<p>La disputa fronteriza entre Perú y Ecuador inició después de la independencia. A pesar de muchos intentos de conciliación, este pendiente no se resolvió. Ni Perú, ni Ecuador estaban dispuestos a abandonar sus reclamos sobre la región selvática oriental. Decidido de poner fin a la disputa, Perú invadió a Ecuador en julio de 1941 con fuerzas terrestres y navales poderosas. Aunque los puestos fronterizos ecuatorianos, inferiores en hombres y armamento, combatieron con valor no pudieron rechazar las fuerzas superiores de Perú. Dentro de semanas, las fuerzas terrestres y navales peruanas avanzaron hacia el oeste, al interior de la provincia El Oro, amenazaron Guayaquil, la ciudad más grande del país y principal puerto marítimo, al mismo tiempo que desplazaban las guarniciones ecuatorianas en oriente, ocupando grandes áreas de la selva. Perú se había preparado bien para el conflicto. Su agrupamiento del Norte poseía artillería, tanques y aun una fuerza aérea moderna. Pero, como demuestra este artículo, era el poder naval el que finalmente aseguró la victoria peruana.</p><p> </p>

La demanda del crudo ha crecido de manera constante incrementando el número de pozos perforados para mantener la producción, pero el crudo viene con un agua fósil, este es un problema que el área de producción se toma muy en serio. La cantidad de agua es proporcional al número de pozos perforados y su aumento es intrínseco a la tasa de producción, lo cual además viene asociado a la madurez de cada pozo, esta situación supone un verdadero reto a la hora de gestionar este residuo que debido a su composición se direcciona en dos frentes, el primero como mecanismo de apoyo en recuperación de crudo y el segundo, y más usual en Ecuador es utilizar un pozo reinyector para devolver estas aguas al reservorio. Este estudio se centra en elegir una formación receptora con buenos parámetros petrofísicos que permita la admisión de estos fluidos y los mantenga aislados para evitar todo tipo de contaminación a las aguas subterráneas y al entorno

From the tribe Brachycolini Beier, 1961 new genus with one species Quadrihormetica onorei Vidlička, gen. et sp. n. and species Lucihormetica yasuniana Vidlička, sp. n. from the region Oriente (Amazon), Ecuador are described. The new genus is clearly distinguished from all other genera by specific shape of pronotum. The male of Hormetica strumosa is redescribed and illustrated; his female is the first time described.

Abstract:
Se evaluará la tasa de perforación y la trayectoria de los pozos en estudio a partir de la información litológica, los esfuerzos regionales y la estabilidad en la cara del pozo para adaptar las trayectorias a la litología regional de forma tal que se aproveche de las características de la misma para mejorar la perforabilidad e incrementar la tasa de penetración.Este artículo expone lo desafiante que resulta alinear todas las variables geológicas y disponerlas de manera que permitan optimizar la perforación por cuanto existe un interés puntual dentro del reservorio desarrollado y planteado por los ingenieros de yacimientos, el mismo que en ocasiones impide aprovechar la orientación de los esfuerzos principales en la cara del pozo, así como los esfuerzos regionales de la zona perforada. Al establecer una relación entre la litología, las características geomecánicas, los problemas al perforar y la tasa de penetración de los pozos analizados se determinó aquellos parámetros que permitieron en cada sección del pozo incrementar la tasa de perforación como respuesta a una mejor adaptación de la geología regional.El trabajo incluye sugerencias de las posibles direcciones que podría tomar un pozo basados en los diagramas polares de estabilidad lo que conjuntamente con una trayectoria perpendicular a los esfuerzos regionales propiciaría un incremento en la tasa de penetración.

Tesis para optar al grado de Magíster en Políticas Públicas
Este documento muestra los resultados de la aplicación de la metodología de transferencia de beneficios para estimar el Valor Económico Total (VET) de la Reserva Ecológica Yasuní- ITT en la amazonía ecuatoriana, en el marco teórico la Evaluación de los Ecosistemas del Milenio. Este trabajo constituye la segunda parte de una investigación conjunta, en la que para estimar en dólares de 2009 el Valor Económico Total de la Reserva, se realiza la transferencia de beneficios de los valores unitarios para cada bien y servicio ecosistémico que se obtuvieron de los estudios fuente presentados por Flores (2011) en la primera parte de este trabajo. Con ello, se calculo, bajo distintas tasas de descuento, el valor presente de un flujo de ingresos que tendría la reserva a 50 años. ¿Pero qué parte de estos beneficios es realmente apropiable por los Ecuatorianos? La respuesta a esta pregunta orientará la decisión de política pública acerca de explotar o no explotar la Reserva. Se estimó que los bienes y servicios ecosistémicos apropiables por lo ecuatorianos ascienden USD $ 721 millones de dólares de 2009 al año, lo que representa el 1.39% del PIB de ese año. Finalmente, se llevó a cabo un análisis de escenarios de los beneficios económicos de la explotación y no explotación de las reservas de petróleo donde se determinó que el valor de compensación que el gobierno ecuatoriano está solicitando a la comunidad internacional como compensación para no explotar las reservas de petróleo podría estar sobrestimado.

