Abstract:
Orania zheae Adorador & Fernando, a new, slender-stemmed species is described from Samar Island, Philippines. The new combination Orania sibuyanensis (Becc.) Adorador & Fernando is also made, elevating this taxon from variety to species level. The latter species, endemic to Sibuyan Island, is segregated from Orania palindan (Blanco) Merr. (sensu Keim & Dransfield 2012). Both Orania zheae and Orania sibuyanensis are slender undergrowth palms with proportionately diminutive inflorescences borne on very slender peduncles and yellowish globose fruits. But the two species differ from each other in their habitat preferences, reproductive strategies, and in details of flower morphology. Complete descriptions with relevant notes are provided to these two taxa and a determination key to the five Philippine species of Orania is presented.

Abstract:
In 1991 a private town for Afrikaners was established on the bank of the Orange River, in the semi-desert of South Africa’s Northern Cape Province. As a deliberately Afrikaans, and thus white, community, the town’s aims and existence are controversial, but both its principles and practicalities are not unique. Endeavouring to build an Afrikaner homeland in multiracial South Africa seems incongruous, signalling a retreat from social heterogeneity as a fact of the contemporary world. It raises questions about what people do following a social, political and economic paradigm shift, and about what is occurring within a country with multiple and contradictory accounts of history and a traumatic recent past. It also means resisting the pressure to deal with the past, and therefore the present, in a certain way. Consequently, the frequent question of whether or not the town as an enterprise, or its residents, are racist, reveals instead a complex ordering of society. Life in Orania is filled with ordinary everyday activities of earning a living, raising and educating children, socialising, and practising religion in a town where Christian principles are explicit, each combining elements of intentionality and contingency. Once superficial similarity between residents can be taken for granted, the focus shifts to the differences between them, which rise and fall in importance, highlighting the circumstantial nature of group solidarity. This raises the question of what the differences within the community are, how deeply they reach, and where fundamental commonalities lie that prompt them to choose to build a future together. For the few hundred people involved in the enterprise, Orania is the only way they think they will have a recognisable future: they fear the demise of Afrikaners as an ethnic group through cultural assimilation or dispersal, emigration, and population decline. Their position of victimhood and vulnerability, shaped by the past, shapes their present actions in turn. Afrikaners’ interpretation of themselves as victims is easily supported by the popular historical narrative that Afrikaners have always struggled against outside authorities to be self-determining. This ethnographic study reveals that Orania is a concrete response to the fear that there may not be a place for Afrikaners in South Africa’s future, in the country to which they feel they belong and where their identity is rooted.

La complexite des conditions ecologiques de la plaine de l'habra (oranie), l'heterogeneite de la repartition des especes et des communautes halophiles de la zone, reparties suivant un double gradient de xericite et d'humidite le lourd impact de l'action antropique ont conduit a choisir une methode d'etude d'echantillonnage stratifiee de la vegetation. Cette plaine de 50000 ha est consideree comme une zone humide littorale de tres grande importance. Elle presente un interet ecologique remarquable. Elle est cernee par un long complexe dunaire cote mer et par une succession de djebels vers l'interieur. Les eaux de ruissellements d'un vaste bassin versant tendent a s'y accumuler, d'ou la presence ici de zones humides. Ce complexe hebergeait une avifaune aquatique, grace a la presence d'une vegetation specialisee composee essentiellement d'halophytes. L'intervention de l'homme se caracterise par une mise en valeur des terres situees au sud de la plaine et une canalisation du reseau hydrographique. On assiste alors a l'emergence d'un processus de degradation qui pourrait compromettre a jamais le retour de la plaine a ses aspects d'avant la mise en valeur. Cette etude constitue a la fois une synthese des actions de l'homme et une analyse des reactions des facteurs naturels pouvant expliquer la dynamique des complexes de vegetation. Parmi les facteurs contraignants etudies, les caracteristiques pedologiques ont fait l'objet d'analyses approfondies prenant en compte la granulometrie, le calcaire actif, la matiere organique, les cations echangeables, les cations solubles, et les anions, ainsi que les parametres physiques. Abstract:
Research has shown that the oral health of Māori is far worse than non-Māori across all age groups. The objective of this research study was to assess the dental wellbeing of 5-year olds with a specific focus on Māori children currently residing in the Hamilton City region. In addition, this research focused on the impact that social, economic, cultural and environmental factors have on oral health. A total of 32 participants were invited to take part in this research: 15 5-year-old children from three selected schools, 15 (of the children's) caregivers and 2 dental therapists who work in the Hamilton City region. The findings indicated that overall Māori children and children of lower socio-economic status had a much higher prevalence of dental caries (tooth decay) than non-Māori children and children of higher socio-economic status. A number of contributing factors were shown to be responsible for this disparity including the cultural inappropriateness of oral health services and resources, affordability, role-modelling, parental awareness and education, and the transient nature of families. It was found that no one strategy or intervention will achieve dramatic improvements in Māori oral health as a concerted effort is required by Local and Central Government, the Health Sector and Māori communities.

