Abstract This paper presents a dilemma which it has been alleged by Kim Frost must be faced by any defender of the notion of a two-way power and offers a solution to the dilemma which is distinct from Frost’s own. The dilemma is as follows: assuming that powers are to be individuated by what they are powers to do or undergo, then either there is a unified description of the manifestation-type which individuates the power, or there is not. If there is, then two-way powers are revealed really to be one-way powers, after all. If there is not, then it is difficult to explain why the two-way power does not simply dissolve into a mere combination of two one-way powers. The paper offers an account of what a two-way power is that is distinct from the one Frost takes for granted, and argues that this different conception is the key to avoiding the dilemma. It is also argued that this alternative conception has several further advantages over its rival and also that it has no less of a claim than Frost’s notion to be prefigured in Aristotle’s original discussion.

Abstract:
The theory of delegation developed by Epstein and O'Halloran for the US federal system is used here to generate original hypotheses on the politics of delegation in the European Community (EC). It is argued that two institutional features of the Community, namely the decision rules of the Council of Ministers and the possibility of relying on both the Commission and the member states for policy implementation are at the core of the choices of delegation of EC legislators. Using an original dataset of 158 major EC legislative acts, it is demonstrated that the Council delegates greater policy authority to national institutions if legislation is adopted unanimously or in issue areas that require specialized and technical knowledge, while it relies to a greater extent on the Commission when acts are adopted by qualified majority voting or require general managerial skills at the supranational level.Results also show that national administrators are the main providers of policy expertise, while the informational role of the Commission appears to be secondary, though not negligible. Finally, these findings qualify propositions on the relation between veto players and bureaucratic autonomy and on that between conflict within the legislature and delegation outcomes.

Abstract:
In the matter of Le Sueur v Ethekwini Municipality the KwaZulu-Natal High Court decided that municipalities had the power to legislate on environmental issues such as biodiversity and conservation. This note argues that the precedent established in this case is that municipalities have authority to legislate upon environmental matters as an incident of municipal planning, which is an original constitutional power. In contrast to both the judgment and recent commentary, it argues that the source of municipal legislative authority over municipal planning is not based in legislative assignment but in s 156(5) of the Constitution (the "incidental power" provision relevant to local government). This argument is based on understanding the distinction between original and assigned powers, and the nature of the control that the national and provincial spheres exercise over Schedule 4B powers. Notwithstanding this inaccuracy in the judgment, it is argued that the precedent is a welcome one that can be justified not only on the basis of the principle of subsidiarity but also in terms of the emerging and increasingly important theory of social-ecological resilience.

Abstract In this paper, we investigate how contemporary metaphysics of powers can further an understanding of agent-causal theories of free will. The recent upsurge of such ontologies of powers and the understanding of causation it affords promises to demystify the notion of an agent-causal power. However, as we argue pace (Mumford and Anjum in Analysis 74:20–25, 2013; Am Philos Q 52:1–12, 2015a), the very ubiquity of powers also poses a challenge to understanding in what sense exercises of an agent’s power to act could still be free—neither determined by external circumstances, nor random, but self-determined. To overcome this challenge, we must understand what distinguishes the power to act from ordinary powers. We suggest this difference lies in its rational nature, and argue that existing agent-causal accounts (e.g., O’Connor in Libertarian views: dualist and agent-causal theories, Oxford University Press, Oxford, 2002; Lowe in Personal agency: the metaphysics of mind and action, Oxford University Press, Oxford, 2013) fail to capture the sense in which the power to act is rational. A proper understanding, we argue, requires us to combine the recent idea that the power to act is a ‘two-way power’ (e.g., Steward in A metaphysics for freedom, Oxford University Press, Oxford, 2012b; Lowe (in: Groff, Greco (eds) Powers and capacities in philosophy: the new aristotelianism, Routledge, New York, 2013) with the idea that it is intrinsically rational. We sketch the outlines of an original account that promises to do this. On this picture, what distinguishes the power to act is its special generality—the power to act, unlike ordinary powers, does not come with any one typical manifestation. We argue that this special generality can be understood to be a feature of the capacity to reason. Thus, we argue, an account of agent-causation that can further our understanding of free will requires us to recognize a specifically rational or mental variety of power.

