Full textLa pratique de la gouvernance collaborative dans l'urbanisme repose sur l'idée que les gouvernements, la société civile et les acteurs privés s'engagent dans un processus collectif d'élaboration des politiques publiques. Cependant, on en sait peu sur les mécanismes et les facteurs qui favorisent la dimension «collaborative» de la gouvernance collaborative et la manière dont elle se produit réellement. Bien que l'aspect délibératif et le rôle du médiateur soient identifiés comme des éléments clés de la gouvernance collaborative, le processus interactif/rétroactif demeure insaisissable. Comment les conditions contextuelles peuvent-elles faciliter ou empêcher la dimension interactive de la gouvernance collaborative? Cette recherche repose sur trois études de cas de processus de planification qui ont été réalisés à Curitiba, au Brésil, en 2004 et 2014, et à Montréal, au Canada, en 2014, lesquels ont entraîné l'adoption de trois plans de développement urbains. Le Plan directeur 2008 de Curitiba a été élaboré avec une participation limitée, restreinte aux organisations gouvernementales, aux universités et aux entreprises. En raison de l'évolution du cadre institutionnel de la planification à Curitiba, le Plan directeur 2014 a été développé dans un contexte plus démocratique, avec l'engagement de plusieurs acteurs et organisations gouvernementaux et non gouvernementaux. Avant l’enclenchement du processus de développement du Plan directeur de 2014, les pratiques démocratiques des politiques urbaines étaient inexistantes à Curitiba, et ce, tant en théorie qu’en pratique. À Montréal, le processus d’élaboration du Schéma d'aménagement et de développement de l'agglomération a débuté en 2014, dans un contexte où la consultation sur les problèmes locaux est une pratique courante depuis le milieu des années 1980. Bien que des efforts puissent être entrepris pour rendre un processus collaboratif, un processus de gouvernance est situé dans des histoires et des géographies spécifiques, et empreint des valeurs, des cultures, des normes et des comportements collectivement partagés, lesquels peuvent aider ou entraver l'émergence de pratiques démocratiques inclusives. Malgré les différences entre Curitiba et Montréal en ce qui a trait aux arrangements institutionnels, aux momentums suscités par les processus analysés, ainsi qu’aux cultures de planification et de gestion, les résultats de cette étude révèlent certains modèles d'interactions dans les processus de gouvernance liés à la persistance des institutions informelles, à la dépendance du sentier quant aux comportements, aux actions et aux idées, aux processus de cooptation et au message de communication en tant qu'outil politique et de planification. The practice of collaborative governance in urban planning is based on the idea that governments, civil society and private organizations are engaged in a collective public-policy-making process. However, little is known about the mechanisms and factors that are conducive to the “collaborative” dimension of collaborative governance and how it actually happens. Although the deliberative aspect and the role of the mediator are identified as key components of collaborative governance, the interactive/retroactive process remain elusive. How contextual conditions might facilitate or discourage the interactive dimension of collaborative governance? This research is based on three case studies of three planning processes that were carried out in Curitiba, Brazil, in 2004 and 2014, and in Montreal, Canada, in 2014, which resulted in the adoption of three urban plans. The 2004 Curitiba Master Plan was developed with limited participation, restricted to governmental organizations, universities and business sector. Because of a shift in the institutional arrangement of planning in Curitiba, the 2014 Curitiba Master Plan was developed within a more democratic framework, with the engagement of several governmental and non-governmental actors and organizations. The democratic practices of urban policies were theoretically and practically non-existent in Curitiba before the Master Plan development process was initiated in 2014. In Montreal, the Montreal urban agglomeration land use and development plan (SAD, in French) process started in 2014, in a context where consultation on local issues is common practice since the mid-1980s. Although efforts can be made to make a process collaborative, a governance process is situated in particular histories and geographies, and collectively shared values, cultures, norms and behaviors can help or hinder the emergence of inclusive democratic practices. Despite the differences between Curitiba and Montreal regarding the institutional arrangements, the momentum surrounding the analyzed processes and the cultures of urban planning and management, the findings of the study suggests some patterns of interactions in governance processes, which are related to the endurance of informal institutions, path dependence on ideas, behaviors and actions, co-optation processes, and to the communication message as a political and planning tool. Full textThe institutions of social security in Latin-American have presented serious problems, like IMSS in Mexico. The principal problems in these institutions are: lack of capability; the strong financial and actuarial imbalances; the increase of the unemployment; lack or delay in the payment quotas of the businessmen; the negative yields of the investments and the strong component of the management expenses. Under this context the IMSS has had to establish strategies to change its structure and organization form, which has allowed him to solve partially the problems. One of these strategies is the creation of the indirect subrogated service, keepership services that offers the Institute across private organizations. These subrogated keepership have received a model from the IMSS, which has had to be adapted according to its needs, due to the environment in which they work is different. Due to its hybrid nature some behaviors exist in its performers that haven't been reflected at all and have created problems in its organization. The interest in this investigation is to determine which is the nature of the hybrid organizations? Which is the process of model transference in this type of organizations? and to identify how this fact is reflected in the identity and the behavior of its performers. This will be helpful as a guideline for any organization that belongs to this kind of cases in order to improve the performance
Las instituciones de seguridad social latinoamericana han presentado serios problemas, como es el caso del IMSS en México. Dentro de los principales problemas se encuentran: la escasa cobertura; los fuertes desequilibrios financieros y actuariales; el aumento del desempleo; falta o retraso en el pago de cuotas de los empresarios; los rendimientos negativos de las inversiones y el fuerte componente de los gastos administrativos. Bajo este contexto el IMSS ha tenido que establecer estrategias de cambio en su estructura y forma de organización, lo que le ha permitido solucionar parcialmente sus problemas. Una de estas estrategias es la creación del servicio inidirecto subrogado, servicio de guarderías que otorga el Instituto, a través de organizaciones privadas. Estas guarderías subrogadas han recibido un modelo del IMSS, el cual ha tenido que ser adaptado a sus necesidades, debido a que el medio ambiente en el que ellas funcionan es diferente. Por su naturaleza híbrida existen comportamientos en sus actores que han sido poco reflexionados y que han originado problemas en su forma de organización. El interés en esta investigación es determinar cuál es la naturaleza de las organizaciones híbridas, cuál es el proceso de transferencia de modelos en este tipo de organizaciones e identificar cómo se refleja este hecho en la identidad y el comportamiento de sus actores. Esto servirá como guía para cualquier organización que se encuentre en este caso, lo que permitirá mejorar su desempeño

