Full textThe objective of this work is to rehabilitate, from the example of the local NGO, the coalitions of interests as one of the main modes of political mediation in Benin. The fertility of a socio-historic approach allowed to understand how and through which practices and which symbolism the local NGO of Benin constituted is not homogeneous social group. This first part is followed by analyses which show haw and why none of the spheres of legitimization of the non-governmental action is enough for her only to govern the complex coordinations which demand the new modes of organization of the Beninese society. Such a step allowed to clarify the constituents of the social relationships which could lead to diversify the public authorities to succeed in encircling the stakes in the decentralization of the power and the political pluralism which take shape in the socio-politic Beninese landscape. In this perspective, the organizational model in network is proposed as carrier of a scientific and empirical revival which allows to think of the structuralization of the political link within the framework of the local geopolitics of the international assistance and the role of the local NGO

Full textThe doctoral research, which is reported here, was carried out within the Auvergne-Rhône-Alpes network in support of international cooperation (RESACOOP). It aims to understand the meaning built on international solidarity -through its history, the social representations that prevail and the external communication of international solidarity associations -as well as to propose and experiment with ways of communicating democratic international solidarity. International solidarity is plural. For associations in the field, it refers to three main activities: humanitarian action, development and education for citizenship and international solidarity. However, while there is much work on the communication of humanitarian NGOs (Carion, 2010; Dauvin, 2010), international solidarity in all its diversity is not the subject of research. The challenge of this thesis is to try to fill this gap.From an epistemological point of view, this research is part of the information and communication sciences. This discipline thinks of links, it is held in the inter (Bougnoux, 1993): it is relationships that give meaning to the world. It then finds its place in methodological relationalism, a paradigm according to which individuals and collective forms are a "specific crystallization of social relations taken in various socio-historical contexts" (Corcuff, 2017, p. 111). The language of "this relational program" (Corcuff, 2017, p. 111) is constructivism. In this constructivist vision, communication contributes to the definition of identities and the common world (Mucchielli, 2000). Conversely, communication between individuals is the result of the social construction of reality. Hence the interest, and this is one of the challenges of this research, in bringing together social representations and communication and, more particularly, social representations of international solidarity and communication of its associative actors.On the theoretical level, this thesis is inspired by the pragmatic approach of the communication proposed by John Dewey. According to him, one of the instrumental aims of communication is to build a Great Community (Dewey[1927], 2010, p. 236) which is the ideal of democracy. To strive towards this ideal implies that everyone has the ability to make public judgments, through participation. In the development of this democratic competence, associations should play a major role. However, the hypothesis that led to this doctoral work is that this is not the case. Indeed, this thesis was born from a disorder related to my professional practice: there is a gap between the end (the aspiration for international solidarity) and the means (a communication inviting "citizens of the North" to "help the victims of the South"). To confirm this disorder and attempt to resolve it, this action research adopts a three-part plan. The first provides the theoretical and methodological framework for what John Dewey ([1938], 1993) calls a "social inquiry" and presents a history of international solidarity. The second confronts the production of associations and reception by audiences. It highlights the failure of communication, which fails to change social representations or achieve the operational objectives set by the communicators met. Based on this observation, the third part tries to propose ways of thinking about a new way of considering and practising communication. It is based on theoretical contributions (decolonial thinking, economic sociology, the incommunication model), but also on experiments conducted throughout these four years of research

Full textSocial exclusion is today one of the major social issues of our societies, whether developed or developing. In France, the system of social assistance and social action has, over time, undergone a significant evolution, at the juridical, administrative and financial levels, which has enabled it to ensure to all persons in situations of exclusion, social assistance to answer their primordial basic needs ; and social action to help them overcome the situation. In Lebanon, aid and social action, regulated by a few scattered texts, have so far largely been the work of charitable associations and religious institutions, in the absence of a social plan adopted by the State in this domain. The presentation of the French experience, very rich in the material and field, allow to offer new perspectives for the establishment in Lebanon of a socio-juridical regime and rule of aids and actions for the family, childhood, the disabled, dependent elderly, and others. Through the institutionalization of a social aid and social action law, Lebanon could evolve as a "Social State" that recognizes and guarantees social rights for everyone and for all