Comment une prise de pouvoir par la force peut-elle donner naissance à un ordre juridique stable? Peu étudié par les juristes, le coup d’Etat moderne n’est pas seulement un procédé permettant l’accession au pouvoir, il est également l’un des modes d’enclenchement du pouvoir constituant originaire, moment de rupture et de reconstruction constitutionnelles. Cette notion se trouve être au croisement de la science politique, de la philosophie du droit, et de l’histoire. Permettant l’instauration d’une nouvelle constitution, le coup d’Etat moderne est une prise de pouvoir soudaine par un petit groupe d'hommes appartenant à l’appareil de l’Etat et utilisant la force. En se fondant sur différents évènements historiques majeurs, comme les coups de Bonaparte, Lénine, Pinochet, etc., il paraît nécessaire de définir ce concept, le distinguant de la révolution. Il est possible d’établir une classification des différents types de coups, selon leurs protagonistes et leur impact sur l’ordre juridique : coup d’Etat révolutionnaire, coup d’Etat classique, coup d’Etat moderne, putsch, et pronunciamiento. Il se dégage alors les techniques de préparation, de mise en oeuvre, et de maintien du coup qui touchent à la fois aux sphères politique et juridique<br>How can the violent overthrow of a government generate a stable legal order? Often overlooked by the legal community, a modern coup is not just a process of accession to power; it is also one of the ways of engaging the original constituent power, of constitutional rupture and of reconstruction. This concept is located at the intersection of political science, of the philosophy of law and of history. The modern coup, which permits the establishment of a new constitution, is the sudden, illegal replacement of a government by a small group of the existing state establishment by the use of force. Based on various historical events, such as the coups d’état of Bonaparte, Lenin, Pinochet, etc., we define this concept and distinguish it from a revolution. We establish a classification of different types of coups, according to their protagonists and their impact on the constitutional system: revolutionary coups, classical coups, modern coups, putsches, and pronunciamienti. We also define the techniques of preparation, implementation and preservation of the coup which affect both the political and legal spheres

Forgotten Lyres is a musical response to Percy Bysshe Shelley's poem Mutability, which depicts the fragility and unpredictable nature of human life. Four independent chamber ensembles make up the performing forces of Forgotten Lyres; the musicians evoke the topics of Shelley's text as they interact and coordinate with one another according to a variety of paradigms and without the use of a conductor. This essay focuses on the approaches to coordination within and between ensembles, and the ways in which the musicians' interactions can evoke and convey Shelley's texts. The essay also examines works by Mel Powell, Toru Takemitsu, Witold Lutoslawski, and Pierre Boulez as examples and precursors for the coordination strategies employed in Forgotten Lyres.

Les liens envers le lieu d'origine questionnent au-delà des parcours migratoires, les histoires, les politiques et les identifications de ces immigrés et de leurs descendants.Les enjeux de pouvoir et les interactions entre les immigrés et leurs parents restés au pays seront donc analysées sous le prisme des migrations et des coopérations bilatérales. These communities are the ideal place to analyze the challenges of power among people who have been ruled by other kinds of power. The links with the country of origin are questioned out of the migratory trajects and the stories, the policies and the didentifications of these immigrants and their descents are also studied.The power challenges and the interactions between the immigrants and their relatives living in the country of origine will be analyzed through the migrations and the bilateral cooperations. Abstract This chapter examines the changing role of humanitarian organizations in Africa’s conflict zones and how humanitarianism has become a highly contested space on the battlefield. Through an analysis of several ongoing peace operations in Africa, this chapter demonstrates how the principles of humanitarian relief have been undermined by the major powers and the UN in their pursuit of ostensibly noble objectives. Organizations and donors have become complicit in compromising humanitarianism, especially in multi-mandated UN missions, by inserting humanitarian workers into the realm of both service delivery (associated with the process of building a state) and as a political tool to win “hearts and minds.” Peacebuilding will be better served, the chapter concludes, by restoring humanitarianism to its original role and ethos.

This paper presents a new approach using frequency rectification to harvest electrical energy from mechanical energy using piezoelectric devices. The rectification approach utilizes a linearly traveling Rectifier to impart vibrational motion to a cantilever piezoelectric bimorph. A conventional cantilever-type energy harvester is tested aside the rectified beam. The Standard beam generated 0.11 W of power, a power density of 15.63 kW/m3, and an energy density of 130.7 J/m3. The Rectified beam generated 580 mW of power, a power density of 871.92 kW/m3, and an energy density of 313.15 J/m3, a factor 2.4 greater than conventional energy harvesting methods. These results confirm the original thesis that a mechanically rectified piezoelectric Energy Harvester would generate larger Energy and Power Densities as well as Specific Powers, compared to conventional technologies.