I miss the smell of orange blossoms, which used to flood the countryside. But as a city grows, the land surrounding it dies. You cannot roll down your windows anymore and smell the sweet scent dancing off the buds. You will however find impressive theme parks, factory-style chain stores and restaurants. If you look close enough, you'll also see disgruntled souls of a once naturally spectacular culture of people. Laid back like the sands of Florida's coast. But now there are bills, traffic, and IKEA. This collection of essays is an attempt to escape such an experience. To explain such an existence, and to explore an eschewal from the inevitable, retail therapy. Xanthomonas axonopodis, often known as citrus cankers, is a bacterial disease affecting most citrus species. Dead tissue forms, then slowly grows, and consumes, then kills the fruits of labor. Grapefruits are the most susceptible to the disease. There was an outbreak from 1910, to 1931. Another from 1986 to 1994, and rumors sprang less than a year later stating the canker was back. To solve most outbreaks, famers and officials just burn the trees to complete, and utter ash. In 2006, the USDA stated eradication of the disease was impossible. If this sounds like cancer, the trust me, you’re not crazy. Florida is known for its beaches, hospitality, and it’s citrus.

Cette thèse étudie le sémantisme du mot latin oratio, en appliquant les méthodes de l'analyse sémique et en utilisant les catégories de la pragmatique. Nom de la parole dont l'étymologie demeure peu sûre, oratio est d'abord expliqué par orare, qui signifie moins souvent "demander" à l'époque archaïque que "parler de manière argumentée", et qui peut être comparé au grec euchomai, "revendiquer avec éloquence". Ainsi, chez Plaute et Terence, oratio renvoie surtout à l'argumentation ; mais c'est aussi la manière de parler exprimant une disposition, caractérisant un rôle ou une position. Dans La Rhétorique à Hérennius et chez Cicéron, le "discours argumenté", qui correspond à logos, s'élargit à d'autres formes de la persuasion, intégrant les passions et l'action oratoire ; à partir de "manière de parler" se développe, dans la langue de la rhétorique et sous l'influence de lexis, le sens nouveau de "style, forme du discours", avec ses variantes "prose" et "phrase" (unité de style) ; enfin, de logos viennent les acceptions "énoncé" (unité de discours) et "langage", associé à ratio "raison". Par rapport à uerbum et à sermo, oratio définit une parole à la fois orientée vers l'action et inséparable de l'énonciation.

Günümüz modern zamanlarında iletişim ve enformasyon teknolojileri alanında yaşanan gelişmeler bireylerin duy- gu, düşünce ve bilgi paylaşımına olanak sağlayan yeni platformların oluşmasını sağlamıştır. İçerik üretiminin kullanıcılar tarafın etkileşimli olarak gerçekleştirildiği sosyal medya ortamı, eski yapı ve alışkanlıkların hızlı bir şekilde değişmesine sebep olmuştur. Bu dönüşüm sürecinin önde gelen yapılarından medya, siyasi yönelimleri etkileyen bir faktör haline gelmiştir. Siyasi aktörlerin siyasal eylem biçimleri, çağdaş koşullara uygun olarak hem resmi hem de gayri resmi bağlamlarda değişime uğramıştır. Klasik propaganda teknikleri ve geleneksel medya araçları yoluyla iletilen siyasi mesajlar yerini, yeni bir eğilim olarak “dijital propaganda ve çevrimiçi siyaset” dönemine bırakmıştır. Araştırmada odak nokta, yeni medya teknolojilerinin toplumda yarattığı siyasal tutum ve davranışlar üzerindeki etkilerini belirlemektir. Bu çalışmada, 24 Haziran 2018 tarihli cumhurbaşkanlığı seçimine kadar adaylar arasında Twitter kullanımında en yüksek orana sahip olan İYİ Parti lideri Meral Akşener ile mec- rayı en az oranda kullanan Adalet ve Kalkınma Partisi’nin adayı Recep Tayyip Erdoğan’ın seçim kampanyaları kapsamında sosyal medya kullanımları Twitter örneği üzerinden incelenmiştir. Adaylık başvurularının sona erdiği 5 Mayıs 2018 ile seçim sonuçlarının açıklandığı 25 Haziran 2018 tarihi arasında, Akşener ve Erdoğan tarafından paylaşılan tweetler işlevleri, türleri, içerikleri bakımından nicel bir analize tabi tutulmuş; adayların dijital iletişim stratejileri ve performansları grafik veriler üstünden karşılaştırmalı olarak değerlendirilmiştir.