Full textShortly after independence, politicians showed that they were conscious of the children social problems. Thus, Nehru, Indian Prime Minister, pronounced these words: “It is the human being that counts, and if so, then it counts still more like a child than like an adult”. In spite of the constitutional provisions and many laws promulgated since Independence, the situation of millions of Indian children hardly progressed. On the contrary, the economic and sexual exploitation of the children has not ceased to increase since decades. The Indian government ratified the Convention of the children's rights in 1992. However the basic rights of the children are still not respected. The failure of the governmental policies is explained by the lack of will of the authorities and the weakness of financial means devoted to social and educational programs. To face the extent of the problems involved in the child condition, the number of Indian voluntary organizations increased during the XXe century. They gradually diversified and developed specific programs in order to better meet the particular needs of the various groups of underprivileged children. At the same time, they play an essential role through theirs actions and public awareness campaigns

Full textThe economic difficulties faced by Mali can't be seriously combatted without taking into account socio-cultural parameters of beneficiaries of development projects because they have achievements that can be triggering factors or obstacles to any process of local development.Humanitarian aid is at the crossroads of the generosity of its members and the lack of political action in a country. Mali can't be at the margin and find itself in a socio-economic and political situation that requires outside support to resolve its various existential and economic issues.In this context, NGOs have become the operators of development, almost instead of the State in Mali.The results of this situation seem mixed; hence the feeling of a great deal of energy for poor results? Why do Malians have difficulties in taking over the concept of development (economic and social)?In the current situation, we are facing difficulties to understand development issues, while NGOs and their foreign partners act and define their actions from stereotyped views.Mali has been influenced externally since colonialism (colonialism under French influence, socialism under Chinese influence, liberalism under the influence of the World Bank and international institutions such as the IMF), which prevented it from conceiving a specific development model according to its cultural references.These factors, combined with environmental and climatic factors, keep populations in a state of poverty and classify Mali according to the United Nations Human Development Index 2012 to 175th out of 182 world levels, despite the available resources. According to the same source, data from the World Bank indicate that the national gross income per capita is US $ 649 or 616 euros. Poverty is defined by two dimensions: material poverty and poverty in terms of social relations. Formerly as today (see UNDP report from 3 to 4 June 1999), all external observers are struck by the rich social relationships between people in Mali.This fertile ground encourages the intervention of NGOs and allows them to carry out concrete actions (infrastructures, advisory support) badly needed by the populations. However, in their intervention, they do not often take into account the complexity of socio-cultural models, their impact and, above all, the appropriation of achievements by the inhabitants which are often rejected because they don't stick with their social context.Thus, the development process in Mali may be hampered by the heavy weight of the culture.The socialization of children takes place in 3 steps from 0 to 16 years. Its content refers to the vision of a human in the Malian culture, but differs in part according to the specificities of the group of belonging. It ultimately produces an individual who is partly free, partly enrolled in a social body in which he must play the role assigned to him. Becoming an adult means taking his place in the close family, in his extended family, in his village, his people of belonging, according to complex and precise cultural criteria.These are the parameters that make up the models imposed on the Malian individual while participating in development initiatives. If he tries to improve his educational level, to improve his economic situation, the goal is to play a better role in a "traditional" setting, between determinism and freedom.But often, when NGOs intervene in education or local development, they do not have in mind the subtleties of socialization of children and the possible interactions with the school course.In other words, when they promote economic projects, they remain unrelated to the questions regarding who is locally in charge of these projects (depending on the place of each other in the social and family order).The Malian individual himself is not in a position to overcome this context, to stand back to analyze it and modify it