Abstract:
This paper presents a general integrated procedure of fabricating a Hybrid Electric Motorcycle (HEM). Firstly, a simple model designed and simulated using ADVISOR2002 and the proposed model is exported to MATLAB/SIMULINK. Secondly, the controller schematic and its optimized control strategy are described. In addition, the ratings of the components including the batteries, electric motor, and internal combustion engine (ICE) are calculated based on the design. A 125 cc ICE motorcycle is selected for conversion to HEM. A brushless DC (BLDC) motor assembled in front wheel as accessory propellant. The nominal powers are 8.2 kW at 8500 rpm and 500 W for the ICE and BLDC respectively. The original motorcycle has a Continues Variable Transmission (CVT) that is the best choice for the HEM power transmission because it can operate in automatic handling mode and has high efficiency. Moreover, by using CVT the ICE can be started while it is running at 15 km/h. Finally, the three operating modes of the HEM, the servo motors, and the LCD panel were explained.

A study was conducted for NASA Dryden Flight Research Center to investigate the viability of developing an externally powered zero stage booster fan to boost the altitude performance of a high altitude turbojet from 80 kft. to over 90 kft., in order to realize a very high altitude subsonic remotely piloted aircraft (RPA) capable of atmospheric science missions. A modified non-airbreathing torpedo engine powers the booster fan. The powered fan is grafted onto an airbreathing turbojet (the General Electric YJ97 jet engine) and is used to supercharge the engine (boost inlet pressure and airflow) at altitudes above its original design limits. The inlet boost keeps the engine operating and delivering thrust, at subsonic speeds, to mission altitudes over 95,000 ft. If this modified engine were grafted back into the air vehicle it was originally designed for (the Viet Nam era AQM-91A Compass Arrow) the modifications would enable the vehicle to increase its maximum altitude from 80,000 ft to over 88,000 ft for periods up to 45 min. With some additional wing area, the aircraft, which is in the 5000 lbm TOGW class, could carry a 500 lbm payload to altitudes over 92,000 kft with an operational radius over 1500 NMi. This study examined a number of candidate component arrangements to realize this fan-boosted propulsion system. Performance was estimated for the subsystem components, the resulting propulsion systems, and the associated RPA. In addition, the study estimated the time and cost to demonstrate/validate this concept in a full-scale propulsion system wind tunnel test program. This paper describes the concept, summarizes the concept selection efforts and performance analysis conducted during the study, and explains the rationale behind this unusual approach. A description of the proposed development and test program, and the cost estimate, lies beyond the scope of this paper.

In many ancient communities, particularly tribal communities, there exists a system of dialogue and conversation with and between supernatural beings and the supernatural world they inhabit, as well as their transmigration into a human’s body. The supernatural world is considered to be the realm of the gods, or of the spirits of ancestors, or of satanic evil spirits. A Shaman is suggested to summon, and communicate with, tribal or cult gods, while controling spirits, ancestors, animals and birds with afforded powers. Shamanic rituals have patent linguistic significance. In communities with a strong shamanic tradition, the shamans generally use traditional language, without altering their unique features. The songs used in these rituals are also in traditional tribal dialect. This study focuses on Gaddika, the shamanic ritual of the Rawla tribe, a tribal community in Kerala, and about songs contributing to the ritual. The study examines to what extent the Rawla dialect has been retained in its ‘original’ form, and the tribal myths that are woven into ritual language. The Rawla language belongs to the Dravidian family, and has been passed on in oral form only. In the Gaddika ritual, the original language is widely used and is central to the survival of the language. This study was conducted among the Rawla community, through observations during several Gaddika rituals, thus documenting the songs and ritual dialogues. As such, the study documented the language in its orginal form and structure, along with prominent myths passed on through generations. The study analyses this shamanic ritual and its verbal patterns. The study concludes with that shamanic discourses and magico-religious rituals have a vital role in the continuity and in the survival of the historical dialect,

