Abstract:
Je první komplexní prací o problematice humanitárních intervencí vydanou v České republice. Seznamuje čtenáře s poměrně komplikovaným konceptem, jenž je provázen celou řadou morálních, právních i politických dilemat. Tou nejobecnější otázkou je: Intervenovat vojensky v případě výjimečného humanitárního utrpení?, a pokud ano: Za jakých podmínek? Na rozdíl od většiny zahraničních studií na toto téma si kniha neklade normativní cíle ani neřeší přijatelnost konceptu humanitární intervence jako takovou. Sleduje měnící se přístupy klíčových vládních i nevládních aktérů mezinárodního prostředí (v rámci OSN, NATO, regionálních mezivládních organizací, a samozřejmě konkrétních států, dále nevládních organizací, světových médií a konečně odborníků) v kontextu čtyř vybraných krizí, jež vyvolaly intenzivní debaty právě o legitimitě a potřebnosti konceptu humanitární intervence. V konečném důsledku tak kniha „mapuje“, zda se vyvíjí nová mezinárodní norma, což by znamenalo většinové přijetí konceptu. Zvláště na pozadí debat o posledním případu intervence NATO v Libyi je tato otázka velmi relevantní. Můžeme mluvit o nové doktríně a naplnění ideálu humanitární intervence v praxi? Kontroverze doprovázející zásah NATO ukazují, že tomu tak není, a koncept zůstává nadále rozporuplným. Poněkud paradoxně spíše více než kdy dříve. Ani obecná mezinárodní podpora širší koncepce Odpovědnosti za ochranu (R2P) neznamená potvrzení vojenských intervencí jako standardní reakce na systematické a rozsáhlé násilí. Největší posuny lze zaznamenat v rovině nevládního diskurzu, kdy zvláště v posledních letech vznikají globální platformy prosazující důraznější intervence v konkrétních krizích. Jejich aktivity jsou poměrně úspěšné ve smyslu větší viditelnosti konceptu R2P, nepřinášejí však širší mezinárodní konsenzus ohledně humanitární intervence.

Abstract:
This Master Thesis is the research done in the country of Rwanda. The project leads to study the climate of this country in order to establish whether this climate could be used to produce energy from air and to implement the first wind turbine for serving the nation.   After an introduction about the historical background of wind power, the thesis work deals with assessment of wind energy potential of Rwanda in focusing of the most suitable place for wind power plants. The best location with annual mean wind speed, the rate of use of turbine with hub height for an annual production per year, the mean wind speeds for 6 sites of Rwanda based on ECMWF for climatic data for one year at relief of altitude of 100m and coordinates are reported too.   The result of energy produced and calculations were done based on power hitting wind turbine generator in order to calculate Kinetic energy and power available at the best location to the measurement over the period of 12 months, that could be hoped for long term.   With help of logarithmic law, where wind speed usually increases with increasing in elevation and the desired wind speeds at all 6 sites were used. The annual energy production was taken into account at the best site with desired wind speed at the initial cost of turbine as well as the cost of energy (COE).However, with comparison of the tariff of EWSA, the price of Wind designed in this Research per kWh is cheaper and suitable for people of Rwanda.

By using the plausibility probe method, this study finds that the role of the hegemon is an important one that should be studied further to understand the impact of the hegemon on the international response to genocide.

Abstract:

From long ago, rivers have always sustained livelihoods of the peoples through the utilisation of different natural resources available in the basin. All over the world, many rivers have been dammed in the spirit of performing various purposes: agricultural irrigation, domestic water supply and power generation or flood control.

By the year 2001, the World Commission on Dams brought into focus the debate on damrelated impacts on local economies, societal cultures, livelihoods security and environmental conservation. The outcome of the World Commission on Dams consultation strongly recommended the governments to involve all stakeholders to address appropriately all issues associated with dams.

The overall focus of this master thesis is the projected Rusumo Falls dam in the Kagera River Basin (East Africa). Based on literature documentation completed by on-ground observations and qualitative interviews at Rusumo, various issues connected with the dam are presented.