Full textDevelopment Aid is an ever-growing sector that, today, suscites questions related to its results that do not always measure up to the objectives. The present thesis shows, in two studies, how the discipline of social psychology could be applied to and be useful and beneficial for this sector. The first study, which is a first study in its kind, focused on aid workers' motivations and on the effects of experience in aid development on these individuals and their everyday life. Based on past research related to Voluteering and pro-social behaviour, a questionnaire specific for this heterogeneous population was constructed. Findings show 3 main categories of motivations among aid •workers: motivations associated to norm of responsibility, to empathy and endo-centric motivations. Moreover, experience in the sector corresponds with the individuals' initials motivations. These results could form the base for further explorations concerning the role and the consequences of motivations on aid -workers' professional-practices. The second study concerns intervention practices, specifically those related to the initial assessment phase (of action planning). The instruments, used nowadays, focus mainly on the logic of action and less on social changes taking place in the context of intervention, and do not take into account the Actors of the target community. In a field study, we developed and tested a new procedure of analysis based on the theory of social representation, that allows focus on social changes taking place and actors of the target community. We discuss die interest of this new perspective for the actions of Development Aid as well as its possible contribution to applied research in social psychology

The first part shows how a particular design of group loans and the process of lending decisions in a urban institution can influence the capacity of group members with joint liability to mitigate the effects of anti-selection and moral hazard. Through the analysis of how “hard and soft information”, on the one hand, and “the degree of centralization of credit operations”, on the other hand, are combined, the second part relies on the organisational architecture theory to explain the mechanisms which lead to the dysfunction of financial cooperatives networks. Lastly, assuming the theory of property rights, as well as agency theory and transaction cost theory, it analyzes the impact of the legal structure on the economic performances of microcredit institutions

Full textThe object of this thesis is the notion of Non Governmental Organization (NGO) in Brazil. The main objective is to identify the social values that gives meaning to this notion by analyzing its variations of meaning throughout history. In the first part of the thesis, l propose a macro sociological approach in order to deal with the formation of the NGO field in Brazil. The connexions betweenchurch, state and society on the promotion of social welfare in Brazil promoted the three major social values that provide meaning to the NGOs' experience : social justice, philanthropy and ecology. In the second part, l propose a micro sociological approach ir order to interpret these values in the light of four individual trajectories. Each trajectory represents a different point of intersection between the various macro historical processes that consolidated the NGO field, as discussedin Part 1. The research results indicate the social value' of social justice, philanthropy and ecology as the main cultural codes that give meaning to the phenomenon of NGOs in Brazil. The first two have a common historical origin, since the organizations of lay catholics were always present in the context of promoting social welfare in Brazil. In turn, the consecration of the value of ecology concerns a different context, dating mainly from the decades of 1990 and 2000

Full textThe NGO Surfrider Foundation Europe questions its organisational model and more specifically the role and the place of volunteer action after a strong phase of professionalisation within the organisation. Regarding the question of the « sensemaking » both for the individuals and for the organisations, we will study how the processes of professionalisation are likely to transform the project of the association. These transformations and this change of constitution could either be a source of meaning or a loss of meaning for the volunteers. The study of this unique case will allow us to offer a steering model that will take into account the specifics and complexity of the associative organisations. These hybridized work situations, benefitting from paid employment input (registered as trade exchange) and from volunteer work input (registered as donation) are particularly instructive for other management situations (Girin, 1990)