Abstract:
This paper describes analysis results of the early phase accident progression of the Fukushima Daiichi Nuclear Power Plant (NPP) Unit 1 by the severe accident analysis code SAMPSON. The isolation condensers were the only devices for decay heat removal at Unit 1, but they stopped after the loss of AC and DC powers. Since there were no decay heat removal for about 14 hours after their termination until the start of alternative water injection into the core by the fire engine, the core melt and the reactor pressure vessel (RPV) bottom failure occurred resulting in large amount of fission products release into the environment. The original SAMPSON was improved by adding new modellings for the phenomena which have been deemed specific to the Fukushima Daiichi NPP: (1) deterioration of SRV gaskets and (2) buckling of in-core-monitor housings which caused the early steam leakage from the core into the drywell, and (3) melt of the in-core-monitor housings in the lower plenum of the RPV. The analysis results showed that (1) 55.3% of UO2 of the initial loading and 66.1% of the core material including UO2, zircaloy, steel and control materials had melted down into the pedestal of the drywell, (2) the amount of Hydrogen generated by Zr-H2O reaction was 686 kg, (3) amount of Cs element released from fuels was 61 kg which was 72% of the total Cs element which was included in fuels at the initiation of the accident, and (4) 18.3% of the corium which fell into the pedestal was one large lump and the 81.7% was particulate corium.

The development of a wearable cooling system for use in elevated temperature environments by military, fire-fighting, chemical-response, and other hazardous duty personnel is underway. Such a system is expected to reduce heat-related stresses, increasing productivity and allowable mission duration, reduce fatigue, and lead to a safer working environment. The cooling system consists of an engine-driven vapor compression system assembled in a backpack configuration, to be coupled with a cooling garment containing refrigerant lines worn in close proximity to the skin. A 2.0 L fuel tank powers a small-scale engine that runs a compressor modified from the original air compression application to the refrigerant compression application here. A centrifugal clutch and reduction gear train system was designed and fabricated to couple the engine output to the refrigerant compressor and heat rejection fan. The system measured 0.318×0.273×0.152 m and weighed 4.46 kg. Testing was conducted in a controlled environment to determine performance over a wide range of expected ambient temperatures (37.7–47.5°C), evaporator refrigerant temperatures (22.2–26.1°C), and engine speeds (10,500–13,300 RPM). Heat removal rates of up to 300 W, which is the cooling rate for maintaining comfort at an activity level comparable to moderate exercise, were demonstrated at a nominal ambient temperature of 43.3°C. The system consumes fuel at an average rate of 0.316 kg/hr to provide nominal cooling of 178 W for 5.7 hrs between refueling.

Muqtedar Khan’s Islam and Good Governance: A Political Philosophy of Ihsan is, above all, an expression of faith.[1] This does not mean that we should engage it as a confessional text — although it certainly is one at some level — or that it necessitates or assumes a particular faith positionality on the part of its reader. Rather, Khan seeks here to build a vision and conception of Islamic governance that does not depend on compliance with or fidelity to some outward standard — whether that be European political liberalism or madhhabi requirements. Instead, he draws on concepts, values, and virtues commonly associated with Islam’s more inward dimensions to propose a strikingly original political philosophy: one that makes worldly that which has traditionally been kept apart from the world. More specifically, Khan locates the basis of a new kind of Islamic politics within the Qur’anic and Prophetic injunction of ihsan, which implies beautification, excellence, or perfection — conventionally understood as primarily spiritual in nature. However, this is not a politics that concerns itself with domination (the pursuit, retention, and maximization of power); it is neither narrowly focused on building governmental structures that supposedly correspond with divine diktat nor understood as contestation or competition. This is, as the book’s subtitle suggests, a pathway to a philosophy of the political which defines the latter in terms of searching for the Good.

Households that hire domestic workers are a space of compulsive encounters where people of different origins and social class meet, experiencing physical proximity that makes the social distance that prevails between them even more noticeable. Drawing on current research and scholarship on paid domestic work in Latin America, this paper explores the different ways of analysing the encounters of women from highly unequal social positions in the narrowness of the private household, arguing that the combination of physical proximity and affective ties fosters the (re)production of social inequalities and asymmetries of power. But while it is within the convivial relations of these households that inequality becomes evident, it is also there where it can be negotiated, fought, or mitigated. Households that hire domestic workers are thus a privileged site for observing negotiations and disputes concerning social inequalities, and hence, a critical context to study the reciprocal constitution of conviviality and inequality.
