Abstract Within the solution of the project APVV-17-0071 Support of Reading Literacy in the Mother Tongue and Foreign Language, it is also important to reflect on outsidership as a certain ambivalent phenomenon, which appears after 1989 in contemporary Slovak literature for children and youth in various analogies. One of the aims of the study is to define the initial concept of outsider from various professional perspectives. We will also focus on the methodological basis of research of outsiders (social status, otherness, disadvantage, bullying, rebellion), not only in contemporary artistic texts but also in working exercises with regard to the learning language style.

Abstract:
One of the most significant developments in Latin American democracies since the beginning of the third wave of democratization is the rise to political prominence of outsider candidates in presidential elections. I use an original database of political outsiders in Latin America to examine the institutional factors that contribute to the emergence of political outsiders. Using a fixed effects variance decomposition (FEVD) model, I find that, in addition to the favorable conditions already identified in the literature—legitimacy crisis of traditional political parties and negative socioeconomic conditions—the rise of political outsiders is determined by institutional factors, such as nonconcurrent elections, compulsory voting rules, and reelection provisions.

Abstract:
AbstractThis article analyzes various roles of development practitioners (called outsiders) in five different cases of community-based development (CBD) in rural Iran. It provides a review of the literature on CBD and identifies three main types of roles fulfilled by outsiders to support indigenous development processes. These include preparing the ground, activating community-based organizations as participatory institutions, and taking on the role of brokers who bridge the gap between the local community and outside institutions—especially the state and market. From the analysis of empirical qualitative data collected during fieldwork in Iran, the article concludes that while the roles played by the outsiders in CBD interventions there correspond mostly to those identified in the literature, there are differences in their strategies of intervention and activities under each role which correspond with their contextual contingencies. Recognizing this variation is needed to deepen the understanding of CBD practices and help practitioners think about alternative perspectives and approaches.

The editorial surveys the current terrain of contemporary self-taught and outsider art. Using Deleuze and Guattari’s Towards a Minor Literature to suggest a specific category of minor painting, the text discusses how museological discourse on outsider art that developed over the twentieth century has been transformed over the past decade by large museum exhibitions and smaller community organizations’ activities. These include key examples such as the National Gallery of Art, Washington’s exhibition Outliers and American Vanguard Art curated by Lynne Cooke, and White Columns’s exemplary programme that supports visionary and self-taught artists in New York City. The text outlines how these examples alongside curatorial activism and reappraisal have attempted to recalibrate art history and provides an analysis of the inclusion of outsider and self-taught art in biennales such as Venice, quinquennials such as Documenta and small publicly funded spaces with a desire for equality and inclusion.

Abstract Social work strategy is increasingly applying sports and physical activity programs as a vehicle for the social inclusion of outsiders. The underlying assumption is that interactions between diverse social groups generate social capital, which can potentially function as a social lever for socially disadvantaged groups. Knowledge about how and when this levering process occurs is, however, insufficient. The generation and acquisition of social capital requires adequate qualities in the relationship between social entities. Hence, meticulous research is essential to expound on the mechanisms and circumstances under which the socially disadvantaged can benefit from social capital generated through sports and physical activity. The article is primarily based on qualitative interviews with different groups of socially disadvantaged people. The interviews were conducted as part of a large-scale investigation of participation in sports in socially deprived neighborhoods. Subsequently, the findings from the qualitative interviews were triangulated with findings from an assessment of documentation and evaluation reports covering about 200 projects, and findings from a scientific literature review. The findings suggest that strategies aiming at social inclusion through sports and physical activities need to take social context into consideration

Abstract:
This thesis shows the condition of outsidedness in the fiction of two Indo-English authors: Ruth Prawer Jhabvala and Salman Rushdie. Ruth Prawer Jhabvala focuses on the intercultural encounter from the European perspective. Salman Rushdie writes from the expatriate's point of view. Astride the cultural frameworks of India and the West at once they examine the ironic similarities of prejudice and intolerance in both societies. These authors' novels are examined through concepts elaborated by the Russian literary theoretician, Mikhail Bakhtin, such as exotopy or outsidedness, heteroglossia, dialogism, etc. They confirm Bakhtin's contention that cultural confrontation is a potentially enriching source of literary and artistic creation. Jhabvala treats the intercultural encounter within the colonial and post-colonial frameworks and shows the fragile dialogue that does occur between her European characters and India. Rushdie on the other hand centres mainly on contemporary India although he does satirize certain aspects of colonial India. He uses a plethora of historical, literary, cultural and linguistic referents from both eastern and western traditions to subvert the hegemonic discourse of either and to celebrate cultural hybridity.