Full textThe type of innovation mostly adopted by European companies is management innovation. Some authors point out that management innovation provides the most sustainable competitive advantage. However, despite a recent revival of academic interest, management innovation remains much less studied in the literature than technological innovation. In addition, this emerging literature on management innovation has not focused on nonprofit organizations (NPOs). Yet, the nonprofit sector has experienced a strong growth so that it plays now a major economic role. NPOs have adopted management innovations to support this growth. The production processes in NPOs are strongly based on human and intangible inputs that are difficult to substitute for physical capital. Thus, management innovation which is also a process based on human and intangible inputs, appears like a type of innovation appropriate for NPOs. Moreover, the distinction between forprofit and nonprofit organizations has been explicitly presented as a great opportunity for the theoretical development on the innovation process. NPOs represent indeed a specific analytical framework. Therefore, this research aims to understand how a management innovation process is put in place within these particular organizations. The qualitative method of the embedded single case study has been appropriate to address this issue. The NGO “Action Contre la Faim”, which has been involved in a vast process of management innovation since 2008, has been investigated. The analysis and theoretical discussion of our results allowed us to shed the light on the specificities of the management innovation process in NPOs. Indeed, the management innovation process in an NPO is characterized by deliberately long phases and a mixed model that combines a bottom-up and top-down approach. First of all, the NPO takes all the time necessary to collectively create a consensual, weakly formalized and evolving management innovation. Then, the great malleability of management innovation leads to a long and non-linear implementation with a constantly flexible implementation without routinization

Full text"Football" has been developed and promoted as a social tool for some time now by a number of stakeholders in the space along with a multitude of other NGO's. The "football" movement is intended to promote social inclusion, integration, cohesion, peace and local development. The Homeless World Cup, since 2003, has become an international institution. While an independent organization, it has established relationships with professional football. Examining certain of these projects will highlight the work and challenges encountered. Specifically, 1 intend to review the Championship of the Fight Against Social Exclusion as well as the selection of the French team for the international event. While this study was being undertaken, Paris was selected to host the Homeless World Cup in August 2011. This provided an opportunity to understand the efforts, coordination, convergences and divergences among the different actors involved. A broad variety of people have been working to bring about this event. What happens with the football players themselves? As they engage in this sport, they assume multiple roles; they certainly become "players", while certain among them also become "volunteers". Some advance even further in their various efforts and in their social trajectories

They have become a symbol of a path for another globalization. A large number of individual donors have supported them regularly, putting the subject at the heart of the globalization process, emerging out of a mass society. Donor’s loyalty to INGOs goes beyond a solidarity based on empathy and compassion. He recognizes his own individual responsibility when addressing required changes and actions. However money takes a strategic, but ambivalent, place that makes the private donor, whether it is a company or an individual, an economic data. The market world is step by step invading the philanthropic one bringing confusion. It involves a risk of a depersonalization process of together, donors and large INGOs. When focusing on the economic value of the donors, INGOs could forget the link with them

Full textSea transport has seen strong growth over the past 30 years, which impacts on the marine environment, an environment sensitive to pollution. Maritime law generally adheres to a wait-and-see approach, developed as a reaction to successive environmental disasters, and arising from a much-needed reconciliation of shipowners' economic interests and the pressing nature of environmental issues. The States' decision making process is strongly influenced by the economic importance of sea transport who, in their triple function of coastal State, port State and/or flag State are often driven to make legislations of convenience in tax, economic, social and environmental matters. Measures could be proposed to develop laws in order to establish a balance within the IMO, and restore a transparent and genuine link between States, fleets and shipowners. In fact, modern maritime law allows room, in particular through lobbying tools, for other parties who intervene on the enactment and implementation of the law ruled by governance procedures. This widening of the normative process and avenues for sanction/redress to all stakeholders could ensure a better integration of environmental standards in maritime law. If the dialogue with local authorities is complicated by their status, at the same time victims, actors and obstruction of rights, the development of NGOs, currently limited in the international jurisdictional framework, would guarantee these objectives are achieved, including a better effectiveness of the law. The experience gained in the field of a CIFRE thesis, within the legal department of Surfrider Foundation Europe illustrates and establishes these avenues of improvement

