; Ho, 2003; Tsou, Goh, Kaw, &amp; Chee, 2003).

This paper describes the successful innovation in materials selection, testing, design, construction and operation of Fiberglass Reinforced Plastic (FRP) pipelines to handle the highly corrosive hot oil field production gathering fluids ( 80 C, 6.9 MPa) and high pressure produced water (70 C, 17.2 MPa). Materials selection includes technical comparison of all available options and life cycle economics. Materials qualification includes long term hydrostatic strength test at 93 C. Design meets API 15HR and CSA Z662. The pressure sealabilty of the threaded connection is ensured with an innovative make up procedure that measures make up position and a belt tong that grips FRP without damaging it Construction practices include protection of FRP during back fill. Evaluation of operational performance includes shut-in / start up, cool down / warm up and additional pressure tests.

Abstract:
On purpose of evaluating the crashworthiness of FLNG side structures in case of the collision accident during the side-by-side offloading operation, a unique research is conducted in this paper with numerical simulation method. According to the model test completed in Deepwater Offshore Basin in Shanghai Jiao Tong University, there does exist a high probability of collision between FLNG and LNGC in the side-by-side offloading operation. To perform numerical simulations, finite element models were built. For the FLNG model, the side structures contain the detailed LNG cargo containment system. According to the parameters obtained from the model test, two typical collision scenarios are defined. Then the collision scenarios are simulated by the LS_DYNA code. A special limit collision state is proposed based on the structural response of LNG CCS. With respect to the numerical results, great attention is paid to the structural response of CCS to evaluate the safety of FLNG side structures. Furthermore, some insights useful for the basic design of FLNG are put forward.

Floatover method has been proven a competitive installation technology in last thirty years. However, floatover installation is subject to a variety of technical challenges. Apart from weather restrictions, motions and position of the topside and deck transport vessel (DTV) should be strictly controlled during the entire installation operations. Therefore, a field monitoring system is essential to guarantee the installation safety. In this paper, a comprehensive introduction to the monitoring system developed by Shanghai Jiao Tong University is presented. The subsystems, including environment monitoring system, motions and position monitoring system, deck support units (DSUs) separating monitoring system, closed-circuit-television (CCTV) monitoring system as well as the integrated monitoring system (IMS), are proposed. Besides, the pre-installation surveys are also presented.

A wide spectrum of power tongs can accommodate the increasing interest in mechanized operations at the rig floor. The importance of a torque-turn recording has been stated in many papers as a good control method for the make-up process, and the reliability of a drill string can be improved using feed back of make-up recordings. State-of-the-art devices not only allow the precise mechanized make-up of connections, but they also provide sufficient data to analyze the quality of the connection make-up. The motivation behind the research performed is the desire to make use of the data that are already provided to increases the lifetime of the connections and the reduction of drill string failures, especially for drilling under extreme downhole conditions like HPHT or deep water. This paper presents a new algorithm to evaluate the slope of the torque-turn recordings and to extract information that can be used to predict the quality of the process, with application to extreme drilling situations. This work is based on more than 300 make-up and break-out laboratory tests.

Abstract:
This paper describes the techniques and approaches used in the decommissioning of a Caesium-137 sealed source production facility belonging to Amersham plc. The facility become redundant in 1991. The facility comprised of nine interconnected containment boxes operated from behind a seven-inch lead wall using tongs. Viewing was through lead glass windows. After operations had ceased the facility had deteriorated due to radiation damage. The plastic ventilation system and transfer tunnels between the boxes had collapsed. Some of the viewing windows had also become crazed preventing direct viewing into the boxes. Man entry into the facility was not possible due to the high doserates. The facility contained in the order of 150TBq (4000Ci) of activity with initial ambient doserates in the facility circa 5S v/h γ. There was no acceptable route for transfer of waste out of the facility. The facility was expected to continue to deteriorate further. The project started with an options study in 1993 and was followed on with detailed planning, design and build of bespoke equipment and installing it, followed by the decommissioning operations beginning in 1997. The facility was adjacent to other fully operational facilities less than 1/2 metre away. The equipment designed and built included: • Telerobotic System; • Remote Waste Posting Facility; • New Primary Ventilation System; • Secondary Containment, with its own ventilation system; • Maintenance Facility for repairs to the Telerobotic System. The equipment was successfully deployed and used to size reduce the total contents of the facility and the fibreglass containment boxes themselves. 2300kg of ILW was packed remotely into 14litre waste cans and then remotely posted out for safe storage. The doserates on the waste cans was up to 30S v/h γ. The remaining structure was then decontaminated remotely. When this work was completed in 2001, approximately 150TBq of activity was removed, which was 99.9% of the total activity in the facility. The ambient doserate in the facility was then reduced to 1–3mSv/h allowing man entry into the facility to complete the decommissioning. This is a significant achievement for robotic decommissioning. After a year of manual decommissioning and dismantling the ambient doserate in the facility was reduced to less than 10μSv/h and loose activity levels to less than 0.1Bq/cm2. The dose received by the team during remote decommissioning was 30man mSv over a four year period. This included 12man mSv for maintenance of the Telerobotic System. The team received a similar figure of 30man mSv during manual decommissioning operations but over a one year period.

Abstract The air gap response is crucial for the safe design and operation of large-volume floating platforms such as semi-submersible and tension leg platforms. It is a complex task to perform numerical simulation on the air gap response considering the wave free surface elevation and the motions of the floating vessel. Therefore, the prediction of air gap response still relies heavily on model tests. This paper attempts to investigate the effects of the mooring system, especially the effects of the length of mooring lines, on the air gap response of semi-submersible platform based on model tests results. The scaled model of the semi-submersible platform is supported by a symmetric mooring system composed of 8 mooring lines. A set of model tests with different length of mooring lines was performed in the State Key Laboratory of Ocean Engineering basin at Shanghai Jiao Tong University, and the air gap responses of 15 locations were measured using wave probes. The results indicate that the mooring system plays an important role in the air gap response of semi-submersible platform.

In recent years, with the development of the deepwater oil and gas exploitation, the Spar platform has received more and more attention. A lot of research work has been done on the Spar platform, but experimental study on the process of wet tow and upending of Truss Spar is seldom conducted. Recently, a wet tow and upending model test of a Truss Spar was carried out in the State Key Laboratory of Ocean Engineering in Shanghai Jiao Tong University. The hydrodynamic characteristics and the global loads on the key points of the Truss Spar during the period of wet tow and upending are focused on. In the wet tow tests, the tow resistance, 6DOF motions, global loads and the relative wave elevations are measured and analyzed. During the upending simulation, the measuring parameters consist of the motions and the global moment at the connection points between the hard tank and the truss. The test program and test results are presented and discussed in this paper offering the value references for the wet tow and upending operation in reality of the Truss Spar.