Abstract:
The study of young adult literature has become widespread within Children’s and Young Adult Literature specifically and literary studies as a whole. However, the term “young adult” which defines and focalizes both the literature itself and the ostensible readers for whom it is produced remains a poorly-examined area. The present study examines the creation of one branch of what we now call “young adult literature” from its roots in the United States in the early twentieth century to its emergence as a dominant literary form in the mid-to-late 1960s. In doing so, it seeks to reconcile emerging professional, psychological, sociological, pedagogical, cultural, and ideological discourses concerning adolescence and young adulthood with works of fiction prepared specifically for their consumption. It also seeks to position the changing role of adolescent subjects into the larger framework of American Studies by examining how these texts reflected, tested, and reinforced dominant paradigms of thought surrounding how adolescents would become actualized American subjects. At the same time, it broaches concerns within these dominant paradigms that have been overlooked in constructing historical approaches to the development of young adult literature, and it suggests a few methodologies by which to recover these undiscussed threads.

Abstract:
This thesis looks at a number of Jakob Wassermann’s novels and the ways in which society is depicted in them. Seen as a whole, Wassermann’s oeuvre can therefore be understood as an attempt to portray (mostly) German society at different historical stages. The periods in question are Biedermeier Germany, the Wilhelmine era, the years of the Great War and finally the Weimar Republic, the depiction of all of which reveal Wassermann as a fierce critic of his time. In addition to this interest in society, this thesis will examine Wassermann’s concern with various outsider figures which complement his portrayals of society. The outsider figures Wassermann seems to be mostly interested in are the Jew, the woman, the child and the homosexual man. However, Wassermann is not just interested in these outsiders on their own but also draws extensive parallels between the various forms of exclusion they experience in a society dominated by the Gentile man or, as in the case of the child, by the adult. These parallels have proven to be revelatory and have led to new insights into Wassermann’s works. The dynamic of the outsider vs. society is, however, in many ways no longer applicable to those novels written during and after the Great War. Instead Wassermann now combines his interest in the figure of the outsider with an interest in the depiction of character. At the same time character becomes a mirror not only for the society Wassermann portrays in his writing but also for the society he lived in. This makes for an altogether more complex but also more intriguing structure of his later writing. This thesis will examine how all these different elements when combined offer new ways of looking at Wassermann’s writing.