In the first part, the Kagera River Basin background information is provided. It gives an overview of the physical and human characteristics of the Kagera watershed and subcatchments. A brief history and socio-economic indicators are given to enlighten the outsiders about the development challenges of the riparian countries of Burundi, Rwanda, Tanzania and Uganda. Regional frameworks for the development and management of Kagera Basin natural resources are presented: The Kagera Basin Organisation and the Nile Basin Initiative.

Section two analyses the likely social problems around the Rusumo Hydro Electric Project resulting from the land issue and the electricity needs and posing a dilemma for the governments committed to reverse the poverty and developing the economies. Benefits and drawbacks of the dam as perceived by the beneficiaries are thoroughly listed.

Based on the overwhelming supports from the Rusumo people, the governments of Burundi, Rwanda and Tanzania together with the international community, a public participation scenario is suggested in the last chapter. It encourages the governments to come together with all interested groups and the affected people of Rusumo and address any matters associated to the dam management process.

The conclusion of this study draws some strategies and methods to ensure full popular participation in the dam management. It provides some ways to involve all stakeholders to address the related issues. As the Rusumo people perceptions of the dam possible effects might not be realistic, the popular participation can offer them a good opportunity to handle socio-economic problems such as the land issue, the economy restructure and the nature conservation. In this case study, the government of Rwanda is therefore responsible for the establishment of platforms for a broad popular consultation.

This diploma work "Participation of UN in humanitarian crisis caused by armed conflict, focused on humanitarian intervention" devotes to problems with using humanitarian intervention as one of the most controversial measures, that were reaction to humanitarian crisis, caused by armed conflicts. It focuses on humanitarian intervention of first half of 90's, when this concept was stigmatised by unsuccessful solutions to armed conflicts in Rwanda and Somalia. It tries to reveal fouls, which UN committed in these conflicts and maps out the pretences at balancing with these fouls and taking instruction to the future. Furthermore it devotes to questions which using concept of humanitarian intervention stired up and new concept Responsiblity to protect is also gone with the same questions. This work maps out measures of UN, which are using in case of armed conflicts and shift of opinion from the term humanitarian intervention to concept Responsibility to protect, which implemention is stiring up lively discussion. Nevertheless this concept was unanimously voted by all member countries in Summit OSN 2005. Efforts of international security and peace with be ever actual issue a this issue should be at front of all people's interest.

Peacekeeping operations have since their inception become a widely-used tool used to address the acute crises emerging in international relations. For a long time, their success or failure were not object of scientific scrutiny. This has changed in recent years. This thesis describes evaluation frameworks developed by three authors and then applies them to three cases of peacekeeping operations (Sierra Leone, Mozambique and Rwanda) and it tries to assess the extent to which the assumption about the too optimistic evaluation criteria proposed by Virginia Page Fortna and too pessimistic evaluation criteria suggested by Diehl and Druckman are substantiated by empirical reality of peacekeeping operations. These approaches are supplemented by the evaluation criteria proposed by Daryia Pushkina which serve as an evaluation mainstream.

Abstract:
Due to mining activities, the natural vegetation cover in Gatumba area was removed and replaced either by crops or bare wasteland with reduced available arable land. The main aim of the study was to assess the impact of the mining activities on the plant mineral uptake and the dynamics of the vegetation. The vegetation in this area under investigation was diversified and heterogeneous. Trace element concentrations in soils were similar to those in plant parts but some elements were highly concentrated in soils than in plants. According to the bioaccumulation factors of the analyzed trace elements in plant parts, two categories of plants were identified, and these are excluders and accumulators. No toxic levels of the evaluated trace elements were found in the analyzed plant samples. As a recommendation for the adaptation of plants to Gatumba mining environment, the most useful plant species for the revegetation/restitution of the technosols should be Sesbania sesban, Crotalaria dewildemaniana and Tithonia diversifolia subject to further experiments on trace elements bioaccumulation and organic matter production