Abstract:
This dissertation explores the possibilities and limitations of food sovereign agricultural value chains and the role that alternative trading arrangements, including export-oriented fair trade, can play in their development. The dissertation first develops value chain evaluation criteria from the conceptual congruence between the principles of food sovereignty and fair trade. This framework identifies six criteria that contribute to a ‘practical merger’, which is defined as an export-oriented value chain that aligns closely with food sovereignty principles. Utilizing a comparative case study methodology with a small-scale fair trade mango grower association in Haiti and a small-scale fair trade banana producer association in Ecuador, this dissertation analyzes the diverse processes and mechanisms that smallholders and their associations use to take advantage of the benefits, and mitigate the risks, of participation in fair trade export markets. It examines the following questions: What core principles of food sovereignty can be practically merged with market-based development agendas to create more equitable export-oriented value chains for small-scale producers? How can the practical merger framework contribute to understanding the relationships between participation in fair trade supply chains and food sovereignty principles? My case studies show that small-scale producers desire and rely on participation in international markets, but experience challenges related to farm size and economies of scale, the lack of participation in value chain governance, and value distribution asymmetries throughout the supply chains. Results also highlight additional limitations to small-scale producers’ abilities to shape export-oriented value chains in their favor. In Haiti, technical and structural challenges (such as access to transportation infrastructure, credit, and processing facilities) and relational challenges (reliance on a single buyer/exporter, and market competition from international value chain interventions) present obstacles to the realization of a practical merger. In Ecuador, barriers to this realization include producer/associations’ inability to influence the locus of value creation, as well as challenges around influencing policy and value chain governance beyond the local/regional level. This dissertation concludes by elaborating on the conditions necessary for export-oriented value chains to achieve a practical merger and the types of food system transformations that practical mergers in export oriented value chains can stimulate.

Abstract:
Multi-national oil corporations, the national government, landless Ecuadorian farmers, and Ecuador's Indigenous populations have dramatically transformed the eastern half of Ecuador (the Oriente) over the past forty years. When American oil companies Texaco and Gulf discovered viable oil wells in the region in 1968, they not only piqued the economic hopes of the Ecuadorian government, but also put into motion a massive modernization and recolonization movement. When Ecuadorian colonist Solomon Haro Valle traveled from the highland town of Ambato to the Oriente he described an inhospitable jungle, primitive living conditions, unbearable heat, and ominous jungle fauna. Yet hundreds of thousands of landless Ecuadorians moved to the Oriente during this period in order to cash in on the free land their government was giving away. Since the Ecuadorian government was desperately trying to bring this region under national control, it eagerly perpetuated the scenario that Haro described in order to transform the Oriente into a tierra baldia, or empty land in order to then transform it into an economically productive and integrated part of the Ecuadorian Nation. Through various laws and propaganda, the government effectively erased the Oriente's inhabitants (both Indigenous and Ecuadorian), and created the myth of the Oriente as a vacant space. It was only logical, then, to fill this empty space with Ecuadorian farmers who were willing to work towards the nation's latest modernization project—that of incorporating the Oriente along with its burgeoning oil industry.

There are some corporate policies in most of companies around the world, focus on mobile devices to be used as “Bring Your Own Device (BYOD)”, but in Ecuador, these policies are not being established yet. In spite of the fact, this technology has been used frequently, because of risk of security breaches, the employers don’t allow to use employees’ mobile devices, this solution is not convenient, because BYOD brings a lot of advantages like increased the Company’s economy and its communication and it can help to work at home, which now it is a good alternative. Business policies can be recommended from a national policy, as in many countries, but in the case of Ecuador, such policies are not present in a formal way, the regulatory framework of this human activity that must come from the state has not been developed, not only for regulate the activity, but also to guide its use in a safe and proper manner that provides privacy to users in all social economic activities, work, and other. This research is focused on the establishment of a policies baseline in Ecuador, then propose a National Policy on Cybersecurity focus on the use of mobile devices, which can be applied in the country as part of National Cybersecurity Policies.