Resumo: Este trabalho tem como proposta o estudo de três obras do escritor português António Lobo Antunes: O conhecimento do inferno (1980), O esplendor de Portugal (1997) e O Meu nome é Legião (2007). No conjunto destes romances, destaca-se a relação entre Portugal e África, desde o período imediatamente posterior ao fim da Guerra Colonial aos dias atuais. A condição das personagens, respectivamente, um médico dividido entre o “inferno” da guerra e do hospital psiquiátrico, uma família dilacerada pelos conflitos em solo africano, nos anos da guerra civil em Angola e moradores dos bairros de lata da atual periferia de Lisboa, possibilita uma leitura diacrônica da marginalidade e do abandono que atingem, contemporaneamente, e de diferentes formas, os herdeiros da problemática relação entre metrópole e colônia, reduzidos à condição de “vagabundos”, outsiders ou outras figuras marginais. Abstract: This work intends to study three novels by the Portuguese writer António Lobo Antunes: Conhecimento do inferno (1980), O esplendor de Portugal (1997) and O Meu nome é legião (2007). In all these novels, the relationship between Portugal and Africa stands out, from the period immediately after the end of the Colonial War to the present day. The condition of the characters, respectively, a physician divided between the "hell" of the war and the psychiatric hospital, a family torn apart by African conflicts in the years of the civil war in Angola and residents of the slums of the present periphery of Lisbon, makes possible a diachronic reading of the marginality and abandonment that, at the same time and in different ways, reaches the heirs of the problematic relation between metropolis and colony, reduced to the condition of tramps, outsiders or other marginal figures. In the study of the reiteracy and the manners in which these characters are constructed, of the discourses produced by them and about them and the situations of extreme violence that they experience, the goal is to revel the connection points between the three novels and the analysis of the development and consolidation of António Lobo Antunes writing, recurrences and thematic developments, as well as the maturation of his narrative and discursive strategies. Abstract:
Health Technology Assessment (HTA) is one of the tools that can be used to support rational and objective decision-making in healthcare in the endeavour to contain public expenditure while maintaining the availability of healthcare interventions. The complex process of HTA often struggles to find its place in public policies and faces pressure from various stakeholders. HTA has existed since the 1970s and as a formal process has its roots in the United States. During the 1980s, HTA began to spread outside the US and over the next twenty years, reached almost all European countries, including some countries in Central Europe. The rise of HTA brought about an exponential increase in the empirical studies of HTA available in academic databases. This study reviews the available literature to analyse the development and research topics and the potential pitfalls of HTA implementation.

Introduction: Lipomyelomeningocele is a congenital malformation in which the neural plate lies outside the spinal canal. Patients younger than 6 months of age are neurologically asymptomatic. However, if not diagnosed, the disease evolves with deterioration of bowel and bladder functions and, later, with motor deficits (paralysis) and loss of sensation. Accordingly, a literature review was developed about the therapeutic methods that enable a better quality of life and prevent or control disease progression. Objectives: This literature review aims to elucidate leading updates in the literature regarding the therapy for lipomyelomeningocele, a rare form of spinal dysraphism. Methods: Searches were performed in the LILACS e PubMed database and in the health descriptors (DeCs/MeSH), to establish the descriptors. Of the 6,292 articles found, 20 were selected, since only they presented relevant information about this topic. Results: From reading the articles, it was concluded that surgery is the recommended treatment for cases of lipomyelomeningocele. The main goal of surgery is to prevent future damage or further neurological deterioration and also to preserve or improve current neurological function. The widespread use of advanced prenatal ultrasonography can show neural development and suggest congenital malformations and progressive neurological deterioration. Conclusions: Although surgery is the best treatment, it may also be accompanied by outcomes such as meningitis, CSF leakage, neurological deterioration as a result of tethered cord or secondary to nerve injury, and incomplete healing or wound breakdown. Prenatal ultrasound is necessary to identify the malformation and support early diagnosis of lipomyelomeningocele and may open doors for future care and treatment.

Background: Headache is the most common neurological symptom and is an important complication of cerebrospinal fluid access (CSF) techniques, reported by 1/3 of the patients after 48 hours of puncture. Objective: Present the most relevant information about the clinic and influential factors of headache after spinal anesthesia. Method: A literature review was conducted in pubmed, Scielo, Lilacs and Google academic databases, having as inclusion criteria articles of great relevance published in English, Portuguese and Spanish in the period 2016 to 2021 and exclusion criteria articles published outside that period. Results: Post-spinal anesthesia headache or post-dural puncture headache (DPC) belongs to the group of secondary headaches resulting from nonvascular disorders. The condition is composed of headache in the occipital and frontal region, which worsens in orthostatic position and may be accompanied by other symptoms such as neck stiffness, hearing disorders, photophobia, and nausea. The incidence of headache after the procedure varies according to the technique used, which can be medial or para - medial; more frequent in females; with the use of calibrated needles and in young patients. Regarding the recovery time, according to the reviewed literature, 72% of the patients had resolved the case within 7 days. Conclusion: Therefore, the correct performance of the procedure, with attention to modifiable factors, and the careful evaluation of clinical aspects for early diagnosis are essential to reduce the incidence and morbidity of this potentially disabling headache.

