BackgroundLong-term sustained improvement following implementation of hospital-wide quality and safety initiatives is not easily achieved. Comprehensive theoretical and practical understanding of how gained improvements can be sustained to benefit safe and high-quality care is needed. This review aimed to identify enabling and hindering factors and their contributions to improvement sustainability from hospital-wide change to enhance patient safety and quality.MethodsA systematic scoping review method was used. Searched were peer-reviewed published records on PubMed, Scopus, World of Science, CINAHL, Health Business Elite, Health Policy Reference Centre and Cochrane Library and grey literature. Review inclusion criteria included contemporary (2010 and onwards), empirical factors to improvement sustainability evaluated after the active implementation, hospital(s) based in the western Organisation for Economic Co-operation and Development countries. Numerical and thematic analyses were undertaken.Results17 peer-reviewed papers were reviewed. Improvement and implementation approaches were predominantly adopted to guide change. Less than 6 in 10 (53%) of reviewed papers included a guiding framework/model, none with a demonstrated focus on improvement sustainability. With an evaluation time point of 4.3 years on average, 62 factors to improvement sustainability were identified and emerged into three overarching themes: People, Process and Organisational Environment. These entailed, as subthemes, actors and their roles; planning, execution and maintenance of change; and internal contexts that enabled sustainability. Well-coordinated change delivery, customised local integration and continued change effort were three most critical elements. Mechanisms between identified factors emerged in the forms of Influence and Action towards sustained improvement.ConclusionsThe findings map contemporary empirical factors and their mechanisms towards change sustainability from a hospital-wide initiative to improve patient safety and quality. The identified factors and mechanisms extend current theoretical and empirical knowledgebases of sustaining improvement particularly with those beyond the active implementation. The provided conceptual framework offers an empirically evidenced and actionable guide to assist sustainable organisational change in hospital settings.

Abstract:
This article seeks to review the Australian healthcare system and compare it to similar systems in other countries to highlight the main issues and problems. A literature search for articles relating to the Australian and other developed countries’ healthcare systems was conducted by using Google and the library of Victoria University, Melbourne. Data from the websites of the Commonwealth of Australia, the Australian Institute of Health and Welfare, the Australian Productivity Commission, the Organisation for Economic Co-operation and Development and the World Bank have also been used. Although care within the Australian healthcare system is among the best in the world, there is a need to change the paradigm currently being used to measure the outcomes and allocate resources. The Australian healthcare system is potentially dealing with two main problems: (a) resource allocation, and (b) performance and patient outcomes improvements. An interdisciplinary research approach in the areas of performance measurement, quality and patient outcomes improvement could be adopted to discover new insights, by using the policy implementation error/efficiency and bureaucratic capacity. Hospital managers, executives and healthcare management practitioners could use an interdisciplinary approach to design new performance measurement models, in which financial performance, quality, healthcare and patient outcomes are blended in, for resource allocation and performance improvement. This article recommends that public policy implementation error and the bureaucratic capacity models be applied to healthcare to optimise the outcomes for the healthcare system in Australia. In addition, it highlights the need for evaluation of the current reimbursement method, freedom of choice to patients and a regular scrutiny of the appropriateness of care.

