Abstract:
This study aims to examine the macroeconomic and bank specific predictors of Credit Risk (NPL) and their relevant degree of impact on banks in Pakistan. For bank variables a sample of big 10 banks has been taken from 2009 to 2018. For macro-economic variables sample of 2009 to 2018 has been taken from the world bank. As financial institutions play their role to support industries and alleviate poverty in a country, this study checks the effect of banking variables as well as the economic variables on the credit risk of banks by taking industrial sector growth as a moderator. The study found that NPLs are negatively associated with Lending interest rate, Bank investment, Capital adequacy ratio, Domestic credit to private sector, Financial depth and GDP growth while positively associated with Lending capability, Return on equity, Interest spread and Liquidity Ratio. The moderation effect of Industrial sector growth on the relationship of Lending Capability and NPLs is found to be strengthening the relationship.

Abstract:
Decentralized Finance (DeFi) takes the promise of blockchain a step further and aims to transform traditional financial products into trustless and transparent protocols that run without involving intermediaries. Similar to how 2017 was the year of ICOs, 2020 was the year of DeFi, with more than fifteen billion dollars of total investments. The decentralized platforms utilize oracles to retrieve asset data from the external world, but their choice and management criteria are often unknown to the end-users. If oracles are poorly selected or managed, the funds of a rising number of investors are inevitably in danger. The issue, known as “the oracle problem”, which makes real-world applications controversial and debated due to the loss of decentralization, had recently drawn attention to DeFi, given the crescent number of related hacks that caused the loss of millions of dollars held in DeFi projects. Through a multivocal approach that considers academic papers, whitepapers, preprints, and opinion posts, this study aims to shed light on the pattern that identifies the oracle problem in DeFi and outline the most promising ways to overcome the related weaknesses. This research supports the view that the oracle problem in decentralized finance bears specific characteristics which require standardization and appropriate economic incentives to be addressed.

Abstract:
Mainstream competitiveness and international development analyses pay little attention to the significance of a country’s resource security for its economic performance. This paper challenges this neglect, examining the economic implications of countries resource dynamics, particularly for low-income countries. It explores typologies of resource patterns in the context of those countries’ economic prospects. To begin, the paper explains why it uses Ecological Footprint and biocapacity accounting for its analysis. Data used for the analysis stem from Global Footprint Network’s 2018 edition of its National Footprint and Biocapacity Accounts. Ranging from 1961 to 2014, these accounts are computed from UN data sets. The accounts track, year by year, how much biologically productive space is occupied by people’s consumption and compare this with how much productive space is available. Both demand and availability are expressed in productivity-adjusted hectares, called global hectares. Using this biophysical accounting perspective, the paper predicts countries’ future socio-economic performance. This analysis is then contrasted with a financial assessment of those countries. The juxtaposition reveals a paradox: Financial assessments seem to contradict assessments based on biophysical trends. The paper offers a way to reconcile this paradox, which also elevates the significance of biophysical country assessments for shaping successful economic policies.

The information system transition from the local and client-server financial and management information systems to n-tier information system is a very painful process, especially for academic and NGOs with a limited budget for computer equipment and software modernization. If such organizations area of activities are financial and project management, integrity, consistency and security become the key factors for information system development and implementation. The article presents results of the analyses, development and implementation of n-tier Oracle-based information systems for a NGO. Organizational and management problems, current technological infrastructure, financial resources availability, software platforms and developers solutions, local and headquarter offices requirements were analyzed. The systems were developed within the following requirements: financial and management information confidentiality and appropriate availability improvement and systems integration; organizational information and procedure standards development; incomplete and inconsistent information elimination from the data flow; transparency of the projects activity for public evaluation and information technology resources utilization by the non-for-profit, academic and NGOs for the project activity within Internet components. The first system prototype was presented at the European Foundations Center (EFC) Information Technology Conference in Brussels, Belgium, 24-25 June 1999. During 2000-2001, the system was migrated into Oracle Portal environment and development process was completed.

Abstract:
Financial time series is often assumed to be stationary and has a normal distribution in the literature. Both assumptions are however unrealistic. This paper proposes a new methodology with a focus on volatility estimation that is able to account for nonstationarity and heavy tails simultaneously. In particular, a local exponential smoothing (LES) approach is developed, in which weak estimates with different memory parameters are aggregated in a locally adaptive way. The procedure is fully automatic and the parameters are tuned by a new propagation approach. The extensive and practically oriented numerical results confirm the desired properties of the constructed estimate: it performs stable in a nearly time homogeneous situation and is sensitive to structural shifts. Our main theoretical “oracle” result claims that the aggregated estimate performs as good as the best estimate in the considered family. The results are stated under realistic and unrestrictive assumptions on the model.