Abstract Wrinkles on a pipeline, whether produced intentionally by construction methods of vintage pipelines or unintentionally by bending loads from subsurface geotechnical movements, introduce significant stress concentration factors. However, common options for pipeline repair usually cannot be used given the protruding wrinkle geometry (e.g. steel sleeves), or are costly and can introduce additional safety concerns (e.g. pipe replacement). Numerous composite repair technologies have been developed that take the form of the underlying structure and, thus, may provide an alternative for this application. However, composite repairs have focused on restoring axial defects in pipelines (i.e. hoop reinforcement), while restoring the bending capacity of wrinkled pipe is less common. Therefore, this literature review consolidates the current state of knowledge regarding the effects of composite repairs on the bending load capacity of pipes. The reviewed literature identified 14 studies (using finite element analysis, full-scale testing, or a combination of both) that investigated composite repairs on wrinkled pipe or under bending loads. Typically, for pipe with non-sharp flaws (e.g. corrosion or wrinkles), the bending capacity of the pipe with a sufficient repair is increased near or beyond that of pristine pipe. The latter case usually results in a new wrinkle forming outside of the repaired pipe section. Most repairs have also been shown to prevent significant plastic deformation of the base pipe beneath the repair. However, knowledge gaps are also identified by this review and present opportunities for future studies to further improve the performance of composite repairs for this application.

Background: Post-spinal anesthesia headache is a common complication of this procedure due to the loss of cerebrospinal fluid through the puncture orifice. Resolution may be spontaneous or require interventions such as presented in this study. Objective: To address the most relevant and current aspects of post-spinal anesthesia headache treatment. Methods: Literature review based on Pubmed, Scielo and Google Scholar databases, having as inclusion criteria articles of great published in English, Portuguese and Spanish in the period 2016 to 2021 and exclusion criteria articles published outside that period. Results: Post-spinal anesthesia headache or post-dural puncture headache (DPC) is divided into disabling headache and non-disabling headache in order to guide its management. In non-disabling headache, analgesics, caffeine and hydration are used. In disabling headache, blood-patching can be performed from the injection of autologous blood in the epidural space in order to buffer the puncture hole. In addition to this technique, there is the blockade of the sphenuous- palatine ganglion, which is performed by applying 5% lidocaine with the aid of a swab, introduced perpendicularly to the nasopharynx, where the sphenuous ganglion is located – palatine ,inhibiting vasodilation from the blockage of parasympathetic transmission and thus decreasing the intensity of headache, considering the approachless invasive and with fewer complications, but that needs to be better studied for its application. Conclusion: The treatment of mistraining cppd from conservative to more invasive procedures and with a higher risk of complications. Due to the above, studies should be encouraged to expand the therapeutic arsenal of this disabling headache.

Aim/Purpose: To understand the current state of the body of literature in blockchain technology and propose dimensions for acceptance. Background: Blockchain technology has large promise to replace centralized and even distributed database systems. Its premise focuses on issues such as transparency, immutability, and privacy of transactions. Created for bitcoin, researchers and practitioners have begun to see its potential in different areas and industries. Its acceptance is still debatable as there are a number of issues still to be resolved. Methodology: We conducted a literature review to assess the size and scope of the body of research in the are of blockchain applications and carried a conceptual analysis for blockchain acceptance. Contribution: We provide an assessment of the body of literature in the are of blockchain and cluster the number of articles according to application groupings. We show that research in blockchain cannot be considered that it even started due to its diverse, scattered and weak related studies. At the same time, blockchain is still faced with a lot of resistance yet no one is studying its acceptance. We therefore propose dimension for its acceptance, as adapted from the very rich area of ecommerce research. Findings: Body of research is at its infancy. Research is scattered and weak. Most research is related to bitcoin and cryptocurrency. There is a great need to study the application of blockchain outside its current focus on cryptocurrency. Areas of study of blockchain applications include internet of things, energy and finance – other areas are identified. Dimensions for blockchain acceptance are proposed and include: reputation, risk, usefulness, and intentions. Recommendations for Practitioners: Blockchain has great potential to be applied in areas such as medicine, aviation and disaster relief. In terms of blockchain characteristics, practitioners have a lot of room to innovate in various approaches such as the blockchain hashing algorithm, smart contracts and peer validation. These do not need to be fixed but can vary based on the business characteristics. Recommendations for Researchers: Research in the application of blockchain can be considered as not even started. The application of blockchain is an open playground which today few have stepped in to enjoy. Research opportunities include but are not limited to energy consumption of blockchain transactions, dimensions to blockchain adoption and acceptance, adaptability of blockchain to various industries, and innovation in blockchain characteristics such as new approaches to peer validation of transactions.