Full textHumanitarian action has seen such an exponential growth in international society in recent years that humanitarianism seems to be carrying increasing weight in international relations. Some of the main examples of this phenomenon are the increased number of humanitarian resolutions passed by the United Nations, the creation of an international court of justice to reprimand violations of international humanitarian law, the emergence of a sense of responsibility to ensure protection by means of force for humanitarian purposes, and the development of non-governmental organizations. However, the scope of these recent developments in humanitarianism, on both the normative and operational levels, needs to be put into perspective. Indeed, while the shortcomings of Geneva law fully justify the emergence of New York law, this essentially declaratory law faces real challenges in overcoming the short comings in Geneva law. Further more, humanitarian action as it has been carried out in recent years gives rise to a number of legal questions relating to the conditions under which such action is taken. This study aims at analyzing the developments and limits of the humanitarian action legal framework, in order to put forward proposals for improving the legal position of the victims of humanitarian disasters

Full textIt is possible to observe that in the last twenty years a new class of organizations has increased in Brazil and Western societies. This category emerged from the unifying force of the civil society. The civil society has seen that by working together in associations, with voluntary participation, it reinforces the means to achieve its objectives. In Brazil, these organizations are called the third sector, since they do not belong to the first sector (the State) or the second sector (the market); they are named NGOs (Non-Governmental Organizations). In France, these organizations are known as the social economy. This economic model was born from the association of individuals who fought for a better quality of life. This thesis presents a comparative analysis of the characteristics of third sector organizations, taking into consideration the European reality from France and the Latin America reality from Brazil, focusing theory, professional action and funding agents responsible for the operation of these organizations. This thesis presents the similarities and differences through a comparative analysis between the Brazilian and French organizations involved in social issues. This analysis provides a reflection on the role of the citizen and the government discussing the real possibilities of the social transformations engendered by the third sector

Full textBased on a comparative study, this thesis seeks to understand why some environmental activists have engaged in the defense of the Atlantic Ocean. In order to provide a better understanding of the reasons for their activism, the investigation, conducted in the southern Gulf of Biscay and the Northern Sea of Patagonia, tends to focus more specifically on the logics of action implemented by these “ocean environmentalists”. This work is thus structured to explore the environmentalists’subjectivity in order to identify their principal motivations to get involved, and to grasp their activist experience, while identifying certain representations of their relationship to the world and especially to the ocean

Full textAs part of this thesis in Sociology, this presents a study on the social and environmental context of Brazilian Amazon, by taking as a problematic the participation of the social fields in the process of sustainable development in this region of Brazil. The research has also highlighted the importance of the Environment Sociology for the study of contemporary issues such as those concerning the society and the relationship with the environment. This dimension of the man and the nature is strong in this region that is still considered as an exotic place by the presence of its tropical forest, wich became a symbol of the international environmentalist cause. Nevertheless, the chapter of the thesis also introduce the major problems wich exist in the social context of the Brazilian Amazon. The NGOs field also participates with the power relations that are established around this emerging theme of the sustainable development to the Brazilian Amazon, by some social factors wich are relevant to be approached, such as : its interaction with local actors and the presence of its symbolic power that can legitimize its actions. Full textBased on an empirical approach, the object of study of this thesis focuses on the notion of poverty taking into consideration its body and political dimensions. Realised from 2006 to 2007 in a Brazilan dance school and NGO where Contemporary and Classical dance are taught to young people coming from the favelas of Fortaleza (large city of the Northeast of Brazil), ethnographic work constitutes a grounded basis that leads to theoretical questions concerning socialization and embodiment in the context of social work with populations said to be poor, excluded and marginalized. As part of an ideology of social integration, the art of choreography is transformed into an educational means to fight against social exclusion. Adopting a comprehensive approach, the ethnographic observation and the sociological analysis aim at demonstrating how dance can – or cannot – be the support of social integration and affiliation to educational institutions. In other words, how learning through the body experience can take part in the project of socialization of people from the favelas. Does learning dance allow – or not – an individual to create a “different” relation to the social world and to assist the individual being integrated into this social world? The ethnograhic observation highlights socialization processes mobilizing the body but also language and affect. Between the favela and the dance school, the analysis shows a plural socialization that leads to differentiated processes both complementary and conflicting. Surpassing the local reality observed, this study finally brings a larger reflection on the notions of integration and exclusion, poverty in the favelas, social policies and the actions of the NGOs on what is called the “margins” of Brazilian society

