Abstract:
This thesis is divided into two studies which investigate two separate topics relating to waste management. The objective of the first study is to test the presence of convergence in recycling rates across local authorities in England over the last decade, 1998-2008. Understanding the distribution of recycling performance across municipalities and its dynamic nature is important for current policy evaluation and future policy decisions. Using various concepts of convergence, a comprehensive analysis of the distribution of recycling rates is provided. Spatial effects are taken into account in the process of convergence since the mechanisms for convergence, such as spillovers of technology or policy ideas, have a geographical dimension. The results indicate the presence of convergence over the whole period in a sense that poor-performing local authorities have the potential to increase recycling activities at a faster rate than initially better-performing authorities. However, with the more aggressive economic instruments in use after 2005, there seem to be two separate convergence clubs which implies convergence within groups but divergence between groups. The objective of the second study is to investigate public concern over landfill externalities by examining how real and perceived damage from landfill disposal affects the residential property market. Using data on the property sales and landfill sites in the City of Birmingham in 1997, the analysis highlights the presence of long-term impacts of landfill which endure even after site closure by examining external effects from inactive landfill sites as well as active sites. Furthermore, this study deals with a case where properties are simultaneously located near to multiple landfill sites. This issue should not be neglected in the study of a densely populated area like Birmingham. The results of hedonic price regressions reveal strong evidence of landfill impacts reducing property prices. The approach taken here also provides comprehensive estimates of disamenity effects of living near to landfill sites whilst exploring issues like wind direction, nonlinearity of landfill impacts over distance and differential impacts across landfills accepting different types of waste or possessing different age profiles. The results suggest distinctively different features of disamenity from active and historical landfill sites, particularly in their geographical limits.

Abstract:
This thesis is an examination of policy-making and practice in design education in England from 1837-1992. It takes a longue durée approach to the history of the development of design education to provide a new narrative which shows a pattern of recurring debates concerning the purpose of design education and how it should be taught. Using the curricula of furniture design courses at three art schools to illustrate the way policy was put into practice, this thesis argues that historical context is key to understanding why debates regarding the way designers should be trained for industry have recurred since 1837. Based on a wide variety of primary source material the thesis contributes to historiography by extending the scope of previous histories of art and design education, and also, for the first time, focuses solely on the development of design education, whilst acknowledging its place in the wider development of art and design education. Following the introduction, chapter two of this thesis examines the events which led to the 1835-6 Select Committee and argues that many of the issues raised during the Committee influenced the teaching of design education through the remainder of the nineteenth century; this is further demonstrated through chapter three. Charting the development of design education into the twentieth century through chapters four, five and six, this thesis shows that changing historical contexts, such as the development of industrial methods or wider changes in higher education, have also had an impact on design education. In the light of changing historical contexts, policy makers for design education have continually questioned what design students should be taught and how they should be taught, which accounts, in part, for the recurring nature of debates in design education.

This dissertation set out to analyse the interaction· between art and design and the civic culture of a particular period 1n the development of a British provincial city; to establish whether there were particular circumstances in the political and industrial evolution of Birmingham which enabled artists and designers to make a special contribution to their civic culture; to examine the role of individual artists, designers, poli ticians, patrons and officials, and the significance of three art institutions the Society of Artists, the School of Art, and the Art Gallery, in this process; to discover the effect of the visual expression of the municipal reforms in architecture, design and painting; and to explore the significance of the perceived status of artist and designer in the class structure of the town. As it emerged that the core of this analysis was a combination of the contribution of a number of outstanding individuals which included several leading artists, the common culture of a particular group united by the ideals of a "civic gospel~', and the role of the three art institutions, it seemed appropriate to adopt a narrative, historiographical method. The· dissertation traces the growth of the three art institutions and the contribution of a number of leading individuals from 1800 to 1914 and presents a case which argues that in the 1880's and 1890's, a significant group of artists and politicians in Birmingham were united by a deeply-held conviction that art and industry could combine with politics and morality to create a modern and radical cultural identity for their new city which could lay claim to the title of "perhaps the most artistic town in England." It concludes with an interpretation for the loss of this identity and a brief comparison with the situation in the 1980's and 1990's.

Abstract:
This chapter focuses on Elizabeth I’s statements about counsel that appeared in printed works (such as her Sententiae,published prayers and proclamations), public orations (especially to parliament) and confidential letters to princes and royal servants. It argues that Elizabeth adopted imperial, humanist and providential modes of counsel in fashioning herself as a virtuous and godly prince. She maintained that it was the ruler’s prerogative to choose their own councillors; that rulers had to apply wisdom and God’s help in discerning whose counsel was in the interests of the realm; and finally, that if monarchs consistently and wilfully took evil counsel, God would punish them by bringing disorder, war and defeat to their realms. Her rhetoric, moreover, mirrored her practice. Therefore, it was political, not constitutional, issues that divided Elizabeth from those privy councillors who complained that she did not follow their particular advice.

Public relations education in Bulgaria, England, Germany, Spain, and Italy, is considered together with a university that provides public relations education in Turkey. The conditions of undergraduate or graduate admission, objectives, and curricula of Public Relations Education in universities are discussed. Anadolu University in Turkey, St. Sofia in Bulgaria, Kliment Ohridski University, Birmingham City University in the England, Ludwig Maximilian University in Germany, Sevilla University in Spain, and Iulm Milan University in Italy are the subjects of Public Relations training. Finally, the universities were compared and evaluated with an interpretive perspective of their similarities and differences.