Rwanda has considerable opportunities development energy from hydro sources, methane gas, solar and peat deposits. Most of these energy sources have not been fully exploited, such as solar, wind and geothermal. As such wood is still being the major source of energy for 94 per cent of the population and imported petroleum products consume more than 40 per cent of foreign exchange. Energy is a key component of the Rwandan economy. It is thus recognized that the current inadequate and expensive energy supply constitutes a limiting factor to sustainable development. Rwanda’s Vision 2020 emphasizes the need for economic growth, private investment and economic transformation supported by a reliable and affordable energy supply as a key factor for the development process. To achieve this transformation, the country will need to increase energy production and diversify into alternative energy sources. Rwandan nations don’t have small-scale solar, wind, and geothermal devices in operation providing energy to urban and rural areas. These types of energy production are especially useful in remote locations because of the excessive cost of transporting electricity from large-scale power plants. The application of renewable energy technology has the potential to alleviate many of the problems that face the people of Rwanda every day, especially if done so in a sustainable manner that prioritizes human rights.

Unlike at any other time in Rwanda’s history, more and more Rwandans in rural areas are becoming owners of cattle because of the Government of Rwanda’s agricultural direct assistance and poverty reduction programme known as Girinka. This chapter focuses on the various strategies employed by the government of Rwanda in achieving increased biogas use among the rural poor Girinka beneficiaries who use cow dung for their domestic biogas plants. Conditions necessary for successful implementation of clean energy pro-poor reforms in rural communities are explored.

We develop a simple semi-structural model for the Rwandan economy to better understand the monetary policy transmission mechanism. A key feature of the model is the introduction of a modified uncovered interest parity condition to capture key structural features of Rwanda’s economy and policy framework, such as the limited degree of capital mobility and managed floating regime. A filtration of the observed data through the model allows us to illustrate the contribution of various factors to inflation dynamics and its deviations from the inflation target. Our results, consistent with evidence for other countries in the region, suggest that food and oil prices as well as the exchange rate have accounted for the bulk of inflation dynamics in Rwanda.

Over the past 25 years, Rwanda has undergone remarkable shifts and transitions: culturally, economically, and educationally the country has gone from strength to strength. While much scholarship has understandably been retrospective, seeking to understand, document and commemorate the Genocide against the Tutsi, this volume gathers diverse perspectives on the changing social and cultural fabric of Rwanda since 1994. Rwandan Since 1994 considers the context of these changes, particularly in relation to the ongoing importance of remembering and in wider developments in the Great Lakes and East Africa regions. Equally it explores what stories of change are emerging from Rwanda: creative writing and testimonies, as well as national, regional, and international political narratives. The contributors interrogate which frameworks and narratives might be most useful for understanding different kinds of change, what new directions are emerging, and how Rwanda's trajectory is ongoingly shaped by other global factors. The international set of contributors includes creative writers, practitioners, activists, and scholars from African studies, history, anthropology, education, international relations, modern languages, law and politics. This chapter analyses how Rwanda has achieved near miracle growth rates of above 6 per cent (excluding 2003 and 2013) since 1994. This is due to the country being led by a strong dominant party which has resulted in a stable deals environment within the country. The pursuit of growth has led the Rwanda Patriotic Front (RPF) to drive for a more open deals space, yet retaining some closed deals space for strategic interests. However, growth maintenance in the country remains dependent on commodity price fluctuations, access to foreign aid, and the maintenance of a stable political settlement. This leaves Rwanda’s growth episodes vulnerable to external shocks and negative feedback loops.

This chapter reviews the role of the Department of Peacekeeping Operations (DPKO) before and during the Rwandan genocide. After introducing the peculiar context of the early 1990s and the promises of the so-called ‘New World Order’ which followed the collapse of the Soviet Union and the end of the Cold War, the chapter outlines the role of DPKO during the early reconnaissance mission to Rwanda and reviews several decisions taken by the peacekeeping department. These include the size of the mission and its troop levels, the so-called ‘genocide cable’ sent by Dallaire about forthcoming ethnic massacres, and the mandate and rules of engagement of the Rwandan operation. The chapter also introduces the phenomenon of the ‘anticipatory veto’, or a tendency on the part of Secretariat officials to recommend to the Security Council only what the latter is likely to endorse.