The methodology adopted is the socio-economic intervention research to study cooperation and it relation to improved performance. Findings suggest that intra-organizational dysfunctions are antecedents of cooperation dysfunctions, and that a successful cooperation improves organizational performance

Full textThis thesis is a research on the motivation and the activities of the Christian humanitarian workers, in this particular case, evangelical Protestants, studied through a monographie study on World Vision Korea, a Protestant humanitarian NGO created during the Korean War. Although the principles of the contemporary humanitarianism are universally respected, the motivation that inspires Christians to commit themselves in the humanitarian aid is profoundly different from the conviction of their secular colleagues. The main objectives of this study are to identify the differences of conviction and inspiration of the Christian humanitarian workers, those profound differences !bat remain impercitible except indirectly, during a crisis, as NK famine case demonstrates. It is about this difference which was revealed during the North Korean famine, the answer to the following questions: "why do we commit ourselves to humanitarian action?" and "who is neighbor?” It is the message of the parable of the Good Samaritan who indeed inspires the humanitarian aid of those who see in their commitment the Christian responsibility and imperative towards humanity

Nowadays, children die every minute because of conflicts, diseases, malnutrition..., a lot of them are exploited and have no possibilities of going to school, seeing their future escaping them every day a little more. It is against all these too recurring problems that States have to intervene by exercising their legislator's role, both on the international level and on the national level. But they also have to take their role of subject of law by respecting the international conventions which they made a commitment to respect of their own free will. This respect requires them to protect the children by offering them the possibility of enjoying humanitarian aid set up by many organizations loudly proclaiming that everybody has to act, in one way or another, to allow the development of many and various actions in spite of difficulties

Full textThis doctoral thesis in management sciences questions the impacts of collaborations between companies and the non-governmental sphere. It takes into consideration the extent to which the NGOs contribute to the overall performance of firms through their social responsibility.The state-of-the-art of the key words with regards to our topic has highlighted a threefold expansion within companies: first, an openness of their governance which translates into the introduction of new stakeholders in the core of the society; secondly, a deepening of performance that is no longer observed solely from an economic and financial perspective but also from its social and environmental aspects; and finally, the development of performance measurement tools. As a matter of fact, economic reporting is now complemented by sustainable development reports. This expansion of measurement tools is sometimes characterized as an integrated reporting that systematizes the link between the financial and the extra-financial.The challenges of this qualitative research with an exploratory aim are threefold: firstly, it addresses understanding the involvement of the actors by characterizing their posture within partnerships but also by shedding light on their motivations to collaborate. Secondly, it is necessary to determine the modalities of the partnerships that exist between the firms and the NGOs, specifying the notion of "dialogue" and the characteristics of strategic partnerships. Finally, this research addresses measuring the contribution of NGOs to the overall performance by analyzing its impacts under the prism of a four-axial performance and more specifically using the methodology of Integrated Reporting.Our research has been materialized through a documentary and a statistical study of 301 companies and NGOs that revolved around their socio-economic sphere. Based on this sample, we further conducted 44 semi-structured interviews with companies and NGOs and completed our research with a case study on the strategic partnership between Michelin and WWF. In this case study we have on one hand interviewed internal stakeholders, such as those in charge of cooperation, and on the other hand, external stakeholders, such as the Deputy Managing Director of the International Integrated Reporting Council (IIRC) ) and the General Manager of the Union of Professionals for Tires (Syndicat des Professionnels du Pneu - SPP)