Abstract:
Much of the excitement around blockchain is mainly due to promising applications in the financial sector. However, many also believe in the technology’s potential to disrupt non-financial sectors and applications, including supply chains, energy, e-voting, healthcare, and education. The application of blockchain within the education sector is expected to make improvements to academic transcripts, credentials, digital libraries, and student records. Research in this domain is rapidly increasing, and current reviews summarize the proposed improvements. On the other hand, the analysis undertaken has remained at a general level that lacks the depth required to cover diverging proposals that have emerged. This review focuses on the application of blockchain for academic transcripts. The aim is to find, among the proposed models, converging aspects that resolve common challenges and may lead to a universally accepted de-facto standard. Furthermore, since academic institutions will serve as oracles to the particular blockchain applications, a discussion on their trustworthiness will be outlined to explore if the proposed applications efficiently address the oracle problem. The outcome of this review highlights the need for a standardized approach built on a public blockchain to promote faster adoption and acceptance. Furthermore, oracles should be incentivized in order for the system to be sustainable, while their identities and activities should be known and identifiable.

The forecasting literature has come to mistrust the predictions made by experts who forecast political events in mass media. Distinguishing between judgements made by one or few individuals (‘oracles’) and assessments made by larger groups (‘crowds’), we contrast journalistic predictions with forecasts stemming from the financial industry. These two competing views were evaluated in a quantitative analysis of the ex ante success of 24 ceasefire agreements in various conflicts which took place in the Levant from 1993 to 2014. Our analysis compares the forecasts appearing in press commentaries ( Haaretz, Jerusalem Post and New York Times) with the expectations that the Tel Aviv Stock Exchange had about the stability of these cooperative efforts. To evaluate the predictions of these very dissimilar sources, the effectiveness of the ceasefires was analysed through the number of violent events following the official start of the truce. The analysis shows that the financial industry performs better than the media industry in the comparative evaluation of ceasefire forecasts, but that neither source provides sufficiently accurate predictions. The partial support for the crowd thesis is discussed in light of recent literature that resuscitates the usage of well-trained experts for forecasting purposes, but warns against the dramatizing predictions of media pundits.

Abstract:
El objetivo de esta tesis es evaluar, los resultados de la implementación de un sistema ERP, Oracle Financial (Worldclass) en la empresa Minera Las Cenizas, de tamaño medio en su rubro. Los sistemas ERP “Enterprise Resource Planning”, son aplicaciones empresariales que integran el flujo de la información con la finalidad de mejorar los procesos relevantes de las áreas de la organización de una Compañía. La Gerencia General de la empresa, en el año 2002 toma la decisión de implementar una plataforma informática que le permitiera soportar adecuadamente sus procesos operacionales y transaccionales, con un sistema integral de gestión empresarial diseñado para modelar y automatizar la mayoría de los procesos de la empresa, con la misión de facilitar la planificación de todos los recursos. La metodología de la tesis fue un proceso de búsqueda de la información, entrevistas y reuniones a los principales actores de la implementación y usuarios, acompañado con un proceso descriptivo crítico. La solución planteada por la empresa implantadora como concepto era excelente, pero en la práctica fue compleja por la cultura y experiencia que tenía Las Cenizas y fue necesario realizar modificaciones y ajustes. Por una decisión interna de la Compañía, solo se implementó los módulos relacionados con las áreas de finanzas, abastecimiento y recursos humanos, los módulos relacionados con la gestión y mantención de equipos fueron postergada. Se realizó una comparación y diagnóstico entre la situación planificada y la implementada, identificando impactos, costos y beneficios, aquellos elementos que permitieron que se lograran cumplir los objetivos y aquellos que podrían haber atentado contra su éxito. Dentro de la comparación, se observa que la implementación de Oracle era necesaria, y se lograron avances en las áreas donde se implementó: eficiencia administrativa, calidad y seguridad de la información, control de inventarios, solicitudes y órdenes de compra en línea, etc. Con toda esta información se elaboraron propuestas y recomendaciones como aprovechar al máximo las potencialidades del ERP y sus funcionalidades, continuar con el desarrollo del proyecto con el objetivo de contar con un sistema de integración total de gestión. Además, para potenciar el uso del Oracle Financial, se requiere revisar los procesos y adecuarlos a través de una reingeniería de los procesos, replantear como las áreas están utilizando la aplicación. Las Cenizas deberán revisar los factores críticos de éxito, como son la planificación, el compromiso de la Gerencia General y la cultura de la Compañía, de forma de orientarlos a sus objetivos y visión de negocios y lograr los resultados esperados de recuperar la inversión del proyecto en menos de dos años y una mejora en la gestión de la Compañía. La Compañía ha ido adquiriendo conocimiento y maduración en el uso de las bondades de la aplicación, que cosas deben realizarse y cuales no, que sumado a las recomendaciones permiten que hoy se pueda dar un nuevo paso hacia la integración total del sistema de gestión.