Nevertheless, the place of literature in language teaching context in Turkey is still approached to be an outside source to be assigned as extensive reading rather than to be a classroom worthy material to be utilized in class. This article describes a literature lesson at a Freshman Englih level and outlines the steps to be taken to implement language based activities to promote ‘language awareness’ and to foster ‘meaning construction’ and ‘cultural awareness’ in a process based classroom setting. Pulmonary Disease has become a hot topic since Covid-19 attacked in 2019. Back to Tang Dynasty, Pulmonary Diseases were common in literati field. Poets used characteristics of the “lungs” that manage the energy and store spirit to reveal their true feelings. On the other hand, the lungs are “delicate” and “the only inner organ that is connecting to the outside by the nostril”, which gets infected by the virus the easiest. It reflected literati’s ups and downs in their careers, so as to express their sorrows and painful sentiments. Therefore, Pulmonary Diseases has become a “literati disease” to convey poets’ original emotions and expressed their unfinished achievements. Pulmonary Disease was one of the diseases that Bai Juyi was suffered for. During expatriation to Jiangzhou, pulmonary disease became the illness root due to the unfavorable climate and the invasion of cold pathogens. Later, traveling to Suzhou and Hangzhou also aggravated the disease. For Bai Juyi, Pulmonary Disease is not only a state of life, also a writing object that expressed specific emotions. Through the symptoms of “cough” and “thirst” from pulmonary disease, he revealed the hunger and cold disorders, also the deprivation of life when he was banished from the court. Also, he presented calm and adapting manner when he was suffering for the disease, which shaped his writing features with full of self-disposition. These features were transformed from the energy and store spirit in lungs. Furthermore, Bai Juyi showed his relaxing manner and leisure mind even he had the “thirst” of “desire of alcohol” which healed the mental emotions but hurt the physical lungs. Bai Juyi was entangled with pulmonary disease for half of his life, but he lived until seventy-five years old. To show the world about his living style of “walking with the illness” and “prolonging life with the disease”, his writings exuded peaceful and elegant with spontaneity.

This rapid literature review collates available evidence on the causes and consequences of air pollution in the Republic of North Macedonia (here after North Macedonia). It draws on a diverse range of sources from multiple academic disciplines and grey literature. The literature highlights that North Macedonia is considered to have some of the worst air quality in the West Balkans, and consequently some of the worst globally. Air pollution is a significant problem in North Macedonian cities and urban centres with exposure to high levels of particulate matter (PM) a particular issue. The PM2.5 size fraction is the focus of many air pollution studies because it is associated with a range of adverse health outcomes, it is also the focus of this review. This review identifies a limited but expanding evidence base discussing air pollution in North Macedonia. Studies are principally focussed on the capital city (Skopje) and ambient (outdoor) air pollution. There is a limited literature that discusses air quality issues outside of the capital and a dearth of evidence on household (indoor) air pollution.

The quality of political inclusion of ethnic minorities1 in the Eastern Neighbourhood remains a significant challenge, despite institutions in place to promote the rights of national minorities and various programming designed to foster inclusion. This rapid review surveys donor, academic and NGO literature in this field. Literature on addressing the political exclusion of ethnic minorities is limited, with discussion of donor interventions even more sparse. The report thus draws on government initiatives; and on recommendations based on the country situation and international experience, which are not necessarily based on specific programming. There was greater information on Georgia and Moldova, than on Armenia (reflected in the sub-section country titles). In addition, there is limited discussion of programming to address the political exclusion of internally displaced persons (IDPs) and refugees in the region. As such the report relies in part on general research and guidance on IDPs and refugees from a global perspective, including discussion of a few examples of initiatives outside of the Eastern Neighbourhood.