Full textThis thesis aims to study the relationship between the International Labour Organization, created in 1919 by the Treaty of Versailles, and Christian “milieus”. In other words, the relationship between the ILO and all the Christian churches, trade unions and associations, from the birth of the ILO to Pope Paul VI’s trip to Geneva on the occasion of the ILO’s fiftieth anniversary in 1969. Since its creation, the ILO has been heavily influenced by socialist trade unions and parties, beginning with Albert Thomas, the first Director-General, who was himself a French socialist. However, since 1921, relationships have also been established with Christian trade unions and other Christian groups which had previously been involved before 1914 in the first attempts to set up international labour standards. An official position was created in 1926 at the International Labour Office when Albert Thomas requested that a Jesuit priest be appointed as “counselor in religious matters”. From 1927 to 1940, the ILO also had a Protestant counselor in charge of the relations with Protestant churches and organizations. The objective of my research is to show, on the one hand, that ILO had an interest in a strong relationship with Christian churches and organizations in order to promote its own objectives – objectives such as establishing internationally binding labour standards, collecting information on labour around the world and, mainly after 1945, developing technical cooperation programmes. The aim here is to analyze the extent to which this relationship played a role in the ILO’s development and survival after the end of the League of Nations. Conversely, my research also intends to highlight how Christian organizations were impacted as a result of their participation in activities of international organizations such as the ILO. There are two aspects which are important to explore: first, the role the ILO played in supporting the dissemination of Christian ideas; and secondly, the ideological confrontation with socialist, communist and – to a lesser extent – fascist ideas and their supporters

Full textIn France, the healthcare costs of undocumented foreign nationals are covered by a specific welfare benefitcalled State Medical Aid (Aide médicale d’État). This benefit was created in 2000, as part of the law onUniversal Medical Insurance (Couverture médicale universelle) which enables French nationals andundocumented foreign nationals to benefit from the state health insurance scheme (Assurance maladie) as longas they are resident in France. This thesis explores the origins of a measure created exclusively for people whosepresence on French territory is judged illegal and the impact of the existence of this particular healthcarecoverage.The approach brings together a history of public policy and an ethnography of care settings and reception centresfor undocumented foreign nationals.Part One retraces the stages involved in opening up access to the state health insurance scheme from the mid-1980s onwards. It focuses on the way in which a distinction progressively emerged between the public healthissue of undocumented people accessing healthcare, and that of poor people accessing healthcare. The role ofhumanitarian associations, notably Doctors without Borders and Doctors of the World, who opened freehealthcare centres in France from 1986 onwards, is underscored, as are their links with movements defending therights of foreigners. These processes are located within a longer history of debates about access to welfare forthe poorest going back to the nineteenth century, and the subordination of social policy to the objectives ofcontrolling migratory flows.Part Two, based on research carried out in a hospital and in a health rights organization, analyses theconsequences of the introduction of immigration administrative categories into the healthcare system as well asthe emergence of a degraded form of social citizenship for people living illegally in France

Full textThe protection of children in situation of vulnerability is a social concern in Burkina Faso. Despite the adoption and the ratification of numerous legal texts and the significant presence of actors who are supposed to be defending child rights, the question of how to deal effectively with these rights remains an open question. How to explain this paradox ? lt is this is question that we will turn on in this thesis. lt analyzes the national child welfare system with the prism of organizational models by highlighting the contribution of two non-state actors in the country : Direct-Aïd and SOS Villages d'enfants. From a comparative perspective, the research apprehends the logics of these NGOs, the strategies they implement and the perceptions of beneficiaries in the city of Ouagadougou . Two mechanisms co-exist in child welfare : the first mechanism is formai and is under the responsibility of public structures while the second mechanism, a non-formai one, is led by components of civil society. The protection system needs better governance in order to find long-lasting solutions to organization and coordination related problems that affect the quality of the participation of stakeholders. The positive perceptions expressed by the majority of beneficiaries are evidence that NGOs fill a large gap left by the government. Nonetheless, differences and even contradictions with regard to the definition of concepts such as childhood, protection and vulnerability show that structures are not on the same wavelength in their daily struggle. The State must take it responsibility in achieving a co-construction of a protection system more dynamic and which will allow insertion that will better benefit young people in difficulty.