Full textThe particular purpose of the research is to answer the following question : to what extent is the implementation of a hybrid-manager and a multidisciplinary team enables the management of competing institutional logics within a hybrid organization ? To this end, we propose a theoretical framework that develops, firstly, the concepts of hybrid organization. Next, we focus on the concept of hybrid-manager to put it closer to the boundary-actor one. Lastly, we focus on the concept of multidisciplinary team. Multidisciplinary team that appears as a favorable space for interprofessional collaboration. Our empirical approach is based on a single case study, which references a particular department in a hospital located in southern France (i.e. the « child-woman pole ») that we consider as an extreme and revelatory case. More specifically, we applied a qualitative methodology (i.e. semi-structured interviews with content analysis). Concerning our results, the data analysis shows an institutional and organizational context marked by tensions between individuals. But, the the head of the child-woman pole and the trio foster a mutual understanding between groups, and in so doing, balances competing logics. Finally, these results lead us to put foward two main themes for discussion : one centred on the skills and competencies of the hybrid-manager to support reconciliation and to balance coexistence of competing logics ; and the second one, centred on the multidisciplinary team as favorable space for the emergence of a hybrid institutional logic and for the dissemination of balanced and sustainable hybridity

Full textAs a result of the evolution of the external envirnment which has been affected by a liberal ideology, Tunisian public organizations have been seeking for an efficient management model able to improve public notoriety. This quest for efficiency has incited us to study ways of developing competences among employees in public organizations. The research attempts to define the major factors that are likely to affect competence management. It is hypothesized that both the cultural context and the Human Resource Management strategies may influence the success of the implementation of a competence-based management approach within public organizations. First, the study focuses on the ambiguity of competence management, showing that the former practice is far from being homogeneous or neutral. We, then, present a qualitative longitudinal case study of a big Tunisian organization. The part of the research has enabled us to examine those difficulties faced in implementing restructuration projects in the Tunisian public sector. The second part of the study describes the most important results of the dysfunctional analysis that has been carried out within the observed organization. We demonstrated that the Human Resource Management system- a traditionally based approach- does not encourage the management of competences among workers. Suggesting a new management tool has, thus, proved to be necessary. Finally, the study attempts to shed lights on those cultural caracterstics of Tunisian public organizations and which may hinder the implementation of competence-management practices

Full textDespite the importance given to cross-cultural management, very little research has focused on tools for the management of cultural diversity. This thesis proposes a link between the theoretical framework of cross-cultural management and the management tools. Three cases studied were conducted in the same international company in France: Veolia Environment. This qualitative research, through longitudinal case studies and action research, was done thanks to a CIFRE agreement, and aims to answer the question: what is the role of management tools for managing cultural diversity? This research reveals that we can distinguish a multiplicity of visions of cultural diversity desired and promoted, sustained and denied, ambivalent, a screen for other problems, or a political opportunity. We have shown that the management tools have effects at the strategic, organizational, cognitive and relational levels. As a polymorphous phenomenon, cultural diversity is a political and organizational challenge for the actors who try to develop and transform diversity management tools. Thus, cross-cultural management tools need to be contextualized to the specific situation of each organization. All internal tensions do not necessarily fall under cultural differences. Indeed, they can mask difficulties related to the devaluation of jobs or the lack of career prospects

Full textOur work is part of a research program on the renewal of the discipline of strategic management. The concepts of sustainable development and corporate social responsibility would allow this regeneration. We particularly explore the case of fair trade organizations. The fair trade is indeed included in the sustainable development either by the will of the actors of the movement (FINE’s declaration 2001, AFNOR agreement 2006), or through an institutional framework (article 60 Loi PME 2005). We critically question the extent to which fair trade organizations integrate and contribute to sustainable development. Our research method is based on an exploratory approach and a qualitative research case study. 47 interviews were notably conducted with organizations and stakeholders of the fair trade french community. We demonstrate that radical models of fair trade are the vectors that enable organizations to integrate sustainable development into their strategic management. We also characterize the corporate social responsibility of fair trade organizations by deepening social, ecological, and economic obligations they support to contribute to sustainable development. Finally, we report the diversity of fair trade organizations’approaches to be part of sustainable development project through a configurational approach. These configurations are expressed through four archetypes : ethical organization, solidary organization, sustainable organization and social organization. We therefore conclude on the existence of several fair trades and on the emergence of a fourth age of the movement, the sustainable trade