Abstract:
Based on available archaeological and ethnohistorical data, this chapter examines the nature of Inca presence in the norther portion of the empire. Located in present-day Ecuador, this region had a singular importance in the last phases of Inca imperial expansion. This contribution provides an overview of the Inca occupation and the different forms of integration that the populations dwelling in the sierra, coast, and tropical oriente experienced. The discussion also highlights the importance of the Inca centers of Tomebamba and Quito in the imperial politics, and the system of defensive fortifications along the imperial frontiers. It also discusses the complex relations that the Inca established with competing polities like the Caranqui and Cañari among many others. Altogether, this illustrates the complexity of the complexity of the Inca conquest in the Northern region, and the remaining work to be done in the future.

Con motivo de los 40 años transcurridos desde la Declaración de Alma-Ata, el 11 y 12 de diciembre de 2017 la Organización Panamericana de la Salud (OPS) convocó en Quito el Foro Regional “Salud Universal en el Siglo XXI: 40 años de Alma-Ata”. Como parte de este movimiento regional la Directora de la OPS, la Dra. Carissa F. Etienne tomó la iniciativa de crear una Comisión de Alto Nivel, denominada “Salud Universal en el Siglo XXI: 40 años de Alma-Ata”, presidida por la Dra. Michelle Bachelet y el Embajador Sr. Néstor Méndez, y conformada por un grupo interdisciplinario de expertos regionales. Entre ellos había representantes de la comunidad, la academia y actores políticos, como ex ministros de salud y líderes de sindicatos y movimientos de diferentes grupos sociales. El objetivo de la Comisión fue elaborar recomendaciones para la Directora de OPS que permitieran hacer efectivo el derecho a la salud de las personas, entendido como un derecho humano fundamental, a partir del análisis de los avances y los desafíos que tienen los sistemas de salud en la Región de las Américas. El presente documento refleja el posicionamiento de la Comisión en torno a la Atención Primaria de Salud (APS) y la búsqueda de soluciones para hacer efectivo el derecho a la salud, además del enfoque utilizado para orientar el debate, el análisis y las recomendaciones sobre cómo garantizar este derecho. El documento se basa en los reportes elaborados por cinco grupos temáticos: a) modelo de atención de salud, b) modelo institucional, c) modelo de financiamiento, d) salud y protección social y e) recursos humanos de salud, los cuales están disponibles como anexos a este informe. Estos grupos temáticos fueron liderados por los miembros de la Comisión, y reunieron a un gran número de expertos académicos y movimientos sociales de diferentes países de la Región. La Comisión presenta diez recomendaciones para lograr la salud para todas y todos en la Región de las Américas en el contexto del siglo XXI. [Introduction]. To mark the 40th anniversary of the Declaration of Alma-Ata, the Pan American Health Organization (PAHO) convened the Regional Forum “Universal Health in the 21st Century: 40 Years of Alma-Ata” on December 11-12, 2017, in Quito, Ecuador. As part of this regional movement, PAHO Director Dr. Carissa F. Etienne convened a High-Level Commission: Universal Health in the 21st Century: 40 Years of Alma-Ata, chaired by Dr. Michelle Bachelet and Ambassador Néstor Mendez, and made up of an interdisciplinary group of regional experts, including representatives from communities and academia, as well as political actors, such as former health ministers, trade union leaders, and representatives of different social movements. The objective of the Commission was to develop recommendations for the PAHO Director on how to give effect to the right to health as a fundamental human right, based on an analysis of the progress and challenges faced by health systems in the Region of the Americas. This document reflects the Commission’s position regarding primary health care (PHC), the search for solutions to ensure the right to health, and the approach taken in discussions, analysis, and recommendations on how to guarantee this right. It is based on reports prepared by the five thematic groups addressing: a) health care model, b) institutional model, c) financing model, d) health and social protection, and e) human resources for health (see annexes to the present report). The thematic groups were led by members of the Commission, bringing together a great number of academic experts and social movements from different countries in the Region. In this report, the Commission presents 10 recommendations for achieving health for all in the Region of the Americas in the 21st century.