Climate change and urbanisation are inextricably linked. With the acceleration of urbanisation in many developing countries, urban areas play a major role in energy consumption and carbon dioxide emissions. This is true of Nepal, which has experienced rapid urbanisation in recent decades. However, no studies were identified that evaluate the efforts of reducing greenhouse gas (GHG) emissions from low carbon cities in rapidly urbanising developing countries. Although, there is literature out there on this that focuses on developed countries and the Global North, this is outside the scope of this report. Given the rapid nature of this review and its limitations it was not possible to fully answer the question of whether investments in low-carbon cities reduce carbon emissions in rapidly urbanising contexts. The first section of this report looks at the theory of low carbon cities and touches on some of the methodologies for measuring carbon emissions from cities (and the complexities and difficulties with these). The second section looks at Nepal in more detail, highlighting previous literature which has attempted to quantify emissions from cities in Nepal (namely Kathmandu Valley) and the co-benefits of low carbon investment in Nepal. However, overall, literature was largely limited on these topics, and was often older being from 5 years or more ago. Of note is an emissions inventory for Nepal for 2016 by Sadavarte et al. (2019) – although other literature notes that data on emission characteristics are still limited (IMC Worldwide, 2020). ICLEI (2009) also produced city emissions profiles for 3 Nepalese cities, but these are quite outdated. There are several studies related to low carbon development pathways for major cities in developed countries or China, however such studies from the perspective of emerging cities from the developing world are limited. Research into other developing countries with similar characteristics to Nepal was briefly explored in this rapid review but there was not time to fully explore this literature base. Most of the literature explored is from academia, although some is from non-governmental organisations particularly those looking at engaging cities in climate action (such as C40). The literature explored does not look at gender issues or issues of people with disabilities.

Recent questions surrounding the repatriation, rehabilitation, and reintegration of those who traveled to join the Islamic State in Iraq and Syria (ISIS), the reintegration of violent extremists in conflict zones including Somalia, Nigeria, Libya, and Mali, and the impending release of scores of homegrown violent extremists from prisons in the United States and Europe have heightened policymaker and practitioner interest in violent extremist disengagement and reintegration (VEDR). Although a number of programs to reintegrate violent extremists have emerged both within and outside of conflict zones, significant questions remain regarding their design, implementation, and effectiveness. To advance our understanding of VEDR, this report draws insights from a review of the literature on ex-combatant disarmament, demobilization, and reintegration (DDR). The literature on DDR typically adopts a “whole of society” approach, which helps us to understand how systemic factors may influence VEDR at the individual level and outcomes at the societal level. Despite the important differences that will be reviewed, the international community’s thirty-year experience with DDR—which includes working with violent extremists—offers important insights for our understanding of VEDR.

Like many other states, North Carolina’s population dynamics have shown a definitive shift toward greater urbanization. Some of the population increase in urban areas is in-migration from outside the state. However, net population loss in many of North Carolina’s rural areas has been on the rise for years. Population outflows of this magnitude can bring an array of unique challenges for rural small firms. Chronic rural issues like unfavorable geography, endemic poverty, and poor infrastructure for business can pose serious economic development challenges. According to some scholars, level of rurality or geographical isolation is the primary variable in explaining why economic development outcomes vary across the United States. We assess the literature to determine what role small business development and complimentary strategies have in rural economic growth.

