Full textThe objective of this work is to rehabilitate, from the example of the local NGO, the coalitions of interests as one of the main modes of political mediation in Benin. The fertility of a socio-historic approach allowed to understand how and through which practices and which symbolism the local NGO of Benin constituted is not homogeneous social group. This first part is followed by analyses which show haw and why none of the spheres of legitimization of the non-governmental action is enough for her only to govern the complex coordinations which demand the new modes of organization of the Beninese society. Such a step allowed to clarify the constituents of the social relationships which could lead to diversify the public authorities to succeed in encircling the stakes in the decentralization of the power and the political pluralism which take shape in the socio-politic Beninese landscape. In this perspective, the organizational model in network is proposed as carrier of a scientific and empirical revival which allows to think of the structuralization of the political link within the framework of the local geopolitics of the international assistance and the role of the local NGO

Full textThe doctoral research, which is reported here, was carried out within the Auvergne-Rhône-Alpes network in support of international cooperation (RESACOOP). It aims to understand the meaning built on international solidarity -through its history, the social representations that prevail and the external communication of international solidarity associations -as well as to propose and experiment with ways of communicating democratic international solidarity. International solidarity is plural. For associations in the field, it refers to three main activities: humanitarian action, development and education for citizenship and international solidarity. However, while there is much work on the communication of humanitarian NGOs (Carion, 2010; Dauvin, 2010), international solidarity in all its diversity is not the subject of research. The challenge of this thesis is to try to fill this gap.From an epistemological point of view, this research is part of the information and communication sciences. This discipline thinks of links, it is held in the inter (Bougnoux, 1993): it is relationships that give meaning to the world. It then finds its place in methodological relationalism, a paradigm according to which individuals and collective forms are a "specific crystallization of social relations taken in various socio-historical contexts" (Corcuff, 2017, p. 111). The language of "this relational program" (Corcuff, 2017, p. 111) is constructivism. In this constructivist vision, communication contributes to the definition of identities and the common world (Mucchielli, 2000). Conversely, communication between individuals is the result of the social construction of reality. Hence the interest, and this is one of the challenges of this research, in bringing together social representations and communication and, more particularly, social representations of international solidarity and communication of its associative actors.On the theoretical level, this thesis is inspired by the pragmatic approach of the communication proposed by John Dewey. According to him, one of the instrumental aims of communication is to build a Great Community (Dewey[1927], 2010, p. 236) which is the ideal of democracy. To strive towards this ideal implies that everyone has the ability to make public judgments, through participation. In the development of this democratic competence, associations should play a major role. However, the hypothesis that led to this doctoral work is that this is not the case. Indeed, this thesis was born from a disorder related to my professional practice: there is a gap between the end (the aspiration for international solidarity) and the means (a communication inviting "citizens of the North" to "help the victims of the South"). To confirm this disorder and attempt to resolve it, this action research adopts a three-part plan. The first provides the theoretical and methodological framework for what John Dewey ([1938], 1993) calls a "social inquiry" and presents a history of international solidarity. The second confronts the production of associations and reception by audiences. It highlights the failure of communication, which fails to change social representations or achieve the operational objectives set by the communicators met. Based on this observation, the third part tries to propose ways of thinking about a new way of considering and practising communication. It is based on theoretical contributions (decolonial thinking, economic sociology, the incommunication model), but also on experiments conducted throughout these four years of research

Full textSocial exclusion is today one of the major social issues of our societies, whether developed or developing. In France, the system of social assistance and social action has, over time, undergone a significant evolution, at the juridical, administrative and financial levels, which has enabled it to ensure to all persons in situations of exclusion, social assistance to answer their primordial basic needs ; and social action to help them overcome the situation. In Lebanon, aid and social action, regulated by a few scattered texts, have so far largely been the work of charitable associations and religious institutions, in the absence of a social plan adopted by the State in this domain. The presentation of the French experience, very rich in the material and field, allow to offer new perspectives for the establishment in Lebanon of a socio-juridical regime and rule of aids and actions for the family, childhood, the disabled, dependent elderly, and others. Through the institutionalization of a social aid and social action law, Lebanon could evolve as a "Social State" that recognizes and guarantees social rights for everyone and for all