Avances de Investigación y vinculación UF: Unidad administrativa y comercial; es el resultado de experiencias organizacionales reportadas y abordadas, desde una perspectiva científica; utilizando fundamentos y herramientas que se contextualizan en las Instituciones relacionadas y que se concientizan al uso de las técnicas actuales del pensamiento administrativo contemporáneo. Es así, como la academia se solidariza con la sociedad y contribuye, no solo con la importancia de su rol educativo sino, además, con su sentido de responsabilidad social. A ello, se suma la necesaria sensibilización en la importancia del hecho científico investigativo y a su capacidad de promover soluciones a los problemas cotidianos de una organización consciente, igualmente, de la esencia vital en su formación permanente y de dar cabida a nuevas formas hacer las cosas, desde lo académico; en la búsqueda de la excelencia y la eficiencia. Así, nos encontramos en el Capítulo 1, una propuesta vinculada al estudio de las competencias de un emprendedor exitoso, desde una perspectiva vivencial en Guayaquil, Ecuador. En este sentido, los autores abordan la caracterización de las destrezas y habilidades de un emprendedor, desde la experiencia y vivencias de los participantes del estudio en la comunidad el Fortín. El mismo, se constituye en un aporte muy significativo para los emprendedores comunitarios, ya que les permite explorar sus fortalezas y aquellas circunstancias en la que deberán hacer énfasis en su mejora; con el propósito de fortalecer su capacidad de adaptación y respuesta al entorno. En el Capítulo 2, se ofrece un acercamiento a la aplicabilidad de los fundamentos de calidad, desde experiencias en el sector textil. Al respecto, se aborda la generación de lineamientos que ofrezcan a emprendedores de este sector, herramientas faciliten la definición de procesos, control, seguimiento y previsión en la asignación adecuada de recursos. La investigación es muy pertinente ya que caracteriza y precisa muchos de los procesos desarrollados en la empresa caso estudio, configurando una serie de lineamientos que fortalezcan su capacidad; en correspondencia con la buena disposición de la organización para profundizar y mejorar todos sus procesos. El Capítulo 3, desarrolla una interesante experiencia en facilitar Estrategias didácticas para el acompañamiento del proceso de enseñanza y aprendizaje, en el contexto de una organización social vinculada al ámbito educativo. Aquí se fortalecen los conceptos de inclusión, formación, equidad y participación de la familia; como uno de los motores que moviliza el transitar educativo en las comunidades vulnerables. Incluir a la familia en el proceso formativo de niños, niñas y adolescentes; es el principio, el génesis de cualquier proyecto de vida constructivo y positivo para la sociedad. De esta manera, el fortalecimiento de la capacidad de la organización en su área de competencia reviste un significativo aporte a la misma y a la sociedad en general. 2 Volver índice general El Capítulo 4, aborda Estrategias para optimizar la calidad de servicio de la Fundación Puro Corazón, desde la perspectiva de los usuarios. Esta propuesta resulta muy significativa, ya que implica la sensibilización organizacional en torno a las tendencias de marketing que orientan el servicio a sus clientes, utilizando técnicas y herramientas que caractericen el perfil de sus servicios en búsqueda de estándares permanentes de calidad e innovación. Con líneas sencillas de intervención, se persigue fortalecer áreas desempeño a corto plazo, fundamentando acciones que conlleven actividades estratégicas a futuro. El Capítulo 5, precisa líneas maestras convergentes en un Plan de administración gerencial para el fortalecimiento de los programas de formación social del convento Madre Dorotea. Así, desde la loable labor de esta organización social, sus integrantes, asumen el reto de integrar conceptos y acciones que promuevan indicadores que mejoren su perfil en programas de gran impacto social. Una experiencia investigativa gratificante. Todas estas experiencias, hablan de la contribución de la academia al fortalecimiento social, desde acciones efectivas de sensibilización, actualización y profundización, desde la aplicabilidad, sobre conceptos de la gerencia moderna adaptados a las particularidades organizacionales de las iniciativas organizacionales participantes, en un ejemplo importante que evidencia la relación de las Instituciones Universitarias con la comunidad, desde la responsabilidad social empresarial.

AbstractThis chapter provides a general overview of the main characteristics of Ecuadorian emigration and describes the general institutional framework whereby Ecuadorian authorities interact with nationals abroad. It then presents a general review of the main engagement policies with the Ecuadorian diaspora. Lastly, it presents the central social protection-oriented diaspora engagement policies and services currently in force to protect nationals abroad, specifically those who live overseas permanently and those in vulnerable conditions. A particular focus is put on policies in the areas of unemployment, health care, pensions, family-related benefits, and economic hardship. Overall, the chapter shows that Ecuador’s policy towards citizens abroad is connected to a political shift in the country and to the new political discourse that appeared as of 2006.