CRM Treasury Systems AB is one of the Nordic Countries’ leading companies within treasury management. Their main product CRM Finance is a software program for financial administrators with roots back to the early 90s. Computer usage and software has changed considerably since then and the company is currently considering choosing a new technology to base future products upon. In this thesis Oracle ADF, Microsoft Lightswitch beta 1 and Silverlight with WCF RIA Services, are compared in order to select a suitable technology to base future applications on. The frameworks are used to implement a simple application with a small number of screens displaying database data in order to get to know the frameworks and capture the time required to get started. After the basic applications have been implemented in all the three frameworks and evaluated it is decided to continue by implementing a number of more advanced authorization and internationalization scenarios. It is decided to continue with only two of the selected frameworks due to lack of time once the simple application has been implemented successfully. Lightswitch beta 1 is chosen for discontinuation due to an uncertain future for the application as it is the first public available beta of the product. Based on the experience from the implementations performed, the time required for them as well as how the platforms fit the company’s requirements the .NET platform with Silverlight + WCF RIA Services is recommended as the base for future applications.

À quelles règles financières, comptables et fiscales faudrait-il soumettre la gestion de services publics dont l'activité s'apparente à celle des entreprises privées? Telle est la problématique du régime financier de la poste et France télécom. Le régime de budget annexe, adopté en 1923, a donné au service des PTT une insuffisante souplesse de gestion. Sous la pression de la concurrence et de la règlementation européenne, la réforme de 1990 institue le statut sui generis d'exploitant public qui cache en fait celui d'établissement public industriel et commercial. De même la gestion de la poste et de France télécom est désormais régie par les règles du droit commun. Toutefois, le nouveau régime financier souffre du maintien d'éléments du régime précèdent tels que le personnel majoritairement fonctionnaire, l'exercice de divers contrôles et la contribution à certaines charges de l'état. Aussi, avec la transformation de France télécom en société anonyme et l'ouverture de son capital au public, ce régime semble n'avoir été conçu que comme transitoire

This reform hides, in fact, the statute of commercial and industrial public enterprise. In the same way, the management of la poste and france telecom is now governed by the rules of common law. However, the new financial regime endure the keeping of some elements of the former regime as the staff situation as civil servant, the practice of varieted inspections and the contribution to some public offices. So, whit the conversion of france telecom to a limited company and the opening of its capital to investor, this regime seems to have been conceived as a transitory system

Abstract:

Communities worldwide face water supply challenges and often seek alternative sources of water. Recycled water is an alternative generated from wastewater to reduce non-potable uses of high quality water supplies for irrigation, industrial processes, power plant cooling, and toilet flushing. Researchers have recommended constructing the systems in new communities to reduce capital investment. The implementation of these systems is often financially difficult to justify within existing communities. Orange County Water District constructed a recycled water system, Green Acres Project (GAP), within existing communities in northern Orange County, California. The system delivers recycled water to four cities, reduces seawater intrusion, creates a benefit from a wastewater stream, and diversifies the region’s water portfolio. As is common among recycled systems, the GAP has operated at a financial loss since its construction in the early 1990’s. Through water sale revenues and a subsidy program, the District has been able to cover operational and maintenance costs but not capital. This study presents hydraulic and financial modeling to better understand the current GAP system and proposed changes. EPANET has been used to simulate five scenarios that include current operation, known future demand changes, breaking distribution loops, and increasing demand to balance finances. Analyzed financial scenarios include continued operation, breakeven finances, change in treatment technology, abandonment of system, and changing the local definition of recycled water. Recommendations to improve financial and operational efficiencies, challenges, and lessons learned from the GAP system are presented so other communities investigating implementation of recycled water programs may become better informed.