IntroductionPrimary healthcare nurse practitioners (PHCNPs) practice in a wide range of clinical settings and with diverse patient populations. Several systematic reviews have examined outcomes of PHCNP roles. However, there is a lack of consistency in the definitions used for the PHCNP role across the reviews. The identification of indicators sensitive to PHCNP practice from the perspective of patients, providers and the healthcare system will allow researchers, clinicians and decision-makers to understand how these providers contribute to outcomes of care.Methods and analysisA review of systematic reviews is proposed to describe the current state of knowledge about indicators sensitive to PHCNP practice using recognised role definitions. Outcomes of interest include any outcome indicator measuring the effectiveness of PHCNPs. We will limit our search to 2010 onwards to capture the most up-to-date trends. The following electronic databases will be searched: Allied and Complementary Medicine Database, Cumulative Index to Nursing and Allied Health Literature, Cochrane Library Database of Systematic Reviews and Controlled Trials Register, Database of Abstracts of Reviews of Effects, EMBASE, Global Health, Health Economics Evaluation Database, Health Evidence, HealthStar, Health Systems Evidence, Joanna Briggs Institute, Medline, PDQ-Evidence, PubMed and Web of Science. The search strategies will be reviewed by an academic librarian. Reference lists of all relevant publications will be reviewed. Grey literature will be searched from 2010 onwards, and will include: CADTH Information Services, CADTH’s Grey Matters tool, OpenGrey, Organisation for Economic Co-operation and Development, ProQuest Dissertation and Theses and WHO. The PROSPERO International Prospective Register of Systematic Reviews will be searched to identify registered review protocols. The review protocol was developed using Preferred Reporting Items for Systematic Review and Meta-Analysis Protocols recommendations. A narrative synthesis will be used to summarise study findings.Ethics and disseminationNo ethical approval is required for the study. The data used in the study will be abstracted from published systematic reviews. En el mundo actual, los países se han visto inmersos en una realidad que hasta hace poco les era completamente ajena: tener que competir para captar inversiones. Efectivamente, la gran mayoría de las naciones en vías de desarrollo, y varias naciones desarrolladas tienen políticas explícitamente diseñadas para captar la inversión extranjera, con condiciones beneficiosas para los inversionistas. Dentro de los elementos tenidos en cuenta por un inversionista para invertir en un país determinado, el componente tributario tiene una relevancia fundamental. Tanto es así, que se ha originado un fenómeno que algunos han dado en llamar “competencia fiscal” - que pasaremos a analizar en seguida - y que tiene una serie de implicancias fundamentales para los sistemas tributarios de los países involucrados. Una particular faceta de este fenómeno son los paraísos fiscales, los que gracias a los avances de la tecnología y la creciente liberalización de la economía han cobrado particular relevancia en los últimos años. Tanto es así, que diversos organismos multinacionales han comenzado a prestar atención a estos – generalmente – pequeños países que en el pasado eran vistos como lugares de una importancia ínfima. Así, el GAFI se ha enfocado en la criminalidad que a veces se manifiesta en estos lugares, como el lavado de los dineros del narcotráfico y la red de financiamiento del terrorismo internacional, y el Fondo Monetario Internacional, por su parte, creó el Foro de Estabilidad Financiera para – entre otras cosas - revisar el riesgo que revisten estos lugares para el sistema financiero mundial. También han recibido la atención de expertos del Banco Mundial y de las Naciones Unidas, y por ciertos de los encargados de elaborar normas tributarias de diversas naciones, entre ellas Chile. El presente trabajo pretende analizar la faceta puramente tributaria del asunto, manifestado en la pérdida de recaudación argüida por diversas naciones del mundo, y más específicamente, en el trabajo que ha realizado la Organización para la Cooperación y el Desarrollo Económico (OCDE). El trabajo de dicha organización se ha estimado como uno de los más gravitantes en lo que se refiere a la regulación de la actividad de los paraísos tributarios, y sus recomendaciones son escuchadas por los legisladores de los más diversos países del mundo, entre ellos Chile. Durante el curso de este trabajo se analizará si el fenómeno es beneficioso o perjudicial, para lo cual primeramente se determinará el marco teórico de análisis. Luego se detallará lo hecho por la OCDE en la materia, con las críticas planteadas por sus detractores, y los argumentos esgrimidos por sus partidarios. Después se analizará la legislación nacional con respecto a los paraísos tributarios, para pasar a formular conclusiones respecto de los temas revisados.