Since the Rwandan Genocide in 1994, the border areas of Rwanda, Uganda, and the Democratic Republic of the Congo have been characterized by armed conflict and waves of cross-border migration, which have affected speakers’ realizations of the varieties of Kinyarwanda spoken in the area. The resulting recontextualized language use is best explored through a theoretical background of language ideologies and “border thinking.” With respect to Kinyarwanda, the fluid practice Kinyafranglais and the youth language Imvugo y’Umuhanda have emerged in relation to post-genocide language purification processes in Rwanda. In the ongoing conflict in DR Congo, secret metaphors in Kinyabwisha are used by Congolese armed groups when planning military operations, but they are also adopted by civilians when addressing delicate war-related topics. Pragmatic change in Rufumbira (Uganda) in the adjacent areas affect the realization of linguistic taboos, “sex talk,” and politeness strategies, which all deviate from patterns found across the border(s).

Abstract Until its 1994 genocide, Rwanda was among the world’s most obscure countries: a tiny dot on the map of Africa, rarely studied, even more rarely in the news. Today, no country in Africa divides opinion among scholars and commentators as fiercely as Rwanda. A development success, rising from the ashes of mass ethnic slaughter? Or a case of autocratic recidivism, masked by a bogus narrative of national unity? This chapter breaks Rwanda’s highly contested peacebuilding into four main parts—military, society, economy, and youth & women—to put some distance between its tangible gains and failings, on one hand, and the presumed aims and personality of President Paul Kagame, on the other. It finds that Rwanda is a complex—but by no means secure—success.

<p>Bridges to Prosperity (B2P) is an International Non-Government Organization (INGO) that constructs long- span, cable-supported footbridges for transportation connectivity in rural parts of low-income countries. By building footbridges over impassable rivers, B2P and their partners act as a catalyst in rural communities, providing access to health care, education and market opportunities.</p><p>Following a nation-wide Rwanda needs assessment that involved assessing over 1500 locations where communities reported an inability to access local services year-round, B2P partnered with the Rwandan Government to prioritize the sites that were technically feasible and high impact, culminating in a five-year MOU to co-finance up to 355 bridges to connect over 1.1 million rural Rwandese. The private engineering and construction sectors have played a key role in providing funding and support for this scale up and this paper will address the design innovations brought forth, resulting in lost-cost and low-tech infrastructure for rural applications. To demonstrate the importance of B2P’s Corporate Partnership program on their scale-up in Rwanda, this paper will discuss a few of the innovative design and construction techniques developed in these partnerships through a case study of the Uwarukara footbridge in Rwanda.</p>

Google is a popular Web 2.0 tools with many interesting facilities and applications. Like many other Web 2.0 tools, Google classroom has potential for teaching and learning due to its unique built-in functions that offer pedagogical, social and technological affordances. With this in mind, Google classroom as an open-source learning platform created in 2015 to simplify and enhance user collaboration, was considered a prominent technology tool used to enhance teaching and learning at a particular University in Rwanda. This study adopts a quantitative descriptive design to investigate university students' Google classroom experiences in Rwanda after participating in an online STEM education course. Data were collected using questionnaires sent to students via a Google form link. The collected data were analyzed using frequency and descriptive analysis. The study has generally confirmed that students have a positive cognitive, affective, and behavioural attitude towards Google classroom use. The study also revealed immediate feedback, accessibility, user-friendliness, collaboration, effective and efficient communication as positive experiences recognized by students using Google classroom in their online STEM education course. Nevertheless, students faced problems such as poor internet connection, lack of technology to access the classroom, insufficient time to submit tasks, lecturers inadequate and untimely response to students’ questions, isolated learning, poor knowledge about the user interface, inadequate skills on how to use the classroom. To further encourage the use of google classroom particularly as a learning management system in Rwandan universities and other universities across Africa, findings from this study recommends that education institutions provide students and lecturers with adequate training and platform on how to use the google classroom interface, improve ICT infrastructures, lecturers’ use of video chat or asynchronous mode to provide adequate and timely feedback to students within stipulated virtual office hours, ensure quality course content.