Esta dissertação foca o processo de reorganização das ações e serviços de saúde bucal no estado do Rio de Janeiro. Este processo, em tese, deve ser orientado pelas diretrizes da Política Nacional de Saúde Bucal (PNSB) que priorizam a atenção básica em saúde bucal através da Estratégia Saúde da Família e ampliam a atenção em saúde bucal na média e alta complexidades. O Ministério da Saúde lança mão de incentivos financeiros para induzir, sob condições específicas, a adesão às diretrizes formuladas pela Política Nacional de Saúde Bucal (PNSB) e assim promover um processo de reorganização da atenção à saúde bucal nas esferas subnacionais. O núcleo deste trabalho tem por base uma pesquisa que analisa um amplo espectro de dados sobre os serviços e as ações de saúde bucal realizadas pelo conjunto dos municípios do estado do Rio de Janeiro no período de janeiro de 1998 a dezembro de 2007. As principais conclusões da pesquisa apontam para o caráter inconcluso do processo de reorganização da atenção em saúde bucal na grande maioria dos municípios estudados e para a necessidade de uma ação conjunta entre as autoridades sanitárias das esferas federal, estadual e municipal orientada para promover uma efetiva melhoria das condições de saúde da população tal como é a proposta da PNSB.
This thesis focuses the process of reorganization of the oral care services in Rio de Janeiro State, Brazil. This process is supposed to follow the so called Política Nacional de Saúde Bucal [Brazilian Oral Health National Politics], whose main proposals are to prioritize primary care as part of the Family Health Strategy and to improve secondary care in oral health services in all levels of complexity. The Health Ministry uses financial incentives to stimulate local governments to adopt, under specific conditions, the guidelines to re-organize oral care services. The core of the present thesis is a research on the re-organization of oral care services carried out by the 92 local governments which form Rio de Janeiro State, from January 1998 to December 2007. It analyzes oral health services in all these municipalities. The main conclusions are that re-organization of oral care services following this politics principles and guidelines is an endless process for most of the municipalities being studied. The research also presents, as secondary conclusion, that federal health authorities must act together with other federal, state and local health authorities to improve the populations oral health conditions, as proposed by the Brazilian Oral Health National Politics.

O Ministério da Saúde (MS), através de sua política de incentivos financeiros, vem promovendo um processo de reorganização da atenção à saúde bucal, com a implantação das Equipes de Saúde Bucal (ESB) na Estratégia Saúde da Família (ESF), no âmbito da atenção básica, e dos Centros de Especialização Odontológica (CEO) e Laboratório Regional de Próteses Dentárias (LRPD), na atenção secundária. Nesse contexto, esta dissertação foca o processo de reorganização da atenção à saúde bucal em Cascavel e nos demais municípios pertencentes à 10 Regional de Saúde do Estado do Paraná. Consideramos que, em tese, este processo de regionalização deve ser orientado pelas diretrizes da Política Nacional de Saúde Bucal (PNSB), que priorizam a atenção básica em saúde bucal através da ESF e trazem ainda como proposta a ampliação da média e alta complexidade em saúde bucal. Foi realizada ampla pesquisa nas bases de dados do DATASUS, relativos à produção das ações de saúde bucal dos 25 municípios pertencentes à 10 Regional de Saúde do Estado do Paraná, no período de janeiro de 1998 a dezembro de 2007. Os dados foram cotejados com aqueles disponibilizados pelo Departamento de Atenção Básica (DAB) relativos à implantação das ESB, CEO e LRPD. Os resultados demonstram que, no âmbito da 10 RS, ocorreu ampliação do acesso e da oferta de ações e serviços de saúde bucal. No entanto, a despeito da ampliação do acesso, há um longo caminho a ser percorrido para que haja avanços significativos nas condições de saúde bucal da população, tal como é a proposta da PNSB.
The Ministry of Health through its policy of financial incentives, has been promoting a reorganization of oral health care, with the deployment of teams of Oral Health (ESB) in the Family Health Strategy (ESF) under primary care, and Specialized Dental Centers (CEO) and Regional Laboratory of Dental Prosthesis (LRPD), in secondary care. In this context, this dissertation focuses on the reorganization of oral health care in Cascavel and other cities within the 10th Health Region of Parana State. We believe that, in theory, this process of regionalization should be guided by the guidelines of the National Oral Health Politics (PNSB) with focus on primary health care through the oral care and ESF, as proposed to extend the medium and high complexity in oral care. An extensive research was conducted in DATASUS databases, on production of oral health activities in 25 communes belonging to 10th Health Region of Parana State, from January 1998 to December 2007. The data were compared with those provided by the Department of Primary Care (DAB) for the deployment of the ESB, CEO and LRPD. The results show that, in the 10th RS, there was increased access and supply of shares and oral health services. However, despite the expansion of access, there is a long way to go before there are significant improvements in the oral health status of the population, as proposed by the PNSB.