Abstract:
The world’s economy has shifted and evolved in such a manner that embraces and largely relies on the use and application of technology. This imputes a duty on each country and the worldwide regulatory bodies to implement legislative measures which are designed to control the digital implications of the economy and ensure equal applications of such regulations. In order to effectively regulate the advent of the digital economic system, the world’s recognised international regulatory body has proposed a number of solutions relating to the taxation of digital economic activities. These solutions are to be applied and adopted to countries that voluntarily undertake to be bound by them. This raises a number of concerns relating to the uniformity of tax regulations internationally, as well as the resolution of tax disputes that may arise from lack of uniform interpretation of the concerned regulations. This dissertation analyses the proposed solutions to digital taxation by the OECD, paying attention to the responses to those solutions from the EU and SADC region with a particular focus on South Africa. It also explores dispute resolution mechanisms proposed by the OECD in their application to digital taxation and the digital economy. These are intended to ascertain the potential effectiveness of the solutions in a world that does not have a set international tax adjudicating body and/or tax authority. The SADC has thus far made no attempt to address the implications of digital taxation which raises concerns as it is a recognised fact that African countries’ economies are largely reliant on taxes. As such, focus is paid to any other solutions that may assist the SADC region in order to propose solutions that can be of benefit to its member countries.

Abstract:
New Public Management (NPM) – a global administrative discourse – has been controversial in its intentions, implications, and outcomes. It has been the focus of lively academic, political, and public debate, and has been subjected to extensive academic scrutiny over the last few decades. However, 'spatial analyses' of its global–national political implications remain underdeveloped. Thus, the purpose of the present thesis is to investigate the spatial politics of NPM as a global hegemonic discourse, by exploring its emergence, evolution, and current role in the dynamics of global capitalism and governance. The work examines the processes, technologies, and techniques through which governable spaces of governance have been constructed by NPM discourse. In terms of methodology, a critical discourse analysis is undertaken here of OECD annual reports from 1978 to 2011, as well as other OECD 'texts' that propagate NPM discourse. In terms of theory, the thesis draws on Foucault's notions of governmentality, disciplinary power, biopolitics, and heterotopia. The thesis concludes that NPM discourse creates a heterotopian textual space. It constructs a transnational governing space that is biopolitically governed through the exercise of specific heterotopic practices. Through the deployment of NPM discourse, neoliberal subjects have been constructed, and neoliberal governmentality has become transnational. This has transpired because NPM discourse operates as an interplay between heterotopias of deviation and heterotopias of compensation. Using a set of textual practices of compensation and deviation, NPM (re)constructs a utopia of neoliberalism, where NPM deviates and compensates not only national governments and their populations but also individual public organisations at the national and transnational levels. Through such deviation and compensation strategies, neoliberalism is perpetually (re)produced as an ideal type. To this end, various institutional technologies and techniques of differentiation, surveillance, and compensation/normalisation are deployed.

Abstract:
The continued growth of world commerce has led to the advance of the permanent establishment principles. These principles are, however, constantly challenged by the developments of e-commerce. This thesis considers the taxing of a permanent establishment and the influence of e-commerce on the concept of a permanent establishment. In 2000, the Organisation for Economic Co-operation and Development (“OECD”) developed and introduced guidelines on how to deal with e-commerce in the context of a permanent establishment. Since the OECD guidelines on e-commerce were issued, the permanent establishment principles have come under further scrutiny. The latest development came about in 2013 with the release of the Base Erosion and Profit Shifting (“BEPS”) Action Plan. This Action Plan addresses the intention of the OECD to deal with the taxing of the digital economy. With the development of e-commerce and the result of e-commerce creating intangible boundaries between countries, the concept of a virtual permanent establishment has emerged. This has resulted in the need to tax a presence of an enterprise in a jurisdiction where no actual physical connection can be established. Various authors have made suggestions on how to ensure that an economy in which business is being carried on is correctly compensated for in the form of taxes. The source of income is the driving force for the imposition of taxation today. The main goal of this thesis was to explore the alignment of the concepts of a permanent establishment and e-commerce in the digital economy. This study therefore examined the concepts of both permanent establishments and e-commerce, and explored authors’ views and suggestions on how to deal with the inter-related effects of these two concepts. The relevant Action Points in the OECD Action Plan were also considered.