The report "Business Groups in Euskadi" describes the ownership structure of companies in the Basque Country, highlighting the relevance of business groups. Additionally, it proposes a methodology for the identification and classification of these business groups present in the Basque Country. Thus, the report presents a snapshot of these groups for the year 2022, identifying 4,136 business groups and describing their characteristics based on the location of their parent company, distinguishing between Basque, Spanish (outside the Basque Country), and foreign groups. For each of these typologies, several attributes considered relevant in the literature on business groups are analyzed, such as the sophistication of their strategies, sectoral diversification, and intra-group financing mechanisms. Furthermore, the report provides detailed information on the business groups that generate the most employment in the Basque Country.

This study was conducted in accordance with California Senate Bill 1161 (2022), legislation that directed the Mineta Transportation Institute to develop a reliable, easy-to-use survey instrument for collecting information from public transit passengers about the extent, location, and characteristics of any street harassment they experience. Although the legislation is focused on large California transit agencies, the study findings are equally relevant to smaller agencies and agencies outside the state. To develop the recommended questionnaire, we reviewed literature about street harassment, analyzed transit passenger surveys to explore the questions asked about safety and harassment, received feedback on iterative drafts of the questionnaire from numerous transit riders and experts, and pilot-tested the survey with 329 bus and train riders. The recommended questionnaire is available on the MTI website in fourteen languages, including English, Spanish, and Chinese.

Virtually all Latin American and Caribbean countries have established specialized organizations to promote their exports. Existing analyses of these organizations are at best partial and fragmentary. This paper aims at overcoming these limitations of the literature by presenting a consistent, detailed organizational characterization of the major export promotion entities in their respective countries. This characterization is primarily based on data collected through an extensive survey that we have conducted among organizations in the region, and, to put them into an appropriate perspective, among relevant organizations from countries outside of the region. Moreover, for a few countries, we have carried out in-depth case studies not only to report more precise information on those aspects covered by the survey, such as the number and diversity of other actors, both public and private, engaged in export promotion along with their interaction patterns.

Civil society can be broadly defined as the area outside the family, market and state. As such, civil society encompasses a spectrum of actors with a wide range of purposes, constituencies, structures, degrees of organisation, functions, size, resource levels, cultural contexts, ideologies, membership, geographical coverage, strategies and approaches.This rapid literature review collates available literature on funding mechanisms and barriers to local CSOs gaining access to funding and the extent to which funding leads towards organisational development and sustainability. Broadly, it is asserted that in terms of funding, local CSOs often struggle to secure funding equivalent to that of INGOs and their local representatives. Kleibl & Munck (2017) reflect that indigenous non-state actors do not receive large shares of development funding. For example, only 10% of the total funding for US-funded health projects in Uganda was allocated to indigenous non-state actors.Given the diversity of CSOs and the variety of contexts, sectors they work in and the services they supply, it is challenging to summarise funding mechanisms available to local CSOs and the barriers to accessing these. Recent analyses of CSO funding report that while the total CSO funding in many contexts has continued to increase in absolute terms since 2015, its relative importance (as a share of total Overseas Development Assistance) has been decreasing (Verbrugge and Huyse, 2018). They continued that ODA funding channelled through CSOs (i.e., funding that is programmed by the donor government) remains far more important in volumes than ODA channelled directly to CSOs (which is programmed by CSOs themselves).The literature identifies three principal mechanisms by which donors provide financial support to civil society actors: a) Direct support to individual or umbrella organisations; b) Via Southern government; c) Via Intermediaries – largely Northern NGOs.

SARS-CoV-2 screen testing is routine serial testing of asymptomatic individuals outside of outbreak or known exposure settings to identify staff infectious with SARS-CoV-2 and exclude them from work. Routine asymptomatic screen testing of staff has been proposed as a potential mitigating strategy to reduce SARS-CoV-2 introduction and transmission in long-term care (LTC) homes. A rapid review of the literature found no real-world evidence to either support or refute screen testing in preventing LTC home COVID-19 outbreaks. There are several direct harms associated with screen testing, as well as opportunity costs, including exacerbating LTC staffing shortages. On the basis of the evidence reviewed, and given the high rates of protection of COVID-19 vaccines against symptomatic and asymptomatic SARS-CoV-2 infection, the potential harms and costs of screen testing among vaccinated LTC home staff likely outweigh the benefits.