Por um longo período o modelo de assistência em odontologia adotado no país se voltava apenas para um grupo etário da população as crianças e ainda se caracterizava pelo não conservadorismo, com um alto número de extrações, já que não existia uma estrutura que possibilitasse o acesso a outros níveis de atenção. Fato este reverberado pela ausência de políticas específicas de saúde bucal na esfera federal, até que em 2004 surge a Política Nacional de Saúde Bucal - Programa Brasil Sorridente. As diretrizes da política propõem a ampliação do acesso a todas as faixas etárias e o atendimento integral em todos os níveis, incentivando estados e municípios a criarem os Centros de Especialidades Odontológicos (CEO), que funcionariam como unidades de referência de média complexidade para as equipes de saúde bucal, oferecendo procedimentos mais complexos e conclusivos complementares aos realizados na atenção básica. O presente estudo analisa essa política de incentivo financeiro federal procurando identificar os elementos que possam ter contribuído ou dificultado a implantação dos CEO nos municípios do Estado do Rio de Janeiro no período de outubro de 2004 até dezembro de 2008. A análise foi baseada em documentos oficiais e entrevistas com atores relevantes para a compreensão das disputas deste processo.
For a long period the assistance model in dentistry adopted at the country only was turned for an age group of the population the children and it was still characterized by the non conservatism, with a high extractions numbers, since there isnt a structure that made possible the access to the other levels. This fact is reverberated by the absence of specific oral health policies in the federal sphere until that in 2004 the Oral Health National Policy appears - the Smiling Brazil Program. The politics guidelines propose the extended access for all age groups and the integral assistance at all the levels, motivating states and local governments to create Specialties Dentistry Centers (CEO) that they would work about references units of secondary complexity for the teams of oral health, offering more complex and conclusive procedures complementary to the accomplished in the basic attention. This work analyses that financial incentive federal policy trying to identify the elements that might have contributed or hindered the CEOs implementation in the municipalities of the Rio de Janeiro state in the period of October 2004 to December 2008. The analysis was based on official documents and interview with important actors for understanding of the process disputes.

The health-disease process in border regions assumes idiosyncrasies, and may point to weaknesses in health services in general and especially oral health services. Social inequalities are prominent in these regions, mainly because they are places where there are contradictions, be they social, cultural, legal or even political. The border region also points to an environment of flows and interactions that exceed geographical and territorial boundaries. Although the search of the populations of other countries for health services is a reality in the border municipalities, it is observed that there are few studies on oral health, regarding the Brazilian border range. The aim of the study was to analyze the demand of foreigners and Brazilian residents in countries bordering the city of Foz do Iguaçu-PR, for dentistry assistance in the Unified Health System of this municipality. It was a descriptive, documentary and quantitative approach. Data collection was carried out in May and June 2017, and had as its primary source 751 dental records of foreigners and Brazilian residents in neighboring countries served in the dentistry services of the Basic Health Unit of Jardim América and Dental Specialties Center in the period of 2010 to 2015. They were analyzed using simple descriptive statistics.The profile of the user was defined as the majority of females 64.85% predominantly young with age between 15-19 years, 12.12% being 98.67% Brazilian residents in Paraguay. Concerning occupation, 76.43% of the medical records did not present this information, while 4.12% were "housewife", followed by 2.79% students and 1.06% farmer. The "main complaint" does not appear in 74.97% of the medical records. However, 10.12% sought the service for consultations and/or treatments, motivated by "pain" 7.72% and "dental caries" 2.26%. The 51.93% restorative treatment was the most accomplished procedure in basic care. Endodontics was the most sought after specialty in the Dental Specialties Center, 47.77%, with the highest percentage of abandonment and pendency of 56.78%. The Ministry of Health transferred R$ 1,532,300.00 to the Center of Dental Specialties and 21,691 users were attended in the period of the survey, which corresponds to the per capita value of R $ 70.64 or an average of R$ 11.77 per capita /year. Of the 247 users referred from the Basic Health Unit of Jardim América for specialties, R$ 17,448.08 was spent, which corresponds to 1.14% of the total value of the federal contribution. Bureaucratic and/or geographical barriers were identified. Underreporting of data was one of the limiting factors of the research. It is suggested training and sensitization of professionals in relation to the work process and feeding and use of the database, as well as future studies that may add to this research, increasing knowledge about oral health care in the triple border. The results of this study may be useful for management and, in a larger context, contribute to oral health practices and policies.
El proceso salud-enfermedad en regiones de frontera asume idiosincrasias, y puede puntar fragilidades en los servicios de salud en general y en especial los servicios de salud bucal. Las desigualdades sociales tienen destaque en estas regiones, principalmente por tratarse de lugares donde existen contradicciones, ya sean sociales, culturales, jurídicas o incluso políticas. La región de frontera apunta hacia un ambiente de flujos e interacciones que exceden los límites geográficos y territoriales. Aunque la búsqueda de las poblaciones de otros países por servicios de salud es una realidad en los municipios de frontera, se observa que existen pocos estudios sobre la salud bucal, en lo que se refiere a la franja de frontera brasileña. El estudio tuvo como objetivo general analizar la demanda de extranjeros y brasileños residentes en países de frontera con el municipio de Foz do Iguaçu-PR, para asistencia de odontología en el Sistema Único de Salud de este municipio. Se trata de una investigación descriptiva, documental y de abordaje cuantitativo. La recolección de datos se realizó en los meses de mayo y junio de 2017 y tuvo como fuente primaria 751 prontuarios odontológicos de extranjeros y brasileños residentes en países vecinos atendidos en los servicios de odontología de la Unidad Básica de Salud Jardim América y Centro Especialidades Odontológicas en el período de 2010 A 2015. Se analizaron por medio de estadística descriptiva simple. El perfil del usuario fue definido como mayoría de sexo femenino 64,85% predominantemente joven con edad entre 15-19 años, 12,12% siendo 98,67% brasileños residentes en Paraguay. En cuanto a la ocupación, el 76,43% de los prontuarios no presentaron esa información, mientras que el 4,12% son "del hogar", seguido del 2,79% de los estudiantes y el 1,06% agricultor. La "queja principal" no aparece en el 74,97% de los prontuarios. Sin embargo, el 10,12% buscó el servicio para consultas y / o tratamientos, motivados por "dolor" 7,72% y "caries dental" 2,26%. El tratamiento restaurador 51,93% fue el procedimiento más realizado en la atención básica. La endodoncia fue la especialidad más buscada en el Centro de Especialidades Odontológicas 47,77% presentando también el mayor porcentaje de abandono y pendiente 56,78%. El Ministerio de Salud repasó R$1.532.300,00 para el Centro de Especialidades Odontológicas y fueron atendidos 21.691 usuarios en el período de la encuesta, lo que corresponde al valor per capita R$70,64 o en promedio R$ 11,77 per capita / año. De los 247 usuarios encaminados de la Unidad Básica de Salud Jardim América para las especialidades se gastó R$17.448,08, lo que corresponde al 1,14% del valor total del aporte federal. Se identificaron barreras burocráticas y / o geográficas. La subnotificación de datos fue uno de los factores limitantes de la investigación. Se sugiere capacitación y sensibilización de los profesionales en relación al proceso de trabajo y alimentación y uso del banco de datos, además de estudios futuros que puedan sumar a esa investigación, ampliando el conocimiento sobre la atención a la salud bucal en la triple frontera. Los resultados de este estudio pueden ser útiles para la gestión y, en un marco mayor contribuir a prácticas y políticas de salud bucodental.