Abstract:
Regulatory Impact Analyses (RIA) are carried out in order to determine how a project or regulation affects the economy, society and environment. Traditionally, RIAs are carried out through cost benefit assessments and by monetizing different variables in order to assist policymakers with their decision. The main disadvantage of it, is that highly relevant social and environmental factors are difficult to quantify, thus providing weak or "incomplete" support to policy-makers in their final decision and enabling long-term consequences. An option to improving RIAs, is by taking into account such factors with the introduction of Sustainable Development (SD) concerns early in the decision making process. This is a trend that has been gaining more momentum and support, especially in OECD and EU members. The shift towards the inclusion of such concerns at a regulatory and legislative level nonetheless still presents itself to be a challenge and has wide room for improvements. On this research, four different countries and the European Union are analyzed and compared, presenting their current RIA practices and how much they take into account sustainability concerns with the intent on showing where can they be improved and better included.

Abstract:
Linder theory is one of the main theories of the international trade based on the demand side. It implies that the countries with similar demand structures trade more intensely with one another. This study presents empirical evidence in support of the Linder theory of international trade for selected OECD Countries. In order to analyze the validity of Linder hypothesis for these countries, Panel Tobit approach has been employed using the annual data for the period 2001-2005. The empirical results provide evidence supporting the panel tobit model in terms of applicability and robustness. The results of the study also show some insights in support of the Linder hypothesis for OECD Countries.

Established in 2002 as a three-year multilateral cooperation in the collection and analysis of data relating to pipe failure events, the OPDE project currently is supported by eighteen organizations from twelve member countries of the Nuclear Energy Agency of the Organisation for Economic Co-operation and Development (OECD-NEA). Objectives of the OPDE are to collect and analyze pipe failure data to promote a better understanding of underlying causes of failure, observed and potential impact on plant operations and safety, and prevention. The data analysis includes characterization of pipe failure events by reliability attributes and influence factors to facilitate the estimation of piping reliability parameters. With emphasis on data validity and quality, during the first year of operation a coding format has been developed to ensure consistent interpretation and applications. This paper represents an abbreviated 2003 status report and an overview of the project organization and objectives.

Thema probandi naslovnega prispevka je raziskava pravne regulacije ter sedanje in prihodnje implementacije ciljev trajnostnega razvoja v povezavi z elementi varnosti v lokalnih skupnostih. V prispevku smo pregledali relevantno domačo in tujo znanstveno in strokovno literaturo ter polemizirali s stališči drugih vidnih avtorjev s področja obravnave. Prispevek je postavljen v kontekst sprejetih 17 ciljev Organizacije združenih narodov (OZN) na področju trajnostnega razvoja. V prispevku je v analizi in sintezi predstavljena politična odgovornost občinskih javnih funkcionarjev za pravno urejanje in implementacijo ciljev lokalnega trajnostnega razvoja na področju varnosti. Prispevek temelji na gramatikalni in dogmatični razlagi veljavnih notranjih pravnih predpisov Republike Slovenije, mednarodno pravnih konvencij OZN in Organizacije za gospodarsko sodelovanje in razvoj (ang. Organisation for Economic Co-operation and Development – OECD) ter izbranih uredb in direktiv Evropske unije na področju sedanje in prihodnje pravne ureditve trajnostnega razvoja. Analizirali smo tudi komparativno ureditev v Veliki Britaniji in na Irskem. Za raziskavo smo poleg komparativne analize uporabili pravno-analitično metodo opisa sedanje ureditve (metoda de lege lata) in pravno sintezo morebitne prihodnje slovenske ureditve (metoda de lege ferenda). V sklepnem delu prispevka smo predlagali nekatere novosti na področju normativne dejavnosti lokalnih skupnosti, ki bi lahko prispevale k učinkovitejši implementaciji ciljev trajnostnega razvoja.