African Leadership University (ALU), a network of higher education institutions, opened its second campus in Rwanda in September of 2017. In order to achieve the institutional vision to educate three million young African Leaders before 2050, the University has made efforts to embrace ‘innovative pedagogy,’ designing curricula and training its teaching staff in active learning and student-centered pedagogy. This paper provides an account of the design and inital delivery of a new degree that ALU offers to its students in Rwanda, called “Global Challenges,” a project-based degree that requires students to structure their learning around a project that they self-design that addresses a challenge facing the continent of Africa. The paper is authored by a member of the faculty of the new degree and uses qualitative practitioner-based research to describe the degree and analyse its alignment with the innovative practice of Project-Based Learning (PBL). Analysis of the degree design shows strong adherence to the principles of PBL; however, more research is needed to evaluate the effectiveness and broader impact of this new educational program.

Requirements such as complex architectural shapes and highly demanding environmental performance require better and more sophisticated engineering solutions.</p><p>The challenging deadlines and budget control demand optimized and automated solutions that adapt perfectly to each project and to the evolution between design stages. These and other aspects generate a proliferation of information and make the life cycle of the project progressively more complex and difficult to control. In this scenario it is imperative for the design team to make use of the most advanced tools available and adapt the design processes to exceed current expectations and prepare future market demands.</p><p>GEG has already fully embraced the BIM methodology, in order to respond to these challenges on the projects it is involved.</p><p>This article intends to present a specific project - the New Bugesera International Airport of Kigali in Rwanda - as an example of implementation of these processes. Through this example such aspects as the strategies, the difficulties, the advantages, and the tools used to overcome the different challenges are presented. The possibility of showing on site construction, as this is a fast track design build project that is already under construction, introduces additional difficulties but also increases the interest to present this case.</p>

This policy note outlines core findings from a case study of the experiences of approximately 200 Rwandans as they left prison or community service camp and returned to their communities. Specifically, it relies upon interviews with each of these individuals before, 6 months after, and again 1 year after their release—as well as interviews with over 100 community members. Although reentry and reintegration are multifaceted processes, this policy note focuses on identity, rituals, and narratives with an emphasis on initial reentry, which sets the stage for broader reintegration. In doing so, the note highlights insights that are relevant to reentry and reintegration following not only genocide but also mass violence, war, insurgency, violent extremism, and other forms of political violence. It simultaneously recognizes, however, that the case of Rwanda has exceptional elements and addresses these elements throughout.

This study analyzes the return on investment for an agribusiness facilitation fund implemented in Rwanda. Combining project monitoring data with supplementary surveys and interviews of recipient agribusinesses, we find a positive return on investment in terms of farmer income generated per dollar spent by the US government. To determine the commercial viability of the investments, we estimate the payback period and find the median time it will take a firm to recoup the entire investment through profits is 3.7 years. We estimate the net present value of the entire fund portfolio to be $12.5 million. These estimates rely on conservative assumptions and likely underrepresent the profitability of the investments. Given the positive returns and commercial viability of the agribusinesses, we examine the fund’s role as a first step to “graduate” firms toward investment readiness. Although three firms did access equity investment, we find that the majority of the businesses in the portfolio do not meet investor requirements for deal size and management capacity and are more appropriately financed by commercial lenders. We conclude with recommendations for the implementation and measurement of similar funds.

This paper reports on a two-tiered experiment designed to separately identify the selection and effort margins of pay-for-performance (P4P). At the recruitment stage, teacher labor markets were randomly assigned to a pay-for-percentile or fixed-wage contract. Once recruits were placed, an unexpected, incentive-compatible, school-level re-randomization was performed, so that some teachers who applied for a fixed-wage contract ended up being paid by P4P, and vice versa. By the second year of the study, the within-year effort effect of P4P was 0.16 standard deviations of pupil learning, with the total effect rising to 0.20 standard deviations after allowing for selection.