This study investigates the effects of the implementation and upgrade of financial Enterprise Resource Planning (hereafter ERP) systems, particularly the Oracle system, on financial reporting and audit. It also determines whether the independent external auditors play a vital role in the process of implementing internal controls in the implementation and upgrade of the Oracle system at a higher education institution (hereafter HEI). With the ever-evolving information technology, it is of utmost importance that the necessary controls be implemented. A sample of 18 Oracle system users from the HEI finance expenditure department and HEI independent external auditors is surveyed and the results of the survey are used to provide advice to organisational management on measures that should be implemented to ensure smooth systems implementation and post-implementation results. The empirical study indicates that the HEI had adequate measures and controls in place to ensure that the ERP implementation runs smoothly and threats are avoided, resulting in a successful implementation for competitive advantage in HEI.

The objective of an independent audit of financial statements is to express an opinion on the fair presentation of the financial statements. The auditor should obtain sufficient audit evidence to enable him to draw conclusions to support the content of his report. The auditor should obtain an understanding of the entity's accounting system and related internal controls to assess their adequacy as a basis for the preparation of financial information and to assist in the designing of his audit procedures. If the auditor intends to rely on any internal controls, he should study and evaluate those controls. If a database system is used, it is logical that all the financial data reside in the database. In order for an auditor to express an opinion on the financial statements, he has to determine to what extent he can rely on the integrity of the financial data that resides in the database. The objective of this research was to identify the risks and controls present in a general database environment as well as those present in the Oracle? database management system environment, to develop a comparison table between these environments and to develop an Oracle? internal control questionnaire.

“It’s really just complete gibberish,” seethed Larry Ellison when asked about the cloud at a financial analysts’ conference in September 2008. “When is this idiocy going to stop?” By March 2009 the Oracle CEO had answered his own question, in a manner of speaking: in an earnings call to investors, Ellison brazenly peddled Oracle’s own forthcoming software as “cloud-computing ready.” Ellison’s capitulation was inevitable. The cloud is ubiquitous, the catchiest online metaphor since Tim Berners-Lee proposed “a way to link and access information of various kinds” at the European Organization for Nuclear Research (CERN) in 1990 and dubbed his creation the WorldWideWeb. In fact while many specific definitions of cloud computing have been advanced by companies seeking to capitalize on the cloud’s popularity—Dell even attempted to trademark the term, unsuccessfully—the cloud has most broadly come to stand for the web, a metaphor for a metaphor reminding us of how unfathomable our era’s signal invention has become. When Berners-Lee conceived the web his ideas were anything but cloudy. His inspiration was hypertext, developed by the computer pioneer Ted Nelson in the 1960s as a means of explicitly linking wide-ranging information in a nonhierarchical way. Nelson envisioned a “docuverse” which he described as “a unified environment available to everyone providing access to this whole space.” In 1980 Berners-Lee implemented this idea in a rudimentary way with a program called Enquire, which he used to cross-reference the software in CERN’s Proton Synchrotron control room. Over the following decade, machines such as the Proton Synchrotron threatened to swamp CERN with scientific data. Looking forward to the Large Hadron Collider, physicists began voicing concern about how they’d ever process their experiments, let alone productively share results with colleagues. Berners-Lee reckoned that, given wide enough implementation, hypertext might rescue them. He submitted a proposal in March 1989 for an “information mesh” accessible to the several thousand CERN employees. “Vague, but interesting,” his boss replied. Adequately encouraged, Berners-Lee spent the next year and a half struggling to refine his idea, and also to find a suitable name.