Abstract:
Between 1980 and 1997, municipal waste in OECD (Organisation for Economic Co-operation and Development) countries increased by around 40%. The European Union has responded by introducing legislation on extended producer responsibility (EPR). This paper further explains the context of this new legislation and describes, compares and then contrasts the four alternative strategies to reducing end-of-life waste: namely repairing, reconditioning, remanufacturing or recycling. It also introduces a more robust definition of remanufacturing, validated by earlier research, which differentiates it from repair and reconditioning. From a consideration of the different factors involved, it concludes that remanufacturing may often be a strong strategy. This is based on the fact that it preserves both the embodied energy of virgin production (thus reducing the environmental impact) and the intrinsic “value adding” process of the producer (thus increasing the manufacturer’s profitability). As a result, this new environmental policy is likely to lead to significant increases in remanufacturing as an end-of-life strategy in the European Union. However, effective end-of life strategies are dictated by product characteristics and therefore vary from product to product (Rose et al, 1998). Thus further research is required to compare and contrast the effectiveness of remanufacturing and alternative end-of-life strategy for particular product types.

Student high achievement in different countries are the main topic in every Organisation for Economic Co-operation and Development (OECD) Programme for International Student Assessment’s (PISA), International Association for the Evaluation of Educational Achievement (IEA) Progress in International Reading Literacy Study (PIRLS), IEA Trends in International Mathematics and Science Study (TIMSS) testing cycles. Increasingly relevant for many countries becomes the high achievement for their students in order to be able to provide high quality education and to be able to prepare students for their future studies in high-level competence. The aim of the research is to analyse national education and learning systems, standards and curriculums, teachers’ recruitment, teachers’ induction and the autonomy over classroom activities, including teaching methods teachers use in the classroom, how they plan and prepare lessons, in order to identify possible factors that could affect Latvian learners achievement by comparing countries who have higher student achievement than Latvian students or have the same achievement level or situation in OECD PISA, IEA TIMSS and IEA PIRLS surveys. In the analysis it is taken into account that in Latvia the approach of the competencies in the content of studies is only gradually introduced since 2021, it will be possible to fully compare results of Latvia with high-achieving countries only at the next research cycles.

The U.S. Department of Energy Office of Nuclear Energy (DOE-NE), Office of Fuel Cycle Technologies (OFCT) has established the Used Fuel Disposition Campaign (UFDC) to conduct research and development (R&D) activities related to storage, transportation and disposal of used nuclear fuel (UNF) and high level radioactive waste (HLW). The U.S. has, in accordance with the U.S. Nuclear Waste Policy Act (as amended), focused efforts for the past twenty-plus years on disposing of UNF and HLW in a geologic repository at Yucca Mountain, Nevada. The recent decision by the U.S. DOE to no longer pursue the development of that repository has necessitated investigating alternative concepts for the disposal of UNF and HLW that exists today and that could be generated under future fuel cycles. The disposal of UNF and HLW in a range of geologic media has been investigated internationally. Considerable progress has been made by in the U.S and other nations, but gaps in knowledge still exist. The U.S. national laboratories have participated in these programs and have conducted R&D related to these issues to a limited extent. However, a comprehensive R&D program investigating a variety of storage, geologic media, and disposal concepts has not been a part of the U.S. waste management program since the mid 1980s because of its focus on the Yucca Mountain site. Such a comprehensive R&D program is being developed and executed in the UFDC using a systematic approach to identify potential R&D opportunities. This paper describes the process used by the UFDC to identify and prioritize R&D opportunities. The U.S. DOE has cooperated and collaborated with other countries in many different “arenas” including the Nuclear Energy Agency (NEA) within the Organisation for Economic Co-operation and Development (OECD), the International Atomic Energy Agency (IAEA), and through bilateral agreements with other countries. These international activities benefited the DOE through the acquisition and exchange of information, database development, and peer reviews by experts from other countries. Recognizing that programs in other countries have made significant advances in understanding a wide range of geologic environments, the UFDC has developed a strategy for continued, and expanded, international collaboration. This paper also describes this strategy.

This requires a national indicator to gauge the progress and level of the country’s modernization drive. This working paper provides an indicator that assesses the progress in the PRC’s modernization journey, and applies this modernization indicator—structured on thematic categories, subcategories, and intersection—to the PRC’s performance, which is then compared with countries of the Organisation for Economic Co-operation and Development and the G20. The paper also examines four major policy implications of this modernization for the PRC, which will be more durable and successful if coupled with effective division of labor and synergy with stakeholders.