Full textShortly after independence, politicians showed that they were conscious of the children social problems. Thus, Nehru, Indian Prime Minister, pronounced these words: “It is the human being that counts, and if so, then it counts still more like a child than like an adult”. In spite of the constitutional provisions and many laws promulgated since Independence, the situation of millions of Indian children hardly progressed. On the contrary, the economic and sexual exploitation of the children has not ceased to increase since decades. The Indian government ratified the Convention of the children's rights in 1992. However the basic rights of the children are still not respected. The failure of the governmental policies is explained by the lack of will of the authorities and the weakness of financial means devoted to social and educational programs. To face the extent of the problems involved in the child condition, the number of Indian voluntary organizations increased during the XXe century. They gradually diversified and developed specific programs in order to better meet the particular needs of the various groups of underprivileged children. At the same time, they play an essential role through theirs actions and public awareness campaigns

Full textThe economic difficulties faced by Mali can't be seriously combatted without taking into account socio-cultural parameters of beneficiaries of development projects because they have achievements that can be triggering factors or obstacles to any process of local development.Humanitarian aid is at the crossroads of the generosity of its members and the lack of political action in a country. Mali can't be at the margin and find itself in a socio-economic and political situation that requires outside support to resolve its various existential and economic issues.In this context, NGOs have become the operators of development, almost instead of the State in Mali.The results of this situation seem mixed; hence the feeling of a great deal of energy for poor results? Why do Malians have difficulties in taking over the concept of development (economic and social)?In the current situation, we are facing difficulties to understand development issues, while NGOs and their foreign partners act and define their actions from stereotyped views.Mali has been influenced externally since colonialism (colonialism under French influence, socialism under Chinese influence, liberalism under the influence of the World Bank and international institutions such as the IMF), which prevented it from conceiving a specific development model according to its cultural references.These factors, combined with environmental and climatic factors, keep populations in a state of poverty and classify Mali according to the United Nations Human Development Index 2012 to 175th out of 182 world levels, despite the available resources. According to the same source, data from the World Bank indicate that the national gross income per capita is US $ 649 or 616 euros. Poverty is defined by two dimensions: material poverty and poverty in terms of social relations. Formerly as today (see UNDP report from 3 to 4 June 1999), all external observers are struck by the rich social relationships between people in Mali.This fertile ground encourages the intervention of NGOs and allows them to carry out concrete actions (infrastructures, advisory support) badly needed by the populations. However, in their intervention, they do not often take into account the complexity of socio-cultural models, their impact and, above all, the appropriation of achievements by the inhabitants which are often rejected because they don't stick with their social context.Thus, the development process in Mali may be hampered by the heavy weight of the culture.The socialization of children takes place in 3 steps from 0 to 16 years. Its content refers to the vision of a human in the Malian culture, but differs in part according to the specificities of the group of belonging. It ultimately produces an individual who is partly free, partly enrolled in a social body in which he must play the role assigned to him. Becoming an adult means taking his place in the close family, in his extended family, in his village, his people of belonging, according to complex and precise cultural criteria.These are the parameters that make up the models imposed on the Malian individual while participating in development initiatives. If he tries to improve his educational level, to improve his economic situation, the goal is to play a better role in a "traditional" setting, between determinism and freedom.But often, when NGOs intervene in education or local development, they do not have in mind the subtleties of socialization of children and the possible interactions with the school course.In other words, when they promote economic projects, they remain unrelated to the questions regarding who is locally in charge of these projects (depending on the place of each other in the social and family order).The Malian individual himself is not in a position to overcome this context, to stand back to analyze it and modify it

Full textDevelopment Aid is an ever-growing sector that, today, suscites questions related to its results that do not always measure up to the objectives. The present thesis shows, in two studies, how the discipline of social psychology could be applied to and be useful and beneficial for this sector. The first study, which is a first study in its kind, focused on aid workers' motivations and on the effects of experience in aid development on these individuals and their everyday life. Based on past research related to Voluteering and pro-social behaviour, a questionnaire specific for this heterogeneous population was constructed. Findings show 3 main categories of motivations among aid •workers: motivations associated to norm of responsibility, to empathy and endo-centric motivations. Moreover, experience in the sector corresponds with the individuals' initials motivations. These results could form the base for further explorations concerning the role and the consequences of motivations on aid -workers' professional-practices. The second study concerns intervention practices, specifically those related to the initial assessment phase (of action planning). The instruments, used nowadays, focus mainly on the logic of action and less on social changes taking place in the context of intervention, and do not take into account the Actors of the target community. In a field study, we developed and tested a new procedure of analysis based on the theory of social representation, that allows focus on social changes taking place and actors of the target community. We discuss die interest of this new perspective for the actions of Development Aid as well as its possible contribution to applied research in social psychology