Blockchain based systems allow various kinds of financial transactions to be executed in a decentralized manner. However, these systems often rely on a trusted third party (oracle) to get correct information about the real-world events, which trigger the financial transactions. In this paper, we identify two biggest challenges in building decentralized, trustless and transparent oracles. The first challenge is acquiring correct information about the real-world events without relying on a trusted information provider. We show how a peer-consistency incentive mechanism can be used to acquire truthful information from an untrusted and self-interested crowd, even when the crowd has outside incentives to provide wrong informations. The second is a system design and implementation challenge. For the first time, we show how to implement a trustless and transparent oracle in Ethereum. We discuss various non-trivial issues that arise in implementing peer-consistency mechanisms in Ethereum, suggest several optimizations to reduce gas cost and provide empirical analysis.

Abstract:
The scope of this study is application of economic regulation of water use in the urban area of Central Development Region from Republic of Moldova. The main objectives of studies are: 1) the analysis of the costs and tariffs of the water supply and sanitation services; 3) the cost recovery instruments of water use; 4) evaluation of financial performance of water supply companies; 5) elaboration of recommendations for reforming of economic mechanism for sustainable use of water resources.

Abstract:
The creation and subsequent access to accurate information is widely accepted as a vital component of a national radioactive waste management strategy. Information on the origin and quantity of the waste together with its physical, chemical and radiological characteristics provides a catalyst for sound and transparent decision making. This information will originate from a number of potentially disparate sources, including material manufacturers, facility operators, waste producers, Government and Non-Government organisations and regulators. The challenge to those with a role in information management in further increased by the fact that much of the information created is required to support activities, not only in the immediate future, but also in the longer-term — typically many decades or even centuries. The International Atomic Energy Agency (IAEA) has published a number of guidance documents under the Safety Series, one of which makes direct reference to information management. The document [1] is intended to assist Member States in the development of a national system for radioactive waste management and identifies the key responsibilities and essential features of such a system. The following statement appears in Section 5: “The regulatory body, the waste generators and the operators of radioactive waste management facilities should maintain documentation and records consistent with the legal requirements and their own needs.” An essential requirement of these ‘documents and records’ is that they should be “...kept in a condition that will enable them to be consulted and understood later by people different from, and possibly without reference to, those who generated the records ...” The scope of the documentation and records to be kept will be wide ranging but will include “...an inventory of radioactive waste, including origin, location, physical and chemical characteristics, and, as appropriate a record of radioactive waste removed or discharged from a facility”, and “site plans, engineering drawings, specifications and process descriptions ... radioactive waste package identification ...”. It is has long been recognised in the United Kingdom that the management of radioactive waste will require the assembly and secure retention of a diversity of records and data. This information will be needed to inform the strategic decision making process, thus contributing to the future safe, environmentally sound and publicly acceptable management of radioactive waste. In the meantime it will also service the nation’s international commitments. When the planning application for a Rock Characterisation Facility (RCF) was refused and the subsequent Nirex appeal rejected in 1997, it was recognised that transfer of waste to a national repository was ulikely to take place for many decades. The long-term preservation of information by the waste management organisations thus became an issue. Since this time, the UK nuclear industry, including the waste producers, regulators and other Government Departments have worked together to develop a common information management system that is now being implemented. It is based on an Oracle database and is supported by ‘electronic tools’ designed to facilitate entry and retrieval of data in a common format. Long-term access to these data underpins many aspects of the system design. Designing such a system and seeing through its development has been a challenge for all those involved. However, as the project nears the completion of the development phase, it is clear there are several benefits in this approach. These include a sharing of best practice, shared development costs, an improved understanding of the needs of all parties, and the use of a common platform and tools. The ‘partnership approach’ between waste management organisations, Government departments and regulators will also reduce the likelihood of future surprises or conflicts of interest. Industry-wide co-operation also provides a greater degree of confidence that the system will continue to enjoy technical and financial support for the foreseeable future. The British Radwaste Information Management System (BRIMS) is supported by the principal waste producers, the Department for Environment, Food and Rural Affairs (DEFRA), the Nuclear Installations Inspectorate (NII) and United Kingdom Nirex Limited (Nirex). All organisations that have participated in its development over the past seven years have free access to it and may use it as part of their waste management strategy.