Kurtuluş Savaşı’nın kazanılmasının ardından ülke yeni baştan dizayn edilmeye başlandı. Çağdaşlaşma kavramı içinde yapılan bu faaliyetler içinde eğitim ön planda gelmekteydi. Ülkenin geleceğinin güvence altına alınmasının eğitimli bireyler yetiştirmekten geçtiğini düşünen Cumhuriyet yönetimi, bu konuda önemli girişimlerde bulunmuştur. 3 Mart 1924 Tevhid-i Tedrisat Kanunu’yla tüm eğitim kurumları Milli Eğitim Bakanlığı’nın çatısı altında toplanmış ve eğitimöğretim faaliyetleri merkezi bir müfredata bağlanmıştır. 1928 yılında Latin Harfleri’nin kabul edilmesiyle birlikte okuma-yazma seferberliği başlatılmış ve bu amaçla Millet Mektepleri açılmıştır. Atatürk Dönemi’nde gerçekleştirilen tüm bu gelişmelerin ışığında, okuma-yazma ve okullaşma oranlarında hissedilir düzeyde gelişmeler yaşanmıştır. Türkiye genelinde tüm nüfus dikkate alındığında; 1927 yılında Arap harfleriyle okuma-yazma oranı %8,61’dir (erkek: %12,99; kadın: %3,67). Tahsil yaşına gelmemiş yedi yaşın altındaki nüfus dikkate alınmadığında bu oran %10,58’dir (erkek: 17,42; kadın: %4,63). Başka bir ifadeyle yaklaşık her beş kişiden yalnızca bir kişi okuma-yazma bilmektedir. 1935 yılı verilerine bakıldığında toplam nüfus içindeki okuma yazma oranı %15,3’dür (erkek: %23,3; kadın: %8,2) ve yedi yaş altı nüfus değerlendirme dışında tutulduğunda bu oran %25,3’dür (erkek: %31,3; kadın: %18,6). Bu rakamlardan anlaşıldığı kadarıyla; 1927-1935 döneminde okuma-yazma oranı yaklaşık 2-2,5 kat bir artış göstermiştir. Yedi ve üstü yaşta bu oran yaklaşık %139,1 olmuştur. Cinsiyet açısından bakıldığında erkek nüfusun okuma-yazma oranı yaklaşık %79,7 oranında artarken, kadınlarda yine yaklaşık %301,7 oranında bir artış göstermiştir. Kadın nüfusun okuma-yazma oranının erkeklere göre yaklaşık dört kat artmış olması Cumhuriyet yönetiminin kadınlara verdiği değer ve izlediği eğitim politikasıyla izah edilebilir. Okuma-yazma oranlarında yaşanılan yüksek artışın bir diğer nedeni de başta Millet Mektepleri olmak üzere Halkevleri, Türk Dil Kurumu vb. birçok kurumun yapmış olduğu özverili çalışmalar olmuştur. Bu çalışmada; 1927 ve 1935 yılı nüfus sayımı verilerine göre okuma-yazma bilen ve bilmeyen sayıları değerlendirilmiştir. Ayrıca Maarif Vekâleti’nin verilerine dayanılarak 1923-1935 döneminde Türkiye’de azınlıklara ve yabancılara ait okullar da dâhil olmak üzere okul, öğretmen ve öğrenci mevcutları (yabancı ülkelerde öğretim görenler de dikkate alınarak), öğretmenlerin mezuniyet durumları, okul türleri ve kütüphanelerdeki kitap ve okuyucu sayıları incelenerek bu dönemdeki öğretim faaliyetlerinin genel bir analizi yapılmaya çalışılmıştır. Bu amaçla öncelikle Maarif Vekâleti’nin 1923-1933 dönemi resmi istatistikleri incelenmiştir. Bununla beraber, Maarif Vekâleti’nin verileri tarihsel olarak süreklilik arz etmediği için 1923-1926 dönemine ait bazı veriler çalışmada değerlendirilememiş, 1934-1935 dönemiyle ilgili de hiçbir veriye ulaşılamamıştır. Ayrıca ilgili vekâlet tarafından kütüphanelerle ilgili veri girişi yapılmadığı için ancak 1931- 1932 dönemi verilerine ulaşıla bilinmiştir. Neticede çalışmada kullanılan ilk ve son tarihler dikkate alınarak çalışmanın dönemsel aralığı 1923-1935 olarak benimsenmiştir. Tüm verilerin anlaşılmasını etkin kılmak için tablo ve grafik yöntemine başvurularak ilgili veriler yorumlanmıştır.

From Diego de Vera to Juan Martín Zermeño: three centuries of alterations in the architecture of the old castle of Rosalcazar in Oran, AlgeriaThe ancient castle of Rosalcazar is a military architecture that is part of the Oran’s defensive system, in Algeria. His structure was built in the sixteenth century by Diego de Vera, and it reflects the approaches of the Spanish fortification of the reign of Ferdinand the Catholic. These constructions were increased with later alterations, until their consolidation during the term of the governor and engineer Juan Martín Zermeño. The architectural ensemble represented an interesting evolution of the Spanish fortification since the beginning of the sixteenth century until the middle of the eighteenth century, preserving each extension of the elements of the prior period that they are shown in the heritage ensemble of maximum interest.