Large development intervention programmes termed ‘marine economy’ or ‘blue economy’ are in their early stages and do not yet have results on effectiveness. Reports on the effectiveness of activities which could be considered under the blue economy umbrella were identified although more general reports of success than specific evidence. The World Bank programme, Problue, is a multi-donor trust fund aiming to achieve sustainable economic development in healthy oceans. The latest annual review of the programme lists achievements in terms of number of activities, proposals accepted, and beneficiaries. Effectiveness outcomes were not yet available. Progress has been made in developing frameworks and tools to assist governments to develop roadmaps. The Organisation for Economic Co-operation and Development (OECD) is undertaking a large number of activities in support of sustainable ocean economies which are also in early stages.

This document presents an analysis of the state of digital connectivity in Trinidad and Tobago and an action plan to close the existing gap between the countries of Latin America and the Caribbean and those of the Organisation for Economic Co-operation and Development. There is also a large gap within the country between urban, densely populated regions and rural, remote, or difficult-to-access regions. Among the impediments to closing the gap are: lack of investment in infrastructure in the most remote areas; limited bandwidth of citizens, institutions and companies that are far from this infrastructure; and lack of competition among internet companies. The government is making efforts in the areas of a universal service fund, spectrum management, and the formulation of the national ICT plan to improve access conditions in the country. Finally, the document estimates the investment gap in the region and in Trinidad and Tobago specifically.

Globally, studies show that women in the labor force are paid less, hold fewer senior positions and participate less in science, technology, engineering and mathematics (STEM) fields. A 2019 UNESCO report found that women represent only 29% of science R&D positions globally and are already 25% less likely than men to know how to leverage digital technology for basic uses. As the use and development of Artificial Intelligence (AI) continues to mature, its time to ask: What will tomorrows labor market look like for women? Are we effectively harnessing the power of AI to narrow gender equality gaps, or are we letting these gaps perpetuate, or even worse, widen? European societies need to increase the participation in work over the life course to support the provision of qualified labour and to meet the challenges for social security systems under the condition of their ageing populations. One of the key ambitions is to extend people’s working lives and to postpone labour market exit and retirement where possible. This requires informed policies, and the research programme EIWO – ‘Exclusion and Inequality in Late Working Life: Evidence for Policy Innovation towards Inclusive Extended Work and Sustainable Working Conditions in Sweden and Europe’ – aims to push the boundaries of knowledge about late working life and the potential of its inclusive and equal prolongation via a theoretically driven, gender-sensitive combination of multi-level perspectives. EIWO takes a life course approach on exclusion and inequality by security of tenure, quality of work, workplaces, and their consequences. It identifies life course policies, promoting lifelong learning processes and flexible adaptation to prolong working lives and to avoid increased exclusion and inequality. Moreover, it provides evidence for policies to ensure both individual, company and societal benefits from longer lives. To do so, EIWO orientates its analyses systematically to the macro-political contexts at the European Union level and to the policy goals expressed in the respective official statements, reports and plans. This report systematizes this ambitious approach. Relevant documents such as reports, green books and other publications of the European Commission (EC), the European Parliament (EP), the Organisation for Economic Co-operation and Development (OECD), as well as those of social partners and research institutions, have been systematically scanned and evaluated. In addition, relevant decisions of European summits have been considered. The selection of documents claims completeness regarding relevant and generally available publication, while relevance is defined from the point of view of EIWO’s interests. It is the aim of this report to provide a sound knowledge base for EIWO’s analyses and impact strategies and to contribute to the emerging research on the connection between population ageing and the European policies towards productivity, inclusiveness, equity, resilience and sustainability. This report aims to answer the following questions: How are EIWO’s conceptual classification and programme objectives reflected in the European Union’s policy programming? How can EIWO’s analyses and impact benefit from a reference to current EU policy considerations, and how does this focus support the outline of policy options and the formulating of possible proposals to Swedish and European stakeholders? The present report was written during early 2022; analyses were finalized in February 2022 and represent the status until this date.