In Latvia, de-institutionalization is gradually taking place, which is envisaged in the European Social Development Plan at the level of public policy. In Latvia, the non-governmental sector (NGO) sector is largely dependent on external funding. In addition, competition for external financing is increasing. One of the solutions to reduce the effect of external financing is to engage in economic activity. Social entrepreneurship is becoming increasingly popular in Latvia - a business model that allows economic activities to be carried out without losing the mission, goals and social impact of NGOs. Social entrepreneurship is a way of effectively addressing the concerns of different groups at risk of social exclusion, which can have a positive long-term impact on the development of both the city and society itself. Social entrepreneurship has the potential to solve various social problems, thus facilitating municipal work and reducing municipal budget expenditures. For municipalities, social enterprises are a tool for solving social problems, which allows them to solve social problems in the municipalities by using a trans-regional approach, without taking risks on investments, failure, changes in market demand. The aim of the study is to create scenarios for the development of NGO activities, using the example of Association “Oranzais stars” (Orange Ray). Main research methods used: monographic method, strategic analysis and planning methods - PEST, SWOT, VRIO matrix, scenario method. The main result of the methods applied in the thesis is the development of a suitable and sustainable business model as the society moves towards the implementation of social entrepreneurship.

Introduction : Devenue incontournable de nos jours pour la réhabilitation de patients présentant des édentements unitaires, partiels ou totaux, la chirurgie implantaire a connu ces dernières années de nombreuses évolutions. Même si les mesures radiographiques et l'analyse des modèles d'étude physiques sont toujours les ressources les plus utilisées par les praticiens pour recueillir les différentes données nécessaires à la prise en charge du patient, la révolution numérique et l'avènement de l'impression en trois dimensions (3D) ont récemment beaucoup fait évoluer les pratiques et offrent de nouveaux horizons. C'est dans cet esprit qu'une chaine méthodologique complétement numérique a été mise en place pour la création de guides chirurgicaux implantaires à l'aide d'une imprimante 3D. OBSERVATION : L'auteur évoquera les différents éléments utilisés dans le service nécessaires à la mise en place de cette chaine digitale (Cone Beam, caméra d'empreintes optiques intra-orale, logiciel de planification, imprimante 3D) avant de présenter différents cas réalisés à l'aide de celle-ci. DISCUSSION : L'utilisation d'une telle chaine dans un service hospitalier n'est pas simple et son impact difficile à évaluer. L'auteur reviendra donc dans un premier temps sur les différents problèmes rencontrés lors de la création des différents guides chirurgicaux (un point sera notamment fait sur la législation concernant l'utilisation de ces guides imprimés en 3D dans et par un établissement hospitalier). Dans un second temps, on évaluera également l'intérêt de se doter d'une telle chaine numérique : l'intérêt financier (pour l'hôpital mais aussi pour le patient), le temps imparti à la prise en charge du patient (nombre et durée des consultations, temps dédié à la planification implantaire), et l'intérêt chirurgical (notamment l'évaluation de la précision de la thérapeutique implantaire). CONCLUSION : Les nouvelles technologies font évoluer nos pratiques. Si elles nécessitent initialement un investissement financier et humain important (temps d'adaptation, courbe d'apprentissage ), elles permettent à terme et utilisées dans de bonnes indications de faciliter et d'améliorer la prise en charge des patients.

Abstract:
In preparation for the development of a standard anticoagulation protocol and as part of a quality assurance programme, a retrospective analysis of anticoagulation therapy in a teaching hospital was undertaken. The results of this audit were compared to the results of other workers who have previously emphasized controversial areas of anticoagulation therapy and potential benefits of a standard anticoagulation protocol.Charts from seventy-nine patients with a diagnosis of venous thrombosis were analyzed. Fifty-five percent of the patients were at increased risk of bleeding and forty-five percent had an extensive proximal vein thrombosis, but not apparent consideration of a heparin dose adjustment was noted. Patients received heparin for an average 9.7 days, with concomitant coumadin therapy for an average 4.8 days. Patients on heparin were over/ or undercoagulated on average 5.4 days and ninety-four percent of patients on coumadin had a PT (rabbit brain) greater than 18 seconds for at least one day. Sixty percent of patients had their dose changes noted in a tabular form for easy reference. Less than fifty percent had their hemoglobin or platelet counts followed while on heparin. The APTT and TCT are used to follow heparin therapy and discrepant results were noted in thirty-three percent. All patients' discrepancies were investigated automatically by the coagulation laboratory. Less than thirty percent of patients received formal teaching from the clinical pharmacist concerning coumadin therapy.We feel that these results show a need for a standard protocol for heparin coumadin therapy. It has been shown that a standard protocol favourable chemical, financial and therapeutic benefits
